Just need your name and city of residents, please. 89 00:07:45,000 --> 00:07:48,000 Erica Johansson, so sorry. 90 00:07:49,000 --> 00:07:57,000 During the recent bi-election many candidates and the mayor spoke of strengthening collaboration with the city of Surrey. 91 00:07:57,000 --> 00:08:06,000 However, the mayor's unauthorized disclosure of in-camera information and the possibility of other breaches gone unnoticed. 92 00:08:06,000 --> 00:08:11,000 Risks undermining the trust needed for effective inter municipal cooperation. 93 00:08:11,000 --> 00:08:23,000 At an all candidates meeting on September 7, Mayor Megan Knight disclosed a request from the city of Surrey to the city of Whiterock to co-fund the South Surrey pool. 94 00:08:23,000 --> 00:08:32,000 This matter was introduced, discussed, and voted down in a closed, in-camera meeting during the previous council's term. 95 00:08:32,000 --> 00:08:39,000 The information has never been publicly released as confirmed by a freedom of information request. 96 00:08:40,000 --> 00:08:46,000 And its disclosure constitutes a breach of section 117 of the community charter. 97 00:08:46,000 --> 00:08:57,000 In addition, the mayor failed to provide contacts for Surrey's request, which left the impression that the previous council's decision was arbitrary and ill-advised. 98 00:08:57,000 --> 00:09:08,000 The question is, what steps will council take to address this breach and restore public confidence in the confidentiality and lawful governance of this municipality? 99 00:09:09,000 --> 00:09:13,000 Thank you for the question and that will be up to council to decide. 100 00:09:13,000 --> 00:09:16,000 Thank you. 101 00:09:16,000 --> 00:09:20,000 Ms. John Stone, who's next? 102 00:09:20,000 --> 00:09:24,000 Next on the list, 270 00:24:19,000 --> 00:24:25,000 Yeah it's always helpful to have extra people out there that can call things in to us for sure because we can only be in so many spots at once right. 271 00:24:25,000 --> 00:24:31,000 So I know they were assisting with with patrols along the waterfront and they were also assisting with patrols in particular I believe with the park aid. 272 00:24:31,000 --> 00:24:35,000 And we did receive a few calls from them. 273 00:24:35,000 --> 00:24:42,000 I don't have the specific numbers so I'm still waiting on the on the wrap up from the beach patrols this year and then hopefully I'll have some more specifics for you. 274 00:24:42,000 --> 00:24:44,000 Okay thank you very much. 275 00:24:44,000 --> 00:24:47,000 Anyone else not seen any thank you staff sergeant. 276 00:24:48,000 --> 00:24:50,000 Oh Bill sorry council lines. 277 00:24:50,000 --> 00:25:05,000 I wasn't thanks Renee through to staff sergeant digs and with the I guess the proliferation release of a lot of driving and fractions along especially along marine drive as we saw on the on the the overhead presentation that you provided. 278 00:25:05,000 --> 00:25:09,000 A lot of incidents usually happen on marine drive. 279 00:25:09,000 --> 00:25:17,000 Would it be beneficial for the for the city to take a look at at a ping the I guess the traffic enforcement. 280 00:25:17,000 --> 00:25:26,000 Maybe have another officer or or do some reallocation or how how we thought so least on that. 281 00:25:26,000 --> 00:25:35,000 I do believe that a dedicated traffic officer would be helpful right now we have we are doing that we brought in as I mentioned earlier. 282 00:25:36,000 --> 00:25:40,000 Another program where we bring officers on overtime dedicated straight to traffic. 283 00:25:40,000 --> 00:25:46,000 But I would have to get some numbers in order to really look at them to look at just the occasion for. 284 00:25:46,000 --> 00:25:47,000 Okay I understand. 285 00:25:47,000 --> 00:26:01,000 If I could just continue I know that definitely we don't want to be jumping in too much at least in the overtime so it's going to be cost benefit that has to be associated with it but if if it is a case where we're a dedicated. 286 00:26:02,000 --> 00:26:14,000 Team of sorts would be put in a place and they might be beneficial for for at least reducing traffic and maybe also providing those optics at least where people are saying that that there's not much in the way of. 287 00:26:14,000 --> 00:26:25,000 Or these there's not as much visibility as as as people would like to see but if you have those at least especially on marine drive I think that might turn things around. 288 00:26:25,000 --> 00:26:26,000 Thank you. 289 00:26:26,000 --> 00:26:28,000 Thank you. 290 00:26:28,000 --> 00:26:39,000 Okay council we're going to move on to the next corporate report that's expanded emergency medical services by white rock firefighters and we got chief Davy here to see me. 291 00:26:39,000 --> 00:26:41,000 Chief Davy. 292 00:26:47,000 --> 00:26:55,000 The intention of this report is just to inform everybody that will be initiating some new medical services to the community starting on October the 27th. 293 00:26:55,000 --> 00:27:00,000 There's a ministerial order there's a ministerial. 294 00:27:00,000 --> 00:27:18,000 Ministerial order order by Adrian Dixon a couple of years ago that required us to upgrade the skill sets of all of our firefighters not necessarily do we need to resource the services to fulfill these services but we've done that. 295 00:27:18,000 --> 00:27:27,000 And because we had to do that for the order for for the ministerial order we are going to introduce them to the community starting on the 27th of October. 296 00:27:27,000 --> 00:27:33,000 That'll include administering some medications such as epinephrine for severe allergic reactions. 297 00:27:33,000 --> 00:27:42,000 It'll also include administering glucagon for unconscious diabetic patients and then also some moon packing for some light life threatening bleeding. 298 00:27:42,000 --> 00:27:52,000 These are some services that we hadn't previously been administering but it's going to start on Monday October 27th. 299 00:27:52,000 --> 00:27:57,000 Thank you chief Davy. Thank you, worship. 307 00:28:13,000 --> 00:28:21,000 We're pleased to share this report that summarizes the programs organized by the recreation department this past summer. 308 00:28:21,000 --> 00:28:30,000 All told there was over 2,000 participants in the summer day camp program and additional 1600 in registered summer programs. 309 00:28:30,000 --> 00:28:35,000 The day camp programs provide skill acquisition and personal growth. 310 00:28:35,000 --> 00:28:44,000 They incorporate physical activity and outdoor play and provide parents with high quality affordable childcare for the summer months. 311 00:28:44,000 --> 00:28:50,000 In addition, they provide employment and leadership opportunities for youth in our community. 312 00:28:50,000 --> 00:28:55,000 These day camps occur at various city facilities and parks over the summer. 313 00:28:55,000 --> 00:29:01,000 And include such options in the creative arts, science, sports and the outdoors. 314 00:29:01,000 --> 00:29:10,000 New camps, this past summer included drama camps for budding, vest beans, dream builders for future architects and engineers. 315 00:29:10,000 --> 00:29:17,000 And a waterfront life saving club for those wanting to pursue employment as a lifeguard. 316 00:29:17,000 --> 00:29:27,000 Registered programs this past summer included activities of the beach, like paddle boarding, pilates and canoeing. Yes, we did do pilates at the beach. 317 00:29:27,000 --> 00:29:39,000 And our seniors did not miss out as they boarded the city's bus to many outings in the lower mainland, including the Vancouver Symphony, the air show and the P&E fair. 318 00:29:39,000 --> 00:29:46,000 All these programs build social development and enhance friendships and help reduce social isolation for older adults. 319 00:29:46,000 --> 00:29:49,000 And I'm happy to answer any questions. 320 00:29:49,000 --> 00:29:55,000 Great, thank you Mr. Volgar. And I have to say that Councillor Chang and I attended a Zumba class down there. 321 00:29:55,000 --> 00:29:58,000 I couldn't walk for two days afterwards. 322 00:29:58,000 --> 00:30:00,000 So it was a lot of fun. 323 00:30:00,000 --> 00:30:10,000 I just got a question on, it looks like, you know, your numbers are rising like crazy here. Is it because we're offering more camps or more variety? 324 00:30:10,000 --> 00:30:24,000 I would say it's a combination of both. I think we're trying to be creative. What's the market asking? What are the parents asking out there and trying to spread out the different types of offerings that we have? 325 00:30:24,000 --> 00:30:53,000 Great. Yeah. I think the, the Surrey White Rock racial, too. Like, I'd like to see those stats of how many Surrey residents are signing up for this compared to the White Rock because the number one complaint I get for most parents is, you know, I can't get my kid into swimming lessons or I can't, I can't use this facility because it's all for Surrey and by the time I get on the queue, I get bumped off the queue. So we get quite a bit of that. So I'll just hand it over to council. Councilor Chao. 326 00:30:53,000 --> 00:31:02,000 Thank you. Through the chair. Thank you so much Mr. Wolgar for your report. It was excellent. So for low income families, if they want to participate, but they don't have the funds, can they participate? 327 00:31:02,000 --> 00:31:12,000 Yeah. Through your work with the councilor Chao. Yes. We have a leisure assistance program to help those that wouldn't have the ability to pay. 328 00:31:12,000 --> 00:31:26,000 Thank you very much for the chair to Mr. Wolgar. The recreational programs profitable. Revenue neutral. How does that kind of shake out at the end of the season? 329 00:31:26,000 --> 00:31:39,000 Yeah. Through your work with the councilor Chao. I guess it depends on all the costs that you put into it, but from a direct cost point of view, it covers all of its costs. 330 00:31:39,000 --> 00:31:53,000 You know, if you start putting into all of the soft costs and you know, use of buildings and how much staff time, registration software, all that kind of stuff, it's a little less clear. 331 00:31:53,000 --> 00:31:59,000 But certainly from a, it covers all of its direct operating costs. Thank you very much. 332 00:31:59,000 --> 00:32:10,000 Councilor Manning, your next. Thank you, Mayor, through yourself to Mr. Wolgar. I wanted to commend you for the triad program. 333 00:32:10,000 --> 00:32:18,000 That's pretty innovative and we've got some incremental revenue. So, thank you very much. 334 00:32:18,000 --> 00:32:22,000 Okay. Anyone else? Councilor Bains. 335 00:32:22,000 --> 00:32:28,000 Thank you, Mayor. I just have a question about adaptive programs. And if that's something that you're bringing to 336 00:32:28,000 --> 00:32:31,000 the recreation programs. 337 00:32:31,000 --> 00:32:50,000 Through your works with councilor Bains. Yeah. So, in summer of 2024, we worked with Unity to deliver a program that they were geared specifically towards those with, you know, unique needs. 338 00:32:50,000 --> 00:33:04,000 And of course, that's a well-known organization on the peninsula. It didn't get a huge take up in 2024, and Unity wasn't interested in continuing to provide that for us in 2025. 339 00:33:04,000 --> 00:33:18,000 So, upon their advice, we look to incorporate those, those children that needed those extra supports into our existing programs and had them accompanied with with caregivers or other support. 340 00:33:20,000 --> 00:33:32,000 Sorry, one. Okay. No. A question there just and has have you been able to work with the white rocks accessibility committee on that end. 341 00:33:32,000 --> 00:33:41,000 Yeah. Through your works for the councilor Bains. I don't believe we worked with specifically with the accessibility committee on that one. 342 00:33:41,000 --> 00:33:47,000 Okay. Thank you. Okay. Anyone else? Not seeing any other? I'll just need a move or a seat, please. 343 00:33:47,000 --> 00:33:56,000 It's a move. Second. All those in favor? Post, carried. Next is 2025 events year in review and this is Mr. Roll Gargain. 344 00:33:56,000 --> 00:34:05,000 Thank you, Worship. Please provide a summary of the events for the past year and a little bit of a year in review. 345 00:34:05,000 --> 00:34:16,000 Over the past 12 months, the city hosted a total of 76 events with an estimated combined attendance of 330,000 people. 346 00:34:17,000 --> 00:34:32,000 These ranged from small class C events with a few dozen people where the city provides the support to a community event sponsor or right up through to major class A events run by the city that brings in tens of thousands of people to our shore. 347 00:34:32,000 --> 00:34:37,000 A few of these events have been highlighted in the report. 348 00:34:37,000 --> 00:34:51,000 This should be noted that staff will be bringing forward a report in November of the 2026 proposed events and will be seeking council direction at that time on potential changes. 349 00:34:51,000 --> 00:34:58,000 Have a little short video presentation of our events this past year. 350 00:35:07,000 --> 00:35:17,000 Thank you. 351 00:35:37,000 --> 00:36:06,000 Thank you. 352 00:36:07,000 --> 00:36:10,000 That's very good. Thank you, Mr. Roll Gargain. 353 00:36:10,000 --> 00:36:19,000 Thank you. I just add that special events in white rock support and build community connections community pride and cultural development. 354 00:36:19,000 --> 00:36:30,000 They provide a wide variety of entertainment choices and encourage gathering opportunities for residents and visitors to meet and celebrate and become better connected to their community. 355 00:36:30,000 --> 00:36:33,000 Happy to answer any questions. 356 00:36:33,000 --> 00:36:50,000 Thank you very much. The culture crawl that we just had was very good. I mean we went around quite a few different things and all the kids singing and the artwork and the dancing and I mean there was just so much going on. It was very well done and kudos to staff for everything. 357 00:36:50,000 --> 00:36:54,000 Council any questions. Councillor Manning and then Councillor Lawrence. 358 00:36:54,000 --> 00:36:56,000 Thank you, Mayor, for yourself to Mr. Roll Gargain. 359 00:36:56,000 --> 00:37:04,000 Kettin today by the bay is extremely popular and consequently gets very congested down on marine. 360 00:37:04,000 --> 00:37:14,000 Is it feasible for us to look for a sponsor to run a shuttle safe from the mall or semi secondary down to marine drive to ease some of that congestion? 361 00:37:14,000 --> 00:37:17,000 Through your worship to Councillor Manning. 362 00:37:17,000 --> 00:37:23,000 We're going to bring forward a report in November that's going to highlight some potential changes and options. 363 00:37:23,000 --> 00:37:30,000 We have explored a shuttle and it is very expensive. It depends, I guess. 364 00:37:30,000 --> 00:37:35,000 We could certainly scale it, but there's a significant cost to that. 365 00:37:35,000 --> 00:37:51,000 Certainly sponsors are an option, but we've found ourselves. It's been tougher asking for corporate sponsors and our colleagues from across the lower mainland have also experienced that. 366 00:37:51,000 --> 00:37:56,000 But certainly that's a possibility. 367 00:37:56,000 --> 00:37:59,000 Maybe white rock rotary. I don't know. 368 00:37:59,000 --> 00:38:03,000 Councillor Lawrence next. Thank you, Mayor tonight. 