[0:31] please join me for a moment of silence. [0:43] thank you. [0:52] at this time, we will receive nominations for chairman for the [0:56] warren county school board. Um, I have, [1:00] we will open nominations at this point. Do I have any nominations? Dr. Wright? I [1:04] nominate dr. Kristen chairman. [1:08] do we have any other nominations? [1:14] I have a motion to close nominations for chair. [1:19] move close. Salans move to close. [1:23] uh, we'll do a roll call. Vote mr. Valentine. [1:30] mr. Klein? Aye. Mrs. Jones? Aye. Mr. Mcfadden? [1:35] aye. Dr. Pence? Aye. Mr. Salan? [1:39] aye. Thank you. We'll now do nominations [1:44] for the vice chair. Do uh, [1:48] we have any nominations for vice chair dr. Ray? I'd like to [1:52] nominate mr. Comics mcfadden jr. For vice chair. [1:57] do we have any other nominations for vice chair? [2:03] do we have a motion to close nominations for vice chair? I close. [2:08] uh, can we do a roll call? Vote for vice chair valentine. [2:12] mrs. Alans aye. Madam chair? Aye. Mr. Mcfadden? [2:16] aye. Mrs. Jones? Aye. Mr. Klein? Aye. [2:21] okay. At this time I'll turn the gavel over to dr. Pence [2:25] and you guys can get organized. [3:23] okay? Okay. At this time I'd [3:27] like to ask, is there a motion to accept or modify the agenda? I'd like [3:31] move to modify the agenda to be, uh, make [3:35] three main changes. The first is under the consent agenda [3:40] to remove, uh, six a and six b, which are the minutes from the november 13th [3:44] and november 19th meeting. And to add it to the [3:48] action, um, agenda. Secondly, [3:53] to add as a new item for the action agenda, the creation of [3:57] a policy review committee, to have a discussion about that. [4:02] and then a new item would be if we approve [4:06] that, uh, having that policy meeting policy committee discussion to [4:10] appoint two members from our board to be members of that committee. [4:15] is there a second? A second. Any discussion on that? [4:21] all those, all those in favor of that modification? Aye. Aye, [4:25] aye. All those opposed? No. Thank you. Mr. Valentine, do you have those [4:30] modifications? I do. And I will add them to the agenda as we work through [4:34] here. And they will pop up on the screen as they become available. Yes. And we'll just each [4:38] need to refresh our screens as he's doing that. Okay. [4:42] next up this evening we have presentations. First up, we have an instruction spotlight, [4:46] and that's gonna be ms. Bragg. [4:53] good evening. As part of our instructional [4:58] spotlight, this will be a new presentation to the board at each, [5:02] uh, of the meetings, of the first meetings of the month, where we're gonna highlight some [5:06] of the instruction that's taking place in our classrooms and have you participate [5:10] in some of that instruction alongside, uh, our students. [5:15] so we tonight will be featuring mrs. Goode's second [5:19] grade classroom at as roads. Um, [5:23] tonight's lesson is gonna be a math based lesson where the students learn [5:28] to use math nets, which are 2d representations of [5:32] 3d objects. I was not familiar with math nets until this [5:36] became part of the new standards for math, and they used [5:40] those nets to help build paper robots. So, um, [5:44] mrs. Layman from as roads principal will have a few words to say, and then we'll [5:48] turn it over to mrs. Good and the students to be part of the [5:53] instructional spotlight on math, elementary math. [6:02] all right. So, um, thank you very much for having us here this [6:07] evening. Um, it's exciting to share the things that are happening in our school. [6:11] um, stephanie has obviously always been a great teacher. [6:15] she's started teaching at e wilson in 2009 when I was actually at e wilson. [6:20] so I've seen her from a brand new teacher through today, [6:24] and she taught second grade for about 15 years. [6:28] then she was an instructional coach, um, at e wilson. And then she decided [6:32] she wanted to go back in the classroom and we were lucky enough to have a second grade [6:37] position for her. So it worked perfectly for us. She's just [6:41] very engaging, creative, collaborative. Um, [6:45] and her students really enjoy these projects. Every advisory, [6:49] she has at least one theme today. So [6:54] like, the day is based all around a specific theme [6:58] and it's all educational and they just, she takes their interest [7:03] and incorporates it into what she's doing in the classroom. And [7:07] you'll see that here shortly. Um, her students really love minecraft, [7:12] so it was just natural for her to relate this to minecraft, [7:17] um, so that they would be even more engaged. So, [7:21] without any other delay, mrs. Good. And students, [7:35] and also thank you to, um, I'm sure mrs. Good may be saying [7:40] this, but to darcy cup for coming out and helping. Um, [7:44] she does collaborate usually with mrs. Cup. Um, with mr. Michael, [7:48] our technology integration coach. Um, they did balloons over broadway [7:52] in november, so some robotic coating as one of their days. [7:56] so, um, they really enjoy all kind of working together and [8:00] getting out into the classroom. Alright, thank [8:04] you for having me. Um, you're lucky enough that your first lesson [8:09] is a second grade lesson, so it shouldn't make you feel too bad that, you know, ease your way into [8:13] this if this is an every month thing. But, um, in our class we have 15 boys. [8:17] so tinley here is representing our girls for our class, but [8:21] that's why we're a little boy heavy on this. Um, but first, oh, there's our clicker. [8:26] so, um, the rectangular prism and cube are [8:30] what we focused on. We related minecraft more to that. We also teach the sphere, but [8:35] that one's easy for them to understand, but they have the nets in the [8:39] bag right now. Um, you can see if you are unfamiliar with minecraft [8:43] that it is all block based. So they were able this year to create, [8:48] um, they could do more of a person character or they could do an animal [8:52] character, uh, ms cup. And I decided after doing it with [8:56] them that the animal character is much smoother. The person had very skinny [9:00] ones, so I was more involved with that. But this is one of the stations they would have that day. [9:05] they also got fun minecraft glasses and things that just make them pretend that [9:09] they're not learning, but they actually are. So here's some pictures of [9:13] their finished products. You can see the, the little skinny arms were [9:18] more intense to fold there. And then obviously [9:22] that was right at christmas time, but now it's your turn to build so they [9:26] know what to do. They've been practicing in class, they're going to help you fold them, and [9:30] then you get to make sort of a pig creature here that, uh, that [9:34] we're going to put together. And then I have some questions to see if you guys can answer second [9:38] grade questions afterwards. . [17:17] okay. So kids, as you're finishing up here, I'm gonna start to ask the question so you [17:21] can finish taping it while I do. Now remember, this is for our school board members [17:26] to see if they know the vocabulary, but you are welcome to help point so that [17:30] you can help them count and figure out the answers. Okay? All right. First one, [17:34] what solid figures did you use to build your minecraft character? [17:39] so think about it first, and then have your school board member whisper it to you. [17:45] you know what? Solid figures. All right, raise your hand. Who's got it? [17:50] what solid figures did we use here? Austin. [17:57] perfect. Look at you. All right, next one. [18:01] what plain shapes are in the body? So find your body piece. [18:06] so we're looking for what plain shapes are on that. [18:11] see if your member knows first. Do they know what you're asking? You? [18:16] all right, jack, what plain shapes. [18:23] yeah, usually the, usually it has a square on it too. I think these rectangles [18:27] may only have rec, like smaller rectangles and bigger rectangles. But the rectangular prisms [18:31] we learned about in class did have a square as one of the faces and then the rectangle. [18:35] good. All right. How many vertices are on your character's head? [18:40] so find your head. Think about where the vertices are. [18:47] . All right. Raise your hand after you count 'em. Yep. You [18:51] can use your figures to count 'em. Okay, on count of three, [18:55] you're going to say your answer. Ready? 1, 2, 3. Oh, you got it. [18:59] all right, last question. What do the nets that you use to create [19:03] your character have in common? So we use different shape nets here. Your [19:07] head was a cube net, and then your body was rectangular. Prism net. What [19:12] do they have in common? Meaning how are they the same? [19:25] all right, jameson, I heard a good answer. Do you wanna say it a little louder for everyone? [19:30] they don't have six faces, even when they're next. Oh, you all passed second [19:34] grade. Good job. Thank you for allowing us to come today. [19:41] and you guys are [20:07] dr. Martin. Dr. Uh, costner. Can we get a picture of all of [20:11] them down front? Come over, mr. Drag. You [20:15] do you have it? Okay. [20:28] is good. [20:38] alright. Thank you guys. Thank you. [20:42] thank you guys. [20:50] so just a quick thank you to, uh, mrs. Good, mrs. Lehman, [20:54] mrs. Cup, the math, uh, curriculum coordinator that helps support your [20:59] building of your minecraft figure. And, um, I think it really [21:03] raises what second graders have to be able [21:07] to know vocabulary wise, like vertices and how many planes are on [21:11] the, on the figures and those sorts of things. So just thank you to them for [21:16] participating tonight and being the first of our instructional spotlights. Thank you. That was great. [21:20] thank you all. Yes, thank you. Next [21:24] up this evening, we have the december, 2025 attendance awards, dr. Wright [21:29] and dr. Kosner, [21:36] madam chair board members. This is, doesn't be quite as exciting now following [21:40] this group. So again, congratulations to them and this outstanding [21:45] and, um, uh, but, but it is very nice to stand up and recognize our, [21:49] um, schools that have won the attendance award. And for our [21:53] top attendance for the elementary level, it goes to [21:57] as roads. [22:05] sorry, I was trying to catch some of them before they left. I wasn't, [22:09] um, I