UAW member as well. Uh, August 5th,
[1:18]
2006, Mario received a doctorate of
[1:21]
divinity from the Detroit International
[1:24]
School of Ministry. August 2007, Mario
[1:27]
was ordained a minister and appointed as
[1:31]
presiding elder of the house of God. He
[1:35]
also was assistant to the to the
[1:37]
leadership under the late Dr. Bishop
[1:40]
Lavell
[1:42]
Wooden Senior. April 6, 2008, Mario
[1:46]
succeeded the late Dr. Bishop Lavell
[1:49]
Wooden Senior to become the Bishop and
[1:53]
Overseer of the Beverly House of God
[1:55]
Church, now known as the New Vision
[1:59]
Outreach Ministries, HGO.

After serving over 30 years, Mario
[2:05]
retired from the Ford Motor Company
[2:07]
Dearborn Truck Plant in Dearbornne.
[2:10]
He now he now devotes his full attention
[2:13]
to his family, his ministry and his
[2:16]
community which he serves so very very
[2:19]
well in uh my hometown of Romulus which
[2:21]
is where I reside. Uh his church is
[2:23]
right down the street and uh he does an
[2:25]
absolutely incredible job of uplifting
[2:27]
the community and ensuring that those
[2:30]
are those people who are less fortunate
[2:31]
are served uh to the fullest extent. So
[2:34]
with that being said, it's my honor, my
[2:37]
pleasure, and my privilege to bring up
[2:39]
Dr. Mario A. Clark, Senior. Mario,

want to say good afternoon or good
[2:54]
morning to everyone.
[2:57]
Kind of tall, so you'll have to excuse
[2:59]
me.

We just want to as we prepare to beseech
[3:06]
the Lord. We want to say it's an honor
[3:10]
to stand before you all. It's a
[3:13]
privilege. Um I praise God for all of
[3:16]
you that are here that work so
[3:19]
diligently in your prospective
[3:21]
positions.
[3:22]
And I want to give accolades and honor
[3:25]
to my good friend and brother Alan
[3:28]
Wilson, the commissioner of district 11.
[3:32]
Um, as we were talking in the office
[3:36]
before I got here, I was just
[3:38]
reminiscing over the years that we had
[3:41]
time to fellowship.
[3:43]
And you have a good man on the team. I
[3:46]
just want to say that he has never
[3:49]
forgotten his roots. He has never
[3:51]
forgotten where he's come from.
[3:54]
Being a pastor, a lot of people think
[3:56]
that, oh, God just blesses the pastor
[3:59]
and they don't need help because they
[4:01]
can go straight to God. But last year, I
[4:04]
ran into some difficulties with some uh
[4:08]
things after my mother passed. And I
[4:11]
didn't know what to do and who to turn
[4:13]
to.
[4:15]
And I got up at 3:00 in the morning and
[4:18]
I I went down in my office and I began
[4:20]
to pray.
[4:22]
And
[4:24]
not even realizing that I had the Wayne
[4:27]
County Commissioner in my rolodex on my
[4:31]
phone,
[4:33]
it dawned on them. It just like a light
[4:35]
came on. You know, you've done all you
[4:37]
can do.
[4:39]
And I I just didn't know where else to
[4:40]
turn. And I thought about it. I said,
[4:45]
"God has given me all the tools that I
[4:47]
need to get this situation taken care
[4:49]
of." And I got on the phone and I called
[4:52]
him and he worked diligently
[4:57]
to see us through our situation until it
[5:01]
was rectified.
[5:03]
And even when I gave up, I would get
[5:07]
calls from him letting me know he had
[5:09]
not forgot about us. So I just want to
[5:12]
give praise to him for the diligent work
[5:14]
he does in the community and all of you
[5:16]
as well.
[5:16]

