[1:13] Stewart, that's where I met Mario. I'm a
[1:15] UAW member as well. Uh, August 5th,
[1:18] 2006, Mario received a doctorate of
[1:21] divinity from the Detroit International
[1:24] School of Ministry. August 2007, Mario
[1:27] was ordained a minister and appointed as
[1:31] presiding elder of the house of God. He
[1:35] also was assistant to the to the
[1:37] leadership under the late Dr. Bishop
[1:40] Lavell
[1:42] Wooden Senior. April 6, 2008, Mario
[1:46] succeeded the late Dr. Bishop Lavell
[1:49] Wooden Senior to become the Bishop and
[1:53] Overseer of the Beverly House of God
[1:55] Church, now known as the New Vision
[1:59] Outreach Ministries, HGO.
[2:02] After serving over 30 years, Mario
[2:05] retired from the Ford Motor Company
[2:07] Dearborn Truck Plant in Dearbornne.
[2:10] He now he now devotes his full attention
[2:13] to his family, his ministry and his
[2:16] community which he serves so very very
[2:19] well in uh my hometown of Romulus which
[2:21] is where I reside. Uh his church is
[2:23] right down the street and uh he does an
[2:25] absolutely incredible job of uplifting
[2:27] the community and ensuring that those
[2:30] are those people who are less fortunate
[2:31] are served uh to the fullest extent. So
[2:34] with that being said, it's my honor, my
[2:37] pleasure, and my privilege to bring up
[2:39] Dr. Mario A. Clark, Senior. Mario,
[2:52] want to say good afternoon or good
[2:54] morning to everyone.
[2:57] Kind of tall, so you'll have to excuse
[2:59] me.
[3:03] We just want to as we prepare to beseech
[3:06] the Lord. We want to say it's an honor
[3:10] to stand before you all. It's a
[3:13] privilege. Um I praise God for all of
[3:16] you that are here that work so
[3:19] diligently in your prospective
[3:21] positions.
[3:22] And I want to give accolades and honor
[3:25] to my good friend and brother Alan
[3:28] Wilson, the commissioner of district 11.
[3:32] Um, as we were talking in the office
[3:36] before I got here, I was just
[3:38] reminiscing over the years that we had
[3:41] time to fellowship.
[3:43] And you have a good man on the team. I
[3:46] just want to say that he has never
[3:49] forgotten his roots. He has never
[3:51] forgotten where he's come from.
[3:54] Being a pastor, a lot of people think
[3:56] that, oh, God just blesses the pastor
[3:59] and they don't need help because they
[4:01] can go straight to God. But last year, I
[4:04] ran into some difficulties with some uh
[4:08] things after my mother passed. And I
[4:11] didn't know what to do and who to turn
[4:13] to.
[4:15] And I got up at 3:00 in the morning and
[4:18] I I went down in my office and I began
[4:20] to pray.
[4:22] And
[4:24] not even realizing that I had the Wayne
[4:27] County Commissioner in my rolodex on my
[4:31] phone,
[4:33] it dawned on them. It just like a light
[4:35] came on. You know, you've done all you
[4:37] can do.
[4:39] And I I just didn't know where else to
[4:40] turn. And I thought about it. I said,
[4:45] "God has given me all the tools that I
[4:47] need to get this situation taken care
[4:49] of." And I got on the phone and I called
[4:52] him and he worked diligently
[4:57] to see us through our situation until it
[5:01] was rectified.
[5:03] And even when I gave up, I would get
[5:07] calls from him letting me know he had
[5:09] not forgot about us. So I just want to
[5:12] give praise to him for the diligent work
[5:14] he does in the community and all of you
[5:16] as well.
[5:16] » Thank you.
[5:18] » And at this time if we bow our heads
[5:20] please of a word of prayer.
[5:23] Dear heavenly and gracious father we
[5:26] want to say thank you.
[5:28] We want to give you praise, honor and
[5:30] glory for even allowing us to see
[5:32] another day.
[5:35] You let us know that each day brings new
[5:37] mercies.
[5:39] And we understand that you're the father
[5:42] that is in heaven and whom created the
[5:45] world out of nothing.
[5:47] We know that you're the God who spoke
[5:50] everything into existence.
[5:53] And all of us here are the result of
[5:55] your creativity.
[5:58] Lord, your word tells us that where two
[6:00] or three are gathered together in your
[6:02] name, you, God, would be in the midst.
[6:07] Therefore, we ask that you would bless
[6:09] each person present here today with your
[6:11] grace,
[6:13] your protection,
[6:15] your wisdom,
[6:17] and favor.
[6:19] We pray for clear minds,
[6:22] anointed communication
[6:24] that the desired result may exceed all
[6:27] expectations.
[6:29] And finally, we say thank you for being
[6:32] a God who is always understanding and
[6:35] loving. And God, we thank you for
[6:38] blessing us in ways that are beyond our
[6:41] understanding.
[6:43] In the name of the Lord Jesus Christ, we
[6:45] pray and give thanks. Amen.
[6:47] » Amen.
[7:02] Thank you.
[7:02] » Thank you. Thank you, pastor, for those
[7:05] inspiring words. Thank you, Commissioner
[7:08] Wilson, for your introduction, for all
[7:10] the work that you've done in the
[7:11] community. It has only been a year,
[7:12] Commissioner Wilson, but it seems like
[7:14] forever.
[7:15] But thank you sir for your service sir.
[7:18] » See I said something. That's okay.
[7:20] That's okay. [laughter]
[7:22] » Thank you. It was good. Thank you for
[7:24] your service sir.
[7:27] » Next item please. Election of officers.
[7:30] At this time we will have the election
[7:32] of the vice chair of the Wayne County

[7:36] Commissioner Bun.

[8:38] All right, Commissioner Beacon
[8:40] McCormack.
[8:41] » Thank you, Madam Chair. Um, just for
[8:44] clarification, I know because of uh our

[8:51] no longer have to
[8:55] um elect a chair,
[8:57] but just the vice chair and proim. Yes.
[9:01] Is is that part of the new rules or
[9:06] » That's part of the MCL? Don't uh 30 the
[9:10] law.
[9:10] » Okay.
[9:11] » Yeah. Michigan State law.
[9:12] » Okay. I just um wanted to clarify that
[9:16] uh I didn't receive
[9:20] the new
[9:21] » Yeah.
[9:22] » Terms of how we would do that. So for
[9:24] the chair,
[9:26] » Your election would take place every

[9:33] with the state legislature.
[9:35] » Okay. Okay.

[9:38] state legislature, then we'll relay
[9:40] that.

[9:53] Motion carries. Okay. Thank you so much.
[9:55] Congratulations, gentlemen. At this
[9:58] time, we need to do a swearing in and
[10:02] Miss Lane will do the swearing in of
[10:04] both of those positions.
[11:20] Oh, help me God.
[11:22] » Congratulations.
[11:31] » Congratulations again, gentlemen. Look
[11:33] forward to working with you again.
[11:37] Next item please.
[11:40] Vice chair pro Timont move for approval.
[11:44] Port

[12:04] » All right. Thank you so much. Next item,
[12:06] report from the chair.
[12:08] » Just want to wish everyone a happy new
[12:10] year. We had a successful 2025. Look
[12:14] forward to another successful year in
[12:16] 2026 working together with the
[12:19] administration and each of you to move c
[12:22] the county forward and all the things
[12:24] that we do for the residents of Wayne
[12:26] County. So, thank you for doing all the
[12:29] work and especially thank you to our
[12:31] staff that does so much work to support
[12:33] us as well. And again, we look forward
[12:35] to a prosperous and productive 2026.
[12:38] Thank you. Next item, unfinished
[12:40] business. There is none listed. We are
[12:42] moving to offering of all petitions,
[12:43] ordinances, resolutions, and
[12:45] presentations. There's one item listed,
[12:47] a resolution by all commissioners
[12:49] honoring the Northville High School boys
[12:51] cross country team for its successful
[12:54] 2025 season, which it capped by winning
[12:57] the Michigan High School Athletic
[12:58] Association Lower Peninsula Division 1
[13:01] State Championship for the fourth
[13:03] consecutive year. Okay, Commissioner
[13:04] Mki, come on up.
[13:11] like to call on Commissioner Murki and
[13:14] the team to come up for remarks, please.
[13:38] Good morning everyone and happy new year
[13:41] to everyone. Um,
[13:43] look at this great group. I thought I'd
[13:45] bring them up because it's a smaller
[13:46] group and they fit right here in front.
[13:49] Uh, thank you chair Bell and colleagues
[13:51] for giving me a few moments during this
[13:53] meeting to recognize the Northville High
[13:55] School boys cross country team for yet
[13:57] another outstanding season. You may
[14:00] recognize some familiar names as this
[14:03] marks their fourth consecutive Division
[14:05] 1 state championship. It's a real honor
[14:09] for me to recognize a team that has
[14:10] brought an incredible amount of pride to
[14:12] Northville and to Wayne County.
