[5:45] Good afternoon, Mr. Chair, Mr. Mayor, Members of Committee, there are no addendum items [5:49] for this meeting. [5:50] Thank you. [5:51] Are there any disclosures of interest? [5:55] Mr. Chair, if we can just have that called to vote first, please. [5:58] Oh, I'm sorry. [5:59] Thank you. All those in favor of the agenda, oppose the motion carries. Any disclosure of interest? [6:09] Mr. Clerk, I see none. Are there any communication? They're none, Mr. Chair. Thank you. [6:16] Okay. But we do have a wonderful ceremonial presentation and I'm going to turn this over [6:25] to the mayor for introduction. Mr. Mayor. [6:30] Thanks very much Mr. Chair. Appreciate it a great deal. Good afternoon everyone. The chair is quite [6:36] correct we're going to begin with a very special ceremonial presentation this afternoon [6:41] in honor of a truly remarkable individual from our community. [6:49] On behalf of the City of Vaughan [6:50] and members of council I am very pleased to welcome Tilda Roll to Vaughan City Hall [6:56] and to congratulate her on being named the 2025 Ward 5 Civic Hero. [7:02] We can clap. We can clap. That's good news. That's good news. [7:09] Now, I have the honor of speaking first as per our protocol, [7:13] but I do want to say the local Civic Ward heroes [7:17] are nominated by each of our five local counselors. [7:21] And of course, given that this is our Ward 5 Civic Hero for 2026, [7:25] until that was nominated by Ward 5 Councilor Gila Marto who will be speaking in [7:30] just a couple of minutes. So Vaughn Civic Hero Awards allow us to recognize the [7:35] exceptional individuals who call our city home, a city that we believe is [7:40] the best in Canada. And our Civic Heroes highlight or this opportunity to [7:46] award and recognize and celebrate our Civic Heroes helps to highlight their [7:50] impactful contributions to help make sure that Vaughn continues to be an [7:54] exceptional place in which to live to work and to raise a family. [7:58] This award is one of the most meaningful recognitions that our city can bestow and it is something [8:04] that we are all very much proud to participate in. [8:07] As I mentioned, it was Gila Marto, our award five councillor who brought forward this nomination, [8:12] a well-deserved nomination for Tilda and it is a privilege to recognize Tilda today. [8:18] Tilda is someone who goes above and beyond to make our community a much better place. [8:22] She is a family law lawyer and mediator here in Bonn, who has been practicing for more than 30 years [8:29] and has been working with the Dispute Resolution Office at the Ministry of the Attorney General here in Ontario since 2014. [8:37] She has maintained a reputation for proven results, promoting reconciliation and putting children's needs at the forefront of disputes. [8:45] And recently, she reported and ultimately testified against an individual who was engaged in a hate crime targeting Jewish residents in Ward 5, successfully helping to bring them to justice. [8:58] Tilda has also served on the board for the Tannenbaum Community Hebrew Academy of Toronto from 2018 to 2022 and has dedicated countless hours as a volunteer at Chabad Flamingo. [9:11] So, for all of these reasons and so many more, I along with my council colleagues are so [9:17] delighted to congratulate Tilda on receiving the 2025 Ward 5 Civic Hero Award. [9:24] From the bottom of all of our hearts, thank you Tilda for doing everything that you do [9:28] to help make sure that Vaughn remains such an exceptional community. [9:32] It means a lot to us and we are delighted to see you here and so many of your family [9:37] and friends here to support you today as well. [9:39] Well, that Mr. Chair, I'll turn things over to our award-five counselor, Gila Marto, for [9:44] her comments. [9:45] Congratulations again. [9:51] Thank you, Mayor Dalduka, and I know that the Mayor has met Tilde numerous times at [9:56] Chabad, Flamingo, and I'm sure I wasn't the only one who noticed how well you say Chabad, [10:00] and so many other words from the Thornhill Jewish community. [10:05] It's a struggle sometimes for politicians, even, I'll just say, even those in the [10:09] Jewish community who didn't grow up speaking Hebrew or Yiddish, sometimes they struggle [10:14] with some of these words. [10:15] Tilda, I've known you for decades and it's an honor and a privilege to be able to be [10:21] in the seat and to nominate you for this award. [10:24] When I first heard that we get to nominate a member of our community each year for a [10:29] hero award for our specific, you know, specific district, specific award, I was sort of a [10:36] little taken aback and I said a hero, you know, I think of people running into [10:39] fires and giving CPR. [10:42] are, but you truly are a hero. You set an example for all of us to get involved, to [10:48] give back to the community that we all know, and I think that Tilda and all of her friends [10:54] and relatives that are here today know that we have enough experience that whatever we [10:59] put into