per the recommendation of transportation we were [5:28] conducted by Dennis second by Mark comments or questions [5:31] all in favor [5:35] 8.1.1.3 be a result of the Council of the Arnold boss Woodward to produce the [5:40] additional approach request from Cameron and Bonnie Kent to construct an approach [5:43] at Northeast 32 1024 for access to the field and further be resolved that all [5:47] access costs for the approaching caller if required to be borne by the applicant [5:51] as per the recommendation of the transportation Community questions [5:58] all in favor [6:02] 8.1.2 is our resolution for the cell phone boosters to be put in the graders [6:07] as they are struggling to have communication uh and for the safety of [6:11] being able to contact uh when needed so or if needed so be it is all the counts [6:16] of the art of loss whatever the proves the estimate for 3C Tech limited for the [6:19] supply and installation of two Wilson Drive Outreach OTR greater cell phone [6:23] boosters in the amount of 1 839 excluding taxes as per the [6:28] recommendation of the transportation committee by Mark second by Dennis don't [6:32] answer questions all in favor [6:38] 8.1.3 there's the resolution for greater tires that we're in desperate need of be [6:44] a result of the Council of the armor walls what were the proves the estimate [6:47] Mountain Tire for the supply and installation of 12. [6:49] snow plus Michelin greater tires and the total amount of 25 194 excluding taxes [6:55] remover for that we went out on a second by Bell [6:59] thank you for getting the extra quotes [7:04] comments or questions all in favor [7:12] 8.1.84 this is our road 168 Culvert that needs replaced so be it resolved at the [7:17] Council of the army Wallace Woodward across the estimate from the Atlantic [7:20] Industries limited to the supply of one 2.8 mm 2400 mm galvanized CSP Culver [7:26] with two couplers for Road 168 the amount of 28 [7:30] 621.42 cents excluding taxes [7:37] any comments or questions all in favor [7:42] Gary [7:45] 8.1.5 these are Sarah medical exemplating employment requests we have [7:50] two of them uh so eight point one point five point one eight resolved that the [7:54] council they are Wallace Woodward approves the request to cancel all snow [7:57] plowing invoice invoices incurred at a residence on Northwest 210 24 in the [8:02] winter season due to your medical conditions Uber right valve second by [8:05] Diana comments or questions [8:09] all in favor [8:13] 8.1.5.2 another medical exemplating plan requests so be a result of the council [8:18] Army Wallace Woodward approves the request to council laws no problem [8:21] invoices incurred at the residence on 151108 service road south in the winter [8:27] season do you know conditions the banana second right well all in [8:33] favor period [8:35] okay on down to our GIS Department we have our assistant and GIS uh reports [8:43] does anybody have any comments or questions on the reports for October [8:49] yes yes usual an activity trying to help with some of the extra work needed with [8:55] the transportation supervisor no longer being here [9:05] give me something nice [9:17] okay any comments any staff on that no just that again helping out to inventory [9:24] those Culvert Replacements and some of the necessary stuff that's going to have [9:28] to be grouped together and work because they're doing a good job because he also [9:32] have a building a map of course so I know a lot of the things are already [9:35] grouping in maps and we can get up get get some of these things looked after [9:39] and definitely be more prepared okay [9:43] uh on to 8.4 are by light on the control report [9:47] any comments or questions on that you know it just is traveling Cola uh being [9:51] abilities so are we have we got any tracks towards the Johnny Shepard issue [9:57] uh going out or was also planning that he's been on site they've got has he got [10:01] traps already set for that then I'm not exactly sure what is approaching on that [10:06] site Mark but um he only puts traps where they can be [10:09] safely what and the ones in the colon can put them inside of the chain [10:13] compound area so there's no risk of anything else getting into them so but [10:17] I'm not sure if he's got traps if that's I hear you're just visiting uh worms [10:23] just wondering if he's done any trapping in the Pipestone Creek at the low level [10:27] crossing two [10:30] I'll have to check that wherever he's been down there because I don't know if [10:33] he's got anything trapped there or not [10:37] um the other thing is the beaver deceivers we've mentioned towards the [10:40] disease does Dale get involved I know that'll be our transportation department [10:45] okay um and he's put down with the sorry that [10:49] is put out the box and reveal the renew his contract they are receiving [10:54] the same as 2023. so putting that on a future meeting up too [10:59] right [11:09] or something it's quite often okay [11:15] just gonna make sure he's checking that on the other one is just maybe having to [11:19] go check out uh just done 160 or 66 sorry [11:23] um as I mentioned last time last development he was there yesterday okay [11:26] and they're the the beaver hut actually xenario right away it will be removed I [11:31] think today okay any more comments or questions on uh [11:36] lucky Patrol [11:40] if not um 13.1.1 uh be a result that you can [11:46] currently approved to attend the Western Congress meeting held in Boise in [11:49] Manitoba on November 4th 2022 and the further result the normal out-of-pocket [11:53] expenses should be authorized teamed by Diana by Mark [12:00] all in favor [12:05] uh I need to add one at the bottom I've just gone on that Western caucus we [12:09] probably should put that on our mini delegate appointment list right then [12:13] that way you don't have to do another technology [12:16] I mean I was officially after these um [12:23] okay that [12:39] uh 13 oh I guess 13.2.1 gets no uh policy so B results [12:53] now second by Diana how's it been all in favor [12:59] has it been discussed with the workforce [13:04] uh as mentioned in the notes there once it's passed we'll review what we have [13:08] amongst the draft of them but now that it's passed without any changes we'll [13:13] have the means yes [13:17] make sure it's on our [13:25] very happy to see this thank you okay all in favor [13:30] there you go uh 13.3 this is our uh