369 00:38:03,000 --> 00:38:07,000 Through you, Mr. Roll Gargain. Councillor Chessney. 373 00:38:20,000 --> 00:38:22,000 Thank you, Mr. Roll Gargain. 374 00:38:22,000 --> 00:38:27,000 I noticed in the report the white rock float has only been to three cities. 375 00:38:27,000 --> 00:38:35,000 Is there an impediment or that prevents us for having that float in more community parades? 376 00:38:35,000 --> 00:38:40,000 Through your worship to Councillor Chessney, the only impediment is cost. 377 00:38:40,000 --> 00:38:49,000 There's this significant cost for us to attend parades in terms of the staff time, the travel time, the setup time. 378 00:38:49,000 --> 00:38:52,000 So that's the only impediment right now. 379 00:38:52,000 --> 00:38:59,000 Thank you. One further question, if I might. So the actual lighting is one week earlier. 384 00:39:29,000 --> 00:39:36,000 So that allows for an extension of the actual period when the lights are available. 385 00:39:36,000 --> 00:39:38,000 That's the only expansion that we have. 386 00:39:38,000 --> 00:39:45,000 We're fairly limited in terms of ability of how many people that we can handle down on the waterfront. 387 00:39:45,000 --> 00:39:53,000 That event is is weather dependent. So we're always hopeful that the weather cooperates us for that event. 388 00:39:53,000 --> 00:39:54,000 Thank you. 389 00:39:54,000 --> 00:39:57,000 Not sending in others. 437 00:43:16,000 --> 00:43:20,000 Yes, thank you through the Mayor to Councillor Manny. 438 00:43:20,000 --> 00:43:30,000 The emergency call out cost I expected it would be the same cost as a regular cost, the cost per container. 439 00:43:30,000 --> 00:43:32,000 But we could negotiate that. 440 00:43:33,000 --> 00:43:35,000 I don't think that's the major factor. 441 00:43:35,000 --> 00:43:39,000 The biggest thing is putting on the second shift and they have a price for that. 442 00:43:39,000 --> 00:43:42,000 The rats are an issue for sure. 443 00:43:42,000 --> 00:43:46,000 What we tried this year is we put in some big blue bins. 444 00:43:46,000 --> 00:43:51,000 They will nicely take the pizza boxes and fish and ship boxes. 445 00:43:51,000 --> 00:43:54,000 And I think that worked fairly well. 446 00:43:54,000 --> 00:43:57,000 But throughout the city, there's rats everywhere. 447 00:43:57,000 --> 00:44:03,000 We've got 30 or 40 locations where we put out bait for rats. 448 00:44:03,000 --> 00:44:04,000 Thanks, Wayne. 449 00:44:04,000 --> 00:44:07,000 We need the pie pie per. 450 00:44:07,000 --> 00:44:09,000 Anyone else? It was noted that the past two elections of cities hired a chief election officer, who added to the overall budget expenditure. 467 00:45:24,000 --> 00:45:31,000 For an unsuccessful to find someone for this bi-election, so the work was done by myself and the deputy corporate officer. 468 00:45:31,000 --> 00:45:37,000 To prepare for the election, in addition, we had another full-time staff person who worked the full election day. 469 00:45:37,000 --> 00:45:45,000 And on election day itself, we had a staff person from communications and IT for a few hours toward the end of the evening. 470 00:45:45,000 --> 00:45:55,000 This was an estimated cost, so that brought it to 86,000 for the election cost this time. 471 00:45:55,000 --> 00:46:06,000 Previous years, the need for staff to work additional hours for the election has been very sporadic, and so it has not been included in the previous year costs for the election. 472 00:46:06,000 --> 00:46:10,000 This report is simply submitted for information purposes. 473 00:46:11,000 --> 00:46:14,000 Thank you, Mr. Arthur. Any questions for Mr. Arthur on the report? 474 00:46:14,000 --> 00:46:15,000 Over seat. 475 00:46:15,000 --> 00:46:19,000 Second, discussion? Seeing none. All those in favor? Post. 476 00:46:19,000 --> 00:46:20,000 Carry. 477 00:46:20,000 --> 00:46:25,000 Okay, we're going to move on to City of White Rock official community plan by law 2017. 478 00:46:25,000 --> 00:46:27,000 Number two to two to zero. 479 00:46:27,000 --> 00:46:29,000 And then, number three for 2025. 480 00:46:29,000 --> 00:46:30,000 Number two, five, one, one. 481 00:46:30,000 --> 00:46:34,000 And this is consideration for first and second reading since the OCP update. 482 00:46:34,000 --> 00:46:37,000 And now on that over to Ms. Perry. 483 00:46:38,000 --> 00:46:40,000 Thank you, Madam Mayor. 484 00:46:42,000 --> 00:46:46,000 Sorry. That light look right. 485 00:46:46,000 --> 00:46:48,000 Okay. 486 00:46:48,000 --> 00:47:01,000 So this is going to be a lengthy presentation this evening, just because we want to be able to provide council with an overview of all of the material that has gone into getting us to where we are this evening. 487 00:47:01,000 --> 00:47:05,000 So typically we don't include these, but this is an overview slide. 488 00:47:05,000 --> 00:47:12,000 These are the key pieces that we're going to talk about in our presentation, just providing some background with regards to our OCP. 489 00:47:12,000 --> 00:47:23,000 The housing legislation requirements, the North Bluff Road Quarter plan, other requirements for an updated regional context statement and the project itself. 490 00:47:23,000 --> 00:47:30,000 Within the project, we'll talk about key themes within the changes that are being presented. 491 00:47:30,000 --> 00:47:33,000 The relationship to the city's affordable housing strategy. 492 00:47:33,000 --> 00:47:39,000 And we will focus on the height and density figure updates as well for information. 493 00:47:39,000 --> 00:47:55,000 We're going to also speak a little bit to the greater context of the OCP process and some of the other inputs that will have affected or will affect consideration through the OCP update, including the King George Boulevard BRT corridor update. 494 00:47:55,000 --> 00:48:00,000 I'll speak about the adoption procedures that are necessary for an update to an OCP. 495 00:48:00,000 --> 00:48:12,000 We will give an overview of our timeline and what next steps we'll look like and we'll try to highlight any risks as well for council consideration. 496 00:48:12,000 --> 00:48:24,000 So just moving in, I won't talk too too much about this, but the OCP is really the guiding document that sets the overall community vision and the long term community direction. 497 00:48:24,000 --> 00:48:28,000 And specifically for planning and land use management for the community. 498 00:48:28,000 --> 00:48:36,000 The OCP that we have currently was adopted initially in 2017, it has evolved over time. 499 00:48:36,000 --> 00:48:47,000 And in 2021, the OCP was amended to reduce the permitted building heights and densities in the town center area, the town center transition and the lower town center areas. 500 00:48:47,000 --> 00:48:57,000 So essentially these changes have influenced the scale of development that is allowed within our key growth areas in the community. 501 00:48:57,000 --> 00:49:09,000 So I know council has heard this before, but this is just a high level overview to outline sort of how we got to where we are within the OCP update process. 502 00:49:09,000 --> 00:49:22,000 In 2023, the province passed legislation that intended to increase the supply selection and affordability for people to be able to obtain housing within the province. 503 00:49:22,000 --> 00:49:29,000 So there were a number of steps that the local government or the new legislation mandated for local governments to undertake. 504 00:49:29,000 --> 00:49:45,000 First, in June of 2024, council adopted zoning by law and use zoning by law to allow more density on traditional single family type lot so that small scale multi unit housing legislation. 505 00:49:45,000 --> 00:49:54,000 Later that year council adopted some amendments to the OCP so that these uses and densities were in alignment with what was in our zoning by law. 506 00:49:54,000 --> 00:50:04,000 For special provisions through the legislation at the time that council could actually adopt zoning ahead of OCP changes, but we needed to make sure that we were in alignment. 507 00:50:04,000 --> 00:50:14,000 And then in November of 2024, another piece of legislative work that we had to do was update our housing needs report. 508 00:50:14,000 --> 00:50:22,000 And so council endorsed updates to the cities housing needs report. We tend to refer to that as the interim housing needs report. Excuse me. 509 00:50:22,000 --> 00:50:43,000 And it is based on methodology that has been established by the province to set certain types of housing need and to calculate anticipated numbers of units that we're going to need over the next five years and over the next 20 years. So the outcome of that report was at 8,816 new housing units will be needed over the next 20 years. 510 00:50:43,000 --> 00:51:01,000 So the next step, which is where we're at now under provincial legislation, is that the city's OCP and zoning by laws are reviewed and updated by December 31, 2025 to ensure that we are meeting. 511 00:51:01,000 --> 00:51:21,000 The information that came out of the city's housing needs report, the interim housing needs report. So that means we and we also have to allow for the additional small scale multi unit housing typologies that were incorporated into the city's zoning by law following the April 2025 amendment. 512 00:51:21,000 --> 00:51:49,000 So our housing needs report has to look at how we're going to or rather our OCP has to look at how we're going to address affordable housing rental housing special needs housing seniors housing family housing shelters for those experiencing homelessness and those who are at risk of homelessness and housing that is in close proximity to transportation infrastructure and supports different modes of friendly transportation like walking cycling public transit etc. 513 00:51:51,000 --> 00:52:05,000 At the same time, during the same process that the OCP update was being undertaken a concurrent process was also being undertaken being the north-bluff road corridor plan. 514 00:52:05,000 --> 00:52:19,000 So a corridor study was undertaken to assess the long-term land use and density in uptown. Now that was one of council strategic priorities. It was to be undertaken taking into consideration sorry semi-amo town center plan. 515 00:52:19,000 --> 00:52:39,000 And that was initiated also earlier this year. It involved a number of different public inputs. We had two phases of public engagement for this corridor study and in July of 2025 council endorsed and approved the north-bluff road corridor plan. 516 00:52:39,000 --> 00:52:55,000 And at that time directed staff to prepare the required materials to amend the OCP and to include that piece of work along with the OCP update 2025 project. 517 00:52:55,000 --> 00:53:05,000 Another key piece that you'll see has been incorporated into the draft OCP is an updated regional context statement. 518 00:53:05,000 --> 00:53:17,000 So a regional context statement is really how we demonstrate in our official community plan, how our policies align with the regional growth strategy. So Metro 2050. 519 00:53:17,000 --> 00:53:32,000 And in there are some key timing pieces here that are important to recognize. Under legislation once a new regional growth strategy is adopted, we have two years to update our regional context statement to demonstrate that alignment. 520 00:53:32,000 --> 00:53:39,000 So Metro Vancouver updated their regional growth strategy in February of 2023. 521 00:53:40,000 --> 00:54:04,000 However, also later in 2023 is when all of the new housing legislation came out. So Metro Vancouver acknowledged that there would likely need to be some recognition of the provincial timelines and so they have enabled it so that Metro municipalities can submit their updated regional context statements in the same time frame as the mandated deadlines. 522 00:54:04,000 --> 00:54:12,000 So really we would be looking to have Metro approve our updated regional context statement by the end of this year as well. 523 00:54:12,000 --> 00:54:25,000 Staff have been working and communicating with Metro throughout this process and have had, you know, various different opportunities to have Metro views certain aspects of our draft regional context statement as well. 524 00:54:25,000 --> 00:54:40,000 Excuse me. So a little bit of background on the OCP update project because as I mentioned, these two were running as two separate projects running concurrently at the beginning. 525 00:54:41,000 --> 00:54:58,000 So the city has undertaken step three, which is the OCP review piece, and we had over a seven-month period from February to September 2025, we were engaging with the white rock community on the conceptual update for the OCP. 526 00:54:58,000 --> 00:55:14,000 So we did this in phases and we had various different engagement activities. That included three different open houses. We were out in the community hosting pop-up engagements to ensure that the community was aware of this ongoing process and to ask them to complete surveys. 527 00:55:14,000 --> 00:55:22,000 For example, we had an online survey and dedicated project webpage, which also had a question and answer component to it. 528 00:55:22,000 --> 00:55:30,000 In total, we had about 610 participants that were involved in one way or another engaging with us through this process. 529 00:55:30,000 --> 00:55:48,000 And we brought forward what we heard reports following each stage of the process so that we could report to council what we were hearing and report out to the community also what we had heard. 530 00:55:48,000 --> 00:55:58,000 So the local government act or other has a number of requirements for early and ongoing consultation. 531 00:55:58,000 --> 00:56:05,000 It's primarily within section 475 of the local government act, but I will speak to some other requirements a little bit later. 532 00:56:05,000 --> 00:56:29,000 We sent invitations to participate in the project engagement to the Semiama First Nation and School District 36. All of our what we heard reports were provided to them via email with links to the web pages and all of the associated information of each stage or both stages in the process. 533 00:56:29,000 --> 00:56:39,000 The school district and the Semiama First Nation did not provide us with a response at the time that the report was prepared for council. 534 00:56:39,000 --> 00:56:43,000 So there's no feedback in the report at this time however subsequently since then. 535 00:56:43,000 --> 00:56:59,000 The school district has noted they've written back to us and they've noted that the demand in South Syrian white rock is quite strong and they do have a number of planned projects that will influence school and school catchment areas in the white rock and South Syrian area. 536 00:56:59,000 --> 00:57:08,000 And similar to white rock in response to the provincial legislation the school district is also working with Siri to update projections and housing counts more accurately. 