[0:03] Good evening everyone, and thank you for coming out on this cold evening for the special [0:07] board meeting of january 28th. Um, just [0:11] to give you a little idea, uh, there's no public comment during this meeting [0:16] and we will be going into a closed session. Um, and, [0:21] um, but you're welcome to stay while we're there. So, mr. Henry, [0:25] if you will read us into that please. Madam chair, may, may I make a, a comment [0:29] before we do that motion? Okay. Uh, [0:33] before we enter a closed session, I would like to state for the record, uh, the public deserves [0:38] to know why we're spending $113,000 in severance after firing [0:42] hire, after hiring this administrator just four months ago [0:47] through a professional search that took five months and cost $34,500. [0:52] the circumstances leading to this situation, the justification for this expense [0:56] and the replacement plan are matters of public accountability that should be discussed [1:01] in open session, not hidden behind closed doors. The session [1:05] under the personnel exemption is for protection of the employee, not for [1:09] discussing reasons and costs and replacement options in closed session. [1:14] I expect that we will have the opportunity following our closed session in which mr. [1:18] gal's resignation will be discussed, but we should certainly come out here to have [1:22] a general discussion about what has been going on and disclose it to the public. [1:26] it's just a matter of transparency. Thank you. Thank you. [1:31] and mr. Henry, I move that the board enter closed meeting section under [1:35] section 2.2 dash 37 11 a one for discussion [1:40] and consideration of the employment or resignation of county administrator [1:45] and the discussion of prospective candidates for the position of county administrator. [1:49] the subject matter is the recent resignation of the county administrator [1:54] in the, in the county administrator position. Is there a second? [1:59] second. Roll call. Mr. Henderson. Dr. Jameson. Alright. Mr. Henry. [2:04] aye. Madam chair? Aye. Mr. Carter? Aye. Mr. Stanier? Aye. [2:08] okay. Thank you. [2:18] all right. Lawfully exempted [2:30] from open meeting requirements under section 2.2 dash 3 7 11 [2:35] a, one of the virginia freedom of information act, and only [2:39] such public business matters as were identified in the motion [2:43] by which the closed meeting was convened, we [2:47] heard, discussed, and considered in the meeting by the public body.