didn't realize they'd be leaving so quickly. Um, so thank you, [22:13] uh, madam chair and board for recognizing us for attendance. [22:17] um, we actually just did our second advisory awards assemblies today. [22:22] our first day back, kind of figured we'd start off on, um, [22:26] a good foot and recognize the accomplishments. We actually had [22:30] about 125 students out of 255 [22:35] ish. Um, that had outstanding attendance for second [22:39] advisory. So that's a combined total of three or less absences, [22:44] tardies, early dismissals. So mid-october to the end [22:48] of december. That was a pretty great, um, number of students to have [22:52] with that. Mrs. O wade does our attendance board every week, so [22:56] we're always tracking what is each class, um, attendance [23:00] for the week. And then we also added towards the [23:04] end of last year for each of the advisory celebrations, [23:08] we give one class in k through second grade, and one in third through [23:12] fifth grade, an attendance trophy to house for the [23:16] advisory. So this, this advisory mr. Cider's [23:21] class one for kindergarten through second grade with highest attendance. And [23:25] mrs. Gutierrez for third through fifth. Um, also for [23:29] january we will be doing a drawing. We had a donation from horace mann and [23:33] a private donor of some bikes and scooters. So every [23:38] student who has perfect attendance during a week will be entered [23:42] each week. They can earn their entry and then we'll draw at the end [23:46] of the month. So just some ways to kind of keep us going, but also [23:50] recognizing that if we're sick, we want you to stay home and not spread your germs [23:54] with everybody. Um, but also for those students that are there every day, we want to [23:59] recognize, um, that as well. So thank you [24:03] so much. And I have some friends that stayed to help [24:07] me accept the banner. So we'll go. [24:29] there we go. Uh, good looking group. Excellent looking [24:33] group. I just slide over so I make sure I get everybody. There we go. [24:38] excellent. Thank you. Thank you, your honor. Thank you. [24:45] good job again. [24:53] at this time, I would like to recognize the top attendance for december for our secondary, [24:58] and it goes to warren county middle school. [25:12] uh, thank you again for, uh, being recognized for the december uh, attendance [25:17] award. Uh, sometimes it's said that showing up is half the battle. I think we know at [25:21] middle school that sometimes it's more than that. And I wanna thank all of our students who come [25:25] to school every day, uh, because they feel like they belong. Thank all of our teachers who try [25:29] to have engaging, exciting instruction and thank all the parents, uh, who are prior prioritized [25:34] getting to school on time. So it's, uh, a big help. Uh, we are also actually [25:38] tomorrow have all the perfect attendance. [26:29] good evening. Thank you for recognizing us. And we really want to, um, [26:34] pay it forward to our staff who encourage our students, um, [26:38] to come to school, motivate them and to our families for supporting [26:42] education and making school a priority. I did not prepare [26:46] speech . [26:58] thank. [27:13] okay. Next up this evening we have the appointment of a school [27:17] board representative on the mountain vista governor school ing board, school [27:21] board. Um, is there a motion [27:28] I move that dr. Pence be appointed as the warren county school board representative [27:32] on the mountain vista governor's school, school board for calendar year [27:37] list says 2019, but I, I know that it's, I'll do this year. 2026 [27:42] . Is there a second? I second it. [27:46] any discussion on that? All those in favor? Aye. Aye. [27:50] aye. Opposed? No. Thank you very much. [27:55] next up this evening, we have the appointment of two building committee members. [27:59] is there a motion [28:04] I move that ms. Melanie salans and [28:08] mr. George klein, um, be appointed as a 2026 warren county [28:12] school board representatives on the building committee? Is there a second? [28:17] I second it. Any discussion on that? All those in favor? Aye. [28:22] aye. Opposed? No. Thank you. [28:26] next up this evening we have the appointment of clerk of the warren county school board. [28:30] dr. Wright, do you have a recommendation? I do. Madam chair, I move that [28:34] mr. Robert ballantine be nominated as the clerk of the warren county school [28:39] board. Okay. Can I get a motion from one of our school board [28:43] members? I move that mr. Valentine be appointed [28:47] as the clerk of the warren county school board for a term beginning january 1st, 2026 [28:52] and ending december 31st, 2026. Is there a second? [28:56] second? Any discussion on that? All those in favor? Aye. [29:01] opposed? No. Thank you. And thank you mr. Valentine for hopefully [29:06] agreeing before we just voted you back in. [29:11] next of this evening. Dr. Wright, do you have recommendation for deputy clerk [29:15] of the warren county school board? Yes. Madam chair. I move that, uh, ms. [29:20] crea breeden be nominated as the deputy clerk for [29:24] warren county school board. Okay. Can I have a motion? [29:29] I move that krista breeden be appointed as deputy clerk of the warren county school board for attorney [29:33] mccain january 1st, 2026 and ending december 31st, 2026. Is [29:37] there a second? I'll second. Any discussion on that? [29:41] all those in favor? Aye. Aye. Aye. Opposed? No. Thank you. [29:46] next up this evening, we have, oh, and I assume thank you [29:51] . I didn't see you there. . [29:55] next up this evening. Um, we have the consent agenda. Is there a [29:59] motion? Um, and then mr. Valentine [30:58] will start a timer for three minutes. Did anyone sign up ahead of time? Okay. Is [31:02] there anyone here from the public who would like to speak this evening? [31:08] okay, [31:12] next up this evening. We have reports. Dr. Wright. [31:29] sorry, I just lost my internet, but I do have paper. So [31:35] thank you madam chair. I have a few comments. Uh, I just wanna welcome everyone back. This, this was our first day [31:39] back, uh, for our second semester. Uh, also, I wanna thank our, uh, [31:43] students that were here today, ms. Bragg, ms. Layman, ms. Good, their teacher, and, um, [31:47] uh, ms. Cup for, for assisting our students from as roads. Uh, it [31:52] was a really, really good kickoff for our instructional highlight. Uh, and [31:56] I really enjoyed working with tinley, uh, and I learned a lot [32:00] this evening. So they, those kids, uh, did a great job. So, uh, [32:04] thankful for that. Um, I wanted to [32:09] share that ms. Poe and I were able to attend the vast fabo conference in richmond on monday [32:13] and tuesday, which is for virginia superintendents as well as virginia school [32:17] business officers. Uh, we received some training as well as some [32:21] information and a little bit of information from what to expect in terms of funding [32:25] for, uh, fiscal year 27. And [32:29] we'll go into more details about that later. But it wasn't great. So I'll [32:34] leave it at that. Um, a little bit of a down note. Uh, I am looking forward to [32:38] starting my individual meetings with, uh, board members beginning this month. I appreciate [32:42] the coordination of that. I know ms. Holloway is working with you, and you're all very [32:46] busy. Uh, but I think finding that time will hopefully be, uh, [32:51] valuable, uh, for, for each of us. So, uh, so again, thank you for, [32:55] uh, coordinating with that, and I look forward to those meetings. Uh, [32:59] I'm also meeting with mr. Gacha tomorrow, which we were finally able to connect officially, [33:04] um, even though, um, you know, we had the three weeks in [33:08] december, but, uh, uh, we, we were able to finally coordinate a meeting tomorrow. So I'm [33:12] looking forward to that and hope to schedule a regular meeting with our county administrator. [33:17] uh, but the first one will be tomorrow, uh, beginning january. I'll be hosting, [33:22] uh, town hall connection meetings, uh, with staff, students and [33:26] community members. I'll be working with principals. We have a meeting monday, so I'm [33:30] gonna ask for lean on them a little bit to help coordinate a good time where I could meet [33:34] with staff. It would be convenient for them. Um, and also when I can [33:38] meet with the community and maybe use some of our larger schools to have community [33:43] meetings. Just an opportunity to get out, listen to the public as we're moving into budget season, [33:47] uh, where the folks can come in here for our, our public meetings. And [33:52] we'll have a, another, uh, few work sessions. And we'll [33:56] also have an opportunity for a public comment on the, on the, [34:00] um, the budget. But I'll also wanna get out and have sort of a town hall [34:04] atmosphere. So, uh, look for those, uh, dates. And again, I'll be working [34:08] with principals to coordinate some, some times in the evening for parents and [34:12] community members. Um, also beginning in january, be [34:16] on the lookout for opportunities to participate in the student advi or superintendent's [34:21] advisory committees, of which there will be a student advisory, there [34:25] will be a parent advisory, and there will be a staff advisory. And we may have a few student [34:29] advisories, because for those I usually go to the building. So it's hard, [34:34] it's harder for the students to come out in the evening. So, uh, so look for those opportunities. [34:38] and I look forward to meeting, meeting with each of those groups. It really helps me [34:42] get a sense of the needs of our, of our community. So I look forward to that. [34:47] and we will start those before, you know, now is very important time to [34:51] start those as we enter into this budget season. And, uh, as [34:55] speaking of that, um, I do look forward to that, to the board. I do have [35:00] dates for organization, well, I'm sorry, dates for, um, [35:05] a presentation, a work session that I'll put in the friday memo, [35:09] and you guys can look at that and then we'll get those approved. Or if you have any suggestions [35:13] for our january meeting. That's all my comments. [35:17] thank you dr. Wright. Next up this evening, we have board member reports and [35:21] we'll start with ms. Salem. [35:29] um, I just wanted to start by saying in this, in this new year with a new