[8:54] >> Good evening, education committee I'm Nicole co time the villages emergency management public safety director and we're here tonight to talk to you about a program that is actually going to Council on October 8th for approval, it's school
[9:08] zone speed enforcement cameras and we actually have David with red speed here who's going to provide the presentation and this project came to us through our vision 0 initiative which was all about making our roadways safer here here in the
[9:21] village of Wellington so this kind of fits under that umbrella vision 0 and with that I'll just turn it over to David to give us a presentation.

[9:28] >> Good evening everyone to come a T's and gentlemen.
[9:34] >> There you go just a little bit about myself before I jump into the presentation like Nicole said my name is David Dennis be a a in June I retired from the Miami Beach police Department I was the assistant chief of operations.
[9:47] And then shortly thereafter Reds beat pick me up and gave me some fancy title may be the vice president of client relations and sales, mainly client relations so when we get a contract with the city on the one that helps them on board and brings
[9:56] them on board and does all the people working on things that we need ?
[10:00] to do.
[10:01] Come out of retirement so quickly because I really do believe in the mission of red speed and what we're trying to accomplish with with with our systems.
[10:12] Like many of you for the last 6 years I serve on my daughters.
[10:15] Safety committee and school advisory committee in Broward County so it's very important for me that that we accomplish the safety aspect of the school zones and all our schools really I really wish that every city would would pick this up whether
[10:31] it's red speed or somebody else there are the vendors but with its red speed or not just in order to achieve that goal of reducing and to have people really the goal is to.
[10:44] Change driver behavior so that when they think of a school and they're approaching the school they automatically slow down because they know it's not going to get a ticket.
[10:50] Our deputies, our police officers can't be in every school zone every minute of the day.
[10:54] But my cameras can and so that would presentation we're going to show you gonna kind of go over that I was given James at 40 minutes right.
[11:04] >> And it's not that long.
[11:04] >> I have 2 short videos and here was a 3 minute video was just a real short PSA just as an example and I just clicking through here on the left I'm James you can go and just got it okay.
[11:14] So no no shocker here Florida you know back in 2018 ranked first in the country is having the most dangerous school zones.
[11:20] Not a surprise not a shock.
[11:26] Grades for for for safety 20 Florida counties as you can see both rural and urban.
[11:31] And the fatality rate of someone that hit by car 20 miles per hours 10%.
[11:33] But if you just go up to that 58 miles per hour now jumped all the way up to 90% so really this is a no-brainer we really want we really need to slow people down when they're in school zones.
[11:45] All right this is the short video you'll have.
[11:51] >> Florida is most dangerous state test reasons to address this the Florida Legislature passed a bipartisan law.
[11:58] >> HB 67 just an egregious speeding in school zones statewide lawn.
[12:02] Speed may be in force only when schools and see.

[12:13] Cameras can only be place in designated schools, it's a ?
[12:16] violations are issued for speeds exceeding posted speed limit by 10 miles per hour.

[12:24] The municipality or County must conduct a public awareness campaign and issue warning for a period of 30 days prior to commencing enforcement.

[15:37] The ability to have immediate hits on for example wanted vehicles or let's say somebody has to
[15:45] away or from from this particular School of that that's registered in there.
[15:51] Then deputies that have that system and what we offer is flock which is the system that Palm Beach sheriff's office uses.
[15:54] They'll get that instant notifications so there's tremendous benefit besides the main goal which is to reduce the speed.
[16:02] It also does provide revenue, you know I like to say this is not about money because the the first of all the fine is a $100.
[16:10] I left for each of you a little pamphlet and in there is the breakdown of what the fine is like.
[16:14] So it's not a tremendous amount of money as matter of fact of one of the deputies write you a ticket for an equivalent miles per hour over you're probably looking at about $400 for that ticket plus points.
[16:26] Art is a civil violations that only $100 no points.
[16:27] No impact on the it wasn't about the money.
[16:30] But all of the money that the village will receive from it can be used and can only be used for public safety initiatives.
[16:38] So it has to come back into the village for for those purposes, I'm sure the education committee also note that $12.12 1% of that $100 fine goes back to the school district and again they need the use that money only for improvements of for
[17:00] example.
[17:01] Pedestrian improvements sidewalk safety issues that that those kinds of things are very kind of restricted on what the can use it doesn't go into a general fund of the school district.
[17:09] So that's that's a that's a benefit for for the school district in Palm Beach.
[17:13] And then the the best part I think for for the municipality and for the villages that it's 0 cost for them.
[17:22] 0 people ask how much is this costing nothing we install everything we go through the permitting process we do the construction.
[17:25] We put up the equipment and then what we do is from the $60 that the village gets we get $21 of that $60 and that's how we get our our our payment from from the
[17:42] A couple of other just benefits we kind of talked about liberating the force multiplier aspect of this so the captain here in Wellington can now redirect resources to other areas as opposed to having motor man or deputies, sitting in school
[17:56] zones, nice to pull cars
[18:02] Coming up you agree with me.
[18:03] >> 2 maybe 3 at a time for that's already getting dangerous.
[18:09] The cameras will pick up everyone that's going over the speed limit 10 miles 11 miles over the speed limit.
[18:16] >> So it's a force multiplier they can be redirected to things that are that are other things that that are of importance and then as that officer safety officer safety come one of that I like to add because.
[18:26] One of the most dangerous things we do as law enforcement to the 2 most dangerous things we do want to traffic and the other is domestic violence call so by eliminating that need to have that interaction with the drivers that's an officer safety
[18:37] component for the Palm Beach sheriff's office.
[18:40] And that was the last thing is the video archiving if there's an incident also so the system can be used to speed system cannot be used for active surveillance so there's that they're not allowed to sit there and watch and you know to do drug
[18:55] bust in that kind of thing however if there's an incident that occurs and it's incidental to the surveillance.
[19:00] They will have access to go back into the system we restored for 45 days, they'll be able to go back into the system and pull that video out for the purposes that's huge when it comes to investigations, God forbid you have a serious accident
[19:15] or homicide and robbery any of those things and if the camera captured it they'll be able to use it as evidence and that's I think huge I can tell you from my experience in Miami Beach.
[19:24] You know sleepy little town with not much happens that the cameras were a very instrumental in our success in solving crimes.
[19:34] One of the things that we recipe do is we provide and we assist the village with the public say the public awareness campaign which is required by law and so one of the things we do is we produce a public service announcement.
[19:48] Along with Flyers and you know a lot of other things a question and answer for their website.
[19:52] The village will get its own dedicated toll-free website.
[19:56] So that when somebody has a question they can call the toll-free number folks at our customer service know that it's Wellington and based on rules that we you still have to go through once once hopefully this gets approved by Council.
[20:09] They'll know how to answer whatever the question is so they'll have what we believe will have its own dedicated toll-free number.
[20:18] Whoever gets a violation hearing the here in the village.
[20:23] All right so this is an example and these PSA is can be tailored to however the village however, the client wants I have clients where it's been the chief of police that does the whole thing.
[20:31] I have clients where the chief of police.
[20:37] Introduces and a man or motor woman in one case does does remainder this case I like the uses the example because they play Chris when a little bit creative they actually involved principals of schools in there PSA and so I just really think
[20:51] they did a good job of it, but we produce is we've we tape it we feel meant we have a company that puts us together he hit my fact that was with him yesterday we were doing a plantation.

