[3:48] And I'll just note that uh we'll be [3:52] looking for discussion and potentially a [3:55] motion for the RPO whether the RPO [3:58] should recommend [4:00] uh a couple of uh projects for CMAC [4:04] funding. Uh approval action would then [4:08] be taken by region two and uh the state [4:11] transportation [4:13] commission um down the road. The [5:46] first is providing uh go through with [5:49] erda has two segments. Um one first [5:53] along church road and that connects to [5:56] the rabbit lane and then also continues [5:59] its way to debates canyon pathway. Um [6:02] where this will be an asphalt path [6:04] extension as it's talked about here [6:06] that'll connect to the junior high also [6:08] the high school and Rose Springs [6:11] Elementary School. So it's um reaching [6:15] kind of these last critical segments [6:16] into some neighborhood segments but also [6:19] making those connections especially to [6:20] the junior high. Um this total cost has [6:24] been provided and estimated uh by Erdan [6:28] and uh engineer and due to those um [6:31] people walking and to be able to get to [6:34] the junior high the emissions that would [6:36] be saved are 75 kgs as demonstrated and [6:41] it's above the benefit cost ratio needed [6:45] to to be able to be funded. [6:48] The second um first of all I guess I'll [6:51] pause here. Any any questions about this [6:53] pathway or this project? [7:02] » Not seeing any. [7:05] » All right, I'll keep going. Uh the next [7:08] one is from Lake Point and this is for [7:11] Saddleback Boulevard and it extends from [7:15] um SR36 [7:18] um out to an existing I don't have the [7:21] uh existing sidewalk that's already out [7:24] there um to a roundabout to the east um [7:28] connects into the neighborhoods and a [7:30] UTA bus stop that will be on SR36 [7:33] providing that first and last mile [7:35] connection And [7:38] sorry, I'm just quickly looking up for [7:39] that Sunset Road. There we go. On the [7:42] north side of Saddleback Boulevard. Um, [7:46] so being able to provide again another [7:48] asphalt path that will be able to [7:50] provide people um with a way to connect [7:53] into a a transit option. Um the cost [7:57] that's been estimated is $300,000 [8:00] um with the local match of $20,000 [8:03] and reducing emissions from those people [8:05] that are walking to provide that or [8:08] riding their bike to the bus stop. Um [8:12] and provides the daily emissions [8:14] reduction and a benefit to um [8:19] qualified to be met for this funds. [8:24] Are there any questions about this [8:25] project? [13:24] » Um, thank you very much for the time. [13:26] Uh, Grantsville, as you know, is the [13:28] community just to the west of Mura. So, [13:30] we want to make sure that that's clear [13:32] on the record. [13:35] » Wow. [13:36] Love [13:39] such good friends. [13:44] I said quite a part out last, didn't I? [13:46] [laughter] [13:46] » Yeah, you did. [13:48] » Um, we are [13:50] pretty much done with our transportation [13:52] master plan update. So, we're excited [13:54] for this opportunity to share the [13:55] process that we've been through. And [13:57] [snorts] just a few of the key [13:58] highlights here. Um, in 2022 there was [14:03] an update to our transportation master [14:05] plan that was gone through and kind of [14:08] almost adopted but never really got to [14:10] the stage where the city council [14:12] adopted. There were some things that [14:13] needed to be worked through. The next [14:15] few years we um uh authorized a refresh [14:20] and procured some grant funding through [14:22] UDOT. Thank you very much UDOT for the [14:24] help with that. And um it's uh we have [14:28] $90,000 that we put towards this update [14:30] to our transportation master plan. We uh [14:33] are currently working with uh Jones and [14:36] DeL who have been great to work with, [14:38] very responsive and very engaged with [14:41] this uh city when uh we started working [14:45] on this last October. And like I said, [14:48] we're getting really close to being [14:49] done. Um some of the highlights that I [14:51] wanted to point out were um we uh looked [14:54] at the transportation uh master plan and [14:57] how it aligns with UD do's uh overall [15:01] transportation vision. And that was [15:04] important for us because we work with uh [15:07] UD do and with the county and with other [15:09] communities and trying to put together a [15:11] product that will um be