[3:04] First, I just want to thank city [3:05] council for kind of helping us [3:07] over the recent months to [3:09] reorganize our department, [3:10] creating some new positions as [3:12] well and helping us to move [3:12] forward. [3:15] thank you for that and for [3:16] celebrating these moments with [3:18] us. [3:21] The supervisors will be taking [3:22] the oath of office. [3:23] When you start as a police [3:26] officer, you take this oath and [3:27] during these milestones where [3:28] they take on new [3:30] responsibilities, it's a good [3:31] opportunity to publicly renew [3:32] that oath. [3:35] That oath is to uphold the [3:38] constitution and the laws of the [3:40] state of florida and the trust [3:43] that the community puts in them. [3:44] Then we have pinning of the [3:47] badge, which is part of the [3:49] ceremony where, in this case, [3:53] the badge elevates them to a new [3:53] role. [3:57] If anyone has a business, you [3:59] know that your line-level [4:01] supervisors are some of the most [4:01] important. [4:02] James browning here is moving [4:04] into that critical role. [12:56] That was it. [12:57] That's all she said. [12:58] As mother and father, they [12:59] supported me for everything I [13:00] went through. [13:02] When I came back to the world, [13:04] they made sure that I was [13:05] standing upright and supported [13:07] me into the next path. [13:08] Thank you and I love you. [21:37] I live here in venice. [21:39] I believe that city employees [21:41] are misleading the city council [21:43] and the public about intentions [21:45] for the airport. [21:47] I believe this based on recent [21:49] information presented by city [21:51] employees. [21:53] In a nutshell, they are telling [21:55] the council and public one thing [21:57] while telling the federal [21:58] aviation administration the [22:00] opposite. [22:03] On JUNE 23rd, james clinch, [22:05] the venice city manager, led a [22:08] presentation to the council. [22:09] That presentation included [22:11] several statements. [22:16] First, that venice is not [22:18] working on increasing or [22:20] decreasing operations at the [22:21] airport. [22:22] In the presentation the word [22:27] "not" is in bold capitals. [22:28] Second, venice is not working on [22:30] what he called the t word. [22:32] It is the airport administration [22:32] building. [22:34] In the presentation, the word [22:37] "not" is in bold capitals. [22:39] Yet in the JULY faa discussion [22:43] briefing by nicholas dew mass, [22:44] the airport director for the [22:46] city, there is discussion of, [22:48] first, a quote, new terminal [22:49] project and control room [22:51] timeline. [22:55] Second, a budget for venice to [22:58] hire five full-time staff to [23:00] manage increased traffic. [23:01] Third, planning to fund this [23:03] through, quote, protecting and [23:06] expanding the airport's existing [23:08] revenue base. [23:10] Fourth, quote, growth driven [23:12] revenue through, quote, flight [23:14] training expansion, corporate [23:18] and business aviation, increased [23:20] transit operations and new [23:22] aviation business development. [23:26] Fifth, a quote 29.8 percent [23:27] projected revenue growth over [23:29] the period fiscal year '26 to [23:34] fiscal year '29. [23:37] Finally, of a, quote, new [23:39] terminal building, a two-story [23:43] hurricane hardened terminal [23:44] administration building at a [23:46] projected cost of 7 to 9 [23:47] million. [23:50] These recent presentations are [23:51] directly contradictory. [23:53] The public is being told one [23:53] thing. [23:55] The faa another. [23:58] One position or the other is [24:01] intentionally deceptive. [24:02] MR. Mayor and council members, I [24:05] request that the city end any [24:07] and all current applications, [24:09] negotiations, or plans underway [24:13] with the federal aviation [24:13] administration. [24:18] Further, I request that venice [24:21] scrap all vnc master planning to [24:22] date and begin anew with a [24:23] process characterized by honest [24:25] and open communication among all [24:26] stakeholders. [24:57] We are a local company nonprofit [25:01] that produces 5Ks, 10Ks and [25:04] was planned to introduce our [25:07] very first half marathon this [25:07] year. [25:09] Our largest event, megalodon [25:10] weekend, is held the first [25:11] weekend in MARCH. [25:14] On topic with the airport, [25:16] unfortunately, last spring we [25:17] were sent an e-mail that said we [25:20] could move forward with [25:21] permitting our events but there [25:22] was no guarantee that we would [25:25] be allowed to have our event. [25:27] That being said, we have about [25:29] 1200 people that take place in [25:30] our megalodon weekend. [25:32] We bring in a lot of revenue. [25:35] We bring in a lot of volunteers. [25:36] We include the entire community [25:39] in our events and we give back a [25:41] ton of money to the community. [25:43] We could not launch our event [25:44] because we can't take thousands [25:46] of dollars from people and then [25:48] tell them, hey, sorry, by the [25:51] way, the event is not happening. [25:53] Luckily, darlene culpepper has [25:54] worked tirelessly to get us kind [25:55] of an answer. [25:57] And we were just told maybe two [25:58] weeks ago that we could move [26:00] forward with permitting and [26:02] housing our events at the [26:06] airport ground through spring. [26:10] I would love for myself, for our [26:11] nonprofits and for all the other [26:14] event holders in the town that [26:17] there's got to be a more [26:18] concrete date or there's got to [26:19] be an answer somewhere. [26:21] We keep being told that someone [26:24] in the faa has a paper on her [26:26] desk and that that answer is [26:27] there but keeps getting piled [26:29] under other more important [26:31] things and events at the airport [26:33] ground are just not important, [26:35] so why figure out that date. [26:36] Well, they are important because [26:37] we all rely on that. [26:39] You know, there is a ton of [26:41] events that take place out [26:41] there. [26:42] I really think that someone has [26:43] an answer. [26:46] So can we work on getting a more [26:46] concrete date? [26:48] Can we house our events out at [26:51] the airport ground through 2027 [26:54] or can we house them out there [26:55] through 2029? [26:56] Again, we were supposed to be [26:58] including and introducing a half [27:00] marathon