[14:15] I get to talk about many accompl
[14:17] accomplishments in this role, but I can
[14:19] honestly say this one is very special.
[14:21] Winning a state championship is hard.
[14:24] Winning four in a row in division one is
[14:27] something very few teams will ever
[14:29] experience. What they've done is truly
[14:32] historic. This season, Northville
[14:34] dominated all year. The team went
[14:36] undefeated in division in its division
[14:39] for the fifth year in a row, claimed a
[14:41] fourth straight Kensington Lakes
[14:43] Athletic Association Conference title,
[14:45] and brought home a fifth straight
[14:47] regional championship. That kind of
[14:49] consistency doesn't happen by accident.
[14:52] It comes from showing up every day,
[14:53] holding each other accountable, and
[14:55] believing in the process even when the
[14:57] work gets tough.
[14:59] This championship group includes and
[15:02] boys put your hand up when I raise your
[15:04] when I uh call your name. Seniors
[15:06] Benjamin Hardigan, Ryan Stojo, Ethan
[15:11] Herza, Colton Blackburn, juniors Brandon
[15:15] Cloud and Jack Lewis, and sophomores
[15:18] Manny Coats and Lucas Mullen. Each of
[15:21] you have played a role in this
[15:23] remarkable run and together you've built
[15:25] something that will rem be remembered in
[15:27] Northville for a very long time. I also
[15:30] want to recognize the coaching staff,
[15:34] head coach Tim Dalton, who will say a
[15:36] couple words along with Jack Dalton,
[15:38] Chris Inch, Lauren Peek, and Adam Gabra.
[15:43] Yeah. You built more than a winning
[15:45] program and you built a culture that
[15:47] instills discipline, teamwork, and
[15:49] resilience. and it shows up every time
[15:51] these athletes step onto the course. On
[15:54] behalf of the Wayne um behalf of Wayne
[15:56] County, congratulations on an
[15:57] extraordinary accomplishment. It is my
[16:00] privilege to present this resolution
[16:02] honoring your fourth consecutive
[16:04] division one state championships.
[16:06] Congratulations and thank you for all
[16:08] being here.
[16:23] First, thank you to all of you as
[16:25] commissioners and especially
[16:26] Commissioner Mori for uh taking a couple
[16:28] minutes. I know you have a ton of
[16:30] important information to discuss, but to
[16:32] honor our kids. Um she did a great job
[16:34] of summarizing it. Four years in a row
[16:36] um no matter what sport or activity in
[16:38] life, to win it all like that is truly
[16:40] incredible for these kids. Um, I will
[16:42] give you a couple stats on the sport.
[16:45] Cross country, you get each school gets
[16:46] seven kids. They run 3.1 miles or a 5K.
[16:50] You add up their finishing places in the
[16:52] low score win. So, like golf and low
[16:54] score. We had three finish in the top 10
[16:56] in the state of Michigan. Brandon Cloud
[16:58] Jr. ran 14 minutes and 52 seconds. I'm
[17:01] not a math major, but if you divide that
[17:03] by three, figure out his mile pace. Um,
[17:05] super impressive. Ben Hardigan, a
[17:07] senior, finished eighth in the state of
[17:09] Michigan. and Ryan Stojove was 10th. Um,
[17:12] our fourth runner was senior Ethan
[17:15] Herza. Fifth runner was Manny Coats. Uh,
[17:18] sixth runner was senior Colton
[17:20] Blackburn. Seventh was Lucas Mullen. And
[17:23] our junior, we had an alternate um, Jack
[17:25] Lewis. So, it's really about them. Super
[17:28] uh, proud of them, the way they
[17:29] represented not only our high school,
[17:31] but our community and really Wayne
[17:32] County on a state level. And then the
[17:34] last thing I will say, can't do it. We
[17:36] had 91 boys on our team total. Couldn't
[17:38] do it without assistant coaches. So
[17:40] truly appreciative for the two that are
[17:42] here today, Coach Lauren Peek and Coach
[17:44] Chris Hinch. Thank you so much.
[18:24] Thank you.
[18:28] » Thank you, Commissioner Mori. And
[18:30] congratulations coaches and to all of
[18:33] our young people. We have such dynamic
[18:36] student athletes in Wayne County and
[18:38] it's important that we recognize their
[18:41] successes. So, thank you again,
[18:43] Commissioner Mki, and thank you young
[18:45] people for coming down this morning.
[18:47] Congratulations on your success and we
[18:48] miss wish you more and maybe you'll be
[18:51] here next year for a fifth consecutive
[18:53] win. So, congratulations and thank you
[18:56] again for coming down.
[18:58] All right. Available. Okay. So, motion
[19:01] by Commissioner Murki, supported by
[19:03] Commissioner Peterson Mayberry form the
[19:06] resolution. Any discussion,
[19:10] please vote.
[19:15] Motion carries. All right. Thank you so
[19:17] much. Next item, please.
[19:19] » Reports from committees. There are none
[19:21] listed. We're moving to upcoming
[19:23] meetings.
[19:23] » Okay. Please note the upcoming meetings
[19:26] for next week. If there are any changes,
[19:28] please let the clerk know. Commissioner
[19:31] Garza.
[19:32] » Thank you, Madam Chair. I'd just like to
[19:34] uh note that the committee on public
[19:35] safety, judiciary, home and security
[19:37] will be postponed.
[19:40] » Hey, public safety postponed.
[19:43] » Madam Chair,
[19:44] » Commissioner Kimlock
[19:46] » Also like to um inform you that the
[19:48] committee on ways and means will also be
[19:50] postponed.
[19:53] » Ways and means postponed as well.
[19:58] Okay, Commissioner Garza.
[20:01] » Thank you, Madam Chair. I missed one.
[20:02] Uh, the Community Corrections Advisory
[20:04] Board will also be postponed until
[20:05] January 22nd.
[20:07] » January 22nd. Community Corrections
[20:09] Advisory Board members, January 22nd for
[20:12] that meeting.
[20:15] Right. Thank you so much.
[20:18] Next item, we're moving to new business
[20:21] immediate consideration. There are 10
[20:23] items listed. Item number one is
[20:25] requesting commission approval of
[20:27] » One second please for me. I just want to
[20:28] explain what we're doing here. So we
[20:29] have immediate considerations on the
[20:31] agenda for today because obviously this
[20:33] being the first meeting of the year we
[20:35] did not have committees prior to these
[20:37] items coming before us. So we will go
[20:40] through these items as if we're in a
[20:42] committee format. The representatives
[20:44] from departments will come and speak to
[20:46] the items and then the floor will be
[20:48] open for questions from the
[20:50] commissioners before we uh vote on the
[20:53] items. So, with that being said, madam
[20:56] clerk,
[20:56] » Item number one is requesting commission
[20:58] approval of a three-year professional
[20:59] services contract with two one-year
[21:01] options to renew between the Charter
[21:03] County of Wayne and RMS Energy Company
[21:05] LLC not to exceed $689,137.50
[21:11] for electrical troubleshooting, repairs,
[21:13] testing, and maintenance for the
[21:15] combined sewer overall retention
[21:18] treatment basins and the Rouge Valley
[21:20] sewer disposal system lift station.
[21:24] Okay. All right. Who's here to speak to
[21:26] this item?
[21:38] » You're on.
[21:40] » Hi, my name is Elizabeth Pereira. I'm
[21:42] the assistant division director for DPS
[21:44] environmental services division. This
[21:46] contract um is for as needed and testing
[21:49] and analysis for the um electrical
[21:52] systems at four of our pump stations,
[21:54] the CSO basins along with the pump
[21:56] stations that are located at the Rouge
[21:57] Valley sewage disposal system. Um this
[22:00] contract was needed because um the
[22:02] systems are very old and outdated and
[22:04] there's been a lot of electrical issues
[22:06] there and so we needed to get a contract
[22:08] in place so that we can have these um we
[22:11] don't have emergency situations that
[22:13] arise. We have a contract in place with
[22:14] a company that can handle this. Went out
[22:16] for bid and this this company was the
[22:18] one that won the bid.
[22:21] » For these particular sewage lines, are
[22:24] there others that are in need of this
[22:26] type of support or this will complete
[22:28] all of them?
[22:29] » This will complete all of them.
[22:31] » Any discussion on item number one?
[22:34] Discussion. Commissioner Peterson
[22:36] Mayberry.
[22:40] » Thank you, Madam Chair. Um, so you did
[22:42] ask my one question. Um, but I did have
[22:44] one additional question. So I noticed
[22:45] that so the headquarters for this is is
[22:48] in Minnesota.
[22:51] » I'm sorry.
[22:52] » The headquarters for RMS, I'm sorry.
[22:54] » Yes, they have local office.
[22:56] » Yes.
[22:56] » Okay. And then the other question was,
[22:59] have we had these repairs before? And is
[23:01] this the company that we've used in the
[23:03] past?
[23:04] » We have used them in the past for an
[23:06] emergency situation. Um, but we've had
[23:08] situations before where we've had to ask
[23:10] for either emergency um assistance or um
[23:14] we've had companies that we've had
[23:16] appeal with before. Um, this company um
[23:19] it went out as an RFQ so they were the
[23:22] most qualified.