integrated into [15:14] a a whole transportation system. [15:16] Obviously, you don't start your car and [15:18] end all of your car trips in Grantsville [15:21] and not all of your car trips end up in [15:23] Grantsville if you started somewhere [15:25] else. So, uh this is a network and a a [15:29] comprehensive kind of thing and we have [15:31] to look at the way that each community [15:33] works with and [15:36] more. So, that was important to us. [15:42] We start with looking at what our [15:44] current asphalt situation looks like in [15:46] the city and there are areas that will [15:49] need to be worked on and replaced. As [15:52] such, um some of those were will be [15:54] eligible for an upgrade as well as we [15:56] look into that. So, um this was an [15:59] important place for us to start with [16:01] kind of an inventory of what our asphalt [16:03] looks like. [16:06] Um then we looked at how to treat those [16:09] things. Probably skip past that one [16:11] pretty quick and [16:14] this one as well. Just looking at how [16:17] these uh roads are being serviced and [16:19] are servicing the community and the [16:23] residents that are there. [16:28] » Sorry, this is struggling. [16:31] » This one we're looking at. Um this slide [16:33] talks about the functional [16:35] classification and how we have different [16:37] options for different uh intensities of [16:40] uses and different road types. [16:44] Let's look at that. [16:52] » This one has breaks down the um amount [16:54] of mileage and and road width and the [16:59] the percentage of different types of [17:01] roads in town. [17:04] We looked at um ADTS the the [17:10] is that average or yeah average daily [17:12] traffic and then we have some peak [17:14] numbers there as well on different roads [17:16] in town and uh some of these were [17:19] surprising some of these were as you [17:21] might expect obviously Main Street is uh [17:23] not on there because that's information [17:25] that UD do helps us with but these are [17:27] other roads that we saw in town and um [17:30] it was uh there were some definitely [17:33] interesting things that we um noted as [17:37] we work through this process. [17:41] One of the things that's important and [17:42] continues to be important has to do with [17:45] uh active transportation including [17:48] pedestrian facilities as well as bicycle [17:50] and other modalities. And we want to [17:52] look at different kinds of things that [17:54] we could implement some areas in town. [17:56] Um we don't have a huge trail network in [17:59] town as of yet, but uh as the [18:04] pressure to develop increases and as we [18:06] see um additional homes, businesses come [18:10] to Grantsville, as we're anticipating, [18:13] we're going to want to see more of these [18:14] kinds of things both on street and [18:16] separated uh paths and and other things [18:19] to help keep our folks safe as they move [18:21] around the community. [18:24] This was just kind of interesting. This [18:26] was their population estimates as we um [18:29] are pushing forward now. The uh the [18:32] estimates that you see there are where [18:36] we are right now. You see we started [18:37] from 2015 which gave us a nice base [18:39] number of about 15,000 people and we're [18:42] anticipating doubling that over the next [18:44] 25 years and getting up to [18:47] around 30,000 35,000 people. So that's [18:51] going to be some pretty big growth for [18:52] us uh in the next 25 years. And and it's [18:55] important for us as we move forward with [18:57] these things that we have um goals and [19:02] anticipated needs and and that kind of [19:05] thing. So that's why we're looking at [19:06] this kind of chart where we've got [19:08] different roads and excuse me the [19:12] patterns for transit and other uses that [19:15] we will anticipate there. Um, Dery [19:18] Street, I think, is a big one. As folks [19:20] look for an alternate way to get east [19:22] and west through town, Main Street kind [19:24] of becomes a little bit well, it just [19:27] gets bogged down. So, uh, that traffic [19:29] is going to push to the south onto Dery [19:32] Street. And as that connects up over to, [19:35] uh, the industrial area on the east side [19:37] of town, the residential areas on the [19:39] west side of town, we're anticipating [19:41] that that could be a significant east [19:43] west core. uh sheet lane obviously there [19:46] towards the middle is u [19:49] going