this year, and that [27:02] would have brought in a ton of [27:02] revenue. [27:04] We've been working closely with [27:06] the gasparilla distance classic, [27:08] if anyone is familiar with that. [27:09] They bring in millions of [27:10] dollars to the tampa area, and [27:13] that was our hope for venice was [27:15] to be a smaller version of the [27:17] gasparilla distance classic and [27:20] really grow that event to be a [27:21] destination event for venice. [27:25] So to have an answer of how long [27:27] will we have to produce our [27:29] events out at the airport ground [27:31] would really help a lot of us [27:33] event holders going forward with [27:35] planning, but also not only [27:36] having a date of how long we [27:40] have to house our events out [27:42] there, but there's a ton of [27:42] property out there. [27:44] Is the possibility of sharing [27:47] that property even an option? [27:50] Can faa keep part of it but also [27:51] still allow the city of venice [27:53] to have part of that property to [27:55] continue with events? [27:57] I mean, I'm not an architect and [28:01] I'm not a surveyor, but having [28:04] our events out there can [28:05] visually see there is a ton of [28:06] property left untouched. [28:08] Could we please get a date and [28:09] could we even maybe talk about [28:12] sharing that property? [28:12] That would be incredible. [28:13] Thank you for your time. [28:37] When I was a little boy, nine [28:38] years old, one of the things I [28:40] looked forward to most on [28:41] weekends was meeting with my dad [28:43] out at the venice airport and [28:45] having a little cessna 172 and [28:47] taking to the skies. [28:48] Wasn't his plane. [28:49] One he borrowed, rented, [28:51] whatever the circumstances were, [28:51] I don't know. [28:53] I was a little kid and I got to [28:55] go flying and I loved it. [28:57] I would spend all week at venice [28:58] elementary and go up in the air. [29:00] Fly all over the area. [29:02] Head south, go to the keys, [29:04] north, to my grandma's house in [29:04] lake city. [29:06] We always had an adventure. [29:08] This year, this spring, I took [29:11] my dad for his final flight as [29:12] his cremated remains were spread [29:14] in the gulf three miles [29:14] offshore. [29:16] I tell you this because I want [29:17] you to understand where I'm [29:19] coming from, someone for whom [29:21] this airport has always been [29:23] very vital in my life as an [29:23] airport. [29:27] But when I look at the vision [29:28] emblazoned on the back of the [29:29] wall here in chambers, that [29:32] airport ground is so much more [29:34] than just aviation. [29:35] And I understand, and this has [29:37] been a public discourse for a [29:39] while now, and a lot of back and [29:41] forth and had many things to [29:42] navigate. [29:43] I as a member of our community [29:45] appreciate your hard work and [29:46] diligent effort on making sure [29:49] we retain our vibrance and our [29:50] historic value and understand [29:52] that this is a historic year at [29:54] a hundred years of being a [29:56] municipality, the change has [29:58] become inevitable through that [29:58] process. [29:59] But I am asking that you [30:00] preserve a few of the great [30:02] things about our community as [30:05] you navigate all these [30:06] complications. [30:07] As previously mentioned, the use [30:10] of the fairgrounds is so much [30:11] more than a place for an event. [30:13] These are places where annual [30:15] events have happened over the [30:16] years, where young people get [30:18] volunteer hours, where [30:19] nonprofits make enough revenue [30:22] to continue to exist for the [30:23] next 12 months. [30:24] Where folks like myself take [30:26] kids to the italian feast to [30:27] have their first experiences of [30:29] what a festival can be like, [30:32] where I, as a kid, got to go [30:34] spend mom and dad's $10 on [30:37] tickets to ride rides and play [30:39] carnival games, where the chalk [30:41] festival helps local venice [30:42] nokomis rotary raise funds for [30:43] all of the great mission work [30:44] they do. [30:46] and so many other organizations. [30:48] Public records show that between [30:50] 80 and 100 thousand members of [30:52] our community and surrounding [30:54] communities participate in these [30:56] events every year. [30:58] Once there are unknowns, [30:59] unknowing of the future where [31:01] these events could be held, will [31:02] they be held? [31:05] Next year, three years from now? [31:08] Whenever there is uncertainty, [31:08] participation drops. [31:10] People can't plan their [31:11] vacations and travels around the [31:13] great events if they don't know [31:13] they'll happen. [31:14] Clarity is kindness. [31:16] I ask that as soon as you can, [31:18] if we can have clarity on how we [31:19] move forward as a community and [31:21] hope that you will all continue [31:23] to seek preservation of the [31:24] grounds for the purposes that [31:26] are much bigger than aviation [31:28] use of the airport. [31:29] It is publicly available that [31:32] there are provisions within the [31:34] faa handbook published FEBRUARY [31:36] of this year to allow for [31:37] community and municipal airports [31:39] to use their spaces for [31:40] non-aviation purposes. [31:41] I know that you all are doing [31:42] your due diligence. [31:43] I appreciate it. [31:44] Just hope that you guys can [31:46] continue to find ways forward [31:47] that will continue to include [31:49] that vibrant portion of our [31:50] community. [32:35] The gentleman who preceded me, [32:39] who was the first speaker, very [32:41] clearly listed the reasons why [32:44] we're having a problem with the [32:47] proposal that was written by [32:51] these two gentlemen. [32:52] Interestingly, it was not [32:54] brought up at a council meeting [32:58] on JUNE 9, which would have at [32:59] least given the community [33:05] knowledge of what was going on. [33:07] It's feeling from the [33:08] neighborhood almost being [33:10] totally dishonest. [33:13] I've been involved or I've been [33:14] active in going to the meetings [33:15] that are talking about the [33:18] future of the airport and [33:19] planning for the airport. [33:22] And each of those meetings, we [33:25] were told that a remote tower, [33:28] if anything, would be [33:29] administration building, it [33:31] would basically be technology in [33:32] an administration