When the First Amendment was done back in, I think the board [15:51] approved it in November, it was related to the driver's union CBA contract, so there was [15:58] a reflection at that time that the contract changed, and so the additional labour costs that [16:04] Envy took on under that contract were incorporated into our agreement with Envy into our fixed costs. [16:13] the way that the dispatches and roadtops, road supervisors, salaries are calculated or [16:19] were calculated at that time, meant that when the drivers wages went up, there was a direct [16:24] correlation to road supervisors and dispatches, they went up by a set dollar value at that [16:31] time. At the time, you know, 50 percent difference [16:59] between a driver and a road to wages was probably standard, that was great, but 14, 15 years [17:07] later it don't think it really reflects the difference in seniority, the [17:11] difference in kind of responsibility, the dispatches and road supervisors have [17:17] and the example I will use is that you know when the drivers salary increase [17:23] went in we did have road soups and dispatches wondering whether it was just [17:28] better for them to go and drive rather than take on the extra responsibility. So in [17:33] And working with MV, they come up with a set new wage scale that is going to be built [17:37] into the dis-option year and potential of their option years, that will reflect changes [17:43] to the road to road to provides and dispatches on an annual basis at a higher level than just [17:48] the way the drivers went up, just to put that differential in between those wage scales. [17:54] So it does, obviously, this does result in an additional cost to the west cat as part [17:58] of the contract that we have. [18:00] So we paid 2 rates to MV. One is the variable rate, which is the amount we pay for every hour of service we have on the streets, which is an effect the driver's wages plus other things that are built into that. [24:11] As you've all just explained, we pretty much take off the quota actual numbers and use [24:17] that to project out for the remainder of the current year, and then using those numbers [24:23] we sit down amongst staff and discuss the upcoming year and kind of come up with assumptions [24:29] and projections for that. [24:31] So this year we are looking at a $15.5 million operations budget, which is a 5.5% increase [24:39] over the previous year. There's a very small amount of $2,000 in our proposed [24:45] capital budget. That's reflective of the fact that the last couple of years we've [24:51] had a number of projects approved by the board for capital expenditures. We feel [24:55] that the funding has been allocated to them. We've just not fully... [25:00] Completed those projects or drawn all of those funds down. So we're not looking to draw new funding down for some of the ongoing capital needs and that a lot of it is just the maintenance, the facility, the facility repair facility maintenance. So I think we have a good surplus of capital fund already approved for those items going forward. So we're going to go through just individually. There's the four categories that we split our operational budget into. [25:30] The first one is operations. This is directly what we've just been talking about with our [25:37] contract with MV transportation. This is where these costs can come into this. [25:42] So even though we have a slight reduction in our variable cost, our fixed cost will go [25:49] up over the next year, so that plays into this increase. And I think the big increase in this [25:55] line item is insurance, you know, insurances go and go up, but, you know, we are a member [26:01] of insurance pool with a number of other transit agencies and when the budget for that [26:10] pool was presented two or three weeks ago, you know, we are looking at across the board [26:14] around the 10-15% increase in insurance costs across the pool of agencies. So the way that [26:22] comes down to us, we're definitely seeing an increase in our rates for next year. [26:27] As we discussed at the F&A committee, the reality is vehicles are getting more expensive, [26:34] which means insure as wanting a little bit more premium to make sure that we've got [26:41] some skin in the game and they know what they're backing into. [26:44] So, you know, right now a lot of our vehicles, if anything happens, you know, we had to be [26:52] fully re-embeared for the cost of the vehicle. [26:55] Our insurance is covered that because the vehicles are only costing $800,000, [26:59] but when we look at how did your electric vehicles, [27:02] because at 1.2, 1.5 million, I believe there's an electric 60 [27:11] -foot vehicle [27:12] that is $2.2 million. [27:16] So right now the way our insurance works is any vehicle over the most of vehicle means [27:21] your voice won't point two million dollars, so as we move into that, it's just a preparation [27:26] that these insurance rates are going to keep increasing as we kind of move forward. So we're still, I think [27:58] overall between the vehicle maintenance in the operations budget and the vehicle maintenance [28:03] in the capital budget, you know, we're all, it all tied back together, it's just we're [28:07] try to make sure we put