I know it's [12:11] uh not always the most convenient thing to get everyone in, so I I appreciate [12:15] that very much. Um, as the uh moderator stated, it was this is the continuation [12:20] of a uh CNR capital project that was brought up uh I believe in 2024 prior to [12:26] my arrival. Um, this uh a quick summary of it initially that was taken on the uh [12:33] replacement of one of the three flat roof sections of the Goan firehouse. Um [12:37] at that time uh I believe from the uh large amount of documentation that I I [12:43] went through um provided courtesy of the the members of goan and and Tom Denbeck [12:48] had assembled quite a uh dossier on the roof project. He had submitted a letter [12:52] to the RTM and to I believe the board of selectman in March of 2025 requesting [12:58] that the project be all three flat roofs in one to avoid uh tripling the setup [13:03] and transportation fees. So that's what this is. Um the bidsp spec before you uh [13:08] was prepared through um the town's purchasing office in partnership with [13:13] Trimco Roofing. Uh they're the uh the town's roofing I guess subject matter [13:18] expert uh that you would call them on call and uh this is to replace and uh [13:24] replace the all three flat roofs in one fell shot. Um there's a number of [13:30] specifications attached to it that was submitted as part of the backup. I am no [13:34] roofer, but I have learned a lot about roofs through some of our expert help. [13:38] So, I may be able to provide some backup uh and uh context, but bear with me if I [13:46] don't know the most technical aspects of the materials and whatnot, but I uh I [13:50] can give you a surface level uh layman's summary of it. It's a good quality [13:54] product. It's not the It's certainly not the cheapest possible roof out there. I [13:58] think um what what we're replacing may have been um and this isn't a uh it's a [14:04] modified bumen roof, not the traditional builtup roof as they once were known as. [14:09] Uh it's a uh very high quality high quality material. One of the most [14:14] interesting things in throughout the course of this is that we haven't been [14:17] able to find too much information about said roofs. Um, but this one will have a [14:21] microchip buried in it that um, any of us that may or may not be here in the [14:27] future when this roof needs to be replaced. Whoever gets the job can come [14:30] over, scan said hidden microchip in it, and know when it was installed, what [14:34] it's made of, how it was constructed, uh, when it got put down, and have all [14:37] that information buried into the bedding of the roof, so we don't have to, uh, [14:41] try and piece together the information again. Did you when you were looking through kind of the records [20:42] to see what might have been done, did you see anything about the pitched roof [20:46] being addressed? >> Uh, no. The I also spoke to TMCO as well [20:51] uh when they rebid this and and when they were out to create uh that package [20:56] initially. Yeah. >> Um no, there was never anything included [20:59] in any of the initial scopes about the pitched roof. [21:02] » Okay. Um, I spoke to I spoke to the luckily the the the person who wrote [21:07] this one that was just quoted referred to from 2024 still still there, still [21:11] employed, still our um uh representative. Uh, I spoke to him uh [21:17] over the weekend again just to confirm that and and so far no one has been able [21:21] to uh identify a solid answer on how old the uh the roof the pitched roof portion [21:26] is. Okay. But um he's been out to the site twice uh to write this initially [21:31] and then to update it um with a little bit better materials and things the [21:35] second time around. Um and he's he strongly believes that that because [21:40] there's a sloped uh portion on the the pitched roof, it's a it's a hip and [21:44] sloped roof that there there's some life still left in the shingle roof right [21:48] now. Um I to quote the technical assessment that he gave me over the [21:53] phone. uh it has not experienced blowoff or tear out or cracking at this point um [21:58] and uh feels that there's there's um life left in the shingled portion, but [22:03] no, so far no one has been able to >> find any paperwork that says how old [22:07] that is. >> Excellent. Um thanks for sharing [22:20] the info first on the tracking chip. I feel like that is something that's uh [22:24] pretty interesting to know that that can happen. It reminds me of like when you [22:27] put it in your dog and they scan the dog to find out where it goes. It's it's [22:30] amazing how much technology can really impact and make our lives easier. [22:34] Hopefully it works by [laughter] the time the room is done. Um when it comes [22:37] to this new material that they're um that they're per that they're get [22:41] telling us to use instead of the