[16:34] We have council order for Tuesday, August 25th to approve the agenda, [16:37] please. Councelor Norbury. >> Thank you, Mayor. That the August 25th, [16:41] 2026 special council meeting agenda be adopted as presented. [16:44] » Seconder, Councelor Noxana. All in favor? Carried. Consent agenda. Take the [16:51] recommendation, please. Council Norbury. [16:54] » Thank you, Mayor. that the items in the August 25th, 2026 consent agenda be [16:58] moved for information. >> Seconder council Roxanna discussion. All [17:03] the question in favor? Opposed? Carried. [17:08] Are there any items council like to bring forward for discussion? Council [17:11] Norbury. >> Thank you, mayor. Um item 3.3, our blood [17:15] counts for discussion, please. >> Seconder. Councelor Knox. All in favor? [17:20] Hear. Councelor Norbury. >> Thank you, Mayor. Uh, you know, I I I [17:24] appreciate this letter from our blood counts. Um, this is something that when [17:28] we had a delegation from one of our local high school students was trying to [17:32] advocate for a blood donation drive to be brought to the north and it's, you [17:38] know, it's interesting timing that these people are also calling for blood plasma [17:42] donation in Northern BC. So, I think it's something we should be supporting [17:45] and they're in the the letter here, they're asking for a letter of support. [17:49] So, I motion for us to provide a letter letter of support to the Canadian Blood [17:56] Services CBC CEO, Dr. Graham Sher and BC Minister of Health, Josie Osborne, and [18:03] sharing their >> Yeah, that's it. Thanks. [18:06] » Let's do the Minister of Health second councelor Noxana discussion. I [18:12] appreciate that coming forward. We actually I have it marked to as well but [18:16] this is um bringing it back into another agenda. It was in a previous agenda. No, [18:19] no direction was given. So I brought it back in and for that purpose I think we [18:23] should be supporting it. Call the question. All in favor carried. Any [18:28] other items council like to bring forward for discussion? Councelor [18:32] Noxana. >> Thank you. 316 Grizzly Valley ATV Club. [18:38] » Seconder. Councelor Norbury. All in favor? [18:41] Carried. Council Nox, >> thank you. Um, I'm wondering if we [18:45] should maybe respond to Mr. Cen that we are hoping to have conversations [18:50] surrounding this Fort Service Road and others at UBCM. Um, and just ensure that [18:56] we have all the update updated information that they might have. [19:00] They're really knowledgeable in our area and ensure that uh we can take that [19:03] knowledge with us to UBCM. So, I'll motion that we respond to them with [19:07] that. >> Secular [19:11] I'll second it for discussion. Discussion. [19:15] Council Norbury. >> Thank you, Mayor. Can can I get a little [19:18] clarification on what our motion is like? Uh we're motioning to meet with [19:24] the Minister of Transportation to advocate for the you know keeping the [19:30] the Forest Service road available. It's a little vague that's all. [19:33] » Yeah. So we'll get a council [clears throat] no talk about but we [19:36] have already added that to one of our ministers and that was one of the [19:39] reasonings. Councelor Nox >> thank you I don't need to repeat that [19:43] but yeah talking about about this and just letting Mr. Crossen know that that [19:47] is um slated for UBCM I think and ensuring that if he has any more [19:52] information that that we get it to bring down. [19:55] » Okay. Any other discussion? Councelor Norbury. [19:58] » Thank you mayor. [clears throat] Yeah I I fully support it. I was of similar [20:01] mind that we should be re reaching out to the minister of ministry of [20:03] transportation or to just advocate for keeping that area open. You know, after [20:08] hearing about how they have deactivated previous roads to removed absolutely all [20:12] access out there, there's got to be some sort of middle ground to maintain these [20:17] areas that have been created by volunteers that are used by our [20:22] community members and visitors. Keep it open. I'm sure there's something that we [20:25] can do. Thanks. >> Thank you. Any other discussion? [20:28] Yeah, [clears throat and cough] and I I support letting U Mr. Cross know that [20:31] we're, you know, this is something that's on our wicket already or on our [20:34] radar for UBCM. It wasn't just the Bully Creek. It's a concept in regards to the [20:38] Murray Forest Service Road. Now that it's put been put under the