I'd like to call the regular village board meeting for Monday, April 3rd to order with the clerk, please call the roll. [0:30] The best pledge I've heard in a long time. If you please remain standing for our invocation this evening, tonight is going to be given by youth pastor Gamar Kapol from Messiah Baptist. [0:55] All right, let's fire heads in prayer. First off, God, all prayers on our glory goes to you first, and to you alone. [1:01] We thank you, God, here for the board being. And I ask for your blessing of wisdom over everyone here. And God, we're just thankful to you, God, that both the boys and the girls, both one, their sports activity, God, may you bless them with another one next to your God. [1:16] It may your hand of protection be over them to you. God, we love you in prison, your son's name, Jesus Christ, amen. [1:22] Thanks very much. [1:23] Hey, I'm number four. This is the approval of minutes of the March 20th, 2023, regular village board meeting is their motion. [1:38] So moved, second motion and second discussion. All those in favor, please say aye. [1:43] The minutes they have approved. And in five, proclamations, appointments and presentations, we have a very special recognition this evening. [1:53] Normally, we don't see this many people in the board room, but we really have turned into a sports championship center in Addison. [2:03] We've had a lot of recent champions in different sports. And I'm just pleased to say that we're going to recognize three teams tonight that have won championships in basketball and make a few. [2:22] These are this way. [2:26] All right, thanks. Hello, I'm Michael, hey, I'm the vice president of Addison, you sports and like mayor rich just said there. [2:33] We've turned to corner here in sports in Addison, we like to think part of that's part of the AYS program as well. [2:39] We've got three championship teams here being represented today throughout the 2023 basketball season, but there are a couple other teams that couldn't make it. [2:49] I'd like to introduce the co-commissioners and directors of basketball for AYS for girls, Joe Bacau and Lou Rodriguez. Lou, if you can come up here, Joe, you'll get a chance to speak in a minute. [3:01] Lou, if you want to talk a little bit about the program, how it works, the different leagues that we're in and just give a little overview for a few minutes, and then I'll introduce. [3:10] Thank you, Mike, again, my name is Louis Rodriguez, one of the chairpeople for basketball. [3:15] I kind of handled the boy side and Joe handles the girl side. [3:19] We AYS or Addison, you sports is a combination of two organizations into one. [3:26] And that is forming the old Addison rec club that has been around for 40 years. [3:31] And the AGS P program, which is the Addison girl sports program that's been around for about 20, 25 years. [3:37] So we were all joint board members. I need to decided to put the two together and make one good group where we can get better purchasing power, better field usage, better facility usage, everything, and that's turned into Addison youth sports. [3:52] Drop down more to basketball. Joe and I've been running this for many, many years. Our daughters were in it. [3:58] Our daughters are finally in high school, but we stayed on, you know, Joe's still got a daughter in the program. [4:03] I enjoyed being with these guys and still running the program. [4:08] And it was a very good season this year. [4:11] Our numbers are starting to come up after COVID, and girls are slowly rising. [4:16] We have a lot of good voice teams as well. [4:19] And it was a very good year. [4:21] It was a very good year, very competitive games. [4:23] I was almost all of them. [4:25] Again, these are all our champions here, where they were very good games for them to win out. [4:31] So I'm pleased to announce, you know, the three winners are today. [4:34] I appreciate the board and being here tonight and getting this recognition. [4:39] And I just, please come back next year and see if you guys can win again. [4:46] Thank you. [4:47] Okay. [4:48] I will, I'll start with the third fourth championship team, which is the Addison Purple Lakers. [4:54] I'm assisting Coach Luciano, Nunez and Renee Boné. [4:58] If you guys can come up here to appreciate it. [5:00] Interesting thing about this team. [5:02] We went undefeated, 12 and 0, and through the championships as well. [5:06] So these boys have been recognized by the Wendy City Bulls a couple of weeks ago. [5:12] They got to be like the ballboys for them, which was kind of cool. [5:15] And now they're getting recognized by the village, which is awesome as well. [5:19] So I'd like to bring up the team players here. [5:22] Here's your Edwin. [5:23] Come on up here. It was [27:22] an EF1 attorney and what I wanted to do tonight is do a response and update from what