like you said the cheapest material. Do you [22:44] have any idea on the longet like how many years it is supposed to last? Uh [22:49] yeah, the it comes with your, you know, your standard commercial 20-year. I [22:54] shouldn't say standard because some of the other work roof work that may have [22:56] gotten done in the past may not have come with the standard warranty. Uh but [23:00] it would come with what's considered a uh indust industry industry standard [23:03] 20-year warranty. Um uh the installer themselves, bumperto bumper, two years. [23:10] Uh, and TMCO being that that we work with them, uh, TMCO is a national [23:14] roofing supplier, uh, and they have a number of contractors that are [23:17] installers for them. But they, um, they would come out prior to that two-year [23:21] bumper-to-bumper, if you will, expiring, and do an assessment on our behalf to [23:25] make sure that that the installation was done properly, uh, was all done up to [23:28] spec, and then they TMCO would provide a number of ongoing, um, ongoing [23:34] assessments throughout. uh you know, kind of like if you want the warranty on [23:37] your Honda to keep up, you got to do the oil changes and air filters when Honda [23:40] tells you. Um they would come out and do those ongoing inspections for us. And um [23:45] all all things all things kosher would go through um at 20 years, we'd be able [23:50] to refresh the roof instead instead of replace it. They'd be able to strip the [23:54] top layer off, reskin it. This is a two- layer roof. You have a heavy duty base [23:58] layer uh and then a product that's called Endura 100. Um it's not the [24:02] Cadillac top end, but it's not It's not the stuff that you have to tear off and [24:06] throw away. So, you'd be able to redeck the roof for another another 20 years of [24:10] service at the end of the initial 20 years [24:13] » for much less than what we have to do to put it together. [24:15] » Correct. It becomes what they refer to as a roof restoration at that point. Um, [24:19] by by putting in the the two-layer system, you're able to protect. They're [24:22] going to replace any of the wet insulation that's under there right now. [24:25] Tear that off, replace all the anything that's compromised right now. Um, but [24:31] uh, you know, nothing is obviously bulletproof. uh you know, hurricane [24:34] damage, things like that that may or may not be end up being, you know, taking [24:37] the road of an insurance type thing. But, uh, [24:41] all things included and all things by design would be able to get a 20-year [24:44] service life out of it and then be restored for another 20 year service [24:48] life after this. And then at that point, you re remove, you know, down to the [24:52] deck and replace the roof system as a whole. [24:56] » To the best of my knowledge, based off of [24:59] » Yeah. And who knows what products are going to be available in 20 years. It [25:02] could be a 40-year roof at that point. Um, when it comes to those maintenance [25:05] items that you just discussed, is that something that's included in the price [25:07] that's here or is that something that we would have to come up with? [28:08] have to defer to someone that 1974 um and you that were signed in [28:16] partnership um to protect both both parties in in uh both parties interests [28:21] in the properties I believe to avoid them uh becoming subject to mortgage for [28:26] improvement that it was if um that the town would would support building [28:31] building upkeep and building repairs uh to avoid the associations having I guess [28:35] put them under mortgage and at that time the uh to the best of my understanding [28:39] then at that time the town would lose its its interest in a um you know a [28:44] public safety infrastructure asset. So I believe that's how those agreements were [28:48] initially reached but I would I'm I'm waiting into waters that are long before [28:52] my time here uh just taking off the surface level. [28:57] » Will the town buy that property like they did Owagi you think down the road? [29:06] I >> or it will it always be private? And if [29:09] it is private, do they make any kind of contribution to this expense of putting [29:14] a roof on it or any other expensive HVAC, doors, whatever? Um but historically, I believe [29:27] the agreements were, you know, everything was through funded through [29:30] the town to the best of my knowledge that I've put together. I'd be I wouldn't want to [29:38] speak out of turn on something that I don't know about what had gone on in the [29:41] past, but I believe that >> understand [29:43] » everything has gone through uh through town funds. The [clears throat] other concern I have, and it was addressed a [30:43] little bit earlier, was um the the shingled part of the roof, [30:49] if it only has x amount of years, and you said nobody can really come up