Police Division. We welcome police uh to
[7:00] the police division, Zachary Thomas
Stevens. Step up here with me, Zach.
[7:05] Officer Stevens is a Wayne High School
graduate and later attended Miami
[7:09] University where he excelled as a
baseball player for both schools.
[7:12] Officer Stevens is a second generation
West Melton police officer following in
[7:16] the footsteps of his father, Lieutenant
Jason Stevens, who has been with the
[7:21] police division for nearly 20 years.
Officer Stevens most recently worked for
[7:25] the Miami County Sheriff's Department as
a corrections officer before leaving to
[7:29] attend the police academy. And officer
Stevens attended Sinclair Community
[7:33] College Police Academy, graduating with
a silver medal for academics in June of
[7:39] this year. Is that correct? So,
>> he took the state required exam to
[7:45] receive his peace officer certification
on Friday, July the 3rd, and could not
[7:49] wait to call me that he had passed that.
Officer Stevens brings with him taser
[7:55] certification, CPR certification, crisis
intervention. His experience with the
[8:00] Miami County Sheriff's Office will help
him in greater understand law
[8:03] enforcement as a whole and working with
the Miami County. And all this will help
[8:07] in the next 12 weeks as he trains with a
seasoned officer during his field
[8:10] training phase. Please help me in

economic development professionals, and
[14:50] governmental officials to nominate
census tracks for consideration federal
[14:55] opportunity zone 2.0 program and whereas
opportunity zone commences on January
[15:01] 1st, 2027 and expires on December 31st,
2036.
[15:06] applicable program guidelines and
benefits are managed at the federal
[15:10] government level with residents,
businesses, and investors. And whereas
[15:14] opportunity zones are census tracks that
are that serve as an economic
[15:17] development tool to encourage investment
in economically distressed communities
[15:21] with long-term investments made to job
creation, infrastructure, residential
[15:26] real estate redevelopment, business, and
industrial development, and contribute
[15:30] to overall community and economic
health. And whereas the municipality of
[15:34] West Milton residents would greatly
benefit from this vitalization program
[15:37] that will help create positive gener
generational impact.
[15:42] » And and whereas the municipality of West
Milton
[15:44] » will complete the online nomination form
for census tract 3910934500
[15:53] West Milton Rural and request formal
support for this nomination from elected
[15:57] leaders throughout Ohio. Now therefore
be it resolved by the council of the
[16:01] village of West Milton, Ohio. As section
one, council supports the application to
[16:05] the Ohio Department of Development and
the governor of the state of Ohio for
[16:09] opportunity zone 2.0 as described above
and supports the village manager in the
[16:14] application process. Section two, this
resolution shall take effect and be in
[16:18] full force upon passage.
[16:23] » Can I just make a quick comment on that?
So, um, as you'll see within the packet,
[16:28] I I do, uh, have a staff report. Um, but
I think it's important for the
[16:32] opportunity zone 2.0 program, um, for
people to understand in the public, uh,
[16:37] there are only a number a certain number
of census tracks in the state of Ohio,
[16:41] uh, that qualify. Uh, not only do they
qualify, uh, but the governor is going
[16:46] to select a certain number of them. Um,
not all of them. We, as Ohio, have more
[16:51] that qualify than will be selected. Um
the opportunity zone 2.0 program is an
[16:57] expansion of the opportunity zone 1.0
program. Not a super creative name, but
[17:03] um within the 2025 one big beautiful
bill, uh the federal government uh made
[17:07] this program permanent throughout the
country. Uh so as part of that, uh this
[17:13] is just a financial opportunity uh for a
census district within our community. Uh
[17:18] the census district for our community is
pretty much everything west of the
[17:23] river. Um, so downtown, uh, it's a
pretty large census track that goes to
[17:28] the west side of that river. So, it
would allow, uh, an investor to make an
[17:31] investment into West Milton and have tax
benefits through the federal government.
[17:36] Um, again, we are not, uh, guaranteed to
get that, uh, but it is, uh, a process
[17:41] and a, um, a hope that we would get that
designation, giving us a benefit to be
[17:46] able to utilize that uh, for anyone that
would want to make an investment in our
[17:49] community. And sir, I think it would be
very beneficial with retail strategies
[17:54] that that would what we're trying to do
with revitalizing downtown that that
[17:58] would help our u case in putting in for
this. Is that
[18:02] » absolutely and in the opportunity zone
1.0 program, a lot of developers found
[18:07] those census tracks and made
developments in those census tracks
[18:11] explicitly. So again, it gives us
somewhat of a marketing tool where we
[18:15] have an opportunity for someone that
maybe a different community doesn't. So
[18:19] even those that we're not outright
reaching out to, they may reach out to
[18:23] us and we may have a different
opportunity because of that designation.

