[1:12:09] First of all, welcome to the first of us, RDF for the time to know each. [1:12:13] RDF was a touched on and desired to meet the definition of a well-bearing navigation center. [1:12:19] In compliance with the center, we built one, one, seven, built two, and seven, built 13, many, five. [1:12:25] participants of this program will have access to 24-hour staff, housing education, [1:12:31] connections to health benefits, medical care, jobs, medical doctorate, where placements [1:12:35] mental health and substance use disorder service patients. [1:12:39] These rapid-out services will be offered to support the ultimate goal of moving in [1:12:43] and permanent housing. [1:12:45] Clients can choose to be entered into the coordinated entry system and either count. [1:12:50] Actually, the coalition will continue to prepare for monitoring how these two [1:12:53] So, theoretically, they can be housed within one of the radiologists. [1:13:00] Space managers and service coordinators will be trained on evidence-based practices for [1:13:05] Planionation, including but not limited to one of the shoulder viewing and health [1:13:09] course philosophies. [1:13:11] The client's information, their outcomes and demographics will be trapped in a homeless [1:13:15] benefit information system of both families. [1:13:18] Six different clients from the surrounding neighborhoods of the U.S. [1:13:22] On board. [1:13:23] She reaches the side of our security venting, 24 hours surveillance, [1:13:28] ADA ramps, private rooms, lead resistance, [1:13:31] and five sprinklers each year. [1:13:33] Clients can be offered to a survey being within the walls of the program, [1:13:37] which includes a heavily fair area, [1:13:40] showers, food services, storage. [1:13:43] This is unlike most of the programs that you currently have [1:13:45] in the city of U.S. [1:13:48] And because the amenities are limited to program participants, [1:13:52] so traffic by outsiders in an outcome of poverty will be billed. [1:13:56] And, yes, let's be improved by programs staff. [1:14:00] I want to emphasize that RDS is not a traditional self-resistence [1:14:04] and has been named several several times [1:14:05] around all of the doctors that drive red. [1:14:08] It is not warning shelter, it is not a confidence center. [1:14:12] It is a service enriched before our low barrier navigation centers. [1:14:17] At this core, or yet offers much more than temporary shelter, it provides a support and [1:14:23] environment to pair with critical services. [1:14:26] It will offer a chance for individuals to move beyond mere survival. [1:14:30] It will help them rediscover and rebuild the less fields that they have to adapt or abandon [1:14:36] while living in shelter, and will re-affirmate clients to living in numerous. [1:14:41] During the month of August, the December of 2022, [1:14:44] the chain outreach chain mentioned in one of the slides where we are having to identify [1:14:49] 50's better people between river miles, two and five. [1:15:00] Inconcessions, and ineffective, which is why both counties have agreed to establish a partnership and properly serve this population. [1:15:09] Through this partnership, the healthier moderate has identified nearly 8 million dollars in state funding and is leading the development of the society. [1:15:16] and Santa Cruz County plans to take over the project at the sunset of New York. [1:15:22] This is a part of the fact, two counties that are structurally and culturally set by different things. [1:15:30] But everything aside, we, the common goal, which is to help the people who ask for it. [1:15:35] Earlier, there was a question about the relationships and all of us that you can see, we have quite a few people here. [1:15:40] So, dignity moves is what is called the Development Management Agency. [1:15:46] They are responsible for coordinating all of the teams, but surveyors, the contractors, [1:15:54] and they are kind of the central point of the entire group of this working on this project. [1:16:01] Community Action Board is what facing home first. [1:16:03] So, inside your packet and immediately you receive the application that can help you [1:16:07] has submitted to the state that we had listed home first, as this looks provider, but since then we have [1:16:14] huge role-level service provider with extensive experience in working with Watsonville residents, [1:16:20] and also working with this population. [1:16:25] We are here today because the city staff had a group of [1:16:28] counties on the counties and so many of them, so many parents have occasion, and that group was being [1:16:34] killed, and well, I do absolutely feel for the frustrations of the appellant. [1:16:39] I also don't want to dismiss the event that 57 people asked for out two years ago. [1:16:44] And this is a project that is intended to help them. [1:16:47] I think it's really important to find what in the size. [1:16:50] That this project is not for people who want to remain homeless. [1:16:55] This project is for people who want to resolve their homelessness. [1:16:58] This is not the people that the folks that are so passionate being disperaged by. [1:17:08] This is a whole, this group of folks wants help. [1:17:13] And I feel like that's two governments, three governments, including the city of Watson. [1:17:17] This is an opportunity for so far that to infer through the