to be a big one as well as we go [19:51] forward. [19:54] So we are looking at road crosssections. [19:56] This these are updated roadway [19:58] crosssections. This was in in order to [19:59] keep with state code and uh the pavement [20:02] widths that they allow for now in their [20:06] infinite wisdom and all their traffic [20:08] expertise and yeah the way yeah all of [20:11] that. Thank you. Thank you for that. [20:14] Sorry, I said that quiet part. [20:18] Um, and then overall we've got a network [20:21] of uh corridors and and transportation [20:25] routes. One of the things that we're [20:27] working on very closely currently is uh [20:31] we're working with the county and with [20:32] the uh to will army depot to um [20:39] procure some rightway along the north [20:40] boundary of the depot or road that will [20:44] run east and west again similar to the [20:48] way the Derby road moves east and west. [20:51] and then N green which is just above the [20:53] it's kind of in between uh Dery and the [20:57] key of that green line. [20:59] Um as you can see as they move to the [21:02] west they follow kind of the natural [21:05] topography to connect over to areas that [21:07] are developing out on the west side [21:09] above where the Walmart distribution [21:11] centers at. And uh then we have things [21:15] on the north side of town [21:18] that are [21:21] anticipated to be needed in the [21:25] the future the window of this [21:28] transportation master plan which was [21:29] about 25 years. So [21:32] it's all on the table. It's all open and [21:34] all ready to be looked at. And we're [21:37] excited. We're very grateful for the [21:39] funding for the assistance and all of [21:41] the love and support that we have from [21:43] the county and from other communities as [21:45] well as from Utah. What we were what we were thinking [22:29] was maybe putting it on the south [22:32] provides a better connection to 112. Um that is [24:31] something from the to Valley area study [24:34] that we taking that we thought made made [24:38] good sense. Um how how that connects [24:44] obviously that that hasn't been fleshed [24:46] out. Um could we move the proposed [24:48] interchange with Valley? [24:51] Absolutely. So because of that by by [24:55] showing 33rd Parkway, we we see actually [24:58] both 33rd Parkway and 2000 North as [25:01] being um east west priorities for this [25:04] area. So having these lines on on a map [25:08] and then those being adopted into the [25:10] local master plans, I think will will [25:15] provide some long-term benefit to the [25:19] community. [25:22] I assume along those lines though [25:24] because that part that's going to the [25:26] east is not in grandson, [25:28] » Right? [25:29] » And so we'd have to have the other plans [25:31] identify that, [25:32] » Right? Yeah, that's that's both probably [25:35] Twilla City. I don't know if it goes [25:37] down that far, but Twilla City would [25:38] have to have that on there. [25:40] » So I would have to jump I'm not sure [25:42] what you do at 112. If you're jumping [25:44] 112, you're jumping mid valley, you're [25:46] jumping the the bike path as well. I'm [25:48] not sure how those all work out, but [25:50] that's the the issues we have in [25:51] between. [25:52] » Yeah, from a from a a line extra [25:54] perspective, it it it seems to make make [25:57] a lot of sense, especially with Colonel [25:59] I think it's Colonel Road, what Grant [26:01] Grall that runs along the north edge of [26:04] of the Army Depot. You know, trying to [26:07] connect these um these future and [26:10] existing roadways in a so they're not [26:13] skewed um better alignment. [26:17] I think that that that will benefit the [26:20] network, the local network. Um how we [26:23] how we do that that that still need to [26:27] be. [26:28] » Yeah. So, [26:53] » Uh, for the next item, um, as most of [26:58] you are aware, uh, every four years, the [27:01] state and the four NPOS and UTA update [27:05] the statewide unified transportation [27:07] plan, uh, the four MO regional [27:10] transportation plans, the state long [27:13] range plan uh, for areas outside of the [27:16] NPOS's, and the UTA transit longrange [27:20] plan. [27:22] Uh these plans are pretty critical uh [27:25] for major roadway capacity needs to be [27:28] identified and plan for as well as [27:30] transit and active transportation needs. [27:34] And the next update of these plans is [27:37] currently