He could not believe how many people were out there, [4:40] how big the parade was, the car show the dinner out at the lodge, [4:46] just the whole weekend of events. He was amazed that our little town could do that. [4:51] you guys are every year, it's just getting better and better, [4:55] and I look forward to what next year brings, so thank you guys. None of us get to see everything, [7:01] and so hearing from the community your perspective [7:06] and from our community leaders is very appreciative because we don't get to see all those things. [7:13] but nothing happens without volunteers and sponsors and vendors and the community, [7:22] without everybody coming out and supporting and saying yes when we [7:27] reach out and all the things and big cities have advantages. [7:33] but there's nothing like a small town coming together to make something like this happen. [7:37] we're just grateful to be a part of it, and every one of us does it because we love wasco. [7:43] >> I just want to say that it's my first year on the committee, [7:49] but this year with the help of the orange chart foundation, which is a local nonprofit, [7:55] we actually are our own 5013c now as well. [8:11] they went out for sponsorships around the community, talked to wasco business owners, [8:17] and the amount of guesses that they [8:21] got this year was because of their face to face contact. I just want to give a shout out to them [8:27] because without the funding from the local businesses, we couldn't have done what we did this year. [8:33] we look forward to continuing the tradition and maybe bringing some more and making worser taste, [8:41] but I know wasco is thriving and it's time to award those initiatives and those successes. The totals may look a little lower, so far, [15:51] our department has handled 476 call for service and [15:55] 312 officer initiative incidents for a total of 788 incidents. [16:02] based on that, we expect to finish the month with around 1,600 incidents, [16:08] which is consistent with our usual monthly average. We have had 44 arrests so far. [16:15] in terms of stolen vehicles, we have taken three reports and recovered one vehicle. [16:22] for traffic enforcement, our officers have been very proactive so far this month, [16:27] completing 202 traffic stops, issuing 51 citations, and making seven dui arrests. [16:37] this has been a big step forward in keeping our roads safer with these oirss. [16:44] on the community out each side, we have locked nine positive citizen contacts this month, [16:50] and we also participate in the wasco rose festival parade where [16:55] our pw kids probably took third place with their float. [17:00] in addition, we're currently planning our national night out for october 10th, [17:07] and we're looking forward to another successful turnout. That concludes my report. [20:42] the policy was very specific in only naming two individuals or by [20:47] title who could execute the investment policy. [20:54] until we have a new director in place, staff is proposing the following paragraph, which I'll read, [21:02] but you have on your screen in front of you, which will get us through this period of time where we don't have [21:09] a specific finance department director. [21:13] the proposed language is in the event of a vacancy or [21:18] prolonged absence in any of the designated positions referenced above, [21:22] the city council may by resolution, authorize additional or alternate staff [21:27] to assume the responsibilities outlined in this policy. Such delegation shall remain in effect until the vacancy is filled, [21:35] the absence is resolved or the council takes further action. [21:39] all other aspects of the investment policy remain unchanged. [21:45] let me put this into a real world example we have, [21:50] as you know, operating account, a checking account, essentially, at wells fargo, [21:56] but we also maintain three separate investment accounts for our reserves. [22:01] the investment policy dictates how that money can be moved to and [22:05] from those investment accounts. [22:10] the resolution that this council passed last month following the departure of our finance director, [22:18] authorizing me as city manager to perform some of those financial transactions and what not. [22:25] I believe probably gave me the authority and do believe it gave me the authority to execute these functions. [22:34] but just out of an abundance of caution, I'd like to do two things tonight. [22:38] one is to approve this additional wording to our policy and also to specifically acknowledge and [22:46] retroactively my authority to do the one transfer that I did [22:51] in order to keep our operating accounts at a proper level last week. [32:48] I was out of town, but that run wine rose's dinner was a success. [32:54] the rose festival, which we talked about about 50 entries in the parade, [33:01] the pal float did, in fact, win third place, which is awesome. [33:06] there were city vehicles on display, city booths representing the police department, [33:11] animal control, and just the city in general. We're manned there, [33:17] and the rose tour, which was brought back this year, [33:22] using one of our ylide vans, was also well attended and very good reviews from those that took part in that.
