[13:22] >> Seconder. Councillor Hoffman. [13:24] » Seconder. Councillor Hoffman. [13:24] Discussion, Councillor Norbury. [13:27] >> Thank you, Mayor. Um I'm actually going [13:29] » Thank you, Mayor. Um I'm actually going [13:29] to be voting in opposition to this. Um [13:31] since our discussions about the golf [13:33] cart storage, which I was in favor of, [13:36] I've been having discussions with [13:37] different golf um users. [13:40] And [13:41] the majority don't actually support this [13:43] project. They think it's They think it's [13:45] cost too much. It doesn't fit the needs [13:46] that they want. Uh [13:48] you know, and this is a mix of people [13:49] who already have golf carts in the [13:51] storage, people who are on the waiting [13:54] list. [13:55] And um you know, I want to really know [13:57] like [13:58] I'm I'm fine spending money on a project [14:00] that people want. But I can't find [14:02] anybody who actually wants this project [14:04] for the price it is. They'd rather see [14:06] something um more more targeted. Um even [14:10] recognizing that we can receive a [14:11] significant grant to reduce the project. [14:14] Um you know, they're just not in favor [14:16] of it. So, at this point time, I cannot [14:17] support it. Thank you. [14:18] >> Thank you. Councilor Arjulick. [14:20] » Thank you. Councilor Arjulick. [14:20] >> Um yes, I also will be voting against [14:22] » Um yes, I also will be voting against [14:22] it. I just feel that we could use this [14:24] $300, $300,000 towards another um [14:28] infrastructure program. [14:30] Uh for the recreation. And um I would [14:33] say that I also align with Councilor [14:35] Norbury on his reasoning for not [14:37] supporting it. [14:37] >> Thank you. Councilor Hoffman. [14:39] » Thank you. Councilor Hoffman. [14:39] >> Thank you, Mayor. [14:40] » Thank you, Mayor. [14:40] Uh I'm actually in support of this. I am [14:43] I'm not sure it's exactly what I would [14:44] want or exactly what needs to be there, [14:46] but if we can get 300,000 towards a [14:49] project of this nature, [14:50] uh I think there isn't any reason to go [14:52] for it. The golf course needs some [14:54] upgrades, one of which is the driving [14:56] range. [14:57] Um and we've also identified that we do [15:00] need more storage space. [15:02] Um I mean, if you tell me that it has to [15:04] be exactly this if we get the the grant, [15:06] then I'll be less supportive of it. But [15:09] uh I I think with the last few years how [15:12] the golf course is going, we need to [15:13] look seriously at uh [15:15] at what do we need to do there to to [15:17] keep the usage up and keep the interest [15:20] up. Um [15:21] And investing in the golf course is just [15:24] either we invest in it or we let it go. [15:26] And I think uh just locally there's [15:28] enough support for investing in it and I [15:30] think we're also becoming a regional uh [15:32] interest, especially if we did have a [15:34] covered driving range that could be used [15:36] year-round. [15:37] Thank you. [15:37] >> Thank you. Counselor Roxburgh and then [15:39] » Thank you. Counselor Roxburgh and then [15:39] Counselor Hoffman. Or Counselor Norbury, [15:41] sorry. [15:42] >> Thank you. Um I'm not in favor of this. [15:44] » Thank you. Um I'm not in favor of this. [15:44] I wasn't in favor of the building to [15:45] start and since the budget passed with [15:48] the building, the new building in it, [15:50] I've received significant feedback from [15:53] people who are really not happy with a [15:55] million dollars being spent on a [15:56] building for storage. Um I get the [15:59] covered driving range part. People would [16:00] love to see that, but the cost is just [16:02] too high for what we're going to get. [16:04] >> Thank you. Counselor Norbury. [16:06] » Thank you. Counselor Norbury. [16:06] >> Thank you, Mayor. [16:07] » Thank you, Mayor. [16:07] Uh [16:08] you know, going back to my previous [16:09] statements, I'm sure there are people [16:10] who are in favor of this. I think [16:13] you know, I over spoke a little bit [16:14] there. But realistically, when you know, [16:16] talking to people and and real [16:18] the cost recovery time line is too big [16:20] for us. You know, we're estimating a [16:22] cost recovery time of 20 years um if we [16:24] can get all the spots filled. And [16:27] realistically, [16:28] if people aren't happy with this, [16:29] they're not going to subscribe to the [16:30] building. Um you know, we had [16:34] you know, I I think when we first looked [16:35] at this project back in the winter time [16:37] of you know, a simpler design building [16:39] by the old building, that was probably [16:42] the probably the best option that we [16:43] could that we could have had. Maybe we [16:45] should be looking at uh at those options [16:47] again. [16:48] I realize things have changed since the [16:49] snow melt, but uh yeah. [16:51] Thanks. [16:52] >> Thanks. I'll be supporting the motion on [16:53] » Thanks. I'll be supporting the motion