the community, whatever we give, we get back tenfold. So even though Tilda [11:06] has done so many countless hours of work, the reality is that I think she's gotten [11:10] back as well and we see it by the huge crowd of people who came out in the [11:14] middle of the day in the cold wintery weather to support you in receiving this [11:18] award and I just want to say that through your meaningful work Tilda [11:21] within the Jewish community and throughout your your career and advocacy [11:25] for children you really show us what it means to be a true leader and a [11:29] civic hero. Your steadfast support for the Jewish community standing [11:34] firmly against hate and advocating for justice is truly inspiring. We love [11:38] to hear babies. Don't worry about it. And she's wearing, by the way, a very cute matching [11:42] dress and hat. Tilda's commitment and passion for the people in our community, even people [11:49] she's never met before, really shows how one individual can make a difference. This [11:55] recognition is a testament to the impact you've had on many lives and to the example [11:59] you've set for all of us. So congratulations to Tilda, her family, and her friends. [12:03] and I believe now we're going to take some official photos in the back. [12:09] Oh, Tilda, yes, sorry. Tilda wanted to speak. Come up to the podium, Tilda. [12:28] A great start. Okay. [12:33] Thank you, everyone. Mayor Dalduca, [12:35] Councillor Marto, members of council, family, friends, and the taxpayers of the City of [12:42] I'm deeply honored and grateful to be the recipient of the Ward 5 Civic Hero Award. [12:48] The City of Vaughn is supported by citizens who show up and work together when it matters. [12:53] I strive to be one of those citizens every day. [12:57] Together with my husband Malcolm, I've lived in Thornhill since 1995. [13:02] We bought our first home in Onhetherington. [13:04] We raised our three children, Cameron, Matthew, Madeline, and now Matthew's spouse, Lindsay, also Thornhill-Born. [13:13] Our children attended Associated Hebrew Schools and the Community Hebrew School of Toronto Vaughan Campus. [13:19] They attended Chabad-Fomingo Vaughan City camps. [13:23] They learned how to ski, skate, and swim here in Vaughan. [13:26] Our family has made lifelong connections here. [13:29] This award also belongs to my immediate and extended family, including my husband Malcolm, [13:35] my parents who are here, Chaim and Murey Moussaji, my siblings and children, [13:40] the Jewish community at Chabad Flamingo led by our spiritual leader Rabbi Kaplan, [13:46] my legal community, including my partner Adam Altmid, my senior law clerk Frank Al-Beneze [13:51] and the York Region Law Association, along with my friends who inspire me daily. [13:55] That includes, yes, the canasta ladies, the mage ladies, the book club members, my [14:02] pickleball players, my good friends, many of who took time out today to support [14:07] me and my neighbors. I'm especially grateful to my friend Gila Marto, [14:12] Councilor of Ward 5 for her recognition and dedication to this community. She [14:16] is one of those people who shows up when needed. [14:21] My Jewish upbringing and [14:22] belief in Hashem has taught me the value of tikkun olam, [14:26] community activism and shared responsibility. [14:29] I believe that as citizens of Vaughan, [14:31] we have a shared responsibility to look after one another, [14:34] whether it be with a private or public act of kindness. [14:38] This has guided me as a Canadian, [14:41] a member of the Jewish community, [14:42] a lawyer, a wife, a mother, and a friend. [14:46] I know because I have been tested [14:48] over the last five years. [14:51] First, with a serious illness, which I overcame with the assistance of my family, good friends, [14:56] and medical team, including my brother, Dr. [15:00] And then a recent assault against myself, my spouse and friends that took place here in [15:09] Bonn on January 5th, 2024, after the atrocities in Israel on October 7th, 2023. [15:17] For those who know me, I am not one to back down. I did what needed to be done, which [15:23] included defending our right to live safely in our neighborhood. [15:32] We pursued justice [15:34] injustice prevailed in our case. I'm proud to be a small part of that and we'll continue to speak up [15:39] for our community when needed. Thank you for trusting me with this honour. You will not be disappointed. [15:54] Thank you and congratulations and now we go for a picture. [19:08] Okay we can now proceed and [19:12] Sir Kirk, there are no presentations I believe. They're not Mr Chair. Thank you. [19:19] And now we go to the determination of item [19:22] requiring separate discussion. [19:25] The clerk has not identified any, [19:28] but I'll start from my left, [19:32] Councillor Efrade. [19:36] Thank you, Mr. Chair. [19:38] Item one and item two, please. [19:40] Okay. [19:44] Councillor Wolff-Pindeshta. [19:47] I'm good. [19:48] Good. [19:50] Regional Councillor Rocco. [19:51] None. [19:52] Thank you, regional