Item four, public hearings, [0:46] landmarking of for 204 Pine Street, Way Out West Investments LLC. [1:00] Just let you guys know this is from Eagles building. Yep. Let everybody [1:03] know. >> Good evening, ladies and gentlemen. How [1:06] are you? How are you? Good. My name is Paul Glenn. of PSTM architecture and uh [1:12] we're here uh petitioning before you for Eagles Hall um for landmarking and uh we [1:20] appreciate the opportunity that you have you know before us here um I can give [1:25] you a little background on the building and I think you all have a package [1:31] um Eagles Hall historic property name was Castle Hall Drug and um it owner was [1:38] GB Sherman And then um [1:42] that was the original owner of the building. Um you know there's a couple [1:46] things about it. The the period of significance on this building is a [1:49] number of things. Its use is incredibly important. Um the style of the building [1:56] is a very early uh type of um kind of an art deco style. Um it has [2:04] some characteristics of it. It's not a full-fledged [2:08] um version of that, but it's kind of a crude version in the beginning. Um the [2:13] formal address is 204 Pine Street. Um it's on uh blocks 1 2 3 and 4, block 17 [2:22] uh and part of the vacated Nevada street. Its zoning is a CC. It is not in [2:29] the Corazan district. Um, we thought about that before back way back when [2:35] when I got the Arizona and Pine Street buildings. We included them in the [2:40] Corazan district. Um, the dividing line is right up the street. So, um, and I [2:46] think um I think probably the the the reason being is we would like a drive-in [2:52] that's not permitted drive-thru for the coffee shop that's not permitted in HP. [2:57] It is permitted in the CC. I think and and what we've worked with with um [3:04] History Colorado is we keep it low impact and it's acceptable. So um [3:14] so we had the original site 5 LA 14635 204 Pine Street. We did have um history [3:23] Colorado review this um it meets the criteria for the [3:29] evaluation. We would like to get it um historically designated in lie of state. [3:36] Um we do have this this project was given um [3:43] $1 million in historical tax credits from the state of Colorado. And um you [3:50] know like with any of these historical projects it's it's a chinkle blocks [3:54] trying to get all the capital stacked together and get the the money put [3:58] together to get enough funding for it. So and we also do have from from [4:04] Trinidad part of your um original program. We do have a housing now grant [4:10] on this project as well which we're kind of grandfathered in on that. Um we do [4:15] plan on using it. uh we do have to do this project in phases. It's just [4:20] financially we can't uh we can't make it work. So um we are getting help from TUR [4:27] on this as well. Um so the big thing I think with this this [4:32] project is phase one will be the ground floor way west coffee on the Nevada [4:40] side. We have two um well it's separated by the stairwell [4:46] that goes to the basement which is a banquet facility and to the upstairs [4:50] which used to be the old Eagles uh area and so the the two Westerly units are [4:57] small retail units and we talked to the college they're interested in them so is [5:02] a merger campus so it's exciting to kind of um move forward with that portion of [5:08] the project the um so right now the main floor with Turo we [5:15] want to bring this building live uh it has underside services to it um some [5:22] services I should say. So with Turo we're bringing um gas, water, fire lines [5:29] um and electric to the building which will house the project. The next phase [5:34] would be to ground floor, which would be the coffee shop, and we're already [5:39] underway with bidding for that. The building's been permitted for quite some [5:43] time. I have to talk to you about renewing that permit. Um, but yeah, so [5:48] that's um phase two would probably be the lower level, the basement level um [5:54] with the elevator. It's designed with an elevator. And then the third the last [5:59] phase would be the apartments upstairs which is where the housing now comes in. [6:04] And so uh I think with with that said give you a little background on the [6:12] building. Um built in 1903. It is an unusual and I don't know if you [6:18] you all remember but it was about a year and a half two years ago somebody [6:22] crashed into the front of that building >> and um so the owners with the help of [6:29] the insurance we were able to rebuild it. Um found out a number of things [6:33] about it and what we rebuilt we actually incorporated what the design was. Our [6:39] drawings were complete for permit at that point. So we we did move forward [6:43] with that corner of the renovation. Um we also [6:49] um went forward with uh the painting of the building. That particular paint uh [6:55] scheme is a desert paint scheme which is characteristic of you know colors in [7:00] this area historically. And so if you look on [7:09] the original colors were blue. Um [7:15] » I remember that blue. >> Yeah, it was a blue and a tan and and so [7:20] the new colors, not part of the accident, but part of the owners wanting [7:25] to