537 00:57:08,000 --> 00:57:22,000 So once we have by law that we are able to send to them following council receipt of the by law and first and second reading of the by law we would then circulate out the by law for them to provide further feedback on. 538 00:57:22,000 --> 00:57:36,000 They did note that the quarter plan along with the Semiama Town Center plan and the future BRT may require them to revisit school requirements within that area of both cities as council will recall council recently considered the school site. 539 00:57:36,000 --> 00:57:46,000 Acquisition report for eligible school sites the last meeting and so that we identified that that information was still required at that time. 540 00:57:46,000 --> 00:57:58,000 City of Siri plans were reviewed in consultation with the corridor plan and also as part of the stakeholder engagement for the corridor study the project consultant did consult with. 541 00:57:58,000 --> 00:58:02,000 Sorry staff and conducted an interview with them. 542 00:58:03,000 --> 00:58:26,000 And as I noted in the earlier slide before launching the OCP update staff had already begun revising the regional context statement to meet the original February 2025 deadline and so has some early feedback from Metro, but again it has been subsequently updated to align with the draft by law. 543 00:58:27,000 --> 00:58:45,000 So the draft OCP which is an amendment details the proposed amendments to the OCP that are aligned with the provinces requirements you have both a copy of the draft document in its entirety and there's also a red line version in your package just to see what. 544 00:58:45,000 --> 00:58:48,000 Paces were changed more clearly. 545 00:58:48,000 --> 00:58:55,000 The proposed amendments incorporate land use designation amendments and policy updates per the north bluff. 546 00:58:55,000 --> 00:58:57,000 Road corridor plan. 547 00:58:57,000 --> 00:59:09,000 And what we've done in this version is taken the regional context statement out of the body of the by law and have incorporated it instead as an appendix. 548 00:59:09,000 --> 00:59:17,000 And it's also in alignment with Metro Vancouver's new template for regional context statements. 549 00:59:17,000 --> 00:59:22,000 And I think I will just move on to the next slide. 550 00:59:22,000 --> 00:59:32,000 So the next couple of slides are actually going to talk about the key themes that are basically make up the bulk of the amendments within the document. 551 00:59:32,000 --> 00:59:44,000 So what you'll see is we have updated our context and projection section in the OCP to reflect publicly available data for population for housing employment and for commercial. 552 00:59:44,000 --> 00:59:55,000 We have included updates that will make sure that our OCP has a capacity to meet the communities housing needs as outlined in the 2024 interim housing needs report. 553 00:59:55,000 --> 01:00:00,000 So that includes the introduction of new policies and for future actions that will help support. 554 01:00:00,000 --> 01:00:15,000 These, much of it actually comes as well from the city's affordable housing strategy to speak to a little bit later in this presentation, but it's a new document for the city and was adopted earlier this year. 555 01:00:15,000 --> 01:00:29,000 And existing housing policies such as those for housing choices for everyone, including family, friendly housing, have been updated to better reflect the information from the interim housing needs report and the needs of the community. 556 01:00:30,000 --> 01:00:39,000 We've made updates to provide more housing choices within our mature neighborhoods to address small-scale multi-unit housing as well. 557 01:00:39,000 --> 01:00:53,000 And gentle in-fill housing opportunities will now include secondary, sweet, accessory dwelling units, single detached, semi-detached buildings, rowhouses and house flexes, which is there's some new forms of housing there. 558 01:00:53,000 --> 01:01:01,000 We have created new land use designations to help incorporate the results of the north-bluff road corridor plan. 559 01:01:01,000 --> 01:01:04,000 The policies have been updated to focus growth in the town center. 560 01:01:04,000 --> 01:01:19,000 There's two associated new land use designations, essentially the town center transition has been changed to now have town center transition mixed use and town center transition residential, following the outcome of the north-bluff road corridor plan. 561 01:01:19,000 --> 01:01:29,000 And then we've also included new and revised policies that speak to uses, building types, heights and densities, density bonishing for affordable housing and urban design. 562 01:01:29,000 --> 01:01:39,000 Another new land use designation that's been created is a health district land use designation and it's really intended to support health related and compatible land uses. 563 01:01:39,000 --> 01:01:48,000 That's something that we heard through both actually the corridor study and then very specifically through the OCP update. 564 01:01:48,000 --> 01:02:09,000 We have updates that have been made to our policies related to transit uses and we have worked to incorporate the integrated transportation and infrastructure master plan more directly into our policies and into our future actions and to encourage essentially to encourage transit use and reduce reliance on private vehicles. 565 01:02:09,000 --> 01:02:26,000 As well as policies that will address making sure that we're working collaboration with TransLink and that we create a transportation demand management by law and address the necessary requirements for improvements within the north-bluff road corridor area. 566 01:02:27,000 --> 01:02:37,000 And we've also developed new development permit areas for the town center transition areas and health district to ensure that growth and development reflect community values and character. 567 01:02:37,000 --> 01:02:53,000 And as noted earlier policies that will help address building form including things like building step backs at certain heights and improvements to public realm environment landscaping parking and other sort of on the ground functional type elements. 568 01:02:56,000 --> 01:03:08,000 So the city did undertake the development of an affordable housing strategy that was actually approved by council at the January 27, 2025 meeting. 569 01:03:08,000 --> 01:03:16,000 It was developed over the course of 2024 in with the input from the housing advisory committee. 570 01:03:16,000 --> 01:03:26,000 So the goal of the affordable housing strategy is to establish long and short term actions that would result in the integration of affordable housing into the framework of the city's development approval process. 571 01:03:26,000 --> 01:03:45,000 So this document was reviewed carefully and many of the short and long term actions and initiatives have been incorporated through our policies and actions in the draft OCP and in particular to expanding the market rental and non market rental housing opportunities in the city. 572 01:03:45,000 --> 01:03:54,000 So if you've had to look through the document, you will note that we have changed these sort of the format the look and feel of the height and density maps. 573 01:03:54,000 --> 01:04:05,000 So what we have done this is based on the updates to reflect the new land use designations that came through the north-bluff road corridor plan. 574 01:04:06,000 --> 01:04:16,000 So essentially the corridor plan envisions building heights that range from 16 to 22 stories within the town center and 6 to 15 stories in the town center transition areas. 575 01:04:16,000 --> 01:04:26,000 So as opposed to the previous maps which really had general heights written on them potentially some arrows relating to the direction the heights would go. 576 01:04:26,000 --> 01:04:30,000 This is now a parcel based height map and a parcel based density map. 577 01:04:30,000 --> 01:04:52,000 It's intended to be very clear to the user of the document what parcel has what provision on it and the applicable policies through the land use section of the OCP will refer back to this map and provide specific guidance as well within the policy section on height and densities. 578 01:04:52,000 --> 01:05:00,000 So important to note that no changes have been made to heights or densities for designations outside of the scope of the corridor plan. 579 01:05:00,000 --> 01:05:07,000 So specifically the lower town center and the urban neighborhood areas remain unchanged. 580 01:05:07,000 --> 01:05:17,000 There is a small expansion to the urban neighborhood designation and the neighborhood commercial designation in and around a couple of commercial nodes. 581 01:05:17,000 --> 01:05:25,000 And near nickel and also over at state and 16th those are the only other changes. 582 01:05:25,000 --> 01:05:32,000 And I did want to touch a little bit on the proposed King George Boulevard bus rapid transit corridor. 583 01:05:32,000 --> 01:05:44,000 So this was something that was endorsed by the mayor's council in October of 2023 and the King George Boulevard is one of those that are advancing from corridor planning into a concept design. 584 01:05:44,000 --> 01:05:54,000 So Translink has been working in partnership with the city of Surrey and they have completed the 10% design stage for the King George project. 585 01:05:54,000 --> 01:06:04,000 And in September of just last month Surrey Council endorsed Translink to proceed to the 30% concept design and analysis. 586 01:06:04,000 --> 01:06:11,000 So this figure here shows two of the options that were presented in the Surrey staff report. 587 01:06:11,000 --> 01:06:23,000 And White Rock staff is now going to be working with Translink so that we are also engaged during the Boulevard design of the King George Boulevard BRT line design process. 588 01:06:23,000 --> 01:06:38,000 And of course this is immediately adjacent to our town center being that it's runs along 16th Avenue at the north end of the south end of the semi-emotown center mall there. 589 01:06:38,000 --> 01:06:42,000 So onto adoption procedures. 590 01:06:42,000 --> 01:06:51,000 So the local government act does have specific considerations that council must undertake prior to adoption of an OCP by law. 591 01:06:51,000 --> 01:07:01,000 So after first reading and council must consider the proposed OCP in conjunction with the city's financial plan. 592 01:07:01,000 --> 01:07:09,000 And with any waste management plan that exists under the environmental management act that is applicable to the city. 593 01:07:09,000 --> 01:07:15,000 Another piece of legislation is that if there's agricultural land it has to be referred to the ALC but that does not apply to white rock. 594 01:07:15,000 --> 01:07:20,000 And then thirdly the city must hold a public hearing on the OCP. 595 01:07:20,000 --> 01:07:30,000 So staff have reviewed the draft by law in relation to the financial plan and in relation to Metro Vancouver's current integrated solid waste and resource management plan. 596 01:07:30,000 --> 01:07:38,000 And we don't anticipate that the amendment will result in any financial issues or will raise issues with the waste management plan. 597 01:07:38,000 --> 01:07:50,000 I think what's important to note on this is that a substantial portion of the city's waste management costs are administered by Metro Vancouver and so actually do remain outside of the city's control. 598 01:07:51,000 --> 01:07:56,000 And the implementation of the proposed OCP policies. 599 01:07:56,000 --> 01:08:09,000 So for example infrastructure improvements the new land use designations will have future financial implications and those will be addressed through annual budgeting processes as required as they come up. 600 01:08:09,000 --> 01:08:19,000 And also DCC's will be collected on future development which will help offset the financial impact that is associated with service upgrades that are tied to new developments. 601 01:08:19,000 --> 01:08:33,000 And as I noted earlier in accordance with section 475 should of the local government act should the proposed by law received first and second readings a referral. 602 01:08:33,000 --> 01:08:43,000 Will occur to Metro Vancouver the board to translate to the semi-amphrist nation and to school district number 36. 603 01:08:43,000 --> 01:08:48,000 Public hearing is required in accordance with section 464. 604 01:08:49,000 --> 01:09:03,000 So if council authorizes staff to schedule the public hearing the notice will be issued per section 466 including advertisements in the paper and we tentatively anticipate that the date will be held in December. 605 01:09:03,000 --> 01:09:12,000 As early as possible timeline to meet the December 31 deadline for by law adoption and I will go over the timeline on this slide here. 606 01:09:13,000 --> 01:09:30,000 So this is a best case scenario timeline that has been prepared I think it's important to recognize that some of these processes that are required such as Metro Vancouver acceptance of the city's regional context statement is a timeline that is outside of the city's control will be up to the board for example. 607 01:09:31,000 --> 01:09:40,000 We would anticipate if the by law receives first and second reading that we would then submit all of the information to those agencies tomorrow. 608 01:09:40,000 --> 01:09:48,000 We would hope that we would have their comments back by November 21st and would target a public hearing for December 1st. 609 01:09:48,000 --> 01:09:56,000 At which time we would bring forward a third reading report outlining the feedback that we did receive and whether any amendments or necessary etc. 610 01:09:56,000 --> 01:10:11,000 And then ideally the by law could be considered for adoption on December 15 which would keep us in alignment with the mandated December 31 2025 date. 611 01:10:11,000 --> 01:10:21,000 Other pieces of work that will still need to be concluded before the end of the year and are things that we are working on or looking to begin work on. 612 01:10:21,000 --> 01:10:35,000 In include an update to council policy 511 this is our density bonus community and community contribution policy it will need a realignment with new land use designations and requirements in the OCP. 613 01:10:35,000 --> 01:10:44,000 So we would begin work on that following first and second reading and would bring that back to council for consideration when the by law is ready to be adopted. 614 01:10:44,000 --> 01:10:56,000 And there's a few zoning by law related updates that will still need to be undertaken so we're starting to work on those and they're really related to some of the proposed amendments in the OCP. 615 01:10:56,000 --> 01:11:08,000 But it's not a significant amount of work compared to the OCP work for example and we would bring that back to council following consideration of the OCP. 616 01:11:08,000 --> 01:11:21,000 And then we wanted to talk a little bit about the legal implications that the city has and some of the risks that may exist depending on how the the adoption process rolls out. 617 01:11:21,000 --> 01:11:30,000 So really under the local government act we are required to update our regional context statement with two years of a new regional growth strategy adoption. 618 01:11:30,000 --> 01:11:42,000 So that technically occurred in February of 2023 so in effect we are ready late but with an understanding from Metro Vancouver that we will work to bring that to them by the December 31 date. 619 01:11:42,000 --> 01:11:54,000 The December 31 date of course is mandated in the local government act to be the by law to be adopted by the end of 2025 the OCP update. 