Ministry of [20:41] Transportation, it hinders the OVs um using that main [20:47] road. So I think that's a discussion to have a conversation [20:51] um with uh the minister and then hopefully when we get back actually [20:55] having uh conversations about staff um regional uh Modi staff as [21:02] well so they understand what's going on there in regards to that and I think it [21:06] was just something that previous councils had really pushed to get that [21:09] road uh upkept and not realizing that when we did that [clears throat] now [21:14] going under Ministry of Highways so there's some locals there when it comes [21:17] to or OV but if there's a way of of ministry looking at maybe making an [21:21] exemption on on that road because it is a forest service road not under the [21:25] ministry so support it I'll call the question all in favor [21:30] carried [21:37] council >> thank you 3.17 Tumbler Ridge RCMP [21:42] » seconder council Hoffman all in favor carried Council Rox, [21:48] » thank you. We have some correspondence here from [21:51] Constable Jonathan Kout Coat um about a youth safety project here in [21:58] Tumblr. And I'm going to throw out my idea before I [22:03] do a motion because I think that we should have a conversation maybe if [22:06] anyone else has ideas. Um I was thinking some pool passes or some rec center one [22:10] use passes if we wanted to participate in this program. [22:15] » Make a couple comments. I think one we should reach out to make sure I know [22:17] they have started this program um just to make sure there is they need [22:22] some more stuff for this year if not look at it for next year but my thing is [22:25] I think we should have staff just reach out um communicate that we're looking at [22:30] to partake and and we can add it to the motion that if they need more stuff that [22:34] you know we're looking at swim passes or whatever but if not if it's something [22:36] that we can put into 2027 budget councelor [snorts] no [22:41] okay so if we preapproved it and And nobody else has their mics on. I'm going [22:48] to motion that we purchase up to a hundred [22:53] dollars worth of one use rec center passes for the RCMP initiative um out of [23:01] the council initiatives budget. >> Seconder council Norberry discussion. [23:09] » Miss Scott staff's clear and then we reach out to them make sure they're [23:12] needed. >> Yes. Councelor No. Okay. [23:17] » Yeah. Call the question. All in favor? Carried. And there other items council [23:22] like to bring forward for discussion. Councelor Noxenna. [23:27] » 3.18 Strata BCS 3575 Ridge Mountain Plaza. [23:33] » Secer. Councelor Hoffman. All in favor? Carrie. Councelor Knox. [23:40] » Thank you. Um, this is a resident and business owner bringing forward a [23:43] concern about a ramp that uh is questioning who installed it. Um, [23:49] and I have questions on who installed it and if it's if it's up to code. So, I [23:53] would like to motion that we request staff to look into this ramp and how to [23:59] mitigate the issues if it's ours. >> Okay. Just before we have a second, we [24:02] should also I mean there's some comments made in here. there's some other [24:05] concerns whether it's on his property or district property should be added into [24:09] the motion. So I think we should just ask staff for a full report on this ramp [24:13] when it was installed whose property is on and who's maintaining it. That's what [24:16] they're looking for. >> Okay, I'll take a seconder. Councelor [24:20] Noana discussion [24:25] just want to make sure his staff that's clear. Okay, call a question. All in [24:28] favor? Carried. Any other items council like to bring forward? Councelor Norber. [24:34] Thank you, mayor. Uh 3.14 for discussion, please. [24:37] » Seconder. Councelor Noxetta. All in favor? [24:41] Carried. Councelor. >> Thank you, Mayor. I just wanted to give [24:44] an update on this because um you know, the the South Peace Health Service [24:48] Society is in discussions with Northern Health. Um you know, because we're in [24:53] negotiations, I can't really get into specific [24:56] details, but I can say that things are looking positive for the futures of the [24:59] Baltry House. And uh hopefully we'll have some positive news. um when it's [25:04] billable. Thanks. >> Thanks, Councelor Hoffman. [25:06] » Thank you, Mayor. Uh 3.9 for discussion. >> Oh, just hang on a second. Any [25:10] discussion about the Northern Health or Ministry of Health? Sorry. Okay. [25:13] Councelor