just move this project along. We had come up with the rendering that you see [7:31] the color scheme there with the burgundy and the greens and the tam along with [7:37] the dark browns um windows [7:41] and then like a coffee beastro on the Nevada street outdoor coffee beastro. So [7:48] to bring that to fruition, our paint scheme does reflect that. After the the [7:54] repairs were were made to the uh the corner there, we did go through we were [8:00] able to dry this roof in for we did have some leaks and [8:07] we've got a half a dozen buildings that we're working on and within a year if [8:11] you don't dry them in that deterioration is it's incredible how fast it happens. [8:16] But we are dried in here. We do have the paint scheme. And so with tourist's help [8:21] bringing this building alive, um we are u we're moving along. And so part of our [8:29] our process is we we even though this isn't a district, we feel this is a very [8:34] important building being so close to the district. U [8:39] historically this north end over here was only separated by the river. And [8:45] when it when the highway went through, it really settled the north end. But it [8:48] was developing on its own as the north end. And so like any city, they have [8:55] districts. And so we feel this district is every bit as important as the [9:00] Corissant. It touches the Corazan. Some one day it could be part of the Corusan. [9:04] Um but I think um the exciting part is that [9:10] this building is moving forward and it's a catalyst for that twob block stretch [9:15] and this goes back I don't know probably six seven years when we were working on [9:21] 101 Piney Street and working on around the corner the Nevada Street project. Um [9:29] we felt that this was this twob block stretch was really important. It's the [9:33] front door to the college. Why not make it its own little district? So, we did a [9:39] a proono plan for the city that showed this being its own district. We found if [9:45] you look on the original photo, [9:50] area 179, you'll notice a four light fixture type pole mounted fixture. [9:57] » Mhm. Um, apparently C has one of those somewhere around there, but that would [10:05] designate this city or this district from the Corissant district. And so we [10:10] thought that's kind of a cool thing. We would put um light blocks at either end. [10:15] And so in meeting with the college last week, they're excited about that. So [10:20] this building is kind of the cornerstone of that district. Um we're also working [10:26] with the building K Corner um from this building as well. So [10:33] it's exciting what's moving along on that that side of town. Um Oh yeah. [10:40] So going back to the history of the building uh 1903 is is uh on the [10:45] cornerstone above um up by the fire pit. We don't know who the original architect [10:51] was. We don't know who the original builder was. We do know that the blocks [10:56] in this building were indicative of a fly ash. It was kind of a byproduct of [11:03] the coal ovens out here. And so it's not a very stable block. It is a type of [11:10] concrete block. Um it's very fragile that you can like claw it and get it to [11:15] but nonetheless. So we we know we feel that the building is stable enough to go [11:20] with with it as is. and we've done as part of our permit drawings, we've got [11:25] some stabilization to do with it, but we feel it's a good candidate for a full [11:30] restoration. Um, the building was originally designed [11:34] as as mixed use. So, the it was a drugstore on the corner. Um, [11:41] and there were other retail units. It was actually like a small cigar store on [11:46] the Nevada side. Little tiny little store there. Um [11:51] the downstairs was was always banquet and the upstairs uh was a combination of [11:57] kind of strange spaces. Um [12:03] we uh but ultimately when the Eagles uh bought it, they converted it and I I'll [12:11] tell you a little more about that. Um they converted it to their area which is [12:15] the Eagle's nest. The area is the Eagle's nest. So, um but anyway, so [12:21] yeah, it it's assembly retail banquet. Um it's current use, it's vacant. We're [12:27] proposing mixed use, which would be uh retail, ground floor, banquet, and [12:32] apartments. We also, just to kind of give you a little backstory, too. So, [12:36] the owners of this property own the Nevada lot next door to it around the [12:42] corner. So, we did get that reszoneed and permitted for uh food trucks, which [12:48] the the college loved it, the city loved it, and so the back of one of these [12:53] retail units would actually be the commissary for that right there. So, [12:58] that's that's still in the picture. It's we're sloww walking this whole thing. [13:03] But um anyway uh [13:09] the information criteria meets the character in a number of ways or [13:13] historical eligibility. Uh it's character was a early version of kind of [13:20] an art echo. Um it is without a doubt according to the [13:26] state very um historically significant in that it's an evaluation um on a [13:33] social history and fraternal um organization. So they feel that that was [13:38] very for this particular um order of eagles area eagles um it was