[23:24] » Okay. I saw the rubrics and so the last
[23:26] question I'll ask is in the rubrics that
[23:29] was used I know there was one other
[23:31] vendor and so do we typically is it best
[23:33] practice to just go by the highest
[23:35] score? Are there other mechanisms in
[23:38] place to decide when you're deciding
[23:40] like who the final who the final company
[23:42] is that receives the bid?
[23:44] » So, usually when when it's an IFB, it's
[23:47] usually the lowest bidder, but this one
[23:48] was an RFQ, so it was um request for
[23:51] qualification um and they were the most
[23:53] qualified.
[23:53] » Thank you. Thank you, Madam Chair.
[23:55] » Thank you. Any additional questions on
[23:58] this item?
[24:03] and let's do items one through six
[24:06] together and then we'll do seven through
[24:08] 10. Thank you.
[24:11] » Thank you.
[24:11] » Next item.
[24:12] » Item number two is requesting commission
[24:15] approval of an addendum to a cooperative
[24:17] agreement between the charter county of
[24:19] Wayne and Mallister Inc. doing business
[24:21] as Michigan CAT not to exceed
[24:24] $198,571.35
[24:28] through source well contract number
[24:30] 011723
[24:32] for the purchase of one Caterpillar
[24:35] 923RQ
[24:37] wheel loader
[24:43] chair commissioners Erica Smith Wayne
[24:45] County parks director uh this item is
[24:48] for purchase of uh equipment a front
[24:51] loader um to replace uh equipment that's
[24:55] aged out.
[24:58] Do you know how long the equipment that
[25:00] we had previously we'd had that for? How
[25:02] many years?
[25:03] » I believe at 25 years what I was
[25:07] pretty aged out. [laughter]
[25:10] Okay.
[25:10] » Yeah, we have some old equipment. We're
[25:12] very excited about this.
[25:15] Okay. Any additional questions on this
[25:17] item?
[25:19] Commissioner Baker McCormack
[25:21] » Point about the age out. Um, is that the
[25:25] usual life of the uh expectancy of this
[25:30] uh type of
[25:31] » That's a great question. Seems like
[25:32] things that were constructed years ago
[25:35] last a little longer. Um, you know,
[25:38] often what happens to equipment, we use
[25:40] it for as long as we can and replace it
[25:43] uh usually when we need it. Um it's good
[25:46] to have a plan in place for replacing
[25:48] but I think parks is a little behind
[25:50] just uh you know with re limited
[25:52] resources and rising costs for equipment
[25:55] like this. Uh but this had been planned
[25:57] for uh and budgeted in the parks
[25:59] millillage.
[26:00] » What's the warranty on on this?
[26:03] » That's a great question. Um I will have
[26:06] to follow up on that.
[26:10] » Mr. Colleen,
[26:12] » Thank you Madam Chair. Morning. What is
[26:15] a wheel loader and what do we do with
[26:17] it?
[26:18] » Um, from what I know, the front loader
[26:21] is used for a variety of things. It can
[26:23] uh lift
[26:24] » Wheel loader. Is that the same thing as
[26:26] a front loader?
[26:27] » Yeah, I think we call it in-house a
[26:29] front loader. So, it's equipment with a
[26:32] big kind of um bucket on the front. So,
[26:35] it can be used for lifting things,
[26:37] moving them. Um
[26:40] sometimes there's attachments you can
[26:42] move on can put on them for a few
[26:44] different um activities. Um it's
[26:47] » But it's a front loader.
[26:48] » Yeah.
[26:49] » Never heard of a wheel loader. Thank
[26:52] you.
[26:52] » Yeah,
[26:56] Mr. Mki.
[26:58] » Thank you, Madam Chair. I just
[27:01] » Turn your mic back on.
[27:04] » Thank you. It includes a 60-month,
[27:06] 30,000 hour extended warranty on
[27:09] powertrain, hydraulics, and tech.
[27:11] » Thank you.
[27:14] » Thank you, Commissioner.
[27:16] Any additional questions on this item?
[27:23] » Okay. Thank you. Next item. Number three
[27:26] is requesting commission approval of
[27:28] amendment number one to a three-year
[27:30] contract with a one-year option to renew
[27:32] between the Charter County of Wayne and
[27:34] Great Lakes Engineering Group LLC not to
[27:37] exceed $25,733
[27:41] 26 exercising the option to renew and
[27:44] extending the term to expand the scope
[27:46] of services related to the investigation
[27:49] of the historical significance of the
[27:51] Ferry Street Bridge to obtain State
[27:53] Historic Preservation Office and US Army
[27:56] Corpse of Engineers permits for
[27:59] professional engineering design services
[28:02] for the bridge reconstruction over the
[28:04] thoroughfare canal between Meridian Road
[28:07] and East River Road in Grossill
[28:09] Township.
[28:11] » Thank you for that runon sentence. Um
[28:13] [laughter]
[28:14] sir,
[28:16] » Good morning everybody and happy new
[28:17] year to everybody. This is Sammy Ki,
[28:19] director of engineering county highway
[28:21] engineer. This project is related to a
[28:23] bridge design for one of our
[28:25] consultants. Uh we had to uh do a little
[28:28] bit of extra work that was required. So
[28:31] that's why we're uh seeking additional
[28:33] funding to cover the design of this
[28:35] bridge.
[28:36] » Name for the record, please.
[28:39] » Your name for the record.
[28:40] » Tammy Caldi.
[28:43] » Thank you. Uh discussion. Commissioner
[28:45] Colleen.
[28:47] » Thank you, Madam Chair. Good morning,
[28:49] Mr. Caldi. Um
[28:52] so we are looking at uh obtaining state
[28:56] historic preservation.
[29:00] » Yes sir. uh that's like a category that
[29:02] that bridge would be an historic
[29:05] » During the uh design of this bridge we
[29:10] and searching the information we uh
[29:13] determine this bridge is a historical
[29:15] bridge and then we have to seek the
[29:18] permit from US coro engineers as well as
[29:20] from the state too.
[29:23] » So what's the I didn't quite hear all of
[29:25] that. What's the uh what's the
[29:28] consequences? What
[29:31] is good for Wayne County? If this does
[29:33] have historic preservation, how does
[29:35] that change the management of it?
[29:38] » Speak closer to the mic, please.
[29:39] » Yeah, I mean, if it is determined to be
[29:42] a historical bridge, there are a lot of
[29:44] extra steps that required from us to do
[29:48] uh you know, we have to document the
[29:50] whole history of the bridge. We have to
[29:51] do uh take photos and make sure
[29:54] everything is being preserved. So, it's
[29:56] a little bit of a lengthy process to uh
[29:59] get this bridge approved by the state
[30:02] and US corp of engineers before we do
[30:05] any uh any uh reconstruction of this
[30:09] bridge.
[30:10] » Still having trouble hearing you, Mr.
[30:11] Cali. Maybe it's me. Um
[30:16] there's a different regulatory
[30:17] environment if you're on the historic
[30:19] preservation list or historic list.
[30:22] » Yes. Typically when it is a historical
[30:24] bridge you have to go through the
[30:26] process of getting a permit from MD for
[30:29] we call it the ship and uh like I said
[30:32] it's a it's a lengthy process to
[30:35] document everything the state needs for
[30:37] that particular bridge or even uh any
[30:40] entity we run it through it if we are
[30:42] doing a road job too. So it's it's
[30:45] required but if it is it's not
[30:48] historical or it doesn't have any
[30:50] history then we don't have to uh get a
[30:53] permit from MD that
[30:57] there any help from the state of
[30:58] Michigan in terms of uh maintaining it
[31:02] once it's historic. Does the state kick
[31:05] in anything for maintenance?
[31:09] » No sir. uh you know the the state want
[31:12] to make sure everything is being
[31:13] recorded and preserved for that
[31:15] particular structure.
[31:21] » Thank you Madam Chair.
[31:22] » Thank you Commissioner Murki.
[31:25] » Thank you Madam Chair. So just a couple
[31:27] questions. Who initiated
[31:30] this process to find out if this is a
[31:32] historic bridge?
[31:36] Typically this is in any design process.
[31:39] It's in any design process. In any
[31:42] design project they do.
[31:43] » Yeah. We have to make sure we are in
[31:45] compliance with all these requirements.
[31:47] » Okay. So if it's deemed historic too
[31:50] it's going to be more money a lot more
[31:51] money probably to
[31:54] » It's the cost will be to go through the
[31:56] process of the approval which is it
[31:59] costs sometimes from 20 to $30,000 just
[32:02] to do this part of the shu. Okay. But
[32:05] you don't think there'd be added costs
[32:07] as time moves on because it's historic.
[32:10] It would just be this.
[32:11] » Yeah. So far, this is what uh we have
[32:14] received from the design engineer.
[32:17] » Okay. So, we do this
[32:19] with every bridge that Okay. I didn't
[32:23] know that. All right. I guess that's it.