[21:07] >> School zone speed cameras have been proven to reduce speeds and improve safety around our schools, our speed enforcement cameras are located at our Publix schools and at Gulliver preparatory camp I mean to North Academy and ramp and a school
[21:23] at Temple Beth am.
[21:25] >> We want our students and our families to know that we are watching out for our children and we're doing that in all aspects while they're out of school coming to school and inside East.
[21:34] >> Drivers will be notified with signs that code enforcement is being utilized in the area.
[21:38] School cameras are active whenever school is Inc enforcement hours begin 30 minutes before the start of the school day and continue until 30 minutes after school ends drivers traveling in excess of 10 miles per hour will be cited the notice
[21:55] of violation is a civil penalty it will be mailed to the vehicles registered owner and it includes a $100 fine a driver's license and not incur any points and one factor insurance eye the village of pine Crest will retain 60% of the funds to
[22:10] administer the speed detection system program.
[22:13] >> It's just going to build a safer and better the lives of pie crust be part of the team that's going to make this community bigger better and safer.
[22:21] >> Pine Crest Police Department encourages all drivers especially in school zones to put down their phones pay attention ?

[22:31] >> So how do we know it works which is always a good question.
[22:37] We've been in operation in Georgia, which has a very similar law to Florida affect Florida's law was modeled after the Georgia law we've been in Georgia for over 5 years almost 6 years now.
[22:45] We have about 70% of that market and in terms of clients.
[22:50] And we've seen repeatedly 90% reduction from when we do the speech study at the beginning before we installer systems to the first year after completion and then we see 25% reductions year after year beyond that we only see about a 10% recidivism
[23:04] meaning you know the one thing only about 10% get another fine once they get the first finding usually learned her lesson.
[23:14] So we know it works and and so you know the goal then is to do that and replicate that here in Florida I I'll say this just in will be lasting as an open up for questions.
[23:22] Now the state of the in Tallahassee theirs.
[23:27] I really get the exact number but it's about a 120 elected officials between the Senate and the House there's only 9 to sense for this for this law which to me says in the environment we're in this book and I read this bipartisan support for
[23:41] this law.
[23:41] Israeli to cause a no-brainer
[23:49] I will thank you for listening to me I gave this presentation couple weeks ago to the public safety committee as well I think it was well received it was well received I made it out without getting arrested and I know that I'm coming back in
[24:01] a month or so for the senior.
[24:04] In your advisory committee and I've had one on ones with a lot of the council members.
[24:11] Most appear to be very supportive of this but anybody has any specific questions maybe I didn't cover that I can answer.
[24:18] >> I think it's great I'm I'm so happy to hear that it's free for for the village of Wellington then you know, I'm assuming there's going to be those that just aren't paying attention and will continue to do it does it does it go to collections
[24:33] or how does it.
[24:35] If they don't pay yeah if they're constantly like had to writes OK so if someone gets a violation.
[24:40] >> And they completely ignore it.
[24:43] >> Yeah.
[24:46] >> It can it will turn eventually into a uniform traffic citation now they still won't get any points.
[24:48] But then it goes into the clerk of courts process.
[24:53] Now if they go to let's say the elect for hearing.
[24:58] Right they got the civil fund a civil violation they elect for hearing.
[25:02] You know they do not show up or they show up in their found guilty and then don't pay it within the 30 days after that can then go to collections.
[25:11] Who runs the hearing.
[25:11] It would be the magistrate for here for for the bill which yeah so there's 2 things that the village has to has to provide one is a magistrate for those hearings now I'll tell you that again just utilizing the data that we have from Georgia
[25:24] only 2% of people.
[25:26] The good violations request hearings.
[25:29] I think there's a certain amount of embarrassment to come in front of someone I was doing 50 miles an hour.
[25:34] In our and then only one percent actually show up so it's very minimal a number of people that actually request these hearings.
[25:40] But so that's one thing that villages to provide a magistrate in order to adjudicate these these of these hearings and then a traffic enforcement officer, whether it's from Palm Beach or could be a code officer that specially trained to actually
[25:54] do the review before we mail out the violation so we review it twice back in our offices.
[26:00] We pull all the information in terms of that the registered owner information we put into our system and then it comes here to the village where someone has to go through and you know I can say this because I was a cop for almost 30 years the
[26:11] system is cop proof it's a green button and a red button and it's a the presumption is it's a rebuttable presumption in the end it was built in the debate into the law meaning as long as my equipment is functioning right there is no rebuttal
[26:26] to it.
[26:26] It's assume that to be that you were speeding.
[26:30] And so it's it's a very easy system for them 2 to approve those are the 2 things that the village has to provide we handle the rest.
[26:39] >> Okay and the say that the citation that's issued is that issue but the village of Wellington is that.
[26:44] How how walk me through that if you get the ticket for you.
[26:48] >> The that's all the branding is village of Wellington there's there's nothing on anything that we send out to violators that says red speed not even the final administrative order let's say they go to a hearing and they're found guilty.

