[0:22] That one's muted down there. >> All right. Good morning, everyone. [0:25] » Craig Craig is muted. >> Call this meeting to order. Please stand [0:29] for the pledge. >> Thank you. [0:34] » I pledge algiance to the flag of the United States of America and to the [0:40] republic for which it stands, one nation under God, indivisible with liberty and [0:47] justice for all. >> Thank you, John. [0:51] [laughter] [0:58] I don't think there's any amendments for the agenda. [1:02] » I just had one thing. Um the end dot thing I was going to make sure was on [1:07] there just in case it needed to be in the [1:10] need to be >> for bridge 39. [1:15] » Yes, for bridge 39. [1:19] » Have anything else? [1:28] I'll move we Oh, anything else? We approve the agenda [1:35] 39. [1:39] » I'll second. Uh, all those in favor say I. [1:42] » I. >> Opposed. [1:46] Can't edit. [1:50] Um >> it's claims and payroll [2:09] » I say there's a payment to deer for lease payment. So, where are we at on I [2:15] mean I guess the wrong I could wait that highway to ask you this question but [2:19] » as part of how >> how many pieces equipment we got [2:22] [snorts] left on >> well I'd have to look at my spreadsheet [2:27] but >> two come off two is supposed to come off [2:29] this year and four next year everything >> everything yeah I was just because I [2:34] that's what I thought in the past we were getting to a point where we [2:38] » one one of them though this year wasn't a lease purchase It ended up being just [2:44] a lease, so we had to buy it out the end. So, we're rolling that back into [2:51] » Yeah. Yeah. That's I should have waited the highway to ask that, but I got I got [2:55] no problems with the claims of payroll. Anybody else? [2:59] » Nope. [3:04] » Got a motion. >> I'll move that we approve the [3:07] minutes claims and payroll. >> Okay. Move and second. All those in [3:13] favor say I. >> I. [3:15] » I. >> Highway. [3:21] » Um, >> did you get any estimates back on? [3:27] » Yeah. Uh, did you get any estimates back on community crossing? [3:32] » Oh, yeah. >> Still waiting. [3:35] » Yeah. Yeah. All right. Uh, I don't know who was on [3:41] email, but they pushed a thousand lists back a week already. [3:44] » That's what I just heard this morning. I was asking uh who the contact was, which [3:48] I have his number, so I was going to find out. They got in trouble last week [3:52] for moving a grinder in on 650 North. The state police stopped him right after [3:59] they got off the four lane. >> Really? [4:01] » They were coming down 650. Yeah. So, I don't know why they wouldn't go [4:07] down thousand, but >> yeah. Yeah. [4:11] » So, [clears throat] I don't know what happened with that, but [4:13] » Okay. >> Well, regardless of start date, they [4:17] have a timeline by they have to be done by. So, [4:19] » and that's what he said. He said they got pushed back, but that's still going [4:22] to have it done by then. So, yeah. [4:27] » The end of October, I think 26th or something like that. [4:30] » Yeah. I forget. It was six weeks, wasn't it? [4:37] Um it's all yeah. [4:45] [clears throat] >> Okay. So now county farm pasture bid [4:50] opening Jim Willlet is retiring and to keep things in line we went ahead and [4:57] let he was on the county farm and the fall well and we went ahead and [5:04] uh opened all three for bid. So we'll start with [5:10] the pasture. Yeah. [5:44] Okay. [5:50] Uh, I have a bid from Matt. Um, [5:56] I don't know Matt, but it looks like he's a Beatersburg address. [6:00] Um anyway um [6:05] $75 an acre doesn't say acres or anything else but [6:11] uh obviously we take all these under investment try to sort out apples apples [6:17] and what what they are but uh that's h o u m- s [6:25] [clears throat] >> that's that's just the pasture right [6:27] that one >> that's just the pasture yes [6:29] » it's 77 acres approximately by the way. [6:39] » That seems >> I know there was more. [6:42] » And then here we have uh Clint Frink who's currently on it for $2,000 per [6:48] year. [7:06] put them in a pile and I will scan them with you guys. [7:15] » No, 2,000 a year. >> I thought you said an acre. [7:20] » A year. [7:27] Thank you. [7:34] » Next we'll do county farm. There are plenty of these. [7:55] If you hear nothing [8:19] person case Garrett bit. Um, okay. This is just three copies. [8:26] So, his bid is for both Bwell and the County Farm. [8:37] Um, and he listed a range of between 245 and [8:42] $270 an acre. [8:55] 45. Okay. [9:10] » Can you explain the range to us? >> The range of [9:16] the 240 or is it 270? >> He's my my secure and confident lease [9:22] range 245 to 270. So I guess he's willing to negotiate. [9:35] » That's I mean you're going to take them under adisement and compare them. So [9:38] yeah, it's it's a bid. I don't know that it's going to work. [9:42] » Yeah. >> If everyone else gives a specific [9:44] amount. [9:51] Uh, >> this is [9:56] Lloyd's [10:01] resume here, but it uh it says [10:07] we're looking at anyway the cash amount was 280 an acre. [10:14] What's >> 280? [10:16] » Oh, 280. >> Does it specify [10:20] » both farms? >> Yes. [10:27] » Or County farm ground? >> Or County Farm. Yes. So, [10:33] » that all said county farm. So, we'll assume it's for that. [10:37] » Yes. [snorts] [10:40] » And not followup. Just the county farm. you thinking [10:44] » it appears to be uh county farm. >> We can talk to him. It may be for both. [10:52] » Uh this one is uh from Matt again from Reersburg. Um uh 265 per acre [11:01] » or both? >> Uh this says county farm. So I I don't [11:06] know if there's one for Paul or not, but I'm going to take it as county. Okay. [11:28] Okay. Three more. [12:08] I know you text. [12:14] Uh, this one is Tristan Barnes for the Carbondale Farm. 300 per acre. [12:22] » 300 you said? >> Yes. 300. [12:40] » Okay. And I have Sam Verhovven the younger [12:47] for $250 an acre [12:52] » for the >> county farm [13:06] » I have Joseph Silver's >> 250 [13:09] » um for County Farm 282 per acre >> 282. [13:17] » That's Joseph or >> Joseph. [13:19] » And that's the county farm. >> So it says, [13:22] » "Sorry, [laughter] we're asking you all [13:24] questions, right? [13:30] I wonder if they know [13:42] that. [13:48] » Oh, that's Yeah, [13:54] » Kate said all the follow I thought. >> Yeah, it'll be there's a stack of those, [13:59] too. Okay. Okay. Just separate some of them. That's right. [14:04] » They came in kind of >> I know [14:07] » we got farm [14:29] Yeah. First one I have here is from Carson Meyers [14:34] for $300 an acre. [14:40] And he also bid Fwell at 270 per acre. [15:36] Um, this one is Eric and Rachel Carter. I'm [15:41] trying to figure out uh track one, track two, track three. [15:46] That's the county farm. That's the three tracks of the county. [15:50] Yeah. >> Yes. [15:52] » So that's that's what he's this bid is for 300 per acre. [15:58] » Who is it? I'm sorry. Craig. Who was it? >> Uh Eric and Rachel Carpenter. [16:13] » That was for pasture too. >> Just No, that was just the land. [16:18] cut. Yeah, >> just the county part. So, okay. [16:26] » All right, that's it for Carbondale. We'll move on to Ballwell. [17:18] The first one I have is Joseph Silver again uh for 22 262 [17:26] breaker for the fall. [17:37] This is Matt Holmes. [17:46] It says has a bunch of stuff in there about the [17:51] quality of the soil and level of all the nutrients in it, but [17:58] it [18:03] 265 an acre. [18:18] This is uh this one's from uh who signed it, but [18:26] uh Michael Inman and William Enman. [18:40] 235. [18:46] [clears throat] [19:18] Okay, we have Tristan Barnes again. Uh [19:24] 260 per acre for Cwell. [19:59] This is [20:03] Eric [20:06] and Rachel Carpenter [20:12] amount of 300 per acre >> for Fwell. [20:18] follow says 119.65 [20:22] acre. >> Yeah. [20:25] [clears throat] [20:44] » So that's all we have. Um, [20:49] obviously we just opened it this morning, so [20:53] we'll um think we're ready to make a decision [20:57] today. Um, [21:01] some of them have some pretty long letters with them describing soil and so [21:06] we're going to look up what they're >> they're table until September 21st [21:11] meeting. >> Yeah. Well, yeah, we'd be ready by by [21:16] then, two weeks, >> and then we'll do a working meeting [21:19] somewhere along the way. Let me know. You guys can sit down and go through [21:24] them. >> Yeah, maybe. [21:27] » That sounds good. Be a good idea. [21:33] » Yeah. Thank you for bearing with us. [21:39] » Okay. Anything else on the county farm? [21:44] Nobody. Okay. Let's move on then [21:49] extension H. [21:54] [clears throat] [22:06] » Thank you. [22:10] » Over the weekend we got one from LCO. Did Yeah. So, did [22:15] » I send it to you guys? >> Yeah. So, did Fate come in and ask for [22:19] that or >> No, not for me. [22:22] » Huh? >> Not from me. [22:27] » Okay. I I just I had to talk to him. I had to talk to him. I didn't [22:31] » So, you didn't ask them for a bid is what you're saying. Did one of you guys [22:34] ask them for >> No, I didn't. I just was [22:37] » Oh, >> and I Yeah. And I didn't I asked Russ [22:41] and Russ said I didn't talk to him so I didn't know where where you know anyone [22:45] who they talked to or whatever but um anyway [22:51] okay >> yeah Tanner sent it and sent it to us. [22:56] » Okay [23:00] anyway >> isn't bad to have three isn't bad to [23:03] have three. >> Yeah. Yeah. So, um, [23:08] yeah, I don't know. I haven't I mean, I got that one over the weekend. I hadn't [23:12] really compared it to it, but uh um >> So, do you want to go ahead and read out [23:18] what you have? >> Okay. Yeah. Um, [23:22] » it's up to you. >> Yeah, that's fine. [23:25] Get them back up here. [clears throat] Um, [23:30] yeah, the lens come. Uh they they've all [23:37] some of them have bid two different levels of furnace like an 80% efficient [23:41] and the 95 96% efficient. I'm not sure I would question that. Uh [23:50] again so we're compare them because that let's efficient furnace uh $9,55 [23:59] 9. Um, [24:02] » and then there's a second quote from them for 80%. Do you want my copies? [24:07] » Okay. >> So, you're not looking at your computer. [24:09] Makes it easier maybe. >> There you go. [24:13] » I only got one here. Okay. So, yeah. Then uh for an 80% was uh uh [24:22] 7855. [24:26] Um >> Mhm. [24:29] » those two. Then uh BT Reynolds um [24:36] um [24:40] they're uh they have a 96% efficient at 12 that's 12,287 [24:47] but they have a 95% efficient that's 10,297. [24:52] So there's a I think that's a that top one [24:56] must be a variable speed one. So I don't um um yeah there's there's a lot of [25:04] difference there for um [25:07] for 1% efficient on the furnace. So anyway, I'm not I I not sure on we're [25:15] comparing apples and apples and uh uh Everheart's [25:21] 80% furnace was 8738 and their 96% furnace was uh 9798. [25:30] So um [25:34] I think if whatever we do, we would use the most efficient furnace. [25:38] » Yeah. And uh uh so I have so I guess comparing those we ever hurts at 96% [25:45] furnace is 9798 uh BT Reynolds is 10,297 [25:54] uh no excuse me 12,287 12,287 [26:00] for the 96% furnace and then uh uh on lums [26:08] I just don't know. It's a 95% efficient furnace, but I don't know if um [26:15] what the difference is between the 95 and 96. [26:19] I mean, I got a feeling the 96 is a variable speed furnace, [26:24] but uh um [26:29] yeah, these are both single stage furnaces, so they're run one speed all [26:34] the time. [26:56] You want to table it till the next meeting? [27:00] You can >> everything [27:04] right away. Uh well the the so the uh the uh AC unit had k was kicking the [27:13] breaker out and they some patch work and they said but that that unit's dragging [27:19] so much that it's kicking the breaker and it's someday it's got it's not going [27:23] to make it and uh when the guys were here they mentioned that in this speech [27:30] that that that extension HVAC unit was old and inefficient. So anyway, uh [27:39] we we can hold off two weeks and I can confirm with these guys to make sure [27:44] these are all right. I had like I said, I had looked them over and thought I [27:48] knew what was so we got this this other one over the weekend. So, uh we probably [27:54] better wait. Hate to hate to do that, but [27:58] » Well, we can call a meeting if we need to. I mean, we're gonna have [28:01] » I mean, I I don't think it's an emergency unless it becomes an [28:04] emergency, and then if it is, we'll make an emergency decision. So, [28:10] » right. It sounds like a plan. Thank you. [28:19] » Okay. Next is the WTH [28:25] uh PIS map agreement with Core Logic. >> This is one we get every year. [28:33] » Yeah. >> Um and we get as a county $750 [28:40] for this. [28:44] And it's just so that they can go in and look at the data. I mean, it's not they [28:49] can't do anything with their data. viewing it. So, [29:00] » any discussion? >> I know. [29:06] » All right. I'll make motion that we approve the uh [29:11] agreement with Core Logic allowing them to use our practice technology. [29:17] » Second. All those in favor say I. [29:20] » I >> post. [29:24] Yeah. [29:28] » Okay. So, you guys already I know um voted on it like but we need to ratify [29:33] it. That's all. That's all. >> Yeah. He had