vacancy call for [13:36] interest for our word to counselor so there's one more two counselor position [13:39] was not filled during the 2022 General municipal election and whereas Section [13:43] 102 one of the municipal act provides the option for newly elected Council to [13:48] appoint a person eligible to be nominated for the warranty Council [13:50] position therefore be it resolved at the council there are alsoever at the cruise [13:54] issuing a call for interest to persons that would like to be a counselor for [13:57] work to I'll move it Diana [14:05] all in favor [14:12] uh 13.4 uh Elkhorn encanton routers this is uh just technology changes we're [14:18] required to keep updated at the office offices be a result of the council we [14:24] are at Wallace Woodward approves an estimate for 3C tech for the supply and [14:27] installation of two cell phone routers for the Kenton and Elkhorn municipal [14:31] offices in the total amount of 2500 exclusive taxes [14:36] remember for that I don't think are they cell phone [14:39] routers or are they just no oh I didn't update myself [14:44] just went here I'll go on I'll reread that because it did change and I [14:49] received and came and told me and then I forgot so I apologize be a result of the [14:53] accounts in there I was looking at the privilege the estimate for 3C tech for [14:56] the supply and installation of 2pf sense DPN appliances for the Canton California [15:00] municipal offices and the total amount of 2500 excluding taxes we'll work for [15:04] that but my dentist second by did something [15:08] go ahead Mark [15:13] s or questions [15:18] all in favor [15:22] uh 13.5 used our uh auditing auditor appointment for 2022 kind of a formality [15:29] be resolved at the Council of Arma Wallace Woodworth nearby appoints the [15:33] firm of census Chartered Accountants and Brandon as the municipal of the [15:35] municipalities auditor her one-year appointment for the year of 2022. [15:46] it's all in favor [15:52] 13.6 feet result Council for the Arnold walls what are the points counselor [15:57] blank as Deputy reading as per Council vote [16:04] so [16:13] I do want to say like there is a possibility I mean if in some far-off [16:18] way I end up being elected a vice president for a MN there could be [16:23] um a higher commitment level needed from our Deputy [16:27] um this term or the next two years possibly so just something [16:32] of it but I'm leaving it up to council to decide to who they feel [16:47] [Music] no I didn't everyone decided I think [16:52] no last night last time we actually had a vote because we had two nominated for [16:57] uh Deputy Reeve and we actually voted I know we did that we did a like a [17:03] Anonymous like previous yeah [17:11] [Music] [17:18] what did you say bird we lost you there I'll second the nomination for you [17:24] sorry we still can't hear you suspicious [17:38] I know Mark would like to try it but I think uh no no I know I'm just saying I [17:43] know that you uh you're interested in it but [17:47] um I think as I said before then last term I think it's important to have [17:51] somebody on the part on the other side of the river is is nice to have but [17:55] secondly I don't want to do it now [17:59] I'm just being honest I think you have a lot uh on the go and I don't think it's [18:03] fair to put more on your underground and I'm quite happy without being here [18:10] no I'm quite funny Oreo okay [18:15] so I'll re-read the resolution now so be a result because [18:20] Deputy Reed as per Council vote and with Diana and Barb likes to make that [18:25] promotions nominated okay yeah yes I can by Barb [18:31] all in favor okay [18:38] um okay so Simon Authority [18:43] I guess can we discuss [18:47] uh 13.8 first does that matter the finance committee kind of what it makes [18:52] sense have that finalized before we do signing Authority or you're just [18:58] removing because we're going to add but the the the resolution basically is for [19:04] the whole term excuse me you need one of three elected people and then one of the [19:10] three of the admitted that's the balance has to be on our signing Authority okay [19:14] so in in honesty the finance committee it's important but actually handiness to [19:19] the office and availability to get signed checks is probably the biggest [19:23] priority for administration today and that's where we were really spoiled with [19:26] Ray who essentially was going by the office daily and so you would come in [19:31] and pop in and do things whereas if you make that third signing person Bell's [19:36] third distance away waiting if you're going to be busy we kind of need that [19:40] third person to be available without a separate body but it depends what time [19:43] you're talking about [19:46] set the book every single one itself yeah and that's [19:51] not when nobody's here you know Rowan and Ruth are going to be looking for [19:55] yeah somebody's assignments usually during the office hours so Diana you [20:01] would you want to stay on the finance committee again you're probably the [20:04] closest in proximity to science as well yeah so [20:11] like I agree I'm too far on the bridge already right so that's why the third [20:18] one's very important and play didn't say is going to be possibly away on an ammu [20:23] business and Bell's a fair distance away that's a long ways to come design but [20:27] Genesis Program [20:30] how often you come to burden like what is your enough [20:35] or Barbara sometimes yeah exactly Diana's actually physically the [20:41] physically closest one of anybody to the office [20:45] because she's probably only about what are you 18 clicks if even that 15. yeah [20:53] okay you're okay [20:58] so we resolved that reaganard be removed assigning Authority can it's hard to say [21:03] everything [21:06] nope sorry oh okay so there you go uh [21:12] okay so where's the article Wallace Woodward held the regular election for [21:16] the members of council for the 2022-2026 term on Council and where aside [21:20] authorities need to be installed at Sunrise Credit Union infusion Credit [21:23] Union office effective November 8 2022 whereas the signing authorities shall [21:27] remain being one elected member of counseling one appointed member of the [21:30] RM Administration per transaction therefore be a result that Reed can art [21:34] counselor Bill Caldwell and councilor Diane O'Donnell be appointed as the [21:38] elector