employee over which the governmental body has jurisdiction [2:42] or exercises responsibilities specifically the review of DPW [2:46] compensation for three DPW personnel including the closed session would be [2:50] the Town Board DPW director and town clerk with the town attorney available [2:55] by telephone the public spring rather first of all their referendum [3:26] I signed a petition for a referendum it was a big mistake it was my mistake [3:30] because I violated my number one cardinal rule never signed nothing [3:34] unless you know what you're saying and there was no copy of the wording and a [3:38] referendum no explanation for other than they wanted a non-binding referendum [3:44] after checking us out and I'm sure there's other citizens and did the same [3:49] thing this never should have been signed it's non-binding [3:53] the issues already done this has been on the agenda for a couple years [3:58] that pushed it out I think it is seriously politically motivated and [4:05] after the candidate forum for the people that were basically behind this [4:10] referendum didn't even show up I seriously have the doubts about it [4:15] that's just how I feel about it if I went under here opinions I want to hear [4:19] people talk there six candidates every one of you is an individual running for [4:24] an individual position the opposition are the new candidates pickups and [4:56] that's about 60% of the population uses pickup I think a few other options [5:01] should be put up spring and fall not for each one it also said that why should I [5:10] pay for something that I don't use have you paid your taxes lately I'd be 60% of [5:16] my property taxes for the school board I hadn't had a kid in the school for 25 [5:19] years there's a million things that you pay for that everybody doesn't use and [5:24] sixty percent of the population uses depend up I think that's a pretty good [5:27] return on it but options should have been put off maybe a one-week pickup in [5:32] a spring or the fall all the way to yours [5:35] or definitely a drop-off spot for the residents that take their brush [5:40] personally and drop it off someplace that it can be utilized that way that [5:44] would be fine and it comes to saving money for the town I have been tracking [5:50] this since 2009 I get all my numbers out of the town budgets here and they're [5:55] pretty close but since 2009 [Applause] [6:12] in the past three years forty-four thousand and seventeen dollars went to [6:16] support the park and rec this last year they didn't even have enough notice not [6:27] against the park and rec as it is it was originally set up to be a self funded by [6:34] town board decision why this has going on and it's gotten worse and worse as [6:38] time [6:44] sixty percent of my tax play that goes to the high schools they charge per [6:52] sports or whatever they sign up for I looked on the Mukwonago website that's a [6:57] hundred dollars a class I see you've got sixty dollars and fifty dollars for [7:01] people to sign up and that's for residents and we do support many [7:05] neighboring communities in the park and rec today coming here I think it's about [7:10] time that the target rect was made to follow the original Edict of [7:14] self-supporting or just close to it and that doesn't even include it what I [7:19] found here the DPW expenses to help the park comes up to about $20,000 a year [7:25] for further help to it I don't know if it's all for the park and rec department [7:30] but it's it's still a cost it's on the budget and I just think that it's about [7:36] time that that should be doing and let's see what else I got here the Park and [7:43] Rec director salary any average is 75 percent of the expenses that leaves you [7:51] know it's supposed to be for the kids and everything is 25 percent going for [7:54] the programs and the kids is that right I don't know I don't know of them any [7:59] any place could afford to have somebody getting 75 percent of the funds for a [8:04] management position and the it's like these scams for charities when they pay [8:10] back 10% on a dollar although this a little better that 25% but I think [8:15] this has got to be bought in line thanks Keith [8:23] any other public comments any other public comments yeah I go ahead and [8:33] speak now dan dan frsky actually I live in Waukesha [8:43] Waukesha I want to thank this war for allowing me to be here and speak on [8:48] behalf of the Fox River Bandits would also like to acknowledge two of our [8:52] members Josh Anderson he's a assistant coach as well as a Vernon resident and [8:59] then Nicole Purcell she's a member of our organization [9:03] her son is part of our organization and she's also a Vernon resident used to [9:12] quick short history of the Fox River Bandits we've been around now for eight [9:15] years when a group of dads felt the Select baseball programs were going in [9:21] the wrong direction and wanted to create the best baseball experience for their [9:24] kids I took over the organization this last year so this is my first year of [9:32] bringing the organization together we weren't really a formal organization we [9:37] didn't have any formal bylaws we weren't officially a nonprofit organization this [9:44] last year we went through the process of forming a non-profit we're working on [9:49] completing our 501 C 3 tax exempt status as well our mission is to teach sound [9:56] baseball fundamentals alongside character development and then teach [10:00] important life skills such as leadership