>> So when we talk about like investors and
[18:29] developers, is that residential and
commercial and industrial?
[18:33] » Yes, there's no uh I don't believe
there's any limitations on the type of
[18:37] development. Um really the to not get
too uh detailed but um the opportunity
[18:44] zone generally it's about capital gains
and how you can defer that development
[18:48] or that investment uh for up to five or
10 years and the percentages. There's a
[18:52] calculation. I don't believe there's
anything there that would limit the type
[18:56] of development.

>> Certainly. So, the Miami Valley Regional
[21:01] Planning Commission, if you are not
familiar, is the regional planning body
[21:04] that almost all jurisdictions in our
area are members of. We are a member.
[21:09] We've been a member for many years. Uh,
every year we appoint people to that
[21:14] board or we are supposed to appoint
delegates to that board. Um, there are
[21:18] two boards. the uh board of directors or
executive body is elected officials and
[21:24] usually there's an alternate uh that
kind of goes to most of the meetings but
[21:28] the elected official certainly has a
right to uh this the village had uh our
[21:33] previous mayor and previous uh municipal
manager. Uh so we have replaced them
[21:37] with our current mayor and current
municipal manager. Um the TAC or the
[21:42] technical advisory committee is a body
is a subcommittee of that group and what
[21:46] they do is they review uh roadway
applications, funding applications
[21:51] dealing with uh public works. Uh so what
we've requested is to have Ben uh as our
[21:57] service director and um very
knowledgeable person when it comes to
[22:01] our roadways uh kind of be our primary
person and then if he's unable to
[22:04] attend, I will certainly cover the gap
if necessary. Right.