actually occurred [27:30] and kind of what we did is in terms of response by the village. Rikki's director of public works. [27:38] Rikki, if you would start off by explaining what happened. Sure. Thank you. As you stated, the high winds [27:45] were forecasted for about a week in advance so we were getting prepared along with my other department [27:52] leaders coordinating a lot of our responses ahead of time. What did surprise us was really a tale of [27:57] two storms is that earlier first rain event, which they were only predicting about half an inch, [28:02] an attison ended up in some locations in center and west northwest parts of town received two inches [28:07] in about 15 minutes. So it's one of the highest rates that we've ever received as measured as are at [28:12] our weather stations. So quickly our sewer department, we had everyone out actually going around [28:18] monitoring the flooding. A lot of street flooding almost every second or third street as our residents [28:23] know and was coming up quickly. Fortunately and almost every case it did go down just as quick, [28:28] but it was a very scary moment for many of our residents. So our sewer staff was on hand to make sure [28:33] all the pump stations were working. We had crews coming at both treatment facilities to also make sure [28:38] all of that equipment and pumping were working to try to keep the counter move and move the water as [28:42] quickly as we could. There's always bottleneck points when you have that much water, but you hope for the [28:47] best we had people out there assisting as we could to the residents. We did not have any reports of [28:54] overland flooding. There were a couple of instances where some garages did take on some water. [28:58] We're still putting together those reports. So hopefully there were not too many of our residents impacted [29:03] by that. Then the second part of the storm, again with the high winds with the tornado, [29:08] we instantly received calls of mostly through our forestry department for down trees, trees across [29:14] roads, high winds knocked out power. At the peak of the storm there were approximately 275 homes [29:20] and businesses. Mostly again in our industrial park. And just off Fullerton in the area, [29:25] Adeline and Clarendon, Lincoln. Most of that area was out. So that was our first response along with [29:31] fire and police to make sure safe. You know, make the area safe. Get those trees off the roads. [29:36] Help residents where we could somewhere private trees. Many of those. So they help where they could [29:42] to assist them getting them out of the way of the driveway and things like that. [29:47] So with that also, other damages. We got a sound wall partially damaged just off of of of [29:52] 2.90 and 83. That's one of our assets in the village. But it's ongoing. We were out again. [30:00] Of course, all night Friday night until about 3 a.m., some of our staff to 8 a.m. that night. And then all weekend, monitoring the situation. [30:08] There's ongoing inspections of trees. So please, our residents. If you notice something doesn't just look right, if you're concerned, we're happy to send out our arborist to take a look at the trees. [30:17] We know there could be some branches, some hanging branches, some other trees that may have had other damages that didn't come to the grounds. We want to make sure we get it any hazardous trees and do a risk assessment and make that safe. [30:28] So that'll be going on going this week and some other assessments with the property. So we'll continue to do that. And please call public works with any other issues or things that make us, you know, make us aware of any other issues that they may have had of flooding or otherwise. [30:43] Okay, thanks. In my criminal director of community development, you were pre-active this weekend too. [30:49] Thank you, Mr. Mayor. We were our dispatch contacted our building department for callouts, similar to what Rick had indicated with the high winds caused damage from trees, either falling on to buildings and or in some cases with the tornado or some of the harder hit areas. [31:05] The complete roof assemblies of homes were actually pulled off of the houses themselves. [31:12] Pretty much airborne. A lot of roof assemblies were peeled off. [31:16] We had part of some buildings, their exterior walls collapsed. A few of those areas, those were the hard hit areas, but of course there was many other areas throughout town that suffered damage, [31:29] citing damage, roof damage, accessories, structures, sheds, pools, different things like that. [31:35] Some properties lost, the power, some were without gas. [31:39] All in all, we had 10 callouts on Friday night. The next day on Saturday, we had a team assembled to kind of do some damage assessments throughout the town. [31:47] Looks