on [16:53] the floor. [16:55] The people [clears throat] I've talked [16:55] to, the people that reached out, I mean, [16:56] obviously have concerns about the price [16:58] and I think that's why staff is is [17:00] looking at grants and this won't be the [17:01] probably the only grant they look at. [17:03] So, this is an initiative to bring down [17:04] the cost of of the budget. [17:07] So, [clears throat] [17:08] to me it's this is only one. This is uh [17:10] there's other grants out there and I [17:11] think [17:13] this grant is it does not guarantee [17:14] success. This gives it direction that we [17:17] asked for in the budget first off to [17:18] start looking at reaching out for [17:20] grants. [17:21] Um so this is what they've come forward [17:22] with in regards to applying for the [17:24] grants as requested in the budget by [17:26] council that was passed. Um so the [17:29] concern I have is that the people that [17:31] have reached out to me are concerned [17:32] with the price and I think this is the [17:33] way of getting the price down as staff [17:35] looks for other grants within the [17:37] in the realm of this concept of the [17:38] drawing of the covered range with golf [17:40] cart storage. So I'll be supporting it. [17:43] Any other discussion? [17:44] Call the question. All in favor? [17:47] Opposed? Councillor Jewell, Councillor [17:49] Nuxoll, and Councillor Norbury opposed. [17:50] Motion is defeated. [17:54] Golf course tournament package report [17:55] dated August 4th, 2026 from the Chief [17:57] Administrative Officer regarding golf [17:59] course tournament package [18:00] recommendation. [18:04] Councillor Norbury. [18:06] >> Thank you, Mayor. Um Councillor receives [18:07] » Thank you, Mayor. Um Councillor receives [18:08] this report for discussion. [18:09] >> Seconder, Councillor Nuxoll. All in [18:11] » Seconder, Councillor Nuxoll. All in [18:11] favor? [18:13] Opposed? [18:14] Carried. [18:15] Councillor Norbury. [18:17] >> Thank you, Mayor. Um [18:18] » Thank you, Mayor. Um [18:18] so you know, we had uh we had IMW come [18:21] in asking for [18:23] reduction on cart fees for users that [18:25] have brought in carts. [18:27] Um can we get a little more explanation [18:29] on like the [18:30] how that fee structure would look? You [18:33] know, I I did have an opportunity to [18:34] talk with Miss Scott about fee [18:36] structures and I think it's important [18:37] for people to to hear it. Um you know, [18:40] from my understand is if [18:42] somebody brings their own cart [18:45] um and we waive that fee, then they [18:47] would have to pay their trail fees. [18:49] Um so the cost for that participant may [18:52] actually go up um even if they brought [18:54] their own cart if they don't already [18:56] have their trail fees. So maybe we can [18:57] get an explanation of how the the trail [18:59] fees work um [19:01] and the and the cart fees work for um [19:04] these tournaments. Thanks. [19:05] >> Thanks. Miss Olson. [19:08] » Thanks. Miss Olson. [19:08] >> Thank you, uh Mayor and Council. Uh [19:11] » Thank you, uh Mayor and Council. Uh [19:11] as far as my understanding is the trail [19:13] fees are paid [19:15] per cart at the beginning of the season. [19:18] So, I think it would be different. I [19:20] don't think that they would divide up a [19:21] tournament and in any way that [19:24] some people would pay a different fee [19:27] than others that were in the tournament. [19:28] The organizer would [19:30] have a general um [19:32] fee structure for the whole thing, but I [19:35] will ask uh acting director of community [19:38] services Bradley if he would like to [19:40] chime in. [19:43] » Thank you, Ms. Olson. [19:45] Mayor and Council, [19:47] um yeah, so the trail fees [19:50] uh [19:51] my understanding is it's it's a flat [19:53] fee. This this tournament fee is a $45 [19:56] um [19:57] that is for each participant. Uh that [19:59] covers our administrative and event [20:01] coordinating fees, uh administrative [20:03] assistance with preparation of the [20:05] proxies, [20:06] uh course preparation, uh event [20:08] management, um and then exclusive access [20:12] to the whole course. [20:14] Um [20:15] due to the fact that we're having a [20:16] shotgun start for most of these [20:17] tournaments, uh we shut the course down [20:19] 2 hours previous [20:21] uh to allow time for, [20:23] you know, the course to be emptied by [20:24] the time the tournament goes on. [20:26] Uh [20:27] now my understanding with if you come [20:29] there with your own uh golf cart, uh [20:32] it's still the same fee for yourself. [20:34] Um [20:35] just kind of as an administrative cost [20:37] for a tournament. [20:39] Um [20:40] understanding that yes, uh some of the [20:42] users are going to be using [20:44] uh district carts. Some of them will [20:46] have their own. [20:47] Uh [20:48] the way that I was [20:50] explained it is that uh [20:52] this fee [20:54] kind of breaks down everybody's [20:55] administrative costs on our end. [20:57] Uh to