Dear heavenly and gracious father we

Good morning everyone and happy new year
[13:41]
to everyone. Um,
[13:43]
look at this great group. I thought I'd
[13:45]
bring them up because it's a smaller
[13:46]
group and they fit right here in front.
[13:49]
Uh, thank you chair Bell and colleagues
[13:51]
for giving me a few moments during this
[13:53]
meeting to recognize the Northville High
[13:55]
School boys cross country team for yet
[13:57]
another outstanding season. You may
[14:00]
recognize some familiar names as this
[14:03]
marks their fourth consecutive Division
[14:05]
1 state championship. It's a real honor
[14:09]
for me to recognize a team that has
[14:10]
brought an incredible amount of pride to
[14:12]
Northville and to Wayne County.
[14:15]
I get to talk about many accompl
[14:17]
accomplishments in this role, but I can
[14:19]
honestly say this one is very special.
[14:21]
Winning a state championship is hard.
[14:24]
Winning four in a row in division one is
[14:27]
something very few teams will ever
[14:29]
experience. What they've done is truly
[14:32]
historic. This season, Northville
[14:34]
dominated all year. The team went
[14:36]
undefeated in division in its division
[14:39]
for the fifth year in a row, claimed a
[14:41]
fourth straight Kensington Lakes
[14:43]
Athletic Association Conference title,
[14:45]
and brought home a fifth straight
[14:47]
regional championship. That kind of
[14:49]
consistency doesn't happen by accident.
[14:52]
It comes from showing up every day,
[14:53]
holding each other accountable, and
[14:55]
believing in the process even when the
[14:57]
work gets tough.
[14:59]
This championship group includes and
[15:02]
boys put your hand up when I raise your
[15:04]
when I uh call your name. Seniors
[15:06]
Benjamin Hardigan, Ryan Stojo, Ethan
[15:11]
Herza, Colton Blackburn, juniors Brandon
[15:15]
Cloud and Jack Lewis, and sophomores
[15:18]
Manny Coats and Lucas Mullen. Each of
[15:21]
you have played a role in this
[15:23]
remarkable run and together you've built
[15:25]
something that will rem be remembered in
[15:27]
Northville for a very long time. I also
[15:30]
want to recognize the coaching staff,
[15:34]
head coach Tim Dalton, who will say a
[15:36]
couple words along with Jack Dalton,
[15:38]
Chris Inch, Lauren Peek, and Adam Gabra.
[15:43]
Yeah. You built more than a winning
[15:45]
program and you built a culture that
[15:47]
instills discipline, teamwork, and
[15:49]
resilience. and it shows up every time
[15:51]
these athletes step onto the course. On
[15:54]
behalf of the Wayne um behalf of Wayne
[15:56]
County, congratulations on an
[15:57]
extraordinary accomplishment. It is my
[16:00]
privilege to present this resolution
[16:02]
honoring your fourth consecutive
[16:04]
division one state championships.
[16:06]
Congratulations and thank you for all
[16:08]
being here.

First, thank you to all of you as
[16:25]
commissioners and especially
[16:26]
Commissioner Mori for uh taking a couple
[16:28]
minutes. I know you have a ton of
[16:30]
important information to discuss, but to
[16:32]
honor our kids. Um she did a great job
[16:34]
of summarizing it. Four years in a row
[16:36]
um no matter what sport or activity in
[16:38]
life, to win it all like that is truly
[16:40]
incredible for these kids. Um, I will
[16:42]
give you a couple stats on the sport.
[16:45]
Cross country, you get each school gets
[16:46]
seven kids. They run 3.1 miles or a 5K.
[16:50]
You add up their finishing places in the
[16:52]
low score win. So, like golf and low
[16:54]
score. We had three finish in the top 10
[16:56]
in the state of Michigan. Brandon Cloud
[16:58]
Jr. ran 14 minutes and 52 seconds. I'm
[17:01]
not a math major, but if you divide that
[17:03]
by three, figure out his mile pace. Um,
[17:05]
super impressive. Ben Hardigan, a
[17:07]
senior, finished eighth in the state of
[17:09]
Michigan. and Ryan Stojove was 10th. Um,
[17:12]
our fourth runner was senior Ethan
[17:15]
Herza. Fifth runner was Manny Coats. Uh,
[17:18]
sixth runner was senior Colton
[17:20]
Blackburn. Seventh was Lucas Mullen. And
[17:23]
our junior, we had an alternate um, Jack
[17:25]
Lewis. So, it's really about them. Super
[17:28]
uh, proud of them, the way they
[17:29]
represented not only our high school,
[17:31]
but our community and really Wayne
[17:32]
County on a state level. And then the
[17:34]
last thing I will say, can't do it. We
[17:36]
had 91 boys on our team total. Couldn't
[17:38]
do it without assistant coaches. So
[17:40]
truly appreciative for the two that are
[17:42]
here today, Coach Lauren Peek and Coach
[17:44]