scheduled to be completed by [27:40] mid 2027. [27:43] So year to a year and a half from now. [27:47] and we'll cover the time period 2027 to [27:51] 2055. [27:54] Uh there's no requirement that the Tilla [27:57] Valley RPO plan be on the same schedule. [28:01] Uh but it would probably help uh with [28:07] better coordination and alignment uh [28:11] dialogue and opportunities to do our [28:14] best to to work together uh for getting [28:20] coordination more coordination between [28:22] local facilities and state facilities [28:25] and the plans for such um to update the [28:29] RPO plan on a similar time frame to uh [28:34] the unified plan and the NPOS's and and [28:37] the state and UTA. Um [28:41] any comments or thoughts about that [28:45] initial thought, [28:49] » Please sh [28:57] anything you'd like to say in that [28:59] regard? I've got a bit of background on [29:03] that. I can share a few thoughts, but [29:05] Matt, anything you'd like to share? The [29:09] question was any thoughts or plans in [29:14] regard to bringing tracks or UTA [29:17] uh more fully out to to [29:25] » Um Sorry, I had to step away, but I did [29:27] hear you when you repeated it. Um [29:31] uh anything that we have planned should [29:34] be in [29:36] um RTPs or our longrange transit plan. Um so uh about five years ago uh [30:12] UTA and local governments worked on a [30:16] transit uh feasibility study and [30:20] identified four different alternatives [30:23] for improved transit between Tula Valley [30:26] and Salt Lake Valley uh including [30:29] commuter rail and uh bus rapid transit [30:33] uh and a couple other alternatives. Um [30:38] the uh costs both both from a cost [30:43] perspective and from a wrership [30:45] perspective [30:47] uh it was difficult to justify anything [30:51] um beyond [30:53] uh an enhanced bus service. Um that can [30:58] certainly be looked at again. Uh but [31:00] that's um [31:04] our most recent uh transit feasibility [31:07] study. Uh looking at that, [31:12] like I said, costs and writership were [31:15] both analyzed. I'd be happy to get a [31:18] copy of that [31:20] sent [31:22] to to you and whoever whomever else [31:25] would would like it. But um what I [34:30] propose is holding an additional meeting [34:34] of the RPO the latter half of April uh [34:38] to look at the existing RPO plan highway [34:42] plan highway element of the plan and [34:45] identify what highway projects would be [34:47] appropriate, what roadway projects would [34:50] be appropriate to add to the plan. Um, [34:54] and then at our June meeting, take that [34:58] list that we come up with in April of [35:01] needed roadway improvements by 2055. [35:05] Uh, in June, uh, come back and develop a [35:10] proposed phasing or prioritization of [35:13] those needs. Um, up to 205. [35:18] Uh and then at our September meeting, [35:20] I'd propose looking at both our active [35:25] transportation and transit plans that we [35:29] currently have and uh trying to identify [35:32] updates to those. Uh and then taking [35:37] that out into public comment uh in [35:40] October or November. [35:43] And uh and that would allow us to get [35:47] some uh public input on the uh the RPO [35:52] plan prior to UD do getting public input [35:57] on the statewide plan uh in the winter [36:03] like January February time frame. Um some of you were [39:08] in a meeting. I remember Shelby um uh in [39:13] July of last year we were looking at [39:16] households in 2023 and I asked if you [39:19] could provide that feedback. So we took [39:21] that feedback and we proved our 2023 [39:24] estimates. These were like these are not [39:27] like at the county level but for zone [39:30] specific so much smaller [39:32] city level it's much smaller and [39:36] » Are you actually [39:38] » Thank you um we'll show you what the [39:41] granularity is um here um but so we did [39:45] that last year um in around October we [39:49] sent an email out to [39:52] jobs so thank you for all of those that [39:55] provided feedback for us. We implemented [39:57] that as well and now we're here to look [40:01] at the future. So we took 2023 estimates [40:05] with all the feedback that we got from [40:06] you and we um use that as a starting [40:10] point and then projected out all the way [40:12] in 2055. And that's what this map is [40:16] showing. Um, so what we'd like your help [40:20] now is to review 255 [40:24] both households and job estimates. Um, [40:29] we