building. [33:35] This proposal is asking for a [33:37] two-story tower, and we were [33:41] also told that the tower was [33:43] supposed to be mainly for [33:45] safety, that it was not going to [33:49] bring in increased jet activity. [33:52] This proposal is saying that it [33:54] is -- the building or the tower [33:58] would be seven to eight million [34:00] dollars or more, and it would be [34:04] paid for by more activity from [34:07] private jets and businesses. [34:09] Interestingly, this proposal is [34:12] out there right now in AUGUST, [34:15] which you all know is before the [34:17] snowbirds come down, the people [34:23] who live near the airport. [34:25] My main goal is not about just [34:26] the people who live near the [34:28] airport. [34:31] I live near the airport and I [34:34] see from NOVEMBER through MARCH, [34:35] it's just lines of cars. [34:36] It's about the beach. [34:38] It's about sharky's. [34:40] It's about our weather. [34:43] It's about venice. [34:47] I can't understand how more jet [34:51] activity at the airport is going [34:56] to benefit venice, florida. [34:59] Let me just see if there's [34:59] anything. [35:01] I maybe have a minute. [35:04] The proposal is exactly the [35:05] opposite of what we've been told [35:06] at the meetings. [35:11] Exactly the opposite. [35:13] We were told that it was for [35:16] safety, that it would be maybe [35:17] two years out. [35:18] This is right now, and they have [35:20] written it and they have done it [35:24] at a time when nobody is here to [35:24] notice. [35:27] And I'm asking for this proposal [35:29] to be withdrawn immediately [35:32] before it gets put on a schedule [35:34] for meetings in fall. [35:35] Thank you. [36:32] In that same vein, I compiled [36:34] video clips from the APRIL 8 [36:36] capital improvement plan [36:38] workshop and the JUNE 23rd [36:40] city council meeting regarding [36:41] the airport. [36:43] I want to preface that it is not [36:45] my intent to make enemies here [36:45] today. [36:47] I've had the pleasure of [36:49] speaking with many of you and my [36:51] gut tells me that you are [36:52] generally good people and want [37:09] to do the right thing. [37:11] >> video: when we say there is [37:12] misinformation out there, every [37:14] pr course I ever took or taught, [37:18] if there's misinformation, it's [37:19] your fault. [37:22] Your job is to get out the [37:22] correct -- [37:25] >> the city is not actively [37:27] increasing or decreasing [37:28] operations. [37:30] >> the festival grounds, and [37:33] that's actually where we're [37:35] looking to concentrate where [37:37] jets would be versus the rest of [37:38] the airport. [37:41] One of the plans that we have is [37:42] to put in this taxiway which [37:44] would then open that area for [37:45] that type of development so that [37:46] jets would be on that side of [37:49] the airport. [37:50] If we find the developer who is [37:52] willing to work with us for a [37:53] development over on that side of [37:56] the airport, that we can give [37:58] them rent credits if they [38:00] provide the funding to build [38:02] this taxiway. [38:04] Currently, the faa and F.D.O.T. [38:06] Will not participate in a [38:07] project that is solely for [38:11] economic development. [38:12] They'll do it for safety, [38:13] efficiency, and capacity issues, [38:15] but they will not do it for an [38:18] economic reason. [38:19] Trying to put the creative hat [38:21] on to find alternative funding. [38:23] >> we are not actively working [38:26] on a part 139 compliance. [38:27] We're on the trajectory of [38:29] becoming required by the faa to [38:32] meet the part 139 standard. [38:35] >> control tower for the airport [38:37] and that's for fiscal '31. [38:39] Any questions on the control [38:44] tower? [38:47] No questions on that one. [38:49] >> there are several in [38:50] operation across the country is [38:52] my understanding referred to as [38:53] remote towers. [38:55] So it's not brick and mortar. [38:57] They sit in a control room and [38:58] they direct traffic no different [39:02] than a tower, but they are not [39:04] visible on the airport property [39:06] in terms of brick and mortar. [39:09] >> this is going to be a pole. [39:11] >> but in functionality it [39:12] performs the same function as [39:15] having a 70-foot control tower. [39:16] I think that's important. [39:17] >> that's correct. [39:20] >> none of us want to see a 75, [39:21] 80-foot round tube sticking up [39:23] out on the airport property. [39:25] >> they don't generate a lot of [39:26] capital investment revenue. [39:28] They rely solely -- almost [39:29] entirely on grants from the [39:32] state and the faa. [39:33] So expediting these projects, [39:36] which is something that we are [39:39] focused on, will have to happen [39:40] through these public-private [39:41] partnerships in order to have [39:42] that funding available. [39:45] The way they are programmed now [39:46] is to make sure we get the state [39:48] and federal funding that's [39:48] available. [39:51] But we are absolutely moving [39:52] forward with the potential to [39:53] move these projects up. [39:54] >> they have different [39:55] priorities in the community at [39:56] times. [39:57] Our priorities are always going [40:00] to be safety first, period. [40:01] Financial sustainability second. [40:03] And working with the community [40:05] is going to come third. [40:07] It has to for the interest of [40:09] the airport. [40:13] >> after reviewing the faa grant [40:14] proposal, I can't help but feel [40:16] we are being misled about city [40:17] staff's vision for the airport [40:19] under the guise of promoting [40:20] safety. [40:22] My concern, along with hundreds [40:24] who cannot attend today, is that [40:25] the actual vision is to pursue [40:28] as many government grants as [40:30] possible, attract public-private [40:32] partnerships to fuel further [40:33] growth and ultimately generate [40:36] profits to pay for all the new [40:38] obligations we acquired with [40:40] free faa money. [40:42] The grant proposal and slides [40:43] taken with the context of [40:45] capital improvement, the master [40:47] plan, the city council meetings, [40:50] makes the vision abundantly [40:51] clear. [40:54] This council should rescind and [40:55] postpone all grants until there [40:57] is a vision that's voted on by [41:00] elected officials and puts [41:02] residents' concerns