My name is Shannon Smith. I live at 9789 Chamberlain Road in [3:09] Twinsburg, and this is my husband, Dan. Thank you for giving us the opportunity [3:13] to speak tonight. We live directly beside the property in question and the [3:17] proposed detached garage that will be positioned parallel to our [3:22] property line, meaning that we will be looking at the long side of the [3:25] structure from our property. We are here to respectfully, sorry, [3:30] oppose all three variances being requested for this proposed structure. [3:35] We are not opposed to our neighbors having a garage, and we understand that [3:39] they want to use their property. Our concern is the size, scale, and [3:44] placement of this particular structure and the impact it will have on our home [3:49] and property. I think it is especially important the [3:52] board consider this from our perspective because the rendering we were shown when [3:57] I um contacted someone and they sent us the plans and the picture [4:02] um it does not show what we will see from our property. [4:08] We have provided a picture of the proposed plan that I was given and our [4:11] part of the driveway and a small portion of our house is at the bottom of the [4:15] plan labeled Smith and the proposed structure will be on [4:18] the other side of our property line. The side of the proposed detached garage [4:23] facing our property is approximately 62 ft wide and 24 ft high [4:28] with only 30 ft between the structure and our property line. [4:31] We have provided AI renderings showing the view from the backyard of our home. [4:36] In those images, the top half shows our current view and the bottom half shows [4:40] what that view could possibly or will look like with the proposed structure [4:44] and you can see there is a vast difference. [4:47] The view of our front yard will also be affected. [4:50] 30 ft may sound like a substantial setback until you consider what is being [4:54] placed 30 ft away, a 24-ft tall building with a 62-ft wide side facing our home [5:02] and the structure continues with additional sections making the overall [5:05] footprint extremely large. So our view will not be of the front of [5:11] a typical residential garage. We will primarily be looking at the side of a [5:15] very large building. It will become a dominant part of the scenery from our [5:19] property and from multiple rooms and bedrooms in our home. [5:22] » [snorts] >> There is also no other residence on [5:24] Chamberlain Road with a garage comparable to this size and scale. [5:29] Living on Chamberlain Road, we do not have an HOA, so there are no private [5:33] neighborhood restrictions that provide additional protection for our [5:36] neighboring homeowners. We rely on the city's zoning regulations and this board [5:41] to maintain reasonable standards between properties. That makes it especially [5:45] important to us that the zoning requirements of our upheld. [5:49] We are also concerned about more than just the proposed use today. A structure [5:53] this large will remain on the property for many years. [5:56] Potentially through change ins and changes in ownership or use. We cannot [6:01] know what that building may eventually be used for and we are particularly [6:04] particularly concerned about the potential for increased noise and [6:09] activity in the future. We contacted the realtor who sold us our [6:14] home in 2023. I gave her the plans. She looked at the proposed plans and said [6:19] that's not a garage, that's a factory, that's huge. She also said it's an [6:23] eyesore, sorry. I know those are strong words, but they help put our concerns [6:27] into perspective cuz we are very concerned. [6:30] We asked if the proposed detached garage will affect our property value. She said [6:35] it will have an impact on those values given the change of scenery from [6:39] residential wooded to commercial industrial look. This isn't simply about [6:43] us not liking the appearance of a neighbor's garage. It is about the [6:46] extraordinary scale of the structure in relation to the residential properties [6:51] surrounding it. We respect our neighbors and their right [6:54] to use their property, of course. But we also believe that our property and our [6:57] property and our reasonable enjoyment of our home deserve consideration. [7:02] We are asking the board to look beyond the front rendering and consider what [7:06] this will actually look like from our home. The scale of the structure being [7:10] placed 30 ft from our property line and the long-term impact of granting these [7:15] variances. For those reasons, we respectfully ask that you deny all three [7:19] variances and thank you for hearing our concerns. [7:24] » Thank you. Is there anyone else who wishes to [7:28] speak? I can't mow sections of the the ditch back there. [12:20] So, having access back there with a vehicle of that size and weight, you [12:24] wouldn't be able to get back to it. [12:27] » Have you considered the effect of the value on your neighbor's property [12:33] with these two high doors and building? >> I have. I figured it would be a [12:39] would bring the value up considering what's across the street and next door [12:42] to me on the other side. With a building that's [12:46] » with anybody in that regard that that has the expertise to value things? [12:51] » I haven't gone I haven't evaluated anything, but the house across street [12:55] you can't see from the road cuz it's all overgrown, and there's a barn next door [12:58] to me with a hole in the roof. >> Yeah, I'm talking about the effect upon [13:02] your neighbor's property. >> I haven't. I'm talking about the effect [13:13] of the value of these doors, that building on your neighbor's property. And the doors are have windows in them and [13:35] it's not a commercial building. [13:42] » I have a question, Mr. Chair. Um, you've said that the tow vehicle you'd [13:50] like to park it in the