620 01:11:54,000 --> 01:12:17,000 Essentially the risks are that if council opt not to proceed with first and second readings at this point we would then have to reach out to the province and to Metro Vancouver to notify them that we will not be able to meet the mandated deadline and from there staff doesn't know exactly what would happen with that process. 621 01:12:17,000 --> 01:12:23,000 This I apologize for the very small writing we did want to try to put all of the recommendations on one slide. 622 01:12:23,000 --> 01:12:30,000 But essentially I've gone over most of these recommendations through the presentation so I won't read this one out. 623 01:12:30,000 --> 01:12:40,000 But that's this evening we are hoping for council to consider first and second reading to keep us with our mandated timeline and we will turn it back to you midnight for questions. 624 01:12:41,000 --> 01:12:55,000 Okay that's very thorough thank you very much and thank you to you and your team for all the hard work and time and effort that has gone into this I know it was thrust on us by the province but you guys really stepped up so I appreciate that. 625 01:12:55,000 --> 01:13:04,000 I just I just want to go over the like the basics of the OCP is a 20 to 30 year vision correct. 626 01:13:04,000 --> 01:13:10,000 This isn't like a blueprint that we're going to immediately start building something tomorrow morning. 627 01:13:10,000 --> 01:13:18,000 That's correct the OCP lays out really a 20 year vision for a community so we're looking to 2045 at this point in our OCP. 628 01:13:18,000 --> 01:13:30,000 Because of the changes in legislation we are now mandated to update our housing needs report every five years and we are as a result we would then have to look at our OCP as well every five years. 629 01:13:30,000 --> 01:13:41,000 So this opportunity to continually adjust the OCP as a result of that piece of legislation and really an OCP is intended to be a living document it is intended to respond. 630 01:13:41,000 --> 01:14:05,000 As community needs change over time definitely but it also helps us plan for how not just housing but transportation infrastructure parks community services all that so it's not just I think when the public looks at these maps they just focus on you know that and there's a lot more to an OCP as you can see how much was in that document and if you see our binder today they're like a thousand pages. 631 01:14:05,000 --> 01:14:12,000 So I'm going to open up the floor to counsel that you're everybody's got a bunch of questions council or many go ahead. 632 01:14:12,000 --> 01:14:27,000 Thank you very night through yourself to this very sorry that council remains an eye or the late to the party but I have a couple of clarifying questions I apologize if they've been answered in previous meetings but. 633 01:14:28,000 --> 01:14:42,000 You mentioned the SFN and sorry school district were included in the OCP consultation. Why was that the city of Siri also included in that initial consultation. 634 01:14:42,000 --> 01:14:53,000 Through the chair through the north bluff road corridor study we engage the services of consultants and they actually conducted interviews with the city of sorry staff. 635 01:14:53,000 --> 01:15:00,000 Thank you and also marine drivers not mentioned in the OCP it does have its own second. 636 01:15:00,000 --> 01:15:08,000 Action in the OCP, but there hasn't been any consideration about changes to zoning along marine drive. 637 01:15:08,000 --> 01:15:16,000 Through the chair to council remaining, that's correct. There are no changes at this time to the waterfront area, no changes proposed. 638 01:15:16,000 --> 01:15:24,000 So, the North Bluff corridor plan, corridor study was one specific strategic priority of council, so that's one project. 639 01:15:24,000 --> 01:15:39,000 And the OCP update overall, the interim housing needs based on that report, the North Bluff corridor plan, and the feedback we got through the open houses for the OCP update didn't involve any elements of the waterfront area. 640 01:15:39,000 --> 01:15:52,000 I will also note that council does have a strategic priority to review the waterfront area from a land use perspective, as well, but we have not been able to work on that particular project as of yet. 641 01:15:52,000 --> 01:16:06,000 Thank you, final, final, clarifying question. You mentioned the feedback. Roughly 3% of our residents participated in the OCP open houses and about 1% in the North Bluff road study. 642 01:16:06,000 --> 01:16:17,000 Did staff hear anything from residents about how they heard about the sessions? Why was it turned in solo? 643 01:16:17,000 --> 01:16:25,000 Through the chair. I realize when it's spoken in percentages like that, it does sound quite low. 644 01:16:25,000 --> 01:16:31,000 Typically attendance isn't very high for open houses and things like that. 645 01:16:31,000 --> 01:16:46,000 We were actually quite pleased with the turnout that we did receive, and with regards to communications for each of the projects for the final open house where the general direction was being presented to the community. 646 01:16:46,000 --> 01:16:55,000 We actually did a community wide mail out, so there was a mail out that hit every property within the residential property within the community. 647 01:16:55,000 --> 01:17:01,000 It's kind of like the bi-election, you know, we got 17% out, so we're not doing too bad on this. 648 01:17:01,000 --> 01:17:13,000 The other thing is, councilmaning, we have discussed the waterfront. We know something has to be done down there, and it is in our priorities, so we are looking forward to getting to that. 649 01:17:13,000 --> 01:17:22,000 Once we get past all this provincial, that got dumped on us right, so that's why it's a little bit on the back burner, but we are looking at it, because we know work needs to be done. 650 01:17:22,000 --> 01:17:26,000 Okay, I'm looking around the table. Questions? Councilor Chessing. 651 01:17:26,000 --> 01:17:32,000 Thank you for the chair to planning department. 652 01:17:32,000 --> 01:17:38,000 I've asked this question before, and I'm still rather confused about the BRT, the rapid bust line. 653 01:17:38,000 --> 01:17:43,000 It brings with it height designations correct. 654 01:17:43,000 --> 01:17:51,000 Through the chair. At this time, the province has not confirmed whether there will be a transit oriented area requirement associated with the BRT. 655 01:17:51,000 --> 01:17:53,000 It's not been identified yet. 656 01:17:53,000 --> 01:17:58,000 Oh, that kind of flies in the face of what? Translinks open houses specified. 657 01:17:58,000 --> 01:18:09,000 So at that, at the present time, a rapid bust line does not bring any change to height density, OCP, in either severe whiterock. Is that correct? 658 01:18:09,000 --> 01:18:15,000 At this time, that is how we understand it. We've not received that confirmation from the province. 659 01:18:15,000 --> 01:18:16,000 Thank you. 660 01:18:16,000 --> 01:18:20,000 I could just add to that councilor Chessing. The mayor's council at Translink. 661 01:18:20,000 --> 01:18:25,000 We get this every meeting we have because we're not the only city in the same scenario. 662 01:18:25,000 --> 01:18:30,000 And they keep saying another month or another two months, and they'll give us a number. 663 01:18:30,000 --> 01:18:33,000 Because I said, well, we're in the middle of an OCP. We're in the middle of a north-bluff study. 664 01:18:33,000 --> 01:18:39,000 We're spending a lot of money. If you guys are just going to come in here and say, it's 20 stories for the first two blocks or whatever. 665 01:18:39,000 --> 01:18:44,000 It's a waste of our time. And they just keep saying another month, another month. 666 01:18:44,000 --> 01:18:53,000 If I might, it causes me some concern to be very honest, because it completely can blow this OCP right off the table. 667 01:18:53,000 --> 01:19:01,000 So I'm hesitant to proceed any further until we've got those tax and figures to be very honest, but I'll see what the rest of my councilors have to say. 668 01:19:01,000 --> 01:19:04,000 Okay. Well, we could be waiting a long time on the province too, right? 669 01:19:04,000 --> 01:19:08,000 Not seen anybody over here. Councilor Chessing. 670 01:19:08,000 --> 01:19:13,000 Through to chair. Thank you so much for that report. Very in depth. I have a question for you. 671 01:19:13,000 --> 01:19:30,000 This is that there's a lot of information. So can you tell me, have you ever done an OCP development OCP for another city before? Is this your first cake at the can or no? 672 01:19:30,000 --> 01:19:42,000 You worship, but those are kind of questions that I feel a bit uncomfortable responding, but what I can share is, yeah, it's very has the qualifications for the planning department to present an OCP to council. 673 01:19:42,000 --> 01:19:47,000 And as a matter of fact, I believe she's done the OCP review for pedmetals if I remember correctly. 674 01:19:47,000 --> 01:19:53,000 Participated in the review of the team effort always. 675 01:19:53,000 --> 01:20:04,000 So what you say is very that you are satisfactory. You have covered all seven key things that you wanted to in this report. 676 01:20:04,000 --> 01:20:15,000 It's our assessment through the chair that the draft by law is has addressed both the mandated requirements and the outcomes of the north bluff quarter plan. 677 01:20:15,000 --> 01:20:21,000 And so we are recommending that council consider for a second reading of the draft by law. 678 01:20:21,000 --> 01:20:27,000 Okay. Anyone else on the way in with any questions, Councillor Talie? 679 01:20:27,000 --> 01:20:34,000 Thank you very much, Mayor Knight. No, I have no question about the efficacy or the competence of city staff. 680 01:20:34,000 --> 01:20:38,000 I mean, you hold all of you in a very high esteem and you're going to a great job putting this together. 681 01:20:38,000 --> 01:20:43,000 And I don't think that was implied by Councillor Chewing. You're driving another point. 682 01:20:43,000 --> 01:20:50,000 I do have some real concerns. I do agree with a comment that LCP is a documents that continuing to be adjusted over time. 683 01:20:50,000 --> 01:20:54,000 Every few years or so. 684 01:20:54,000 --> 01:21:03,000 Saying that, I think it's important. In my opinion, speaking only for myself that provincial targets, especially now in this day are kind of a mood point. 685 01:21:03,000 --> 01:21:08,000 We could zone everything in white rock to three stories or 30 stories. It doesn't matter because no one's building. 686 01:21:08,000 --> 01:21:18,000 Just the Vancouver sun the other day, or even today wrote an article saying there's a lot of 2,500 untold units in the lower mainland, which is a record. 687 01:21:18,000 --> 01:21:21,000 It doesn't mean that high in a quarter of a century. 688 01:21:21,000 --> 01:21:28,000 So in a way, this can have turned to figure out how many angels danced in the head of a pinhead because we can build everything up. 689 01:21:28,000 --> 01:21:29,000 But it doesn't matter. 690 01:21:29,000 --> 01:21:42,000 Saying that, I do have concerns and I'm in a difficult spot. I appreciate the problems that got pressures on us to meet these imaginary numbers, which won't happen. 691 01:21:42,000 --> 01:21:49,000 But my challenge is I don't have a lot of data to make a decision on behalf of my constituents. 692 01:21:49,000 --> 01:21:58,000 I didn't hear from my constituents from people who talk to me that they wanted to increase density by 100 or 200 or over 200 percent in the town center. 693 01:21:58,000 --> 01:22:05,000 And extend the town center and blocks and blocks and blocks out all the way down to McCod Park to have 10 to 12 story buildings along that whole area. 694 01:22:05,000 --> 01:22:09,000 I understand it's proposed to be a long term vision. 695 01:22:09,000 --> 01:22:14,000 But see this on my concerns. I didn't hear that. I've got no data. 696 01:22:14,000 --> 01:22:21,000 I'd love to have some data other than Lego modeling to determine what people feel city weight rock needs in the town center. 697 01:22:21,000 --> 01:22:25,000 I also don't see any real hard numbers. 698 01:22:25,000 --> 01:22:32,000 Then for me, how many police officers we need if this law gets built out? How many firefighters we need if this gets built out? 699 01:22:33,000 --> 01:22:40,000 How many new parks that we need? I don't see any of that. I just see, let's put up a bunch of towers and roll the dice and hope it all works out in the end. 700 01:22:40,000 --> 01:22:46,000 So I'm not against density in the town center. I'm not against heights there and that's where they should be. 701 01:22:46,000 --> 01:22:55,000 I don't mind some expansion on 16th Avenue, but I don't think that people want a 200 percent increase or 100 percent increase in the town center. 702 01:22:55,000 --> 01:23:00,000 So I have to vote what I'm hearing. That's my comment. Thank you. 703 01:23:01,000 --> 01:23:10,000 Thank you. And like I've started off this conversation is we're looking 20 to 30 years out. I know nothing's getting built in this market that we have. 704 01:23:10,000 --> 01:23:16,000 But we have to show the province that we're working towards our mandated numbers. 705 01:23:16,000 --> 01:23:23,000 So we can look at this plan that staff have put together with all the qualifications to make that mandate. 706 01:23:23,000 --> 01:23:31,000 And no, it's not going up tomorrow. It's not going up probably five maybe even 10 years anything going up the way this market is. 707 01:23:31,000 --> 01:23:47,000 It takes a lot of years to get things through. I mean, you look at both the towers or any of this stuff takes years and years. You might have been on council or you won't be on council again before anybody turns the shovel into the dirt. So that would just be my comments on that. 708 01:23:47,000 --> 01:23:49,000 Councillor. 709 01:23:49,000 --> 01:23:58,000 Through the chair. Thank you so much. A few councils ago we had the consulting comment. I think it was called urban planning something like that. 710 01:23:58,000 --> 01:24:09,000 And I asked them based on last council when they lowered the heights from 24 to 8 to 12. How many redevelopments applications have come in and the answer was zero. 711 01:24:09,000 --> 01:24:14,000 Now we keep this OCP as last council has lowered the heights. 712 01:24:14,000 --> 01:24:20,000 It has proven in the last four years that nothing has happened. So should we keep it that way? 713 01:24:20,000 --> 01:24:25,000 And see what happens or do we try to do something where it satisfied the province? 714 01:24:25,000 --> 01:24:33,000 Yeah, it's not going to be built up. Look at Victoria. You know what happened in 2023? They launched a missing middle housing initiative. 715 01:24:33,000 --> 01:24:46,000 And what they did was they try to have a goal of 1,000 houses in six years. That was what happened. It was they were allowing houseplexes and townhouses in previously allowed only single family housing zoning. 716 01:24:46,000 --> 01:24:54,000 And it's been in the first six months since they put that in. You know how many developments redevelopments they got three. 717 01:24:54,000 --> 01:25:06,000 And now we're almost three years in and they've only hit maybe one third of your target. So what it's showing you is that just because you put it in doesn't mean they're going to built it. Okay, it's based on the economics. 