[32:26] Thank you.
[32:28] » Additional discussion. Commissioner
[32:29] Baker McCormack.
[32:31] So for clarification, do is is there
[32:34] some type of placard or something that
[32:37] goes on the bridge that says it's
[32:41] historical after it's deemed that
[32:45] » There are there are rules and guidelines
[32:48] by the state to determine which
[32:50] structure in general is historical or
[32:53] nonhistorical. So it's it goes by years
[32:56] and the way it's it's constructed too.
[33:00] So yeah, there are a lot of guidelines.
[33:01] That's why it takes a little bit of time
[33:03] and extra money effort to make sure like
[33:06] we preserving everything for this bridge
[33:09] before we demo the bridge.
[33:11] » Right. But is there a certification or a
[33:14] placard that goes on the bridge that
[33:17] that states this this is a historical
[33:20] designation?
[33:21] Is do you know if there's no
[33:23] » I don't think there is a plaque. I think
[33:25] there is a black usually with with uh
[33:27] every bridge that was when it was
[33:29] constructed. We preserve that too.
[33:32] » It's just part of the process of
[33:33] » Yes. Thank you.
[33:34] » Yeah. You're welcome.
[33:36] » Additional remarks questions.
[33:38] Commissioner Clemente.
[33:40] » Thank you, Madam Chair. So, as we're
[33:42] waiting for this, I'm wondering about
[33:45] the safety of the bridge. Is it fine to
[33:49] be used while we're waiting to do the
[33:52] reconstruction for the state to say if
[33:55] it's historic or not?
[33:56] » Yeah, I mean if if we determine that the
[33:59] bridge is not safe, we will close it.
[34:01] But the bridge is open to traffic, this
[34:03] mean it is safe to keep it open.
[34:05] » Okay, very good. Thank you,
[34:08] » Commissioner Palam.
[34:10] » Thank you, Madam Chair. uh to some of my
[34:13] colleagues questions. Yes, I believe at
[34:15] some point there will be a placard
[34:17] that's put up on the side of the bridge
[34:19] that designates that as a historic
[34:21] structure to Commissioner Clemente. Yes,
[34:24] I believe it's safe. I drove over it
[34:26] yesterday and
[34:29] uh also request to be the maker of this
[34:31] motion, item three. Thank you.
[34:35] » Noted. Thank you, Commissioner. Any
[34:37] additional questions
[34:40] on this item? Okay. Thank you so much.
[34:43] Thank you.
[34:44] » For the next one.
[34:45] » Oh, next one, too. Okay, [laughter]
[34:49] Madam Clerk.
[34:49] » Item number four is requesting
[34:51] commission approval of retroactive
[34:53] amendment number one to a one-year
[34:55] construction contract with a one-year
[34:57] option to renew between the Charter
[34:59] County of Wayne and Dan's Escavating not
[35:02] to exceed $64,88.91.
[35:06] exercising the option to renew to
[35:08] continue improvements to the Joy Road at
[35:11] McClumpa Road intersection in Canton and
[35:14] Plymouth Townships.
[35:16] Sir,
[35:17] » Yes. Uh this is a project nearby Canton
[35:20] Plymouth School. Uh we had to do some
[35:22] safety improvement at the intersection.
[35:25] There was no uh traffic signal. So we
[35:28] also determined that the traffic signal
[35:31] is warranted and we also had to make uh
[35:35] crosswalks safe to students to cross and
[35:39] this project uh started uh um on time
[35:45] and we determined uh that because of the
[35:48] signal there was like 6 months lead time
[35:51] on these ones. So, and uh the contractor
[35:55] continued to work to make sure
[35:57] everything is in place before the school
[36:00] opens up again. And uh we uh we're most
[36:05] the majority of the work was completed
[36:08] in May 2025. We just had to do some
[36:11] restorations to complete the job before
[36:14] the school students come back to school.
[36:17] So, the project has been completed. uh
[36:19] in order to close the job. Usually it
[36:22] takes about 180 days to close the job.
[36:25] We we have to have an active contract.
[36:29] » Thank you. Any questions on this item?
[36:32] Commissioner Do.
[36:34] » Thank Thank you, Madam Chair. This is my
[36:36] district. Um so I know that the uh the
[36:40] light has been operating for some time.
[36:43] Um what else needs to be done? I've I've
[36:46] read the analysis, but in
[36:48] non-engineering
[36:50] speak, what else needs to be completed
[36:52] on this project? And what's the
[36:55] timeline? And is the intersection going
[36:58] to be um closed at any point to traffic?
[37:02] No,
[37:03] » Everything is is right now operating the
[37:06] way it should be. There is no additional
[37:08] work needs to be done. All the bunch
[37:09] list has been taken care of during that
[37:12] last summer season. So everything is
[37:14] fine right now.
[37:16] We don't need to do any additional work.
[37:18] Everything is completed.
[37:20] » So what are what are we approving? What
[37:24] » We're approving more we there needs to
[37:26] be
[37:27] » We're asking for the work that has been
[37:30] completed
[37:31] and to close up the job.
[37:33] » Okay. All right. So everything has been
[37:35] completed. Okay. Great. Thank you. Thank
[37:38] you, Madam Chair. Any
[37:40] » Additional questions on this item?
[37:46] All right. Thank you.
[37:47] » Thank you.
[37:48] » Next item. Item number five is
[37:50] requesting commission approval of
[37:52] amendment number seven to a three-year
[37:54] agreement between the charter county of
[37:55] Wayne and the senior alliance with no
[37:58] change in the dollar amount extending
[38:00] the term of the agreement for fiscal
[38:01] years 23 through 26 to continue to
[38:04] provide congregate home delivered liquid
[38:07] and halal meals to eligible senior
[38:09] citizens in the 34 communities of the
[38:12] western Wayne County and down river
[38:14] areas. Sir,
[38:16] » Uh good morning. Uh William Chuck
[38:18] Jackson, Department Director for Senior
[38:20] Services. Uh this is simply we have a
[38:23] the Wayne County has a three-year
[38:24] contract with uh the senior alliance
[38:27] that's that's uh the area agency in
[38:29] which the Meals and Wheels program is
[38:32] administered through. And instead of
[38:34] having a bid out in the current year
[38:37] fiscal year, they agreed to extend the
[38:40] contract for one year. And we will be
[38:42] bidding for the on the contract in
[38:44] February of this year for a new
[38:47] three-year contract that will start uh
[38:49] October 1 of 2026.
[38:52] » Seven.
[38:53] » Seven. No. Well, no. It would start.
[38:55] Yeah. What?
[38:56] » This is
[38:57] » No, 2026.
[38:59] » Oh, start this year.
[39:00] » Yes. because this extension ends
[39:03] September 30th of 2026.
[39:05] » Gotcha. Thank you. Any discussion on
[39:08] this item?
[39:11] » This is a again a an extension for the
[39:14] current contract to the end of this
[39:15] fiscal year.
[39:16] » Correct.
[39:16] » Okay. All right. Any discussion or
[39:20] questions on this item?
[39:23] » Okay. All right.
[39:24] » Thank you.
[39:25] » Thank you.
[39:28] And the last one in this group, item
[39:31] number six, is requesting commission
[39:33] approval of retroactive amendment number
[39:34] one to a revenue generating towing
[39:37] services contract with one two-year
[39:39] option to renew between the Charter
[39:40] County of Wayne and Martins's Towing in
[39:43] the estimated amount of $150,000.
[39:47] exercising the option to renew to
[39:49] provide the sheriff's office with
[39:50] towing, storage, and auction services
[39:53] initiated for assistance abandonment and
[39:56] or nuisance abatement seizures.
[39:59] » Good morning.
[40:00] » Good morning, commissioners, and happy
[40:02] new year. Bonita Terry with Wayne County
[40:04] Sheriff's Office, Chief of
[40:05] Administration. So, we come before you
[40:07] today uh asking for your approval on
[40:09] this revenue contract with Martin's
[40:11] Touring. is from October 1st of 2025
[40:14] through September 30th of 2027 and the
[40:17] revenue amount of 150,000
[40:22] » And this is retroactive.
[40:24] » It is retroactive. Yes.
[40:27] » Know what happened to make it
[40:29] retroactive?
[40:30] » Just the timing but there has not been
[40:33] any towing services provided at this
[40:35] time.
[40:37] » Questions Commissioner Kina? Well, we
[40:39] haven't received any revenue rather.
[40:42] » Where's Ghen?
[40:43] » Thank you, Madam Chair.
[40:47] Towing contracts make me nervous.
[40:50] There's a long history in Southeast
[40:54] Michigan with towing contracts.
[40:58] Sometimes it involves the Kosanostra and
[41:00] other. How do we assess
[41:03] whether this is the proper company
[41:06] uh to provide these services?
[41:10] » This uh towing company was selected
[41:12] through a RFP. There was an official bid
[41:14] and an evaluation committee. So this
[41:16] Martins as well as J&T were both
[41:18] selected.