council. Thank you, Mr. Chair. I'm fine. [19:57] Thank you, Mr. Mayor. All good, Mr. Chair. Thank you. [20:00] Deputy Mayor Jackson. Thank you, Mr. Chair. My name is being called. [20:04] Thank you. And Councilor DeFrancisco is fine. Councilor Ainsworth, Councilor Marto, fine. [20:17] So we have item one and two and Mr. Clerk is anybody from the audience that they [20:23] wish to call an item that has not been called? Mr. Chair if there's anyone in [20:28] the audience who wishes to discuss an item if they'd raise their hand now [20:31] please. I don't see any. You see none. Very good Mr. Chair. Okay thank you. Then [20:36] we move on to [20:42] motion to approve the items that don't require discussion moved by [20:52] Councilor de Francesca, second by Councilor Wolff-Pintashta. Anyone against this motion? [20:59] the motion carries. Okay. And now we go to item number one, [21:11] Councilor DeFrati. [21:14] That's [21:15] Corporate Service Finance, Tax, Sale, 12 properties in various locations. And we have a report [21:23] from our Deputy City Manager in Corporate Services. [21:26] you [21:31] got to hit her okay here we go all right just quick question so I see this [21:38] is for information only in and so will your you're notifying us but does that [21:46] mean you will proceed to to putting these properties up for sale through the [21:53] chair of the councilor I afraid he yes and will you be coming back again or is [21:59] Well, as the process unfolds, there will be public notification, so there will be awareness [22:06] that we'll make council aware with each step of the process, when it goes to tender, when [22:11] it closes, and the results, that just as we've done in the past, although these are [22:18] very infrequent, as you can appreciate, which is a good thing, you will be made aware [22:23] and apprised of the process as it unfolds. [22:25] Thank you I think it was like over a decade ago then we went through this so um the first question [22:31] is I see a whole bunch of them it would have been helpful to have maybe an understanding of [22:36] there's one two three four five six seven all at the same address and it's a sign is it one sign [22:43] and all these and everybody owns a piece of the sign I'm going to try to understand this [22:49] of the very unusual one? Through the chair to council I afraidy your your assessment is correct [22:56] it is actually all all that have been denoted as signs are the same physical sign different pieces [23:04] of that sign which are all individually pinned by MPAC therefore individually assessed at an [23:11] extremely nominal value, mind you, but they are assessed that way. [23:17] So I cannot see who's going to buy, you know, a couple of feet where a sign is sitting on, [23:24] but that's fine. [23:25] And if we don't sell it, I guess we retain it, do we take the sign down? [23:31] Through the chair to councillor, I afraid for those components that have been identified, [23:37] I would suggest while it sounds somewhat unlikely that someone would want to purchase it, there [23:44] have been examples where people have other condo owners within the same plaza will purchase [23:49] that additional sign space. [23:51] So it certainly is possible as to what happens afterwards as they would if they if they [23:59] do not get sold, they will be vested by the city. [24:01] we will proceed with you know effectively making them exempt so the tax [24:08] roll effectively stops on them or the tax arrears effectively stops on them but [24:13] determining whether the sign gets taken down it's a it's rather a permanent [24:19] fixture it's not something on a I know I'm just saying if it's on city [24:24] property and we own it nobody wants to buy it and we're providing free [24:28] advertising on city property for these companies it puts us into a situation at [24:33] a later date that perhaps others would want to say. So I just need to [24:36] understand as we move forward given that this is ward one as you proceed if you [24:40] could let me know. Absolutely and through the chair to the [24:43] Councillor determining of the outcome depending on the outcome specifically [24:47] for that collection that would inform what the city ultimately chooses to [24:53] do and you will definitely be informed when the process concludes. Thank you [25:18] The next step is that there will be an advertisement somehow so that you and I and everybody else [25:25] can potentially buy, right? [25:28] Through the chair, that is correct. [25:30] So that would be publicly the newspaper, [25:32] whatever medium you choose to be. [25:35] The only money that is owned to the city is property taxes. [25:40] Am I right? [25:43] Through the chair to Rachel, Councilor Rocco in this case, [25:46] that is all that is out there. [25:47] So no matter what will happen, [25:49] no matter how the market will go down the basement, [25:52] at the end of the day, [25:53] the city will get the full amount of money [25:54] because are we the first one to get paid or would be the mortgagee the first one to