being the first meeting of the year we

did not have committees prior to these

the assistant division director for DPS
[21:44]
environmental services division. This
[21:46]
contract um is for as needed and testing
[21:49]
and analysis for the um electrical
[21:52]
systems at four of our pump stations,
[21:54]
the CSO basins along with the pump
[21:56]
stations that are located at the Rouge
[21:57]
Valley sewage disposal system. Um this
[22:00]
contract was needed because um the
[22:02]
systems are very old and outdated and
[22:04]
there's been a lot of electrical issues
[22:06]
there and so we needed to get a contract
[22:08]
in place so that we can have these um we
[22:11]
don't have emergency situations that
[22:13]
arise. We have a contract in place with
[22:14]
a company that can handle this. Went out
[22:16]
for bid and this this company was the
[22:18]
one that won the bid.
[22:21]
» For these particular sewage lines, are
[22:24]
there others that are in need of this
[22:26]
type of support or this will complete
[22:28]
all of them?

[23:22]
most qualified.

[25:40]
it for as long as we can and replace it
[25:43]
uh usually when we need it. Um it's good
[25:46]
to have a plan in place for replacing
[25:48]
but I think parks is a little behind
[25:50]
just uh you know with re limited
[25:52]
resources and rising costs for equipment
[25:55]
like this. Uh but this had been planned
[25:57]
for uh and budgeted in the parks
[25:59]
millillage.

» That's a great question. Um I will have

front loader. So, it's equipment with a
[26:32]
big kind of um bucket on the front. So,

it can be used for lifting things,

sometimes there's attachments you can

move on can put on them for a few
[26:44]
different um activities. Um it's
[26:47]

and searching the information we uh

determine this bridge is a historical
[29:15]
bridge and then we have to seek the
[29:18]
permit from US coro engineers as well as
[29:20]
from the state too.

that. What's the uh what's the
[29:28]
consequences? What
[29:31]
is good for Wayne County? If this does
[29:33]
have historic preservation, how does

that change the management of it?

a historical bridge, there are a lot of
[29:44]
extra steps that required from us to do
[29:48]
uh you know, we have to document the
[29:50]
whole history of the bridge. We have to

do uh take photos and make sure
[29:54]
everything is being preserved. So, it's
[29:56]
a little bit of a lengthy process to uh
[29:59]
get this bridge approved by the state
[30:02]
and US corp of engineers before we do
[30:05]
any uh any uh reconstruction of this
[30:09]
bridge.

there's a different regulatory
[30:17]
environment if you're on the historic
[30:19]
preservation list or historic list.

» Yes. Typically when it is a historical

bridge you have to go through the
[30:26]
process of getting a permit from MD for
[30:29]
we call it the ship and uh like I said
[30:32]
it's a it's a lengthy process to
[30:35]
document everything the state needs for
[30:37]
that particular bridge or even uh any
[30:40]
entity we run it through it if we are
[30:42]
doing a road job too. So it's it's
[30:45]
required but if it is it's not
[30:48]
historical or it doesn't have any
[30:50]
history then we don't have to uh get a
[30:53]
permit from MD that
[30:57]
there any help from the state of
[30:58]
Michigan in terms of uh maintaining it
[31:02]
once it's historic. Does the state kick
[31:05]
in anything for maintenance?
[31:09]
» No sir. uh you know the the state want
[31:12]
to make sure everything is being
[31:13]
recorded and preserved for that
[31:15]
particular structure.

structure in general is historical or

nonhistorical. So it's it goes by years
[32:56]
and the way it's it's constructed too.

So yeah, there are a lot of guidelines.

That's why it takes a little bit of time
[33:03]
and extra money effort to make sure like
[33:06]
we preserving everything for this bridge

before we demo the bridge.

safety improvement at the intersection.

