[0:00] The 7th of November there. >> Okay. [1:00] » I'll make the order special city commission meeting [1:03] at 12:00 p.m. Tuesday, July 14th, 2026. Roll call, please. [1:09] Mayor Willis. >> Here. [1:11] » [clears throat] >> Commissioner Willis. [1:12] » Present. >> Mayor Pro Tem Biegel. [1:14] » Here. >> Commissioner Bovis. [1:17] Commissioner Oglesby. Commissioner Reese. [1:20] » Here. [1:23] » We'll take up the consideration of changes or deletions to the agenda. [1:30] » Move. [1:33] Madam Mayor, I would accept the agenda as is. [1:40] » As is? Okay. [1:44] Second. [1:47] Roll call, please. Mayor Willis. [1:49] » Here. >> Mayor Pro Tem Biegel. [1:51] » Yes. >> Commissioner Reese. [1:52] » Yes. [1:57] » And [1:59] » Here. >> Good afternoon. [2:04] » We've got a few items today. Um, the first one is going to be task [2:08] order number three [cough] for the airport taxiway A and B project. [2:12] This is an updated task order that was previously approved back in March of [2:17] this year. Uh, this has updated numbers. Um, [2:23] with with more concise costs that have changed slightly since then. And the [2:30] biggest thing is it names myself instead of Ralph Lopez as the project contact. [2:38] And that's that's really all it is. So, I'm asking for approval on this and I [2:43] stand for questions. [2:46] » Any questions? [2:51] » Now, the number three, where is that? >> The the task order? This is for the [2:57] airport taxiways A and B. >> Okay. [3:00] » So, they're going to be resurfaced. Um, [3:04] » Which way is it going? Is it going >> Uh, [3:07] » You've got uh main runway [3:11] and then one more way south [3:15] northwest on the other thing. >> Correct. Sure. [3:18] » And then you got the other one going back. [3:20] » Yeah, so the taxiway comes off the main runway [3:23] » Okay. >> and it's the one that that winds back to [3:26] the airport. >> Uh-huh. [3:27] » And that's A. And then the B side is on the north side of the airport there. [3:32] » Okay. >> And they just need to be resurfaced. Um, [3:35] the FAA is very um, [3:40] very precise with what condition those taxiways are in. [3:45] » Yeah. >> Um, [3:47] basically they look at from the center of the runway outward [3:51] » Mhm. >> as, you know, what's most important. [3:55] And they we wanted to do the apron next, but the FAA came in and evaluated and [4:01] they decided that we needed to do our taxiways first. What you got there? [4:05] There's some Yeah, you can't have any cracks [4:09] and we can't have any debris, you know, any of the asphalt coming up [4:14] because rocks can get in the engine. >> What's that? They can't do that on the [4:17] city street. On the city street. >> Well, I agree with that. [4:21] Yeah. >> But now, on one part that they did [4:26] a couple of three years ago they built that [4:30] taxiway up. >> I believe so, yeah. [4:34] And this is just This is resurfacing, so we don't need to [4:39] uh rebuild any of the taxiways at this point. We just need to resurface. [4:43] » I just wonder why they elevated that. >> I That I don't know. That That's a good [4:49] question. Uh I would imagine it had to do with FAA regulation. It was all that [4:54] changing. >> I figured probably because they were [4:56] landing ostriches out there. >> That could be. It could have to do [5:00] with that, too. >> Okay, thank you. [5:03] » You're welcome. [5:06] » I now make a motion to accept the task order number three for [5:10] the airport taxiway A and B project. >> I'll second that. [5:14] » Roll call, please. >> Mayor Christian Meadows. [5:16] » Yes. >> Commissioner Hayes. [5:18] » Yes. >> Mayor Wells. [5:19] » Yes. [5:22] » Okay, the second one I have is action and discussion applying for [5:27] the FAA grants uh that will cover the taxiway projects. [5:32] Um this application, that's all together [5:37] is actually for two FAA grants that total [5:40] 266,000 [5:44] and >> I believe it's [5:48] 266,316. [5:51] Um these grants in correlation with the [5:54] state uh make up the total project cost. Um [6:01] it's 95% federal grant, 4% state, and 1% city. [6:07] So, the maximum out of pocket that will be required to [6:12] put up forth is $2,666, I believe, but that's covered in the [6:17] cost order that was previously approved. Um [6:23] » I'll answer that yet. >> No, I know. I wish they were all that [6:27] good, too, but um basically, uh this is just a packet that [6:32] is everything required to apply for two FAA grants. And um [6:37] I'll stand for questions. [6:40] » Do you have a question? >> No. [6:43] » No questions? >> I'll make a motion to accept the FAA [6:47] grant application. [6:50] » I'll second. >> Councilman [6:53] » Yes. >> Yes. [6:55] » Councilman >> Yes. [6:57] » Councilman >> Yes. [6:59] » Thank you very >> And the very last thing is from it's [7:04] still lower from last week when we had some [7:07] uh confusion about a third resolution with the [7:12] LGRF grant. Um [7:15] this was the one that was we thought may have been a duplicate. It [7:21] is different, and it is needed. And so, [7:25] I just ask for approval on that. And I'll stand for questions. [7:29] » I'm glad you came back. >> Yeah. [7:32] » We'd