[27:43] I'll tell you this just and I'm not going to I'm going to say who but I know that when you're elected council members did bring up and we're looking into having conversations with the school district to see if that those funds can be.
[27:59] Dedicated to the service here in Wellington but that's something we have to work out is that that would be nice to do.
[28:05] For all the cities that right and that anyone with a lot of doubt are there other municipalities here in Palm Beach County that are utilizing us at this point so we have Alexa hat she'd Grove which is getting ready to put it in front of their
[28:17] counsel we've been doing presentations with them Delray Beach.
[28:21] >> Is getting ready go in front of Council you all might be the first just based on the calendar to actually approve it.
[28:28] We're north of 20 plus throughout the state I can tell you you know the big ones that we have miami-dade County is about 230 schools.
[28:39] Tallahassee city of Tallahassee manatee County Hillsborough County.
[28:44] South Miami pine Crest from Miami gardens West Miami.
[28:50] Plantation coconut Creek Deerfield.
[28:51] High Springs Lottie
[28:55] And on this a couple, I know So yeah we've we've we've got quite a few.

[30:41] It is really a need and I'm so grateful to see this car up today because I've been sitting in the school lines and I've been personally experiencing the chaos.
[30:52] So I think this is this is amazing for the safety of the students and I also had a question for you about so when I was in the school line on September 4th.
[31:03] I was actually witness to a car accident that was a road rage type of car accidents.

[32:28] Just drivers will become condition that when they think school how fast a mile and the slowdown.
[32:37] 10 miles per hour 11 miles per hour because really we're only worse after hit 11 miles per hour.
[32:41] So think about that 20 mile per hour school zone they're not getting it taken to the hit 31.

[32:46] Now that's the law so that then we can to change it.
[32:49] I think it's why he got such bipartisan support because of many factors and I think that's one of

[32:59] During the day regular you're talking about 51 miles per hour through a school that is way too fast when I was out writing tickets in school zones.
[33:06] I only gave him 6 miles they're hitting their vehicle hit 6 miles over this.
[33:09] The was flashed in front in the head 6 miles over there getting a ticket because it because it is that's how important it
[33:19] I mean this business for a while we've seen ugly accidents that.

[33:25] But and this is a question not just a comment that that I think it will also him prove behavior even at 3 or 4 miles an hour because what I'm seeing is not just sometimes regularly.
[33:37] Cars going into oncoming traffic lanes to cut somebody off to go around to almost hit a child to run over you know if there's a lot of that going on to that's happening at a very low speed maybe 1, 2, to 5 miles an hour.