same bay as the RV. [13:54] » Correct. >> But do you have to? Can't Can't the [13:57] truck or whatever you'll tow with be in the other bay? I mean, does it Does Is [14:02] that length the depth of the building? >> would be other storage in the other bay [14:06] and other vehicles as well. We have a I have a couple classic cars [14:11] that I would park over there just to keep [14:14] out of the weather and >> It's sounding to me like the [14:17] the height's an issue, but the larger issue for your neighbor is the [14:22] um, very deep length of the building. And [14:26] so, when you request a variance, you're [14:28] asked to request the minimum that allows you [14:33] to to do what you need to do. And it sounds like your primary concern is for [14:39] parking the RV. And that's the reason for the the tall [14:45] um, overhead door and the height of the building. [14:48] » Correct. >> an attached garage. Um, you have a pole [14:51] barn to store things. Um, another observation here is [14:56] that this is a 4-acre lot, so this is a really big residential lot. But what I [15:01] also hear him saying is most of the lot isn't available for use for an accessory [15:05] building of this nature. So, while he has a 4-acre lot, he doesn't really have [15:10] a configuration that, um, supports [15:15] um, minimizing the scale of the building. Does that make sense? [15:21] Um, because it has to be up front. He's saying the garage really needs to be [15:25] located at the at the setback distance of the house [15:29] which is the setback distance of the neighboring house. So while there's a [15:32] whole big lot to [15:36] theoretically support the building, it doesn't really because of the topography [15:41] of the site. So um [15:45] With that in mind, you're kind of getting the best of the [15:50] lot area in terms of supporting this size, but you're not getting any kind of [15:55] mitigation of it because it has to be up front by the house. [16:02] » I guess I my my question would be why detached? Why not attach it to the [16:07] house? >> I thought that would look a lot worse, [16:11] honestly. But I almost think that takes away one variance. But like you again [16:15] like It does take away a variance, but the aesthetics of it, the for your house [16:20] » you think aesthetically putting a 24 high building 60 ft long looks bad on [16:26] your house. But how does You know what I mean? By putting it closer to their [16:30] house, that's what I think where we're coming at from. So I think I'll just say [16:35] it straight up like we got to get it shorter and we got to get it moved [16:37] closer to the to the building. That's kind of where I stand. Um width-wise, I would still [18:17] need for storage access for storage purposes. [18:21] Um height-wise, anything shorter, I wouldn't be able to get into and use it [18:26] for what I need. Um [18:29] but if joining it to the house if that's a [18:34] on the board, I can have those plans drawn up, too. [18:40] » My major concern is the aesthetic effect that it's going to have on the adjoining [18:44] neighbor's home. And that home was there first. [18:49] Uh these two high doors [18:52] uh the height of of it as compared to the existing house next door. [18:59] Um it it's too much of a an intrusion to [19:02] me. [19:05] » This So, if you if you went with one garage [19:09] door one entranceway there and put it in the [19:13] center, you could lower the height a little bit, [19:15] right? [19:18] » Maybe a little bit, just in the truss height, but the wall height would still [19:22] be the same at about 16 ft from it'll be about 18 ft from [19:27] ground to try the eaves. My [24:37] name is Chad Rothschild. I'm here today on behalf of Metallic Resources. Uh and [24:42] the property owner CSC Realty. Um. We own the property at 2368. It's an [24:49] existing industrial structure. Um. [24:52] We own to the west that's a vacant parcel that may or [24:57] may not be listed on the agenda. To the east, we purchased the property [25:02] that's 2398 East Enterprise back in May of 2025 out of auction. [25:09] Um at this time, we're looking to expand our operation off of 2368 [25:15] and uh as we were going through the process [25:18] with our contractor, with our architect, in reviewing the zoning code, we [25:23] realized there's a 100-ft setback from building up against a residential um you [25:30] know, adjacent property. And then likewise for parking, it is a uh [25:36] 50-ft setback. What's unique about the location of the [25:40] property is if you look to the east of 2398, [25:45] that's uh Great Day Improvement, that's also zoned industrial. [25:49] Um you know, innovation manufacturing. [25:53] And then to the west of the vacant lot is the building formerly owned by [25:57] Caltech. Uh that's also, you know, in the IM zone. Those carry with it a [26:02] different setback. Those are the traditional, I believe, 50-ft for [26:06] building and uh I think [26:09] Well, whatever it is. All we're requesting is that the setbacks be [26:13] commensurate with the properties to the east and west of us, and we do not [26:17] believe We believe it would be aesthetically pleasing. [26:20] Uh there's a lot of woodland in the back. Uh [26:23] you know, to the rear of the residential property, same as there is with the [26:27] Great Day Improvement. From the street, you would not be able to notice. [26:31] Um I have some other notes here. Um so, it wouldn't change the essential [26:36] character of the area. Uh there'd be no adverse effect to governmental services, [26:41] such as fire access, sewer, water, trash service. We made sure to take into [26:45] account that you you would have an access road that can go all the way [26:48] around the the parcel, so there'd be good ingress egress for emergency [26:53] vehicles. Um Um you know, we believe that's, you know, [26:57] the spirit and intent of the zoning code would be upheld [27:00] through the request.