significant [13:45] in this area for that very reason. you know, we've got the, you know, the uh [13:49] the Shriners, got the Legion Hall, there's a bunch of different [13:52] organizations. This is very similar to that. [13:55] » Um so, and that is the route that we would [14:00] take with the state if we had it um recognized by the state would be for the [14:05] fraternal organization. They call it criteria A. And that's kind of what [14:09] we're doing with you. we would we would hope that you could um uh give us our [14:15] nomination and our designation based on that same type of use. Um you I feel as [14:20] an architect it's has other characteristics too. [14:24] » Um for instance I don't know if any of you went in the tour that we had [14:29] recently in there >> but the the bar is a very good example [14:33] of kind of that art deco which we're going to reuse. [14:37] » Yeah, that was a beautiful bar. >> Oh my gosh, it's cool. And we've got a [14:40] guy out of Chicago that's going to come and and do the um all of the glass work [14:45] for it. We're we're moving that bar downstairs. [14:49] » The upstairs would be apartments. Um the main floor would be retail and then the [14:54] basement would be assembly. >> And so, but we're going to we're moving [14:57] the bar down there, reconfiguring a little bit, using all the pieces and [15:01] then redoing the uh you know, all the glass work and the neon. So I think [15:07] that's really >> that's very cool. [15:09] » Yeah, it is exciting. Um, [15:16] so [15:19] um go back a little bit of on the [15:23] attachment A. I tried to give you a little history of what we had. Um, there [15:28] is some very interesting things about this building. Um, and if you a lot of [15:33] the old-timers can kind of verify that, um, we found a whole bunch of record in [15:42] the basement that tie this building to the syndicate in Chicago. So, it's [15:47] pretty special. >> Have fun. [15:49] » Yeah. And so, um, we we think that that is something that we want to when we [15:56] start getting into the details of this building, for instance, for, [16:00] uh, the banquet facility in particular and the lobby that goes upstairs that [16:05] we'd like to play on that. And I think that's that's pretty cool because that [16:09] is a huge part of Trinidad in itself was was the, you know, connection up there. [16:15] So, uh, the building's art deco. It's a um it's built to the locally sourced fly [16:20] ash um with stucco on all four. Um [16:26] indicative of the art deco are the smooth streamline lines, geometric [16:30] shapes um geometric windows. If you look at um [16:36] it has storefront, but they've tried to incorporate [16:41] small rectangular windows on two panels, one on each street. Mhm. [16:46] » Um so and that would be very uh characteristic of our deco. Same with [16:53] the 8 by8 scored and that is 8 by8. It's not really a [16:58] scored concrete block. It's a it's a plaster that's been scored in an 8 by8 [17:03] pattern. >> Um it has horizontal banding with the [17:07] dentals. So um it's a two-story building built in [17:11] 1903. um Castle Hall uh purchased the land and [17:16] built the building um for about $5,400. The building was known as Castle Hall [17:21] Block at that time, owned by GB Sherman. Um [17:28] it was eventually sold in 1908 to CL Brewer, who was also um [17:35] a pharmacist and a drugger. And they kept it until the 30s, which is when it [17:40] changed hands. the paternal orders of the Eagles purchased it for [17:45] approximately $15,000 and reinvested another $22,000 [17:50] to uh where you see it now with the with [17:54] the large area hall on the one end, the bar, the gaming room. And so part of [18:01] what we're doing with history and working with history Colorado is even [18:04] though we are making these apartments up there. Um [18:10] we're going to play on the fact that these were large rooms. In other words, [18:14] in the hallway that is the circulation for the apartments. We're doing transom [18:19] windows at the top. So you can literally see that that same ceiling went through. [18:24] that was uh something that we we came up with the state and felt that that'd be a [18:28] good way to actually see that you know where those original rooms were. [18:34] So uh just a little creative uh design on that end. And so um [18:44] 1932 there was an explosion at the building that's no longer there which is [18:47] the Nevada lot that's but the commissary um damaged it. that the Eagles had to [18:53] put in their own money to fix it. Litigation went on for years. Um, [18:58] » do you know the cause of the explosion? Just out of curiosity, [19:02] » you know, I think [19:08] the syndicate got the wrong building. Just saying [19:16] it could be. I don't know. But go figure, right? explosion down there and [19:20] you know but uh so that's just my theory but anyway the building is not connected [19:27] to the tunnels that are on main and commercial even though it has what we [19:33] found could be a tunnel. I'm not willing to go down there. [19:37] I've been down as many of these as I can. I'm not willing to go down that [19:42] it did have a flood. This is about seven years ago. the uh the corner of Pine and [19:49] Arizona