718 01:25:06,000 --> 01:25:12,000 What's happening like you said the condo market is not happening. So if you put it in, do we do we wait until the market's right? 719 01:25:12,000 --> 01:25:22,000 And then we put the housing changes zoning. Do we go that slow? So my point is you got to do what stuff as they have data. They went out. 720 01:25:22,000 --> 01:25:32,000 They spent seven months. They had engagement. And they came up with this very comprehensive plan. And I think it would be a disaster wouldn't pass it because you know what happens the West. 721 01:25:32,000 --> 01:25:39,000 To province comes in. That's right. They'll tell you. I just want to build a age story right on the reen drive possible. 722 01:25:39,000 --> 01:25:54,000 Okay, thank you. And I think today we got a number on how many people have put forward on this new like for building a triplex or anything like that. And it was it was quite shocking. It was I think five. 723 01:25:54,000 --> 01:26:07,000 Through the chair. Yes, to the chair. We've had about five applications that fall into the small scale multi housing category. That can include addition of a secondary sweep even so it's not a very high uptake at this point. 724 01:26:07,000 --> 01:26:14,000 Yeah, so it's like, you know, the doom and gloom of what the province is putting on is this is nothing's coming to fruition anyways. 725 01:26:15,000 --> 01:26:24,000 The other thing I wanted to just touch on what Councillor Cheng was talking about was the engagement and you have all the data and all the information. 726 01:26:24,000 --> 01:26:35,000 Would you say our engagement was good with with the public with the residents for the Northwest study and the OCP review even though the percentages were low like Councillor Manning and stated. 727 01:26:35,000 --> 01:26:42,000 In your opinion, I know we did open houses. We had things at the library. We did things on weekends. We did night stuff. 728 01:26:42,000 --> 01:26:49,000 How would you say that we did on that because I'm sure that will be the next thing that will be put on social media. 729 01:26:49,000 --> 01:26:51,000 They never went out to the public. Never did anything. 730 01:26:51,000 --> 01:27:01,000 So I think to echo what I said earlier, we did see the turnout to be a positive number as far as turnout is concerned. 731 01:27:01,000 --> 01:27:08,000 Our numbers increased through each sort of round of engagement, particularly with the OCP update. 732 01:27:08,000 --> 01:27:14,000 And again, we did put every effort into notifying the community through community wide mailout. 733 01:27:14,000 --> 01:27:19,000 We did social media booths. We had information on our website available. 734 01:27:19,000 --> 01:27:28,000 So there were a number of different media mechanisms that were utilized to try to ensure that the community was at least aware that there wasn't engagement opportunity. 735 01:27:28,000 --> 01:27:33,000 Okay. Great. Thank you. Okay. Councillor Bains, are you putting your hand up? 736 01:27:33,000 --> 01:27:36,000 Okay. 737 01:27:36,000 --> 01:27:40,000 Yeah. Sorry. Thank you, Mayor. 738 01:27:40,000 --> 01:27:45,000 And my question is, do you feel that there's concerns about engagement? 739 01:27:45,000 --> 01:27:50,000 Because that was particularly done when it was just conceptualized. 740 01:27:50,000 --> 01:27:58,000 Right. Now that this new document has just come out with new information with new color schemes and numbers. 741 01:27:58,000 --> 01:28:03,000 Is it really clear? Do you feel that it's really clear to residents? What the changes are? 742 01:28:03,000 --> 01:28:17,000 What the numbers are with density with height? Because what I have heard is that there is a lot of disagreement with heights going up and disagreement with density. 743 01:28:17,000 --> 01:28:30,000 Do you feel that that's fair giving the engagement prior to and not having one following now that there's a new document out? 744 01:28:30,000 --> 01:28:35,000 Through the chair. So I'll speak to a few different points there. 745 01:28:35,000 --> 01:28:40,000 The first is that we are following the legislative process when it comes to engagement. 746 01:28:40,000 --> 01:28:47,000 We've also been working to follow council's policy with regards to engagement for OCP updates. 747 01:28:47,000 --> 01:28:56,000 That was actually two processes that we're running concurrently with regards to what has culminated in what council has this evening. 748 01:28:56,000 --> 01:29:07,000 So there was a separate engagement process related to the North Bluff corridor, which again involved a survey and had two different open houses and we presented what we heard reports to council. 749 01:29:07,000 --> 01:29:15,000 And then essentially the same process was paralleled for the OCP update, except that there was a third open house for that one. 750 01:29:15,000 --> 01:29:21,000 Really I think that there has been an opportunity for the public to be engaged. 751 01:29:21,000 --> 01:29:26,000 Our job is to take what we've heard and put it into a document for council consideration. 752 01:29:26,000 --> 01:29:34,000 And there will be an opportunity for further engagement with the community through the public hearing process. 753 01:29:34,000 --> 01:29:36,000 Thank you. 754 01:29:36,000 --> 01:29:40,000 Okay. Councilor Lawrence next and then council. 755 01:29:40,000 --> 01:29:42,000 Thank you very much. Through the chair. 756 01:29:42,000 --> 01:29:48,000 I'm going to take a, I guess, a perspective from the housing advisory committee. 757 01:29:48,000 --> 01:30:00,000 Much of the focus of the housing advisory committee in the last year was to place affordable housing framework and formulated document for council. 758 01:30:00,000 --> 01:30:06,500 To review and deal with the strategic priorities within that particular framework. 759 01:30:06,500 --> 01:30:13,120 It wasn't until June 19 of last year where the Housing Advisory Committee met to receive an overview 760 01:30:13,120 --> 01:30:18,080 of the from the Director of Planning and Development Services that dealt with the 761 01:30:18,080 --> 01:30:25,560 provincial government requirements or bill 44 or small-scale multi-unit housing, which 762 01:30:25,560 --> 01:30:30,560 reaffectional leak referred to as shoo. 763 01:30:30,560 --> 01:30:36,640 At the December 3 meeting, we received a update on Phase 2 of the Official Community Plan 764 01:30:36,640 --> 01:30:42,480 Development Permade areas, as well as Phase 3 of the Housing Needs Report as it relates 765 01:30:42,480 --> 01:30:50,120 to the implementation of bill 44. One of our final tasks was to make a motion to suggest 766 01:30:50,120 --> 01:30:55,480 that council adorthe affordable housing strategic document. And that goes in 767 01:30:55,480 --> 01:31:00,480 definitely into the amendment that's going to be into this particular OCP. 768 01:31:00,480 --> 01:31:06,760 We received further updates on February 19th of this year, as well as the status of the 769 01:31:06,760 --> 01:31:12,480 North Bluff Quarter Study, as well as the OPCP updates and Housing Targets Report. 770 01:31:12,480 --> 01:31:23,480 On October 1, we were provided a draft copy of the OCP update, provided some input that was presented 771 01:31:23,480 --> 01:31:29,960 to us and recommended that council provide an approval of it. 772 01:31:29,960 --> 01:31:37,100 So along the process there is being input from the public with what we've heard components on both 773 01:31:37,100 --> 01:31:43,640 the North Bluff Study as well as the Official Community Plan. Voting members of the committee 774 01:31:43,640 --> 01:31:53,040 are residents of white rock. The committee has endorsed various components of this OCP amendment 775 01:31:53,040 --> 01:31:58,040 throughout this whole process, and thank you for planning and development services for doing 776 01:31:58,040 --> 01:32:05,960 all of that heavy lifting because it was considerable. No doubt about that. 777 01:32:05,960 --> 01:32:11,640 For that reason, I feel very, very comfortable in moving forward to the next steps with this draft 778 01:32:11,640 --> 01:32:21,640 OCP. Granted, not having these targets pushed onto us, onto our task list, would be the best 779 01:32:21,640 --> 01:32:30,240 and ideal situation. However, it's an order from the government of the government of B.C., and 780 01:32:30,240 --> 01:32:37,440 violation of that particular order would logically not do too well for white rock or its citizens. 781 01:32:37,440 --> 01:32:39,440 Thank you. 782 01:32:39,440 --> 01:32:42,840 Thank you, Councillor Lawrence. I've got Councillor Manning next. 783 01:32:42,840 --> 01:32:47,400 Thank you, Mayor Knight. I threw yourself to Ms. Buria, a couple of other follow-ups for you. 784 01:32:47,400 --> 01:32:54,920 On page 153 of the agenda package, there's a map that shows the Simeon Motown Center plan and 785 01:32:54,920 --> 01:33:04,920 Syria extending a little bit into white rock, roughly 4th Bluff to thrift, like Martin over to George. 786 01:33:04,920 --> 01:33:14,640 And then on page 620 of the agenda package, it's more detail from the city of Syria showing 787 01:33:14,640 --> 01:33:21,440 that most of their height and density will be concentrated on the existing Simeon Motown site. 788 01:33:21,440 --> 01:33:29,760 And it tapers off fairly quickly from there, yet our OCP has the density on the white rock side 789 01:33:29,760 --> 01:33:40,480 going much further east west and a little further east and west. Can you comment on that? 790 01:33:40,480 --> 01:33:45,480 That's Barry. 791 01:33:45,480 --> 01:33:50,920 So the first map is actually the regional map, so it's from the Metro Vancouver Regional 792 01:33:50,920 --> 01:33:55,960 Growth Strategy document, so it's highlighting the area that has been defined as an urban center 793 01:33:55,960 --> 01:34:00,120 through the regional growth strategy. That's the map with the red outline that you referenced 794 01:34:00,120 --> 01:34:05,160 first. The second map, just for everyone's context, is the Simeon Motown Center Land Use 795 01:34:05,160 --> 01:34:10,920 Plan that has been endorsed by the City of Syria and not the Land Use Plan that Council 796 01:34:10,920 --> 01:34:20,160 directed, we consider as part of the North Bluff corridor plan. When we brought forward the report 797 01:34:20,160 --> 01:34:32,280 to Council to initiate the project in December of 2024, 2024, we actually had included in that a proposed 798 01:34:32,280 --> 01:34:40,120 area for the Land Use study to encompass. Essentially we looked at it based on the existing 799 01:34:40,120 --> 01:34:46,680 land uses, their similarities and existing natural sort of buffers and transitions through, for 800 01:34:46,680 --> 01:34:51,640 example, the parks on either end of the stretch of the corridor and the transition down to the 801 01:34:51,640 --> 01:34:58,280 lower town center, also being a bit of a break. We presented an option for what the North Bluff 802 01:34:58,360 --> 01:35:03,160 corridor study area should look like, and that was endorsed by Council at that time, so that's 803 01:35:03,160 --> 01:35:11,400 the area that was reviewed through the corridor plan, and that's why those changes are reflected 804 01:35:11,400 --> 01:35:15,160 in the by-law that you have in front of you, and I hope that that is addressing what you were asking. 805 01:35:16,040 --> 01:35:21,800 It is, thank you, I just want further follow-up back to the North Bluff sessions. 806 01:35:22,280 --> 01:35:31,960 The input from the public, there was some conflicting data, and I'm wondering how staff circle 807 01:35:31,960 --> 01:35:40,760 the square, specifically on page 164, some residents of the public put Lego blocks indicating a preference 808 01:35:40,760 --> 01:35:48,760 for six to 12 stories, and the same location as other residents put 12 plus story buildings. 809 01:35:52,760 --> 01:36:00,200 So the report that the consultants prepared to the chair was based on that feedback and it was also 810 01:36:00,200 --> 01:36:07,000 based on market analysis, so there's that combination of input and statistical study information 811 01:36:07,000 --> 01:36:13,160 that was incorporated together. Thank you. Okay, Council Chesney, next. 812 01:36:14,120 --> 01:36:22,040 My head spins when I hear the initials OCP. Three terms, and every term, we tear the OCP up, 813 01:36:22,040 --> 01:36:29,320 we throw it out, and start all over again. But what I've come to realize, the OCP means absolutely nothing 814 01:36:29,320 --> 01:36:35,960 with four votes on a city council. With four votes on a city council, you can pretty much do whatever you want 815 01:36:35,960 --> 01:36:40,760 with the exception of putting the high-rise at the end of the pier. It's why we have density below 816 01:36:40,760 --> 01:36:46,120 thrift, we have density far beyond the town center. OCP amendment, it only takes four 817 01:36:46,760 --> 01:36:52,760 members of a council. So I look at this beautiful document, and what an incredible document it is, 818 01:36:52,760 --> 01:36:59,320 that staff has prepared took months. I'm sure it's thick reading. It's a wonderful document, 819 01:36:59,320 --> 01:37:06,200 but I still at the end of the day, when I hear the word OCP, I'm sorry to use the analogy, but I think 820 01:37:06,200 --> 01:37:10,920 it should just be called the goofy guideline. And I'm not trying to be smart about anything. It's 821 01:37:10,920 --> 01:37:17,880 what I've seen every single time an OCP is created by a white rock council. It means absolutely nothing. 822 01:37:17,880 --> 01:37:22,760 We consult with the community, we ask them what they want, they say we don't want any higher buildings, 823 01:37:22,760 --> 01:37:28,680 we don't want any towers, try to figure out how to do it, and then we come back after all this consultation, 824 01:37:28,680 --> 01:37:34,360 and we're now jumping the density in the town center up again. I don't believe that any of the open houses, 825 01:37:34,440 --> 01:37:39,240 anybody came and said, hey, you should really be slamming in some more density in the town center. 826 01:37:39,240 --> 01:37:45,800 I haven't seen any indication of that. So I don't know, I'm finding myself at a very difficult position here, 827 01:37:46,520 --> 01:37:53,000 looking at this incredible document that you've created. When I walk on the streets and talk to the 828 01:37:53,000 --> 01:37:58,360 people in white rock, they go, why do I even bother coming to these things? You don't listen to me, 829 01:37:58,520 --> 01:38:04,840 you don't take what I say into consideration. And here we find ourselves at a position, 830 01:38:04,840 --> 01:38:11,800 we don't know what the BRT is going to do to our heights. I mean, the TransLink meetings, 831 01:38:11,800 --> 01:38:17,960 I was told by a representative of TransLink that within 200 meters of BRT line, 832 01:38:18,760 --> 01:38:23,960 sky's the limit. Now, the mayor said that they constantly keep asking for it, the mayor's council meetings. 