There was no uh traffic signal. So we

also determined that the traffic signal

is warranted and we also had to make uh
[35:35]
crosswalks safe to students to cross and
[35:39]
this project uh started uh um on time
[35:45]
and we determined uh that because of the
[35:48]
signal there was like 6 months lead time
[35:51]
on these ones. So, and uh the contractor
[35:55]
continued to work to make sure
[35:57]
everything is in place before the school
[36:00]
opens up again. And uh we uh we're most
[36:05]
the majority of the work was completed
[36:08]
in May 2025. We just had to do some
[36:11]
restorations to complete the job before
[36:14]
the school students come back to school.
[36:17]
So, the project has been completed. uh
[36:19]
in order to close the job. Usually it
[36:22]
takes about 180 days to close the job.
[36:25]
We we have to have an active contract.

Sometimes it involves the Kosanostra and

other. How do we assess

whether this is the proper company

uh to provide these services?
[41:10]
» This uh towing company was selected
[41:12]
through a RFP. There was an official bid
[41:14]
and an evaluation committee. So this
[41:16]
Martins as well as J&T were both
[41:18]
selected.
[41:19]
» What do we look for in that RFP? You
[41:21]
know, I'm I'm concerned about citizens
[41:24]
showing up to get their cars back and
[41:27]
how that process goes and how the
[41:29]
company handles it. Uh,
[41:34]
in the RFP, what are the things that
[41:37]
we're looking for out of a towing
[41:39]
company other than just getting a car
[41:41]
off the road? Well, our operations team
[41:45]
provides the information that they um
[41:47]
really need to the procurement
[41:50]
department and they go out and they do
[41:52]
the selection. They have a entire list
[41:54]
that the criteria has to be met and it's
[41:56]
a scoring evaluation that's done.

And I can't give you details as to each
[42:02]
and every piece of it, but um the time
[42:05]
that they've been in business, uh as far
[42:08]
as the employees that are employed, uh
[42:11]
their ethics that's involved. So there's
[42:13]
a lengthy process.

and we're seeing it. So there was
[42:52]
nothing done. But do we have something
[42:54]
going forward so that there's not a
[42:56]
overlap in contracts like this? I mean

when we're talking about towing, not
[42:59]
like interrupting an existing project.

Yes. And we continue to try to move
[43:04]
forward with getting our contracts with
[43:07]
doing like a fourmonth lead time. But
[43:10]
between your staffing, not just for our
[43:12]
department, but staffing and procurement

and new systems, it's been a timing

our four major pillars for connect 43
[49:05]
EPM which is the uh budgetary planning
[49:07]
system uh the u enterprise resource
[49:10]
planning or ERP system financials and

