Um uh this is a public [22:04] meeting to review the property [22:05] improvement program grant applications [22:07] for facade improvements and signage [22:09] improvements. There are two separate [22:11] requests. I'd like to ask staff for a [22:13] brief overview of the program as this is [22:15] our first time hearing these requests. And as part of that, we took uh [22:47] we took an um all the applications and [22:50] all the different programs that the [22:51] village offers and we evaluated where [22:55] they would be best served and which [22:57] commission it should go to. So, because [22:59] the planning uh and zoning commission [23:02] reviews architecture, site plans, [23:04] design, it seemed appropriate to bring [23:07] the facade portion of that to the [23:09] planning and zoning commission and the [23:10] board approved that within our property [23:12] improvement program. So, signage, if [23:15] it's only an application for signage, [23:16] that's still being decided by the [23:18] economic development commission for [23:19] businesses. If it's facade, it comes to [23:22] the planning and zoning commission. And [23:23] if it's both, so the board did increase [23:26] it from um 20,000 total to 22. So you [23:30] can add the signage of maximum of 2,000 [23:33] and 20,000 for the facade. That's all [23:36] going to be heard before the uh planning [23:37] and zoning commission. So, we've always known [24:56] about the PIP grant ever since we first [24:58] talked with like when Paul worked here, [25:00] seeing if our zoning worked for barber [25:02] shop stuff and they always told us and [25:04] it was uh Kendra was the first person I [25:07] probably talked to when we were first [25:08] opening when I was like, "My gosh, [25:10] there's a young girl here." Like, I [25:12] thought I was going to have a wall of [25:14] something like just doubting us of [25:16] buying and opening everything. So, she [25:19] had printed out everything of where we'd [25:20] be able to put a sign if we got the PIP [25:22] grant, all that fun stuff. And it's [40:17] not their fault that the building has [40:19] fallen into disrepair. I get that. Um, [43:19] tuck pointing for example, but removing [43:21] a mansered roof if that's within the [43:23] purview, updating outdated signage, [43:25] removing monument signs, it is within [43:27] that. Um, as far as what kind of [43:29] limitations you want to place on that, [43:31] um, we're just trying to be cognizant [43:33] within the the the grant and what [43:35] applicants can do. So, it's not a plan [43:37] development per se, but you certainly [43:39] have um leeway with architectural [43:41] standards, you know, renderings if [43:44] additional renderings are needed for the [43:46] permit process. So they they will have [43:48] to go through the permit process for [43:49] signage and so forth. Architectural [43:51] renderings are not required per se, but [43:54] it really depends on the project. There [43:56] could be one where they might be [43:57] required. And the PIP the PIP is [47:40] really there designed to in recognition [47:42] of business owners trying to beautify [47:44] the properties. If I may, um, [47:48] >> some of our recent PIP for exterior [47:50] » some of our recent PIP for exterior [47:50] facade include Irish Times and Tishlers. [47:54] The one of the objectives of the program [47:56] is to improve the appearance of the [48:00] building. Um, as Libby mentioned, if um, [48:03] you had a request to consider in the PIP [48:07] application, um, we could add that as a [48:10] condition. uh they would go through the [48:12] permitting process and get all the [48:14] required permits for the roof for [48:16] signage. So that would all be met and if [48:19] it did require architectural plans that [48:22] would be required as well. So we do want [48:26] to see improvement on public facing [48:28] streets in a tiff district to make the [48:30] appearance of a building better and um [48:33] most of the applications that have come [48:36] through since 2021 included [48:39] um such improvements. Um if you remember [48:42] uh the style house on Grand Boulevard, [48:45] um they had a similar type of request [48:48] with the signage and with um colors.