[22:47] been uh very very lucky to have a lot of
people come into my office over the last
[22:52] couple weeks. Uh it's been uh
overwhelming honestly with uh whether
[22:56] it's residents or businesses um just
coming to talk. I've had a great
[23:00] experience with that. Um I'm also so
thankful for the staff that we we have
[23:05] here. Um, I think as I learn every day,
uh, this community is blessed to have,
[23:09] uh, such a great group of people that
are willing to put their time and effort
[23:13] to make this community better. So, um,
I'm very excited about that. Uh, what
[23:18] I'd like to do, uh, at every meeting is
kind of give you kind of a recap of some
[23:22] of the things that are going on in the
village, let the public know. Um, if
[23:25] there's any questions that the public
has about anything that I bring up, I'd
[23:29] love for you to stop in my office. Um,
feel free to give me a call. We can
[23:32] definitely talk about it. Um, first
thing to say, uh, obviously you'll see
[23:36] there's been a couple changes to the
meeting, uh, kind of just the way that
[23:40] we do that. Um, we're posting village,
uh, agendas, uh, to the website. Um,
[23:45] we're posting as many links as we can to
our Facebook to get people to be able to
[23:49] hopefully watch this meeting tonight.
Uh, as well as understand the materials
[23:53] that are going to be on this meeting for
your consideration. Uh, the goal with
[23:57] all of this is to be as transparent as
we can. Uh, so if there's a way that we
[24:00] can do that better, uh, please just let
us know. Uh and we certainly believe
[24:04] strongly in that making sure that people
understand what we're we're trying to
[24:08] achieve at these meetings. A couple
things just in terms of projects just to
[24:12] cover so you're aware. Um we have a
state route uh 571 pedestrian
[24:17] improvement project which is a really
long name for that thing that's going on
[24:22] in 571 that connects us to the hill uh
that's on the right side of the road as
[24:26] you drive down the road. Um, so that
project uh is an expanded um pedestrian
[24:32] pathway, whether that's bikes, walking,
we'll figure out golf carts when we get
[24:38] there. Um, you know, all of that is
occurring. It is on schedule and on
[24:43] budget right now. So, uh, the schedule
is to be completed by 9:30. Uh, so
[24:48] hopefully, uh, here by the end of
September, uh, we will have a road back
[24:52] without giant orange cones. Uh, but, um,
that is the schedule right now. We are
[24:56] on schedule for that. Uh we're also
working on a sanitary sewer trunk main
[25:00] replacement project. Uh so that one
isn't quite as visible uh to most
[25:05] people, but it is a really important
project to the village where we are um
[25:10] working to replace uh the um trunk line
that goes from the wastewater treatment
[25:16] plant north about 3,200 ft of it. Um
it's being replaced as well as um 15 man
[25:23] holes that are part of that. Uh, so I
believe we're on schedule for that. When
[25:28] is it completed, Ben?
>> They So they started the lining today.
[25:32] Okay. Um or this week. So I would say
another couple weeks probably on the
[25:37] lining and then reclamation.
>> Yep. So we're we're well on schedule. Uh
[25:41] we'll be done this year. Uh that's going
to be a great program for us. And a lot
[25:45] of just uh as you'll understand um as we
try to go through some of these other
[25:49] projects as we move forward. A lot of
what I understand some of the challenges
[25:53] that we have is the infiltration that
occurs in these pipes. So every time we
[25:57] do a project hopefully it makes us a
little more efficient and our pipes
[26:00] don't leak as much uh which allows us to
have a reduction in what we call ini and
[26:05] that helps us get lower waste which is
what we really want. So that's a great
[26:10] project for us. Um we're also looking at
some other projects here at the end of
[26:14] the year which will probably set us up
for next year like the Hask and Hamilton
[26:18] roadway improvement project. Um, if
anyone has ever driven down Haske uh at
[26:24] 700 a.m. or 3:00, uh, there's some
impacts to that. It's it's a little
[26:29] scary when you try to make a left turn.
Um, and so we're looking at that, trying
[26:33] to understand some of those improvements
in that area. Um, no, nothing planned as
[26:38] of now. We're just kind of looking at
that. That is very likely to become a
[26:41] project though, uh, in 2027. Uh, and
then I just wanted to throw out um, two
[26:46] other things really quickly. the village
service center um renovations began as
[26:50] you are well aware you approved
renovations for the service center um
[26:55] that is started on Monday uh so we
believe that should be done before the
[26:59] winter um and so we're excited about
that our service guys are certainly
[27:03] excited about that and then finally uh
Stillwater Crossing the only update I
[27:07] can really give you on uh the
development is um we are trying to
[27:11] schedule a meeting with the developer uh
unfortunately he has been in Florida uh
[27:15] and had some some other things go. Um,
so I've yet to have a chance to meet
[27:19] with him, but I am going to be
scheduling time to discuss the project
[27:24] and I will make sure to update you as I
can every month. Um, my goal with all
[27:29] this as well on any of these projects,
we're going to put together a project
[27:32] page on our website uh so the public can
see kind of where we're at in timelines,
[27:37] budgets, all of those things. Again, our
goal is to make sure people understand
[27:41] all the great things that we're doing in
this community and we are certainly
[27:44] doing a whole heck of a lot of them. So,
um, additional to that, just so you guys
[27:48] are all aware, um, the village is
working through our health insurance
[27:52] right now. So, unfortunately, uh, as I
would imagine most businesses that are
[27:57] seeing that the rates are are not as
lovely as we'd like them to be. Um, so
[28:01] we're probably going to bring you back
um, some information about that as that
[28:05] comes forward. But then I want to finish
with the good news. Um, the village has
[28:08] so many great things. If you were part
of this village on the 4th of July, you
[28:12] saw it. You saw all the people come
together um and put together from the 5K
[28:17] to the parade to the carnival to the
fireworks. It was an absolutely
[28:22] wonderful day in this community. We
celebrated the 250th uh anniversary of
[28:27] our country and I think we definitely
did it proud. Uh it was an absolutely
[28:30] wonderful uh event. I know there were
some concerns about fireworks, which I
[28:35] think it's important to remind people
the village doesn't put the fireworks
[28:38] off, but um that was a a decision that
was made um by the people that were in
[28:44] charge to do it a little bit early. Uh
very similar to what Anglewood did and
[28:48] Troy did. Uh it was a safety concern and
and uh we certainly support that
[28:52] decision that they made. Um I know it
was beautiful and everybody enjoyed it.
[28:56] So um I'm very glad. Um, last but not
least, um, the fire department waffles
[29:01] on Friday has begun. So, if you do not
get those waffles on Friday, you're
[29:06] missing out because they're pretty
stinking good. Um, so that's all that I
[29:10] have for you, mayor. Uh, if there's any