[49:17]
management HR payroll system HCM. Uh
[49:20]
essentially uh the the the the goal of
[49:23]
this contract is two or these contracts
[49:25]
are twofold. Uh the first is to serve as
[49:28]
a bridge to allow us to uh enter into
[49:32]
new contracts long-term that allow us to
[49:34]
align the start and stop dates between
[49:39]
the Wayne County uh the Wayne County uh
[49:41]
systems and the Oracle systems uh which
[49:44]
we'll you'll see uh four contracts
[49:46]
coming up uh for for a for a May uh May
[49:49]
amendment. The second is uh the the
[49:53]
private the prior contract which expired
[49:55]
on 9:30 bundled uh HCM, ERP and EPM into
[50:01]
one contract and because we had
[50:04]
different start uh start dates for you
[50:06]
know related to the uh to the replans of
[50:09]
the the implementations for
[50:12]
ERP, HCM and EPM. uh all of the
[50:16]
contracts were essentially bundled under
[50:18]
one contract with the same start and
[50:20]
stop date uh in in in our system in
[50:23]
Oracle system because we're starting the
[50:26]
services on different times. So uh just
[50:29]
to level set for everyone uh we went
[50:31]
live with HCM July 1st of 2024. Uh the
[50:36]
ERP system went live October 6 of 2025
[50:41]
and the uh EPM system went live October
[50:44]
27th of 2025. Then they had a one-year
[50:48]
uh or or one month uh hyperare session
[50:51]
under the implementation contract which
[50:53]
was the contract that you know we've
[50:55]
been uh dealing with primarily since
[50:57]
we've been having these discussions the
[50:59]
actual implementation of the systems.
[51:01]
And so this managed services contract
[51:03]
was primarily applying to HCM. And so
[51:07]
these contracts were intended to
[51:09]
essentially
[51:11]
ensure we had funding for the services
[51:14]
through the end of April which is when
[51:16]
the the the the services expire in
[51:19]
Oracle system. And so ultimately it
[51:22]
would allow you know it would allow us
[51:24]
to
[51:26]
fund the services which we weren't
[51:27]
intending for them to be retroactive
[51:29]
when we initially submitted but uh we
[51:31]
had we had some some delays in in
[51:33]
getting some changes made in the Oracle
[51:35]
system which uh you know we put it on
[51:37]
the uh uh uh on the agenda to the uh to
[51:41]
the internal team with a little tight
[51:43]
timing. And so the the game plan really
[51:46]
is uh to
[51:48]
approve have these contracts approved
[51:50]
and then present new contract amendments
[51:53]
for longer terms that will tie up ERP,
[51:56]
HCM and EPM uh you know for for you know
[52:01]
a two to threeyear period. We're still
[52:02]
kind of working through that with
[52:03]
Oracle. Uh and so in the interim, these
[52:06]
contracts would be the bridge between
[52:08]
the end of the prior combined uh managed
[52:11]
services contract and then the uh the
[52:14]
start of those new contracts that that
[52:16]
will be forthcoming for uh for a May
[52:18]
approval.

[52:54]
have a meeting to discuss this um this
[52:58]
um ongoing uh contractual relationship
[53:01]
uh and the costs associated with all the
[53:03]
various aspects associ with these um
[53:06]
with these contracts. Um ju just wanting
[53:09]
to know do you have a sunset? Is it
[53:11]
going to go beyond the three years? Uh
[53:13]
what what's going on here? This is
[53:15]
» So Yeah. Yep. Yep. Good good question.

So uh just just for everyone's
[53:20]
edification the connect 43 project
[53:23]
involved four major pillars ERP HCM EPM
[53:27]
and then the uh data warehouse or we we
[53:29]
call it you'll see it as ADW. Uh three
[53:32]
of three of the four have been fully
[53:35]
implemented. So we again we went live
[53:37]
with HCM July 2024
[53:41]
October we went live with ERP and EPM we
[53:45]
are live with the ADW for HCM so ADW the
[53:50]
warehouse has two components there's a
[53:53]
HCM component uh which is in production
[53:57]
and then there's a ERP component which
[53:59]
we haven't started implementation yet uh
[54:02]
the the game plan to answer the question
[54:05]
of when think we will be done with the
[54:07]
implementation. So essentially kind of
[54:09]
the the last step of the pro of the
[54:11]
connect 43 project and then it
[54:13]
essentially uh reverts to a ongoing
[54:16]
maintenance of the county's Oracle
[54:17]
platform. We're anticipating uh June or
[54:21]
July. Uh we what what what we are doing
[54:24]
is we are preparing a data warehouse
[54:28]
ERPon
[54:29]
ordering document that we would plan to
[54:31]
present uh sometime in the early late
[54:34]
March early April time frame just
[54:36]
depending on how how fast things go in
[54:38]
the process and then we would start the
[54:40]
ADW ERP implementation when that
[54:44]
contract is approved and we're
[54:46]
anticipating 3 months or so but you know
[54:49]
there you there's things that can
[54:51]
happen. So, you know, potentially
[54:52]
longer. So, we would bogey in some time
[54:54]
for the unexpected. But under a
[54:57]
three-month time frame, we would be
[54:59]
anticipating uh the implementation of
[55:02]
Connect 43 being complete in the uh June
[55:05]
July time frame of 2025.
[55:08]