first, not [41:04] last. [41:33] I'm here because I care deeply [41:34] about humphris park, south jetty [41:36] and continued public access to [41:37] our shorelines. [41:39] I understand hurricanes helene [41:41] and milton caused major damage. [41:42] I understand the jetty itself is [41:44] unsafe and I'm not asking the [41:46] city to reopen damaged [41:47] infrastructure before it is [41:48] ready. [41:49] Nearly two years later, the [41:52] entire area remains close. [41:53] With humphris park inaccessible, [41:54] the next established public [41:56] beach access south along the [41:58] shoreline is roughly nine tenths [41:59] of a mile. [42:00] That means the closure affects [42:02] much more than one damaged [42:02] jetty. [42:03] It removes access to a [42:05] substantial stretch of public [42:06] shoreline that people have used [42:08] for generations for walking, [42:10] fishing, surfing, biking and [42:12] simply getting to the beach. [42:14] We've seen elsewhere that access [42:19] and construction can coexist, [42:21] caspersen beach, repairs [42:22] continued, county provided [42:24] temporary bike racks, signage [42:26] and defined closure. [42:27] South jetty, controlled access [42:28] has been possible for [42:29] contractors and special events. [42:31] There is historically used route [42:34] along the gulf side of humphris [42:36] park toward the sandy beach for [42:37] access, and also appears to be [42:39] an existing public access [42:40] easement farther south that MAY [42:41] provide another connection to [42:42] the shoreline. [42:44] I'm not asking council today to [42:46] determine exactly where a fence [42:47] should go or how the access [42:49] should be configured. [42:51] I'm asking to you direct staff [42:53] to look at the existing access [42:55] points and evaluate an [42:56] bare-bones solution while the [42:57] larger repairs continue. [42:59] Instead of a completely closed [43:00] space that has become a source [43:01] of frustration, we have an [43:02] opportunity to create a safe [43:04] community driven area that [43:06] reconnects venice with the [43:06] shoreline. [43:08] Humphris park is more than a [43:08] jetty. [43:10] Part of venice public shoreline. [43:12] I believe we should make every [43:13] reasonable effort to protect it. [43:14] Thank you. [46:25] I think ultimately while it is [46:26] maybe really important to put [46:29] this on hold for now, I do hope [46:31] it will come back to us once [46:32] things get cleared out a little [46:34] bit and we have a better [46:35] understanding, we get closer to [46:36] the end of the year and our [46:38] master plan being finished. [46:40] So that we can make an [46:41] intelligent decision as to [46:44] whether we want a seat at this [46:45] table or not. [47:12] What that means at some point in [47:14] the future, the faa will be [47:17] giving us guidance, directives, [47:20] and eventually mandates on how [47:21] we need to provide [47:22] infrastructure for the [47:22] technology. [47:24] It is coming. [47:27] We will be at some point in time [47:29] mandated to participate in this [47:32] synergistic across our state. [47:34] So the purpose of the task force [47:36] is to sit down with our [47:40] colleagues at the county level, [47:42] sarasota airport, our other [47:43] cities and talk about the [47:44] questions, because there are a [47:45] lot of questions out there on [47:47] how this would work, where the [47:48] network would be and start [47:50] getting answers to that [47:50] question. [47:52] It doesn't commit us to [47:52] anything. [47:53] Doesn't obligate the city to [47:54] anything. [53:14] Since I've been on council, [53:15] we've been talking about seeking [53:17] grant funding for the tower and [53:20] I remember, I think it was after [53:23] covid maybe 2022-ish that we had [53:25] discussion about pursuing grant [53:25] funding. [53:27] It's not something new that just [53:28] came up yesterday. [53:30] I don't even see this as an item [53:32] that relates to that. [53:33] I'm just concerned that we're [53:35] going to be lumping everything [53:37] airport into one silo and lose a [53:38] seat at the table. [1:12:39] We collected 100% of our budget [1:12:41] amount at this point in time, [1:12:43] which is -- we always generally [1:12:45] collect our money by JUNE 30 for [1:12:46] the property taxes for the [1:12:47] fiscal year. [1:12:50] The fire and insurance premium [1:12:53] tax, which is the number 2, is [1:12:54] as of now zero. [1:12:55] We generally get that money in [1:12:57] AUGUST or later in SEPTEMBER. [1:13:02] So that shows zero collections. [1:13:04] Our communication taxes is [1:13:05] slightly above. [1:13:07] 74 -- slightly below at 74 [1:13:07] percent. [1:13:09] At this point in time, we should [1:13:10] be at 75 percent. [1:13:13] That's just slightly below. [1:13:51] That's again where we get the [1:13:54] money in AUGUST and SEPTEMBER [1:13:55] for business tax receipts, and [1:13:57] then the other bigger part is [1:13:59] the zoning and permit [1:14:03] certifications which makes up [1:14:07] 168,048 at this point in time. [1:14:08] 7, the investment income. [1:14:12] We are higher above than what we [1:14:13] -- sorry. [1:14:16] The 7 is the intergovernmental [1:14:17] revenues. [1:14:19] And the city received for the [1:14:24] first year $265,000 under an ice [1:14:25] agreement that we have. [1:14:28] We also received $298,000 from [1:14:31] fema as reimbursements that are [1:14:33] due to hurricane ian and milton. [1:14:34] Some of those are way back from [1:14:35] hurricane ian. [1:14:36] So that goes to show you how [1:14:38] long it takes sometimes to get [1:14:41] our money reimbursed from fema. [1:14:44] And then also state revenue [1:14:46] sharing is on target, slightly [1:14:50] above at 76%, and the government [1:14:51] half-cent sales tax is right on [1:14:52] target at 75%. [1:16:11] General fund expenses, they are [1:16:12] projected at where we expect [1:16:15] them to be at this point in [1:16:15] time. [1:16:16] They are tracking well. [1:27:05] I think it's very important, [1:27:07] today is a great demonstration [1:27:09] of that, that we do everything [1:27:11] we can to get the real story out [1:27:13] there, make sure everyone feels [1:27:15] informed and clear up any [1:27:16] questions that there are related [1:27:18] to the airport. [1:27:19] And there's just, unfortunately, [1:27:22] a lot of things happening at the [1:27:22] same