[0:26] Tonight's meeting is to discuss the
officer-involved shooting that occurred on
[0:31] Monday, July 20th, 2026 at approximately
1:15 PM on Mahogany Drive here in Vallejo.
[0:42] The purpose of this meeting is to
share the available facts regarding
[0:45] the incident and provide our community
with an opportunity to share their
[0:50] thoughts, questions, and concerns.
[0:54] I want to acknowledge the following
leaders in attendance today.
[0:57] Thank you for being here, Assistant
City Manager Nalungo, the Chief's
[1:02] Advisory Board, and Chaplain Mike Brown
[1:09] The Vallejo Police Department would
like to express its gratitude to the
[1:13] Griffin Academy Middle & High School
for generously allowing us to use their
[1:17] facility for this town hall meeting.
[1:21] This partnership allows us to hold
the meeting near the location of the
[1:25] incident, making it more accessible to
the community members and businesses
[1:30] that may have been affected.
[1:33] Finally, I would like to thank everyone,
including our community, stakeholders,
[1:37] and the media for joining us today.
[1:41] Before we continue, everyone should
know that this meeting is being

to Chief of Police, Jason Ta.

[2:37] I just wanna start, uh, by thanking
everyone here tonight, our community
[2:43] members, families, members of the media,
for taking the time to attend this
[2:48] town hall meeting and for joining us
in this critical conversation regarding
[2:54] the recent officer-involved shooting.
[2:57] Our commitment this evening, as always,
is to continue earning your trust through
[3:03] absolute openness and transparency.
[3:07] This is why we're here tonight.
[3:09] We wanna share what we
know at this point in time
[3:16] While strictly respecting the integrity,
as Sergeant Hollis mentioned, of
[3:19] the ongoing independent criminal
investigation being conducted by the
[3:24] Solano County Task Force, our goal
is to pre-present this information to
[3:29] you in a manner that is fair, that's
respectful, and completely clear.
[3:35] When our officers interact with members
of the public, the use of any type
[3:39] of force must always be reasonable,
measured, and legally justifiable.
[3:45] We understand that officers
frequently face difficult,
[3:48] rapidly evolving situations.
[3:51] However, their decisions must
remain lawful and consistent
[3:56] with our departmental policies.
[3:59] We also deeply recognize that any
use of force, especially deadly
[4:03] force, is profoundly traumatic for
every involved families, community
[4:09] members, and officers alike
[4:14] That is why we treat these events
with the utmost seriousness.
[4:17] Every use of force undergoes multiple
layers of review from field supervisors,
[4:24] command staff, and to our professional
standards division If an internal
[4:29] review indicates a need for change,
whether through training, disciplinary
[4:35] action, or updates to our policies,
those steps are decisively taken.
[4:41] Furthermore, a comprehensive report of
these incidents is compiled monthly and
[4:46] delivered to me as the Chief of Police.
[4:51] When this specific incident occurred,
our department mobilized immediately.
[4:57] I personally responded along with
both deputy chiefs, both captains,
[5:02] our public information officer, the
internal affairs commander, our entire
[5:07] detective division, our department
chaplains, and our professional staff.
[5:12] Part of my core responsibility in
these critical moments is to ensure
[5:17] that accurate information is quickly
shared responsibly with city leadership,
[5:23] with our regional partners, and most
importantly, with you, our community.
[5:27] To that end, the department issued
an initial media release on the
[5:31] night of the incident detailing the
basic facts, the sequence of events
[5:38] and the status of those injured and
the type of weapon we recovered,
[5:41] which was an assault rifle.
[5:43] A subsequent update was issued shortly
thereafter to provide additional
[5:47] transparent context, including the names,
experience levels, and current division
[5:53] assignments of the involved officers.
[5:57] Just as importantly, we made it
an immediate priority to establish
[6:01] a supportive connection with the
family of the individual involved.
[6:06] Chaplain Brown and Chaplain Pace stepped
forward to serve as our dedicated
[6:11] family liaisons, offering immediate
support services and ensuring the family
[6:20] Was offered ex-extended
personal in-- I'm sorry.
