[4:46] Um [4:47] so, this application is for a minor [4:49] variance. [4:50] Uh it's located at 49 William Street, [4:52] which is just at the red star on the [4:55] slides. [4:56] Owners are Patrick Lelystad Candace [4:58] Lumens. [5:01] Uh so, the property is designated [5:04] neighborhood in the Perth County's new [5:07] official plan. [5:08] Um and the property is zoned Mitchell [5:11] Residential High Density uh Zone 4 R4 in [5:15] the West Perth Zoning Bylaw. [5:19] So, the re- relief being sought uh [5:22] is to decrease the minimum distance [5:24] between a driveway and an intersection [5:27] uh from 9 m to 6 m. [5:30] You can see that's outlined [5:32] approximately where that would occur um [5:35] in the red box. [5:36] And then the secondary relief uh is to [5:39] decrease the minimum landscape open [5:41] space uh from 35% to 33% and that is for [5:45] the unit two [5:47] um to facilitate the construction of the [5:50] deck out back. Uh just it so that it can [5:53] be the same size [5:54] as the other decks that are proposed for [5:56] units one and three. [5:59] Uh this image just showcases [6:01] approximately where the lot line [6:04] um [6:05] exists currently and it's uh intended to [6:07] show um how large uh the right of way is [6:11] uh on the corner of Blenheim Street and [6:15] uh and uh Napier there. Um so Perth [6:18] County uh [6:19] consulted uh West Perth uh the director [6:22] of public works who has indicated that [6:25] uh he has no concerns with uh the [6:27] driveway reduction due to the large uh [6:30] area for the sidewalk in the right of [6:32] way along Blenheim there. [6:34] Um [6:35] So the [6:36] So going back a bit, the intent um of [6:39] the minimum distance a driveway can be [6:40] constructed uh from an intersection is [6:43] to prevent sightline issues with [6:46] motorists utilizing the intersection [6:49] um as well as vehicles coming and going [6:52] from driveways that are in close [6:54] proximity uh to said in intersections. [6:57] Um and then the intent of the landscape [7:00] open space [7:01] uh is to ensure that a property remains [7:03] consistent in um [7:06] the lot uh [7:07] the landscaping of the neighborhood [7:10] um and enhance outdoor livability of the [7:12] residents who will live there. [7:14] Uh so Perth County planning staff [7:16] believe that uh the two requests are [7:19] minor in nature [7:20] um and that we uh support the [7:22] application as applied for and I can [7:25] take any questions. [8:30] So, that is from the curb line of Napier [8:33] to the edge of the the driveway. So, [8:35] that that would be um located in front [8:37] of the porch, correct? [8:39] » Uh through the chair, um [8:41] it's either that or the center line. [8:44] This uh drawing that was proposed was uh [8:46] done through sketch [8:48] um and it's not [8:50] to exact scale. [9:02] » Uh we could take it back and and look [9:05] into it a bit more. [9:06] Um [9:07] the 9 m is uh the lot line just for [9:11] reference. [9:12] Um and that's what's is being varied. [9:15] Uh so, it's 9 m down to 6 m. [9:18] Uh it's essentially to allow the uh [9:21] future residents to park along Blenheim [9:23] Street uh [9:27] if not approved, the individuals would [9:30] park uh they would access through Napier [9:32] Street through a second access um [9:36] that would meet all the provisions of [9:38] the zoning bylaw. So, it's essentially [9:40] to have all the parking in one location. [9:42] On that end unit. [9:45] » Okay, and I guess the supplemental [9:47] supplementary question if I could, Mr. [9:49] Chair. So, if the access was to be [9:53] off of Napier Street, how far [9:56] » [gasps and sighs] [9:56] » Like how far along Napier from the [10:00] Blenheim Street, where would that be?