[49:19] excited and it's all because of us working together to make our schools grade and we are your best choice with in Palm Beach County school district.
[49:30] So I do bring you greetings from all school board members and the superintendent we are truly happy that we have again and I want to tell you the a rating comes from all of us working together.
[49:40] You know we have to have a penny sales tax that's on the ballot.
[49:45] But I think you all for passing the penny sales years ago is getting ready the sunset and we have to keep our schools really safe we're talking about safety on the road that we're talking about safety in general when we think about Palm Beach
[50:01] County.
[50:01] You know we had a real bad situation in Georgia
[50:06] we live us we lost employees we lost students and a lot of us people were injured because of a safety issue someone doing something bad within our schools and I looked at them using the Saint teacher.
[50:21] Pay but that's something when you pass that penny sales tax we have the money to get this within our school district all of our schools have at least one police officer sometimes too depending on the size of the school.
[50:36] So when we think about investing.
[50:37] We here in Palm Beach County have done the investments I like the idea of talking to the superintendent and getting that money right back to Wellington so I will be out is taking some copious notes so I could share with him because it really
[50:52] is all about working with him.
[50:54] Our district within our village in helping our children so we're hoping that you remember us in November, when we think about the half since we're talking about security is a big piece upgraded that facility is making sure after so it is a great
[51:09] have buses.
[51:09] We have many many buses on the road every single day and to keep the best buses that are in shape.
[51:14] That's going to keep our children safe that money goes toward that a maintenance buildings facilities Tech knowledge e everything has to do with technology.
[51:24] So when we think about that ballot initiative all of that comes into that penny sales tax that you did before and that one cent just keeps us moving starting January 2026 all the way too.
[51:40] 2035, so you know you gotta keep it going for long time so that is truly important but we're pretty excited that our principles are in place we haven't had much change here in the village of Wellington and I think the region will tell you that
[51:57] we love keeping our teachers and principals and taking care of our children making sure that they're safe.
[52:02] They're happy and they loved going to school every day sometimes in Mason.
[52:07] >> 1, 1, of the school money yes, they do want to go to school every day because school.
[52:12] >> Is a wonderful place for education uplifting as well as making sure they feel well mental health is a big issue, it's still a bit case you think about the pandemic and it's gone.
[52:23] But a lot of still suffering there's a lot of unfinished learning that we're still working on so when we think about all the things that we need to do it takes all of you sitting here it takes us listening to you.
[52:35] It takes all of the schools doing great things every day not leaving any children back and so it gives me pleasure always to tell you thank you, I'm waiting on the keys finale grants that's coming up and up principles of putting that money to

[54:34] The district will be working on the planning and redistricting of students and looking at who will go there and so we're moving right on we have another school coming up in Westlake in the next few and another high school out here off of North

[54:48] What new schools, but anytime a new school is opening.
[54:52] We will be looking at that process.
[54:57] How are the discussions going with changing the school times.
[55:02] Well we've been going all over the county you've had one right here in Wellington and actually they routed glades central line they're going to fire a seal but you're in that is what's important we don't make the decisions within the school
[55:16] district of Palm Beach County.
[55:16] Unless we listen to the community.
[55:19] The parents and so it is legislation that's out and we know what the plan that we would like but your voices will help the school board decide which way to go now we would hope that you know that the Legislature might say whoa we don't want
[55:31] to do this is going to really be a big deal with blessing and logistics so we don't know exactly what they're going to do but if they don't do anything we have to be proactive and get the voices of the community so we're hearing a lot of different
[55:46] voices about what they would like and so will come together and make some decisions.
[55:54] >> One is that decision going to visit scheduled for the 2026 is
[55:59] one the.
[55:59] >> Of change.
[56:00] Yes, yes, yes, and this is why we're working closely right now and the probably the superintendent is going out in the field and they've had so much and put online and and so once they put all that tabulation at data together then they will
[56:14] be another discussion and then it'll probably end up going to the superintendent which will make a recommendation to the entire school board.
[56:24] That's a big deal to me a big deal and so is that what year is this mission is coming but the Legislature will get back in session too so we don't know what they want to do this is what they want said they wanted these high school kids to get
[56:37] a little bit more sleep, you know and we're talking about busing in all of the buses that we have and it's a state of Florida, not just Palm Beach County.
[56:46] So it's impacting everywhere so we have to logistically look and see how to do that do it.
[56:50] Well and make sure that we hear the voices of the parents and the communities before the school district makes a final
[57:02] It's a great year we're excited about being an a rated distant we're excited to be in the village of Wellington we're excited that you help our schools financially with all kinds of support not just with the case but nearly all of the programs

[58:46] Sharing some of the great things happening in our village of Wellington schools but before we get started I just want to shout out it is national Hispanic heritage month.

[59:04] this you know all of our contributions of are Hispanics and of Hispanic descent and so we celebrate them this month and you're around as we celebrate all people year round so and I just wanted to shout that out.
[59:18] Again just to reiterate we are very happy to have an a rated school district again, and we will work diligently to continue that wonderful grade of a everything that we do is incurred on our strategic plan we are currently still working through
[59:34] the strategic plan plan that sunsets in 2027.
[59:38] And so I just always want to make sure that we know that that is what anchors our
[59:44] And then moving into our starting with our elementary schools.

[1:00:07] 15 e that school is under the central region and so I have been you know it actually today it was the first meeting that I held with a different apartments to begin the run of show as we prepare to open up 15 E and August of 2025 which this
[1:00:25] coming August, so this is probably one of the quickest schools to be built on record but it is on schedule and is due to open on time as far as we know so far so with that said we do work with the multiple departments and just ensuring that
[1:00:45] do you know the supplies are available that the dip Hartman to providing all the necessary information so that we can continue forming our families in regards to the Those meetings should start meeting and then around mid-october and like missus
[1:01:04] inches indicated we do expect to have some sort of information regarding the from the committee and hopefully school board approval, somewhere later in the school year like around March ish or so March or April so that parents can can plan accordingly
[1:01:22] so that's where we are with the new school or at West Anchorage, 15 E and I know that Mister one run.
[1:01:29] Moore has been working already diligently on some of the pack operations for it, including than naming committee that she's already starting to work on coordinating that and also having some open House opportunities that is being housed at things
[1:01:46] for the sacred school 15 e so that is all in progress.
[1:01:52] So that was just my little commercial break because of going back to banks and curriculum night for kindergarten through second grade was held on September 4th and for grades 3 through 5 was held on September 11th the school Advisory council
[1:02:05] meeting was held also on September 11th at 03:00PM and then there was a Luke Perry glow party that was held on August 30th for students to finish their summer reading challenge.