Hoffman. >> Yes. 3.9 for discussion, please. [25:17] » Seconder. Councelor Noana. All [clears throat] in favor? Carried. [25:21] Councelor Hoffman. >> Thank you, Mayor. Um I just thought this [25:24] was a very well-crafted letter for somebody that's been using our golf [25:27] courses. And given that I don't know anything about this, I just want to know [25:30] if this was sort of like on the uh on the agenda for our uh maintenance or is [25:36] uh this something we should be looking into as far as staff's concerned. [25:39] » Yeah, I mean I made a couple comments. I think as staff prepares or finishes up [25:44] 2026 with the the budget for some of the stuff they had on their list, I believe [25:48] there still is other things on that list. um you know obviously not budgeted [25:53] for in 2026 that we'll see staff come forward in pre or the next years with [25:58] you know can't be done all at once. Um I would think some this is the stuff [26:03] that's on their list. Uh, Miss Scott. >> Um, yeah, mostly this this letter um [26:11] talks about um the trees and issues with the trees. Um, and so the where he [26:16] mentioned specifically in the tea boxes, the tea boxes are slated for um [26:21] improvement this year. So I I think that will alleviate some of that. Um, he also [26:25] mentions how um trees affect irrigation. I don't think it would be our intention [26:31] to bring forward a proposal to get rid of all of the trees. Um, but it is [26:36] improvements to the golf course and ways to mitigate things that affect the golf [26:42] course are things that we do look at regularly to bring forward to council as [26:46] as as needed. >> Thank you, Councelor Hoffman. [26:49] » No, that's I'm good. >> Okay. Anything else from council in [26:53] regards to uh 3.9 Stuart Garland? [26:58] I think it's I I mean I'm going to make a comment. And I think it's great that [27:01] we have residents or the users of our golf course or any other thing within [27:05] our community actually sending the letters into correspondence, something [27:07] that we can, you know, have a conversation with staff. And again, [27:12] I think as staff moves forward and, you know, the golf course is one of the [27:15] things that was captured by some of the new staff that Miss Scott has working [27:19] for in regards to directors are starting to pick this stuff up and yeah, it may [27:23] be a little longer. you know, it's delayed down there, but I think this is [27:26] what we see. Um, as you have a full team and and things start coming forward. I [27:31] think we'll see more of that, you know, being reactive instead of, you know, [27:35] being being proactive instead of reactive to every incident that comes [27:39] around. And I think we we start seeing that now. And, you know, I just [27:42] appreciate the letter coming in, especially somebody that's using it and [27:44] and seen quite a few few issues. And he talks about it. Took him a couple years [27:47] to decide whether he was going to write this letter or not. So, just want to say [27:50] I appreciate that. Okay. Okay. Any other items the council like to bring forward [27:53] for discussion? Councelor Nobury. >> Thank you, Mayor. 3.19 Grizzy Vattle [27:58] Saddle Club for discussion. >> Second. Councelor Noxana. [28:03] Councelor Norbury. >> Thank you, Mayor. So, this is kind of a [28:08] followup to the um delegation that we had come in. I think it's great to see [28:13] um these volunteers come forward and trying to make improvements on their [28:18] their area. So, I'd like to support them, but I would also like to add a [28:22] little bit of a stipulation. Um, and I'll I'll I'll explain why before I make [28:26] the motion, but um you know, I I foresee that there could be a potential for them [28:30] peacemealing this project out. And I'd just like to see us have a little bit of [28:35] flexibility in that if they um come forward and say, "Hey, we found a grant [28:38] for just the fencing, we could give that versus, you know, um in in addition to [28:43] the overall project." So, >> so just before you motion, let's have a [28:46] bit more discuss just so we get the motion right. [28:49] I have a couple comments to make and you know one we already have a policy that [28:52] is in regards to this when it doesn't cost uh there's no municipality uh [28:55] monetary ask that could be some we already have a policy for that I would [28:59] [clears throat] be very careful doing an open-ended uh just letter like you kind [29:02] of mentioned I think