hate to lose that grant. >> That's right. [7:34] » Yes. [7:38] Any questions? >> No questions. [7:41] » Mayor, make a to accept resolution 2016-24 [7:46] uh approving the 20 fiscal year 2017 uh local government group on [7:51] cooperative agreement. >> Mayor Betten? [7:56] » No conflict. Commissioner Bliss? [7:59] » Yes. >> Mayor Willis? [8:00] » Yes. >> Mayor Permenter Tippett? [8:02] » Yes. >> Thank you, Mayor. [8:13] » Did you have anything to say, Mr. Salas, before we go? [8:15] » No, ma'am. >> Okay. [8:16] I just need your name is down here, so the reason I was calling on you. [8:20] » Well, um we were I was talking to him about that cuz I looked in my old [8:23] folders and you know, I brought some work from the county. The way it works [8:27] is that you could also use the city's resolution and not use that one, so [8:30] that's why I was used to doing three cuz we'd rather use the county's and not [8:34] that and I went back and looked and there was only thing. So, it's just [8:37] another thing yet that you can pull it out. [8:40] I was just telling him to send it to the board to go on and get it signed, so. [8:44] » Thank you very much. We appreciate you coming back with us. [8:48] Mayor Betten? All right. Um [8:51] thank you, Mayor and Commissioners. Um [8:55] On Thursday um I'm sorry, Friday [8:58] morning we opened um RFPs for professional financial services. [9:03] Uh we did receive one. Um [9:06] the evaluation committee also met at that time. [9:09] Um after thoroughly reviewing uh the [9:12] proposal that was submitted, uh the evaluation committee um [9:17] does recommend award to the name that was mentioned [9:21] in the confidential letter that I I provided to you all. [9:24] Um with that, we can proceed with um [9:30] a notice of award, a review of the agreement on Thursday the 23rd. [9:37] I'd like to see that. >> So there um [9:41] without having to go to into executive session, their fees did not change from [9:46] the last time. So, just just [9:50] FYI on that. >> And they were the only one that [9:53] » They were the only one that that provided [9:56] an adequate response to this. >> I I personally am [10:00] looking forward to having a CPA firm to come in [10:03] for sure. Let's be forward. [10:06] The And when when we sign a [10:11] if we sign a contract with them on the 23rd, [10:14] how soon could they start working could they say? [10:17] » They did not um at that point they would be they would [10:22] be with the city manager and they would work together to get a timeline [10:26] together. I didn't set that up at that point [10:30] unless there's other procurement issues that come up further than that. [10:33] I set that in but after it's been awarded to the city manager, [10:37] we'll we'll discuss the timeline. [10:40] » That's good. [10:44] » And so with that I ask for your all's approval to accept the [10:48] the recommendation of the evaluation committee and the next step being [10:53] appointed and possibly being able to go through the contract with you all on the [10:57] 23rd. [11:01] » Anything from you? >> No. [11:03] » Okay. Thank you, Mayor. [11:05] » Then I'll make a motion to accept the RFP suggestion for professional [11:10] financial services recommended by the evaluation committee. [11:16] » I'll second. >> Roll call, please. [11:19] Mr. Hayes? >> Yes. [11:21] » Mayor Willis? >> Yes. [11:22] » Mayor Portillo? >> Yes. [11:27] » Is there any other business any anything else on the agenda? [11:31] No. [11:33] No. Do you have anything to say to us or [11:36] anything? >> Well, on the financial side of [11:40] it, we need office space here. >> I I believe that. [11:45] Um that's going to be paid by the [11:46] » That will be paid by the commission. [11:50] » At what >> She's got a place where [11:53] Yes. Okay, then. [11:55] » I am the local objective commission. >> Oh, sure. [11:59] » So, I met with Logan today or Sam Holm today and we got one guy with the [12:04] mosquito spray. We got one guy trained and he's going to test tomorrow. And [12:09] they are actually going to show us the first time and then just their truck [12:12] to they don't spray enough over there long as we keep it safe. So, I just met [12:16] with him a little bit ago and Sam Holm said they're going to help [12:19] us out. So, hopefully we got a bunch of rain coming up, so it really doesn't set [12:23] well with wind. So, hopefully I've got one guy test tomorrow [12:28] and gets the the license and then we'll go from there. And hopefully we'll be [12:33] spraying by early next week. [12:35] » Thank you. I appreciate that very much. Thanks to Sam Holm. [12:41] Anything else? >> I do want to just uh remind the [12:43] commission that this is still confidential until the agreement is [12:47] signed and approved um the open meeting for this item. [12:52] » And thanks for everybody for coming today and we'll be back on the 23rd. [13:00] We don't have We don't have to choose in the meeting. [13:03] Love the calendar. >> It's a closed session on the 27th [13:10] » Love the calendar. calendar [13:12] » [laughter] >> Okay. [13:14] Then we're adjourned. [13:18] » I wish they brought that easy.