[1:02:19] There's this school year with a fresh coat of paint inside.
[1:02:23] And you saw it in the field and it's thank you to there's the have penny sales right and so we see the fruit of of the moneys that are coming into the district from our taxpayers and it is showing out in many of our schools and then a huge thank
[1:02:41] you to the village of Wellington for helping with traffic planning and digital signs so it's been very very helpful at banks.
[1:02:50] With elbridge kale elementary some of the recent highlights curriculum night were actually held on different nights for each grade level and each grade level had their own night.
[1:02:59] Gator starting soon and it's starting with sports art coating science chest and many more and those are starting soon if some have already actually started that day was held on September 16th Sten day with parent participation was held on September
[1:03:16] 19th.
[1:03:16] The book fair started yesterday, the 23rd and tonight I think we might have just about missed it, but the food truck.
[1:03:24] I was there this evening from 5 to
[1:03:31] The question trails cut curriculum nights were also held on August 27th and 28th school Advisory council
[1:03:35] was held September 4th and then multiple club starting and are the better plude chess positivity academic games Robotics 3 D printing put your club teachers of tomorrow for us our and cheerleading so many different opportunities for students
[1:03:51] to be able to feel like they're part of the community and then they also received a generous generous parent donation to improve their school gardens so that was very very nice with think that parent new horizons elementary school.
[1:04:09] They've actually participated today in our international Spanish Academy meeting that we had with leadership today.
[1:04:12] I just know that because I was there.
[1:04:16] They also hosted a mix and mingle with a new staff and the community that began the watchdog's program with the male role models which is has the watch dogs program is growing throughout the different schools here in the village of Wellington
[1:04:32] which great to see and then curriculum night was held in September 4th from 4.30 to 8 grandparents day was second grade was held on September 9th and then their Hispanic heritage celebrations will be coming up in September September 30th for

[1:05:21] This school is also recently awarded as the F l d o e suicide prevention certifies school curriculum night will was also held on September 4th.
[1:05:35] And also the school Advisory council meeting was held on September 11th.
[1:05:41] That day was also September 6 stand and the new cafeteria furniture arrived.
[1:05:48] And the run received quite a bit of improvements as well through the summer and leading into the opening of the school year.
[1:05:55] And then the first family spirit night, it's a silly an oven was a huge success and then they're initiating the character traits of the month book connecting it to a school white theme of building each other up.
[1:06:08] Wellington elementary some of their recent highlights kindergarten, Roman projected number was a 119 which is an additional the enrollment at Wellington elementary school is increasing over 110 parents attended the Wellington elementary school
[1:06:28] volunteer breakfast, which I love to see so many parents being involved in the school and then also FL dot name them a suicide prevention certify school as well curriculum night was held on August 28 for all grades and then the first school
[1:06:42] Advisory council meeting was also held on September 4th and then walk or bike to school day is scheduled for October 9th.
[1:06:55] Emerald Cove middle school, some of their recent highlights.
[1:06:59] They had a successful club brush that was held on August 27th.
[1:07:03] And then students wear encouraged to participate at least one extracurricular activity knowing that students are involved in school and in school activities will you know will prevent getting themselves into issues are feeling some sort of isolation
[1:07:19] right so we really are encouraging all of her students to participate at least one extracurricular activity not only an emerald coast but in all of our schools, fall sports tryouts are underway for baseball and softball teams curriculum night
[1:07:35] was held in September 12 and then there was a special sacked meeting that was held on September 12 and they're regulars school advisory committee meeting was also held on the 19th.
[1:07:47] For polar Park baseball and softball teams are also being selected and ready to represent the stallions the season, robotic teams are currently holding a tryout and preparing for this new season sack meeting was held on the September 12th and
[1:08:01] then curriculum night is scheduled for September 26 coming up.
[1:08:05] Wellington landings there highlights great 6 in new students were all sorted into their houses
[1:08:14] August 23rd and we had our first House meetings on August 28th, so the entire school is super excited to have the RCA how system back.
[1:08:25] More from Wellington landing South on baseball tryouts also concluded so now we're going to have 3 middle schools with great baseball and softball.
[1:08:33] Teams after-school clubs and activities also began on September 9th and then open house was also held on the
[1:08:42] Moving on to Palm Beach Central High School.
[1:08:43] Some of their recent highlights Herff Jones was there a September 3rd 43rd sack meeting was held in the September 10th in the open house was held on September 17th and they're working diligently to.
[1:08:57] You know, especially our seniors to get ready for some of their seniors.
[1:09:02] Preparation as they're preparing.
[1:09:04] 2 words graduation you know that really starts in August.
[1:09:05] It doesn't start.
[1:09:07] In April like a start in August with all the things that they have to do so over at Comedy Central.
[1:09:12] There are 2 students that just absolutely exceeded expectations of many of us.
[1:09:19] And let's take a look at Palm essential senior Jennifer Hine she completed her internship at the University of Florida Scripps Institute for biomedical innovation and technology was she presented her to her project which was title long-term
[1:09:33] behavioral and neural effects of prenatal opioid Mosher which focused on brain development and risk-reward choices across generations.
[1:09:43] Jennifer worked under doctors.
[1:09:48] Saraya in the Mueller lab and is part of the experimental is science program at Palm Beach Central High School.
[1:09:56] Imagine I mean just that and how massive yeah.
[1:09:59] >> And I was in Kenya, which you hear that but our next student.
[1:10:04] So another student from Palm Beach Central high senior Emma Alyson she completed her internship at the Max Planck Florida Institute for neuroscience she presented her project which was titled the up to a genetic induction of says synaptic plus
[1:10:22] to city and a single spine.
[1:10:23] Worked under the know under Dr.
[1:10:24] Ted su'a what are the in the yes to the lab and part of the expanded the spare the experimental science program.
[1:10:34] She is actually part of the experimental science program at Palmer Central High School so imagine the amazing work that these high school seniors are ready and barking taken on amazing right so.