board [35:33] and a new superintendent, I, I'm genuinely excited to see what, [35:37] what we're gonna, what we're gonna do, and how we're gonna come together. Um, [35:41] I also wanted to thank, um, as rhodes for coming out [35:45] and helping us build these beautiful origamis. [35:49] um, jackson helped me tremendously. It's been a while since I've [35:54] done second grade stuff. Um, as [35:58] for my personal update, um, I had the opportunity right [36:02] before christmas to attend the bill of rights day at the white house. We [36:06] got to view the actual original documents, and they also gave a presentation [36:11] about, um, how important educ the right to an education is. [36:15] um, and then I also have completed a training, um, [36:20] the school board role oversight versus micromanagement. [36:25] so I, in the right frame of mind going into this, [36:29] uh, new season, thank you, ms. [36:33] sale, mr. Mcpa. Um, [36:37] I'm looking forward to what we're gonna do as a new board and new new superintendent. So, looking [36:41] forward to the whole, how it goes and however many hundreds of meetings we end up [36:45] having. It seems like it's, it's, they're, they're always great. I look forward to it very much. So. I did this [36:50] last year, I'm gonna do it this year, which is just an a, a look back on some [36:54] of the achievements of the school division from this past year. It's always good to just get it all in [36:58] one piece of paper. So, number one, we had a new interim superintendent. Dr. Martin [37:02] did a very good job. We all came together and, and, and, you know, very quickly picked him to do it. He [37:06] did a great job. New full-time superintendent with dr. Wright. Decision was [37:10] unanimous with great collaboration. That was a very big move on our part. And on the, on [37:14] the county's part, we fully implemented the new policy about the cell phone use from bell [37:19] to bell, the lack of cell phone use from bell to bell. We created a policy [37:23] about social media use for employee and student interactions, which hopefully will be approved tonight. [37:27] we created and approved a policy promoting the dignity of every student. [37:31] we created and approved a policy about flags, decor, and dis uh, displays. [37:36] we contracted with the sbma for policy services. Through the [37:40] sbma, we updated and revised almost all of our current policies to meet virginia code [37:45] that hadn't been done in a while. We received extra funding above and beyond our [37:49] level budgeting for special projects, including the new tile floors and tennis court repair. [37:54] we created an updated moa with the sheriff's office. We removed the [37:58] easement from our, uh, warren county high, our high school property. [38:03] we renewed our contract with ess to allow us to have the best substitute fill rates in [38:07] years. And to save money, we hired mr. Jody lee as the new skyline [38:12] high school principal, which is seems to be very well received. We updated [38:16] the salary scales for our school system employees. We established [38:20] a new custodial contract for our buildings at a greatly reduced cost. [38:25] we approved the payment of employee retention bonuses last june. [38:29] we approved the new liter literacy plan for 20 25, 20 27. [38:34] we added much needed middle school cross country coaches. We served [38:38] over 258,000 meals to a hundred, 1500 to 1800 students over [38:42] the summer. And we began work on the school board governance and operating [38:46] protocol handbook and more. So it's pretty neat to go back and look and say, here's [38:50] some of the things that went on. Obviously there's a lot of learning, a lot of other things that went on that improved, but [38:54] things that we were, the, the board that was here last year specifically helped push forward with [38:59] the help of the administration. And I'm looking forward to having even a longer list in in [39:03] next year. But happy new year to everybody. Thank you. Next [39:07] up, ms. Jones. [39:13] I just wanna thank, uh, all the school staff, uh, everybody at central [39:17] office for welcoming us, answering all our questions and helping us get [39:21] acclimated. I want to thank all the board members for welcoming us as well. [39:25] um, and I look forward to working with all of them and see what [39:29] we can accomplish together. Um, I also [39:33] wanna thank the staff. Uh, december's a very busy month for all [39:37] the schools, and I was looking at all the events that each school puts on, whether [39:41] it's sporting events, concerts, uh, special christmas events, movies, [39:46] crafts, uh, festivals. It's a lot. So [39:50] I wanna thank the staff who take that extra time, stay after work, [39:54] and work really hard to build those events, decorate the school, um, and [39:59] get our kids, you know, some fun time at the holidays. I know my [40:03] kids really love it. Um, so I just wanna thank all of our staff for all [40:07] that extra time and effort that they put into all of that. [40:11] that's all I have. Thank you mr. Klein. [40:19] I too, uh, am looking forward to, uh, my new role [40:23] here. Um, and looking forward to working with each [40:28] one of these fine people up here. And, um, [40:32] I'd like to thank as rhodes as well for their, uh, presentation tonight. [40:37] absolutely. Love that. Um, I think they would probably be better setting up [40:41] here than us, but, um, but anyway, [40:45] uh, I did, uh, in the 1st of december, I had the privilege of, [40:49] uh, participating in the job interview process at, uh, blue [40:53] ridge tech center, which I thought was absolutely awesome. Um, [40:58] I learned quite a bit there. And, um, [41:03] like I say, it just, um, I'm excited about where we're gonna [41:07] hopefully go with this. And, um, the strides we'll make [41:11] to make our school system more awesome than what it was. [41:16] thank you. Thank you. I don't have much else to add. Uh, [41:20] just wanna welcome everybody and welcome our new board members. And I'm looking forward [41:24] to a new school year at, or a new school semester, a new board [41:29] as well. Um, I usually try to talk a little bit about, about [41:33] upcoming events. There is, um, a community wide book fair [41:37] that all five elementary schools early act clubs are gonna be putting on, [41:42] on january 13th from four to 6:00 pm that's gonna be at hilda j [41:46] barber. But, um, all the schools are gonna try to come together as elementary students and, and [41:50] run that and have that. So, um, it's a good collaboration between [41:54] the schools and the kids. So I'm looking forward to participating in that. And hopefully, [41:59] um, everyone will stop by and buy some good deals. And [42:03] I think that's it for this evening for me. And next up we have the warren county [42:08] public schools accreditation and accountability presentation. And that's gonna be [42:12] ms. Bragg and ms. Walton. [42:20] alright, good evening. Um, tonight, denise, [42:24] the testing coordinator. And I will walk you through the [42:29] accreditation and accountability results from [42:33] what was the 24 25 [42:37] assessment year, and then it's our labels, [42:41] if you will, for this current school year. So when we talk about [42:45] the testing data, when we look at the numbers, we're going to be talking about those [42:50] sol tests that were given during the last, during the last school year. [42:55] um, this is the new school performance [42:59] and support framework that the vdoe has rolled out. So [43:03] this is our first year getting the results in this, [43:08] in this way, and talking about the numbers in the way that we will be tonight. [43:12] denise and I are gonna attempt to keep it kind of high level and not get too far [43:16] into the weeds, but if you wanna get into the weeds or have questions, [43:21] we're happy to answer 'em. But we wanted to kind of give just an overview and then [43:25] like I say, we can take it from there. Good. Mm-hmm . Alright. So turn [43:29] it over to denise. Are you passing these out now or no? Second. [43:33] okay. Hi everyone. Um, so first we [43:37] just wanna talk about what is included in accountability and this umbrella of accountability. [43:42] first it'll be accreditation ratings come from that, and we're gonna go over [43:46] each of these. Then the school performance and support framework [43:50] score, which will lead us then to our performance category. [43:54] and finally the federal identification that comes from all that. [44:00] oh, I thought you had the clicker. I'm, I'm sorry. I'm sorry. That's okay. . So [44:04] we're gonna start with the easy part first. And that is just the piece that's more [44:08] straightforward and that's the accreditation rating. In the past, [44:13] the word accreditation was used to are the schools accredited or [44:17] not. And that was a reflection of our sol results and that sort [44:21] of thing. Under this new system accreditation now [44:25] refers to are the schools meeting the standards of quality [44:29] and the standards of accreditation, which include things like, are we providing classroom [44:34] curriculum that's aligned to the vdoe standards? Do we have high quality instructional [44:38] personnel in our classrooms? Are are schools safe and clean? So [44:42] there's a whole piece to what those, so qs and standards [44:46] of accreditation are asking the schools to, um, basically [44:51] say, yes, this is what's happening in our division, and we're plowed to announce that [44:55] all nine schools are fully accredited. And then [44:59] the accountability piece, which is what denise is gonna start with next, [45:04] is sort of the second piece of credibility or, [45:08] uh, yeah, accreditation and accountability. I just created a new one. A credibility [45:12] , I should let the vdoe know. Yeah, we'll update them. . [45:17] okay. So in the framework, there are four components, all three levels. [45:21] and by levels, I mean, elementary, middle, and high school have a mastery component. [45:26] and that's just your test results in that area. All right? [45:30] growth will only be found in the elementary and middle school levels. [45:34] and for the 24 25 data, we, the state used something from [45:39] vos and we will, they have not renewed their contract with vos. So for [45:43] the data from this year, it'll be something different. But the way vas [45:48] worked is it looked at the student's entire testing