[0:15] Let's call the order of the board of [0:16] county commissioners meeting for Monday, [0:17] December 1st, 2025. Roll call. [0:20] » Commissioner Ce here. [0:22] » Commissioner Dunkerley here. [0:23] Commissioner Sims [0:25] » Here. Please rise for the pledge of [0:27] allegiance led by Deputy Kretic. [0:30] Luke's pledgece [0:32] to the flag of the United States of [0:35] America and to the republic for it [0:37] stands. One nation under God, [0:40] indivisible, liberty and justice for [0:43] all. [0:47] » Thank you, deputy. Next item on agenda [0:50] is going to be announcements. Alex, [0:52] having fun out there this morning? [0:54] » Uh yeah, good morning. Um just a few [0:56] slick spots, mainly the overpasses. um [0:59] crews were ready and took care of it. Uh [1:01] the weather this week is going to be [1:03] sketchy for paving. Normally for [1:05] overlays, you need 45 and r 45 and [1:08] rising. Um and we don't like to pave [1:10] unless it's 50, otherwise you get cracks [1:12] and poor compaction, that sort of thing. [1:15] So, we'll see what we can get done. Um [1:18] we're down in district 3 right now on [1:21] 191st Street. So, if we get some good [1:22] weather, we'll we'll try to get that [1:24] laid. Um we're working on the [1:26] reclamator. uh hopefully gets that fixed [1:29] uh today or tomorrow. That way we can [1:31] get back to uh the project we have in [1:32] district one. And we're working on a [1:35] bridge in district one uh up on 186th [1:38] Street North. So um let me know if you [1:41] have any questions. [1:42] » Thank you, Alex. [1:43] » Thank you. [1:44] » Any other announcements? [1:47] » Matt Parks. [1:49] » Morning, ladies and gentlemen. Good [1:50] morning. [1:51] » Um, our team did uh to Alex's point, we [1:54] did uh make stop by social services [1:56] early settlement as well as election [1:57] board this morning. So everything was [1:59] good on those fronts. So our team's back [2:01] in the park um but did stop at those [2:03] locations. So if there's any challenges [2:05] there, please let us know. Uh Friday, [2:08] we've got trivia at Le Fortune. Uh so we [2:10] got some teams want to try their 90s and [2:12] 2000s trivia. So we still got some [2:14] opportunity for there. And then [2:15] Saturday, boots and bow ties out at [2:17] South County. Um fatherdaughter dance [2:19] out there. So, uh, if you have, uh, [2:21] employees that want to take advantage of [2:22] that reminder, half off on that. As well [2:25] as we still have kid hoops open for [2:27] registration on the basketball side [2:29] across O'Brien, uh, Chandler and, uh, [2:32] South County as well. So, [2:35] » Excellent. [2:38] » Bill Smiley, any updates? [2:43] » Good morning. [2:44] » Good morning. [2:44] » Um, winter weather's going to continue [2:46] for sure. It'll be cold, a little icy [2:48] again tomorrow morning. Um, of course, [2:51] the biggest thing is probably to follow [2:52] the road and weather conditions and make [2:54] sure you give yourself enough time to [2:55] get to work and not be going 70 miles an [2:58] hour over the overpass. So, City of [3:01] Tulsa has done their uh ice melt work on [3:03] the road, so they they've done pretty [3:05] well with that. Adam Woodard is the u [3:07] emergency manager for the city of Tulsa. [3:10] Um, other than that, that's what we got. [3:12] We're monitoring and uh I heard this [3:14] morning that maybe I should have done a [3:15] one hour delay. I'm sorry. I'll try to [3:18] do better next time, sir. [3:19] » Two hours. [3:20] » Two there. [3:21] » There we go. So, [3:23] » Always an after action. Thank you, Alex. [3:25] I appreciate that. [3:26] » Sure. [3:27] » So, [3:27] » Uh, I did see the forecast when I walked [3:30] in. They were saying something about [3:31] afternoon possibly some snow pushing [3:33] down. [3:34] » Yeah, snow flurries. You bet. [3:35] » In the afternoon commute. So, we'll just [3:37] keep an eye on that. [3:38] » Yes, sir. We'll do um I expect it to be [3:41] this way probably this week. The [3:43] temperature, it's one of those periods [3:44] where it's real cold in the morning, [3:46] then it's going to be warmer in the [3:47] afternoon. So, it'll go back and forth, [3:48] which will put people in a lull [3:50] actually. So, preparing for that [3:52] afternoon, that early morning is [3:53] probably the key, which we'll continue [3:54] to do with the text um to the [3:56] commissioners and deputies to let you [3:58] know what we're up to. So, appreciate [4:00] it. [4:01] » Very good. Thanks, Bill. Great. [4:02] » Yep. Bill. [4:03] » Yes, sir. [4:04] » Question. Yeah. I know you mentioned uh [4:06] that you stayed in touch or with city of [4:08] Tulsa crews. How about the county? Have [4:10] you been in communication with our [4:11] county work? [4:12] » I sent Alex an email this morning about [4:13] it and uh so we're going to huddle with [4:15] that and um make sure that we're [4:17] covering all the areas that we've got in [4:18] the county or if