adversity resilience grit courage and [10:06] loyalty many things that I learned as well when I served in the military for [10:10] eight years we are completely by volunteers and no [10:14] one coaches or directors that are part of our organization receive any [10:18] compensation for the time and energy we put into or [10:22] organization we currently have two teams where in the past we've had three teams [10:27] we've been recruiting quality coaches to expand our program for the next year and [10:31] hopefully for years to come in which we're hoping that Josh will soon take [10:36] over his own team we've also been in conversations with Mike's lucky the [10:39] director of Parks and Rec and have discussed developing a feeder program so [10:45] that we can take some of their best players as well and help their programs [10:49] grow as well as our programs so developing a strong select baseball [10:53] program together a fund raising fund region accounts for a large portion of [10:58] our revenue needed to pay for equipment field rental maintenance improvements [11:03] things that we've been working here in in partnership with the town of Vernon [11:07] another operating Constance is indoor facilities tournaments and so on our [11:13] fundraising efforts allow us to keep the fee to members low compared to other [11:16] select and travel baseball programs we currently charge $700 a family we're [11:21] another program that's very similar to ours charges upwards of eighteen hundred [11:26] dollars that's probably the next lowest that you're gonna find and that's [11:31] probably where a lot of the parks and recs kids are going and playing in those [11:35] select programs and it's going to continue to rise in the select programs [11:41] however because of our fundraising efforts we're gonna continue to focus on [11:46] keeping our our costs low and it's not about the money for us we're not trying [11:50] to turn this into a baseball business where we're moving kids you know into [11:56] trying to be the number one draft pick we want them to develop the fundamentals [12:00] of baseball and do it at a way that is fun and gives them the best the best [12:07] shot at making high school teams that's ultimately our goal is to help them get [12:11] down get into high school teams we have developed an tiered sponsorship program [12:15] for local businesses to support our fundraising efforts and I can I can [12:19] share a copy with that of that with you if you'd like to see a copy of that it's [12:23] also available on our website Fox River Bandits org as you can see on that sheet [12:34] we have the different sponsorship levels from 150 dollars all the way to 2,000 [12:40] dollars for local businesses and where the town comes in and where we're [12:47] sharing we would like to talk about sharing some of our revenue our [12:51] sponsorship revenue is when it comes in to hanging banners on our fences so we [12:56] have we have two sizes of banners a three by five banner and then a four by [13:00] eight banner and you see that there are various timelines that are included in [13:05] that based on the the dollar amount that they would give to us our fundraising [13:11] efforts help us help the town of Vernon to through our field rental fees we rent [13:17] the westfield down here on the other side of the fences exclusively for our [13:24] season which runs beginning of April through the end of or the end the end of [13:29] July first couple weeks of August and that's when our banners would be hung as [13:33] well the beginning of April through the second usually the second week of August [13:38] when we have tryouts for our next season we've also been partnering with John the [13:43] DPW director to make significant field improvements and we're actually using a [13:48] lot of the money that we are raising to help with those costs so for example we [13:52] are going to be purchasing a quad axle of dirt to put on the field so that the [14:01] field continues to be one of the premier playing fields in the year in the area [14:06] we've also partnered with John - he's helped us clean out some of the the [14:12] stuff around the fence and we rebuilt the field so that we can have a nice [14:17] field to play on we're also going to be working with a local sign maker to help [14:21] fund some signage replacement for Hackett to replace some of the Hackett [14:26] field signs so that it look nice as well so when guests come to the town of [14:30] Vernon they know that this is the one of the best places to come play baseball [14:35] and we have a list of things that we've been working with him on if you'd like [14:39] to see a list of that as well I can share that with you [14:46] this is just sort of our it's not necessarily a wish list but it's some [14:50] things that that obviously need to keep down and Johnny's you hear these like [14:53] you just talk we're talking about some of the things that need to get done and [14:57] you can see there what we agreed to the V stands for Vernon and FRB obviously [15:02] stands for Fox River Bandits and what we're what we're working with we're also [15:06] gonna be purchasing things like clay to help because if you look at the batter's [15:10] boxes they're they're not playable so we need to install new clay and things like [15:15] cutting around the fences and the infield violent we've already done that [15:18] we did that in the fall thanks to John and his team for for helping us get that [15:23] all squared away there's some other things there that you'll see that