so um it's all at what we call zones [40:35] um that make up the entire county. Um [40:39] and so um you can zoom in to either [40:44] dwell or like orville maybe just to kind [40:49] of so the more populated the area the [40:52] smaller the zones get. Um so I just want [40:54] to give you a sense of what these look [40:57] like but [40:59] um our so what we did was we used the [41:02] KCR policy institute estimates we call [41:06] them totals um they give a high level so [41:10] for in the case I was looking at these [41:12] numbers earlier [41:13] » Can I just click on [41:18] we have by 2055 [41:24] almost 58,000 [41:27] homes households. [41:28] » It's not me. [41:30] » Jobs. [41:36] » I feel so stupid right now. [41:38] » You have about 44,000 [41:40] jobs in the future. So, our job is to [41:43] get those numbers that try to allow you [41:45] to do these different things. We did our [41:47] best to get uh appropriate numbers, but [41:51] that's why we need your help to see if [41:53] they make sense. Um we we knew something [41:56] from previous studies from components [41:58] we've received in the past. So we try to [42:00] use all of that and do our best to put [42:03] that together. Um but now we need your [42:06] eyes on this and see does this make [42:08] sense. So we did a few things that I [42:10] wanted to just uh kind of guide you on [42:12] how to review this. So if you could at [42:14] the very top there is on the uh right [42:17] side there's HH which stands for [42:20] households and there says EMP that stand [42:22] for employment. Um and in each of them [42:25] we have four different layers. So [42:28] different ways of looking at the data. [42:29] So the first one which is what when you [42:31] open it what you're going to see is [42:32] households for 2023 but you can um [42:36] uncheck that and look at just uh 2055 [42:41] which is the next layer over that's just [42:43] so 555 [42:46] um but then the next one down is for the [42:50] change. [42:52] So this is how much each of these zones [42:54] is growing. So it's 2055 minus 2023. Um [42:59] and this is helpful to see like what [43:00] zones are um growing the most sense but [43:05] maybe like there are other areas that [43:08] are growing more. So this is just a way [43:10] of explaining that. And then the very [43:12] last one is the percent change which [43:15] this could be a little bit tricky [43:16] because if you have one household right [43:19] now like in the future you have five 500 [43:22] the percent is going to be really high. [43:24] Um so this one take with a grain of salt [43:28] because of that area that is zero right [43:30] now but you're going to have growth in [43:32] the future it may may have like huge [43:34] percentages. So this is just different [43:36] ways to look at the data. Um so this age [43:40] is just for households and the same [43:42] thing is this for employment where we [43:44] have jobs for 2023 [43:47] for 2055 the absolute difference of [43:50] those those two and the numbers percent. [43:52] So, what we're looking for um is for you [43:56] to look at this and see if it makes [43:58] sense. If it doesn't, if you have areas [44:00] that shouldn't be going, shouldn't be [44:03] drawing at all, but um should uh put a [44:08] point in there. So, the way to put the [44:10] point is on that same uh top right, the [44:15] second symbol. Yeah. Right there. [44:20] Uh there's new feature. you just click [44:22] there and you can start putting that [44:23] anywhere and then you can write in a say [44:26] this doesn't make any sense it should be [44:27] way less um there may be cases where you [44:30] know there's a development coming in [44:32] already there should be at least 200 [44:35] homes in this area that's the type of [44:37] command that we're looking for and then [44:39] you have time frames for those even [44:42] better like oh there's a development [44:44] coming here in 2030 [44:46] and 2030 we should have about this that [44:49] is helpful because what they need to do [44:51] was time it. So, we're showing just just [44:54] 2055, but then we need to start putting [44:57] them5 [45:00] now 2025. [45:03] » That makes sense what the request is. [45:06] » Yeah. Okay. So we need to feel that [47:31] growth in the entire country or maybe [47:33] all the developments that you have are [47:35] going to push us to 50,000. So we need [47:37] to start prioritizing which ones are [47:39] more sure than others or maybe