an emergency. [29:36] » Yeah. >> Freezer went out. Um [clears throat] we [29:40] had to have him to go ahead fix that freezer and the cooler. Yeah. Correct. [29:49] I'll make the motion to approve the increaser per trader in the jail. [29:56] » I second that. >> Moved and seconded. Just to be clear, [30:01] the total for both was $32,670. BT Reynolds did the uh install [30:10] uh >> paid from [30:12] » and Yeah. Where's it coming from? >> Yeah, that's what I [30:15] » that's what you want. But I would suggest [30:19] [clears throat] if >> I can just add I appreciate the fair [30:22] board loaning us out their freezers while we were there. So they [30:27] » that made much for us they were able to take our food up there so we didn't lose [30:31] it all. So [30:35] » did you lose any of it? >> I don't think so. [30:38] kind of make it clear. The reason we end up replacing everything was to replace [30:44] the >> the compressor. How much on one? [30:48] » Just under $10,000 for a rebuild. >> But didn't make sense to buy and fix it [30:53] and we made the decision to replace both of them and that way we're in good shape [30:59] for years. >> Yeah, they were originals to the [31:02] building so they lasted quite a while. [31:11] Okay, that's that. Snider Geomatics [31:17] cornerstone. [31:22] Randy, you have anything for us? [clears throat] [31:25] I think the contract to look at. I just need your signature though so we can get [31:32] started. Crops come off. [31:37] Based on the map, it's between West Leon and Williamsport. Sections out there [31:43] sections. Yes. [clears throat] [31:49] » All good. Ingred looked at the contract and she said it was all good. [31:52] » Yeah. [31:56] » I'll move that we move forward with Snider dramatic cornerstone agreement. [32:02] » Second. Those in favor say I. [32:07] » I oppose. [32:28] And MLOU with the school resource officer. And [32:33] uh well for the school resource officer with the school and the county [32:39] looks like this another thing we do every year. [32:44] Are there any changes? >> Yes. The only change really is the 50% [32:49] the payment of the appointment of an SRO MSD agrees to pay and provide 50% of the [32:55] assigned deputy salary and employment benefits to Warren County in accordance [33:00] with the applicable salary schedules and employment practices of war. [33:05] [clears throat] I will um and then it goes on that I [33:08] will invoice that's not changed but the only only change is that [33:13] » just the amount. Yeah. the same. [33:23] » Anything else? >> I think Robin worked on that to get the [33:28] numbers to them. So, >> this is a this is a calendar year 27 [33:35] contract. Is that correct? >> So, I don't think it's a it's not set up [33:39] to be a calendar year. >> It's not. probably should revisit it [33:44] because that the salary changes every year. So, [33:49] » well, and it just says 50% and then I So, [33:52] » I guess that would cover it. >> That would cover it, I guess. And they [33:55] did agree with um what we sent them, >> Jill and and I put together and we [34:02] worked with Anthony on the salary and benefits and all that stuff. So, and we [34:08] sent it to them and they agreed to pay half. So, it's [34:11] » I think if it's that language, we should [34:18] » and then I'll make sure that I get that out to you guys once I get the final [34:22] agreement all of you how much >> it'll be. [34:28] » Yeah. >> Yeah. Yeah. [34:30] » Change with Do >> you have any thoughts? It's [34:33] [clears throat] >> it's gonna however their salary [34:35] increased is it's going to increase by the same amount. Okay. [34:40] Yeah, judge section 22 in that agreement says that if as if it changes the salary [34:47] should change. >> Okay. [34:48] » Or be based on their salary, their base salary and if it changes the this [34:54] changes. [34:57] » I'll move that we approve theou of the school resource officers MSD Warren [35:01] County in Warren County. >> Second that [35:05] second. All those in favor say I. I. I. post. [35:18] All right. Uh and you want to talk about that? [35:26] » But I got one page. [35:30] » That's all she sent me. That one page on it. It does say that there's no rightway [35:36] needed. Yeah. Um, >> he just asked me to Does he send it to [35:42] you you guys as well or just >> I have I sent this I sent [35:47] » So he just asked for it to be signed and sent back to him and um I looked at it [35:54] and I didn't see anything >> sign it does say on there no right away [35:58] was needed. >> Where do you sign it? [36:01] » Maybe pass it down. I sent it [36:06] right away to build that new bridge. >> Just end says okay. [36:12] » Just saying. >> They're saying that it's Yeah, that is [36:16] » we sign it. >> I mean, I can get more clarification for [36:20] it if you want me to. >> In this case, Zach. [36:24] » Oh, okay. Yeah. Just show us the location of it. agree to [36:30] » um [36:33] » it's a plan. It's the bridge. No, yeah, it says bridge plans. [36:41] » I thought you would have sent the plans over. Let's let me clarify this. [36:45] » Yeah, I mean they we've seen the plans anyway. I mean, [36:50] we've had them for a year, >> right? [36:54] So maybe we never signed off on them. >> Maybe [36:57] » that's why you only sent this page. >> Yeah, it's just Yeah, because the [37:02] signature is on the bottom. Yeah. >> Oh, yeah. [37:07] » Yeah, there you go. There's a signature lines. [37:11] » Yeah, >> I'll clarify it. I'll bring it back on [37:14] the 21st and we'll But I'm sure that's what it is that he sent us the plans. [37:19] We've had the plans for Yeah. And we've never signed off on it. [37:28] Yeah. What I say? Is there anything we can't sign off on today? [37:31] » No. In my mind, no. Because we we've all seen the plans. [37:35] » We all know. >> Yeah. [37:38] » Oh, I don't know. Sure. Yeah. Yeah. I don't know. We need a motion or [37:41] whatever. I'd say I I'd make make a motion that we are in agreement that [37:47] there's no uh uh no rightway required to build a new bridge and that uh we we [37:53] approve this and so that we don't risk holding up this thing. [laughter] [37:59] So >> yeah, this gets out [38:05] moved by Craig, second by John. All those in favor say I. I [38:16] » All right. Old business. [38:26] » Um, I don't have any old business. John, Craig, [38:31] » uh, I didn't have anything. Um, [38:36] uh, [38:44] I had um [38:48] I think I there there's an expenditure from wheel tax. [38:53] What What are we paying out of that? We're going through the things that was [38:57] expended. >> We pay we you want we pay all of the uh [39:01] towns the towns have >> that's