members and CAO Garth Mitchell and assistant Cal IRS for kind and [21:42] Municipal accountant Mitchell are hereby appointed as RN Administration for RM [21:47] signing Authority move over for that please move by Mark [21:52] second by Dennis [21:57] all in favor [22:00] and Diana are you a member of the credit union either one of those Credit Unions [22:05] yeah okay good so we get a hold of you yeah yeah it [22:11] helps with your credit union member to get on the signing Authority yeah so [22:14] it's the previous ones that are there we'll check and see if we can be [22:17] anything really required okay because you're already on that in there [22:25] excuse me okay uh 13.8 our committee about 9 30 for [22:32] eign [22:53] I'm sorry you were just talking about yesterday [22:57] about January you know guaranteed for actually yeah [23:21] I think it was not like it do you have an office there [23:28] soon [23:31] it's a very similar situation [23:36] protest [23:41] morning Corey the table is yours at 9 32 for [23:47] discussion on the subdivision okay [23:53] um [24:02] I look through this and uh after receiving their application the [24:07] review of the provincial responses uh they didn't have any objections [24:11] um provided a lot would require variation [24:15] to increase the lock size from Panic as the four acres and Community funding are [24:19] commended that the subdivision could be approved with at least that condition [24:24] um uh [24:28] [Music] [24:36] um just right away is there um [24:39] so it would have to be constructed uh for approximately a quarter mile [24:44] although Missouri is an existing land drain uh within that portion of the [24:48] quarter mile we would need to start the process another processary as well [24:52] so the do you guys have a image of the sub [24:58] vision yeah the proposed layout [25:06] so there's that little [25:10] green triangle um on the west hand side of log one [25:14] um and that is ground line um so the road just directly watched [25:20] that we would have to break past that town lines across that drain um in order [25:23] to gain legal access [25:27] and that whole piece would need constructed [25:32] why is that called him and just practice [25:36] why is that um [25:40] best presumption would be when they put that drain through they subdivided that [25:44] piece off okay you seem to smoke [25:48] section it seems to be significant to be probably [25:52] yeah so would they be able to get some sort [25:56] of permission from Crown lens as an access to avoid that because there [26:00] already is access through there and across the drain right [26:04] I is there I don't see access yeah I I know for sure like you come in often [26:10] it's not a real built up approach but there's like you drive through there's a [26:14] gate there another drive and there's actually a culvert there's a culvert and [26:17] stuff off like when you come through the crown lines actually pretty much a rate [26:21] where that red Corner meets the green line records [26:25] yeah like there's another black spot actually in the green line before it [26:29] gets to the red [26:40] so there is access um that has been used or is used all the [26:45] time um [26:47] for the history of the lens that I know it [26:50] um so I guess is there some way that they [26:53] would because just it seems it seems pointless to build a bunch of Road loans [26:57] up and stuff to when there's already an access there but I guess they would need [27:02] to have permission to the crowd lines to you would have to get an easement across [27:05] that through guidelines and that'd have to be registered on the title of the for [27:08] example plans um and that have to be done before these [27:12] celebrations could be removed [27:19] I am certainly not in favor of having any costs to us as to build have to [27:25] build up that part of Road just to for the subdivision so [27:37] it was there more to that Corey that you sorry we interrupted that point there [27:41] but um no uh they just they need legal [27:45] access to that rear portion okay um one way or the other [27:49] and so uh if they're gonna construct the road then [27:53] they should be constructing it to a suitable point and then they'll relax [27:57] that should be off that road um if not they could sort through that [28:00] easement um but no permits for construction [28:03] remaining structures um should be issued under residual lands [28:07] until the access isn't secured um so we should enter into an agreement with them [28:11] requiring them to secure legal access um what that means building that portion [28:16] of the road at their expense or securing a [28:20] permanent engagement through the ground line [28:23] and what would be the um what would be when it says build a [28:27] road what would we consider uh like when it's accessed and we're like are we [28:32] expecting a fully developed RM road or are we just expecting what we would have [28:37] for access to other residual lands or even municipality [28:41] that would be up to counseling but I believe you're looking for [28:48] you have different roads like not a fully built road but like three [28:53] seasons okay so don't you have that's kind of you're doing yes summer Road [28:57] classification or a Farm trail is basically what a lot of them are just [29:01] access to those other residual particles right and yeah basically just have to [29:06] support the um [29:10] because they're gonna have to also go through with that through the province [29:13] for licensing because if they're going to make a Crossing in that drain another [29:16] Crossing being that it's a potentially owned grain right they're gonna have to [29:21] get approval there in order to do that [29:25] is that still a provincially owned drain or do we own it because we cleaned it [29:29] out a few years ago I thought that the province passed it [29:33] over to us but Garth you might know more about that I think the maintenance of it [29:39] was transferred to us but they still own that parcel [29:55] well I mean okay so is there any other comments you have in regards to that [30:01] Corey um nope that was just we need to secure [30:05] illegal access to it and we're in need of a variation [30:09] various murder as well yeah to increase the size a lot one from we have a [30:14] maximum 10 acres allowed right um to 40 acres [30:18] so Garth ship that then in the conditional approval subdivision like in [30:22] the resolution should it be worded as the property owners will be required and [30:27] not maybe required thank you for saying they have to be shouldn't they say they [30:30] will be required instead of maybe [30:35] [Music] [30:46] so essentially we could approve this conditional approval [30:51] um the way it is and then if they are able to [30:55] if they wanted to try the easement through the crown lines or whatever come [31:00] back with that then we can revisit it is that accurate [31:03] would we just have to adjust that resolution to yeah we've been just [31:06] adjusted yeah at that point yeah [31:13] so that would be amended there where it says construction were road to a single [31:17] appointed access to the individual and residual lens or uh registered easement [31:22] [Music] um [31:24] for Access through ground land or however that would reach something to [31:28] that effect yeah we'd have to put a descriptor in of what that little [31:30] triangle piece is is kind of called [31:37] I'm just thinking that they may have better luck with that [31:41] applying to ground line because it's just such a literally piece that started [31:45] yeah it's it's not ground lines it's like it's not a well-like designated [31:51] area or anything just land they only because of that dreams and I'm assuming [31:55] just they maybe didn't understand that just by looking at the application map [31:58] because they've pretty much excluded that piece about before that reason or [32:03] anything to be able to allow that access there because that's pretty much where [32:06] it cuts off so okay a little bit suspect the changes [32:11] okay do I need to read the whole resolution now we basically talked about [32:14] them all do you want to read it out everyone [32:18] no okay [32:21] so I'll just uh I guess [32:31] it's something there's an application uh right it's a community planning file [32:36] number [Music] [32:38] 4199-228-466 owners and Macaulay troton the applicant [32:44] on Northwest 8 10 25 except for the following conditions the variation [32:48] number one the variation order to be applied for can increase a lot one size [32:52] to 40 acres two the property owners may be required to enter in the development [32:55] agreement with the RNA balance Windward you should do that that's the change [33:00] that we talked about oh okay well being required to enter into development [33:03] agreement with the arm of awesome in regards to the following [33:06] construction of a road 149 West from road 56 North to a single point have [33:12] access to the residual lands or with the mended let's say I guess or uh [33:19] register easement on the crown labs to provide access to your digital lens [33:25] B cross the construction of a crossing for the land grain C constructive and [33:30] access to residual lens from Road 149 West and D no permits for construction [33:35] these structures will be issued on the residual lemons until an access has been [33:39] constructed can we move it to that [33:42] Mark second by Bell [33:48] commentary collections all in favor [33:58] okay thank you Corey perfect you have any comments on your inspection report [34:02] for counselor [34:05] maybe you don't have it in front of you never mind sorry everybody [34:09] [Music] um just one I guess uh [34:14] we have an important um I have it in contact Brooklyn from [34:17] Elk run there and it is scheduled to disappear this weekend so [34:23] um wheels and things we've sent notice out on that yes [34:29] thank you thank you you can bring us out with them next time [34:34] yeah I was gonna say you know [34:49] um [35:03] okay we are back up to 13.8 our committee and delegate appointments so I [35:10] uh I will I'm open to comments and suggestion but I went through this uh on [35:16] the weekend of yesterday um and I'm kind of a firm believer in [35:20] trying to keep our committees as much the same as we can unless there's we're [35:24] needing somebody different just because I think we we spent the last four years [35:29] working on ideas and plans going forward and it is advantageous to have that [35:34] background knowledge and carry it forward so unless there's a specific [35:38] reason so um some of these we aren't going to know [35:41] and we may have we're gonna have to maybe fill in in some spots once we have [35:45] a new counselor for Ward 2 uh appointed um so the finance committee uh I would [35:52] like to leave Diana and myself on there um the chair was array [35:57] um we can move you know Diana into the chair position if she'd like [36:02] um but [36:05] um or and and it'd be nice to have a third person on there so I didn't [36:10] appoint anybody in there I don't know if there's anybody on Council now or if we [36:14] leave that for the new representative but [36:17] um does anybody have an interest in being [36:19] on the finance committee when does the fun like what what do they typically [36:23] meet General Barbed us [36:27] yes I have interest [Laughter] [36:36] this year [36:39] we might have a problem in the in-camera session just so you know [36:46] [Music] [36:51] are you willing to church no problem you'll do it okay I will do [36:57] that for you okay [37:00] um so our grant committee which we haven't really used I thought would just [37:03] leave the same uh Diana on LED uh Personnel committee [37:08] um I was going to switch just with Mark's new schedule I was going to [37:12] switch Barb and make mark an alternate and if he's available for those meetings [37:16] then I think he's more than welcome to come but or would you like just just [37:21] leave it the way it is Mark would you like to stay on that [37:24] uh I'm quite obviously I don't think it's a frequent thing that we have to be [37:28] honest so I don't mind that's up to Bob again [37:31] which one was that again Personnel we'll leave it [37:37] okay we're taking on finance that's good um transportation is really the same uh [37:43] so on the waste management committee I just had removing Ray and adding and [37:47] whoever the new representative is to that committee uh Board of Regional [37:52] Library I was going to leave the same can you say to the same uh Dennis County [37:58] uh I was going to make mark an alternate and then just move myself on to that [38:03] committee yeah [38:07] uh Cemetery Association is Dennis uh does that even exist no it does [38:14] keep quiet delicious [38:21] [Music] [38:31] [Music] [38:37] I was going