time. [1:27:24] I appreciate that. [1:27:42] So the purpose of this workshop [1:27:44] would be before we kick off the [1:27:46] public meetings to finish the [1:27:47] master plan, I'd like to bring [1:27:51] in our aviation attorney, chris [1:27:51] wilson. [1:27:53] He is an expert on aviation law. [1:27:56] He is a teacher at embry-riddle [1:27:58] university, and he can speak to [1:28:02] the faa rules and regulations [1:28:02] firsthand. [1:28:03] I had the privilege of meeting [1:28:05] with the faa in person about a [1:28:06] month ago. [1:28:07] The first time I had that [1:28:09] privilege and hearing from them [1:28:10] firsthand what we can do and [1:28:12] what we can't do was very [1:28:13] eye-opening. [1:28:16] So I believe bringing MR. Wilson [1:28:18] here to speak to those [1:28:20] regulations will give you all a [1:28:22] much better idea of what our [1:28:23] authorities are, our [1:28:26] capabilities are as we move [1:28:27] towards closing out this master [1:28:28] plan. [1:28:28] It's going to be a very [1:28:30] difficult process to bring this [1:28:30] to a close. [1:28:34] I think we all recognize that. [1:28:37] Just because there are these faa [1:28:38] regulations, doesn't mean we [1:28:40] don't have any power. [1:30:30] The festival grounds has always [1:30:32] been part of the airport and has [1:30:33] faa oversight. [1:30:36] It is intended for aeronautical [1:30:38] use at some point in the future. [1:30:39] The faa made that very clear. [1:30:41] At some point in the future, [1:30:44] that area will be used for [1:30:45] aeronautical activities, which [1:30:47] will be -- is and will be [1:30:49] reflected in our master plan. [1:30:51] The faa understood, because I [1:30:52] expressed the importance of this [1:30:55] location to our community, we [1:30:56] actually generate revenue by [1:30:58] having events there, and there's [1:30:59] nothing happening out there [1:31:00] right now, right? [1:31:02] There's nothing on the books. [1:31:04] there's no leases coming your [1:31:06] way any time soon. [1:31:08] So there's really no reason to [1:31:09] preclude events from happening [1:31:10] there. [1:31:11] And they were very open to that. [1:31:13] The concern, and the reason why [1:31:15] our department reached out [1:31:17] earlier this year is we had [1:31:18] received some correspondence [1:31:20] from faa with concerns about the [1:31:21] festival grounds. [1:31:22] They don't want to see any more [1:31:24] improvements there. [1:31:26] They don't want to see any more [1:31:27] non-aeronautical investments in [1:31:28] that area. [1:31:30] They know at some point in time, [1:31:31] that will be aeronautical [1:31:32] expansion. [1:31:34] And they made that very clear. [1:31:36] So I think we've put to rest [1:31:38] with them that in the meantime, [1:31:39] these festivals are a very [1:31:40] positive thing, but we wanted to [1:31:43] be transparent with our event [1:31:45] holders because, and we've [1:31:46] learned this in the past with [1:31:48] the faa, they could send a [1:31:50] letter at any point in time that [1:31:52] says you have 90 days to vacate [1:31:53] the festival grounds. [1:31:56] This is a non-aeronautical [1:31:56] activity. [1:31:57] I don't anticipate that's going [1:31:59] to happen, but it's important [1:32:01] that our event holders know that [1:32:03] is always a possibility that's [1:32:04] on the table. [1:32:05] That's what we communicated to [1:32:06] them. [1:32:07] But I hope after our meetings [1:32:09] with the faa recently, we can [1:32:11] give them a little more [1:32:13] confidence that we will give you [1:32:14] every authority we have to [1:32:16] schedule and hold your event. [1:35:11] Mayor-elect pointed out all the [1:35:13] e-mails he's gotten on the [1:35:14] concerns over what seems to be [1:35:19] an evolving idea of what was [1:35:22] once a pole and cameras to be [1:35:24] coming -- to becoming something [1:35:29] that would be a locally based [1:35:31] flight control operation, and [1:35:33] now even possibly a separate [1:35:35] additional building to the [1:35:38] terminal building to house up to [1:35:40] five city employees. [1:35:43] So the dismay we've heard from [1:35:45] the public and from even members [1:35:53] of the citizens advisory council [1:35:57] for the master plan has me very [1:35:58] concerned that we need to have a [1:35:59] discussion about all of that. [1:36:02] And is the right place for that [1:36:04] discussion at this workshop? [1:36:05] Will there be opportunity to [1:36:05] have conversation at the [1:36:07] workshop is what I want to ask [1:36:08] you? [1:36:08] >>James Clinch: yes. [1:36:10] I think that workshop, you know, [1:36:12] my original intent is to bring [1:36:14] in MR. Wilson so we can get a [1:36:15] presentation and ask him [1:36:15] questions. [1:36:19] I think the remote tower, which [1:36:20] I need to speak to you here in a [1:36:24] moment, but if the grant is [1:36:25] successful on the remote tower, [1:36:28] I think at that point we'll be [1:36:29] able to have a meaningful [1:36:31] discussion on what the remote [1:36:32] tower is going to look like. [1:36:35] That would be the perfect time. [1:36:36] Our airport director is in the [1:36:37] back. [1:36:38] I'm sure he would be more than [1:36:39] happy to put together a [1:36:40] presentation on the remote [1:36:42] tower, of which we'll have a lot [1:36:44] more answers at that point. [1:37:25] It's not anything until it gets [1:37:26] signed by the mayor or the [1:37:31] PRESIDENT. [1:37:36] The group we recruited as a [1:37:37] citizens advisory board to the [1:37:38] master plan conversation, I [1:37:40] think every single person on [1:37:41] this council attended the [1:37:44] meeting at the community center [1:37:47] with 250 people, and it was [1:37:48] never mentioned that this was [1:37:49] the direction we were going to [1:37:49] take. [1:37:54] So that's my big concern is the [1:37:55] transparency and leaving people [1:37:57] who are on an advisory board [1:37:58] feeling like they were not [1:37:59] informed or misled. [1:38:01] And then to a certain extent [1:38:03] that I was misled because [1:38:05] somebody accused me of being to [1:38:06] blame for all this because I was [1:38:09] out there saying it was just a [1:38:11] pole and camera and nothing [1:38:13] about expanding the airport. [1:38:15] Stop saying we're expanding the [1:38:15] airport. [1:38:21] Some people told