with, [30:54] should it be all done at one time? Because if they're going to replace that [30:58] down the road, the flat roof's going to take a beating with the debris that they [31:02] pull off. I would assume they're going to strip it and replace plywood or [31:05] whatever needs to be done. Um, [31:08] » how much more, if this company even does that type of [31:12] roofing, how much more would it cost just to do it all and let it be done for [31:16] a number of years? >> One of the uh one of the challenges is [31:20] that the project was already established. So, I just followed the the [31:23] existing scope so we didn't have to expand the scope out again and bring [31:27] this back um you know further years down the road. And and with that uh one of [31:32] the reasons that the next item is the bid wa is the uh not the bid waiver the [31:35] uh the waiting period the 15-day waiting [31:39] period to waiver it is to try to get moving before the winter so we're not [31:42] we're not subject to another winter of >> it's all good all good what everything [31:46] you're doing is good it's just u you know I'm in that field where do you just [31:52] put a band-aid on whatever is there or should it be top down selling just [31:57] replace it all and be done with it? How much more would it cost? It's not going [32:02] to get any cheaper down the road. And if we're spending all [32:07] this money on a flat roof with this fancy [32:10] migraine chip thing, we certainly don't want to damage it without having to [32:15] replace 5 10 years down the road. You know, it I'm just thinking out loud. [32:22] » Um [clears throat] I I I had to advance the uh the scope of the project that [32:27] existed. Um, like I said, we we did touch base and they said that that they [32:31] see life left in that. Um, and uh, at this time he said he he couldn't give an [32:38] accurate recommendation on replacing it other than that that he believes that [32:41] there's life left in the aphalt shingles. Um, no one, like I said, no [32:45] one has been able to identify the current age of it, but um, I think it is [32:51] it is advisable to try and get at least all three of the flats done uh, prior to [32:55] another winter. and um and then explore that uh in the next coming five-year [33:02] capital requests. Normally, I believe we're putting out a five-year window for [33:06] capital requests. So, to be able to find room in there to continue that that [33:10] portion of it if so uh if so possible so we don't wait until something is failed [33:16] and leaking. We can try and get ahead of it and get it on the radar at least now [33:19] and start looking at it while we have some time to plan out and things. and [33:22] hopefully this is um one of the last ones that we're chasing uh late. So I I [33:27] I totally hear and understand your sentiments on on everything you stated. [33:31] Um and I think that we're we're attempting to become, you know, to take [33:34] a more responsible approach and a little bit more forward-looking approach to all [33:38] these things. I see in their their uh construction notes that it's up to us [34:16] to uh disconnect and reconnect. Um which obviously we would want to approve this, [34:22] but I don't want your budget to take a ding. I know this project predates you, [34:25] so if you had to come back for more money at a later date, I just didn't [34:29] know if this was uh I don't see any evidence that it was included. Well, one [34:33] of the nice things is that that another um [34:37] another step forward we took on the buildings this year was to um work to [34:42] get preventative maintenance contracts uh on various different services that [34:46] didn't exist before. Uh one of those is that we were able to partner with MCOR [34:50] who already has uh you know a bulk of or is working towards a bulk of the [34:54] projects um and the HVAC systems in town. Uh so we signed on an agreement um [35:00] with them to provide dual services uh spring and fall turns and turnoffs and [35:05] pre or post uh heating and cooling seasons. So in the event we had to [35:09] relocate or or disconnect something or or you know if we had to drain a system [35:13] to move something around based on what TMCO needs to do for penetrations. Um [35:17] you know right now we don't know is there failed insulation around some of [35:20] those things that might have to we have to redeck a section or whatnot. Luckily, [35:24] we we now have MCORE at our disposal on call uh signed on a on a service [35:28] agreement um for all the stations uh for everywhere now. So, every every station [35:34] will be getting not only that preventative maintenance, but it it [35:36] gives us a little bit more of um it's kind of like if you have a service [35:40] agreement with your oil guy, right? >> You get kind of a little bit more [35:43] preferential treatment when you need them.