833 01:38:23,960 --> 01:38:29,160 Why is it? Why is why are we not hearing this? If TransLink is telling people that open houses, 834 01:38:29,160 --> 01:38:34,520 200 meters, that would mean 200 meters from north-blath coming south, sky's the limit. Well, 835 01:38:34,520 --> 01:38:42,280 there goes our OCP right out the window. So the market is dying, the government is telling this, we have to put in 836 01:38:42,280 --> 01:38:49,000 X amount of units, nobody's building, nobody's buying, we're not building units. It's an absolute mess to be 837 01:38:49,000 --> 01:38:55,640 very honest. So I don't know where we go from here. I'm at a crossroads to be very honest. We can 838 01:38:55,640 --> 01:39:02,760 approve this. And we can say it's a five, a 10 year, a 25 year plan. The next council in less than a year could 839 01:39:02,760 --> 01:39:07,560 come in and say, you know what, we want to tear that up and throw the whole thing out and lower the 840 01:39:07,560 --> 01:39:13,240 lower the limits or heightened limits. I feel sorry for the planning department to be very honest. So 841 01:39:13,240 --> 01:39:17,800 I'll get off my soapbox. I don't know what I'm going to do tonight. I'm going to see if there's anything 842 01:39:17,800 --> 01:39:22,840 more to be said that helps me decide positively or negatively which way I'm going to go in this. 843 01:39:22,840 --> 01:39:30,360 But to this point, I've not heard anything. Okay, thank you, Councillor Chessney. I just want to 844 01:39:30,360 --> 01:39:37,160 crack something. This, this council didn't open up the OCP. I know over the years when a council comes in, 845 01:39:37,160 --> 01:39:42,440 you know, they like the height, they don't like the height, they open up the OCP. The province made us 846 01:39:42,520 --> 01:39:47,720 open up this OCP. So we're in this boat. This is why all the work has been dumped on the planning 847 01:39:47,720 --> 01:39:52,680 department and what we really want to do like marine dive and things like that have been put on the back burner. 848 01:39:54,360 --> 01:39:59,480 We've got to reflect the new housing that they stuck on us. I mean, we've got to reflect all this. We've 849 01:39:59,480 --> 01:40:05,720 got to have our targets. We've got to make all these things. It's not optional. It's the legal requirement 850 01:40:05,720 --> 01:40:14,120 that they put on us. So yes, I'm agreement with you. The province is not done a good job. They are making 851 01:40:14,120 --> 01:40:19,240 municipalities stand on their heads. But that's the position we are in and I've got to December 31 deadline 852 01:40:19,240 --> 01:40:28,920 to do this. And I think all of us are frustrated by it. The, the Translinks scenario has been going on since 853 01:40:28,920 --> 01:40:36,280 the BRT first got introduced. Every mayor that's around the BRT is like, what's happening? We need to 854 01:40:36,280 --> 01:40:42,280 know and I beg them. I'm spending like $100,000 on this stuff. White Rocks too small to be spending 855 01:40:42,280 --> 01:40:47,480 this kind of money. Right? And they're like, oh, yeah, the province says next month, next month for sure. 856 01:40:47,480 --> 01:40:52,200 Well, I've heard that from day one, next month, next month, next month. And we're not the only ones that are mad. 857 01:40:52,920 --> 01:40:57,800 There's other people in the same boat. So I just want to put that out there because I see Alex Brown right 858 01:40:57,800 --> 01:41:05,240 in a way like crazy that this council did not open up the OCP. We were mandated to open up the OCP. 859 01:41:05,240 --> 01:41:09,080 Okay? Councilor Talian's next. Before I forget about you again. 860 01:41:09,080 --> 01:41:14,120 Thank you very much. I thought we did go institute the North Bluff Road study. That was from this council. 861 01:41:14,120 --> 01:41:20,200 But I'll leave that aside. Before before I get into my main point, I do want to point out that the OCP 862 01:41:20,200 --> 01:41:26,120 does have a comment that we still want to put city hall in the town center. And so it's the 863 01:41:26,120 --> 01:41:29,240 word city hall instead of a community hub. So that might need revision. 864 01:41:30,360 --> 01:41:35,400 Saying that, I just want to clarify my earlier comments. Like, I understand the province, 865 01:41:35,400 --> 01:41:41,000 I have to respect the province. Province has requirements. They ultimately, we are ultimately 866 01:41:41,000 --> 01:41:47,800 creatures of the province. And I understand that. So I'm not against voting for an OCP. My challenge 867 01:41:48,520 --> 01:41:54,120 is that to determine what I, and there has been public feedback there being open home stuff, 868 01:41:54,120 --> 01:41:59,160 I've gone out to attend them myself. My problem is I have to make a decision 869 01:42:01,160 --> 01:42:06,360 literally based on dots in a board and blocks of Lego. That's the data that I have from the public 870 01:42:06,360 --> 01:42:11,160 on what they want to see in their city. So I have to go with what I've heard. And I've heard 871 01:42:11,800 --> 01:42:16,600 time and time again for most people in the city that they're fine with heights in the town center. 872 01:42:17,160 --> 01:42:23,560 That ship is sailed. The question is, how far beyond do we go outside the town center? I'm seeing 873 01:42:24,120 --> 01:42:30,280 significant increase in height, outside the town center to the west, and significant increase 874 01:42:30,280 --> 01:42:37,080 of height, outside town center to the east. 10 and 12 stories were there once was scheduled to be 4 to 6. 875 01:42:37,080 --> 01:42:41,400 All the way out, basically to the end of what? No, literally to the end of what you're 876 01:42:41,400 --> 01:42:46,760 obviously to state street, or almost state street. So that's my concern. That's why I'm not 877 01:42:46,760 --> 01:42:50,600 supporting you right now. In principle, I'm okay with further heights in the town center. I can support 878 01:42:50,600 --> 01:42:55,480 that, but I'm not going to support sprawling heights throughout the city of regards to the 879 01:42:55,480 --> 01:43:00,040 province once, and basically the data that I have to make a decision. That's my comment. Thank you. 880 01:43:00,840 --> 01:43:06,520 Okay. Thank you. Councillor Debellion. The North-Left study was our strategic priority. That's why we did it. 881 01:43:07,400 --> 01:43:16,360 And also, I agree with you about the policy. It was 8.2.2, Ms. Barry, about the community hub uptown 882 01:43:16,600 --> 01:43:19,960 that he was referring to, because I had that on my list of questions asked to. 883 01:43:20,520 --> 01:43:27,880 Councillor Chunk's next. Through the chair. I have one comment. I don't have a problem with heights. 884 01:43:27,880 --> 01:43:33,240 If I want to lower it, go lower it, but the problem is as viable. That's really the question. We had consultants 885 01:43:33,240 --> 01:43:40,600 come in, and we asked, I asked them, tell me, in today's construction cost, what's a height that people 886 01:43:40,680 --> 01:43:47,640 can actually make sense to build, and he said 18. So that's today's height, right? It's not like, 887 01:43:48,920 --> 01:43:53,160 it's, I'm not making this up. This is what math does. So when developer goes and builds something, 888 01:43:53,160 --> 01:43:58,520 they have the borrow money, and the bank wants to see a certain percentage of them to make money before 889 01:43:58,520 --> 01:44:06,760 to lend them the money, right? So you can have it eight stories. If it's viable, what I'm saying is if Ms. Barry 890 01:44:06,760 --> 01:44:11,640 is saying, you know, she took the public feedback, and then she said, she has to match it with the market 891 01:44:11,640 --> 01:44:16,200 analysis. I think that's what she said. I think that's what she's alluding to. Okay, does it make sense? You 892 01:44:16,200 --> 01:44:21,160 want to force or is it make sense? You know, based on the cost of that land, I kind of think, maybe you 893 01:44:21,160 --> 01:44:26,920 can correct me if I'm wrong. It's Barry. Certainly. So that was work that the consultant undertook 894 01:44:26,920 --> 01:44:33,480 on the city's behalf, that was urban systems, and yes, they did do a market analysis background 895 01:44:33,480 --> 01:44:41,400 or report, that form part of their review to sort of assess what would be appropriate based on 896 01:44:41,400 --> 01:44:49,880 on market demand, et cetera. And then that was vetted across the results from the public opportunities 897 01:44:49,880 --> 01:44:54,440 for input, and culminated in the final recommendations that they made to the city. 898 01:44:54,440 --> 01:45:00,040 Okay. Is there anyone else? 899 01:45:00,000 --> 01:45:29,000 Thank you, Mayor Nite. I'm hearing a lot of very valid concerns. And before we decide whatever we will decide tonight on the recommendations from staff, I think it would be prudent to also acknowledge that not just white rock but probably no city in the lower mainland is going to meet its targets by 2029. 900 01:45:30,000 --> 01:45:38,000 Even shovels in the ground today, you're probably not going to get the density that the province is asking for. 901 01:45:38,000 --> 01:45:56,000 So this is an opportunity for us as a city to send a letter to the Minister and copy Metro Vancouver and ask the province not just white rock but to all the municipalities to come back to the table and negotiate that number down. 902 01:45:56,000 --> 01:46:01,000 Because again, I don't think anyone is going to meet this target by 2029. 903 01:46:01,000 --> 01:46:08,000 And we're scrambling, staff is scrambling, trying to make decisions that are going to affect our residents for a long time. 904 01:46:08,000 --> 01:46:12,000 So I will move that we send the letter to the Minister. 905 01:46:12,000 --> 01:46:22,000 I'm just going to jump in there because I have written letters. You know what file they go in. 906 01:46:22,000 --> 01:46:32,000 We tried the last time we said okay, Metro's numbers are projections for population of gone down. Can we have a 20% reduction? 907 01:46:32,000 --> 01:46:36,000 Yeah, you know, it's going to take six months for that letter to come back to tell me to. 908 01:46:36,000 --> 01:46:38,000 No. 909 01:46:38,000 --> 01:46:42,000 It's just constantly at the Metro table when I'm there. 910 01:46:42,000 --> 01:46:48,000 Same thing. Everybody's frustrated. This is not working. We're never going to make our numbers. What are we supposed to do? 911 01:46:48,000 --> 01:46:52,000 You know, so like you say, every municipalities in the same boat. 912 01:46:52,000 --> 01:46:59,000 But what we got to do here tonight is decide if we're moving ahead and going to make our deadlines or not. 913 01:46:59,000 --> 01:47:02,000 So that's what we got to make the decisions on. 914 01:47:02,000 --> 01:47:03,000 Anybody else? 915 01:47:03,000 --> 01:47:05,000 It never hurts to ask this way though. 916 01:47:05,000 --> 01:47:10,000 Oh, I know, but letters are there. I say useless. I mean, they really go nowhere. 917 01:47:10,000 --> 01:47:15,000 I mean, we can send them. We can have every municipality sign it. 918 01:47:15,000 --> 01:47:22,000 It's the province has moved full steam ahead with this without any consultation from us. 919 01:47:22,000 --> 01:47:25,000 At the very least, it shows that we're acting in good faith. 920 01:47:25,000 --> 01:47:27,000 And I think that's important to note. 921 01:47:27,000 --> 01:47:31,000 Yeah. I agree. I get it. 922 01:47:31,000 --> 01:47:33,000 But we've done it and we get nowhere with it. 923 01:47:33,000 --> 01:47:36,000 Councilor Tom, sorry. Councilor Beans. 924 01:47:36,000 --> 01:47:38,000 Oh, I'm sorry. Motion on the floor. 925 01:47:38,000 --> 01:47:40,000 Any discussion on the motion? 926 01:47:40,000 --> 01:47:42,000 What's the motion? We don't have a motion. 927 01:47:42,000 --> 01:47:44,000 The motion was to send a letter. 928 01:47:44,000 --> 01:47:45,000 Oh, sorry. 929 01:47:45,000 --> 01:47:46,000 Yeah. Okay. 930 01:47:46,000 --> 01:47:48,000 So any discussion on the motion? 931 01:47:48,000 --> 01:47:51,000 Councilor Lawrence, first, and then I'll go do you. 932 01:47:51,000 --> 01:47:55,000 I think a letter would be good to do. 933 01:47:55,000 --> 01:48:00,000 And my same sentiment with regards to its effectiveness. 934 01:48:00,000 --> 01:48:03,000 Is it going to go anywhere? 935 01:48:03,000 --> 01:48:10,000 We definitely know that the province started off this whole process without proper consultation. 936 01:48:10,000 --> 01:48:15,000 It reminds me of a number of different things that they've done in the past without consultation. 937 01:48:15,000 --> 01:48:25,000 But here we are right now, when dealing with dealing with the housing crisis and trying to find a solution. 938 01:48:25,000 --> 01:48:27,000 This is a start. We'll see what happens. 939 01:48:27,000 --> 01:48:31,000 We'll start with this motion and then work on the main one. 940 01:48:31,000 --> 01:48:32,000 Thank you. 941 01:48:32,000 --> 01:48:35,000 I don't have any problems on the letter on behalf of Council. 942 01:48:35,000 --> 01:48:39,000 But I just wanted to put my two cents in where it was going. 943 01:48:39,000 --> 01:48:41,000 Mr. Ferrell, were you asking? 944 01:48:41,000 --> 01:48:46,000 Yeah. Thank you. I just wanted to clarify because I think when mixing two terms three or two kinds of money. 945 01:48:46,000 --> 01:48:53,000 One is the housing targets, which is the five year targets that the province already gave us about a thousand units more or less. 946 01:48:53,000 --> 01:49:00,000 And the other one is the housing needs, which is basically the growth that the province is expecting for the municipality. 947 01:49:00,000 --> 01:49:03,000 And that's roughly about 8500 units. 948 01:49:03,000 --> 01:49:07,000 So I just want to clarify what the letter is going to be addressing too. 949 01:49:07,000 --> 01:49:16,000 I think the immediate need is to get the province to come back to the table and negotiate with the municipalities. 950 01:49:16,000 --> 01:49:23,000 A realistic figure for 2029, acknowledging that the market is in the trash can. 951 01:49:23,000 --> 01:49:26,000 No one's building. 952 01:49:30,000 --> 01:49:31,000 Thank you. 953 01:49:31,000 --> 01:49:35,000 Not clear enough, Mr. Ferrell. Are you speaking to the motion, Ms. Baines? 954 01:49:35,000 --> 01:49:40,000 Okay. Then we'll wait and we'll go to the motion. Okay. I'm not seeing any further discussion. 955 01:49:40,000 --> 01:49:44,000 Everybody is in favor of sending the letter. 956 01:49:44,000 --> 01:49:46,000 Anybody opposed? 957 01:49:46,000 --> 01:49:50,000 Seeing none. Okay. We'll send the letter. Thank you. The motion passes. 958 01:49:50,000 --> 01:49:52,000 Okay. Now I'll go to you, Ms. Baines. 959 01:49:52,000 --> 01:49:53,000 Councillor Baines, sorry. 960 01:49:53,000 --> 01:49:55,000 Thank you, Mayor. 961 01:49:55,000 --> 01:49:59,000 I think this is about transparency, readiness and informed participation. 962 01:49:59,000 --> 01:50:04,000 So from what I've heard and what I've heard many other councillors say here today, 963 01:50:04,000 --> 01:50:11,000 there still is a lack of clear plain language comparison that shows what's exactly changing. 964 01:50:11,000 --> 01:50:16,000 And we're looking at height, density and land use. 965 01:50:16,000 --> 01:50:24,000 And so we don't even have an understanding of the infrastructure as well in the financial readiness. 966 01:50:24,000 --> 01:50:33,000 Like Councillor Trevellian said, assessing, do we have the support of water, sewer, transportation, 967 01:50:33,000 --> 01:50:37,000 public safety resourcing for these kind of changes. 