in things in the right category to reflect where those costs [28:11] actually come in. The other part of this is, we're buying parts, we're not just dealing [28:18] with supply chain issues, we're dealing with increased costs that go along with all of [28:23] these new parts. [28:26] We also have a number of aging vehicles in our fleet. We are due to receive [28:34] six new 35-foot-gillig vehicles over the next month or so to put them into service but right now [28:40] if a vehicle goes down we need to get that vehicle back out on the street so you know [28:45] unfortunately we are probably putting a little bit of morning into parts and parts of these vehicles [28:50] just to kind of keep them going for the next few months and then the huge part of this budget is [28:56] you know fuel fuel lubricants that those kind of items which historically the board have been [29:01] really, really conservative, and we've budgeted for them. On July 1st, I do anticipate our reserve balance will be $9.7 million, give [40:16] or take. Then, if you go down that the TDA 4-point allocation is the amount of funding we expect [40:24] to receive this year, then a nose of how much we anticipate to use of our TDA funding [40:30] for operations, which would leave a ending TDA balance of a little over $8 million, but [40:40] included in that are the vehicle purchases that the board have previously approved, which [40:45] is the $3.1 million of local funds, and then the $730,000 is what I mentioned earlier [40:54] the previous capital budgets that the Board of Approved have been allocated. We just have [41:00] not gone all those funds down, so I think in terms of how the Board should look at our reserves, [41:05] those are incumbent money. They're kind of accounted for. They can be changed. Any of these [41:11] money can be changed, but right now that $3.8 million is in Board approved set aside for out-of-our reserves. [41:20] So, you know, if you just look at the outgoing years, you see that 2027, that's when all [41:28] of those reserves would be kind of reduced. [41:31] So, kind of that's where we are with our operating budget. [41:35] I'm happy to order any additional details, but we are looking for approval for the adjusted budget, [41:42] the upcoming year budget. [42:58] the board just did just approve an extension to our agreement with every [43:04] transportation which does reflect an increase in salary for road suits and [43:10] dispatches so I mean I think that's a it's a it's a it's been a long-own need [43:16] for us to make that kind of change and so I think that's been that that has been [43:20] noted but that that comes out of our bottom line so that you know it does have a [43:24] potential impact on service as we move forward. We did just implement the service change, which [43:30] reduced in a reduction in hours that we pay MV for. And when I say that, I'm being careful [43:37] because there's two things, there's service hours, there's amounts of service we have on the streets, [43:41] and then there's the build hours that we get from MV, which is when a bus leaves the yard, [43:48] to when the bus gets back, so that includes layover time, that includes getting to them from, [43:54] so there's a lot of that. So the reduction of the schedule that we just made was the where some [44:02] minor changes to the current schedule out there on the street. Most of their impact was to drive [44:09] as layover, so when a driver gets to the end of their run, their previous schedule had a lot of [44:15] of unproductive time in it, you know, it could be, they would do one of the loops in [44:21] heckleys, which is a 20-minute loop, and then they have a 15-minute break at the end of [44:25] that, and they could do that over and over again throughout the day. So, you know, there [44:29] were routes where we were paying for as much, as much layerless answers we were for actual [44:35] service. So, I say that because the, the, the result was we went from billed hours, 96,000 [44:44] hours, as of last annually, last week, the service change that went into effect on Saturdays [44:49] 89,000, which did result in having to downsize some of the drivers. [44:57] the reality is that I believe [45:00] O'r one driver did move to another location. So one driver, they were all offered the chance to move to other NB locations. Sanyander Fairfield, bailing game, there was another one where someone went. So I'm going to judge here that went to Sanyander, but one driver chose not to. So that is a reality of, you know, these kind of decisions that it does have an impact on our operations staff. It does have an impact on all of those things. Thank you so I'm sure I had no surprise that this is going to concentrate on [50:39] Senate Bill 1031 which is Scott Weeners kind of proposal to help put a regional measure on [50:49] the ballot for the Bay Area. It contains a lot of other elements. We talked quite a lot about this [50:53] at the last meeting. It's still a very very fluid bill and I'll kind of go through where it is now [51:00] some of the concerns that we still have, but I think I'm going to start by kind of putting [51:05] this out there as a question to think about as we discuss this. A number of trans agencies have [51:11] taken a direct position