[55:09]
those extensions that you're talking
[55:10]
about the three years, okay, as you all
[55:12]
are um in your um uh I guess in in your
[55:16]
uh huddle discussing um the timeline
[55:20]
associated with this, I want you all to
[55:23]
understand that uh to think around
[55:26]
shortening and getting this thing done
[55:29]
on the on the as soon as possible, not
[55:32]
looking extending outward. Of course, we
[55:34]
want it to work. Um but it it's just I
[55:37]
I'm just very u concerned about um
[55:39]
issues that I will meet with you all to
[55:42]
discuss along with the chair and the
[55:44]
chair of um of gov ops as it relates to
[55:47]
this issue because this this this has to
[55:49]

concerned about this project. I believe

I think 3 years ago we were saying that

it would be done and complete up and

running. Um I don't even know where what

at this point what we've spent on the
[56:22]
project. this kind of hard to keep up
[56:25]
because we keep extending and I know
[56:29]
that there's been um a lot of issues
[56:33]
with this and um with the whole project
[56:37]
um and I know what we're trying to get
[56:41]
to, but it's it is concerning that we
[56:45]
keep
[56:47]
spending more and more money towards
[56:49]
this project and it seems like we're not
[56:52]
getting anywhere. I don't know if it's
[56:54]
just me, but I don't know. Um, is there
[56:58]
any penalties? Maybe we could ask our
[57:02]
council um
[57:05]
what we can
[57:07]

» Do or is there any uh ramifications for
[57:14]
each extension going beyond the point as
[57:19]
you know
[57:21]
is there any
[57:23]
penalties that's that's what I'm asking
[57:27]
» Through the chair to this honorable body
[57:29]
um commissioner it it all depends on the
[57:33]
way the contract is written. If there is
[57:36]
no breach or no delay this on the part
[57:39]
of Oracle and it's within the county
[57:41]
then there wouldn't be a penalty. So I
[57:43]
think that's a complicated question. Um
[57:45]
nothing has been brought to our
[57:46]
attention as we reviewed these that
[57:48]
would give us the impression that a
[57:49]
penalty should be imposed. But I will
[57:52]
rely obviously on the department and
[57:54]
those who are intricately involved and
[57:56]
know all the details of this. But
[57:57]
nothing came to our awareness that would
[57:59]
even give us the impression that was um
[58:01]
an issue at this point. Um but again, it
[58:04]
all depends on the delay. And if there
[58:06]
is a delay or it's just a slow process,
[58:08]
I I can't speak to that. I would again
[58:09]
have to rely back on the to the
[58:11]
department.
[58:12]
» Okay. So you're saying that each
[58:14]
extension that we've had over the last I
[58:19]
don't know five years I think. I I can't
[58:22]
even remember how long the project has
[58:24]
been going on, but I know it's been a
[58:26]
long time. So, um you're saying that
[58:29]
each delay there's
[58:32]
you don't think that there's a problem
[58:34]
with
[58:35]
» We can't determine that,
[58:36]
» Right? I'm saying that we have to rely
[58:38]
on the department because we're not
[58:39]
involved in the day-to-day. I can't
[58:41]
speak to why there has been a delay or
[58:43]
why there is a need for an extension. I
[58:45]
think that would have to be a
[58:46]
conversation with those involved in the
[58:49]
department to really get to those nuts
[58:50]
and bolts. I can't speak to that.

» And based on that, I will be calling a
[58:54]
committee of the whole just to talk
[58:56]
about Oracle because it has been a while
[58:58]
since we've talked about it, had any
[59:00]
information, to know what the cost is,
[59:02]
to know what the delays have been, to
[59:04]
know what the problems have been, what
[59:05]
have been the corrections to the
[59:07]
problems. So, anticipate a committee of
[59:09]
the whole early February to go over all
[59:12]
things Oracle. And madam chair to that
[59:14]
point what
[59:16]
» It seems like we set up a
[59:19]
» Um committee to no
[59:21]
» To a board to review it or no to kind of
[59:25]
stay on top of it. No, the commit that's
[59:27]
gov ops is dealing with it. Ways and
[59:29]
means from a general piece and the chair
[59:30]
has been calling committee a whole.

» I don't think we had a because it's been
[59:36]
a long time.

there's been discussions in the gov ops
[59:55]
committee over the years, but I think
[59:57]
all of us need to a little get briefed

on what has happened over the last uh
[1:00:02]
few years and just see where we are with
[1:00:04]
this contract?