history and then [45:52] predicted what their score would be, and then how the student [45:56] performed, then determined whether they had above average growth, average growth, [46:00] or below average growth. Okay. And that was just, that's just at elementary and middle [46:04] school level. All three levels have a readiness component. [46:08] um, chronic absenteeism is across all three levels. [46:12] there's advanced coursework at the middle school, and then the three e's. [46:16] um, employment enlistment, enrollment, thank [46:21] you. I always forget one . And then lastly, graduation [46:25] is obviously only at the high school level, and it's looking at that cohort [46:29] rate. So when a student enters ninth grade, they enter that cohort and then that [46:34] you should graduate. Then obviously by the time you're a senior and they're looking for advanced [46:38] or standard diplomas. And that graduation rate, I think heather [46:42] just gave you this, that you can see broken down the, um, [46:46] percentages change at every level. Um, the way were explained to us was [46:50] with readiness, we're we're preparing each kid to, we're preparing [46:54] students to go to the next level. That's why the readiness at the high school is 35%. [46:59] 'cause we're preparing them for the next level. Um, mastery then has [47:03] to go down. So we start at 65% at the elementary level, and it goes down to 50%. [47:08] that's gonna include sol tests, vap step, vap tests, excuse [47:13] me. And then english language proficiency tests that our el students take. [47:18] and then finally for the readiness at the elementary level, it's just your chronic absenteeism [47:22] rate. And then at middle school, we're gonna add advanced coursework. And right [47:27] now, that was students who were taking algebra one in the eighth grade. [47:31] and you'll see on the chart that you have that both middle schools got the 10 outta 10 points [47:35] they could get for that. And then when you get to high school, you're gonna add [47:39] the six year, uh, rate that has applied studies diplomas in there for some [47:43] of our special ed students. And then that three e framework. [47:50] so once you get all those, you determine how many points you have, then you add [47:55] it all up. And if you have 90 or above, your school is [47:59] determined to be distinguished, 80 to 89, you are on track, [48:04] 65 to 79, you're off track. And if you have below 65, you [48:08] need intensive support from the state. [48:13] there are some ways to get additional points. Um, [48:17] we actually, if you look, you can go on the vdoe website and look at the different regions and [48:21] see, we do have some schools in, in the state that have over a hundred points. [48:26] and the way you get extra points is through pass [48:30] advanced sol scores or that above average growth that I was talking about. [48:35] so the potential of every student had that you could have 1.25 points [48:40] per student. Um, so if you have a pass proficient score, [48:44] that's the 400 to 4 99 range, it counts as a point. And [48:48] average growth is a point. And our fails at the elementary [48:52] or grades three through eight, we have a basic fail. And then a ba [48:56] a below basic that counts as either a 75 hundreds or [49:00] 2,500 points that you get. And then in the three [49:05] e framework, students can count in multiple categories. So the enrollment [49:09] part is if you're enrolled in de courses and, um, higher level courses. [49:13] the enlistment sounds like it's if you're going on to the armed services, [49:17] but it's what your score on the as a test. And then, [49:21] so see, I'm always forget the third one. What did I say? Enlistment [49:26] enrollment. No, enlistment employment. Thank you. Employment. [49:30] and that's refers to your cte courses and the testing you do through that. [49:36] okay. So you have this chart [49:40] in front of you and yours. This is just the top half yours. [49:44] um, the one up here doesn't have everything that explained down, so I'll [49:48] just point out, like, if we look first at as roads, their reading performance [49:52] is a 21 and 45 hundreds. And if you look down below at [49:56] the weights for their reading performance, it's 22.5% [50:01] of it. So you can see how close they are in each of those categories. [50:05] so what it'll add up the, all the, to get the framework score, it adds up all those [50:09] points. And then there's a performance category based on those points that, [50:14] from that slide we showed you. Heather's gonna talk more about the [50:18] federal identification and then the accreditation rating. We told you all schools [50:22] are fully accredited, so this is a lot of information [50:27] . So give you a second maybe to take a look at the numbers. [50:38] I could I ask a question? Yeah. I was looking at the, [50:42] um, the bottom line where it has each of the scores [50:47] for the schools. And when you look at [50:51] the, the performance categories with the distinguished ontrack offer, is it the elementary [50:55] schools that you're inquiring about that need intensive support? Yeah, I'll explain it just a second. Okay. [50:59] okay. You read my mind. Essentially what happens is when you're federally [51:04] identified this, you are automatically dropped one performance [51:08] category. Oh, so for it's like a double. Yep. It's like sort of like a, yeah, like a double hit [51:13] . Um, so our three elementary schools, and I'll talk a little more in detail about it, [51:17] but our three elementary schools, eagleson morrison, leslie fox, kaiser, and [51:21] rusty jeffries elementary, their points add [51:25] up to off track, but because they're federally [51:29] identified, it drops their rating to needs intensive support. So [51:33] it's an automatic drop of one category. No. [51:41] any other questions? We know it's a lot of numbers and we're [51:45] gonna give you some highlights and some areas of improvement so that you don't have to digest [51:49] all that and determine it, uh, for yourself. But, you know, you have the [51:54] numbers there if you want to take a closer look and like, say if you have questions or deeper [51:58] dives into them, denise and I are happy to answer, answer those [52:02] questions. So celebrations [52:06] want to absolutely highlight that five of our schools are on track [52:11] as rhodes elementary, hilda j barber, warren county middle school, [52:16] skyline high school, and warren county high school all received a performance [52:20] category of on track. Warren county high school was only [52:25] one point away from being designated in the distinguished [52:29] category. So that is a great accomplishment to them [52:33] and something to, you know, continue to strive for. But congratulations to [52:37] their performance on the, um, sol [52:42] tests, their three e readiness, all those factors that go graduation rates that [52:46] go into making up those, uh, determinations of those categories. [52:52] definitely welcome news. Skyline middle school and warren county middle [52:56] school are no longer federally identified for this school year. [53:01] skyline middle school has been federally identified since [53:06] not the first year because they were had to get baseline data, but they [53:10] have been federally identified since 2017 mm-hmm . 2017. [53:15] so this is the first year that they are not federally identified. So congratulations [53:20] to the work that they have done. Um, with our new state [53:25] accountability system, the way we talk about federal [53:29] accountability and make that determination did change. So [53:33] there's a little bit of apples and oranges going on as far as comparisons [53:37] with what's happened in the past. But, uh, both middle schools have come out of federal [53:42] identification. And lastly, the three of the schools [53:46] that were identified as offtrack or needs intensive support, [53:50] um, are within just five points of being in the ontrack performance [53:55] category. So it's, it's, it's within reach, so it's, you know, five more points [53:59] and they're in that ontrack section. So we thought that that was important to [54:03] highlight so that there's an understanding that that goal is absolutely [54:07] attainable. The one school that was not within five points was in [54:11] the upper, um, 50% of what's needed to be at that next [54:15] level. [54:19] so in talking about federal identification a little bit, [54:23] um, how is federal identification now determined under the new system? [54:28] after all, the sol testing in the state is complete, [54:33] that all the schools are ranked and the bottom 5% [54:38] of title one schools are blocked [54:43] out. And that school that is the [54:48] highest performing school of the lowest performing [54:52] category sets a threshold score. Once that [54:56] threshold score is determined, then all the other schools are evaluated [55:00] against that threshold. Across the eight subgroups, [55:04] which we've talked about before, under essa, five of them are your racial [55:09] subgroups, and three of them are those programmatic subgroups, like students [55:13] with disabilities, economically disadvantaged, and english learners. [55:17] so you have to hit that threshold in all of those subgroups [55:22] as you work your way out of the pool of potentially being federally [55:27] identified. Three of our elementary schools, again, e wilson, lfk [55:31] andres e were identified as targeted support and improvement [55:36] for the students with disability subgroup. So that means that [55:40] they hit those, uh, threshold targets in the other subcategories [55:45] in the way that they needed to. But our students with disabilities are not performing [55:49] at that threshold limit. So we will be, [55:53] um, working with those three schools to focus on how we [55:57] can help support our students with disabilities, both in the general [56:01] ed classroom, which they're very much a part of that inclusive classroom setting, and also [56:06] making sure that we're meeting their ieps in those sorts of things in order to try to help improve [56:10] their academic performance. [56:14] so the needs that we wanted to highlight, things that are kind [56:18] of standing out, most of this is coming from the numbers where we see that [56:23] basically a lot of points were kind of left on the table and that we could have, [56:27] we could use some, um, improvement in order to pick up some additional points