[6:23] Was offered immediate support resources
and ensuring the family was extended
[6:29] a personal invitation to meet directly
with me within seventy-two hours.
[6:35] Several days later, I had the
opportunity to meet with the
[6:38] immediate family, and I met with
them once more prior to this event.
[6:44] It's very warm in here.

[6:49] When I met with them individually, we
previewed the exact same video footage
[6:54] we're gonna be seeing here tonight.
[6:56] Tonight, we continue our
promise of transparency.
[6:59] We will first hear the initial
911 audio dispatch from the
[7:04] armed robbery and carjacking.
[7:06] You will see relevant video footage
captured both from the body-worn camera
[7:11] and the car camera, and then we will
look at specific still frames from
[7:15] those videos alongside photographic
evidence taken from the scene.
[7:21] I'll now turn it over to Administrative
Bureau Captain Jeremy Huff.
[7:38] Good evening.
[7:39] I'm Captain Jeremy Huff, and
I oversee the Vallejo Police
[7:42] Department's Administrative Bureau.
[7:44] I wanna provide some background on
tonight's meeting and the context of
[7:48] our current position as a department.
[7:51] This is the first fatal officer-involved
shooting that our department
[7:54] has experienced in six years.
[7:57] Over the last six years, the Vallejo
Police Department has undergone
[8:00] significant changes and improvements
in our training, policies, community
[8:05] engagement, and operational and
administrative review systems.
[8:10] We have prioritized premier training
in areas such as crisis intervention
[8:16] methods; implicit bias, principled
policing, cultural diversity, and
[8:21] procedural justice; use of force,
including less lethal options, arrest
[8:27] and control techniques, firearms,
and our state-of-the-art virtual
[8:31] force simulator; de-escalation
tactics, and scenario-based training.
[8:38] The officers involved in this
incident have received the training
[8:41] that I just described to you.
[8:43] Beyond training, we've enhanced our
practices around accountability,
[8:47] transparency, and internal reviews.
[8:50] One important change is our
renewed commitment to the community
[8:54] communication and outreach following
officer-involved critical incidents.
[9:00] To foster trust and build partnerships,
we hold town hall meetings like
[9:05] this one soon after an incident
at a facility near the scene.
[9:10] Tonight, our intent is to provide
the highest level of transparency
[9:14] possible while remaining mindful of
the ongoing criminal investigation.
[9:19] We will be sharing relevant video
evidence and factual information available
[9:24] at this stage of the investigation.
[9:27] We've also strengthened our family support
services practices as a Vallejo Police
[9:33] Department chaplain now serves as the
family liaison, facilitating communication
[9:39] between the chief of police and the
involved family soon after the incident.
[9:43] That process has been followed in this
case, and we have been in contact with the
[9:47] family members affected by this incident.
[9:51] Two important processes have
also been put into place due
[9:54] to our police reform efforts.
[9:57] We have a revised county protocol.
[10:00] The Solano County officer-involved
fatal incident protocol now assigns
[10:04] the criminal investigation to the
Solano County Major Crimes Task Force.
[10:10] Under this protocol, the district
attorney is tasked with conducting an
[10:15] objective and independent investigation.
[10:18] The Vallejo Police Department
investigators are not involved
[10:21] in the criminal investigation
[10:25] The Critical Incident Review Board,
or CIRB we have overhauled our
[10:31] internal review system, and the CIRB
now evaluates each critical incident
[10:36] with the goal of agency improvement,
reviewing, planning, and decision-making,
[10:42] supervision, de-escalation and
tactics, training and equipment,
[10:47] policy issues, and post-event response.
[10:52] When an officer-involved shooting incident
occurs, several parallel investigations
[10:56] are initiated, which include the Solano
County Major Crimes Task Force , who
[11:03] is currently conducting the criminal
investigation under the supervision
[11:07] of the district attorney's office.
[11:10] The administrative or internal affairs
investigation determines if policies
[11:15] and procedures were adhered to.