flooded. It's a backup sewer possibly, whatever. [19:54] » Uh that flooded the Pine Street building, took on water, full basement [19:58] up to about 2 ft on the main floor. This took up water in the basement as well. [20:04] And um the old owner went ahead and redid that whole basement floor. So, [20:09] we're fortunate to have that done. It's all new joist, waterproofed, and [20:13] everything. So um [20:21] and then um so yeah I think you know um the significance of this building and [20:27] and it's funny I learned all kinds of stories when we were doing street school [20:32] it was you know some of the old-timers just have all kinds of stories about [20:37] these buildings and and the history with them and actual users of those [20:42] buildings. This is no different. Um, at one point, you know, anybody that [20:47] ever had a wedding in town back in the day had it here. They knew kind of, you [20:52] know, things about the building that, you know, she's probably better off [20:57] staying away from it other than a wedding. But, um, we found a lot of [21:01] cool, uh, things that as far as, um, what, you know, what they were doing in [21:08] there as far as the gaming and things like that. It's part of the history. It [21:11] is what it is, right? So um but I think that's the same that correlate that use [21:17] kind of correlates with what state was saying also as far as social [21:22] organizations. Doesn't matter who used it or what the use was. Knights of [21:27] Columbus had their meetings in there. The Eagles had their meetings in there. [21:32] Um and then there were a lot of labor union meetings in there as well which is [21:36] is part of the history of this this town. So um we feel it's it's [21:41] significant in that more so than the fact it's an early version of art deco. [21:47] I mean it it you really have to look at later versions of art deco to understand [21:54] it is one but that yeah it's kind of you know kind of gray. It's its historical [22:00] significance is is way more important with its use and not with the labor [22:05] unions >> and eagles. So um and really it was it [22:09] was a catalyst for the development of that north side. And that was typically [22:14] a lot of the stockyards and things were over there. And so it was kind of the, [22:19] you know, the uh the castaway so to speak. And when it started to develop [22:24] this building, the one kitty corner from it um down around the corner the the [22:30] Malveri Apartments and then the Pine Street building there. It it was [22:35] developing all on its own. And I think that's what we're trying hoping is that [22:40] we can bring that whole district back and and um like I said that the college [22:45] is all excited about it because it's you don't have to cross under the river or [22:50] cross over the river. You don't have to go into the expressway. They'll have [22:53] places on their own side down ride their bike down. Um, [22:58] and then this is going to be one the c the coffee shop will have acoustic music [23:03] in it and um serve food. It'll be computer friendly. Um, the building will [23:10] now be accessible in an elevator. Um, but with all that adaptive reuse, [23:17] the most important intent is to keep it the way it was as as best you can. I [23:23] mean, that's that's um we have to use it for modern day uses. So, [23:32] » you guys have any questions? [23:39] » No. >> I appreciate what you're doing over [23:43] there. >> Thank you. [24:02] » And um so and we thought the probably the the [24:07] best use or that you know in talking with with the college is off-campus [24:13] senior housing or professor housing. It's right there. And um there's a need for it and we just you know it's close and it's it [24:23] creates that that urban environment that >> large cities embrace you know little [24:29] districts like that depending on where you are in that city whether it's little [24:32] Italy, Greek town, whatever those districts are important to the fabric of [24:37] the city and especially you have a college right there too. [24:40] » It's it's just that much more important. >> Okay. [24:44] Um, >> you said that [24:49] the historic district ends right there, but it might move. So, [24:53] » if we if we do the survey as we've been doing it, we're in first phase for the [24:57] survey. >> So, we could possibly in the last phase [25:01] push the boundaries. It has been brought up by um, History Colorado. That's a [25:06] possibility. >> So, then what happens with the [25:08] drive-thru? God would be permitted under [25:12] » if it gets put in before grandfather. Yeah. Yeah. And and so like [25:17] when we um I remember this goes way back probably 8 years or so when we were [25:23] doing 101 Pine which is down at the end of the street there and then uh the [25:28] Arizona that was all one property. So not only did we get that split into two [25:34] but we also got that added to the Corazan district at that time. Um the [25:39] boundary line went right down the center of the street of Pine. It stopped, made [25:44] a left and went south on Nevada down the middle. So if the district expands, if [25:50] the Corazan district expands, this could certainly be part of it. Um [25:55] I know