at the [47:41] moment you say there's 7,000 units [47:43] coming in but maybe realistically we're [47:45] talking about5. [47:49] So we just start making some decisions. [47:51] So the more information we have the [47:53] better we can get this into this and we [47:57] do this every four years. So in four [47:59] years we come back and ask. So this is [48:02] not now or never but we get it now the [48:05] better. [49:57] » I'll bring [50:00] um, so going to your question on on the [50:02] safety improvements on on corridors. [50:06] One one thing to kind of look at what [50:08] Natalia was saying we're taking with the [50:11] long range we're taking that period to [50:13] look out. So a lot in most cases these [50:17] safety improvements are more during [50:19] shorter shorter time frame. So they're [50:22] just looked at differently than what [50:25] we're trying to do here. The the one [50:27] thing to add to um Natalia's schedule [50:31] for getting that that data hopefully by [50:34] the or looking at all these all these [50:38] socioeconomic data um by the end of [50:41] April what that's going to help with us [50:44] determine what what those long-term [50:48] priorities need to look like um sooner. [50:52] We we actually need um within those [50:55] recommendations and and be able to do [50:57] that analysis around that in the summer [51:00] time frame the last August time frame to [51:03] to move forward in the next steps of the [51:05] the long range planning process. So if [51:09] the as soon we can get to some level of [51:12] concurrence on the on the socioeconomic [51:17] data we can start working on the [51:19] prioritization of of course what's those [51:22] long [51:24] required speaking of um high priority [51:28] corridors. So this is a this is a list [51:31] that um the commission is is is asked to [51:35] assemble. Um and or at least our [51:39] transportation commission is asked to [51:41] assemble. And back in uh February at our [51:47] in our commission workshop, it was [51:50] recommended that we add [51:53] um Mid Valley Highway to the high [51:56] priority corridor list. [51:59] What that [52:02] you thought that would be a good thing. [52:06] But what what's important what's really [52:09] unique about this is so it it's not it [52:12] hasn't seen final approval. It's just a [52:14] recommendation. But what what's really [52:17] important about that recommendation is [52:19] that then it kind of puts [52:23] puts some emphasis on on any development [52:26] that's happening along that corridor or [52:29] adjacent to that corridor that the [52:32] department um become notified [52:36] that so that we can then start having [52:38] some of those coral preservation [52:41] discussions. Um because right now with [52:44] with the the you don't have a project [52:47] identified [52:48] um that actually has has anything but um [52:53] planning dollars assigned to it. Um we [52:57] we have to work on a willing buyer [53:00] willing seller scenario. [53:03] So by by designating the thinking is by [53:06] designating this high priority then you [53:10] as locals u and county can let us know [53:14] when these developments come in so that [53:16] we can start that start having those [53:18] conversations and hopefully get things [53:22] preserved as much as we possibly can. So [53:25] it just kind of helps helps that [53:27] partnership um formalize that [53:29] partnership a little bit. Does that that [53:32] make sense what we're asking? Okay. So [53:36] that's that's really the the uh we don't [53:39] have final approval saying I don't [53:41] » March commission is when commission for [53:44] » Okay. So that'll be um that'll be [53:48] officially commission this month. Um in [53:52] fact I think it's next week two weeks. [53:54] Was it two weeks? 2013. Okay. Anytime. [55:51] » Okay. adjacent to or in because what we [55:55] want to try to do is avoid any [55:58] additional development coming in that [56:01] would then preclude us from or or would [56:05] require us to then re-evaluate [56:08] that highway alignment because now we've [56:10] got a development kind of standing in [56:12] the way. So it helps it just helps get [56:15] everybody on the same page so that as [56:17] development is pending or being [56:19] discussed, let us know. So then we can [56:22] start insert insert ourselves in those [56:25] conversations and see what what we can [56:27] do to preserve that. [56:30] » Do we have a final route?