at skyline [56:31] middle school, which was designated as off track, uh, math performance [56:36] and growth in both reading and math sort of stand out the way [56:40] that, um, we are already looking to address that. And some of the [56:44] initiatives that skyline middle school was taking, they have established professional [56:49] learning communities in both subject and grade levels to look at data. [56:53] and those are very much student centered and data driven to really drill down [56:57] on the needs of the students. We, um, purchased [57:01] iready math, uh, for the di diagnostic tests to [57:05] allow us to help fill gaps and understand where, um, our students may be [57:09] in order to increase their, uh, performance as far as what [57:14] they need to sort of fill their bucket to be able to move to that next step in math. [57:18] and we have, um, begun professional development on implementing [57:23] student-centered math workshop models, which is, um, highly [57:28] engaging more choice for the students and kind of helps to facilitate small [57:32] group instruction as we work to improve our math scores at skyline [57:36] middle school. Um, with the needs intensive [57:40] support students with disabilities at the three, uh, elementary [57:45] schools. The academic performance, again, [57:49] students with disabilities as the subcategory professional development, using [57:53] our high quality instructional materials to develop specially [57:57] design lessons to implement in our co-taught classrooms has been a, is [58:01] a focus this year. Um, there's working continually with our principals [58:06] to ensure that our special education staff and the schedules are meeting [58:10] the students' needs within the buildings. And, um, there [58:14] has been increased collaboration over probably the last year with [58:18] between special services and the instructional resource team at the division level [58:22] to make sure that we're working together and, um, braiding [58:27] our resources to address those challenges and make sure that we're aligned [58:31] with what's going on in the classrooms as well. Um, and then [58:35] the, the last piece is a, a, a notice of math growth [58:40] at lfk and ssi, again, kind of leaving some points [58:44] on the table and el progress at e wilson morrison and lfk. [58:48] and again, working to address those issues already. Although [58:52] this data was just released from the state december 9th, [58:57] third december 3rd, and then public december 9th, [59:01] we have had the ability to anticipate some of this. We couldn't anticipate categories [59:05] and we talked about this at the, you know, beginning of the school year, you know, um, [59:10] so we've been able to put some things in place. What will come out of now [59:14] having the federal identification is the application to the state [59:18] for school improvement grants and things like that to hopefully get some money to help [59:22] support some of the initiatives that are already underway in our classrooms. [59:29] I think that's it. So are there any questions [59:33] from the board? I have a question. Yes. Um, when it comes to these scores [59:38] for reading performance, math, performance, science, performance, [59:42] what are the max, is there a maximum of points [59:46] just so I can kind of judge where, how low [59:50] we are in those points? So if you look down at, in, in the bottom half of your [59:54] chart, it tells you the percentages. Mm-hmm . So like for the reading performance, [59:58] like just look at as roads, they had 21.45 points mm-hmm . They [1:00:03] could have had 22.5 or more based on how many [1:00:07] kids scored, um, advanced. Okay. Does that make sense? Yeah. [1:00:12] so essentially at math and reading for elementary, the, [1:00:16] the target points is 22.5 or 22.5 [1:00:20] mm-hmm . But you can get more if you have students pass advance. So [1:00:24] it's a little bit different than the old system where the, you know, the benchmark was always [1:00:29] kind of 70% of 70% of the students pass than you, you know, we're [1:00:33] greenlighted essentially. There isn't that benchmark anymore. [1:00:37] it's, we've talked about it in the summer with our schools as like, it's kind of like a game [1:00:41] of pac-man. You're just trying to gobble up as many points as you can to get the [1:00:45] highest score you can possibly achieve. And then it plays out into [1:00:50] those four performance categories. Science is not what, 10? [1:00:54] yes. Yeah. Science, the total amount for science was 10 points. [1:00:59] and that's what, like at the both middle schools of that advanced coursework, they both have [1:01:03] tens there and it is 10%. And that's the number of students [1:01:07] who, um, qualified to take the advanced class, which is algebra one in [1:01:11] this case. And they all passed the sol. [1:01:16] so nowhere on this does it give us an actual percentage of [1:01:20] this many students at this school passed with a mastery [1:01:25] level. That's, that's essentially the change [1:01:29] from the old accreditation system to this new accountability [1:01:34] framework is that that percentage of [1:01:38] pass rates isn't how they're sort of measuring now. [1:01:42] okay. But do you guys still track that? Mm-hmm. Okay. [1:01:49] remember at the high schools too for, for right now, unless it changes, it's a, [1:01:53] it's based on their cohort. So these scores here come from the cohort. [1:01:57] it's not every student that's taking, say the algebra one test [1:02:01] this year. It's the, the seniors. So for this school year, the class of [1:02:05] 2026 will be represented in the numbers at the high schools. [1:02:10] it's like, it, it's supposed to be more transparent, a more [1:02:15] transparent system, but there's so many, if this, then that [1:02:19] situations, and we do anticipate [1:02:23] there's going to be changes that we already know about for this testing [1:02:27] year, for next year's. Um, accountability ratings, [1:02:31] um, we know that there's discussion already happening regarding [1:02:35] the high school cohort as to whether that will continue or if it will become [1:02:40] a yearly measure versus a cohort measure. Uh, we know that pro, [1:02:44] uh, history, his, yeah, there's discussion about history coming back into accountability, [1:02:49] and we already know that growth is gonna be calculated different because we're not using [1:02:54] vos anymore as a state. So more to come [1:02:58] , it's like as soon as you learn it, it changes . [1:03:02] but we, um, like I say, appreciate the support of [1:03:06] the, the board and the things that we're already doing to try to address some of [1:03:10] the issues that we have. And if there's other questions you have, happy to answer them, [1:03:15] if you wanna deeper dive into the numbers, please just reach out to denise [1:03:19] or I and we are happy to do it. Questions, do you, do [1:03:23] you, do you think, so this is sort of your solution, right? This is how we're gonna, how we're gonna achieve the goal mm-hmm [1:03:27] . Is it doable? You think it's based on what we're doing? I think it's doable. And like I say, [1:03:31] in three of those schools, I mean, we just have to, you know, we're five points. We [1:03:36] go, you know, picking up five points, whether that's a couple points with, you know, improvement in [1:03:40] el progress. We see some math growth improvement. You know, [1:03:44] there's options on the board that I do think are absolutely attainable [1:03:48] for our schools. Um, we're seeing improvement in benchmarks [1:03:53] mm-hmm . When we look at benchmarks this year compared to last year. [1:03:57] so we are seeing some good trends in the right direction. [1:04:01] absolutely. I, I mean, I, you know, this, this is all very, you're, you're in the weeds on it [1:04:05] as you said. I, I thought this was very well explained for someone who's not in the weeds [1:04:10] at all, and I kind of, it kinda makes a little more sense to me than what it was before because it [1:04:14] seemed like the first part was more the fact that we're all accredited is more an objective standard of [1:04:18] saying we are doing the things we're supposed to do. It's not based on the performance [1:04:22] of anybody necessarily. And that's actually a good way to, to have it be accredited to [1:04:26] say we we're providing all the things we need to do. Yes. Mm-hmm . Whether they are actually doing it is a, [1:04:30] is a different thing and that's where the rest are ed. Sure. So I actually like that, that concept that it's all mm-hmm [1:04:35] . You know, the objective standards that we're meeting and that's how they do in higher education as well. Yep. [1:04:39] so absolutely. Well, thanks for all your work on this. Mm-hmm . For sure. Thank [1:04:43] you. Thank you so much. The presentation I will share with mr. [1:04:47] ballantine to get onto board docs just with the christmas holiday [1:04:51] and that sort of thing. We were still tweaking a few things as it came in back [1:04:55] to the new year. So the presentation will be posted to the board docs [1:05:00] and the handouts for those at home if they're interested in looking at the presentation are [1:05:04] in. They were just, we knew the numbers would be small from far away. So [1:05:08] thank you so very much. Thank you both. [1:05:13] okay, next up this evening we have our action agenda. The first item [1:05:18] is gonna be the approval of the 2026 school board meeting calendar. Dr. Wright, [1:05:22] would you like to go through that with us? Yes. Thank you madam chair. Uh, for your [1:05:27] consideration this evening, we have two different, uh, school board meeting, [1:05:31] uh, opportunities, uh, or calendars. The first one [1:05:36] that you see there is, uh, the wednesday, if [1:05:40] you wanna look at that one. And then the other one, which would be typically what we have now, which [1:05:44] are meetings on wednesdays at six o'clock. And, [1:05:48] um, the only thing with wednesdays is on occasion [1:05:52] we get bumped and we either meet at an, an alternate location, usually 15th [1:05:57] street, uh, at, um, diversified mines is where we normally meet, [1:06:01] uh, when we are, uh, real this, this displaced. [1:06:06] uh, the other option for the 2026 calendar would be [1:06:10] thursday meetings, which would all be in this site. So it provides [1:06:15] consistency, uh, however, it's just a different night that we're maybe [1:06:19] not used to. So for your