uh I would think that uh uh Mr. Francis

candidate.

[31:05] about our timeline for budgets. Um I
will admit to you that I am still trying
[31:10] to fully understand where we bring money
in and how we spend money. Um but
[31:15] understanding the budget timeline, we
are working to keep what roughly what
[31:19] you said. So, we're going to be meeting
with our department heads here at the
[31:22] end of July, early August to talk
through a preliminary kind of setup for
[31:27] that. Um, you're going to get a little
bit of a different budget process this
[31:30] year. I really believe strongly in a
budget book that has a narrative and
[31:34] explains why we're doing what we're
doing. Um, so you can understand some of
[31:39] that, which takes a little bit more leg
work, but I think it helps in terms of
[31:42] our transparency with the public and how
we're trying to achieve um, you know,
[31:46] our goals. Uh, so we're going to do a
little bit more setup. So that's going
[31:49] to take us probably at the beginning or
middle of July here in the next two
[31:53] weeks. Um we're going to get then
everything set up with kind of the
[31:57] general process. So probably by August
workshop is when we're going to have our
[32:02] first kind of first conversation about
that and then we will have to after that
[32:06] meet with the committee uh to talk
through everything to get it prepared
[32:10] for September. The long and the short of
it is we will have it done so we adopt
[32:14] it in December which requires us to have
it on the agenda in November.

>> Yeah. So, we're surveying it because the
[32:33] property pins were can't find them. I
even sent Tim Schwarzber out when he
[32:39] couldn't find them. I knew they weren't
there. So, uh, we're having it surveyed.
[32:43] Um, manager HKLman, uh, asked me to go
out for pricing. So, we're going to get
[32:48] some survey work done. They'll reset the
pins, and then after that, um, we're
[32:53] pretty much ready to go on everything.
The parking area in the back is I marked
[32:57] that out. Our crews for now are going to
just dig that, put in gravel, and then,
[33:02] um, we'll have to look at, uh, the the
fence contractor. He's ready to go. And
[33:08] then we'll we've already got it set the
shade structure to go in. Um I think
[33:13] we're probably going to put it in a flat
area. So it still leaves us the rest of
[33:17] the park to grade in the future. That's
going to be a large project and fairly
[33:23] expensive because of the trees that were
there and that sort of thing. So at
[33:27] least we will have some tables, some
shade, and uh then we can start working
[33:31] on the rest as we go.

[33:36] I've I've spoken to most of council, I
mean, my goal is to provide to you um a
[33:41] park plan, something that shows kind of
what we've got in our parks, kind of
[33:45] goes along with that facilities plan
concept, shows each of our parks, what
[33:49] amenities we have, and then shows, you
know, priorities in each of those parks
[33:52] or projects that we have. So, we can
talk through those and make sure we
[33:56] understand um kind of the impacts of
whatever we're we're doing in each of
[33:59] those. So, you can also understand the
timelines like as you asked.