that the owners for the building across the street, which goes in a [25:59] little meat market, um they would be interested in being a part of that as [26:04] well. >> Arizona. [26:06] » Yeah. I haven't talked to the the janitorial service, but that building is [26:10] kind of a cool building in its own right, too. And then [26:15] could a college district exist on top of the quarter zone? [26:18] » It certainly could. Yeah, absolutely. It's an overlay district. So, yeah. [26:23] » Yeah. And I don't know if you're all familiar, but this, you know, coming [26:27] from Chicago myself, I have a a special place in my heart for the the rap [26:33] brothers. you know, two of them stayed there, two came here. [26:37] » They all went to live down in Carbondale. So, I know I went to school [26:42] there, too, um before Chicago. But anyway, um if you if if you're familiar [26:49] with Grant Park, um was a Spanish architect, a designer [26:55] that came over. He designed these light blocks. Basically, it it can change with [27:01] you put pictures in there. program of older clear. So what I proposed to the [27:06] city back about eight years ago is something like that as bookends. So it [27:11] sounds like we've got the college after Ronda left. We've got um Dustin [27:17] there renewed interest in that. So those would be like the book ends of this [27:21] district. >> And um we've got a parking plan. I think [27:26] that's still on file. I I you know um but it's it's it's it's a collaborative [27:32] effort but that what it takes to the building owners to help create that [27:36] district and so we felt to create the district not only would we have parking [27:42] you know designated parking out there some green spaces some trees outdoor [27:46] spaces like the beastro outdoor beastro here but also designated a little [27:51] different when you go to these bigger cities the districts are are delineated [27:55] by for instance light fixtures are [27:58] different. So the light fixtures here would be different than the cores on [28:02] even though they're part of it. It's an overlay. So therefore these lights can [28:06] be different. >> Mhm. [28:08] » You know, so it's really kind of an evolving process. It takes forever. Um [28:12] we've done it a couple times up in Illinois on some collar towns and um [28:17] Woodstock Square is one of them. Uh Harvard, you know. So it's it's um it's [28:22] really fun to watch it evolve. You have the buildings here. You have what a lot [28:28] of towns don't have. And so that's huge. That's the first story. [28:34] » Harvard. That's where the AT&T >> I'm sorry. [28:38] » They had an AT&T factory in Harvard. >> Mhm. [28:42] » Well, we did a we did a Yeah. And that's um we did a building there called the [28:47] Star Line. And I don't know how familiar you are. They made refrigerators. It's [28:52] super long building. Um, we did some work on that. We did that remodel. [28:57] That's a really cool building. Um, very similar to [29:04] uh in Alexandria, Virginia, Oldtown Alexandria. There's a place there called [29:08] the torpedo factory to make torpedoes. It's this long building. It's like eight [29:12] blocks long and it's mixed use now. It's just thriving. And so that's kind of [29:18] what we're hoping with some of these buildings is that um emerging campus has [29:23] some interest in possibly moving when they grow out of a space [29:28] there. They have the next step could be here possibly. So [29:34] we're excited about this project moving forward. It's been years [29:38] since we started this, but >> with a little setback, too. [29:42] » Yes. But we're excited that it's moving forward. um the whole you know Chur has [29:49] been great helping us with that and um that's like ready to go and then the [29:58] next step is getting that ground floor leased out. Um we do so the basement [30:04] level of this building does fit a niche as far as assembly. Um [30:11] the college has their own you know assembly rooms and and areas. [30:17] Um they have used space to create got you know beautiful space there. The [30:22] Mitchell has a space as well for depending on different uses there. This [30:26] fits into a close very small niche and it's right across the street for their [30:32] own catering which which they like that idea. [30:36] So, do I have a motion? Uh we're reusing a lot of the [32:13] fixtures and everything in there, the ceiling tiles and all that. Uh we also [32:18] have um a render in one of the units upstairs, too. [32:23] » So, we're going with all exposed duck work. um they're small, they're tiny, [32:29] that they fit a niche in the market, they're affordable, [32:32] » and um >> by having a variety they're one [32:36] twobedroom, and that's based on market need, too. [32:40] » Like I said, four or five of the studios, [32:43] two onebs, one twobedroom. But that's based on need, market need. [32:47] » And so if you have a professor or or an upper grad that's married, they can have [32:53] multiple bedrooms. If you have, you know, a single person, the studios are [32:58] perfect. So, [33:05] » this part of me's never moving out. [33:10] » I'm not moving. It's like, yeah, I know. My feet are planted. [33:17] » But you know what the truth is, too?