[41:19] » What do we look for in that RFP? You
[41:21] know, I'm I'm concerned about citizens
[41:24] showing up to get their cars back and
[41:27] how that process goes and how the
[41:29] company handles it. Uh,
[41:34] in the RFP, what are the things that
[41:37] we're looking for out of a towing
[41:39] company other than just getting a car
[41:41] off the road? Well, our operations team
[41:45] provides the information that they um
[41:47] really need to the procurement
[41:50] department and they go out and they do
[41:52] the selection. They have a entire list
[41:54] that the criteria has to be met and it's
[41:56] a scoring evaluation that's done.
[42:00] And I can't give you details as to each
[42:02] and every piece of it, but um the time
[42:05] that they've been in business, uh as far
[42:08] as the employees that are employed, uh
[42:11] their ethics that's involved. So there's
[42:13] a lengthy process.
[42:18] » All right. They just make me nervous.
[42:19] Thank you. Thank you, Madam.
[42:20] » You're welcome.
[42:23] » Mayberry.
[42:25] » Thank you, Madam Chair. Uh, Miss Terry,
[42:27] so I know you've mentioned in previous
[42:30] meetings that you've come and changed
[42:32] some of processes that were or were not
[42:34] in place. So, thank you for that. And
[42:36] so, when I look back at the history with
[42:38] this company from 2012, it seems as if
[42:41] we started a new contract right button
[42:44] up until the end of one contract. So, I
[42:46] know you said timing on this one. So, it
[42:48] ended in October and so now it's January
[42:51] and we're seeing it. So there was
[42:52] nothing done. But do we have something
[42:54] going forward so that there's not a
[42:56] overlap in contracts like this? I mean
[42:57] when we're talking about towing, not
[42:59] like interrupting an existing project.
[43:02] Yes. And we continue to try to move
[43:04] forward with getting our contracts with
[43:07] doing like a fourmonth lead time. But
[43:10] between your staffing, not just for our
[43:12] department, but staffing and procurement
[43:15] and new systems, it's been a timing
[43:17] issue.
[43:21] » You're welcome. Thank you, Commissioner
[43:22] Mori.
[43:24] » Madam Chair, um our legal
[43:28] um committee
[43:30] has said there there have been services
[43:32] provided since the end of September.
[43:34] » Yes. And I um did speak with uh he's
[43:38] more like a director now. And uh he did
[43:41] assure me again that there has not been
[43:44] any revenue that we received. So if a
[43:46] vehicle was towed, I know that's listed
[43:49] on there and I seen yes that services
[43:51] were provided but I wanted to clarify
[43:52] that piece.
[43:54] » We did not actually have a vehicle towed
[43:56] during since
[43:57] » They haven't had a vehicle no for 4
[43:59] months.
[43:59] » Not with Martin's towing.
[44:01] » Not with Martin [clears throat] towing.
[44:02] » Yes.
[44:02] » So with another towing company
[44:04] » G& I'm not even sure because there is
[44:06] outside of this there's a lawsuit right
[44:09] now with forfeite laws. So we are really
[44:12] cautious on towing vehicles right now.
[44:15] Okay. So, we're just kind of paying.
[44:18] » No, we're not paying. This is a revenue
[44:19] contract. We get paid when these
[44:21] vehicles are auctioned and we have not
[44:24] received any revenue.
[44:28] » Our legal counsel want to weigh in
[44:30] through the chair by any chance
[44:36] » Through the chair to this honorable
[44:38] body. Um, we don't have any specifics.
[44:40] So, we have to rely on the department
[44:42] with regards to the um actions that have
[44:44] or haven't been taken and services
[44:46] provided by the vendor. Um so, I I would
[44:49] have to refer back to Miss Terry.
[44:52] » All right. Thank you,
[44:54] » Commissioner Kenlock.
[44:55] » Yes, Madam Chair. Um yes, she just
[44:57] mentioned a lawsuit. Um, I'd like to um
[45:00] ask um uh both our ask our council um to
[45:05] um coordinate with the department uh to
[45:07] get um an update as relates to the
[45:10] circumstances surrounding that um as
[45:12] well as your office as well. Yeah.
[45:16] » Yes. I'll coordinate with corporation
[45:18] council with regards to that. We also
[45:20] received recently a foyer related to
[45:22] towing um which so you may hear
[45:24] something about that in the future too.
[45:26] » Okay. I just wanted to make sure that we
[45:28] were on this side made aware of what's
[45:30] going on there. That's what I'm saying.
[45:33] » Thank you, commissioners.
[45:34] » Good morning through the chair Suumo,
[45:36] Deputy Corporation Council. Um, the
[45:38] lawsuit that's was referenced by
[45:40] Director Terry is a lawsuit that's been
[45:42] pending for several years in the United
[45:45] States District Court. um not just
[45:48] specific to it's a a a group that's
[45:53] throughout the country that's going
[45:54] challenging forfeerture laws and Wayne
[45:57] County
[45:58] the lawsuit obviously against Wayne
[46:00] County is part of a a national effort to
[46:04] uh bring about change in forfeite laws.
[46:06] » Okay. So, so just [clears throat] want
[46:08] you all to communicate with um our
[46:11] council and the chair uh so that we can
[46:13] know be brought up to speed as it
[46:15] relates to the impact of this lawsuit.
[46:17] Yep.
[46:18] » Okay.
[46:20] » And just for clarification, we use
[46:21] Martins's Towing, which is this contract
[46:23] here, and then JT towing. Are those the
[46:25] only two that we use?
[46:26] » Yes. Yes.
[46:28] » And for further clarification, this is a
[46:30] revenue contract where we receive
[46:32] proceeds after auctions.
[46:33] » Yes. Yes.
[46:34] » And you're stating that there's been no
[46:35] auctions in the last three to three
[46:37] months.
[46:38] » Yes, that's correct.
[46:39] » For us to get proceeds from.
[46:42] » Okay.
[46:44] Any additional discussion or questions?
[46:48] Okay. Thank you.
[46:50] » Thank you.
[46:50] » All right. Uh for items one through six
[46:54] is a motion for those. I have a motion
[46:58] by Commissioner
[47:00] Peterson Mayberry, support by
[47:03] Commissioner Wilson. Any further
[47:05] discussion on items 1 through six?
[47:10] Hearing none, please vote.
[47:26] Madam Chair, I wanted to be the maker of
[47:28] the motion of uh item one and I
[47:34] originally made the motion, but if you
[47:37] can just Thank you.
[47:40] » Welcome.
[47:41] » Motion carries. I have Commissioner
[47:42] Becker McCormick as the maker of the
[47:43] motion on item number one and
[47:45] Commissioner Palamera, maker of the
[47:46] motion item number three.
[47:49] » Thank you.
[47:51] All right. Next items are the Oracle
[47:54] contracts for
[47:56] 7, 8, 9, and 10.
[47:59] So, who's here to speak to those?
[48:02] » Happy New Year. And through the chair,
[48:04] Mike Jameson, Connect 43 project
[48:06] director.
[48:08] » Hello.
[48:09] » Hello. [laughter]
[48:10] » Coming in loud and clear. Okay. All
[48:13] right. Um, hold on one second. We'll
[48:16] have the clerk read number seven. Item
[48:18] number seven is requesting commission
[48:20] approval of a retroactive 7-month
[48:22] cooperative agreement between the
[48:23] charter county of Wayne and Oracle
[48:25] America not to exceed $67,895
[48:30] through the state of Michigan Department
[48:31] of Technology Management and Budget My
[48:34] Deal contract to provide ongoing
[48:36] maintenance and optimization of Oracle
[48:38] Cloud to directly build for the
[48:40] enterprise performance management
[48:42] environment through the connect 43
[48:44] module. Hey, Mr. Jameson
[48:47] » And through the chair if it's okay I
[48:49] I'll speak to all four contracts because
[48:51] they all they all relate to the same uh
[48:54] the same service being provided if
[48:56] that's okay
[48:57] » That's fine
[48:58] » So the these four contracts relate to
[49:01] our four major pillars for connect 43
[49:05] EPM which is the uh budgetary planning
[49:07] system uh the u enterprise resource
[49:10] planning or ERP system financials and
[49:14] » [clears throat]
[49:14] » Um the um uh the human capital
[49:17] management HR payroll system HCM. Uh
[49:20] essentially uh the the the the goal of
[49:23] this contract is two or these contracts
[49:25] are twofold. Uh the first is to serve as
[49:28] a bridge to allow us to uh enter into
[49:32] new contracts long-term that allow us to
[49:34] align the start and stop dates between
[49:39] the Wayne County uh the Wayne County uh
[49:41] systems and the Oracle systems uh which
[49:44] we'll you'll see uh four contracts
[49:46] coming up uh for for a for a May uh May
[49:49] amendment. The second is uh the the
[49:53] private the prior contract which expired
[49:55] on 9:30 bundled uh HCM, ERP and EPM into
[50:01] one contract and because we had
[50:04] different start uh start dates for you
[50:06] know related to the uh to the replans of
[50:09] the the implementations for
[50:12] ERP, HCM and EPM. uh all of the
[50:16] contracts were essentially bundled under
[50:18] one contract with the same start and
[50:20] stop date uh in in in our system in
[50:23] Oracle system because we're starting the
[50:26] services on different times. So uh just
[50:29] to level set for everyone uh we went
[50:31] live with HCM July 1st of 2024. Uh the
[50:36] ERP system went live October 6 of 2025
[50:41] and the uh EPM system went live October
[50:44] 27th of 2025. Then they had a one-year
[50:48] uh or or one month uh hyperare session
[50:51] under the implementation contract which
[50:53] was the contract that you know we've
[50:55] been uh dealing with primarily since
[50:57] we've been having these discussions the
[50:59] actual implementation of the systems.