to remove Barb and put Dennis on there with Kevin [38:42] uh how many District Health Center Foundation leaving Diana how many other [38:46] healthy steaks leaving Belle Andy van and Alcorn Dennis [38:49] [Music] you do a great job there's the thank you [38:52] for that Ocala Community Pastor um [38:56] just leaving it the same with adding I'm you know there's a good chance that the [39:01] War II new counselor will have an agriculture background or there is a [39:05] chance it should say so um I think we'll put them on there and [39:09] leave Barb there and then I guess we could ask those [39:13] existing uh at large members if they're willing to be to stay on now Barb you [39:19] maybe know um Alan now lives in Brandon is that uh something he wants to stay on [39:24] do you think um I think actually last time we might [39:28] have to ask him last time he did want to stay on because he still owns land [39:33] um in the municipality I think I don't think they've sold yet so I [39:39] think I would just uh ask him and see Garth he does show up for every meeting [39:48] foreign [39:57] Dennis leaving Dennis on there uh and as well as Riley and Kevin and taking mark [40:03] off and adding Barb [40:06] um Midwest Recreation Prairie West [40:09] Recreation don't exist so I thought that it'll still be a need for Prairie West [40:15] to wind down and there's still a need to get the Midwest and wind up so I'd like [40:19] to leave people responsible for them and then so what I was thinking was once [40:24] those are wrapped up and done then we maybe just move it into a recreation [40:27] committee and just kind of bell and Diana be part of a wreck committee So [40:32] Okay so we've noticed the same uh mooseman airport development committee I [40:36] haven't heard a lot on this recently I think there was a lot with kind of cool [40:39] that slowed some of that stuff down but um I'll just leave myself on there with [40:43] Dennis as an alternate uh Regional drainage committee uh Bell and Diana's [40:47] alternate uh Regional Health um we'll have Diana and whoever the new [40:53] member is yeah [Music] [40:56] yeah [41:00] okay uh our sale will we ask uh Kim Drake and Shelly Slater if you'd be [41:06] willing to stay on again the southeast Municipal Court uh all the [41:12] state all there myself and Dennis the alternate uh Sirius River Watershed uh I [41:18] was going to uh whoever the new counselor uh is [41:22] um and we need to find someone new at large there [41:29] Trans Canada West planning district uh myself and Barb I think are happy to [41:33] stay on that committee uh and have Mark as a Alternate which she may end up [41:38] marked attending more than you did last time uh [41:45] uh cinnamon West uh Watershed District I think if the Atlant members are willing [41:51] to stay the same I think we would keep our members the same I know Mark you [41:54] enjoy that and Bell you both enjoy that uh those meeting committee [41:58] agree with that uh ordinary handyman Dennis I'd like to keep you there if you [42:02] will and put over the new member Maybe uh burden airport commission [42:09] um I will stay on there I would like to have an alternate for that it would like [42:13] to be an auditor for the airport commission yeah [42:28] okay uh Bird Medical retention uh same thing Diana and then whoever the new [42:35] member may be it's great like as for Council or was he just at large like I [42:41] thought you took the the retention yeah we appointed oh [42:46] okay okay [42:50] okay [42:53] uh [42:58] they may take citizen people into I'm not sure how their committee startup [43:02] looks but yeah the emergency vet services I'm going to [43:06] put Barb on there for now and then and we'll ask Larry I think Larry's pretty [43:10] passionate about that so I would be surprised if he wasn't interested in [43:13] experiating on um but we'll put Barb on there for now [43:16] and see who her new member is and then between the two of them they can decide [43:20] to who they feel wants to be on that [43:23] committee uh burden area tourism I would like to leave mark on there he's first [43:28] of all has a good background in that and secondly he's been pretty involved [43:31] getting to where it is so if you'll stay there mark uh yep behind you Wallace [43:35] District fire board I'm going to uh welcome uh Barb and Mark to that [43:40] committee [43:43] hopefully we'll have a good four years and this year [43:46] um yeah one of us is the host so that's why we have point two yeah so it all [43:51] turns to flip-flops back and forth like last term there was three burden members [43:54] and one of them would be the chair this time there's three Wallace Woodward [43:58] members and one of us will be the chair uh westbound emergency uh Barb and [44:03] Valley you guys are both good to stay on that [44:06] okay Woodworth fire department Diana I'm keeping you there uh Woodward Senior [44:11] Services if the Bob is interested in continuing on then we'll leave him there [44:15] for revision is standard uh we just need to remove Ray from our [44:22] heritage committee so I get there what we do on our signatory it was good [44:27] um I'm gonna start uh another committee with the uh just to save [44:33] having to do resolutions with the medical clinic conversation Community [44:37] we've been meeting with other municipalities on so on that there'll be [44:41] uh myself and Garth who has been attending already the Western caucus I [44:46] guess we'll have a committee for that with myself [44:49] and Mark you're going to be able to make those yep okay and we'll put Val as an [44:54] alternate are you okay with that no [45:00] I thought with that one maybe you should make all of counsel as alternates simply [45:04] because I think it's it's a good idea I think we ought to be [45:09] making sure that Representative no matter what happens [45:15] okay uh and then diet Recreation that was [45:20] that was all and then the emergency coordinator will update um Joe frisley [45:24] and Matthew well okay [45:28] is that on here at the top oh oh sorry yeah [45:36] and is is Mark gonna try and stay doing that that was his intentions when you [45:42] talked about running for Council okay that he would stay on as a coordinator [45:46] and then during emergencies you just have to remember which hat he had on him [45:49] and kind of give up the council side of it to stay as a coordinator okay well I [45:55] think that's I'm I'm having to hear