» Yeah. No, I'll just say through the
[1:00:09]
chair and ju just and and that that
[1:00:12]
that's a great question and great
[1:00:13]
discussion. I I I do want to clarify it.
[1:00:15]
Um when we go live, that is really the
[1:00:18]
end of the implementation slash the
[1:00:21]
project. So of the you know again of the
[1:00:23]
three major systems uh or the four major
[1:00:26]
systems that we procured as part of this
[1:00:28]
project we're we're done with the
[1:00:30]
implementation of the financial
[1:00:33]
management system the budgetary planning
[1:00:35]
system and the human capital uh HR
[1:00:38]
payroll system. So the contracts that
[1:00:41]
we're talking about now are for the
[1:00:43]
ongoing maintenance. These would be the
[1:00:45]
contracts that we would have annually
[1:00:48]
perpetually as long as we maintain
[1:00:50]
Oracle. These are managed services
[1:00:52]
contracts which is a a different area of
[1:00:55]
the industry than implementation. So the
[1:00:57]
only project item that is still
[1:00:59]
outstanding as of right now is uh
[1:01:02]
implementing the data warehouse for ERP
[1:01:05]
which uh went live in October.
[1:01:08]
And just for clarification, these four
[1:01:11]
contracts total roughly 140 was about
[1:01:15]
400,000
[1:01:16]
» Uh 301,000 round.
[1:01:18]
» So every so every year will have a
[1:01:21]
300,000
[1:01:22]
maintenance bill.
[1:01:24]
» Well, we you know the plan would be to
[1:01:25]
lock it in long term, but yes. Yeah. the
[1:01:27]
man that that the managed services is
[1:01:29]
for
[1:01:31]
Oracle providing assistance to the
[1:01:33]
county in troubleshooting issues or
[1:01:38]
implementing enhancements and and so we
[1:01:40]
we kind of uh at a high level separate
[1:01:44]
any any item related to Oracle into an
[1:01:46]
issue or an enhancement. These contracts
[1:01:49]
assist for those particular uh
[1:01:51]
environments with the county resolving
[1:01:55]
those issues or enhancements and that
[1:01:57]
would be in perpetuity particularly as
[1:01:59]
we're getting new functionality uh every
[1:02:01]
quarter.
[1:02:03]
» So at least 300,000 a year for the
[1:02:06]
maintenance at least.

know that that is an extremely important

commissioners who actually have Detroit

we received lots of calls, text messages

and emails about why Detroit was not a

part of that program. And at that time,

several of the leaders in Detroit

mentioned that it was something that was
[1:12:13]
on their radar. And I know um Madame
[1:12:16]
Sheffield um mayor, she actually talked
[1:12:18]
about that during her campaign. So, I'm
[1:12:20]
just excited that the city of Detroit is
[1:12:22]
now um also one that's supporting RX
[1:12:24]
kids. So, I just wanted to lift that up.

RX Kids for Detroit. I want to thank you
[1:14:35]
for um putting it on uh guess it was on
[1:14:39]
Facebook and you sent it to us and and
[1:14:43]
um it was rather lengthy, but it was
[1:14:46]
really good to to see that and to know
[1:14:50]
that uh we are expanding it in Detroit
[1:14:54]
and hopefully we can get ours going.
[1:14:59]
And I do believe we have what was the
[1:15:01]
the number before break was 800 people
[1:15:04]
had um registered in Wayne County in the
[1:15:07]
six cities and 500 were approved. Don't
[1:15:10]
quote me on those numbers, but we had a
[1:15:12]
great response to what we're doing in
[1:15:13]
the six cities in Wayne County, but
[1:15:15]
we'll get a written report to everyone
[1:15:17]
um so you can know exactly where we
[1:15:18]
stand today.