like we had about 29 properties that we saw that were in the path of the storm that we noted damage to it. [31:54] So I do want to say the same thing that Rick did if you are experiencing any problems with your home or business, please reach out to the building department. [32:04] We will be more than happy to come out and take a look at the property. [32:09] Bill, did you want to talk about our response with ACDC in the police? [32:16] Yeah, at ACDC itself, which is the communications center for about 17 different agencies. [32:22] They responded to over 300 calls for all the agencies they dispatched for. [32:28] In fact, it was probably about one call a minute for five straight hours, so they did a very good job. [32:35] They had staffed up prior, they knew the storm was coming Thursday, so they had staffed up and were ready to go Friday. [32:42] As well as the police department, there were staff on the street prior to during and after the event, staff personnel as well as police officers on the street, checking the community, making sure everyone was safe and responding to calls. [32:59] So thank God no one was injured. [33:02] Just a lot of damage. [33:05] And I'll move our managers report up to the next item and calling was the acting manager this weekend. [33:18] Talk about initiation by fire. [33:22] Yes, thank you Mayor. [33:24] I do have a couple of items to mention. [33:26] First off, the village will be closed on Friday, April 7th for good Friday. [33:30] We'll be re-open on Monday, April 10th at 8 a.m. [33:34] And next I just want to publicly thank our amazing staff for all the work and dedication on the job that was full display this past weekend. [33:44] Everyone came together and a joint effort for the betterment of our community. [33:49] And it was truly inspiring to see the willingness of our employees to work throughout the entire weekend is a reflection of the strong leadership of the department has the village is so fortunate to have. [34:01] And so big thank you to everyone involved. [34:04] Well, he's department has board, everyone came together. [34:08] Well, you know, I drove around and said, or he has many of the trustees. [34:14] And to see all of the different elements coming together and working collaboratively was amazing. [34:20] They did miss a step and what could have been much worse was really mitigated by quick responses and skill professionals. [34:30] So may or if I may. [34:35] Yeah. [34:36] Rick earlier we spoke about the severity of storm saying that it's a 500 year storm and not 100 year storm. [34:43] Is that correct? [34:45] Well, the intensity of two inches and 15 minutes does extrapolate to six, seven, eight inches, you know, an hour. [34:51] So that rate would be something very, very rare in the 500 year. [34:56] We don't usually use that term anymore, but that's how rare that intensity came. [35:01] But we are seeing those storms frequently, unfortunately, as many of our residents. [35:05] Just another testament of you guys, most of you guys on this side of the bench coming together and responding not in days, but in hours. [35:12] So thank you guys very much. [35:14] Great job and I do want to comment, I mean, there's a prediction for another event. [35:25] And you know, just encourage our residents to pay attention and you know, we kind of kid that weather forecasters are very seldom right. [35:36] But when they write it's a big deal. [35:39] And so if it gets tenuous tomorrow, please do what you need to do in terms of taking cover and following directions and know that our team will be there. [35:54] So. [35:57] All right, those are turning. [36:00] I have nothing to add. [36:01] Thank you mayor. [36:02] Okay, those clerk. [36:04] I just have a couple of things that are upcoming here in the community. [36:08] After the storm and thank God for everybody that we have that protects us. [36:13] Secretary of State's office, mobile unit will be at the Addison Township facility on Thursday, April 6 from 10 a.m. [36:20] So 2 p.m. [36:22] The commander's club of Addison is now selling the Dalia onions as a fundraiser. [37:28] The donation at the door is $6. [37:30] And that's all I have. [37:32] Thank you. [37:33] I am 11 is commission board reports. [37:36] There are none this evening. [37:38] Executive session we do not need any audience participation. [37:43] We don't have any, but I do want to remind everybody tomorrow is election day. [37:47] And please exercise your right to voice your opinion and vote. [37:54] It's very important to determine the future of our community that you do take that right and privilege. [38:01] I encourage everybody if you haven't already. [38:03] Yeah, vote tomorrow. [38:05] Thanks very much. [38:06] Is there a motion to adjourn? [38:08] Second. [38:09] Motion to second allows in favor? [38:11] Aye. [38:12] We are adjourned.