just paying them back out. We [39:05] didn't actually >> we bring all the money in and then we [39:07] have to disperse it out. Yeah. >> Yeah. But we didn't spend any of our [39:10] money. We were just dispersing. Okay. Okay. I just didn't remember spending [39:14] any of that. So I was wondering what what and your amount also the county's [39:20] amount also gets dispersed out because everything comes into a fund and then [39:26] that money then has to all come out of that fund and be dispersed and then your [39:29] money goes into your county uh wheel tax fund. just 4924. [39:37] » So 6020 goes to 4924. >> Correct. [39:41] » Okay. >> Our portion [39:43] » then the towns. It's just the towns, right? Is that right? Yeah. [39:48] » Wasteport's only one that heard. All three. All three. [39:52] » All three. >> Yeah. Okay. [39:56] Okay. All right. That's just question four. [39:59] » West Lemon. West four. West Lemon State Line. Pine Village. [40:06] » Sorry. >> State Line. [40:09] » I was just agreeing on the three and I'm like [40:10] » I wonder how much >> each I mean state probably getting very [40:15] much >> very very little amount. [40:17] » Yeah. Yeah. >> But like Williamsport ballpark. How much [40:21] have they gotten so far do you think? >> Oh gosh. I have no idea. Is she [40:26] » I don't remember. Varies every month. >> Yeah. On where people get their license, [40:31] where they live, you know. Yeah. Such. >> Um, but it's on your printouts, too. [40:37] Every every uh every month. >> Yeah. [40:41] » We have to do it by the 20th of the month. [40:44] » So, only vehicles that are registered in the town of Williamsport portion of the [40:50] or is it just the whole pie? A portion goes to the town. [40:56] » Oh, you're right. The whole pie is divided up by how many? [41:00] » Road miles. Road miles, right? >> Pretty sure it's right. I don't know. [41:07] » Pretty sure it's road miles. >> Yeah, [41:10] » that's why we get the largest portion and then lays for it and on down. [41:15] » So, yeah, the towns are getting >> wood for sure. [41:18] » Southern got like 500 or something. >> Yeah. Not very much. [41:21] » Yeah. >> Yeah. [41:26] » Yeah. I was just wondering how that went. [41:27] » It's been a while since we set that up. It's a quite the [41:32] lovely pain, but it's it's okay. >> Hours and hours a month for that thing [41:39] a lot. But hopefully hopefully it works out good. [41:43] » Yeah, >> seems to be [41:49] » into the county portion. just into the county [41:52] » or the county share as of whatever whenever today we'll say we've the [41:59] county has received $127,3246. [42:03] » So just the people like that live in state lines [42:08] goes to state lines. >> No, I think it's based on so [42:12] [clears throat] all the money goes into one pool, [42:14] » right? And then the state would have a a algorithm or [42:21] I don't know whatever you want to call it spreadsheet that [42:24] » spreadsheet. That's how I was trying to open it. [42:25] » Based that based the distribution on each town's lane miles. So how many [42:31] miles of road each town has. So state line would probably be like 0.1% of our [42:37] lane miles. >> Yeah. Yeah. They maybe have mile and a [42:39] half of road or something. That's what they get saved for. And then the rest [42:43] goes into the count >> other than the other counts. Yes, [42:48] » it is by mileage. >> Populations on here as well. My computer [42:54] is extremely so slow. [42:59] Oh [43:02] um so the distribution is based upon 80% of [43:09] the [clears throat] the population amount and then 20% basis of road and [43:14] street mileage. So it's actually uses both. So Warren County gets 64.94% [43:20] Pine Village gets 2.51%. State Line gets 1.42, [43:26] West Leman 8.03, Williamsport 23.1 [43:32] making 100%. >> Great. [43:36] Can you forward me that >> that's by population? [43:38] » Is that a spreadsheet? Is that in the name? [43:40] » Spreadsheet every 127. Is that based on January one? [43:46] Oh, >> there's two. [43:47] » Oh, yeah. That's from Yeah. >> And then you have the mileage [43:51] percentage. That's that was just population. [43:55] The mileage percentage would be 95.22 to the county. Pine village.26 [44:02] state line.55 West Lebanon 1.34 [44:06] Williamsport 2.63. And it uses both of those percentages to come up with what [44:12] is dispersed out. But yes, I can send that to you. [44:15] » Thank you. >> And it's an 8020 split, too. So it's [44:19] » Yeah. Yeah, it's quite the quite the [44:24] spreadsheet. >> Yeah, [laughter] [44:26] » I'll remember to send it to you. >> Okay, thanks. Yeah, [44:35] » we can disperse together. >> Okay. Anything else, guys? We'll move to [44:39] elected official department head John Highway [44:47] Health Department. [44:52] I sent you all email with attachments, but I will hand out as well. [44:58] So, first, Ashley Marshall is our new employee, health educator, and nurse. [45:03] So, I brought her to introduce her. This is Kelly Jenkins, our Purdue Pharmacy [45:06] fellow. Um, the first thing in your packet is we would like to apply for a [45:11] grant for $7,865. It will be for welcome baby supplies, [45:17] safe sleep, the pack and plays and sheets, um life jackets and swim lessons [45:21] for next summer for the pool. Um it's a state department of health [45:27] grant that we were sent that we're eligible to apply for. [45:37] We currently pay for all these things out of Health First Indiana funds. Um [45:40] we've depleted all lines this year. in those areas. Well, we didn't do life [45:46] jackets or some lessons. That's something new we want to add [45:49] » since the pool open. That's a great idea. [45:52] » Yeah. [45:57] » Mhm. >> Would it cover the lessons themselves or [46:01] would it >> It would cover 25 kids um lessons. [46:05] » Okay, cool. >> Wow, that's cool. [46:07] » Yep. We talked to Vicki. I think kids go um once a week for a month and so we can [46:13] cover 25 kids. We budgeted in the grant for [46:17] She's also doing another swim lesson day, but we're going to use some of our [46:20] other funds to help kids get to that day, not up out of this grant. That way [46:25] we can try and get everybody there to [46:29] » Good idea. >> Yeah. I guess if you need a motion, I [46:34] had a motion to approve uh uh pursuing his grant. [46:41] » Second. >> Yeah. Moved and seconded. All those in [46:44] favor say I. >> I. [46:47] » The next thing in your packet is the 988 signs and that is Kelly's initiative. So [46:50] I'll let you let her tell you a little bit about that. [46:54] » So the Warren County Health Coalition is proposing to um install about 10 to 20 [47:00] 