are [15:28] part of the part of future you know we'd love to expand build nice dugouts at [15:35] some point for for the team as well but that's all going to come through our own [15:38] fund raising and supporting the town so part of again part of that revenue we [15:43] would give back through making the field better for the town okay and working [15:48] obviously with you the board and John to make sure that this comes to fruition as [15:55] of right now we have seven paid banner sponsors seven paid banner sponsors [15:59] which amounts to two thousand dollars raised our fee to print those banners [16:03] with tax at this time is going to run four hundred and seventy eight dollars [16:07] and a little bit of change we originally had proposed to Mike's alecky a 5% of [16:13] our banner fee so bright hours we sold mostly the 250 banners $250 sponsorship [16:20] and we proposed originally a 5% Mike came back with 15% and I had said and [16:26] agreed to settling at 10% if you'd like to see the email communication between [16:32] Mike and I'm happy to share that with you that that where it says Mike would [16:36] bring that to you guys I know you guys discuss 15% last time but I I feel that [16:41] with all the work that we're partnering on and how much we're investing in the [16:45] field I think 10% is really a fair amount [16:47] based off of what we're renting your fence defense space for we're we're [16:53] going to maintain them we'll put them up we'll take them down [16:56] if there any damages to them will replace the [16:59] banner at our expense all we are asking is to use defense [17:03] space basically renting the square footage to hang our banners our goal at [17:10] the end of the at the end of this is to have recurring sponsorship so this [17:14] creates not only a revenue stream for us but also helps the Parks and Rec revenue [17:19] stream or the town I know I think Karen mentioned last time that you guys have [17:23] to vote on where that money goes you can allocate that for the Parks and Rec or [17:27] wherever we would love for it to go to parks are incredibly important [17:34] especially for providing a quality of life for its taxpayers but we want to [17:40] make sure that where we have this recurring revenue so after year one [17:44] we're gonna reappraise and they'll have to pay again that 250 again and then you [17:51] would get a portion of that okay if we can't would like to show you the some of [17:58] the banners that we have go ahead so these are three of the local businesses [18:05] that have agreed to sponsor us the first one is Dakota drywall at a New [18:15] Berlin 3x5 and then the next one is rule mutual insurance so I know you have a [18:22] lot of rule rule harm homes out here and in farmland this is a great insurance [18:31] company and then also Infiniti exteriors Infiniti roofing a great another great [18:38] local business that has agreed to sponsor us now we if you go to our [18:41] website Fox River van org you'll see the additional sponsors but I can tell you [18:48] that who they are if you're interested in knowing those [19:03] we also have complete towing blue Mel's blue Mel's gardening on track overhead [19:12] door scream at kibbutz Kia counting out of out of Waukesha and then L two custom [19:17] engraving as well and again one of the things that I know came up in the last [19:22] meeting that I watched online was talking about the CBD organization and I [19:29] will harm to you today that as the president of this organization Fox River [19:33] Bandits I will never ever take any fundraising from an organization like [19:38] that regardless of how someone feels about it that does not promote health [19:43] safety and welfare with my kids and I don't want my boys that are or girls you [19:49] know loved to have a softball program to it some someday but that does not [19:54] promote healthy living especially as young athletes wanting to get get into [20:00] high school programs so I'm happy to answer any questions that you may have [20:04] of us at this time okay all right thanks Dan there any other public comments [20:21] public comments if not moving on to miscellaneous matters advertising [20:27] sponsorship policy why don't I read what the attorney Macy said on this before we [20:33] start discussion this is a Polly decision although in my brief reviewing [20:37] the changes to the policy has shown in the packet I do not note any major [20:40] concerns you do not see how the policy even has changed the laws of town to [20:45] allow other groups other than the town to sell banner space and the fences or [20:50] like the opportunity to work with the supervisor and the town clerk to put the [20:53] policy in a better form to protect the town other considerations for the Town [20:57] Board include who is paying for the signs is the 15% of the payment gross or [21:01] net what are the minimums that the group must donate in order to be eligible does [21:05] group need to make these donations yearly etc the Town Board can adopt the [21:10] policy subject to the town supervisor working [21:12] with the town clerk and town attorney pretty the same in into final form and [21:18] put a copy of the final form the next packet or the town working table the [21:21] matter until next meeting for the same to be put in final form basically what [21:27] Macey is concerned about is how do we if we allow this group what's to stop the [21:34] next group saying I want to do this and a I've worked a couple hours out in the [21:38] field that's the potential