suppose this is the elephant in the
[1:15:33]
room, but I think we all are aware of
[1:15:36]
what happened the other day over in
[1:15:37]
Minnesota uh with the ICE uh
[1:15:40]
circumstances. Uh and we also uh most of
[1:15:44]
us are probably uh cognizant of uh the
[1:15:47]
the rumors that there's ice facility in
[1:15:51]
Highland Park or or potential ice
[1:15:53]
facility in Highland Park. So I say all
[1:15:56]
that to say this.
[1:15:59]
There's been obviously a lot of
[1:16:00]
discussion uh a lot of chatter about ICE
[1:16:05]
and uh the role that they are playing uh
[1:16:07]
in uh destroying neighborhoods. Uh so to
[1:16:10]
that point uh is is there do we know if
[1:16:14]
there's anything going on in Highland
[1:16:15]
Park? I'm looking at my my my
[1:16:17]
commissioner over here, uh, Martha
[1:16:19]
Scott, cuz I know that's part of your
[1:16:20]
domain because there's been a lot of
[1:16:22]
inquiries about these individuals and
[1:16:24]
how they're setting up shop, uh, for the
[1:16:27]
sole purpose of sort of uh, separating
[1:16:29]
families and violating violating the
[1:16:31]
Constitution of the United States of
[1:16:33]
America.
[1:16:34]
Commissioner Scott. Well,
[1:16:38]
I have spoken to my mayor regarding this
[1:16:40]
and I guess just like on all of these
[1:16:44]
states uh nobody knows you know that man
[1:16:48]
up there that's supposed to be heading
[1:16:51]
this country
[1:16:53]
uh is um just sends people in and uh I
[1:16:58]
would like to know more about what's
[1:17:00]
going on in my city also you know and
[1:17:03]
where would it be you know so I do know
[1:17:06]
that we're all getting letters together
[1:17:10]
to send up uh the state rep, state
[1:17:14]
senator, and my mayor and myself.
[1:17:18]

like to thank all of my colleagues for
[1:17:34]
renewing your trust in me to serve as
[1:17:36]
the vice chair prom uh on the Wayne
[1:17:39]
County Commission. I appreciate all of
[1:17:41]
your support. Madame Chair, this morning
[1:17:44]
I'm making comments not about tragedies
[1:17:47]
in the Middle East. It seems to be a
[1:17:49]
daily occurrence in the Middle East, but
[1:17:52]
I'm making comments about what happened
[1:17:55]
yesterday in in Minnesota. As my uh
[1:17:59]
colleague, Commissioner Wilson alluded
[1:18:00]
to, you know, the killing of Renee Good
[1:18:04]
by ICE agents in Minneapolis is a tragic
[1:18:06]
and unjustifiable act of violence.
[1:18:10]
I mean, we must all condemn the use of
[1:18:13]
excessive force and brutality by law
[1:18:16]
enforcement agents against innocent
[1:18:18]
citizens. Renee Good was a beloved
[1:18:21]
mother of her community and her life was
[1:18:23]
cut short in a senseless and unnecessary
[1:18:27]
manner.
[1:18:28]
This incident highlights the need for
[1:18:30]
accountability and reform with ICE and
[1:18:33]
law enforcement agencies to prevent such
[1:18:36]
tragedies from happening again. What
[1:18:38]
happened yesterday was not self-defense
[1:18:41]
as the administration came out and and
[1:18:43]
and portrayed. This was a murder in cold
[1:18:47]
blood. Our thoughts and prayers are with
[1:18:50]
this family and the loved ones of Renee
[1:18:53]
Good during this difficult time. Can you
[1:18:55]
imagine this mother dropped off her
[1:18:58]
six-year-old daughter in school?
[1:19:01]
Now the six-year-old has no mother. She
[1:19:04]
lost her mother in cold blood. It's very
[1:19:07]
tragic and we must all
[1:19:10]
condemn this act of violence and speak
[1:19:12]
out. Thank you, Madam Chair.

to Mayor well Mayor uh Sheffield Mary

president of the city council James Tate

um and all the new city council members.
[1:19:37]
I'll be in in attendance at that
[1:19:39]
ceremony on tomorrow to congratulate
[1:19:41]
them and wish them well. look forward to
[1:19:44]
uh working with each of them as we
[1:19:46]
continue to move Detroit and more
[1:19:48]
importantly Wayne County forward working
[1:19:50]
together with all of our municipal
[1:19:52]
leaders. So again, congratulations to
[1:19:55]
the two of them and to all of our city
[1:19:56]
new city council members as well. Any