if as they come forward they can send those in but we do [29:06] have a policy that gives us the mayor the right if there's no monetary ask I [29:10] think that could be talked about in that motion and the only reason I say that is [29:14] because one that when they do those requests instead of an open-ended [29:18] council is going to support every grant you ask for. If they send it in, at [29:22] least staff can make sure that it actually is something the town would [29:25] support like the district supports. It's not something that we should not be [29:28] supporting. Um, you know, don't want to get into specifics, but there could be [29:31] other granting options out there for something that maybe the municipality [29:34] would not want their name attached to. Whether that's [29:40] tobacco, whatever it may be, we may have, you know, to meet staff have to [29:44] make sure that meets our criteria. and we're just doing an open-ended grant. [29:48] They could just use our name for anything anywhere. So that's the only [29:50] reason I say that because that I think that's why previous councils came up [29:53] with that policy. So that that would be just my only comment council nor and [29:57] that's kind of what I said delegation and I think it also assists this [30:01] organization is sometimes the grants are are certain specific on the wording they [30:05] want in the support letters and I think that also makes a difference when they [30:09] send them in. It's not about handcuffing them every time they apply for a grant. [30:12] It could be a very fast turnaround when it when it when we talk about that [30:15] especially with that policy. >> Council Norbe, [30:18] » thank you mayor. So I think then like our pathway forward in this to still [30:23] give them that option. I can appreciate the mayor's office wanting to being able [30:26] to offer that letter of support but in some granting um stipulations like we [30:30] see from organizations is that they want something from the municipality and I [30:34] think there would be a distinction between the office of the mayor and the [30:36] municipality. I think our opportunity is that um we give a blanket um [30:43] [clears throat] if the if the the letter of request that [30:46] they're letter of support that they're requesting meets the criteria of this [30:50] grant and meets our policy, we can provide it. [30:54] » Just reach out to Miss Scott. >> So, so it doesn't come just I don't want [30:57] to pay but it doesn't come from the mayor's office. Comes from the District [30:59] of Tumbidge. I just signed it. >> It's from the District of Tumbidge. [31:04] not from the mayor's office as per our policy. [31:12] » Okay. Um you know just it it's interesting to hear that you can speak I [31:17] mean the mayor's office the mayor can't speak on behalf of council but if it's [31:20] if it's just direction from the district it should have some support from all of [31:24] council behind it is my thoughts and this is what we should be doing. [31:27] » Yeah. So staffing the policy and make sure staff meet it meets the criteria of [31:30] the municipality [clears throat] and it's fine. There there is one with that [31:34] will be coming to the to council because I don't want to sign it. It was already [31:37] talked to staff but that front of council. So I you know I I try to use [31:41] the best judgment when I'm signing on behalf and because of the delegation and [31:45] and council's comments there. It's obviously supported by council. So I [31:49] don't go out leftwing or I don't personally as the mayor. Um but it has [31:52] to meet the criteria before anything. So there will be one coming in September [31:56] that I've asked staff to put in front of council because I want council to have [31:58] some comments there. So I try to use the best judgment there, but again the one [32:03] that that has popped up, it meets our [clears throat] municipalities policy as [32:08] approved by C previous councils. [snorts] It could be signed, but I [32:12] brought it I'll be bringing it forward in September for for council. So I, you [32:16] know, it's [clears throat] like this one here. I I listen to council during the [32:19] debate. Everybody, I mean, I'm definitely supportive of of the saddle [32:23] club in regards to what they want to do out there. Again, I just think an [32:27] open-ended letter um sometimes that's not what they're needed for grants [32:31] anyways and they have to come back which still can be signed as long as it meets [32:34] the criteria. That would just be my only comments. Not saying that we can't put a [32:38] motion out there, counselor. I'm just saying that there is a stipulation [32:42] already there. So, that's whatever direction council [32:45] wants to go. Okay. Any other items council like to [32:51] bring forward for discussion? I'd like to bring 3.10 10 for discussion [32:56] if I can get a second. Councelor Knox. All in favor? Carried. My motion would [33:02] be that council approves uh my travel and any other costs associated with the [33:06] resources uh event. Sorry, I'm just trying to find where it [33:12] is from. [33:18] Jeez. Count. [33:26] » Yeah. Yeah. So, it's their BC's 49th technical [33:30] and research committee and reclamation and it's coming to Northeast BC. So, I'm [33:35] just looking for approval from from council to support um my attendance from [33:39] the September 21st to 24th. So, put that motion on the floor for a second. [33:44] Council Norbury. Discussion. Councelor Roxanna. [33:47] » Thank you. you. I'm just wondering how much of this will be out of town and how [33:49] much will be in or if you know yet. I >> I don't know. I mean, they do talk about [33:54] a tour here at Quintet Mine site. They talk about a tour at site C. They talk [33:58] about some of it being online and I mean that's technical stuff. I will not be [34:01] obviously partaking when it comes to technical. So, um I did not get a full [34:05] schedule. The full event is listed there. I did not look it up to see where [34:08] all the events are. I just I would obviously receive this being uh invited [34:12] um as the mayor and I just thought I'd put in front of council. [34:15] » Any other discussion? Call the question. All in favor? [34:20] Carried. Any other items council like to bring [34:24] forward for discussion? [34:28] Okay. Okay. New business, uh, Tumbidge Trails [34:33] and Outdoor Recreation Strategy for adoption. Report dated August 25th, 2026 [34:37] from the Director of Economic and Community Development regarding Tumbidge [34:41] Trails and Outdoor Recreation Strategy for adoption. Recommendation, [34:46] Councelor Nobury. >> Thank you, Mayor, that the council [34:50] adopts the Tumbler Ridge Trails and Outdoor Recreation Strategy as [34:52] presented. >> Second, Councelor Noxana. Uh, Miss [34:56] Scott, maybe a quick overview from um the director of economic development. [35:02] Uh, even though we're putting it on the floor, I just think not every, you know, [35:05] maybe we have some people watching, but I think it's important just to have a [35:08] conversation about it. Know council's obviously read it. I've I've had some [35:11] good comments. So, if we may. >> Um, yes. Thank you. I will ask the [35:16] director of economic and community development if she can provide council [35:19] with a brief overview of this recreation strategy. Um, and and maybe highlight [35:24] some of the changes since last time it was before council. [35:27] » Thank you. My apologies. Should asked you for an overview, not your employee. [35:33] » Thank you, Miss Scott, and thank you, mayor and council. Uh so the report [35:36] before you presents the final Tumblr Ridge trails and outdoor recreation [35:40] strategy for adoption. This has been a collaborative project involving the [35:43] district, Chora, local recreation organizations, community partners, and a [35:47] consulting team. The strategy gives us a much clearer understanding of the size [35:51] and condition of our trail network and establishes a coordinated framework for [35:55] future planning. It identifies 108 trails across 13 trail areas [36:00] representing approximately 1236 kilometers and includes seven goals and [36:05] 129 prioritized recommendations. The strategy was informed by extensive [36:10] community and stakeholder engagement including public input, local recreation [36:14] organizations, youth, indigenous outreach, and ongoing review by the [36:18] project advisory committee. The committee brought together [36:21] representatives with direct knowledge of our trail systems, recreation groups, [36:25] and destination assets, and helped ensure the final recommendations were [36:28] grounded in local experience. The project also resulted in a significant [36:32] amount of GIS and spatial data that can support future trail mapping and [36:36] planning. We had anticipated additional uh funding through Pacific to further [36:41] develop this into a public-f facing web map, but that funding did not ultimately [36:45] materialize. This may be something council wishes to revisit in a future [36:48] budget year if uh funding becomes available. It's important to emphasize [36:53] that this is a long-term planning framework, not a commitment to implement [36:57] every recommendation. There's no reliable total implementation costs that [37:01] could be assigned today. Any actions requiring district funding, significant [37:05] staff resources, land decisions, procurement, regulatory approvals, or [37:10] indigenous engagement and consultation would still come back through future [37:13] budgets uh or separate reports to council. [37:17] TROA is an important implementation partner, but the strategy would still [37:21] remain valuable if organizational rules change over time. The inventory, [37:25] mapping, priorities, and long-term direction would still remain in place. [37:29] That said, Shore brings significant value through coordination and capacity [37:32] building, and we certainly hope that they continue to grow and succeed for [37:36] many years as a key partner in outdoor recreation. [37:39] MRDT is identified as one potential funding tool to explore. Adoption [37:44] tonight does not approve an MRDT application, a tax rate, or any specific [37:48] use of future revenue. It simply keeps it as an available option for future [37:52] consideration. Other communities in our region are also currently investigating [37:57] MRDT and there may be opportunities to work collectively where it makes sense, [38:00] including sharing information, coordinating parts of the process, and [38:04] learning from one another as we assess whether it is the right fit for all of [38:07] our communities. So overall, this strategy gives the district and our [38:11] partners a shared direction. It improves our readiness for grants and [38:14] partnerships and recognizes trails and outdoor recreation as important parts of [38:18] Tumblr Ridg's quality of life, tourism economy, and long-term economic [38:23] resilience. And the recommendation is that council adopt the strategy as [38:27] presented. Thank you. >> Thank you. [38:31] » Any discussion from council? >> Council Norbury. [38:36] » Thank you, Mayor. Um, I appreciate this coming back um as a trails and outdoor [38:41] recreation strategy. Um, because like it is something that this council set off [38:46] early early on, I believe, in one of our council strategic priorities and that we [38:52] wanted to have an inventory of all of our trails to add everything together. [38:55] And one of the biggest assets that that brings um is the usage, the popularity, [39:01] and then plans to maintain and develop our our highly soughtafter assets of our [39:06] trails and our and our natural places. So, um and then, you know, all these [39:10] other recommendations to help us improve, you know, there suggestions [39:13] that we can grow off of. We can we could pick some here, pick some there, you [39:17] know, find a low hanging fruit we can implement quickly and then, you know, [39:20] anything that requires more, we could, you know, we can have that discussion [39:23] about what's what's required. But having that framework to start um is is very [39:29] important and I'm glad it's here and I'm happy to support it. Thank you. [39:32] » Thank you. Any other discussion? >> I just want to say thanks council member [39:37] there because that's pretty much what I was going to say and and I appreciate [39:40] your comments there. Uh I think it's been a lot of work from staff side, [39:43] other agency sides, this council and stuff, but um look forward to supporting [39:48] it. Okay, call a question. All in favor? [39:52] Carried. [39:56] TR-58 district-owned housing units policy report dated August 25th, 2026 [40:01] from facil facilities manager regarding the TR58-distowned [40:05] housing units policy. Recommendation please. Councelor Noxenna. [40:09] » Council adopts the TR58 district-owned housing units policy as presented. [40:13] » Seconder councelor Hoffman. Discussion. Call a question. All in favor? Carried. [40:21] Healthcare task force committee recommendation report dated August 25th, [40:25] 2026 when the executive assistant to CEO, mayor and council regarding health [40:29] task force committee recommendation. Letter to Northern Health regarding [40:32] healthcare service continuity. Um recommendation councelor [40:38] Norbury. >> Uh that council receives a support for [40:41] discussion. >> Second council. All in favor? Carried. [40:45] Council Norbury. >> Thank