[11:17] The City of Vallejo has retained an
independent investigator from the
[11:21] Renee Public Law Group to conduct
an internal, uh, independent review.
[11:28] Vallejo Police Department internal
affairs investigators are not involved
[11:32] with the administrative investigation.
[11:35] The Critical Incident Review Board was
convened with a diverse membership,
[11:40] including department leadership,
training staff, professional standards
[11:44] supervisors, community representation,
and subject matter experts.
[11:49] Phase one of the initial
CIRB has already occurred.
[11:54] As the Vallejo Police Department's
policies and procedures continue to
[11:57] evolve, I want to emphasize our commitment
to partnership with the community.
[12:02] We cannot do our jobs effectively
without your confidence and support.
[12:07] At this time, I will turn the presentation
over to Deputy Chief Knight, who will
[12:10] provide a summary of the incident
[12:32] Good evening.
[12:34] My name is Bob Knight, and I
am the Deputy Chief of Police.
[12:38] I will be providing a general
overview and timeline of events
[12:42] as we know them at this time.
[12:45] This case is still in its early stages
and is being conducted by another criminal
[12:49] investigative agency, as just mentioned.
[12:53] Therefore, we are only able to
share details that are confirmed and
[12:57] suitable for release at this time.
[13:00] However, this town hall represents
our department's commitment to maximum
[13:05] transparency surrounding critical events
such as an officer-involved shooting.
[13:10] Our department's role during the
initial response was to conduct a
[13:14] preliminary investigation, secure the
scene, identify witnesses, and preserve
[13:21] immediate evidence to establish a
found-foundation for the extensive and
[13:26] thorough investigation now being led by
the Solano County District Attorney's
[13:30] Major Crime Task Force investigators.
[13:34] While the video footage we are sharing
tonight is a critical component
[13:38] of this review, it's important to
recognize that body-worn and in-car
[13:43] cameras do not always offer a complete
depiction of a critical incident.
[13:48] The district attorney investigators will
utilize officer statements, civilian
[13:52] witness testimonies, alternative video
angles, if available, and forensic
[13:57] analysis to reconstruct a comprehensive
understanding of the events leading
[14:02] up to and during this encounter.
[14:05] To ensure absolute objectivity,
all involved officer statements
[14:09] were conduct- were conducted by the
district attorney's Major Crimes
[14:13] Task Force, not our department.
[14:17] The event des- the events described
here tonight represent the facts
[14:20] as we currently know them based on
the in-information available to us.
[14:26] A final and comprehensive report
and formal legal determination
[14:29] regarding the just-justification of
lethal, lethal force will be assessed
[14:34] and rendered independently by the
district attorney at a future date
[14:39] once their investigation and official
documentations are fully finalized
[14:47] First, I will identify the
officers who discharged their
[14:50] firearms during this incident.
[14:52] The involved officers were Officer
Himanshu Saini, badge five six zero,
[14:59] who is a four-year member of the
department, and Sergeant Matthew
[15:03] Komoda, badge six six five, who is a
twelve-year member of the department.
[15:09] On Monday, May twentieth, twenty
twenty-six, at approximately twelve
[15:13] nineteen PM, the Vallejo Police
Department responded to the four hundred
[15:17] block of Ryder Street for an armed
carjacking that had just occurred.
[15:22] The victim reported being robbed of
personal belongings and his vehicle by
[15:27] a suspect armed with an assault rifle.
[15:30] The victim's vehicle was a twenty eleven
Honda Accord, and the suspect fled the
[15:35] scene in the vehicle and was last seen
traveling northbound on Sonoma Boulevard.
[15:41] The victim's vehicle was entered
into the stolen vehicle system, and
[15:44] the vehicle information was placed
into Vallejo PD's Flock automated
[15:49] license plate reader software.
[15:52] Approximately fifty-six minutes later,
officers were alerted by the Flock
[15:56] Automated License Plate Reader System
that the victim's carjacked vehicle
[16:00] was traveling in North Vallejo.