me that they [1:38:23] ramped down because I was [1:38:23] telling them that. [1:38:25] I was telling them what I was [1:38:26] being told. [1:38:28] I feel to a certain extent, let [1:38:31] down that I was put in that [1:38:32] position. [1:39:44] I'm not putting words in james' [1:39:45] mouth because I don't really [1:39:48] know the answer, but I get the [1:39:53] impression from our discussions [1:39:55] that you have to approach this [1:39:57] from different ways depending on [1:39:58] what you're after. [1:40:00] Is it you just need a tower for [1:40:03] safety or do you need a grant [1:40:07] for a tower? [1:40:08] Asking for a grant, you have to [1:40:09] substantiate that. [1:40:10] And I think that's a lot of what [1:40:12] we've seen in the report that [1:40:16] went to the faa, trying to [1:40:17] substantiate the need. [1:40:19] Do I agree with all the wording? [1:40:20] Of course, not. [1:40:22] Because it does sound like we're [1:40:24] trying to expand the airport. [1:40:25] I can tell you from my [1:40:27] standpoint here, that is not [1:40:28] what I'm looking for. [1:40:31] I'm looking for safety. [1:40:34] So I would just, you know, I'm [1:40:35] all for this workshop. [1:40:36] I look forward to it. [1:40:38] I think it will be a great [1:40:40] opportunity for us to get with [1:40:44] attorney wilson, and try to get [1:40:45] us some clarity on what we're [1:40:48] allowed to do and what we're not [1:40:49] allowed to do. [1:40:50] Because I really get the feeling [1:40:55] that it's just like every other [1:40:56] federal government situation. [1:40:57] Well, today, it's this, but [1:41:00] tomorrow it could be this. [1:41:42] But, unfortunately, unless it is [1:41:44] voted on, a motion made by the [1:41:46] council and voted on, then it's [1:41:47] not official. [1:41:49] I think perhaps looking at some [1:41:51] of our previous information [1:41:52] sheets and making sure that all [1:41:54] of the data to date is correct [1:41:56] is another important piece to [1:41:57] this puzzle. [1:41:59] But I'm reminded now [1:42:00] specifically because the minutes [1:42:02] are in front of me, when we were [1:42:05] discussing this back in MAY of [1:42:06] 2022, and we were having a [1:42:07] discussion about the master plan [1:42:10] and it needing to be updated and [1:42:13] I was then vice mayor and I [1:42:14] actually made the motion to move [1:42:16] up the master planning process [1:42:18] because we were afraid we were [1:42:21] going to be too far behind. [1:42:22] so, again, having a plan in [1:42:23] place is the most important [1:42:25] thing so we know what is coming [1:42:26] and what to expect. [1:42:29] But at no point in time did we [1:42:32] ever promote, discuss, [1:42:34] encourage, expansion beyond the [1:42:35] current footprint of the [1:42:35] airport. [1:42:37] I think that's important that we [1:42:39] highlight that because I'm [1:42:40] reminded by reading through the [1:42:41] motion here, specifically that [1:42:43] we said, well, we rather, [1:42:45] instead of this coming out of [1:42:48] our general fund or our taxpayer [1:42:50] dollars, we rather get a grant [1:42:53] for this because we know it's [1:42:53] coming. [1:42:54] Very clear from the minutes this [1:42:55] was the presentation. [1:42:57] Getting some form of a tower, [1:42:58] whether remote. [1:42:59] At the time, I think we were [1:43:01] talking about a traditional faa [1:43:04] staffed tower, but we had the [1:43:05] forethought to say we want to [1:43:06] make sure we apply for grants so [1:43:10] we don't have to take it out of [1:43:11] our general fund. [1:43:13] That said, I'm absolutely in [1:43:14] favor of transparency. [1:43:16] I think having workshops is very [1:43:16] important. [1:43:17] I think it's important that [1:43:18] people understand that when we [1:43:19] have the workshops and we listen [1:43:21] to all the feedback, that [1:43:23] doesn't make it the actual [1:43:24] direction moving forward like [1:43:25] this does. [1:43:27] When the council makes a motion [1:43:29] and approves that motion and [1:43:30] this is unanimous. [1:43:33] I wasn't mayor at the time, but [1:43:34] everybody on the council at that [1:43:36] time had agreed to move forward [1:43:38] with pursuing grant funding for [1:43:39] that tower. [1:43:40] I think that's important that [1:43:42] we're talking back to '22. [1:43:44] This has been a very long [1:43:44] process. [1:43:46] If you look back at the [1:43:46] timeline. [1:43:48] It probably even started before [1:43:48] me. [1:43:50] But that said, I do have a [1:43:53] concern as it relates to the [1:43:54] date for the workshop. [1:43:56] Having just gone through this in [1:43:57] the primary election, I'm very [1:43:58] concerned that we would be doing [1:44:02] a workshop in the middle of [1:44:03] early voting. [1:44:05] So with all the candidates for [1:44:08] seat 2 and two candidates for [1:44:09] another seat, I think it's [1:44:10] important that we not take away [1:44:12] from those individuals, the [1:44:13] ability to participate. [1:44:14] So I would say that we need to [1:44:17] look at something that's more [1:44:19] OCTOBER 15 would be my [1:44:19] suggestion. [1:44:21] I don't know how that fits into [1:44:23] staff's timeline, but I would [1:44:25] caution you before we solidify a [1:44:28] date here that we look at what's [1:44:29] going on during that time, [1:44:30] because you'll have early voting [1:44:32] and then the election and, of [1:44:34] course, things could change on [1:44:36] the council as far as who is [1:44:36] officially on the council. [1:44:38] I would like everybody to have [1:44:39] the opportunity to participate, [1:44:41] so I think we need to look at [1:44:44] the week before early voting so [1:44:46] we're not taking that away from [1:44:47] anybody. [1:45:44] I specifically remember a time [1:45:44] when we were talking about [1:45:45] laurel road. [1:45:47] I had just come on to council, [1:45:49] talking about a public-private [1:45:49] partnership. [1:45:51] Everybody on the northeast side [1:45:52] was in favor. [1:45:53] Then we had a group come in, I [1:45:55] think they just moved into town, [1:45:56] kind of built up and then all of [1:45:58] a sudden wanted to pump the [1:46:00] brakes on it, came back to the [1:46:01] council, hey, we want to move [1:46:03] forward on the expansion of [1:46:04] laurel road. [1:46:04] It's very complicated as a [1:46:05] council member because