you mayor. Um I at this point in [40:48] time I don't think this motion is required and and the reason why is [40:55] we have not had a well um our consistency with Northern Health [41:01] representatives have been up and down and we went quite a few meetings without [41:05] representatives from Northern Health and we were unsure if they were continuing [41:08] to attend and I felt that at this previous meeting um we did not have our [41:14] Northern Health representative there. We have some very looming questions about [41:17] what's happening to our our um family doctors, what's happening to our [41:21] emergency access. Um and if if we don't have a representative to ask at the [41:25] table, we need to send a formal letter. But we did have a health task force [41:29] meeting recently where we did have a representative from Northern Health and [41:34] um I'd like to provide an update what came [41:38] out of that. Um essentially the plan is that uh there's no plans currently to [41:44] reduce emergency room access. They plan to uh continue operating the health [41:49] center through um locoms, but they were honest and and said realistically we can [41:54] expect to see some closures, which is um you know, we it's it's a tough thing to [42:00] hear. So we'll have to continue to advocate for our community. Um but the [42:05] the other big thing was we do have two P candidates the two P doctors coming and [42:12] what's the status because with Dr. Pac leaving you know the Dr. Alamman being [42:18] the only representative only doctor there we were unsure if uh those P [42:24] doctors could still work because they need to have a mentor mentoy [42:27] relationship. They need to have a local uh lo uh Canadian doctor to oversee them [42:32] for six months. and Northern Health does have a plan in [42:35] place to still have them come to our community. So um we have a doctor lined [42:39] up for um quarter end of quarter 1, maybe beginning quarter two and then one [42:44] in the summer as well. So um that was a big concern, but the plan is to still [42:49] have them come. they have a plan on how they could accommodate their needs. And [42:53] um yeah, so unfortunately it's going to get darker before it gets brighter for [42:58] us, but um we do have some um explanation of of future plans. So [43:04] [snorts] yeah, um again, I don't think the the recommendation is needed because [43:08] we did get some information from Northern Health. Thank you. [43:10] » Okay. Any other discussion? I make a couple comments. I actually think the [43:15] recommendation is still needed. And the reason I'll say that is it's actually [43:19] replying not just to this um council and staff. It's actually replying back to [43:23] our community. And that's why I would say that yes, we've heard it. I did was [43:26] able to attend that and that's great. Let's put it in writing. If that's what [43:30] their plan is, put it in writing and send it back to us and and it's, you [43:34] know, we're working with Northern Health, but the reason I say that, [43:37] Council Norbury, is we have something that we can say that this was your plan, [43:41] but that's not the direction you're going. So, as your plan changed that you [43:43] can refill us in and I think it's it's about that communication tool and [43:47] working directly with Northern Health as a full council as well as a health task [43:52] force. But I think it's important to have that come back. But I also think [43:54] that gives um support to the new minister of health who probably will say [43:58] the same thing. There probably have to be that would only be why I say I mean [44:02] if council doesn't want to do it I understand why that you know we did get [44:05] quite the explanation there at the health task force but again to me this [44:08] is you know we have a new health minister. I know it's going to Northern [44:10] Health, but I mean there way it may be a way of capturing that too as we try to [44:14] meet with him. Not sure how council feels. Council Norbury. [44:18] » Yep. Thanks, Mayor. I'll go I'll I'll motion that the healthcare task force [44:23] send a letter to Northern Health requesting what the foreseeable future [44:28] will hold for primary care and emergency room access from September and beyond [44:31] with Dr. Pacle's departure and Dr. Alman's placement ending. [44:36] » Okay. And you mean that council direct staff? [44:38] » Yes. >> Thank you. Just wanted to make sure. [44:40] Thanks. Uh second council discussion. Uh thank