[16:03] At approximately one:fifteen PM, Officer
Sani was traveling on Broadway Street
[16:08] near Mahogany Drive when he observed
the vehicle traveling on Broadway
[16:12] Street with two occupants inside.
[16:16] Officer Sani radioed for backup
and followed the Honda as it
[16:19] turned onto Mahogany Drive,
which is a dead-end street.
[16:24] The driver of the vehicle stopped in
the roadway as he neared the dead end.
[16:29] Officer Sanny activated his
overhead emergency lights and
[16:33] began to exit his patrol car.
[16:36] The video will show a
bystander was standing…
[16:39] Excuse me.
[16:40] The video will show a bystander was
walking towards the Honda, looked inside,
[16:45] and immediately started to run away.
[16:48] Officer Sanny started to give verbal
commands to the vehicle's occupants,
[16:52] at which time the driver produced a
high-powered rifle from the vehicle.
[16:57] Officer Sanny dove into
his patrol vehicle, and an
[17:00] officer-involved shooting occurred.
[17:04] Sergeant Kamoda arrived on
scene as a backup officer while
[17:07] shots were actively being fired.
[17:10] Sergeant Kamoda exited his police vehicle
and positioned himself on the passenger
[17:15] side of Officer Sanny's vehicle while
the driver was shooting his rifle at
[17:20] Officer Sanny and his patrol vehicle.
[17:23] Sergeant Kamoda discharged his firearm
at the driver and requested emergency
[17:27] assistance on the police radio.
[17:30] After a brief pause in gunfire,
the vehicle abruptly drove forward,
[17:35] colliding with an unoccupied vehicle
and a fence, and came to rest.
[17:40] At this time, Officer Sanny
exited his police vehicle and
[17:44] sought cover behind a nearby car.
[17:48] After the suspect vehicle came to
rest, both Officer Sanny and Sergeant
[17:52] Komoda again engaged with the
armed suspect and discharged their
[17:55] firearms, firearms at the driver
multiple times, fatally wounding him.
[18:02] Multiple officers arrived on
scene, and the passenger of the
[18:05] vehicle surrendered to officers
and was safely taken into custody.
[18:10] The passenger of the vehicle
is… His identity is not being,
[18:14] uh, disclosed at this time.
[18:17] Officers were not able to immediately
render aid to the driver as the scene
[18:21] was unsecured and the Honda was wedged
between an unoccupied car and a fence,
[18:27] significantly limiting access to him.
[18:30] After several minutes, the suspect was
removed from the vehicle and officers
[18:34] began first aid until EMS arrived.
[18:38] However, paramedics pronounced
him deceased at the scene.
[18:44] The driver is identified as
forty-four-year-old Vallejo
[18:48] resident Romel Corral.
[18:52] The firearm used by Corral was a
two-two-three caliber AR fifteen-style
[18:57] rifle with a high capacity magazine.
[19:01] It was located at the scene
and booked into evidence.
[19:05] Romel Corral has an extensive
criminal history with prior prison
[19:09] time and was currently on CDCR
parole at the time of this incident.
[19:15] He's been convicted of the following
crimes: two separate felony convictions
[19:20] for burglary, two separate felony
convictions for possession of a controlled
[19:25] substance, one felony conviction for
vandalism, one misdemeanor conviction
[19:31] for illegal possession of a firearm,
three felony convictions for felon
[19:37] in possession of a firearm, most
recently a case being in May of twenty
[19:41] twenty-six this year, uh, by Vallejo PD.
[19:46] In twenty eleven, Corral was arrested
and charged with murder for a case
[19:50] that occurred in the city of Vallejo.
[19:52] He was later convicted of voluntary
manslaughter with the use of a
[19:54] firearm and sentenced to prison
[19:58] This incident demonstrates the rapidly
evolving nature of police encounters.
[20:03] Officers are often asked to make
split-second decisions while performing
[20:07] multiple tasks and potentially
responding to an immediate threat
[20:11] to protect themselves and the public
[20:16] Before we play the footage
of this incident, we want to
[20:19] provide a content warning.
