[31:59] is based on their DNR water and
wastewater licenses when we set this up
[32:04] in 2014 the water certification was an
operator in training which is passing a
[32:10] test and then grade one is one year of
experience at a training you get a
[32:15] quarter increase above the base rate and
when you become a grade one operator you
[32:20] get 75 cents for your one year on
wastewater and so the water has not
[32:25] changed on wastewater when we set this
up we had five different classifications
[32:30] for license so it was T which is the
training operator in training and then
[32:34] one two three and four which
correspondent roughly to the number of
[32:38] years of experience that you had what
the DNR had done recently was they
[32:43] reduced those grades from five different
license grades down to T basic and
[32:49] advanced what the Public Works Committee
had reviewed was that the basic
[32:54] wastewater operator is very similar to a
grade one water operator where they need
[32:58] to have a test past and have one year of
experience so what the Public Works
[33:03] Committee was recommending was that the
basic wastewater operator would get a 75
[33:08] percent seventy five cent pay bump
similar to that of a grade one water
[33:14] operator the next then is an advanced
wastewater operator which requires three
[33:20] years of experience and because the
grade three in grade four in the old
[33:25] scale was sixty cents for one seventy
for the other roughly a dollar thirty
[33:29] the committee hadn't looked at a
advanced wastewater pay bump realizing
[33:37] that you get a bump at year one for
basic year two you would not increase so
[33:42] you would not get a raise for year two
but then in year three then you would
[33:46] pick up your advance license the
recommendation there then is to add
[33:49] advanced wastewater operator at one
dollar and fifty cent raised on top of
[33:54] where the operator is at