on this bill. VTA, Sam Trant, CalTrain, Tried Elter and Lavter have all [51:19] taken a pose on less a bend, positions on this bill. As far as I'm aware, certainly in any of the [51:26] record I've looked at back to around 2000, Westcat has never taken an official position [51:31] on a bill. So I think it's entirely up to the board if they wish to do that. It's not [51:36] something I'm recommending, but it's saying that's something I'm opposing if the board wishes [51:40] to do that. So I think the question is, do the board wish to take an official position [51:45] or do you wish to direct staff to continue as we are doing working with our lobbyists to [51:52] that kind of advocates for our needs [51:54] and what we see as part of our coalition [51:56] with Dry Delta County Connection. [51:58] And one of the reasons is that our lobbyist [52:02] is putting together a letter that we will be submitting [52:04] that does have some potential amendments in there [52:07] that Dry Delta and Lavta have crafted [52:10] because they're born to take in that official position [52:13] and they've given their staff direction to do certain parameters. [52:17] County Connection are only taking a watch position [52:20] on the bill. [52:21] So it's how we craft that letter that we're all kind of in agreement with the content for who's taken a natural position versus who's just working on a staff level to kind of make sure that, you know, we're kind of at the table. [52:35] I think it's also where I mentioned the AC Transit have only taken a watch position on this bill at the moment. [52:40] I believe Bart have supported it and most of the other counties have either taken a watch [52:48] position or I think it's Sonoma County of taking an oppose and lessment position at this [52:54] point. So you may recall there's a lot that there are a lot of, there's been a lot kind [53:01] of half of the last month with this bill. It did go through the Senate Transportation [53:06] committee, which is chaired by Senator Cortese, and he put on a number of, what came [53:15] out of that meeting was what they called a term sheet, which was potentially, potential [53:19] amendments that he wanted to see being incorporated into the bill, given that he would support [53:25] at the Transportation Committee. He was like, the only way I'll support is if this is done [53:29] to it, but we haven't seen those amendments in writing yet, so it's a little hard to know [53:34] how they'll be crafted after the fact. A very similar thing happened at the Revenue [53:39] and Taxation Committee the following day, which is chair by Senator Galesa. He kind of was [53:45] pretty adamant that the only way he was supporting this bill is if it changed significantly, [53:49] but he wasn't prepared to stop the bill there and then it was you know allowing it to go through [53:54] the process. So the next step for the bill is it goes to the Senate appropriations committee [54:00] and then it has to pass the vote on the Senate floor by May 24th. So we're [54:07] expecting to see potential amendments, written amendments to the bill in the [54:12] next week or so. I mean it's you know it's really not a lot of time to react to [54:16] some of these things but just the intel we get from our lobbyist and the team [54:22] that we're working for, you know we fully anticipate this will pass the Senate [54:27] vote and we'll move on to the Assembly and that's where we all believe that there's a lot more [54:32] opportunity for significant changes to be made to that end. We do have a meeting already set up [54:40] with Assemblymember Lawy Wilson because she's the chair of the Transportation Committee. She is [54:50] very much aligned. She's spoken a lot with Rashidi Barnes, the general manager of Trian Elter, [54:56] because that's the main service area, so there's been a lot of discussions already. [55:00] On that level, and I think she certainly understands a lot of our concerns. We are trying to. We have calendar invites out to Assemblymember Buffy Wicks, Tim Grayson. There's another one that laughed their areas, kind of, that we're trying to schedule for the same time, just to make sure that we're kind of touching all those bases. But, you know, what's coming out of the Senate is certainly more palatable than it was a month ago. [55:31] I mean, there have been some changes that still, I don't think any of the Trans-Ansies [55:36] you're talking about last month have prepared to change that position right now based [55:40] on what they know, but it has come quite a long way. [55:45] We had a meeting yesterday with all of the small operators, general managers and MTC staff [55:50] with their kind of, I'm honest, the MTC commission has a lot of concerns, there's a discussion [55:58] at the MTC Ledge Committee tomorrow. There was an MTC workshop a couple of weeks ago where [56:05] they did, I think they talked in public about potentially withdrawing their sponsorship of [56:11] the bill because they don't, some of the commissioners don't really like where it's going. They talked [56:15] about maybe completely re-gaining the scope of the bill and not really show what that means but [56:21] potentially making it a five-county bar's only bill. You know what I mean? So there's just a lot [56:26] of unknowns out there as to how we're doing this, you know, MC staff basically, you know, [56:32] were honest yesterday and said, you know, they are having conversation with the operators. [56:36] They're also having direct conversations with Senator Wiener, Senator Woharb, Senator [56:41] Kautaisy and Mayor Pro Tem, because they are the Senate Pro Tem, because they're the ones [56:46] that are kind of really crafting the bill. [56:49] You know, there's a lot of discussion within senators, and there's also a lot of discussion [56:53] between Senator Wiener and the advocate out there so we don't know how a lot of [56:59] those conversations are happening. There are a lot behind closed doors. Some of the [57:04] initial proposals on amendments that MCC offered, some of them got included, [57:09] some of them didn't, some of them got you know watered down so it's still a lot [57:13] of unknowns kind of out there and what's going to actually come out of that. But I [57:19] I think there's four key issues that are still there. [57:23] Oh, first of all, there's a couple of issues that have gone away. [57:26] One of the issues that's gone away was the maintenance of efforts, [57:29] which basically wouldn't meant that if Magicia was not renewed, [57:35] we, the individual, trying to aim to, for some reason, [57:38] be held responsible financially for those funding that's gone away. [57:42] So that's been removed, that's definitely a good thing. [57:45] Another really big concession that MTC have made, they have taken out their, they were [57:52] requesting authority over all of the TDA, the Transportation Development Act funds [57:57] that we received, so that would then, instead of it being a local return to source by [58:01] trying to operate it, they wanted it to be a regional funding source so they could have [58:05] direct control over all of those revenues which would basically, you know, I think all [58:12] of the small operators, that's the majority of our finances. That's a huge part of our budget, [58:18] so they have backed away from that. They do still want to maintain control over our SCA funds, [58:26] which they do to some extent now. I think there's some deliberation on how much of that, [58:31] because right now, while they control the population-based elements of state transit assistance funds, [58:39] SDA funds, they don't call the control the revenue portion of that, and this bill would [58:44] potentially give them control over that. It's not a huge amount of funding towards, but it's still [58:49] enough for us to be certainly aware of that kind of request from MTC. There's still a language [58:59] that all of this requirements on MTC authority would go into effect as soon as the bill passes, [59:05] regardless of if the measure passes, that's still a concern. [59:09] To some of the other issues where the bailiff still talks about creating a brand new structure [59:16] within MTC to oversee transit agencies and we feel that's already been in place with [59:22] the regional network management system, that we've all worked for the last four years and agreed [59:27] on across the region to point in place. So we're trying to, that's one of the key issues [59:32] just keep that in place and give it a chance to work through the system. [59:38] Return the sources to a huge concern, certainly a huge concern for all of the counties, [59:43] the way that the proposed funding formula is written, and this is not written in the bill, [59:51] this is just kind of MTCs how they think that they would do their expenditure plan. [59:57] There is 10 source to count these an issue, but [1:01:02] We have a lot of work done with a lot of work done, particularly with Caltrain and Sam Trums working with Senator Wahab and her staff and maybe using the word enhanced coordination rather than consolidation. And I think there's some concessions, I don't think it's concessions, I think there's a general agree with that. So with [1:16:46] that this was a two-day exercise and folks report to address how they're [1:16:56] going to respond. And West Cat showed up. They staffed the logistics section and were [1:17:05] given injects of people thinking that they should evacuate their homes to say I think it [1:17:14] was the senior center. And then, you know, these are folks that may or may not be able to [1:17:20] drive. And again, I have to inject in case somebody turns on the TV and thinks there's [1:17:25] something going on. This was an exercise, but the transit agencies staffed the logistic [1:17:35] section, and that's the section that, you know, arranges with Red Cross to do shelters. [1:17:41] The transit agencies to do transportation, like they did during COVID, they did that. And [1:17:49] And at the end of the day, I participated in the first day, and I think the West Cat [1:17:54] staff participated both days, but when they did a review at the end of the day wrapping [1:18:01] everything up, the logistics chief pointed to the staff of the transit agencies that were [1:18:11] in the house and just really talked about what an exemplary job they did. [1:18:17] So I wanted at least the board to know that and you know and the community to know that [1:18:28] okay anybody else have any board [1:18:31] communication.