consideration, and, um, if you have any [1:06:23] questions, uh, mr. Valentine put both of these together and did verify that the thursdays [1:06:27] were available for us, but, um, [1:06:32] it's really for your discussion. Thank you. [1:06:36] I think I'll just ask first if anybody has strong opinions on one calendar [1:06:41] over the other. I prefer the wednesdays. I, I also [1:06:45] prefer the wednesdays especially, at least for the rest of the school year, just because [1:06:49] I've based my entire children's schooling schedule around [1:06:54] being able to be here for wednesdays. Um, so [1:06:59] I would have serious scheduling conflicts if we switched to a thursday. [1:07:05] any opinions down here? I'll leave more towards the we, [1:07:09] the wednesday being better as well. Okay. [1:07:13] and then I see that the, um, all the start times have been made [1:07:17] to 6:00 pm so that would be our call to order for the public meeting [1:07:21] portion of both the public meeting and the work session would start at [1:07:25] 6:00 pm the board could certainly still [1:07:29] discuss or decide do we wanna have our closed session the 30 [1:07:34] minutes prior to that at any point? [1:07:38] okay. Could I have a motion? [1:07:43] I move that the proposed 2026 school board meeting calendar with meetings being held on [1:07:47] wednesdays be approved as presented. Is there a second? I'll second. [1:07:52] any discussion on that? All those in favor? Aye. [1:07:57] aye. Aye. Opposed? No, thank you. Looks like we'll be doing the [1:08:01] wednesdays meeting for our 2026 year. [1:08:07] next up we have the appointment of designee to attend meetings of the school board in the [1:08:12] absence of the division superintendent, dr. Wright. [1:08:16] thank you madam chair. I recommend that dr. Costner, uh, [1:08:20] attend meetings in my absence. Is there a [1:08:24] motion I move that dr. Charles [1:08:28] a costner be appointed as the designee of the superintendent to attend meetings of the [1:08:32] school board in the absence or inability of the superintendent to attend [1:08:37] for the period of january 1st, 2026 to december 31st, 2026. [1:08:42] is there a second? I second it. Any discussion on that? [1:08:46] all those in favor? Aye. Aye. Aye. Opposed? No. Thank you. [1:08:51] thank you dr. Costner. [1:08:55] next up this evening, we have approval of resolution authorizing the superintendent to [1:09:00] reassign staff, and that's mrs. Drake. [1:09:11] all right. Good evening. Happy new year's to everybody. Welcome. [1:09:15] um, so we are looking at our resolution. This is something we do annually, [1:09:20] um, but just kind of wanna take some time to explain why we're doing this. As far as, [1:09:25] I'm sorry. Are we doing employee contracts? I had these out of order. Um, so for [1:09:29] our employee contracts, just in case we are able no, no, I'm sorry. You're [1:09:33] on the reassigned staff. I'm sorry. Reassigned. I did have them in order. All right. [1:09:37] um, the authorization to reassign staff. So when we hire [1:09:41] our employees, they're hired for warren county public schools. Although we do hire [1:09:45] and interview them for specific schools, there will be times, um, where [1:09:50] maybe we have to transfer somebody just because there's a stronger need at a different school. [1:09:54] um, this isn't ideal. We have, um, I guess when I first started, [1:09:58] there were some concerns about being able to do this. We have not [1:10:02] had that. We've had one transfer, um, since I have been here. We've had [1:10:07] a discussion with that employee, but it was needed. Um, we appreciate them [1:10:11] for their willingness to move. It's not a punishment. There was some kind of [1:10:15] negative optics on this. So this resolution does allow the superintendent to reassign [1:10:19] staff as needed per our staffing needs. 'cause you know, we are here for the students. [1:10:24] so just a little bit of background and kind of what we've done, um, so far [1:10:28] to be able to, to do that. Questions for ms. Drake? [1:10:33] I just wanted to say that, um, yes, I had reservations last year because obviously [1:10:38] teachers get very comfortable and enjoy their yeah. Their schools. But, but [1:10:42] yes, as we've seen over the last year, I don't think it's, it's been a problem. [1:10:47] so you have my support on this. [1:10:51] is there a motion I move that the resolution authorizing [1:10:55] the superintendent to reassign staff be adopted as presented? Is there a second? [1:11:00] I second it. Any discussion? All those in [1:11:04] favor? Aye. Aye. Aye. Opposed? No. Thank you. Thank you ms. Drake. [1:11:10] and now for your superintendent authorization to issue [1:11:14] contracts. Thank you. All right. Um, all right. So we know that [1:11:18] we are hiring, um, as, as the vacancies become [1:11:22] available, we don't always have a board meeting, uh, for us to be able to [1:11:26] have those discussions to be able to appoint somebody. So what we've done, [1:11:31] um, in years past and this year, if we have, um, our principals, [1:11:35] assistant principals, and all of our employees, um, july's a good example. [1:11:39] we just did one in december because we didn't have a board meeting later on, [1:11:44] um, where the superintendent and the board chair could agree to bring that [1:11:48] person a board without actually having a board meeting. So that's really what this [1:11:52] resolution is. Um, unless we have more meetings as we hire people, [1:11:56] you know, I'd prefer not to do that. But it is nice to be able to, to [1:12:00] have that ability when, when needed and necessary. [1:12:05] I'd just like to say for this, for our two new board members, whenever I get [1:12:09] a call or a text about somebody that's in between meetings, like [1:12:13] if there are any question marks at all, and usually, sometimes, even [1:12:17] if there's not, everybody gets an immediate phone call. And if there seems like there's any hesitation, [1:12:22] then it gets just held until our meeting and I would plan [1:12:26] to still do that same thing. Thank you. [1:12:30] any questions for ms. Drake? Is there a motion [1:12:36] I move that the resolution authorizing the superintendent to issue employee contracts be adopted [1:12:40] as presented? Is there a second? Second? Any discussion on that? [1:12:45] all those in favor? Aye. Aye. Aye. Opposed? No. Thank you. Great. [1:12:50] thank you. Next up we have approval of resolution authorizing [1:12:54] payment of compensation, ms. Drake. All right. Hello? Um, again, [1:12:58] just because we don't always have those board meetings, um, for everything to be [1:13:03] approved for our compensation to issue paychecks, um, this would just give the superintendent [1:13:07] authorization to authorize payment to our employees without [1:13:11] having to hold, without the approval. Um, within our minutes. Um, at [1:13:15] the board meetings. Questions for ms. Drake, [1:13:20] is there a motion I move that the resolution authorizing payment [1:13:24] of compensation be adopted as presented? Is there a second? I second. [1:13:28] any discussion on that? All those in favor? Aye. Aye. Aye. [1:13:33] opposed? No. Thank you. [1:13:37] next up we have the salary scale approval to reclassify grade 42 [1:13:41] to non-exempt positions, mrs. Drake. All right. [1:13:45] I like how we put this in order, you know. Um, all right, so, um, we did [1:13:50] this last year and unfortunately here we are again. Um, thought we had a [1:13:54] good plan. We kind of elevated a little bit, but the fairly labor standard act, like I said, [1:13:58] the government just doesn't call me and tell me their plans. Um, so however, [1:14:03] we have grade 42. So grade 42, um, [1:14:07] are employees that we put on this scale that are currently act [1:14:11] or just actively working towards their license. So they do get a little bit more, [1:14:16] um, but they're not on the teacher's scale yet because they're not fully licensed. [1:14:20] so this is just a nice way for us to have a little buffer with them. However, [1:14:24] with that, we did increase our salary scales last year from 40, [1:14:28] well, we have two different changes. Um, but we had went from [1:14:32] 40,000 to 44,000 and then we did adjust it from [1:14:37] 44,000 to 48,000 depending on their degree. [1:14:41] uh, we were within the, the fair labor standard acts. We were able to [1:14:45] make that compensation and keep them as exempt employees. However, january 1st, [1:14:50] that rate did go up for a weekly rate of $1,128, [1:14:56] equivalent to a $58,656 salary. [1:15:00] um, so we are not able to meet that threshold. So by law we're not able to keep [1:15:04] them as exempt employees and we would need to move them to non-exempt [1:15:08] employees. So it's just grade 42. We've looked at all of our other pay scales, [1:15:12] um, for who also falls under the job classification because it [1:15:16] also isn't, um, it's not just supervisors. It can be, you [1:15:21] know, your nurses can be exempt as well. So, um, just meeting the job [1:15:25] description, we're just not able to at this time because of salary, [1:15:29] not the position itself. So just wanting to make that change. [1:15:34] questions for ms. Drake, is there a motion [1:15:38] I move that the super that I move, that the student support grade 42 [1:15:42] position be reclassified as non-exempt under the [1:15:46] flsa effective january 1st, 2026, for [1:15:51] compliance with the updated flsa salary requirements? Is there [1:15:55] a second? I second it. Any discussion on that? All those in favor? [1:15:59] aye. Aye. Opposed? No. Thank you [1:16:03] and thank you ms. Drake. Okay, next up this evening, we have [1:16:07] approval of resolution authorizing payment of bills and emergency situations. [1:16:11] and in months when we only have one school board meeting, mr. Valentine, [1:16:16] for many of the same reasons that, uh, mrs. Drake just mentioned on some of [1:16:20] the resolutions she presented, um, we run into the same situation, [1:16:25] uh, on the two months where we only have one school board meeting. Other times [1:16:29] for things like utilities or the credit card statement [1:16:33] where, um, if we do not pay them one time, we may incur a, [1:16:38] um, interest charge or a, uh, uh, a charge of [1:16:42] some sort. So we're asking that you would, again, this year, [1:16:46] um, authorize the superintendent to be able to approve a special [1:16:50] payment of bills during