time for me you know so he wants to try to just nail [21:43] down these matters a little more subjectively instead of beings kind of [21:48] objectively to it he was also kind of concerned that you realize what we're [21:53] trying to do but at the same time this probably might be better on the facility [21:58] use policy or creating a whole new rental agreement policy but he thinks we [22:06] can I says unlikely we're gonna have other groups coming forward requesting [22:11] this at this time that we could work out something in this advertising [22:15] sponsorship policy not to exceed an hour's worth the time of myself Karen [22:22] and him worked on it what's what's the timeframe for for placement of these I [22:27] did talk to Dan and he had said that if the Town Board wanted to to defer this [22:31] to the 21st have the policy in order and approve the signs that would still work [22:35] for them and maybe Dan would have a few more signs that you'd want to approve [22:39] but he did say that if you could do everything by the 21st that would work [22:43] for them also is that know who's gonna be enough time for you to basically get [22:49] a policy in place and have it reviewed by a supervisor Jeff Milly's has already [22:56] you know talked to me about some of the changes he wants supervisor bill Craig [23:00] has a couple of clerical things he would like to correct we get I'm sure Jeff [23:04] what do you think we could get this done [24:14] an issue for you know so was it not space right next to each other right you [24:17] spread them out a little bit yeah you'll be fine so yeah and one of the things [24:20] the attorney and supervisor Milly's that indicated is the facts River Bandits do [24:26] an awful lot for the town so we can substantiate all that they've done and [24:30] all that you know and and protect another group saying well you know let's [24:34] just piggyback on them they I'm sure if they did what the max River Bandits did [24:39] it'd be different but they do an awful lot for our tone ya know it's more [24:43] worried about another group coming in saying and we would do this also and [24:47] yeah we work on your field for a couple hours [24:50] [Music] [24:59] there's great so far now you might a lot of speaking chewy so the and we also do [25:07] pay a usage fee so we do pay to rent the field as well well you know so no more [25:13] home games occur between April and in August we pay the town to use the field [25:20] as well this asked about a yearly duties seem like they're gonna be continual [25:28] sponsorships for the for the banners that's the goal yes so that would be a [25:32] ten percent yearly coming to town next year next year would be two fifty and [25:50] you would receive another ten percent as well so it would be an annual revenue [25:54] stream of sponsorships and we will obviously want more sponsorships because [25:59] it not only helps us but it clearly helps the town you know with its parks [26:04] park and rec needs and hopefully we can you know fix the 7525 by helping the [26:12] town plus the fact that they as he stated they paid they pay to rent those [26:18] fields yeah just a quick question Jeff you're more [26:22] in tune with Park and Rec then than we are [26:25] would this have any interference with the town programs in regard to baseball [26:29] like t-ball and anything like that would know it has it okay interfere okay [26:34] that's that's that's a question it might come up from somebody might say you know [26:39] is there going to be a possibility of conflict and who's going to get priority [26:42] over the use of fields and things like that okay you know our programs to our [26:54] more geared towards a little the teeny was a t-ball and coach pitch and you [26:58] need just like Dan said that's not working I just want to clarify so in [27:02] case there's a question comes out I was one of the first concerns we had when we [27:06] allow fans to come in and make sure wasn't the interfere with our programs [27:09] and Mike made it all work out words okay not an issue [27:12] that was a question I had what's the age range of the people that you allow in [27:17] your group right now right now we have two teams we have a 11 year old team so [27:21] it's ten eleven year olds and then a twelve year old team which are made up [27:25] of eleven twelve year olds and each each team right now has twenty has eleven [27:30] boys so a total of 22 families are part of our program next year we would like [27:35] to start building another team a seven eight year old team as well okay we are [27:42] looking to expand the age range okay and again if we expand our program and if we [27:49] can figure out a relationship with Mike and in the Parks and Rec that's [27:54] additional revenue that will be providing cuz we'll need more space [27:58] we'll need to rent the fields again have you [28:00] odd question but have you priced this out which you've got here for a list of [28:04] things you're gonna do with that field looked pretty expensive for some of this [28:08] stuff but yes based on what we've done [28:15] and that's the special fielder member they call it palette of clay it's gonna [28:23] cost us about a thousand bucks to do that and we're doing all the labor [28:28] for that we're not asking the town there's a couple things that they've [28:33] agreed to do and they have to do justice yeah when the dirt goes on the ground [28:38] they're not spreading it we are when the clay goes in we're installing it they're [28:43] not they're not having