[51:01] And so this managed services contract
[51:03] was primarily applying to HCM. And so
[51:07] these contracts were intended to
[51:09] essentially
[51:11] ensure we had funding for the services
[51:14] through the end of April which is when
[51:16] the the the the services expire in
[51:19] Oracle system. And so ultimately it
[51:22] would allow you know it would allow us
[51:24] to
[51:26] fund the services which we weren't
[51:27] intending for them to be retroactive
[51:29] when we initially submitted but uh we
[51:31] had we had some some delays in in
[51:33] getting some changes made in the Oracle
[51:35] system which uh you know we put it on
[51:37] the uh uh uh on the agenda to the uh to
[51:41] the internal team with a little tight
[51:43] timing. And so the the game plan really
[51:46] is uh to
[51:48] approve have these contracts approved
[51:50] and then present new contract amendments
[51:53] for longer terms that will tie up ERP,
[51:56] HCM and EPM uh you know for for you know
[52:01] a two to threeyear period. We're still
[52:02] kind of working through that with
[52:03] Oracle. Uh and so in the interim, these
[52:06] contracts would be the bridge between
[52:08] the end of the prior combined uh managed
[52:11] services contract and then the uh the
[52:14] start of those new contracts that that
[52:16] will be forthcoming for uh for a May
[52:18] approval.
[52:21] » Thank you. Uh remain remain on the line
[52:24] for questions, please.
[52:25] » Absolutely.
[52:26] » Okay, Commissioner Kenlock.
[52:32] » Thank you, Madam Chair. My question is
[52:35] um one uh so you intend on bringing to
[52:39] us an extension uh up to like three
[52:42] additional years. Um when does the
[52:46] sunset on this project when is it
[52:49] expected to end? Um as well
[52:52] [clears throat] as um definitely want to
[52:54] have a meeting to discuss this um this
[52:58] um ongoing uh contractual relationship
[53:01] uh and the costs associated with all the
[53:03] various aspects associ with these um
[53:06] with these contracts. Um ju just wanting
[53:09] to know do you have a sunset? Is it
[53:11] going to go beyond the three years? Uh
[53:13] what what's going on here? This is
[53:15] » So Yeah. Yep. Yep. Good good question.
[53:17] So uh just just for everyone's
[53:20] edification the connect 43 project
[53:23] involved four major pillars ERP HCM EPM
[53:27] and then the uh data warehouse or we we
[53:29] call it you'll see it as ADW. Uh three
[53:32] of three of the four have been fully
[53:35] implemented. So we again we went live
[53:37] with HCM July 2024
[53:41] October we went live with ERP and EPM we
[53:45] are live with the ADW for HCM so ADW the
[53:50] warehouse has two components there's a
[53:53] HCM component uh which is in production
[53:57] and then there's a ERP component which
[53:59] we haven't started implementation yet uh
[54:02] the the game plan to answer the question
[54:05] of when think we will be done with the
[54:07] implementation. So essentially kind of
[54:09] the the last step of the pro of the
[54:11] connect 43 project and then it
[54:13] essentially uh reverts to a ongoing
[54:16] maintenance of the county's Oracle
[54:17] platform. We're anticipating uh June or
[54:21] July. Uh we what what what we are doing
[54:24] is we are preparing a data warehouse
[54:28] ERPon
[54:29] ordering document that we would plan to
[54:31] present uh sometime in the early late
[54:34] March early April time frame just
[54:36] depending on how how fast things go in
[54:38] the process and then we would start the
[54:40] ADW ERP implementation when that
[54:44] contract is approved and we're
[54:46] anticipating 3 months or so but you know
[54:49] there you there's things that can
[54:51] happen. So, you know, potentially
[54:52] longer. So, we would bogey in some time
[54:54] for the unexpected. But under a
[54:57] three-month time frame, we would be
[54:59] anticipating uh the implementation of
[55:02] Connect 43 being complete in the uh June
[55:05] July time frame of 2025.
[55:08] » Okay. Okay. So, when I'm talking about
[55:09] those extensions that you're talking
[55:10] about the three years, okay, as you all
[55:12] are um in your um uh I guess in in your
[55:16] uh huddle discussing um the timeline
[55:20] associated with this, I want you all to
[55:23] understand that uh to think around
[55:26] shortening and getting this thing done
[55:29] on the on the as soon as possible, not
[55:32] looking extending outward. Of course, we
[55:34] want it to work. Um but it it's just I
[55:37] I'm just very u concerned about um
[55:39] issues that I will meet with you all to
[55:42] discuss along with the chair and the
[55:44] chair of um of gov ops as it relates to
[55:47] this issue because this this this has to
[55:49] stop. Thank you.
[55:53] » Thank you commissioner. Any other
[55:55] questions or discussions on these items?
[55:58] Commissioner Becker McCormack.
[55:59] » Thank you madam chair. I too am very
[56:03] concerned about this project. I believe
[56:08] I think 3 years ago we were saying that
[56:11] it would be done and complete up and
[56:14] running. Um I don't even know where what
[56:20] at this point what we've spent on the
[56:22] project. this kind of hard to keep up
[56:25] because we keep extending and I know
[56:29] that there's been um a lot of issues
[56:33] with this and um with the whole project
[56:37] um and I know what we're trying to get
[56:41] to, but it's it is concerning that we
[56:45] keep
[56:47] spending more and more money towards
[56:49] this project and it seems like we're not
[56:52] getting anywhere. I don't know if it's
[56:54] just me, but I don't know. Um, is there
[56:58] any penalties? Maybe we could ask our
[57:02] council um
[57:05] what we can
[57:07] » Madam chair
[57:08] » Do or is there any uh ramifications for
[57:14] each extension going beyond the point as
[57:19] you know
[57:21] is there any
[57:23] penalties that's that's what I'm asking
[57:27] » Through the chair to this honorable body
[57:29] um commissioner it it all depends on the
[57:33] way the contract is written. If there is
[57:36] no breach or no delay this on the part
[57:39] of Oracle and it's within the county
[57:41] then there wouldn't be a penalty. So I
[57:43] think that's a complicated question. Um
[57:45] nothing has been brought to our
[57:46] attention as we reviewed these that
[57:48] would give us the impression that a
[57:49] penalty should be imposed. But I will
[57:52] rely obviously on the department and
[57:54] those who are intricately involved and
[57:56] know all the details of this. But
[57:57] nothing came to our awareness that would
[57:59] even give us the impression that was um
[58:01] an issue at this point. Um but again, it
[58:04] all depends on the delay. And if there
[58:06] is a delay or it's just a slow process,
[58:08] I I can't speak to that. I would again
[58:09] have to rely back on the to the
[58:11] department.
[58:12] » Okay. So you're saying that each
[58:14] extension that we've had over the last I
[58:19] don't know five years I think. I I can't
[58:22] even remember how long the project has
[58:24] been going on, but I know it's been a
[58:26] long time. So, um you're saying that
[58:29] each delay there's
[58:32] you don't think that there's a problem
[58:34] with
[58:35] » We can't determine that,
[58:36] » Right? I'm saying that we have to rely
[58:38] on the department because we're not
[58:39] involved in the day-to-day. I can't
[58:41] speak to why there has been a delay or
[58:43] why there is a need for an extension. I
[58:45] think that would have to be a
[58:46] conversation with those involved in the
[58:49] department to really get to those nuts
[58:50] and bolts. I can't speak to that.
[58:52] » And based on that, I will be calling a
[58:54] committee of the whole just to talk
[58:56] about Oracle because it has been a while
[58:58] since we've talked about it, had any
[59:00] information, to know what the cost is,
[59:02] to know what the delays have been, to
[59:04] know what the problems have been, what
[59:05] have been the corrections to the
[59:07] problems. So, anticipate a committee of
[59:09] the whole early February to go over all
[59:12] things Oracle. And madam chair to that
[59:14] point what
[59:16] » It seems like we set up a
[59:19] » Um committee to no
[59:21] » To a board to review it or no to kind of
[59:25] stay on top of it. No, the commit that's
[59:27] gov ops is dealing with it. Ways and
[59:29] means from a general piece and the chair
[59:30] has been calling committee a whole.
[59:32] » Um do you recall?
[59:34] » I don't think we had a because it's been
[59:36] a long time.