you're [1:46:07] trying to listen to your [1:46:08] constituents. [1:46:09] I specifically remember looking [1:46:12] at the audience at that time and [1:46:13] saying, I want to very [1:46:14] cautiously move forward on this [1:46:17] because we've already had two [1:46:19] different pump-the-brakes [1:46:20] conversation. [1:46:21] If you really want us to move [1:46:22] forward, I want to hear it from [1:46:24] a lot of people that we're [1:46:25] moving forward so I'm not [1:46:28] pumping the brakes on something [1:46:28] again. [1:46:30] Kind of reliving that with the [1:46:30] airport. [1:46:32] Had concerns over time. [1:46:33] Since I was a kid, we talked [1:46:35] about having the airport [1:46:36] relocated across town and other [1:46:39] parts of the state. [1:46:41] I'm not trying to minimize [1:46:42] anyone's concerns, but at the [1:46:45] same time, the master plan [1:46:47] should be for us to have a plan [1:46:50] so that we can see what's [1:46:50] coming. [1:46:53] It should not be for us to do [1:46:56] any expansions, to do anything [1:46:58] that's going to drive more [1:46:59] growth at the airport. [1:47:01] I've been very vocal about that [1:47:02] since the beginning of this. [1:47:03] I want you to have an [1:47:04] opportunity here to talk about [1:47:05] some of the concerns because I'm [1:47:07] seeing it again in my e-mail. [1:47:09] There are definitely some things [1:47:11] that seem to be misconstrued [1:47:13] facts or misunderstandings or [1:47:14] whatever it might be. [1:47:16] So if you'd like to take a [1:47:17] minute to kind of go over some [1:47:19] of that, I'm going to give you [1:47:20] that opportunity. [1:47:21] >>James Clinch: thank you, [1:47:23] mayor. [1:47:25] Happy to also work with the [1:47:27] history which you touched on, on [1:47:28] the tower. [1:47:29] This did come up originally over [1:47:30] four years ago. [1:47:32] It was brought to our attention [1:47:34] by vasi directly. [1:47:36] it still is today all about [1:47:38] safety. [1:47:40] This was a major safety concern [1:47:42] that they brought forward to us, [1:47:43] made a presentation to council, [1:47:46] and we got the direction at that [1:47:48] point in time to expedite the [1:47:52] master plan and to pursue grant [1:47:53] sources for a tower. [1:47:55] At that point in time, remote [1:47:57] towers were not really well [1:48:00] known and were not authorized [1:48:00] for use. [1:48:03] So there was a real potential of [1:48:07] having a brick and mortar style [1:48:08] tower. [1:48:09] I want to clear that up, next [1:48:10] topic. [1:48:12] What we heard today, nothing has [1:48:13] really changed with the tower. [1:48:16] It's still a remote tower that [1:48:17] we're pursuing, as it always has [1:48:19] been, a camera on top of poles, [1:48:21] but you still have to have a [1:48:24] place where humans are [1:48:26] monitoring these virtual -- the [1:48:28] virtual information that's [1:48:29] coming into a control room. [1:48:32] When I spoke to you all in JUNE, [1:48:34] and this kind of goes to the [1:48:36] root of the challenge that we're [1:48:36] having here. [1:48:38] I certainly apologize to the [1:48:40] community for any misinformation [1:48:41] or misinterpretation that's [1:48:44] happened. [1:48:45] But while we were on breaks from [1:48:47] council meetings, our staff are [1:48:48] actively still working. [1:48:49] So there have been some changes [1:48:51] since JUNE that we just haven't [1:48:53] had the opportunity to share. [1:48:56] One of the big changes is we had [1:48:57] hoped, and I talked about in [1:48:58] JUNE, we hoped that we would be [1:49:01] able to put that control room [1:49:03] within the new administrative [1:49:05] building that we are building, [1:49:07] that's under construction today [1:49:08] on the airport property. [1:49:10] our engineers and our architects [1:49:13] were directed to look into that, [1:49:15] modifying the building to [1:49:15] incorporate it. [1:49:17] The only way it would fit [1:49:18] because it is a pretty big space [1:49:20] with all the screens and I.T. [1:49:22] Equipment is if we lost the [1:49:23] community room. [1:49:26] Well, that community room is [1:49:27] something we've been promising [1:49:30] the airport and south island [1:49:31] community for years. [1:49:32] So I was not comfortable with [1:49:34] losing the community room and [1:49:35] replacing it with a control [1:49:36] room. [1:49:38] So I asked our staff, I said, we [1:49:40] need to go back to the drawing [1:49:41] board. [1:49:44] So that's where this potential [1:49:46] other location came from. [1:49:48] So we have to put the control [1:49:49] room somewhere. [1:49:50] Where could that control room [1:49:51] be? [1:49:52] Well, it could be off-site. [1:49:53] It could be anywhere. [1:49:56] It could be at our airport in [1:49:58] another small modular building. [1:50:00] It could be at a different [1:50:02] airport in tampa or arcadia. [1:50:04] These are decisions that have [1:50:06] not been made yet, but as part [1:50:08] of the grant process, there are [1:50:10] decisions that have to be [1:50:13] clarified and conceptualized for [1:50:14] the faa. [1:50:15] That's where this presentation [1:50:16] came from. [1:50:19] It was a direct response to [1:50:21] questions that came in from the [1:50:23] faa as part of the grant [1:50:23] process. [1:50:24] Kind of going back to the [1:50:26] history, we talked about this [1:50:27] remote tower for four years. [1:50:30] Talked about it at length at our [1:50:31] FEBRUARY strategic planning [1:50:33] session and got into our [1:50:35] strategic plan, and we've been [1:50:37] lucky enough now that there is [1:50:39] this authorized remote tower [1:50:41] system that we can pursue. [1:50:42] We submitted the grant. [1:50:43] We don't know yet if we're going [1:50:46] to be awarded this grant or not, [1:50:49] but if we were, it would be a [1:50:50] huge benefit from a safety [1:50:52] standpoint to our airport. [1:50:56] And from a financial standpoint, [1:50:57] it would cover virtually the [1:51:00] entire cost of the remote tower. [1:51:01] What I would propose, and why [1:51:02] this workshop is so important, [1:51:05] if we hold it after we know -- [1:51:06] we should hear on the grant [1:51:08] award really within the next 30 [1:51:08] days or so. [1:51:10] When we hold this workshop, [1:51:11] we'll know if we're getting the [1:51:12] money or not. [1:51:15] When we