that with his background and stuff [46:00] so if everyone's happy with that then everyone's okay where we're at we will [46:05] uh have a mover for the committee [46:08] appointment by Bell second by Dennis comments or questions all in favor [46:20] 13.9 the the Cinnabon West Water I don't know I always forget this one but [46:25] assembling West Waterhead District can't believe it is right [46:28] yep um this is the conferences coming up [46:31] Council Hunters is a question to be excused for the December 6th committee [46:35] meetings in order to attend the watersheds conference so we require a [46:40] resolution's absence [46:44] second line [46:50] Diana [46:54] any comments questions [46:59] all in favor it's an important offer for somebody [47:04] yeah it's just every year so it's unfortunate that it happens at [47:11] that time of year over year that is that something we could reshed you next year [47:15] uh follow the Council of meetings if the dose is coming up to save the complex it [47:20] will just pop a bit to a Thursday rather than Tuesday [47:23] yeah does it happen at the same time every year and then you've got the [47:27] chance to go I mean depending on what's planned this year I mean it's a [47:30] committee meeting so it's not uh it's not like stops here so like is there the [47:35] possibility that we could but I guess you're gonna How's that gonna work for [47:38] you if you miss two days of work you're gonna be able to miss [47:43] are you guys okay with that is that okay with staff [47:46] Thursday what day would that be okay as long as we know what days of water hit [47:51] conference is appear yeah all the days would be there Thursday [48:04] is it impossible for the week after assembly [48:14] well why don't we just leave it and for next year [48:19] okay sounds good and next year [48:24] yes because it is a beneficial conference to attend it's just [48:29] um [48:32] 13.10 the Greenwood Cemetery GIC so be a result of the council will be all right [48:36] what Woodworth does hereby approve the request for the Greenwood Cemetery board [48:39] to transfer funds for the fusion Credit Union Greenwood Perpetual care fund bank [48:43] account to be invested through Fusion Credit Union into GIS as follows twenty [48:47] thousand into a 52 month non-radioable GAC at the interest rate of 5.29 and 12 [48:52] 000 into a one year non-redeemable DIC interest rate of four percent by valence [48:56] comments or questions thank you [49:02] okay um [49:04] 13.11 this guitar we had this discussion a community in regards to the play [49:08] structure removal um awkward and you need a resolution for that so [49:14] 13.11.1 is being resolved in the armor wall smooth Earth approve the removal of [49:19] the old front Place structure by Roland gagne and further be resolved in a [49:22] waiver form creating the municipality committee liability on the play [49:25] structure after you removed be signed by Roland Garner could you work for that [49:30] remember now second by Dennis all in favor [49:35] you like one of those Secret videos [49:48] okay 13.11.2 the stupidity event designation [49:53] request so be it resolved with the arm of walls what were the proofs does it [49:56] even November 19th 2022 open Memorial Park revised revitalization project [50:01] fundraising eventually alporn as a community events [50:05] second by Mark I'll answer questions [50:10] all in favor Gary [50:14] 13.12 go ahead [50:19] well I think you should do a proclamation for that [50:23] you never see it very complications just the way you do proclamations [50:27] geometry we usually just do them in paper [50:33] at this stage is about a month long this isn't this isn't here [50:48] for Commerce request uh this is uh this is a request for us to allow them to [50:54] basically move some Christmas trees into our Planters after we'll be there for [50:58] the Christmas season um [51:02] does anybody have any comments or questions on this yes okay [51:07] um the only problem is is that we're using the existing pots here comes the [51:11] conflict of interest but the parts there that supplied for the planters [51:15] are a specific type of talking about hexagon practice or presumabs out [51:20] we can't get them anymore from anywhere so they usually collected them at the [51:25] end of the season and then store up for the next spring so I think if they're [51:28] putting them in something else because that size is now [51:31] absolutely so we're hanging out to those by the [51:34] same as Steve trying to keep those Planters going to plan the containment [51:40] itself so if it's in the existing containers I [51:44] don't think they realize how shallow they are without a shell so that that [51:49] plan that they have may have to change to something else at each one of those [51:53] locations but not using the planter because if they're they're putting any [51:56] kind of intrigue in at all they're not deep enough to withstand the wind you [52:00] know it'll you know suddenly they look deep but they don't realize it's not uh [52:11] [Music] [52:25] but you're saying those Planters aren't there to be used [52:28] what will the the hard ground things oh yeah and pull them apart but the inside [52:34] liners is what marks yeah okay so we're okay with approving the idea they're [52:39] just gonna have to figure out a way to make but I think if we put it in the [52:43] trees and this time anyways [Music] [52:51] there's a they're really big they're going to be [52:55] out when we're hanging the sidewalk and that's not yesterday yeah [53:00] so do we need a resolution and tell them what our guidelines are [53:06] it's just decorations for both parties okay 13.13 looks like Just for [53:11] information in a Santa create poster [53:15] I did get asked um by Tiffany about possibly being on a float I'm not sure [53:21] my availability that day um but if I'm not with somebody else be [53:26] interested in going inside [53:36] okay [53:49] um [53:57] 13.14 this is just a resolution regarding the Road 54 Butler bridge and [54:03] their conversation in committee about the uh extra [54:09] capacity for this to putting the steel piles so be resolved with the council [54:14] variables whatever the additional work to be done by peer Solutions check [54:17] capacity of the existing steel Peter piles relative to our North Bridge in [54:21] the amount of 22 000 including applicable taxes at 50 share a cost with [54:25] the Army Pipestone by