[59:36] » It has been. That's why I thought we had
[59:39] um but anyway, maybe that's Yeah,
[59:42] » That is something we can do just so we
[59:45] can keep on top of it and figure out
[59:48] when this project will end. Um thank
[59:52] you. That's all I had to say. Yeah,
[59:53] there's been discussions in the gov ops
[59:55] committee over the years, but I think
[59:57] all of us need to a little get briefed
[1:00:00] on what has happened over the last uh
[1:00:02] few years and just see where we are with
[1:00:04] this contract?
[1:00:06] Uh Michael, anything additional?
[1:00:08] » Yeah. No, I'll just say through the
[1:00:09] chair and ju just and and that that
[1:00:12] that's a great question and great
[1:00:13] discussion. I I I do want to clarify it.
[1:00:15] Um when we go live, that is really the
[1:00:18] end of the implementation slash the
[1:00:21] project. So of the you know again of the
[1:00:23] three major systems uh or the four major
[1:00:26] systems that we procured as part of this
[1:00:28] project we're we're done with the
[1:00:30] implementation of the financial
[1:00:33] management system the budgetary planning
[1:00:35] system and the human capital uh HR
[1:00:38] payroll system. So the contracts that
[1:00:41] we're talking about now are for the
[1:00:43] ongoing maintenance. These would be the
[1:00:45] contracts that we would have annually
[1:00:48] perpetually as long as we maintain
[1:00:50] Oracle. These are managed services
[1:00:52] contracts which is a a different area of
[1:00:55] the industry than implementation. So the
[1:00:57] only project item that is still
[1:00:59] outstanding as of right now is uh
[1:01:02] implementing the data warehouse for ERP
[1:01:05] which uh went live in October.
[1:01:08] And just for clarification, these four
[1:01:11] contracts total roughly 140 was about
[1:01:15] 400,000
[1:01:16] » Uh 301,000 round.
[1:01:18] » So every so every year will have a
[1:01:21] 300,000
[1:01:22] maintenance bill.
[1:01:24] » Well, we you know the plan would be to
[1:01:25] lock it in long term, but yes. Yeah. the
[1:01:27] man that that the managed services is
[1:01:29] for
[1:01:31] Oracle providing assistance to the
[1:01:33] county in troubleshooting issues or
[1:01:38] implementing enhancements and and so we
[1:01:40] we kind of uh at a high level separate
[1:01:44] any any item related to Oracle into an
[1:01:46] issue or an enhancement. These contracts
[1:01:49] assist for those particular uh
[1:01:51] environments with the county resolving
[1:01:55] those issues or enhancements and that
[1:01:57] would be in perpetuity particularly as
[1:01:59] we're getting new functionality uh every
[1:02:01] quarter.
[1:02:03] » So at least 300,000 a year for the
[1:02:06] maintenance at least.
[1:02:07] » Correct. Correct.
[1:02:08] » Okay. Thank you, Commissioner Clemente.
[1:02:11] » Thank you, Madam Chair. I think it'll be
[1:02:13] very beneficial uh when we do have our
[1:02:16] committee of the whole that we give a
[1:02:19] cheat sheet that explains all these
[1:02:21] letters that Michael has been spewing
[1:02:24] out because not everybody understands
[1:02:27] exactly what those all mean. Uh we as a
[1:02:32] I won't talk for everybody on that
[1:02:33] committee but we have been um discussing
[1:02:37] this a lot. We get reports every month
[1:02:41] about it and it is a um indepth read to
[1:02:47] understand everything. So I appreciate
[1:02:50] you bringing us all together to discuss
[1:02:52] this. Thank you
[1:02:54] » Commissioner. Thank you. Any additional
[1:02:57] questions on items 7, 8, 9, and 10?
[1:03:05] Any additional questions? Commissioner
[1:03:07] Wilson. Thank you, Madam Chair. Uh, not
[1:03:10] to pile on, but
[1:03:13] every time I see Oracle, I'm like,
[1:03:16] Commissioner Colleen, I guess I get a
[1:03:17] little nervous. I think you mentioned
[1:03:18] get a little nervous about the towing
[1:03:20] companies. I get a little nervous about
[1:03:22] Oracle. Uh, and just in a nutshell, I
[1:03:25] can say that uh several individuals,
[1:03:29] whether you're on uh county staff or
[1:03:31] whether you're uh member of the
[1:03:33] commission, still waiting on checks.
[1:03:36] So, I'm not sure what the issue is here
[1:03:39] because this has been ongoing. So, I do
[1:03:43] uh appreciate you, Madam Chair, for uh
[1:03:47] calling together committee of a whole so
[1:03:49] we can hopefully get this resolved once
[1:03:52] and for all because it's getting to the
[1:03:54] point right now where it's becoming
[1:03:55] absolutely ridiculous. So, thank you for
[1:03:58] that. That was just my commentary.
[1:03:59] Appreciate you.
[1:04:01] » Thank you, Commissioner.
[1:04:03] Any additional discussion before we
[1:04:06] vote?
[1:04:09] Pardon?
[1:04:11] Need a motion. Moved by Commissioner
[1:04:14] Clemente, supported by Commissioner Dob.
[1:04:18] Any further discussion?
[1:04:22] Hearing none, please vote.
[1:04:40] and carries.
[1:04:43] All right. Thank you.
[1:04:47] » Next item, please.
[1:04:49] » We're moving to page eight of the
[1:04:50] agenda. Testimonial resolutions and
[1:04:52] certificates of appreciation. There are
[1:04:54] five items listed. Okay. Is there a
[1:04:56] motion for the testimonial resolutions
[1:04:59] and certificates of appreciation?
[1:05:03] Is there a motion?
[1:05:06] Anybody?

[1:06:48] birthday on December 14th, and u while
[1:06:52] we're obviously all saddened by the
[1:06:54] loss, we take uh great comfort in the
[1:06:58] memories that we shared with her. Uh I
[1:07:00] feel truly spoiled to have had 39 years
[1:07:03] with a grandparent. I think that's an

[1:08:31] president of Taylor North Central Little
[1:08:33] League. He passed away over the
[1:08:34] holidays.
[1:08:38] » That as well any additional
[1:08:40] commissioner.
[1:08:41] » Thank you, Madam Chair. I would like to
[1:08:43] add two names. first of Paul Westerdale,
[1:08:47] a Ford Motor Company engineer retiree
[1:08:51] and also my daughter's father-in-law who
[1:08:54] passed away in December as he was about
[1:08:57] to turn 80. And also, I learned this
[1:09:00] morning that longtime down river
[1:09:03] journalist Mavis McKenna Farand passed
[1:09:06] away recently, and there will be
[1:09:08] services this Saturday at Michigan
[1:09:11] Memorial between 3 and 8:00. Thank you.

[1:09:33] Moment of silence.

[1:10:25] Once again, any public comments on Zoom,
[1:10:30] emails, chambers,
[1:10:34] telephone.
[1:10:36] Okay. Hearing none. Next item,
[1:10:38] » Reconsiderations.
[1:10:39] » There are none.
[1:10:40] » Remarks by members.
[1:10:41] » Any remarks by members?
[1:10:44] Remarks. Commissioner Dob.
[1:10:46] » Thank you, Madam Chair. Um, just want to
[1:10:49] make [clears throat] a remark about uh
[1:10:51] flu cases. Um, flu cases are surging in
[1:10:54] Michigan right now. Our state is been
[1:10:56] hit hard harder than most states in the
[1:11:00] country. And it's not too late to get
[1:11:02] your flu vaccine if you haven't got it
[1:11:04] already this season. Um it's not been
[1:11:07] too long since we have come out of a
[1:11:09] global pandemic. So we all know what to
[1:11:11] do with these sorts of um uh situations.
[1:11:15] You know, stay home when you're sick,
[1:11:17] wear a mask, wash your hands, don't
[1:11:20] cough with your mouth open. Um and so
[1:11:24] hopefully everyone can stay well this
[1:11:26] flu season. Thank you.
[1:11:28] » Thank you, Commissioner Commissioner
[1:11:31] Peterson Mayberry.
[1:11:32] » Thank you, Madam Chair. I just wanted to
[1:11:35] um lift up and thank um our new mayor
[1:11:39] for the city of Detroit um Mayor Madam
[1:11:43] um Sheffield um with the RX Kids
[1:11:46] announcement that was done last week. I
[1:11:49] think I know we have passed that as a as
[1:11:51] a body here a couple of weeks ago and we
[1:11:55] know that that is an extremely important
[1:11:57] program and when it passed the
[1:11:59] commissioners who actually have Detroit
[1:12:02] we received lots of calls, text messages
[1:12:04] and emails about why Detroit was not a
[1:12:08] part of that program. And at that time,
[1:12:10] several of the leaders in Detroit
[1:12:11] mentioned that it was something that was
[1:12:13] on their radar. And I know um Madame
[1:12:16] Sheffield um mayor, she actually talked
[1:12:18] about that during her campaign. So, I'm
[1:12:20] just excited that the city of Detroit is
[1:12:22] now um also one that's supporting RX
[1:12:24] kids. So, I just wanted to lift that up.