98 um suicide and crisis line signs throughout Warren County. Um, this [47:07] initiative is mainly focused on increasing awareness of the crisis line [47:13] um and to strengthen suicide prevention efforts throughout the county. We did [47:18] reach out to the county coroner um the county parks board chair as well as [47:24] niches and they have all expressed their support of this initiative. [47:30] The signs themselves will be geared from uh the state. So it they are [47:37] managed through um FSSA and DHMA. So we will cover the costs if any [47:44] through the health department. [47:50] » Just need permission to put them up then I guess. [47:52] » Say that again. >> Just need permission to put them up, not [47:55] not to purchase them. >> Correct. Yes. [47:58] » Yeah. Yeah. Yeah. The county corner did identify um 43 and [48:03] 61 as potential um spots as there were two um deaths there year to date. Um and [48:11] then we would work with the highway department in installing those and [48:15] potentially other locations. [48:20] » Is this number already out of the school? [48:22] » Yes. [48:26] » And that's our billboard right now, too. and not against 988. [48:33] » Did not know about 988. >> They can kids can text it. Um, adults [48:38] can text it. They get help right there. They can tell them where to go. Um, [48:42] » okay. >> We're really trying to push it since the [48:45] suicide rates have roads in all counties. [48:53] » Yeah. I'll I'll move we give approval to the health department to uh put what [49:00] [clears throat] is it said 10 to 20 >> yes sir [49:03] » around the county for 988 suicide prevention line [49:08] » second one. [laughter] [49:11] » All those in favor say I. >> I [49:16] thing in your packet is the preparedness trailer. Um, so we would we currently [49:22] have a trailer that is uh twofold to be pulled. Um, the FEP grant, it's filled [49:29] with supplies we have to buy if we're going to have an emergency. So flooding, [49:32] tornadoes, um, other counties could call on us to help. Um, so for instance, our [49:38] trailer is filled with tables and chairs and stansions to run any kind of um, [49:42] line through. There's nursing supplies in there. um [49:47] cones um because we can only spend that money on certain things. And so when we [49:53] got our new pot of money, we decided that we thought we could purchase a new [49:57] trailer to fill because we're only growing. So in our health department, we [50:01] have a generator. We have a walkthrough tent that we have nowhere to go. They're [50:04] just in our building because we're also lacking storage. So um these both of [50:11] these things would fit on that trailer. This trailer has an area for the [50:13] generator. Um, I also know em we could partner with EMA because they are [50:17] looking at a trailer this size as well. This could turn into a command center [50:21] where we could partner together. Um, that's why it's so large. No, we do not [50:26] have a vehicle to pull it. Um, we would partner the hospital has a truck if we [50:31] needed to partner with them to help us pull it. We could talk with the highway [50:35] to help us pull it and if we needed if it's an e situation, Robert has a [50:39] vehicle that's large enough to pull this trailer. Um, so that's why we went with [50:44] the trailer. Um, >> you think a Taho a half ton's not big [50:49] enough to pull it? You think? >> I personally don't know. [50:53] » I would say the 14,000 lb capacity trailer. [50:58] [clears throat] I would say probably it would any any [51:03] effect that it needed to get there. So, [51:08] so the way we're setting up the trailer, um, this one's going to have [51:14] the generator unit in it. It's going to have a firebox in it. So, as soon as we [51:19] could get the site, we also, this last with the last budget, we purchased a 13 [51:24] by 26 popup tent that could be a drive-thru vaccination, a warming [51:29] station. I mean, we can we have fans that we can cool. So, this with the [51:36] partnership of anything. If this trailer, if we needed assistance to [51:39] people and we needed a large capacity where we could get several people in, we [51:44] could hook up this trailer probably within 30 to 45 minutes. We could have a [51:48] tent up, generator running, lights. We have tower lights that we have. I mean, [51:54] we can provide some serious shelter for people in a hurry with the way we're [51:59] setting this trailer up. We're putting it'll be when we take the tent and [52:04] things out, we can make it, you know, it'll be we can have CS in it, shelter, [52:09] and all different types of stuff >> where you can store it at. [52:15] I'm kind of thinking that we would just put it on the farthest side underneath [52:20] the awning there at the health office because that way we would be able to [52:25] access it because with the smaller trailer um to go do the smaller [52:30] functions at the park program and things like that if we needed to. We could we [52:34] could just basically move our things in and out as we needed it because we do [52:39] vaccinations at the school mostly. We take the portable refrigerators and [52:43] freezer with us. This could be something that um we could just use the smaller [52:48] trailer with behind our vehicle to utilize for everyday use. We can really [52:54] it's going to free us up a little bit having the larger trailer for the [52:59] emergencies. >> Yeah. [53:03] » Yeah. just for he said a 14,000lb uh load capacity and and so I went to F-150 [53:10] website and and some years F-150 says it's 14,000 some years it's 135 maximum [53:19] trailer weight you know so it's you know yeah it's [53:26] » you know anyway it's >> Hey Johnny [53:29] » yeah you could hook it on a half ton get it to waste if you needed to but it's [53:33] probably not. Yeah. [53:35] » So, in the preparedness part going out with the LAP local area planning and the [53:42] district 4 planning that we have a partnership with um like Lacy mentioned [53:47] this we haveous with the surrounding counties that we are you know we are [53:53] supposed to respond and we have everyone's list of what they have [53:58] mountain typic I mean statewide is what it's basically used for. So with us with [54:06] some of the things I've seen out in different meetings in different [54:09] counties, I think Lacy and I have had good communication and we've got three [54:14] different we've reached out to three different companies. Two companies have [54:18] actually got back with us. Another companies that they custom build these [54:23] type of trailers. They don't offer the generator package, but they offer like [54:28] it would have portable desks that would flop down, things like that. Uh with the [54:33] etrack in this, we can definitely make it as soon as we pull things out, we are [54:38] going to have fold down where we have the benches and stuff in it. So we can [54:44] easily set up any type of thing. You know, it's unimaginable what can happen, [54:52] but when it does happen, it'd be nice to be ready. [54:56] » This is the same size trailer that we had at the B County Health Department. [55:02] How did you pull it there? >> Um Steve Hall would pull it if we needed [55:06] to pull it or the high the Fountain County highway came and pulled it when [55:09] we because we had to move it over here for the CO vaccination clinic. Um we the [55:14] our trailer went to Purdue when I did a mass measles. Um when measles was at [55:18] Purdue, we pulled our trailer up there and helped Tiffany County and Fountain [55:20] County Highway pulled it for us. Those are the only two things that I've had to [55:25] do. I'm [laughter] hoping there's nothing. Sorry, co again. I'm out. [55:31] I won't last another one. [laughter] It's too much. Too much for me. [55:37] » You were younger then. >> I don't cannot do it. Was too much. I I [55:42] really love my job, but I'm not doing that again. [laughter] [55:46] » I will shelter in place at my home for good. [55:50] Not doing it again. >> And this will be paid for from you said [55:55] from the f funds. So everything would be covered with that pot of money that we [55:58] get. And then we would use the leftover funds to buy it because we don't have [56:02] CS. We don't I mean but we're just out of space like and they're like what are [56:05] you gonna spend this money and I'm like well we don't have anywhere to put [56:07] anything. So we're done buying supplies to hold a any kind of disaster area [56:13] because we don't have anywhere to put it >> so this would help. [56:16] » So that's 1159. >> So I was going to say which funds? [56:20] » 9775 is Yep. [56:25] And we do have extra money sitting there because we're really good at that. [56:30] [laughter] So, >> we will spend some of that money on [56:34] supplies [56:37] » according to this. So, it won't cover it. [56:41] » What won't cover what? Oh, we're we would our new pot of money [56:45] is 25,000. Okay. >> So, that will cover the trailer. Yep. [56:48] And we'll have excess to buy other things. [56:50] » Okay. >> Like just the supplies we need to [56:51] update. Yeah. Right. You have to invoice for We would have to send the trailer [56:55] invoice to them. They would send the money. [56:57] » Yeah. It's a >> it's a process. What's in that fund [57:01] right now is just what's left over that we've invoiced for that we haven't [57:04] spent. So, we send some invoices in for just regular nursing supplies. Um other [57:10] supplies that we need. We just haven't bought them yet. So, the money is just [57:13] sitting in that line. [57:17] » And that money comes from the state. >> Yes. [57:19] » Yes. >> But it's not a It's a actually [57:22] » grant. It's a No, >> it's just another like [57:27] pass through, >> right? Just like a IDOH preparedness [57:30] fund >> that we and we have to like there's a [57:33] contract and we can only spend it on preparedness things [57:38] like it there. It's restrictive >> PHP. [57:43] Yes. >> I don't have it in front of me. Yeah. [57:46] [laughter] that we allow the health department to go ahead and purchase the [57:50] the van or van the trailer supplies that they need. [57:55] » I'll second that. >> Second. [57:59] I >> I [58:13] » um first of all, good news. I have a check for $47,900. [58:20] That is a refund. It's basically unused ready 1.0 childcare money that the [58:24] county paid out. So, I was able to took me a little while. I tracked it down. [58:29] » Thank you so much for working hard on that. [58:32] » Oh, yeah. [laughter] [58:34] » So, and we weren't the only county that did not really want to do the AC. [58:38] Apparently, everybody else say felt the same way. So, yeah. So, we are in good [58:42] company. Yeah. So, um uh so that's so ready.1 is done. Um except for the [58:48] joint. I'm I am I met with Julie Barry last week to make sure that I understood [58:52] all the data I needed to get. Um and um I've already reached out to Tim Mcomes [58:57] at joint get that data. Um so my plan is to have it ready and finished by October [59:02] one. Um it's not due till the end of December but by getting it done early [59:06] that way if there's any issues won't have any issues. Um so there's that. Um [59:11] for ready 2.0 um Williamsport Park infrastructure we have turned everything [59:15] in. Um we're still that was supposed to be they were supposed to get back to us [59:19] months ago. So I talked to Julie find out what the deal is. Um, so because of [59:24] the IEDC prior issues, they now have to have everything run through Ernston [59:28] Young. Then they examine everything with a bind to home. And so this is causing a [59:32] backlog of months and months and months. So anyway, [59:37] just the hurry up and wait. So that's what we're doing. We're just waiting. So [59:40] that's all that there's there was that um for the falls. Um I don't know if you [59:45] all knew this, but they're looking at to um we're getting some pricing on to [59:49] finish some earth and beams between where the gravel um path ended and the [59:55] stairs begin. So, and that should be done hopefully before winter. But [1:00:00] anyway, so that's with that. Um okay. Um just as a reminder, this Thursday um is [1:00:06] the ribbon cutting for the reserve at Eagle Shore at the Otterbin Lake. Um, [1:00:12] also this afternoon, um, the Kiraag, they're going to meet with my office. [1:00:16] Um, just let you know that I've been working with them to look at potential [1:00:21] aggra businesses that could, um, develop the site out in West Lebanon that one [1:00:25] point is look going to be an ethanol plant. Um, so they're meeting with me [1:00:29] this afternoon to give us, um, an analysis of what type of aggra [1:00:32] businesses and will be aggra businesses that would fit well there. So, not that [1:00:36] anything's coming. It's just this would it's going to help our office determine, [1:00:40] you know, where we should focus our efforts [1:00:44] and more >> on the tip in the tip area. [1:00:47] » Correct. Yep. It's in the tip area. Yep. Yep. Um for the BR survey, just again [1:00:52] want to encourage businesses to complete that. We were at about a 10% 10% [1:00:56] completion rate. Um I'd like to get up obviously that higher. Um again, people [1:01:01] are at couple every single