Valve second by Mark [54:29] any comments or questions all in favor [54:33] all right and the other comment that they haven't had in there is what the [54:36] steel or Timber rig and outpost right steel better and he's already got Steel [54:41] in the quote so I don't see any reason in the backup from Seals I'm having a [54:47] senior moment did we discuss the um yes let's share our Christmas dinner we're [54:52] working out again okay I just wasn't sure because we're along the way so I [54:57] could remember if we had discussed it what we were doing uh I have one [55:01] addition to be there that I missed just just as a formality I don't even know if [55:04] I need to or not but 13.15 I'm a 10 in the grand opening today up the uh [55:09] practical nursing training facility so I don't know if any resolution to go or [55:13] not [55:16] into a resolution if you want them it's I'm not going to have any expenses [55:20] [Music] okay [55:23] yeah [55:31] well they're they're using it oh yeah everything started wow yeah so that uh [55:37] Curious is on through uh 14.2 does anybody have any comments or questions [55:41] on the building inspector report that certainly has been a little bit of [55:44] increasing experiment to activity last month [55:52] if there's nothing we'll Carry On Through the miscellaneous correspondence [55:56] does anybody uh have any comments or questions or I'm gonna use [56:01] correspondence I think this is the first time I've been [56:04] on Council when we haven't had a board of provision [56:07] no we had a couple years ago we maybe only had two suits amalgamation [56:13] I think [56:16] there's another senior moment for you there [56:22] trust me there's many a new area code really sucks which is [56:28] [Music] I don't even know that's not even [56:33] They're Gonna Change yeah running out of numbers [56:38] [Music] yeah [56:41] there's a lot of a lot of opens in the director positions for the amm [56:48] daily elections like probably half almost yeah [56:54] so does anybody have any comments in any [56:57] other items we've been [57:00] if not we will carry on down we haven't had our LED committees meet yet it meets [57:05] uh next week which moves slow down to the counseling [57:08] committee Angelica reports starting off with 17.1 virtual standby doing [57:13] counselor stand baskets [57:18] nothing for nothing for me nothing okay count 17.2 counselor Humphries uh just a [57:25] tourism uh day on this Saturday uh it was a good strong turn out [57:33] and uh the lady was um [57:37] facilitating a meeting did a really really good job uh she got people [57:41] involved it was almost like a SWAT strap loan and uh [57:45] but at least your part was there actually uh as well as so it was a good [57:50] it was very good money very well received uh I think going forward it [57:55] gave people a lot of good stronger ideas of of where we were going [57:59] um a lot of new faces there as well actually a couple of new [58:04] a new uh prospective counselors at the time turned up so [58:08] um it was a really good morning to uh to see uh enjoyed it got a lot out of it I [58:13] think that will benefit the tourism but eventually going forward we waited [58:18] to see the results of the findings if you've done it but it was a good well [58:24] organized Tiffany did a really good job organizer and it was a welcome [58:28] that's um okay thank you Mark [58:33] 17.3 Council last development uh I'm currently have you a lot of valued [58:39] excuse me [58:43] they're not excuses [58:48] uh 17.4 announcer Caldwell [58:57] 17.6 myself um I had Halloween which was really good [59:02] around the community it was uh there was an hour anyway there was tons of people [59:06] that I had won't remember a Halloween evening that beautiful for a long time [59:10] so it was great for the kids and I just wanted to really bring it up because I [59:13] wanted to give a shout out again to the firefighters I believe did they do it in [59:18] Canada as well um with the guys are in Canada or no I'm [59:22] not sure I never heard well the guys in Elkhorn every year bring the fire trucks [59:26] out and had no candy and let the kids tour the trucks and everything and they [59:30] do it every year and the kids just love it so I just want to send out a big [59:34] thanks to them for continuing to do it because it is it's a highlight of my [59:36] kids and yeah so many kids [Music] [59:43] yeah it was great so shout out to that um last Friday I had the Western Caucus [59:47] meeting in Boise went to was well attended there was close to 30 people [59:53] there um a lot of new faces so it was nice to [59:57] uh to see City people and some people running for Council that we elected [1:00:01] um plus conversation about the uh upcoming you know convention and some [1:00:08] topics that some municipalities have for concern [1:00:11] [Music] that they would like to bring up at the [1:00:14] conference it sounds like kind of more ministerial [1:00:18] form as kind of what they're thinking I'm not sure that's totally [1:00:22] my favorite idea now I would like to go about it but that's kind of what they're [1:00:27] doing one of the topics that I was asked to be a part of though was the basket [1:00:31] funding um just the municipalities are saying [1:00:35] you know with inflation and everything going on this freeze in in funding [1:00:39] that's been going on is just getting too far behind I guess is the [1:00:44] easiest thing about it so um we are going to have a little group [1:00:47] just have some discussion to try to bring up that question [1:00:50] um with them I might need some assistance from you Garth because one of [1:00:54] the things I said I thought was important to understand was [1:00:57] you know the history and there's there's a couple different things that they [1:01:01] talked about and they're kind of packing them all together like we got talking [1:01:03] about the Road and Bridge program and different things and I said those are [1:01:06] kind of there's there's a couple different issues with how that works [1:01:10] like you know when I explained our situation with the red bridge program [1:01:13] how we were putting money away and it was really beneficial to us [1:01:16] um so we have to kind of figure out what direction you want to go with that but [1:01:20] getting back to what I was saying is I think that to understand what the new [1:01:27] basket funding is um we need to know what we were