Um, ever since the select [1:48] board identified the need for removing the dam and raising the Lawrence Hill [1:51] Road Bridge, many community members have expressed significant concern about the [1:57] project, ranging from its necessity to its design to its financial impact on [2:02] the town. But the design of the bridge has been a key concern and was [2:07] specifically discussed at the special town meeting last February. In the [2:12] special town meetings minutes, the select board member Jim Lynville [2:17] acknowledged the public's concerns about the proposed bridge, including that the [2:21] replacement bridge would be um unattractive, would be too high, would [2:26] be too [clears throat] expensive, and the road might have to uh close during [2:31] the road would have to close during construction. In response to these [2:35] concerns, Mr. Limbo went on to state that there would be a design committee [2:39] made up of stakeholders to work out the questions and concerns of the [2:45] stakeholders in coordination with stone engineering. [2:49] That raises the question of who are the stakeholders in connection with um this [2:54] project. The term stakeholder was not defined at the special town meeting. So [3:00] the select board now have the responsibility of determining how [3:05] broadly the term should be interpreted in establishing the design committee. A [3:11] stakeholder is generally understood to be an individual or group that has an [3:16] interest in a project or outcome or that may be affected by its result. This [3:22] definition would suggest that stakeholders in this case should be [3:27] broader than the property owners and businesses immediately surrounding the [3:32] green who experience flooding. The Lawrence Hill Road Bridge is a townowned [3:38] public asset. It is no different in that respect from the town office, the little [3:43] school, the fire station, the town garage, or the library. Decisions [3:48] concerning significant town assets and infrastructure affect the entire [3:53] community. [snorts] The Lawrence Hill Road Bridge is an important [3:57] transportation link. It is the principal east west connection for the residents [4:02] on the west side of the West River traveling into the village, accessing [4:06] Route 100 and returning home. The bridge therefore serves residents throughout [4:12] the town, not simply those who live or operate businesses or run organizations [4:17] immediately adjacent to the green. If the design committee consists only of [4:22] people immediate around the green, the design of an important town asset [4:27] [clears throat] could effectively be determined [4:29] determined by a very small subset of the community. [4:34] [clears throat] The people who have experienced flooding should be [4:37] represented. They have important firsthand knowledge and legitimate [4:42] interests. However, I believe they should be part of a broader group of [4:46] stakeholders that also includes people who use the bridge, people with an [4:51] interest in the village and residents from other parts of the town. I applaud [4:56] the select board for moving forward of this committee and believe this is [5:00] important opportunity to build public confidence [clears throat] in the [5:05] process. I therefore suggest that the select board one establish a reasonable [5:10] target size for the committee. Two, identify the categories of stakeholders [5:16] that should be represented. Three, publicly solicit volunteers from the [5:22] community who are interested in serving. and four, select committee members with [5:26] the goal of achieving a balanced representation of the various interests [5:31] affected by the bridge and its design. This would allow the committee to [5:35] include the stakeholders already identified by the select board while [5:40] also giving other western opportunities an opportunity to participate. [5:45] A broader process would not um make the committee less effective. It would make [5:51] its recommendations more credible and more likely to have the support of the [5:55] community. One additional question, who makes the final decision? Before the [6:01] committee is formed, the committee's authority should be clarified. Is it an [6:05] advisory committee to the select board or does it have some decision-making [6:09] authority over the design? Who has legal authority to approve the bridge design [6:14] and authorize construction? the committee, the select board, or the [6:19] voters. Clarifying those roles now could prevent considerable confusion later. [6:25] Next steps. I am requesting that the composition and authority of the [6:30] Lawrence Hill Road Design, the Lawrence Hill Road Bridge Design Committee be [6:35] added to the agenda for the next select board meeting on September 22nd. So, it's in our best interest to [15:01] keep the delinquencies down to apply any payment to the oldest [15:08] and let um the taxpayer know that I do believe it should be in writing. I was hoping to come to this [33:47] meeting and make uh you know, ask you to make a choice on one of them, but not [33:52] quite there because as we looked a little closer, there's a couple of [33:54] unanswered questions that I still need to clarify. Um so the entire um the cost [34:01] of these three if you take a look um each one of them is coming between [34:06] » more expensive than the others. >> Yeah.