to do any of that so I was like a really good deal to me [28:47] yeah very sad official to the town as well so policy that we have now that [28:52] exists states it must be three by five banners which those are what I thought I [28:58] saw reference somewhere to other sizes as yeah we do on the if you look at the [29:02] sponsorship sheet we do know we do sell a four by eight so that would be that [29:09] would be something that asks that you'd allow is it could be incorporated on [29:13] your policy we won't go any bigger than that but that that would of course [29:18] increase you know would you obviously the board has to [29:23] discuss all us but would you go with [29:27] stay on we don't have a choice I guess if that's what the board says then [29:33] that's the policy you put into place we want we're looking for a way for an [29:40] organization obviously to give us to donate more money so we provide them a [29:44] benefit so they have more advertising have you sold any for bases nestled one [29:51] we have but we have my my another board of director who's another coach he's the [29:59] you 12 coats we've talked about if if the town doesn't allow that that we've [30:03] got another plan in place that that'll would be a seasonal beginning season to end the season and you guys [31:02] can tell us when you're training weeks are or whatever just going back to the [31:08] attorney conference I think some of parcel we'd like to have a delineation on is the one the lek lek tau parcel [38:55] obviously that's environmental corridor because of the woods but when the state [38:59] came through and plowed in between that property of the properties across the [39:03] street we were just like an evaluation of those three properties to have the [39:08] South Eastern Regional Planning Commission's look at those three [39:12] properties and report back to the Town Board on what their findings are where [39:20] it's at what they do as they said their hydrologists out there experts out and [39:26] they actually look at what side the map they have to actually look at you know [39:31] the type of I'm assuming I've been assuming the one off of Vernon Hills [39:36] Drive is an event middle quarter because of the woods but my question is is there [39:42] something unique about the woods is an underlying plant growth we'd like to [39:46] know what qualifies that small little tree stand as an environmental corridor [39:52] the other issue are the two properties on Edgewood Avenue you can see that [39:57] there is a the webco easement goes through close to those properties and [40:02] you can see that there's a contiguous environmental corridor to those [40:05] properties and others but what Vince and I were looking at are the specifics of [40:10] those properties we felt if the Regional Planning Commission could at least look [40:15] at those two properties and see what their evaluation as you know both that's [40:20] something that we'd like a report that there is no cost to the town [40:25] as you kind of go on a list because I'm sure this happens quite often with the [40:31] Regional Planning Commission but that would be that that's what the Vince and [40:35] I are requesting for the Town Board there is no cost and it's the only thing [40:46] is it they just can't do it they could do them obviously you know with the [40:49] weather changes and depending about are the amounts of requests so it might not [40:54] be something that's done quickly but it's done very well and the ones we've [40:59] said before we've said because there's issues related to where the building [41:04] envelope goals the setbacks or some of the uniqueness of those properties and [41:08] if it's that I could see something that it's contiguous or there's a reason for [41:12] it then but these three are unique so ah Quong request is we're crossing the town [41:19] board to approve or authorize the clerk to follow these two the regional [41:24] planning commission for their evaluation of the Lots as it relates to [41:27] environmental corridors or substantial issues related to those properties in [41:33] question landowners the one at Edgewood yes a [41:42] little bit the one on the edge was are the double [41:46] Lots I have not talked to the property orders it hasn't any effect of the [41:51] property rights you know what like I said we'd like to know from a planning [41:54] standpoint because we've had previous to this the last purchase I think I feel [42:01] that at least 15 calls on this property alone before it sold recently I mean and [42:09] it's it's it's good plenty for the town because there's some other issues [42:12] related to that lot and like I said most of the corridors you could kind of [42:17] understand but this one was ruined when would the freeway came through as far as [42:22] any contiguous if it's the trees I'm not sure I'm not sure if it's the trees I [42:28] don't know if there's any specific plant life that's unique there's got to be [42:32] something about this that property all the at least three properties so that [42:37] that's just request for bids and I this is a rule of [42:42] coercing is through so back then yeah it's a Regional Planning Commission this [42:46] or what that doesn't cuz they're probably right now probably eaten one [42:49] salt by the time coming into spring like this she's just so yeah I'd like I said [42:55] that there's no urgency had they've done this for the a few properties that we [42:59] just had without a national ad Hillview we had what done right across from the