[1:12:26] » Thank you. Thank you for that very
[1:12:29] important um
[1:12:32] program that will be beneficial to so
[1:12:34] many in the city of Detroit and
[1:12:35] throughout Wayne County. Thank you,
[1:12:37] Commissioner Baker McCormack.
[1:12:39] » And speaking of leadership, I wanted to
[1:12:43] acknowledge and congratulate
[1:12:46] uh my council member who is now the
[1:12:49] president of the Detroit City Council,
[1:12:53] James Tate. So, just wanted to send um
[1:12:57] my congratulations to him and um
[1:13:02] definitely willing to work with him to
[1:13:05] keep moving us forward. So, thank you.
[1:13:08] » Thank you. And the two of you must have
[1:13:10] read my notes cuz I had it for something
[1:13:11] to say. [laughter]
[1:13:13] So, thank you, Commissioner Wilson.
[1:13:16] » Yeah. Just uh quickly uh
[1:13:19] just uh in addition to what uh
[1:13:21] Commissioner Peterson Mayberry alluded
[1:13:22] to, um I want to know where are we at
[1:13:26] with the RX kids for the for the county
[1:13:29] for the the uh the indiv cities that we
[1:13:33] approved a few months ago. I know we had
[1:13:35] a discussion last time we were here
[1:13:37] about uh the Michigan state legislature
[1:13:40] had uh
[1:13:43] they had dis discontinued the work
[1:13:45] projects and I think uh since then uh
[1:13:48] attorney general Nestle uh get opine
[1:13:52] opined that uh that was wrong what they
[1:13:54] had did and they were going to uh
[1:13:56] reinstitute I guess the funding. So and
[1:13:58] I think I heard prior to that that we
[1:14:00] were not going to be impacted by that
[1:14:02] yet we had to vote on it. So I was
[1:14:04] somewhat perplexed and or confounded uh
[1:14:07] in terms of where we are at as of as of
[1:14:09] this date.
[1:14:10] » Do you mind if I ask the director to
[1:14:12] give a written report on that?
[1:14:14] » Sure. Sure. That'd be great. Thank you,
[1:14:16] » Director John. No, I can't see far away.
[1:14:18] If she's here, if we could get a a
[1:14:20] written report to answer those
[1:14:21] questions, that would be helpful. Thank
[1:14:22] you.
[1:14:23] » Okay. Thank you, Madam Chair. Thank you,
[1:14:25] Madam Chair.
[1:14:25] » Thank you. Any additional Commissioner
[1:14:28] Scott?
[1:14:29] » Yes, I want to expound on that. also the
[1:14:32] RX Kids for Detroit. I want to thank you
[1:14:35] for um putting it on uh guess it was on
[1:14:39] Facebook and you sent it to us and and
[1:14:43] um it was rather lengthy, but it was
[1:14:46] really good to to see that and to know
[1:14:50] that uh we are expanding it in Detroit
[1:14:54] and hopefully we can get ours going.
[1:14:59] And I do believe we have what was the
[1:15:01] the number before break was 800 people
[1:15:04] had um registered in Wayne County in the
[1:15:07] six cities and 500 were approved. Don't
[1:15:10] quote me on those numbers, but we had a
[1:15:12] great response to what we're doing in
[1:15:13] the six cities in Wayne County, but
[1:15:15] we'll get a written report to everyone
[1:15:17] um so you can know exactly where we
[1:15:18] stand today.
[1:15:19] » Thanks again and happy new year's to
[1:15:21] everyone.
[1:15:22] » Happy New Year, Commissioner.
[1:15:23] » Good to see everybody back.
[1:15:25] » Yes. Amen. Healthy and back. Yes. Amen.
[1:15:28] Commissioner Wilson.
[1:15:29] » Yes. Just as a final comment, uh I
[1:15:32] suppose this is the elephant in the
[1:15:33] room, but I think we all are aware of
[1:15:36] what happened the other day over in
[1:15:37] Minnesota uh with the ICE uh
[1:15:40] circumstances. Uh and we also uh most of
[1:15:44] us are probably uh cognizant of uh the
[1:15:47] the rumors that there's ice facility in
[1:15:51] Highland Park or or potential ice
[1:15:53] facility in Highland Park. So I say all
[1:15:56] that to say this.
[1:15:59] There's been obviously a lot of
[1:16:00] discussion uh a lot of chatter about ICE
[1:16:05] and uh the role that they are playing uh
[1:16:07] in uh destroying neighborhoods. Uh so to
[1:16:10] that point uh is is there do we know if
[1:16:14] there's anything going on in Highland
[1:16:15] Park? I'm looking at my my my
[1:16:17] commissioner over here, uh, Martha
[1:16:19] Scott, cuz I know that's part of your
[1:16:20] domain because there's been a lot of
[1:16:22] inquiries about these individuals and
[1:16:24] how they're setting up shop, uh, for the
[1:16:27] sole purpose of sort of uh, separating
[1:16:29] families and violating violating the
[1:16:31] Constitution of the United States of
[1:16:33] America.
[1:16:34] Commissioner Scott. Well,
[1:16:38] I have spoken to my mayor regarding this
[1:16:40] and I guess just like on all of these
[1:16:44] states uh nobody knows you know that man
[1:16:48] up there that's supposed to be heading
[1:16:51] this country
[1:16:53] uh is um just sends people in and uh I
[1:16:58] would like to know more about what's
[1:17:00] going on in my city also you know and
[1:17:03] where would it be you know so I do know
[1:17:06] that we're all getting letters together
[1:17:10] to send up uh the state rep, state
[1:17:14] senator, and my mayor and myself.
[1:17:18] » Let us know if we can be helpful for
[1:17:20] those individuals who would like to be.
[1:17:22] Okay. Thank you.
[1:17:23] » Thank you, Madam Chair.
[1:17:24] » Thank you.
[1:17:24] » Thank you, Commissioner.
[1:17:25] » Thank you, Commissioner Scott.
[1:17:28] » Thank you, Madam Chair. First, I would
[1:17:30] like to thank all of my colleagues for
[1:17:34] renewing your trust in me to serve as
[1:17:36] the vice chair prom uh on the Wayne
[1:17:39] County Commission. I appreciate all of
[1:17:41] your support. Madame Chair, this morning
[1:17:44] I'm making comments not about tragedies
[1:17:47] in the Middle East. It seems to be a
[1:17:49] daily occurrence in the Middle East, but
[1:17:52] I'm making comments about what happened
[1:17:55] yesterday in in Minnesota. As my uh
[1:17:59] colleague, Commissioner Wilson alluded
[1:18:00] to, you know, the killing of Renee Good
[1:18:04] by ICE agents in Minneapolis is a tragic
[1:18:06] and unjustifiable act of violence.
[1:18:10] I mean, we must all condemn the use of
[1:18:13] excessive force and brutality by law
[1:18:16] enforcement agents against innocent
[1:18:18] citizens. Renee Good was a beloved
[1:18:21] mother of her community and her life was
[1:18:23] cut short in a senseless and unnecessary
[1:18:27] manner.
[1:18:28] This incident highlights the need for
[1:18:30] accountability and reform with ICE and
[1:18:33] law enforcement agencies to prevent such
[1:18:36] tragedies from happening again. What
[1:18:38] happened yesterday was not self-defense
[1:18:41] as the administration came out and and
[1:18:43] and portrayed. This was a murder in cold
[1:18:47] blood. Our thoughts and prayers are with
[1:18:50] this family and the loved ones of Renee
[1:18:53] Good during this difficult time. Can you
[1:18:55] imagine this mother dropped off her
[1:18:58] six-year-old daughter in school?
[1:19:01] Now the six-year-old has no mother. She
[1:19:04] lost her mother in cold blood. It's very
[1:19:07] tragic and we must all
[1:19:10] condemn this act of violence and speak
[1:19:12] out. Thank you, Madam Chair.
[1:19:14] » Thank you, Commissioner. Thank you for
[1:19:16] those words. Any additional remarks by
[1:19:19] members?
[1:19:21] Uh let me just say again congratulations
[1:19:24] to Mayor well Mayor uh Sheffield Mary
[1:19:27] Sheffield who will be sworn in tomorrow
[1:19:30] publicly at the opera house and to
[1:19:33] president of the city council James Tate
[1:19:35] um and all the new city council members.
[1:19:37] I'll be in in attendance at that
[1:19:39] ceremony on tomorrow to congratulate
[1:19:41] them and wish them well. look forward to
[1:19:44] uh working with each of them as we
[1:19:46] continue to move Detroit and more
[1:19:48] importantly Wayne County forward working
[1:19:50] together with all of our municipal
[1:19:52] leaders. So again, congratulations to
[1:19:55] the two of them and to all of our city
[1:19:56] new city council members as well. Any
[1:19:59] additional remarks by members?
[1:20:02] All right, hearing none. Is there a
[1:20:04] motion to adjurnn? Move
[1:20:04] » To adjurnn.
[1:20:05] » All right, meeting and adjourn. Thank
[1:20:07] you all so much.