know we're getting the [1:51:16] money, we can have those more [1:51:17] substantial conversations about [1:51:20] how are we going to staff the [1:51:20] tower? [1:51:22] Do we want to have in-house [1:51:24] controllers or contract it out? [1:51:25] Where do we want to put the [1:51:27] control room? [1:51:29] There are a lot of benefits, [1:51:30] pros and cons to all the [1:51:31] scenarios. [1:51:33] We just haven't gotten into that [1:51:34] yet. [1:51:35] It is a little bit unfortunate [1:51:37] that this conceptual plan is [1:51:41] being taken out of context and [1:51:42] used as this is what's going to [1:51:43] happen. [1:51:44] That's just not true. [1:51:48] But I'm sorry we weren't able to [1:51:48] get ahead of it sooner. [1:51:50] The last thing I want to say and [1:51:52] this is the most important [1:51:54] thing, it's still about safety. [1:51:57] In 2022, when this came up, it [1:52:00] was about safety, and we are now [1:52:03] 41% higher operations than we [1:52:03] were in 2022. [1:52:07] If it was unsafe then, it's 41% [1:52:09] more unsafe at this point in [1:52:10] time. [1:52:12] We've also had a study from [1:52:14] F.D.O.T., an engineering [1:52:16] analysis, to say a tower is [1:52:18] warranted for safety purposes. [1:52:20] I can't stress that enough. [1:52:23] I love the video slip of the [1:52:24] statement I made because that is [1:52:25] so true. [1:52:27] Safety is paramount when you are [1:52:30] running this type of operation. [1:52:31] Unfortunately, we've had [1:52:33] incidents, we've had fatalities [1:52:34] at our airport. [1:52:35] I'll do everything in my [1:52:37] authority to make sure we reduce [1:52:39] that risk moving forward. [1:52:40] Safety remains the most [1:52:41] important thing. [1:52:43] Will there be benefits for noise [1:52:44] abatement, absolutely. [1:52:47] We'll have more control over the [1:52:48] zero control that we have today. [1:52:52] So there's some ancillary [1:52:52] benefits, but it's all about [1:52:55] safety. [1:54:36] My understanding is the faa is [1:54:37] looking at those three [1:54:39] properties as a hazard, because [1:54:39] they are. [1:54:41] They are in the rpz. [1:54:45] We were able to move that rpz [1:54:46] about ten years ago or so which [1:54:47] was great. [1:54:49] We took a lot of houses out of [1:54:51] the danger zone by shifting the [1:54:52] runway to the south. [1:54:53] but there are still three [1:54:55] properties that are within that [1:54:55] rpz. [1:54:57] I believe the faa is looking at [1:54:59] that going, you really need to [1:55:00] have a plan for these properties [1:55:02] in the future, whether it's [1:55:05] getting an easement or outright [1:55:06] buying those properties. [1:55:07] That's something that we will [1:55:10] talk more about when we get into [1:55:11] the master plan. [1:55:12] I spoke to a couple of people [1:55:14] about this yesterday. [1:59:20] Some sections, there is a [1:59:21] different entity on the north [1:59:25] side and the south side of the [1:59:26] creek. [1:59:27] The city is responsible for the [1:59:30] portion of the yellow and green [1:59:33] portions of curry creek. [1:59:37] In an effort to consolidate the [1:59:40] maintenance, city staff begun a [1:59:43] conversation with county staff [1:59:44] to transfer this portion of [1:59:47] curry creek from city [1:59:50] responsibility to county, and in [1:59:52] return, the city would take the [1:59:58] responsibility for deer town [2:00:02] gully. [2:00:04] This is the portion that the [2:00:06] city is responsible for [2:00:08] maintenance of curry creek that [2:00:10] we would like to transfer to the [2:00:11] county. [2:00:13] Through that discussion, we [2:00:15] recognized that this would also [2:00:17] be an opportunity to resolve [2:00:19] some right-of-way segments and [2:00:22] easements that were never [2:00:24] transferred in the 2014 road [2:00:26] transfer agreement between [2:00:27] sarasota county and the city, [2:00:30] but were probably believed to [2:00:35] have been at the time. [2:00:36] This exhibit -- and I have one [2:00:38] more -- is showing the easements [2:00:40] and right-of-way that the city [2:00:42] would assume from the county. [2:00:45] And in here, we have deer town [2:00:48] gully, the unimproved beach [2:00:52] road, unimproved circle drive, [2:00:56] unimproved sunset drive, circle [2:01:00] drive north of short road, and [2:01:02] unimproved alleyway in the cross [2:01:05] wind landings easements. [2:01:07] In addition, the city would like [2:01:10] to take maintenance of this [2:01:13] easement portion of flamingo [2:01:13] ditch. [2:01:14] We would like to be able to [2:01:19] maintain that. [2:01:20] City staff have worked with the [2:01:24] city attorney's office to draft [2:01:25] an interlocal agreement for [2:01:27] consideration by the county [2:01:29] staff and then presentation to [2:01:32] city council and the county [2:01:33] commission. [2:01:35] This now, since we're looking at [2:01:37] road right-of-ways as well as [2:01:38] drainage right-of-ways and [2:01:40] easements, this is going to [2:01:42] require input from the county's [2:01:45] stormwater and transportation [2:01:46] departments. [2:01:48] They have notified us that the [2:01:49] earliest they might consider [2:01:51] this would be the end of this [2:01:56] calendar year. [2:01:59] Now, I'm sure you're also [2:02:03] familiar with the portion of [2:02:07] curry creek within sawgrass that [2:02:10] is maintained by sawgrass. [2:02:15] This has been about a ten-year [2:02:15] discussion. [2:02:18] And we did receive the recent [2:02:23] correspondence from the attorney [2:02:25] with sawgrass questioning the [2:02:27] maintenance responsibility of [2:02:28] that portion. [2:02:31] Our city attorney has responded [2:02:33] and there's been no change to [2:02:37] city staff's position that [2:02:38] sawgrass is the responsible [2:02:47] entity. [2:02:51] There are currently no [2:02:53] discussions with sawgrass about [2:02:55] the city potentially assuming [2:02:58] some maintenance o this [2:02:58] portion. [2:03:01] If council directs staff, we can [2:03:04] initiate some sort of [2:03:04] discussion. [2:03:07] I'd like to point out that [2:03:09] council MAY not hear requests to [2:03:13] assume maintenance of private [2:03:14] infrastructure very often. [2:03:15] But in the engineering [2:03:17] stormwater department, we get [2:03:20] these requests several times a [2:03:20] week.