appeal and itself, [1:17:21] is about to qualify this project as a virus abuse. [1:17:26] RDS has been assessed for requirements [1:17:28] of low-variant navigation centers, [1:17:30] which is why I respect the asset [1:17:32] this appeal we tonight. [1:17:33] Inside of your packet, you would also [1:17:35] should never see the letters on the state of California. [1:17:38] We have engaged in the housing community, [1:17:41] development, housing and accountability unit. [1:17:43] As a view of all of our applications, [1:17:45] they are very familiar with this project. [1:17:47] They're what we've funded this project. [1:17:49] And they also worried that visitors will be able to bear their notifications. [1:17:53] So that's actually the end of my comments, because I was prepared for five minutes. [1:19:11] So, historically, every year, we tell me of what a rate is, and I can't have a clean up a lot of the talker I'll ever, and so a few years ago, there was a little bit of attention, because we did a clean up bloodflakes and we told them what's in both sides, [1:19:32] But I have reached out to both the county of San Cruz and the city of Los Angeles, when I first got to the county of Monterey to say, hey, for the nonprofit sector, and I let them know that we work by knowing that we're in front of the Internet, but I wanted to coordinate sort of this outreach of those things to the people that we had done so. [1:19:50] That was in at the end that I was in the month, but specifically on the fall of December [1:19:58] which was in 2022 and during the conversations of coordinating the cleanup, we had discovered [1:20:07] that there's probably a better way for us to do this. [1:20:10] And that's when I deployed the J. [1:20:12] outreach team for the 19th of November, [1:20:14] we realized there's even a interest for people on the Latin [1:20:17] for us for services and to find out why we weren't [1:20:20] engaged in the services that had lands [1:20:22] or applications for us, the Latin for March, the year after. [1:20:27] And we're at your action by the moderate [1:20:28] counting side of the river for full. [1:20:30] So we weren't doing it on the Latin side, [1:20:33] but we wanted to provide our neighbor [1:20:35] services instead of doing it. [1:20:37] and coordinate services. [1:20:38] Because we know what happens. [1:20:40] They just hop back and forth between the world, [1:20:42] almost as forever. [1:20:44] I'm very noted, but in the interest of this hearing, [1:20:49] the applicant is accounting on the rate, [1:20:51] which is a little different. [1:20:54] Yes. [1:20:55] So I'm actually contextual that this effort [1:20:58] started on accounting on the water rate [1:21:00] and that travel transition did. [1:21:02] No, actually, the result of accounting on the rate [1:21:05] decided to pursue the fighting is really because we did want it to feel like we were just assuming [1:21:10] that the Communist Center Chris would go out for the money and build it on their side of [1:21:14] river and it would serve our population. This is a partnership, so we wanted to split up all of the [1:21:19] roles and responsibilities that have the advantage of what we're going through right now. But the [1:21:24] sustainability of that program, the Chinese Santa Cruz is taking it out of the river and we're [1:21:29] question. [1:21:31] What's that timeline of that? The end of the grant ends on June 30, 20, 26. [1:21:40] We're seeing some documentation. We're familiar with the Department of Housing, the community of development. [1:21:46] From the same health care? Yes. Correct. Yes. [1:21:49] We're certain to know which needs of information for that to them. From that, [1:21:55] pertaining state block regarding low varied applications, centers, and you comment on that, [1:22:02] in [1:22:05] the lower area of education center. [1:22:12] Yes. [1:22:12] So, as I mentioned earlier, this project was typically designed [1:22:15] within that definition. [1:22:16] Inside of the application space, [1:22:18] we did call it a housing navigational center. [1:22:42] The state of California did pass a law, as mentioned by Matt earlier, that allowed these projects to be by right, and to do a little different from traditional emergency shelter, which is why I believe that the state had made it by right, [1:22:56] It's because it's not just to give somebody a safe place to sleep for an evening, [1:23:01] they will touch this wrap on the services and get them a house so they are a longer homeless. [1:23:06] And that is our goal when we get people off the left of the vehicles and into, you know, [1:23:12] the rest of the lives. [1:23:14] It's in my understanding of several of these book, [1:23:17] vocabulary and application centers. [1:23:20] I'm already counting. [1:23:21] We have three. [1:23:22] I'm sorry. [1:23:22] We have three. [1:23:24] located in the county area or in terms of the city. [1:23:27] There are in the city of Salinas, the city of C-Side. [1:23:31] But actually we have four. [1:23:33] We have two in the city of Salinas and one in C-Side. [1:23:36] What's the longest standing over here in the city that you've got? [1:23:39] The Shia Center is the original one and that we've been not too long ago. [1:23:43] There's a lot of class. [1:23:44] I believe it's 2019, 2020. [1:23:48] It's 2020. [1:23:49] It's a bit of a little bit. [1:23:51] And can you talk about the