[1:11:44] And then more highlights from Arlington high School junior achievement career fair for seniors was held on September 13th open house was also held in said number 17th the fall pep rally took place on September 20th which you saw the video and
[1:11:58] then campus celebrations, some of them included Constitution day was held on September 17th and celebrate freedom week will be set at what's happening this week September 23rd through the 27 and then the pbso canine unit.

[1:12:51] It when you say takes a village it really does but it's at parent partnership with our schools and and it's just it's it's the perfect next right and so I think that that's why our schools in the village work
[1:13:04] well together and and and why their students perform so well.

[1:13:40] Deputies lights with the village of Wellington district 8 traffic unit.
[1:13:46] I'm here to give you a small report started the joy center guards, he apologize he couldn't come.
[1:13:51] But at the start of school year the village of Wellington provides.
[1:13:55] 2 weeks where we have 13 designated deputies which is a lot.
[1:14:01] That's more than any other municipality can provide at all.
[1:14:04] And what we do is we provide to 2 at bare minimum to deputies per school during school hours or I'm sorry during school zones at the beginning today at the end of the day.
[1:14:15] And we were there for the first 2 weeks for high visibility patrols and things of that nature just to make sure the kids fell couple, parents feel comfortable.
[1:14:25] Given everything going on in the world.
[1:14:26] And we've now moved on to what are commanders calling maintenance phase.
[1:14:30] At which point we're now doing enforcement.
[1:14:36] Choosing random schools.
[1:14:36] We do have a schedule I shouldn't say rain and we have a schedule.
[1:14:40] Where we are going to different schools and different times different days so that we're not giving one school more tension than any other.
[1:14:49] Our numbers have been cut down a little bit.
[1:14:54] Given the issues with the world that the share his office and asked to provide.
[1:15:02] But that is the basic gist of hear more to answer questions as far as I can answer the questions without it being above my
[1:15:10] that so any any questions you guys have for me that I can answer I'd be happy to do so.
[1:15:16] >> I have a question of to visibility issues so if we concerns in an area where we're driving and it's not just schools.
[1:15:22] But it just happens to be a school where it's hard to see maybe kids coming on a sidewalk or those types of things and we've had some near misses who do we report that to you and how do we get that.
[1:15:36] >> So so you're asking so much as a an issue of like say there's a shrub in the way and you can see kids point out that would be a village issue okay.
[1:15:42] I would contact the village may be missed coats would be a good idea for that one and she can relate down the proper channels whether it becomes a safety issue and then it could come to us because we work with his coat on a routine basis think

[1:15:58] >> Is there anything being done to cut back on like the eagle discharge is specifically at like Wellington high school just the dangerous situation in the morning.
[1:16:10] >> Absolutely we have our motorman because those are the guys that can get in and out the easiest it's hard for me, I'm a big truck given the
[1:16:17] I'm in.
[1:16:17] But they go out and they have a big issue down a flick Wall Street and the back roads back there and they're offloading in people's driveways they're blocking people's personal residences which is a no-go and they're out there, they're out there
[1:16:30] as best as I can and again.
[1:16:33] We do apologize.

[1:16:38] With the you know the former president has pulled a couple of us out.
[1:16:45] >> There was a planned there still is a plan we do hit it as hard as we can.

[1:16:58] We have people that pull up as we write the citations and the run-up grab their kid leaf.
[1:17:04] Knowing that we're sitting there conducting a traffic stop for offloading passengers on a roadway.
[1:17:08] They'd know that this time they're not getting caught.
[1:17:13] DOE run up grab their kid in leaf and just hope and pray that we're not there.
[1:17:16] The next day and if they are they just drive up a little bit off the road pull off the next Road and do it again.
[1:17:19] We can only be in one place at one time unfortunately, but we do try best.