be able to break this down even [20:59] further, [21:00] uh to have [21:02] like be able to pick and choose who has [21:04] their own cart, who doesn't, we don't [21:06] see who's on the tournament [21:08] uh schedule. Uh that is done by the [21:10] tournament coordinators as far like the [21:13] organizers. Uh [21:15] It's like for example, the Legion IMW uh [21:20] they would have those lists of entrants [21:23] um for the district to be able to police [21:24] that, monitor that. [21:26] Uh [21:27] it would be [21:28] a bunch of extra work for our district [21:30] staff. [21:32] >> Thank you. [21:36] » [clears throat] [21:36] >> Let me make a couple comments. I [21:37] » Let me make a couple comments. I [21:37] wouldn't think staff would have to uh [21:40] police it. To me, the the only concern I [21:42] have I guess is when we look at I mean [21:44] we're using IMW but IMW in the fitting [21:46] tournament is for a fundraiser for [21:48] charity or cars and we're charging for [21:49] cars that they're not using. I think [21:51] last year [21:52] there was comments made that they used [21:53] eight carts. [21:55] To me that that governing body would [21:58] supply a list of carts they need. They [21:59] need six carts. [22:01] Would be no [22:03] to me extra man time when when the [22:04] tournament organizer would state that [22:06] they need six carts. It sounds to me [22:08] that if we shut the course down 2 hours [22:09] beforehand, there'd be six carts ready [22:11] to go. Those ones would be charged a [22:13] full rate. [22:14] I guess my biggest thing is when it's [22:15] going to a non-for-profit as a [22:17] fundraiser. It's not so so much if it [22:19] was, you know, independent businesses [22:20] that are throwing golf tournaments on [22:22] for their their companies. [22:24] To me it's when we see it being done as [22:25] a fundraiser to help a non-for-profit [22:28] organization raise as many funds. [22:31] Like and you know, in the same aspect [22:33] and understanding from staff that [22:34] they've set a rate [22:36] >> [clears throat] [22:36] » [clears throat] [22:37] >> to kind of [22:38] » to kind of [22:38] offset the cost of admin for for helping [22:40] with the proxies and and such like that. [22:42] So I I think it's a a tougher scenario [22:44] than [22:45] just yanking out golf cart um [22:48] fees out of a tournament fee of of the [22:50] 45 bucks that was mentioned by staff. [22:53] But I understand where the delegation [22:55] came in and was looking at that in [22:56] regards to [22:58] it's a cost that they pay but they they [23:00] use. [23:01] But they I don't [clears throat] think [23:02] maybe it wasn't going to be honest. I [23:03] think during the delegation I didn't [23:05] until this came out didn't have all the [23:07] information in front of me when we talk [23:08] about there's a side cost to that with [23:10] administration cost, but also the the [23:12] concept of shutting the course down 2 [23:14] hours ahead of time for that shotgun [23:16] start. So, I think there just needs [23:18] maybe a bit more communication back to [23:20] the [23:21] organizations of that are planning one [23:23] that's going to all the funds are going [23:24] to go to a non-for-profit. Or council [23:26] looks at a different different view of [23:29] how to direct that to to staff in [23:31] regards to um [23:33] not charging, you know, for [23:35] non-for-profits for for the carts that [23:36] they don't use um when it's run by [23:39] companies that are doing it for the [23:40] non-for-profit. Councilor Hoffman. [23:42] >> Thank you, Mayor. [23:44] » Thank you, Mayor. [23:44] Um for me, I think we're just looking at [23:45] this wrong. [23:47] We're just trying to do a fair [23:48] administrative co- cost per participant. [23:52] And if that's $40, that's fine. And if [23:54] we just don't use golf carts very often [23:56] and we call it $40 because we've looked [23:58] at the last five or 10 tournaments and [24:00] we just don't use the golf carts, then [24:02] that's fine. I the the process and and [24:05] the the adding more things to do for [24:09] organizers of [24:11] private golf cart, public golf cart, no [24:13] golf. [24:14] I think the the point is really just [24:15] having a number that's fair as an [24:18] administrative cost, and then that's it. [24:20] That's why we charge that per person per [24:23] tournament, whether it's 36 or 72 golf [24:26] or whatever it ends up being. [24:27] Um [24:28] and I I mean, I have no problem looking [24:30] back and seeing what the golf cart usage [24:32] is per tournament and saying, "Yeah, [24:34] okay, we're we're overestimating or [24:37] we're reasonable or we're not." Um but [24:39] to just change the rules and every time [24:41] there's a tournament to start counting [24:42] golf carts, I I just I don't see a need [24:45] for that. I don't see how that's adding [24:46] anything. Um but if 45 is too much of an [24:50] administrative fee and we want to look [24:52] at that, then let's look at that. [24:54] Thanks.