transitional rate from that project? [1:23:55] Absolutely. [1:23:56] The Chair Center performs higher than any other traditional emergency shelter in the community. [1:24:02] At average, it houses permanently about 78% of the occupants that move to that program. [1:24:09] It is our collection. [1:24:12] How many people have circulated through that program? [1:25:37] I mean, I love hearing about the success stories, [1:25:40] things like that, but honestly, those are things that I don't think really fall [1:25:46] on our side of the money. [1:25:47] But evaluating the appeal and particularly most part of the appeal that essentially [1:25:54] take us to task or misifying the law and misinterpreting a lot, that's the thing where the [1:26:01] tire needs the road thrust. And so if I may turn to our city attorney and just ask her for an [1:26:09] We'll review the city's position and in particular, you can address the points made by Mr. [1:26:18] Selvyn on behalf of the App, the app, the app, the app, the app, the app, and the library. [1:26:23] I'm sure. [1:26:32] Thank you for the question. [1:26:34] First, I think it's important to go back to the staff's training. [1:26:37] Where do you know where the code section six, five, six, six, two? [1:26:40] It's very clearly states that a low barrier navigation center is a used by right in areas that are zone for [1:26:47] use and non-residential uses are many called that family uses. So it's very clearly stated [1:26:56] that use by rate is a defined term. I mean we cannot require any type of discretionary review. [1:27:02] So the project needs the definition of a low barrier navigation center and it complies [1:27:08] statutory requirements that this statute then the city is required to permit that use that put it [1:27:20] very succinctly. With respect to the questions for the issues that were raised in the letter from [1:27:28] the attorney had part of that find it, I know that as before was referred to and that it's not with this [1:27:35] project. What's submitted as it's not submitting under that. Those provisions. There's, I think, a difference of opinion about what, what, what I'll leave a lot in forming use means and whether or not this project triggers a need or a church itself to come in for a conditional use permit. [1:27:59] and I can read the staff's presentation on that [1:28:02] and that is not triggered by the use of the low barrier [1:28:07] navigation center. As you know, Cat has been selected [1:33:15] and has signed on as the contractive non-profit operator of the MDF courses at WICSUS. [1:33:23] low barrier navigation center projects. [1:33:26] To providing tens wrap around case management, [1:33:30] an interim housing solution [1:33:31] from those who have been embarked by our lending. [1:33:36] We know that the efforts to provide solutions [1:33:38] without having happened are urgent, [1:33:40] as repairs to the living are needed [1:33:42] for the Black safety of our community. [1:33:46] We look forward to on this project [1:33:48] starting as one solution to homelessness in our community. [1:33:56] But with our long-standing involvement in connection with our on-the-house community, [1:34:00] for our current homelessness programs and services in these past years, [1:34:04] we're here tonight to express our support and commitment to the [1:34:08] resources. They force us to also know that it's a timing-home project, [1:34:12] our dedication, experience services, and referral model will continue as we bring [1:34:18] RDF, low barrier navigations that are online. [1:34:22] Additionally, through the course, participating [1:34:24] with the city's new task force on the homelessness [1:34:26] group, as well as our continued desire [1:34:29] to collaborate with community partners [1:34:31] to help create support and increase solutions [1:34:35] that are needed to improve the dial on housing [1:34:38] and homelessness in our city and community. It's [1:36:17] building home and creating a pathway to a brighter future for those who are the most [1:36:23] leading. I myself been a housing navigator with [1:37:37] 180180 later housing first and have seen how these programs work and didn't get people on their [1:37:42] feet. While the revenues, the concerns that neighbors have, this project is, I believe, [1:37:48] like the two interests that can serve rather than exacerbate them. We don't have many solutions here [1:37:53] and lots of people at this point. And this is one that is finally happening and is important for [1:37:57] regardless of any of this, it seems to me that the reality is, there's just things in [1:38:02] good grounds for a reversal. You know, I'm kind of, as to some of your points, I'm sorry [1:38:06] that you have to deal with it. I'm not sure that it's a necessarily in your purview and I don't [1:38:11] know where it will go. I do know we hear that, you know, California State is involved in terms [1:38:17] of what's happening. Actually, I can address the right-by-use issue. One of the questions I would [1:38:23] be interested in here is if we didn't move forward with it, what do we open ourselves up to as [1:38:28] the city owner and concerns there as far as your delegation or any issues in that respect. [1:38:36] So I'm just asking that you would please consider denying this appeal and allowing this to move forward. [1:38:42] And we can see dress issues that they arise.