you for that council. I just think [44:45] it's important we get it in paper back to to the municipality. Call a question. [44:48] All in favor? Carried. [44:53] Okay. Culture safety graphic display report dated August 25th, 2026 from the [44:57] executive assistant to CEO, mayor and councel regarding the culture safety [45:01] safety graphic displays for municipality municipal facilities sizing and costing. [45:06] Recommendation. Council Norbury. [45:10] » Thank you, Mayor. That council authorizes staff to purchase six 16x 24 [45:15] metal cultural safety graphic prints for display in municipal departments and one [45:19] 24x36 framed cultural safety graphic print for town hall and one 30x40 frame [45:24] print for installation beneath the mayor's chair and council chambers at an [45:28] estimated cost of $1,800 plus applicable taxes and shipping with funding provided [45:32] from the council's initiative budget. >> Second, councelor Hoffman. Discussion. [45:36] Council Norbury. >> Thank you, Mayor. Outstanding um report [45:41] from staff. I think they they captured exactly what I mean I envision having [45:45] for our for our district buildings and fully support it. Thanks. [45:49] » Thank you. Any other discussion? Call the question. All in favor? Carried. [45:56] Pardon me. 2026 permissive tax exemption applications report dated August 25th, [46:00] 2026 from the director of corporate services regarding the 2026 permissive [46:05] tax exemption applications. Recommendation, please. Councelor [46:08] Noxenna. >> The council approves approves the [46:10] permissive tax exemption applications for the Tumblr Ridge Day society and the [46:14] Lions Club of Tumblr Ridge for the 2027 fiscal year. [46:18] » Seconder, councelor Hoffman. Discussion. Call a question. All in favor? Carried. [46:26] Uh, fair grounds naming rates report dated August 25th, 2026 from the [46:30] director of corporate services regarding the fair grounds naming rates agreement [46:33] expiry and future direction. Recommendation. [46:39] » Council Norbury. >> Thank you. That council receives this [46:42] report for discussion. >> Second, councelor Nox. All in favor? [46:46] Carried. Councelor Hoff or Council Norbury. Sorry. [46:50] » Thank you, Mayor. Close different haircuts. Yeah. [laughter] [46:54] » Um I mean I personally I know which way I'm leaning but I didn't want to quite [46:57] make the recommendation. I think um option one is the best option for us in [47:02] that um the in the lease for the naming rights. It is expiring at in you know [47:08] end of quarter three and we leave the opportunity then for a potential [47:12] fundraising opportunity for the nonprofit who's going to take over. Just [47:14] makes makes perfect sense to continue what we're doing. Thanks. [47:17] » Thanks. Any other discussion? I [clears throat] think somebody just [47:20] needs to and I'm fine with recommendation one and it actually [47:22] takes, you know, a little bit of burden off staff. The previous one was it was [47:26] supposed to be through the district and it actually didn't end up happening that [47:28] way anyways. So to me, this is is it's fair to the person that is that gets the [47:34] lease for the fall fairgrounds, whoever that may be. Right now it's TRD society [47:37] as renegotiations happen or whatever it may to me it's easier when they're [47:40] working with directly with a company as long as it's approved by the district. [47:44] » Council Norbury. >> Thank you, Mayor. I just this is one of [47:46] those ones that seems like maybe want to have a bit of bit of discussion, but I [47:49] think we're of similar opinions. Maybe we'll see. Also, I'll motion that [47:54] council direct staff following the expiry of the fairground naming rights [47:58] agreement with Kenuma on September 4th, 2026 to leave the fairground naming [48:03] rights opportunity open as a potential fundraising option for the nonprofit [48:06] organization leasing and operating the fairgrounds with any future naming [48:10] rights agreement to be entered into directly between the lease and [48:13] sponsoring party subject to district approval and limited to the term of the [48:17] lease agreement. Second, councelor Noxana. Discussion. [48:23] Call the question. All in favor? Carried. [48:27] Miss Scott. Any emailed in questions. [48:40] » No. >> Thank you. Councelor Knox for [48:44] adjournment >> that the August 25th, 2026 special [48:47] council meeting be adjourned. Second, councelor Norbury. All in favor? [48:51] Carried.