[1:17:29] And idea for a solution that's a hard one isn't it because you can't police everyone all the time.
[1:17:37] >> The solutions.
[1:17:37] >> That we believe would help specifically say Wellington high school.
[1:17:43] They have access to a back area and that's been discussed at length between our command, the school board school itself.
[1:17:50] If you could get more people off of the roadway and onto school property.
[1:17:56] I think that would cut down all of the people waiting in line blocking that Lane on Greenview shores.
[1:18:02] All of the offloading you don't have to wait is long and remove people from you know the neighborhoods people personal residences blocking driveways blocking sidewalks people can't get in or out going to or from work.
[1:18:17] That is something that again the command and the schools all have to come together and.
[1:18:24] >> It is shocking my kids with Comedy Central so that entrance and exit was rather easy flow.
[1:18:32] And recently I had to pick someone up from Arlington high school and I have picked anybody from high school in a very long time, but I was flabbergasted that back.
[1:18:43] >> I how that worked Wellington stuff I will say that central has done a good job they've listen to a couple concerns not only from us but from parents and the civilians and I think they're actually adding a second entrance.
[1:18:56] If I if I remember correctly don't quote me.
[1:19:00] But they are at least listening to everybody and they're doing their best to mitigate this the issues out on the roadway.
[1:19:07] >> And they don't have all the houses and harassing >> It is a lot more dangerous out there yet because of the higher speeds off forest Hill.
[1:19:15] lot of that is just the design issue and the timing yet and the right there was not a yes I didn't want.
[1:19:24] >> Blame it on willing mentioned that I do recognize that it's the new high school student more debt, yes, yeah, yeah, and so that's yeah, it's a.
[1:19:34] >> It's a problem I I know the schools high schools working with the principal can address it with parents and things like that, but ultimately you know parents are and kids have to make those decisions you can leave them the water you can't
[1:19:48] force them to dry exactly I know it's I know it's always been an issue all the all the principles of always said that they they raise it with the parents, you know parents are you know concerned, but yeah there also yeah, more concerned about
[1:19:59] getting in and out quickly that's yeah fortunately wants to weigh in exactly.
[1:20:04] >> I wonder though if if I don't know if the schools at capacity or a totally
[1:20:12] Okay so if they weren't at capacity it might inspire some action because I think that they're well I know because I'm one of them I may or may not decide to send my children to Wellington high school based on those safety concerns and I think
[1:20:24] that there's of the parents to that talked about it that it's.
[1:20:28] You know you you want to send your kid to the safest place and it starts with that even getting them there safely.
[1:20:33] So yeah I think that is something to consider with the talk about Alec out how to encourage trafficker open flow or fix it because it, you know people like me are going well.
[1:20:46] Where should I send my kids to make sure that they're safe.
[1:20:51] >> I mean my kids are young, but they do all that and Wellington schools able to come on to school so I get it I see it I hope and pray that somewhere along the line that gets mitigated by the time they get there.

[1:21:02] >> I would suggest maybe speaking to the principal and speaking to the school board about it because we can enforce.
[1:21:06] We can't force them to do anything.
[1:21:12] We can only enforce the things that are provided to us so when it comes down to that current and then the in the neighborhoods and things like that.
[1:21:22] We're more than happy to do enforcement there we put signage up every year to make sure that everybody knows during that initial 2 weeks.
[1:21:28] We try to provide people give warnings you will be as lenient as humanly possible and then again when we go in and conduct actual enforcement citations and.
[1:21:39] You can only catch so many at a time if and quick I can do one in 5 minutes.
[1:21:45] Like I said you then you'll get 15 other people hope and pray that I don't finish by the time they get up and get their can leave.
[1:21:52] >> I think maybe you know the consideration for these parents should also be that the safety of their children's lives mean I'm I'm creeping through their driving just maybe trying to get by the high school.
[1:22:00] I'm going sometimes just 5 1000 hour and I'm having to stop for kids.
[1:22:04] And the middle of the street.
[1:22:08] Regularly so it just is it scary for the kids.
[1:22:12] Because they're just their children even though they're young adults are still chilled and correct they're not thinking like adults, you know, it's the parents and the adults jobs to really kind of.
[1:22:24] Keep in mind so that thank you thank you for your help there, I know it's hard it was tough situation.
[1:22:26] So you're saying
[1:22:32] >> People are I guess the driver will drop off their high schooler on that the side of being the shorts have been there.
[1:22:39] >> Crossing they just might stop right there on the road or maybe in the middle lane.

[1:22:42] I apologize over they drop them off everywhere everywhere, so they'll drop.
[1:22:49] >> I mean unfortunately we have to concede that right lane to them.

[1:22:55] 200 people off of the road right right and forced them into the school in the schools, not prepared for it.
[1:23:01] >> But we don't let them offload we don't let them load in the afternoons if we catch them we can we can address it.