those periods in between board meetings. [1:16:54] should one of these cases arise. They are always presented [1:16:58] to you then in the clerk's report at the very beginning of it. So you'll see [1:17:02] the expenditures, but, uh, this way, uh, when we have [1:17:06] those situations where it's in the best interest of the division to pay [1:17:10] something before the board meeting, we're allowed to do that. [1:17:16] any questions for mr. Valentine? Is there a motion [1:17:24] I move that the resolution authorizing payment of bills and emergency situations [1:17:28] and in months with only one school board meeting be adopted as presented? Is there [1:17:33] a second? I second. Any discussion on that? All [1:17:37] those in favor? Aye. Aye. Opposed? No. Thank [1:17:41] you very much. Next up we have the sixth [1:17:45] reading of policy I-I-b-e-a dash [1:17:50] r two slash gaab dash r two employee use of social media [1:17:54] and electronic communication. Dr. Costner, madam [1:17:58] chair board members, as you know, this is a very important policy and that we [1:18:02] have been working diligently not only with school board [1:18:06] members, but also, um, we've had input from the, um, our [1:18:10] faculties and staff. We've also had input from our attorneys and presented [1:18:15] to you is, um, what they feel [1:18:19] has come together to, that'll be legal, um, from our legal side [1:18:23] and meets the components of what was, um, discussed and covered throughout our, [1:18:27] um, social media policy. So we do bring this, um, for [1:18:31] approval tonight. Um, the move that warren county school board approved policy [1:18:36] iiba dash r two slash ga b dash [1:18:40] r two employee use of social media and electronic communications as presented. [1:18:46] any questions for dr. Costner or comments? Um, [1:18:50] I just had the, the questions I see where on the attached document [1:18:54] it has the notes from the attorney. [1:18:58] um, have we already, that's already been fixed. [1:19:02] those, those little issues have already been rectified, correct? I just wanna confirm, [1:19:07] correct? Right. Yes, ma'am. Okay. It wa it was sent to on the request [1:19:11] of the board, it was sent. Once we got the input, we went ahead and also sent it to the [1:19:15] attorney so they would have time to review it, um, so that we wouldn't [1:19:19] have to carry it forward to another reading. Okay. So the little tweaks have [1:19:23] been, it's good to go now. So we don't have to worry about these [1:19:28] comments from the no. Okay. [1:19:33] is there a motion, I, I move that the warren county school board approve policy [1:19:37] iib eea dash r two slash gab dash r two [1:19:42] employee use of social media and electronic communication as presented. Is there a second? [1:19:46] second. Thank you. Is there any discussion? All [1:19:50] those in favor? Aye. Aye. Aye. Opposed? No. Thank [1:19:54] you. Six times a charm. Dr. Costner . [1:19:59] next up we have the third reading of the sbma updated policies. Dr. [1:20:03] costner? Uh, yes ma'am. Madam chair, um, school board members, um, one of the things [1:20:08] that, this is the third reading of the policies. As you can see, it's d-j-f-e-b-e-b-a-b-e-b-b [1:20:15] gab slash iiba. One thing I would like to point [1:20:19] out before the board makes the decision on these policies, I know it's the third reading, [1:20:23] um, when talking with our director of technology, we did notice [1:20:28] that policy, g-a-b-I-I-b-e-a acceptable [1:20:32] computer use systems use was also submitted with the second batch, [1:20:36] um, that we received in on december the 19th and is listed under the first [1:20:41] reading. I did remove it because I didn't [1:20:45] see the need in us read, having this reading and then the next reading. Um, so [1:20:49] it is on the third reading for this one. 'cause we've already had two readings. Um, [1:20:53] one of the things that I did wanna point out though, if you, if you can turn [1:20:57] to that policy, and I'll read to you this, our director of [1:21:01] technology felt this was very important that it is added to the policy. [1:21:06] um, and it is, it's on the last page of [1:21:10] policy, g-a-b-I-I-b-e-a. And it's [1:21:14] the internet safety policy was adopted by the school board, um, following [1:21:18] public notice in public, in a public meeting, accordance with the children's [1:21:22] interact protect internet protection act and also [1:21:26] an an authorized individual may disable the technology protection [1:21:30] measures for adults for bonafide research or other lawful [1:21:34] purposes consistent with cipa [1:21:39] requirements. Those were two things that were added to make sure that we [1:21:43] were in compliance with the children's internet protection act. [1:21:48] so I did want to, I did want to point that out before the board made a vote on [1:21:53] all these [1:21:57] questions for dr. Costner and the attorney is good [1:22:02] with that addition. We've got the green light for, [1:22:06] for the, for the change, the change that was submitted from, um, [1:22:10] that, that was, this was not submitted to the attorney for those two sentences. No, ma'am. [1:22:19] we are confident it's legally . I I feel confident [1:22:23] in the, that the information that was presented and asked to be placed on here [1:22:27] does follow the child's internet protection act just to make sure that we are in [1:22:31] accordance with it. Okay. Additional [1:22:36] questions. Is there a motion [1:22:45] I move that the warren county school board approves the sbma updated policies [1:22:49] as presented? Is there a second? I'll second. [1:22:53] any additional discussion? All those in favor? Aye. [1:22:58] aye. Aye. Opposed? No. Thank you. Thank you. Dr. Costner. [1:23:02] next up is gonna be the first reading of the, I think final set [1:23:06] of s well, um, madam chair there is one of [1:23:11] the things. This is, this is the final set that came in. There will be another [1:23:15] parts, jay, were not added to this component. Um, [1:23:19] uh, due to time constraints. Okay. Um, but we will have j coming, [1:23:24] uh, there are 10 more policies under j but it is the final set, which [1:23:28] will be the next reading. We'll have the first reading of those policy js. [1:23:32] okay. Um, but the others that are listed here are the other policies that are [1:23:36] for, there's 29 listed here that are for the first reading and, [1:23:40] um, that this also was shared with cabinet to [1:23:45] make sure as they go through it, 'cause some of them do deal with instruction and deal with diff different [1:23:49] departments are asked to look at it to make sure, um, that we are [1:23:53] in compliance and can follow what's, what's going on. Anything with this first reading [1:23:57] that we should bring our attention to? Nothing. [1:24:01] nothing that's come up. Yeah. I'm sorry. Go ahead. Go ahead. I was gonna say [1:24:05] nothing that's come up. They've just, we've just had time. We received it like [1:24:10] december the 18th. December the 19th. We were out cabinet met the, um, and [1:24:14] so they've, they're digesting it now. Um, and that's, again, that's where [1:24:18] it came up with I-I-b-e-a the previous policy. So, um, [1:24:22] but as, as of right now, nothing has jumped out. There were [1:24:26] some changes, um, that were noted [1:24:31] and it's in one of the late in the policies. Um, I know that [1:24:35] it's for you all the color coded, you'll see some of where it's in green writing [1:24:39] such as the, um, policy ikeb acceleration. [1:24:43] there were some recommendations there. So anything in green is [1:24:48] what the, um, sbma did make those recommendations. [1:24:52] the only thing I saw was, um, it was very minor, but on the cross-referencing [1:24:56] section on, uh, kg community [1:25:00] use of school facilities, 'cause they had this, we already, we've made [1:25:04] some updates to some policies about school facilities just that we would add, [1:25:08] and I can hand you this thing just basically kg dash e kg dash e two and [1:25:12] kg dash r just under the cross cross reference area because [1:25:17] they do relate to school facilities and use and things like that. Okay. [1:25:25] anything else else this evening? This is just our first reading, so we'll see it again at our january [1:25:30] work session and then at our february meeting. [1:25:35] okay. Thank you dr. Costner. Alright. [1:25:39] thank you mr. Mcfadden. I'll get that information for you after the meeting if that's okay. [1:25:43] you can get it now. Oh, okay. He approach the bench [1:25:48] you. All right. Next up [1:25:53] this evening we have acceptance of a new scholarship. Ms. Bragg. [1:26:10] the following new scholarship opportunity for the warren county high [1:26:14] school class of 2026 is presented to the board for approval. [1:26:19] the shero nick nicholson memorial scholarship honors the memory [1:26:23] of charo a 1976 graduate of warren county high school who excelled [1:26:28] in girls basketball and softball. The recipient of the $1,000 [1:26:32] sch the $1,000 scholarship will be a graduating warren county [1:26:36] high school female athlete pursuing higher education. Warren [1:26:40] county high school is grateful to the benefactors tim and tammy jar for their [1:26:44] kind contribution and support of their graduates. [1:26:49] thank you. Is there a motion [1:26:56] I move that the she nick nicholson memorial scholarship for warren county [1:27:00] high school be accepted with gratitude? Is there a second? Second? [1:27:05] any discussion? All those in favor? Aye. Aye. Aye. Opposed? [1:27:09] no. Thank you. And thank you for the generosity [1:27:15] next up this evening. Um, we, we pulled two sets of minutes [1:27:20] the november 13th and november 19th meeting minutes, [1:27:24] um, for no reason other than we had a board member who was missing, um, [1:27:28] during those, those meetings. And so if I could have [1:27:32] a motion to approve at this time, I move that the minutes of the november 13th, 2025 [1:27:37] work session be approved as presented. Is there a second? I second. [1:27:42] any discussion? All those in favor? Aye. Aye. Aye. [1:27:47] no, I abstain. Thank you. [1:27:51] and same for the november 19th, 20, 25 minutes. I move that the minutes [1:27:55] of the november 19th, 2025 regular school board meeting be approved as presented. [1:27:59] is there a second? Second? Any discussion? All those in favor? [1:28:03] aye. Aye. Opposed? No, I