The corruption deprived this department of stable leadership with large gaps between directors. The most recent gap was an entire year. This department has been rudderless, which means the citizens of Virginia Beach have not had competent representation for years. Moreover, the Process Improvement Steering Committee, of which Brad Martin was the chair, recommended a massive 25% reduction in the budget of economic development and asked as well, that this department demonstrates the return on investment for the public private partnerships that oversees. They don't make that recommendation unless this department needs serious overhaul and oversight. My first request to add to the annual report is a year by year tracker of the ROI of the projects the EDA oversees, like Atlantic Park and the dome, show the citizens how much money we have spent and how much money we will give up and but for tax revenues and then show us the return on the investment. And speaking of citizens, I've reviewed over the last two years of these meetings, which I've watched, how often the public comment period is silent. In the last two years, there have only been two instances of anyone utilizing the public comment and both of them. Both of those instances were businesses who had business before the VDA. I'm the first citizen to speak on his own here since April of 2024. The problem with that is that nobody here seems to have a problem with that. And to that end, I've come today seeking answers. I have some papers I'd like to give to the board for review. I want to ask questions about historical revisions in the Economic Development Department's performance metrics that were recently released in the FY 27 budget. You should have the tables in question in front of you shortly, but the data in question is the value of new capital investments in millions of dollars. You can see in the FY 27 budget, historical revisions were made to the FY 23, FY 24, and FY 25 budgets. The percentage increase in revisions is significant, with FY 25 claiming to have had $1 billion more in investment than two years previously reported. FY 23 and 24 show massive revisions upward as well. In light of this department's documented history of malfeasance and lack of any explanation for these changes in the budget, I wanted to give you a chance to publicly address the reasons for these revisions and add them to your annual report. Director, you have a mountain to climb when it comes to stabilizing this department and providing it with vision. It needs the integrity and the transparency the citizens demand.