week. Um, still just to let you all know for the [1:01:06] um for the county question that I asked about, you know, what their perception [1:01:09] was. Still good. We've had a couple that had some comments, but overall still [1:01:14] still good. Um, so right now we're working on as those come in, we're [1:01:18] working on validating addresses um and to create a business directory. So my [1:01:23] goal is to have that done before the end of the year. So, um, uh, starting this [1:01:28] month, um, we're partnering with the Warren County Learning Center to create [1:01:32] a program called Warren Works. Warren Works is going to be a once a month [1:01:36] seminar, um, for businesses, employees, um, or andor supervisors um, better [1:01:42] networking um, networking and educational um, through the BRE surveys. [1:01:46] That was one thing that came through loud and clear that employees need [1:01:50] training as far as how to be, you know, the employee that everyone wants to [1:01:54] keep. Um, don't want to say good employee. I think all employees are [1:01:57] good. I think some employees just have not had as much experience as others. [1:02:00] So, these seminars are going to help with some of those skill sets that maybe [1:02:04] some workers maybe not have had opportunity to learn. Um, this month [1:02:08] it's going to be September 21. It's going to be about marketing because [1:02:11] that's also the came through loud and clear that that's probably the biggest [1:02:14] need that our businesses in the county need is help with their marketing. So [1:02:19] that'll be the first one. Um and then November is going to be know your [1:02:22] numbers, business finance made simple. Um so our plan is trying to use as many [1:02:26] local um educator and experts that we can to teach these seminars. Um so for [1:02:31] September I'm teaching the marketing one. Um we don't have any for no October [1:02:35] yet. Lisa is looking for someone, but on November, we're looking to get my [1:02:38] Hutchinson. So, those be um through every month. Um okay. Um I've also [1:02:44] partnered with the Williamsport Library and Artists in Pine Village um to apply [1:02:48] for a grant through the state arts association. They have an opening for an [1:02:52] art grant for the county. So, we've applied for that and we won't know till [1:02:56] the end of December if we get that or not. Um if we get it's going to be [1:02:59] countywide. Um, and it's going to help people create, I know it sounds crazy, [1:03:03] but life-sized puppets. And there'll be actually a parade in Pine Village and [1:03:07] going to be the first one in the state. Um, they've done it in Cincinnati and up [1:03:11] in Wisconsin, and it actually created huge amount of um, activity um, food [1:03:16] trucks and all sorts of stuff. So anyway, um, the arts federation is [1:03:21] actually very excited about the idea. So, we'll see. I'm also meeting with [1:03:25] Tisha Lee um, through Ready 2.0 arts grant. um they did get a pot of money to [1:03:30] spend on Warren County for arts projects. So I'm taking the initiative [1:03:34] and meeting with her to talk about maybe some projects versus them just deciding [1:03:39] for us what we they think that maybe we should have. So anyway, I'm doing that. [1:03:44] Um I've also met with state line um city um a new town board member and the clerk [1:03:50] um the um Oaker grants coming out for planning grants um particularly for [1:03:55] wastewater. Um, I don't know if you know this, but State Line has some sewage [1:04:00] issues and some water issues. And so, we're going to meet with them to see if [1:04:04] we can't get a planning grant to see, you know, what all of that entails. Um, [1:04:08] and then also on September 22nd, I'm meeting with West Lebanon um, town [1:04:13] officials and some citizens to talk about grants for some of their empty [1:04:17] town lots. So, anyway, so I've been busy, [laughter] [1:04:22] say the least. Um, any questions about anything? [1:04:26] Thank you. Okay. Yeah, no problem. >> Thank you. [1:04:34] » I don't have anything. Uh, if you haven't noticed, [1:04:37] we moved the final two tacos. So, probably hopefully stop getting phone [1:04:42] calls about what we're doing with them. >> Yeah, we finally moved those. So, that [1:04:47] that completes the five exchange for the five lease vehicles we have. So, [1:04:55] Yeah, I think I get an email when they sell them. [clears throat] [1:04:58] » Okay. >> So, they sell them and then they come [1:05:01] get them. I guess that's >> uh [1:05:05] honestly I don't know. They wait till they sell them and then they come get [1:05:09] them. >> Yeah. [1:05:11] So they came last week and picked those remaining two up. [1:05:17] I don't have [1:05:25] » Hi. [laughter] [1:05:30] » Oh yeah. [1:05:41] Okay, we have several things going on [1:05:44] actually. Do you want to do your commissioner meeting schedule first? [1:05:48] » Sure. >> We move on to anything else? [1:05:49] » No. >> Okay. [1:05:54] » Everybody look it over. And the only thing I didn't put on here were [1:05:59] the UBOS's, but we'll set those as we go. Right. Okay. So, [1:06:09] and we basically followed the our normal that we always do. [1:06:14] » That's a problem. We'll realize it when we get to it. [laughter] [1:06:18] » True. [1:06:22] » Yeah. Because I don't have any of our meetings, doctor association meetings. [1:06:26] That's the only thing that was our hiccup last year. We had to change some [1:06:29] things, but everything else looks pretty good. So, [1:06:36] for next year's commission meetings. [1:06:40] » Thank you. >> Second. All those in favor say I. [1:06:43] » I post. >> And I'll get those all out to the uh [1:06:47] office holders, too. Um, we have state board of accounts here [1:06:53] currently auditing us and they began oh goodness [1:07:01] couple weeks ago and they should probably be finishing up in the next [1:07:06] couple weeks. They will not be here today or tomorrow. Thursday. This week [1:07:12] will be the only day they're here. And normally their work weeks are um Monday [1:07:16] through Thursday um 7 am to 5. So everything seems to be going really [1:07:22] well. Um they've been great to work with as they always are. It's nice to have [1:07:28] them come in so that we can bounce questions we've had off of them, you [1:07:34] know. So that's really nice because you always come up with something especially [1:07:38] when the statutes change so often which affects us. So um working on that [1:07:47] kind of prepping for the um tax sale which tax sale for everybody is October [1:07:54] 2nd at noon. So keep an eye out for