968 01:50:37,000 --> 01:50:43,000 And so by taking a few weeks to produce a one to two-page public summary, that's very clear. 969 01:50:43,000 --> 01:50:49,000 Launch a talk-white survey and hold a community information meeting where the questions can be asked, 970 01:50:49,000 --> 01:50:57,000 not putting dots on a board engaging constructively about that one to two-page summary. 971 01:50:57,000 --> 01:51:01,000 I want to put forward a motion and move that council defer. 972 01:51:01,000 --> 01:51:05,000 Consideration of first and second readings of the OCP amendment. 973 01:51:05,000 --> 01:51:09,000 And direct staff to prepare a plain language public summary. 974 01:51:09,000 --> 01:51:14,000 That's one to two pages that clearly outlines the proposed OCP amendment, 975 01:51:14,000 --> 01:51:21,000 including key changes, height limits, density, land use designations. 976 01:51:21,000 --> 01:51:25,000 Second, provide an infrastructure and financial readiness assessment, 977 01:51:25,000 --> 01:51:31,000 which identifies servicing requirements, capacity constraints, cost implications, 978 01:51:31,000 --> 01:51:34,000 and how these upgrades will be funded. 979 01:51:34,000 --> 01:51:39,000 And then report that back to council in our next meeting on November 3rd with those revisions, 980 01:51:39,000 --> 01:51:42,000 so we can further consider that. 981 01:51:42,000 --> 01:51:49,000 And then lastly, schedule the community information meetings and launch the talk-white online survey. 982 01:51:49,000 --> 01:51:57,000 So there can be a very fair and full understanding before there's a public hearing for December 1st. 983 01:51:57,000 --> 01:52:00,000 Do I have a seconder? 984 01:52:00,000 --> 01:52:01,000 Councillor Chesney? 985 01:52:01,000 --> 01:52:03,000 Okay. 986 01:52:03,000 --> 01:52:09,000 That seems like a lot of work for staff to put together by the next council meeting. 987 01:52:09,000 --> 01:52:12,000 I don't even think it would be possible. 988 01:52:12,000 --> 01:52:13,000 Yes. 989 01:52:13,000 --> 01:52:14,000 Yes. 990 01:52:14,000 --> 01:52:15,000 Yes. 991 01:52:15,000 --> 01:52:17,000 Yes. 992 01:52:17,000 --> 01:52:18,000 Yes. 993 01:52:18,000 --> 01:52:19,000 Thank you. 994 01:52:19,000 --> 01:52:22,000 That's a great motion, and I would be happy to end it in a motion that council wishes. 995 01:52:22,000 --> 01:52:25,000 It is no possible to, for the next meeting. 996 01:52:25,000 --> 01:52:31,000 And obviously, Councillor Bainsey, if we proceed with this, we will not meet in the deadline for December 31st. 997 01:52:31,000 --> 01:52:34,000 So with that in mind, the commotion passes. 998 01:52:34,000 --> 01:52:38,000 This is a report back to council to see when we can schedule the motion. 999 01:52:38,000 --> 01:52:41,000 I see what's presented. 1000 01:52:41,000 --> 01:52:42,000 Okay. 1001 01:52:42,000 --> 01:52:45,000 Any discussion, Councillor Lawrence? 1002 01:52:45,000 --> 01:52:47,000 Thank you, Mayor Nite. 1003 01:52:47,000 --> 01:52:54,000 Through you, based on that, the particular motion itself, when it comes down to infrastructure, 1004 01:52:54,000 --> 01:53:01,000 infrastructure concerns usually you're taking up with DCCs of whatever development that gets put into place. 1005 01:53:01,000 --> 01:53:04,000 In any aspect of the rezoning. 1006 01:53:04,000 --> 01:53:14,000 The city also has, basically, a, not contingency, but at least a pool of funds to work on that. 1007 01:53:14,000 --> 01:53:20,000 A lot of the infrastructure that's also necessary for increased density within particular areas. 1008 01:53:20,000 --> 01:53:30,000 Specifically, when it comes down to our infrastructure and proven program, which we go and have a schedule to plan of events on improvements for 1009 01:53:30,000 --> 01:53:34,000 a lot of the, a lot of the structures, and I think go with Mr. Gordon's there too. 1010 01:53:34,000 --> 01:53:44,000 So he will, he will confirm that, that there are definitely aspects resources that can be put to forth when it comes down to infrastructure. 1011 01:53:44,000 --> 01:53:48,000 I'll talk to that particular aspect, at least of the motion. 1012 01:53:48,000 --> 01:53:53,000 And I'll, I'll, I can see the floor. 1013 01:53:53,000 --> 01:53:55,000 Okay. Councillor Chunk. 1014 01:53:55,000 --> 01:53:59,000 Through the chair, I just want to make a note that on a corporate reports for this, 1015 01:53:59,000 --> 01:54:09,000 data October 20th, you see a timeline as to how many meetings with council meetings where staff has presented what we heard. 1016 01:54:09,000 --> 01:54:12,000 Two two council two public. 1017 01:54:12,000 --> 01:54:20,000 So this information was made public multiple times at different stages in our phases. 1018 01:54:20,000 --> 01:54:23,000 So this is not like a new drawing that we're doing. 1019 01:54:23,000 --> 01:54:28,000 This has been out public multiple times since this process started. 1020 01:54:29,000 --> 01:54:31,000 Okay. 1021 01:54:31,000 --> 01:54:33,000 I'm going to step in here. 1022 01:54:33,000 --> 01:54:41,000 I can't support the motion because I am concerned about meeting our deadlines because it's, it's not an optional choice here. 1023 01:54:41,000 --> 01:54:43,000 It's, it's a law. 1024 01:54:43,000 --> 01:54:50,000 And I just wonder if what you're trying to achieve by saying, let's defer this. 1025 01:54:50,000 --> 01:54:56,000 It may actually back for, because we don't know what the province is going to do if we don't meet those deadlines if they're going to come in. 1026 01:54:56,000 --> 01:55:00,000 And if they put someone in our planning department to rubber stamp anything that comes forward. 1027 01:55:00,000 --> 01:55:04,000 And you're trying to protect height and density. 1028 01:55:04,000 --> 01:55:11,000 Like I say, it could backfire because someone can just walk in, put the plans on the counter and they just rubber stamp it. 1029 01:55:11,000 --> 01:55:16,000 And we can't say anything about it because we are a creature of the province and they control us. 1030 01:55:16,000 --> 01:55:21,000 So I personally can't support this because I think it's too big of a risk for our residents. 1031 01:55:21,000 --> 01:55:29,000 And I just don't see how it's going to, to make what you want to happen happen. 1032 01:55:29,000 --> 01:55:33,000 Councillor Debellion. Yeah, agenda. 1033 01:55:33,000 --> 01:55:37,000 A couple of thoughts on this. If I understand it all correctly. 1034 01:55:37,000 --> 01:55:39,000 One up to this point. 1035 01:55:39,000 --> 01:55:44,000 All of the open and please, I stand for the Mayor, of course. 1036 01:55:44,000 --> 01:55:49,000 All the open houses so far being, what do you think? What's your input public? 1037 01:55:49,000 --> 01:55:52,000 I don't want to put words in Councillor Bains. 1038 01:55:52,000 --> 01:55:58,000 I'm out here, but I think what you're suggesting is that we have information session or talk about it. 1039 01:55:58,000 --> 01:56:00,000 This is it. What do you think? 1040 01:56:00,000 --> 01:56:05,000 Because right now what I'm seeing is we've got a month away at December 1st of the public hearing. 1041 01:56:05,000 --> 01:56:18,000 And we're asking our public who are all busy with their lives, jobs, employment, kids, all that to read 900 pages and find the relevant good stuff in this 900 pages. 1042 01:56:18,000 --> 01:56:25,000 And then make a comment on it on December 1st. So I think having going out of the public saying, hey, here's a conversion. 1043 01:56:25,000 --> 01:56:30,000 Here's the cool notes. Here's the quick one. This is what we've got. What do you think? 1044 01:56:30,000 --> 01:56:34,000 And then they can read that. They just that in the comment on December 1st. 1045 01:56:34,000 --> 01:56:38,000 I mean, that doesn't seem a huge issue for me. That's where I think the difference is. 1046 01:56:38,000 --> 01:56:42,000 But I do have one question for staff if I may. 1047 01:56:43,000 --> 01:56:49,000 Let's say, hypothetically, this motion goes ahead and it is deferred. This decision is deferred for two weeks. 1048 01:56:49,000 --> 01:56:55,000 Why would we not be able to ultimately meet the December 15th deadline? 1049 01:56:55,000 --> 01:57:00,000 Assuming of what would happen in two weeks time? 1050 01:57:00,000 --> 01:57:02,000 Through the chair. 1051 01:57:02,000 --> 01:57:08,000 Time will be required to prepare the documentation that's been referenced in the motion. 1052 01:57:08,000 --> 01:57:20,000 And further to that, we will not be able to refer the by-law to the appropriate agencies or Metro Vancouver for their feedback on the regional context statement until after that input. 1053 01:57:20,000 --> 01:57:24,000 I anticipate if something that council wants to hear before that referral would occur. 1054 01:57:24,000 --> 01:57:32,000 So that will delay the timeline as a result, which will push all the subsequent pieces outwards into the new year. 1055 01:57:32,000 --> 01:57:35,000 Okay, I may make it nice for quick follow-up on that. 1056 01:57:35,000 --> 01:57:43,000 Now, I'm not sure about the infrastructure component, but I mean, is it not my motion at all, so. 1057 01:57:43,000 --> 01:57:53,000 But if there was to be a just a, like, a cold note document to put out or talk white rock document is that doable in the next week or so. 1058 01:57:53,000 --> 01:58:00,000 That a more limited scope of a condensed version of this is that a possibility of staff time to be able to do that. 1059 01:58:00,000 --> 01:58:02,000 One to page, here's four questions. 1060 01:58:02,000 --> 01:58:06,000 Get that feedback, something simple like that. 1061 01:58:06,000 --> 01:58:08,000 Through the chair. 1062 01:58:08,000 --> 01:58:16,000 One to two pages would be incredibly challenging to condense the volume of information that is in this. 1063 01:58:16,000 --> 01:58:24,000 I couldn't tell you exactly how many because it's a really difficult question to answer. 1064 01:58:25,000 --> 01:58:27,000 Somebody's got their hand up? 1065 01:58:27,000 --> 01:58:31,000 I think I think also on this. 1066 01:58:31,000 --> 01:58:35,000 Councilor Baines is, you know, we're elected to make these decisions. 1067 01:58:35,000 --> 01:58:38,000 We have to read the thousand pages. 1068 01:58:38,000 --> 01:58:43,000 We have to listen to what the public has brought forward and staff brings us the reports. 1069 01:58:43,000 --> 01:58:45,000 And that's our job. 1070 01:58:45,000 --> 01:58:46,000 That's what we do. 1071 01:58:46,000 --> 01:58:52,000 So now to go back and ask for it to be shortened in a summary and more work. 1072 01:58:52,000 --> 01:58:54,000 We're under the gun. 1073 01:58:54,000 --> 01:58:55,000 Time wise. 1074 01:58:55,000 --> 01:58:56,000 We're just not going to make it. 1075 01:58:56,000 --> 01:58:58,000 So I just wanted to throw that up. 1076 01:58:58,000 --> 01:59:00,000 Councilor Chessie. 1077 01:59:00,000 --> 01:59:05,000 To your comment earlier, your worship that the government legislated us to do this. 1078 01:59:05,000 --> 01:59:08,000 Then why are we even here tonight voting on this? 1079 01:59:08,000 --> 01:59:11,000 Why did they not just go to the planning department? 1080 01:59:11,000 --> 01:59:13,000 Say, here's what we need. 1081 01:59:13,000 --> 01:59:14,000 Make it happen. 1082 01:59:14,000 --> 01:59:17,000 I mean, if it's legislated. 1083 01:59:17,000 --> 01:59:21,000 Why does it even come to council for a vote to be very honest? 1084 01:59:22,000 --> 01:59:25,000 Can anybody answer that question? 1085 01:59:25,000 --> 01:59:28,000 Mr. Ferre, you want to try that one? 1086 01:59:28,000 --> 01:59:29,000 I think it would be. 1087 01:59:29,000 --> 01:59:35,000 I mean, that's the way this time that the government put those bills out. 1088 01:59:35,000 --> 01:59:40,000 Unfortunately, like we said before, we're critical of the municipalities of the province. 1089 01:59:40,000 --> 01:59:44,000 And the province has the bills that they are basically low. 1090 01:59:44,000 --> 01:59:48,000 And the municipality is required to. 1091 01:59:49,000 --> 01:59:58,000 The border line is you have targets of about 8,000 units in the next 20 years. 1092 01:59:58,000 --> 02:00:00,000 Sort of housing needs in the next 20 years. 1093 02:00:00,000 --> 02:00:15,000 And you have to show in your OCP by December 31, how you're going to achieve this. That's really what it comes down to. In terms of infrastructure, we have a DCC program that deals with growth, as you know growth pays for growth. 1094 02:00:15,000 --> 02:00:23,000 So that means that new roads, new sewer, new parks, and everything that you have mentioned will be covered under the DCCs. 1095 02:00:23,000 --> 02:00:36,000 But the borderline all boils down to one single question. By December 31st, we were asked by the province to show how you're going to create over 8,000 units in the next 20 years. 1096 02:00:36,000 --> 02:00:45,000 If I might just add to that, we have two new members of council. I feel somewhat sorry for them that they have come in and this late in the game. 1097 02:00:45,000 --> 02:01:01,000 So, Councillor Bains has some questions. Some of them seem to be valid, most of them seem to be valid. So if we're on a two week delay, I don't think the province is going to go step in here and take over our planning department. I don't think that that's that serious. 1098 02:01:01,000 --> 02:01:09,000 We we ask for a slight delay to get the one page as Councillor Travelling has indicated. 1099 02:01:09,000 --> 02:01:18,000 A colds notes that the community can easily understand, but I'm not even really sure at the end of the day when we go back to the community, they're going to say, well that's not what we said. 1100 02:01:18,000 --> 02:01:26,000 And we're saying, well, sorry, but that's what we're going to have to do. So again, rock in a hard place here I am. 1101 02:01:26,000 --> 02:01:34,000 Okay, Councillor Manny, and then I think we're going to wrap it up calling. Oh, I'm sorry. Councillor Lawrence just have his hand up first. Then Councillor Manny. 1102 02:01:34,000 --> 02:01:53,000 Right. Thank you very much. Great night. Through the chair. One of the interesting things I've had a history and my previous life dealing with two businesses actually that were regulated by the provincial government. 1103 02:01:53,000 --> 02:02:01,000 When you defy an order, you feel it pretty quick. Let's just say that. You feel it very, very quick. 1104 02:02:01,000 --> 02:02:16,000 And based on that and based on my experience with that, that's why I feel very, very motivated to move forward, at least on on this. 1105 02:02:16,000 --> 02:02:28,000 That's my main focus because the the provincial government, they have when it comes down to enforcing the orders, they'll make it happen. 1106 02:02:28,000 --> 02:02:39,000 When it comes down to municipality, I'm not sure. It could be a whole new bulk in, but we have seen some municipalities that that have had the province come in and take over. 1107 02:02:39,000 --> 02:02:47,000 Other items that was mentioned earlier on, nobody's meeting their targets are actually a couple of cities that are meeting their targets. 1108 02:02:47,000 --> 02:02:54,000 In fact, they're even getting more because of the fact that they're meeting them so well. So it can be done. 1109 02:02:54,000 --> 02:03:05,000 But each municipality and district or unique and there's easier levels of density and certain areas than there are in others. 