[1:23:27] It's been about 2 years that we have worked on this diligently in partnership with the sheriff's office right.
[1:23:34] >> And in partnership with our school district folks this well with school police to be able to mitigate as much as we could what we noticed and all really started with the new facilities with a new facilities open and the shift the change of
[1:23:47] where the in
[1:23:50] out was and then the light and then everything just kind of became a perfect storm, but I'm gonna tell you that the willingness, I know MS.
[1:23:57] Andrews is even there are mornings, you know checking to see incoming and outgoing traffic.
[1:24:03] The willingness of our school administration and Wellington high school to even hey Steph extra hours to to open the gates as early as 6 45 am which is very unusual other high schools really don't do that Wellington high school does they have
[1:24:19] gone above and beyond to be able to find solutions and ways because of the mere layout like you mentioned the layup on the scent you can't compare the layout is completely different but the layout of Wellington high school.
[1:24:35] It is a challenge right and then you have parent behavior so for us it was more about targeting and working through our parents, it's it's all.
[1:24:45] Nnadi pan parent behavior.
[1:24:46] There's no other way to put it, you know a student is going to do students gonna do we try with between that the dads that are they're volunteering crossing.
[1:24:57] Kids because we don't you know have crossing guards for high school students.
[1:25:01] But you know there are all these different strategies that they put in place even with parental support.
[1:25:08] With crossing guards and what not to be able to help the situation.
[1:25:11] But at the end of the day it is not going to get better until the parent behavior changes and when the parent is telling a student get in the car it get in the car, you know this child's gonna listen and you're right or young adults, even 1716,
[1:25:25] whatever 15 years old.
[1:25:26] They're going to listen to you know jumping into the car the running have an apparent weight.
[1:25:32] It really is all about parent behavior and I know that they're doing their best.
[1:25:36] Out on the street to make sure that there.
[1:25:42] Reducing or eliminating those type of really illegal right they're not supposed to drop off or jumped they are a load or unload and moving traffic but.
[1:25:53] But it's still going to take work it's not going to get better and to the parent behavior changes.
[1:25:57] And that's just at you know and we do work with their students in school too and letting them know with the safety expectations are of them.
[1:26:06] They do not supposed to jaywalk I mean that's just illegal right so our schools still work with their students agree my name and reminding them of that but kids will be kids sometimes and it's not okay, but it does happen.
[1:26:18] I go back to saying it goes back to the adult behavior and if our adults model for the students, the right way as parents then the students we'll be doing what's best for them and staying safe right so one of the things with that we had asked
[1:26:34] for is SP essays village has done a beautiful job at creating developing in actually showing this P 8 p essays and reminding our parents of the expectations.
[1:26:48] We as a school center we still send notification out communication out to the parents reminding them of that and we can certainly put that back in place we will remind the parents again we're seeing an uptick of illegal drop-off and pick-up
[1:27:00] please know that we're working closely with our sheriffs office to ensure that it has reduced and eliminated for the you know the safety of your child so we can certainly and do that you know again, Ashley you know every maybe once a month type
[1:27:16] of communication.
[1:27:16] We can certainly put that in place and continue working in collaboration with the with the sheriff's office.
[1:27:19] But it sounds like it really needs to be.
[1:27:26] >> And something that the parents are mad enough about that they do something correct like a grassroots kind of effort with the parents going out and educating it whether it's pretty handing them a liar while it's happening right or something
[1:27:36] a nice to come we're going to be organic that that is just not the behavior that's allowed.

[1:27:44] You know at I 10 e Street, I'm gonna tell you it's not unique to Lincoln High Should never meet my office is that outside of John Leonard.

[1:29:26] Our swag program so we will be of course continue with our crowd throws a Wellington we're really happy excited about that week we got our schedule out with our winds and high School in Palm Beach central where we're going to be doing are in

[1:29:39] Sessions starting on October 23rd, it was in high school and starting our Saturday sessions which are mentoring sessions for high schoolers and on October 26 and will be conducting
[1:29:52] in school.
[1:29:52] Sessions in the auditoriums of both schools rather than classroom.
[1:29:54] So we can get more kids and get more out that the word out there for us where program.
[1:29:57] Our civics one o one program.
[1:30:01] We're really excited about that we've made changes on this every single year and this year we're.
[1:30:08] Being a little bit more innovative where we're introducing all of our high school sits which we have a 160 high school kids from was in high school in Palm Beach central and tending our civics 1 one program on October first next week on Tuesday,
[1:30:19] and we should get the meat every single one of our one departments.
[1:30:25] Pbso fire rescue in our community partners and which they got engaged and former sessions see what careers you can get into really really understand that all aspects of of local government.
[1:30:35] And we're also adding one more aspect to it which Nicole coat, here's helping us out.
[1:30:40] We are basically teaching the kids what would happen when the Wellington employee's responsibilities for the community if there was a natural disaster.
[1:30:49] So we're going to have him go through a whole emergency scenario we have a hurricane Coleman coming in and we get to really explain how wanted prepares have the cover how we get out of our instant command as well.
[1:30:59] So some cool things that really trying to teaches kids and Wellington and then we have update with her hype after-school tutoring program.
[1:31:10] So due to the 21st century grant that the boys and girls Club got some for the next 5 years ago have funding to basically.
[1:31:18] Really engage these kids with academic recovery.
[1:31:19] I believe they have about 7 teachers that they're hoping to really engages kids during after-school hours so we're going to be partnering them by providing an additional transportation systems to new horizons with a new 21st century grant it
[1:31:33] somehow put a new horizons on the back and logistically to get into the club.
[1:31:37] So we're going to provide help for about 27 kids there and your eyes and to get them they're more on time I think it's taken about 3040 minutes extra to get there currently but not only that were good Mark our building space of our community
[1:31:50] service building right next to the boys and girls Club.
[1:31:53] Provide additional tutoring space for them so we didn't want to just have our program there on the side while they're trying to fit 7 teachers and and get all their kids in the boys and girls Club in a in a quiet room by allowing them use our
[1:32:05] building as well.

[1:36:45] >> And maybe in our SEC meetings we can talk to them about ideas of ways that we can get parents PTA set committees involved and educating the parents and maybe doing some sort of grass mood roots movement to get.