abstain. [1:28:07] thank you. Next up this [1:28:11] evening, we have the creation of the policy review committee. [1:28:16] um, as you know, we have our standing committees, we have [1:28:20] the, um, a member on the mountain vista governor school governing board, and then [1:28:24] we also have our facilities committee, um, [1:28:29] typically that we do. And then this evening, we would also like to [1:28:33] continue the work that mr. Mcfadden and our previous fort representative [1:28:37] ms. Lowe had been doing as a policy review committee. We'd like to make that [1:28:42] an official committee for our board, or at least that is what's being presented [1:28:46] at this time. So, um, if there's any question or discussion [1:28:50] about that or if there's just a motion, that would be great. I [1:28:54] move that a policy review committee consisting of two school board members be established as [1:28:58] a standing committee of the board with members being appointed annually at the organizational [1:29:02] meeting. Is there a second? A second. Any discussion on that? [1:29:08] all those in favor? Aye. Aye. Aye. Opposed? No. Thank you. [1:29:14] and then next I would like to ask if there, um, is a motion to [1:29:18] appoint two members of our board to our newly created policy review [1:29:22] committee. [1:29:27] I make a motion to add tom mced and jr. [1:29:32] and sarah jones to the, uh, policy [1:29:36] review committee for 2026. For 2026. [1:29:40] is there a second? I'll second. Any discussion on that? [1:29:44] all those in favor? Aye. Aye. A aye. Opposed? No. Thank [1:29:48] you. Okay. [1:29:53] next up this evening, we have board member requests going in the [1:29:57] same order. Ms. Salan? I [1:30:02] do not have any requests. Thank you mr. Mcfadden. I have a couple requests, [1:30:06] um, some I've asked in the past and just wherever they went, they went, but [1:30:10] we're talking about 'em again. First is when, uh, now that we're on this, uh, review committee [1:30:14] for the policies, one of the easy ways to, to evaluate [1:30:18] and for us to collaborate on a, on a document is for having it be in a google doc [1:30:23] where we could red line it, we can talk about it rather than just being a stagnant pdf. [1:30:27] so I'd like to ask, whenever we have a document for the board review, whether it's a policy or [1:30:31] anything that we, we need to edit of some sort that it could be uploaded as a google [1:30:36] doc shared doc, however it is that it's not just a pdf. You can have the pdf as well, [1:30:40] I guess, but mainly as a, as a, some sort of document that you can do redlining, [1:30:44] um, to be able to see what different people add to it. I think that's very, it will work [1:30:48] out for us on the policy committee for sure. And, um, that would be one request. [1:30:53] um, the second one, I brought this up a long time ago, but uh, we're still not listed [1:30:58] anywhere on the county's website. I think the warren county website, [1:31:02] uh, government website should have a link under its government tab that has a place called boards [1:31:06] and commissions where a board, um, seems pretty easy [1:31:10] move. They wouldn't have to create a page about it, just have a link to our own website. But it'd [1:31:15] be nice if someone discovers warren county, they wouldn't know we have a school system, [1:31:20] um, based on our recent approval of the new social media and communications [1:31:24] policy. I think one of the things we, we've talked about at one of the meetings [1:31:28] before was, was talking about updating our, the, uh, trip [1:31:32] guideline. One of the, one of the things we talked about was an official form of communication [1:31:37] that a chaperone uses when they go on a trip with somebody is text messaging with [1:31:41] the, the girls or guys or students they're with. And we made some comment [1:31:45] that, well, that'd be easy enough to fix that by just having it be listed on [1:31:49] the, the parent's signature form, the release form or whatever that to say by [1:31:53] the way, you, that the chaperone has permission to contact my child via text. [1:31:58] I don't know if if we've done that or not, but I think we have to do that and we could theoretically update, there's [1:32:02] a policy on, um, called iica dash [1:32:07] r student trip guidelines that could also be added in there too, [1:32:11] is cross-reference just to, it talks about chaperones responsibility. There could [1:32:15] be something added in there saying that one of the responsibilities chaperone is to make sure they have the, [1:32:19] all the signed parental documents that in access to the kids' text [1:32:23] numbers or whatever. It's, but since we did that, that's another thing that we have to kind [1:32:27] of add to. And then also, this [1:32:31] came up at a, at a meeting, I think, I think ms. Lowe mentioned this in a board request a couple meetings [1:32:36] ago that it'd be good to find out what other school policy school districts do [1:32:40] about board member access to school attorney. I mean, [1:32:44] we know that the, the, the board that we have a school attorney that works for the board. We have a school attorney [1:32:48] that works for the, the administration, but whether their individuals [1:32:52] can call up that person and ask them questions or whether it's something that's universal [1:32:57] or there's a mechanism or whether it's off the limits or whatever, it'd be good just for clarity, [1:33:01] I did look around at different places. It's hard to find a policy that has it, but it seems [1:33:05] easy enough to create a policy that would explain for everybody. Again, coming and [1:33:10] going just I, I was under some impression that well, I, with [1:33:14] a school lawyer works for me. I know, not me, I'm part of the board, but that we could reach out to [1:33:18] it. But it has, there's a, there should be a mechanism that goes through the chair or through the superintendent or [1:33:22] whatever. So just for clarity's sake, I think some discussion and there is a policy [1:33:26] bcg that talks about the school attorney and it's basically one line [1:33:30] saying we have a school attorney. They work for the superintendent, so, and the [1:33:34] school board. So those are my requests. And again, these are po many of [1:33:38] these are policy things that we can of course work on. But this is just something I was thinking [1:33:42] about. And that is it. Thank you, ms. Jones. [1:33:48] I don't have anything mr. Kline. Um, [1:33:52] I know we're getting ready to go into the budget season and looking over the [1:33:56] budget and, um, this might have, uh, be [1:34:01] a part of it, but I'd, I'd like to start the, um, discussion [1:34:05] on a, um, something like a communications director, um, [1:34:10] to, to get all these good things that happen out to the public. [1:34:15] um, just like tonight, the, uh, picture all the pictures taken with [1:34:19] the as road school. Um, those to me are all things that I [1:34:23] think the public should see. Um, not just about hear about the bad stuff, [1:34:27] but we, we need to get all the good stuff out. I know it's an expense, but, [1:34:32] um, I think it would just be really good for the public to know exact [1:34:37] exactly what's, um, what's happening in our school systems. Um, [1:34:41] they're, um, they do a lot of good stuff and [1:34:45] I know the, um, you know, with the ffa, uh, they do [1:34:50] a very good job of getting their information out. Um, I just [1:34:54] think that we ought to talk about how we can, um, how [1:34:58] we can get that out a little better. [1:35:02] thank you. Um, I, [1:35:06] one thing that we failed to put on our agenda this evening, [1:35:10] we didn't officially say we would not have the budget committee anymore [1:35:14] as a standing meeting, so we'll try to carry that over for the work session, [1:35:19] um, later this month. So that would be one thing that I would add. [1:35:23] um, mr. Mcfadden's already, um, brought my attention to the policy [1:35:28] bce, which is, um, our policy that discusses our standing committees. [1:35:32] so that's one that we could have at our work session to bring up, um, [1:35:36] later this month again, to, to add our new committee. And then [1:35:40] assuming we officially dissolve our budget committee subcommittee, we can, um, [1:35:44] take that out of there. Um, and then, [1:35:49] yes, the field trip communication form, actually when I was calling around and talking [1:35:53] to, um, some of our advisors and teachers that would be going on a lot of these overnight [1:35:58] field trips, that was a concern. Like what would this permission slip [1:36:02] look like? How am I not gonna get in trouble by texting students while we are 12 hours [1:36:06] away? And so I do think if we had just [1:36:11] one uniform statement that every school would have access to [1:36:15] that gives that permission when the parent is giving permission for travel, [1:36:19] um, to also just say right there how you're gonna be contacting while you're [1:36:23] away, then that I think would really make everybody a lot more comfortable with the new policy [1:36:28] that we just put in place. And then, um, [1:36:32] maybe when, uh, dr. Wright, when you meet with, um, the county administrator, [1:36:37] you can ask about that website update for us. , my list . [1:36:42] I thought probably it might be , so I think that would be great. Um, [1:36:46] okay. And then, yes, I agree with you mr. Klein. Um, [1:36:51] communications director has been a topic for many years now, so maybe that's [1:36:55] too fancy of a title, but if we could just get a, maybe a cheerleader [1:37:00] of some sort, some sort of pr person that wants to put out, [1:37:04] you know, what we're doing in our schools, that's, that's maybe a [1:37:09] lower pay scale way of saying communications director. [1:37:13] um, it doesn't hurt our budget quite as much perhaps, but I think [1:37:17] I agree that's what we need. Okay. And that's it that I have [1:37:21] for this evening. Um, so if I could get [1:37:25] a motion to go into executive session, please. This motion is made [1:37:29] that this open public meeting of the warren county school board become a closed meeting pursuant to [1:37:34] virginia code section 2.2 dash 3 7 1 1. [1:38:05] is there a second? I second it. Mr. Valentine, could you do roll call please? [1:38:10] mr. Klein? Aye. Mrs. Aye madam chair? [1:38:14] aye. Mr. Mcfadden? Aye. Mrs. Salan? Aye.