getting [1:01:30] before and how it worked and how they allocated it separately and the fact [1:01:33] that we may almost be getting less money now than they were before so [1:01:39] um hopefully they have something I [1:01:43] personally I would like to see us do it in a different manner like I think the [1:01:46] proper way to do it is to really have a meeting one-on-one or whatever [1:01:50] with them and discuss it but anyways we'll see how it goes but that was what [1:01:55] was some of the other issues they talked about they talked about the policing [1:01:58] again and last talk about the health care and the ambulances there has been [1:02:01] some announcements now it sounds like that they're they're willing to [1:02:04] um Scott Phillips is very up to date on this but but they're going to be [1:02:07] allowing maybe some emrs to ride with the PCP which is like a aromatic [1:02:13] um to try and alleviate um the Staffing Factor one of the [1:02:19] comments though that was brought up by one individual address and background [1:02:23] and um [1:02:25] emergency service kind of stuff was are the pcps going to be happy having the [1:02:31] EMR with them because he's heard from some that they're nervous like that [1:02:35] they're not really a fan of that because I'm guessing [1:02:37] they want to be able to have that support of somebody who shares the same [1:02:40] knowledge of them but it came from the conversation I guess of the fact that [1:02:44] what was happening was they had a PCP secretly driver seat driving the vehicle [1:02:48] so now what they wanted to try to do is try and get an EMR to be able to drive [1:02:53] the vehicle or the PCP so they had more pcps available [1:02:57] so that's some ongoing conversation also ongoing conversation about the structure [1:03:03] service when trying to see if there's a way to get that out [1:03:07] um there's a pilot project going on but it seems like it's more urban [1:03:10] and they were trying to find a way that they could try to get it out here [1:03:14] because what they were saying was it's out here that needs it more almost than [1:03:18] anything because an example would be uh mental health [1:03:25] um call they go in and they transport somebody well they may have to sit [1:03:28] somewhere for four hours with that patient while they're waiting um and [1:03:32] then they're out of service so there's lots of talk around that but it does [1:03:35] sound like there is some some movement some right there's going to be a call on [1:03:39] the 20 [1:03:43] 20 28 maybe 20 28. maybe the 28th with amm [1:03:49] because I guess the problem is said like at 1am to kind of guide us on this so [1:03:53] it's going to be a virtual call there um what else did we discuss [1:04:04] yeah it was just overall just discussion and trying to maybe catch some new [1:04:09] people kind of up to speed on things that were going on and uh yeah it was [1:04:13] well attended and [1:04:17] that's all I knewana yeah I forgotten mind that uh between the 14th [1:04:23] um [1:04:26] [Music] just reading on the floor team could [1:04:30] actually come back on the Sunday then Sunday I went straight away man they've [1:04:35] got to be a right provider it was just read from the [1:04:40] or something not yet but your red rates is at 32 but [1:04:47] anyway casual sticks don't you look on a several hour basis [1:04:53] Barbara do you want to you and brought up about having a like a council dinner [1:04:57] while we're in my day we kind of kicked around Sunday is that is everyone going [1:05:03] to be in on a Sunday yeah [1:05:06] yeah I think so yeah definitely try and plan it for [1:05:11] that evening then yeah [1:05:14] and also we should probably book something sooner rather than later leave [1:05:19] it to the last minute so yeah [1:05:22] oh yeah for sure yeah um well proximity is the hotel I know [1:05:28] there's a brown straight across the street there's no boxing there anymore [1:05:32] um no I think they closed it last time I [1:05:37] was in there sir [1:05:47] but just thinking if the weather is not nice be nice to have something closer so [1:05:52] grounds I'm fine with that of everything else is [1:05:57] is brown set up like the one in Brandon because it's terrible to actually have a [1:06:02] discussion about anything at the one in Brandon it's very wide open like it's a [1:06:06] yeah [1:06:14] um the other one that's not too far like how far are we how far is it from the uh [1:06:19] MTS winter Canada Life Center that's right it's just one block versus because [1:06:24] there's also that uh what's that kitchen there's something there's something [1:06:26] kitchen there that's like really good [1:06:38] I want to say Comfort kitchen but it's not a comfort kitchen [1:06:42] I'll think of it well thank you [1:06:46] anyway but yeah let's let's try to find something like that I was gonna say that [1:06:50] was a very nice article about um [1:06:54] yeah Merchants the merchant kitchen it's across the street pretty much near [1:06:58] Madison [1:07:08] it would be nice to be somewhere there was a library and it's literally across [1:07:12] the street you could walk down to the Canada Life centers and across the [1:07:15] street and it's like right there but again if there's a jet skiing then [1:07:20] no [1:07:24] but let's let's plan that yes so can we ask Steph to look into a reservation [1:07:28] then sure just the year and what time [1:07:35] whatever you guys think [1:07:40] well yeah when do you get off the plane no well you have plenty of time for that [1:07:45] absolutely for various reasons so six o'clock see if we can get a [1:07:50] reservation yeah as all of us will be there [1:07:55] no okay so the rest of us yeah there is no judgment because they put on a [1:08:00] Saturday okay [1:08:05] okay [1:08:09] all right carrying on down then we need a motion to move in camera move by Mark [1:08:13] second by Dennis he's a silent fitting there [1:08:18] all in favor [1:08:26] okay nope thank you we'll just yeah we're just going to I guess announce [1:08:30] that we will be going back to public meeting [1:08:33] um open public meetings and allow people in as usual will expect that if you're [1:08:37] sick that you're not you're not coming but um yeah it's public as we'll be [1:08:42] allowed back in the recording of the meetings will be done with that I need a [1:08:46] motion to adjourn move by Val second by Diana all in favor here [1:08:52] thank you