get [26:00] paid? [26:03] Through the chair, to Councilor Racco, in this case, through this process, we are the [26:08] first. [26:09] So bottom line, we will get the money no matter what because the amount of tax, you [26:13] know, three or even ten years can be anywhere close to the actual what was paid or what [26:20] the market is. [26:21] So technically, we would be getting our money, we can sell it, [26:27] and whatever money is left over will go whatever the legal system allows to. [26:34] Thank you. [26:37] Thank you. [26:39] I don't see any other names. [26:42] I had called for the motion already. [26:44] Anybody opposed the motion? [26:47] I see none. [26:48] The motion carries. [26:49] And then we go to item number two, Ferrara Glades Investment, Zoning By-law Amendment, [26:59] draft plan of subdivision, file T19-25 V004-2270 and 2400 Theston Road. [27:10] Councilor Diafrade. [27:15] Thank you, Mr. Chair, and I'm happy to move this item. [27:19] I'm looking forward to the development in this block. [27:22] We've been waiting a long time, so I'm glad we're moving all these files forward. [27:27] But I do have a question on page 10 of, or page 2 of 15, whichever you guys want. [27:33] Items 3 of the recommendation. [27:35] So there's some issues here. [27:38] There's mentioning the holding symbol on 3A, council adopts a resolution allocating [27:45] sewage and water supply and point 4, the be allocated servicing and on and on and on. [27:55] I just wanted to ask are they not automatically allocated this, this landowners group, didn't [28:06] they pay like $160 million to the region to get the sewage and water pipes into [28:13] to the, so I don't see it here and I don't understand the process. [28:18] Should they not be the first ones to be allocated to everything? [28:21] So if you could answer that question, I would appreciate it. [28:24] Through the chair to councillor, you're absolutely right. [28:30] The landowner group did front end costs [28:34] associated with infrastructure that the region built. [28:38] And in that agreement, there was allocation [28:43] that was provided that was unrestricted 28,000 people's worth of allocation that the city does [28:48] hold and we'll allocate our regular processes as you as you recall on a quarterly basis we do [28:55] provide a report where we actually allocate all of the all of the approvals that come forward [29:00] and it would it would happen then which would be next month okay so that so there is no we're [29:06] not holding them back or or approving this subject to perhaps getting you know [29:12] allocation it's available it is available you just need to you just have [29:16] another process you have to go through that is correct okay thank you so I will [29:20] move it when the time comes [29:29] thank you thank you Mr. Chair and good afternoon [29:34] everyone I'm happy to hear that Councilor Freedy is looking forward to [29:38] this has been going on for who 10 15 years I know in the last couple of [29:43] days, there's been a little bit of back and forth. I was actually speaking with [29:46] the applicants this morning. I know that they had sent a letter through the [29:50] clerk that missed the deadline, but I assume that it'll be included as [29:53] additional information to counsel. I think that in speaking, I know that [30:00] The staff is aware that I am going to just refer this directly to council without a decision [30:06] to allow for the applicant and for the city to work out their concerns. There is some conditions [30:12] in this application that there is a concern to the applicant. And Council, I'm afraid [30:18] you mentioned one about allocation, but I think there's a few others. So I think [30:21] so that we're not having to amend recommendations at council. It would be best just to refer [30:26] this directly to council without a decision. So, Mr. Chair, that is my motion. And if I [30:32] have a seconder. Okay. I seconded by Alfredi. All right. Counselor Alfredi wanted to make [30:39] the motion. Is that okay? No. Sorry. My apologies, Mr. Chair. So the motion to refer takes [30:46] precedent. Yes. Yeah. Okay. Do I have a seconder for the deferral? Yeah, I'm afraid of it. [30:56] I see none. [30:58] Get a member to look at the screen. [31:02] Anyone opposed to this motion? [31:05] No? [31:05] Okay. [31:06] Emotional carriage. [31:08] Okay. [31:09] Thank you. [31:11] And now there [31:18] are any consideration of [31:20] special committees. [31:27] You want to move them all. [31:28] I believe there are three of them. [31:29] Councilor Wopin-Deshta, seconded by Councilor Deputy Mayor Texan, anyone opposed? [31:39] Sinan, that motion carries. [31:44] Is there any staff communication? [31:46] There are none, Mr. Chair. [31:47] Thank you. [31:48] Is there any new business? [31:52] I see none. [31:55] Motion to adjourn. [31:56] Councillor Rolpindeshta, seconded by Councillor Iafrati. Anybody opposed to this motion? [32:04] Oh, yeah, everybody. It's too early. [32:07] The motion carries. This meeting stands adjourned. Thank you.