that. It's kind of interesting. We've [1:07:58] got a lot of properties on at this time thus far. I know some have rolled off, [1:08:03] but we still had or you know been paid, but we still have several on there. So, [1:08:08] something to look at and keep an eye out. Um, [1:08:14] it's really about all I have. Did you guys have anything for me? [1:08:21] » Time's up. No, I'm kidding. [laughter] [1:08:25] » Yeah, I think we're good. >> Okay, cool. Thanks, [1:08:31] Okay, moving on. We'll do public comment. [1:08:40] » Close the meeting. Close the meeting. [laughter] [1:08:46] » Before I start on this, I want to tell you, I'm not here to [1:08:51] tick anybody off, but at the last meeting, I left and went home and wrote [1:08:56] five pages of things. And there was a young lady that came here last week and [1:09:02] or the last meeting and was talking about SKH Heinix. Not here to talk about [1:09:07] that. I think she was satisfied after Heather [1:09:14] answered her questions. But then what I heard or maybe it wasn't was [1:09:26] it was said [1:09:31] no we need growth but when anything is mentioned [1:09:36] everybody gets excited [1:09:40] and I do and I think this lady did and was answered questions But it was almost [1:09:46] like we were told, "Don't get excited. We'll answer your questions." [1:09:52] So, to be real honest, we're talking about [1:09:57] growth in the area, and I'm not opposed to it. Um, but it seems like we have to [1:10:03] ask certain questions every meeting to find out what's going on. New dairy that [1:10:10] came in. Nothing was ever mentioned in these [1:10:15] meetings about a new dairy until someone asked the question and then it was like, [1:10:22] yeah, they're looking at a new a new dairy up north or whatever. And [1:10:27] everybody had known it for months because they'd already started to drill [1:10:31] wells. [1:10:35] And now there's a question about a third dairy. And has anybody do you know where [1:10:41] they're talking about is that just talk? [1:10:47] » The only thing I know is they they're interested in [clears throat] a cving [1:10:51] facility >> where [1:10:53] » they told me one location south of the Warren I guess that fell through and [1:10:58] they last I talked to John Borman they were still looking. [1:11:02] » So in the northwest corner of Indiana or of Warren County? [1:11:06] » Yeah. Some somewhere. Yeah. convenient for their, you know, their [1:11:11] network, I guess you could say. Yeah. Because they currently cave them in [1:11:15] Warren and then they move them all over the place. So, if they could have a [1:11:19] cabin facility, that would take them. >> Is there any economic development in any [1:11:24] other area of Warren of Warren County but the northwest corner? [1:11:30] » No. I mean, is there something wrong with [1:11:35] the other three areas of the county? We're get and I'm sorry, [1:11:40] » we've got trucks out there like crazy. We've got dust out there like crazy. And [1:11:46] I'm not opposed to egg development, [1:11:53] but it's getting to the point we've got manure hoses running all over out there. [1:12:02] And if anybody wants to explain the incident that happened in the last few [1:12:07] weeks about manure getting pumped into the [1:12:12] Jordan Creek and has that been taken care of [1:12:18] » told me that it was it was uh what's the word [1:12:23] » contained on that Monday but it did rain >> who called IDM [1:12:31] » as far as far as as far as I know is a private citizen. [1:12:34] » Why didn't they They knew that it happened. Why didn't the dairy call when [1:12:38] it happened? >> Was Skyline was trying to [1:12:42] » Well, Skyline should have called. >> Yeah, they should have. [1:12:45] » And so now you're talking about another dairy out there. [1:12:49] Put it close to Pine Creek. Is anybody opposed to having it close to Pine [1:12:52] Creek? >> Well, for the record, they will not be [1:12:54] pumping manure through lines at the new dairy. They've got this new system with [1:13:00] worms and worm casings and that whole bed where they're going to spray the [1:13:05] manure on the casing on the worms and this sort of leech field and then the [1:13:11] worms digest the dairy or the manure and then that dairy comes in later and [1:13:16] harvests the worm casings which is then that's what's used for fertilizer. [1:13:22] » So have there has there been any other come [1:13:28] looking are you looking at or has any other business come and talk to you [1:13:33] about maybe locating here in Warren County? [1:13:38] Have you signed any NDAs in the last 6 months? [1:13:42] » Never signed. >> Would you agree never to sign an NDA? [1:13:46] » We did that. >> No, you did that for the data center [1:13:49] only. >> Okay. All right. Never. [1:13:54] » You would never. I'm not saying I would not ever sign [1:13:57] one. There would maybe be an instance where there was a situation we needed to [1:14:00] and who knows what's what that situation could be. [1:14:07] » No government officials should sign an NDA. Private businesses is fine. [1:14:15] » What do you mean private business is fine? private businesses. I mean, if [1:14:19] somebody wants to, [1:14:24] you should not sign any NDAs on behalf of the of the of the county. [1:14:29] You know, private businesses are conducted like that between individuals. [1:14:33] That's fine, but not a government. [1:14:40] Just so you know, it was six pages long when I started this, and I'm trying to [1:14:44] keep it quiet, but it just seems to me like we're getting overwhelmed out there [1:14:52] with dairies and pig farms. [1:14:58] We've got the wind farm. Where was carbon looking when they were out there? [1:15:05] Oh, Northwest. you know, it's the only place that, you know, is suitable for [1:15:09] carbon. I'm sorry. It's just it gets to the [1:15:13] point where it's too much and nobody's looking [1:15:17] at any of the other three areas of the county. [1:15:21] » It's population. I mean, it's population density. That's why [1:15:26] it's one of the lowest populated per square mile area in the [1:15:33] whole state. So that's why carbon was out there. That's why wind was looking [1:15:37] out there. Who knows? Solar battery. Maybe they were looking at some point [1:15:41] too. But as far as from where we're sitting, [1:15:44] » no solar, no battery >> ever. Not to me personally. No. [1:15:49] » Yeah. [1:15:57] » Anyone else? [1:16:02] » Did you have something? Okay. [1:16:06] [laughter] [1:16:09] Check it. Move >> to adjourn. [1:16:14] » Second. >> All those in favor to adjourn say I. [1:16:18] » I. [1:16:31] If you want copies of that agreement, [music]