he needs any help. I'm [4:20] sure he is, but you know, if he needs [4:22] any help, then be happy to do that as [4:23] well. [4:24] » Great. Very good. Thanks, Bill. [4:28] » Any other announcements? [4:31] Michael Willis. Well, it's almost the [4:34] holiday season, which means for our [4:36] thousands of viewers out there, I'd like [4:38] for people to know that it's a big [4:39] season for deed fraud. [4:42] » I know it's kind of Grinch type talk, [4:44] but um people can sign up for our record [4:47] radar product online. It's a recording [4:50] not notification service, totally free. [4:53] Go to county clerk.tulsaccounty.org. [4:56] That's it. Thank you. [4:58] » Thank you, Commissioner Dunkerley. [5:00] Travel safe out there. Treasure [5:03] » Treasurer Figuel. [5:04] » Uh sorry about my tardiness, but real [5:06] quick, I just want to let you guys know [5:08] that we are doing our remote locations. [5:10] We started them this morning. Uh for [5:12] this week we're at the Bank of Oklahoma [5:14] at 61st in Yale, the American Bank of [5:16] Oklahoma in Collinsville, uh the Tulsa [5:19] County Clerk Satellite Office in Broken [5:21] Arrow, um Security Bank at uh 51st and [5:25] 169, and at Mabberry Bank at uh [5:28] basically 151st of Memorial. So, uh, we [5:31] try to get out and spread it around, uh, [5:33] to be able to allow the citizens, you [5:35] know, we always talk about the history [5:38] of of county government and everything [5:39] is supposed to be a horse ride away. And [5:42] so, uh, even though we're you can get [5:43] across Tulsa County about an hour, um, [5:45] people still don't like to come downtown [5:47] and and, uh, park the car and come [5:49] upstairs. So, uh, we we try to get those [5:51] satellite locations out there to to, uh, [5:55] allow people to pay their taxes a little [5:57] easier. So, just want to let everybody [5:59] know that we're out there. Thanks, John. [6:01] » Thank you. [6:04] » Very good, Commissioner. [6:05] » Oh, just it was a big weekend at Expo [6:07] Square. BMX was in town for their [6:10] championship series and so heads and [6:12] beds, restaurants were full. Just lots [6:15] lot of people coming in from all over [6:16] the country for that event. So, it was [6:18] big. And more more events uh coming up. [6:21] Uh they'll be gearing up for the uh [6:23] shootout coming up in a few weeks. And [6:25] that'll be more hundreds if not [6:28] thousands of people into into this [6:30] region staying all over the area. So big [6:32] time for Expo Square in the next month [6:34] and a half. [6:35] » Sure. [6:36] » Yeah. Thank you. [6:37] » Very good. Thank you, Commissioner. [6:38] Well, happy Thanksgiving everybody. Glad [6:40] to see everybody this morning. I know it [6:41] was a little sketchy on the travel. Uh [6:45] nice deer, Director Parker, that I saw [6:47] out there. Matter of fact, saw a few [6:49] deers uh around. So, uh, Matt, uh, [6:53] another nice one. I think John had one [6:55] or a couple. So, good to see everybody [6:58] getting out and get a little vacation [6:59] with family. And welcome back. Uh, next [7:03] on the agenda is going to be minutes. [7:04] Board of County Commissioners meeting [7:05] for November 24th, 2025. [7:07] » Motion to approve. [7:09] » Second. [7:10] » The Lee. [8:47] » Good morning. Morning. [8:49] » First of all, I'd like to thank uh Bill [8:51] Smiley for not declaring a a late day [8:54] for us that u are on call and have to be [8:57] at work. It makes my people feel a lot [8:58] better. So, thank you. And I'm sorry [9:00] everybody else is mad at you. [laughter] [9:04] Uh [9:06] last week, uh we had uh interviewed a [9:09] couple people. Um we we sent one forward [9:12] for hire, but um two staff that we had [9:16] uh chose to self-terminate uh based on [9:19] on uh working with some violent kids. [9:22] They decided it wasn't for them. That's [9:24] the challenge we continue to face. And [9:27] uh we've uh hired a few months ago a a [9:31] new training officer come from the [9:32] federal government who's just [9:33] phenomenal. and he's reaching out to [9:36] other parts of the country and trying to [9:39] try to see if there's some way to [9:41] reinvent the wheel. Um we we've reached [9:44] out to contacts across the country that [9:46] I know and and everybody's uh suffering [9:48] the same scenarios. Uh it's just tough [9:52] working with uh our juvenile populations [9:55] uh because some of the restrictions in [9:56] some of our federal laws and some of our [9:58] state laws. uh we're continuing to look [10:01] ways to remedy that whether at the state [10:03] level or the federal level. And so uh [10:05] anybody that has any contacts or any [10:07] input on on ways to improve or or maybe [10:10] change the way that we do business, we'd [10:12] love that input. U other than I don't [10:14] have anything. Thank you. [10:16] » Thank you, director. [10:17] » Thank you. [10:19] » Motion to accept and file. [10:21] » Second. Lee, [10:22] » Yes.