1110 02:03:05,000 --> 02:03:16,000 The way we're up for sure, there's it's a challenge and a half to make happen. However, not making the attempt to move forward, especially when we are ordered to do so by the province. 1111 02:03:16,000 --> 02:03:20,000 I think it would be a foolish endeavor. Thank you. 1112 02:03:20,000 --> 02:03:23,000 Okay. Thank you and we've got council from adding that. I'm going to wrap it up. 1113 02:03:23,000 --> 02:03:28,000 Thank you very much. Just following up on Councillor Chessney's most recent comment. 1114 02:03:28,000 --> 02:03:37,000 We do have a letter later on our agenda package from Minister Boyle, committing us on making progress and we are acting in good faith. 1115 02:03:37,000 --> 02:03:50,000 So I have a hard time imagining that the province would come down hard and white rock if the ultimate approval of this goes over into January. 1116 02:03:50,000 --> 02:03:55,000 Okay. Councillor Baines has a motion on the floor. It's been moved in second. I'm going to call the question. 1117 02:03:55,000 --> 02:04:00,000 Okay. Can we repeat the motion please? 1118 02:04:00,000 --> 02:04:09,000 My apologies. I'd have to ask Councillor Baines to repeat her motion. I got pieces of it. 1119 02:04:09,000 --> 02:04:16,000 Okay. So I had said I'd move that council defer consideration of first and second readings of the OCP amendment. 1120 02:04:16,000 --> 02:04:27,000 And direct staff to prepare a plain language public summary, one to two page that clearly outlines the proposed OCP amendments, including key changes, 1121 02:04:27,000 --> 02:04:36,000 height limits density, land use designations and anticipated committee impacts, which Mr. Ferrell confirmed is doable. 1122 02:04:36,000 --> 02:04:50,000 Provide second, provide an infrastructure and financial readiness assessment, high level identifying servicing requirements, capacity constraints, cost implications and how upgrades would be funded again high level. 1123 02:04:50,000 --> 02:04:58,000 And three report back to council in November third in our next meeting with those revisions for consideration. 1124 02:04:58,000 --> 02:05:18,000 And after November third schedule a community information meeting and launch a talk wait rock online survey with those plain language summaries and financial information for public to ask about an inquire on and that would be prior to the December first timeline for the public hearing. 1125 02:05:19,000 --> 02:05:28,000 Mr. Ferrell. Thank you. Thank you for your clarification. Councillor Baines, I just want to advise council that I will not be able to bring that information on the next meeting. 1126 02:05:28,000 --> 02:05:31,000 There's simply no time to collect all that information. 1127 02:05:31,000 --> 02:05:42,000 What I can do is I can bring a report that will highlight how we and one we're going to be able to bring that information for the next meeting. 1128 02:05:42,000 --> 02:05:50,000 Councillor Baines, are you okay with that? Because it doesn't look like it's doable for the next meeting. 1129 02:05:50,000 --> 02:05:54,000 What you had said that you can do a one to do page summary. Correct. 1130 02:05:54,000 --> 02:06:01,000 One of two page summary would be the one I would advise to do it. So you know Councillor Baines agenda deadline for next meeting is next week. 1131 02:06:01,000 --> 02:06:07,000 So we only have five or six days to be able to do it. So we're in a pretty crunch right. 1132 02:06:07,000 --> 02:06:16,000 I'd be happy to do do my best if you want to want to pay summary. I think what we're going to bring is probably what it says on the executive summary on the report that you just have in front of you right now. 1133 02:06:16,000 --> 02:06:20,000 That basically summarizes the project itself. 1134 02:06:20,000 --> 02:06:28,000 I guess you know this motion is in in regards to being transparent and the residents being ready for this so. 1135 02:06:28,000 --> 02:06:33,000 I'm caring for the motion. 1136 02:06:34,000 --> 02:06:40,000 Well I mean I appreciate if I can try to make a friendly amendment. I appreciate staff's comments about time. 1137 02:06:40,000 --> 02:06:46,000 Is there any possibility that Mr. Councillor Baines could maybe reduce the scope of that. 1138 02:06:46,000 --> 02:06:58,000 Yeah, maybe not limit to one or two page two three or four you don't not try to make it but also maybe take out the infrastructure part of it given that seems to to me that seems to more complicated. 1139 02:06:58,000 --> 02:07:03,000 Element to achieve in a week, but maybe it was just a simple three four page. 1140 02:07:03,000 --> 02:07:14,000 You know here are the heights comparing the what the current OCP with the proposed ones people can see this is going to be five as me 12 those kind of those big nugget items that are relevant to the public. 1141 02:07:14,000 --> 02:07:19,000 It's up to you that's friendly amendment would be sorry I know your brand new would be it's up to you to accept or decline. 1142 02:07:19,000 --> 02:07:22,000 I'm just listening to what staff telling me and I'm saying if you want to. 1143 02:07:22,000 --> 02:07:25,000 It's up to you though you don't have to accept it. 1144 02:07:25,000 --> 02:07:33,000 Yep, no I'm fine with that and like the the main thing is having an analysis looking at what has changed. 1145 02:07:33,000 --> 02:07:41,000 With the heights because from what I've been hearing is there's confusion on that and there's not a desire to go any higher. 1146 02:07:41,000 --> 02:07:51,000 But that is indicated in our 1000 page document and so to really make that clear so that an informed decision can be made by the residents. 1147 02:07:52,000 --> 02:07:55,000 The residents are making the decisions we are at the council table. 1148 02:07:55,000 --> 02:07:59,000 They're input and then we make the decision. 1149 02:07:59,000 --> 02:08:01,000 If that's what we've been doing before. 1150 02:08:01,000 --> 02:08:03,000 We've gone ten months on this. 1151 02:08:03,000 --> 02:08:07,000 Okay, I'm going to call no council chunk. 1266 02:13:34,000 --> 02:13:35,000 Seeing none. 1267 02:13:35,000 --> 02:13:36,000 Okay. 1268 02:13:36,000 --> 02:13:37,000 Now we'll move on to motions. 1269 02:13:37,000 --> 02:13:42,000 And we've got Councillor Chavallian for a council procedure by law amendment. 1270 02:13:42,000 --> 02:13:43,000 Yes. 1271 02:13:43,000 --> 02:13:44,000 Thank you very much. 1272 02:13:44,000 --> 02:13:46,000 This is a motion I'm putting forward at this time. 1273 02:13:46,000 --> 02:13:48,000 It was an awesome motion last time. 1274 02:13:49,000 --> 02:13:52,000 And it is the city council. 1275 02:13:52,000 --> 02:13:54,000 Direct the city council committee procedure by law. 1276 02:13:54,000 --> 02:13:58,000 Number two, three, nine, three to be amended to permit any member of council to add an agenda item. 1277 02:13:58,000 --> 02:14:01,000 Or item, if supportive, at least one of the member of council. 1278 02:14:01,000 --> 02:14:06,000 The objective of this is simply to allow any member of this council to add an agenda item to 1279 02:14:06,000 --> 02:14:07,000 for discussion. 1280 02:14:07,000 --> 02:14:09,000 And of course, council has the right to vote that down. 1281 02:14:09,000 --> 02:14:11,000 So, so choose. 1282 02:14:11,000 --> 02:14:14,000 I don't think that should be blocked any time in the process. 1283 02:14:14,000 --> 02:14:17,000 If elected member of council wants to add an agenda item. 1284 02:14:18,000 --> 02:14:19,000 Is there a seconder? 1285 02:14:19,000 --> 02:14:20,000 Okay. 1286 02:14:20,000 --> 02:14:21,000 Is there a seconder? 1287 02:14:21,000 --> 02:14:23,000 Councillor Manning. 1288 02:14:23,000 --> 02:14:24,000 Councillor Manning? 1289 02:14:24,000 --> 02:14:25,000 Seconder? 1290 02:14:25,000 --> 02:14:26,000 Okay. 1291 02:14:26,000 --> 02:14:28,000 Discussion on this. 1292 02:14:28,000 --> 02:14:31,000 Councillor tongue? 1293 02:14:31,000 --> 02:14:35,000 I want to make sure that the public is aware of what's happening here. 1294 02:14:35,000 --> 02:14:40,000 Because we're about to debate on a rule that changes how agendas it builds and who controls what 1295 02:14:40,000 --> 02:14:42,000 get discussed at councils. 1296 02:14:42,000 --> 02:14:44,000 On the surface, it sounds really democratic. 1297 02:14:44,000 --> 02:14:47,000 You know that council has added agenda items and then the other one. 1298 02:14:47,000 --> 02:14:49,000 Seconds, it's all great. 1299 02:14:49,000 --> 02:14:51,000 But here's the real impact. 1300 02:14:51,000 --> 02:14:53,000 This motion is risky. 1301 02:14:53,000 --> 02:14:57,000 Because it creates open to door to ambush politics. 1302 02:14:57,000 --> 02:15:00,000 Imagine you watching at home and you. 1303 02:15:00,000 --> 02:15:07,000 And option and council is voting on something that affects you. And you didn't even know about it because you woke up in the morning, there was not on a agenda. 1304 02:15:07,000 --> 02:15:15,000 It pressures the council into making uninformed decisions without staff reports, legal contexts, public consultation or financial analysis. 1305 02:15:15,000 --> 02:15:24,000 And we end up guessing, instead of making decisions. And you know what? The best part is if I get a lot of lawsuits. So I'll give you an example. 1306 02:15:24,000 --> 02:15:33,000 Also, I decided I'm going to add to the agenda. I would like to ban food trucks in front of my friends business. And so in seconds, are we going to discuss that? 1307 02:15:33,000 --> 02:15:39,000 Or I like to name my uncle. The problem is going to be renamed my uncle's name. 1308 02:15:39,000 --> 02:15:43,000 I could do that. I could throw anything. And if I wanted to, I was on someone's second set. 1309 02:15:43,000 --> 02:15:53,000 So a few council meetings ago, council chivalent Ashley came and made a motion to change the parking at the 1,300 block of faucet streets. 1310 02:15:53,000 --> 02:16:05,000 And staff advise against it because we have a transportation implementation plan, and also the Church of Holy Trinity, which runs a daycare, could have lost critical parking. 1311 02:16:05,000 --> 02:16:13,000 Fortunately, that was on the agenda. So the public spoke up and said, hey, don't do that because we would lose the loadings on. 1312 02:16:13,000 --> 02:16:20,000 So if it wasn't on the agenda, it was just talked about and we changed that there's impacts that we don't know. 1313 02:16:20,000 --> 02:16:31,000 So you can say that we're not going to come up with any frivolous motions, but the fact is there's nothing stopping that from happening. Someone just needs to second it. 1314 02:16:31,000 --> 02:16:38,000 Council chivalent, I want you to tell me, have you done the research as to how many municipalities have done this? 1315 02:16:38,000 --> 02:16:43,000 I'm going to tell you, because I did some research and the answer is zero. 1316 02:16:43,000 --> 02:16:52,000 Probably because of the reasons I mentioned. I'm not going to sacrifice theatrics for this. So I'm not going to support this at all. 1317 02:16:52,000 --> 02:16:54,000 Okay, thank you. 1318 02:16:54,000 --> 02:16:56,000 Yes, definitely. 1319 02:16:56,000 --> 02:17:02,000 Obviously, the act of democracy triggered my fellow counselor. I'm sorry, you feel so strongly about that. 1320 02:17:02,000 --> 02:17:09,000 For me, I've been on counts for seven years now, and I've operated under this informal procedure the entire time. 1321 02:17:09,000 --> 02:17:12,000 The world is not collapsed. The sky is not falling. 1322 02:17:12,000 --> 02:17:18,000 It's totally, all the examples you gave us, totally reasonable people to put something on the agenda. There's no surprise. 1323 02:17:18,000 --> 02:17:24,000 It's to meet the deadline, put on the agenda like every other item, and we debate and vote on it. 1324 02:17:24,000 --> 02:17:30,000 And if it's a bad idea, then council votes against it. And if it's good idea, the council votes for it. 1325 02:17:30,000 --> 02:17:35,000 It's that simple. There's no ambush. There's no surprise. It's like any other agenda item. 1326 02:17:35,000 --> 02:17:39,000 I don't understand, I don't, I don't, I don't, I'm question even if there's understanding of the motion. 1327 02:17:39,000 --> 02:17:43,000 So this is how I've operated under for seven years. 1328 02:17:43,000 --> 02:17:52,000 And I think it's very fair that we have six members of council in a mirror, and I think it's reasonable in a democracy that any member elected member of council is the right 1329 02:17:52,000 --> 02:17:59,000 to add an agenda item to the White Rucksity Council. And that's my motion. Thank you. 1330 02:17:59,000 --> 02:18:10,000 Thank you. I, I'm not supporting this, because I really don't think it's good governance. I think, you know, are we doing this for the benefit of the residents of White Rucks? 1331 02:18:10,000 --> 02:18:17,000 Or are we doing it because you've got an issue about getting something on the agenda? And that's where I draw the line. 1332 02:18:17,000 --> 02:18:24,000 You know, if it's something personal, we've got a, we've got a government for 21,900 people. So I won't be supporting it. 1333 02:18:24,000 --> 02:18:28,000 Councilor Chung, and then let's wrap it up. We've got a couple more to go. 1334 02:18:28,000 --> 02:18:35,000 Thank you. So it's just once again, if you weren't sitting here, and he, and something was added to the agenda, you wouldn't even know it was being debated. 1335 02:18:35,000 --> 02:18:42,000 And he could affect you. So someone's sleeping right now and watching TV, and they didn't realize that Councilor Vallean has brought up something in someone's second. 1336 02:18:42,000 --> 02:18:55,000 And it's being debated on, and voted on. He's not saying what he said was, oh, we're doing this the same is not. There is no, there's no notice for someone to find out what this is being debated. There's no staff report. 1337 02:18:55,000 --> 02:19:05,000 There's no financial implications. There's nothing. He's just wants to vote on an ideal or something. And then you make a decision that's completely uninformed. So how can that be for the community? 1338 02:19:05,000 --> 02:19:09,000 Okay. I'm going to let Councilor Debellion do a quick response, and then we're going to vote. 1339 02:19:09,000 --> 02:19:10,000 Sorry. Thank you. 1340 02:19:10,000 --> 02:19:18,000 Yeah. I don't know. It's not going to pay politics for minutes. I won't be clarifying this. This is not, it's to be very clear. I don't, I don't, I don't understand it. 1341 02:19:18,000 --> 02:19:21,000 This is not me bringing a motion randomly in a council meeting. 1342 02:19:21,000 --> 02:19:28,000 This is to meet the deadline for an agenda. So it gets published in the agenda. 1343 02:19:28,000 --> 02:19:32,000 Hey, I would like to discuss. I don't know. 1344 02:19:32,000 --> 02:19:39,000 New garbage cans in the waterfront. Oh, I missed the deadline for the agenda. Okay. I'll have for the next meeting. 1345 02:19:39,000 --> 02:19:49,000 Oh, you made it in time for the agenda, which is whatever is Monday, the week before, and it gets published in the agenda. There's no surprise. There's no ambush. 1346 02:19:49,000 --> 02:19:55,000 You just simply, and you don't like it. You vote against it and you like it. You vote for it. It's that simple. 1347 02:19:55,000 --> 02:19:59,000 Okay. Mr. Ferrell, and then more call on the vote. 1348 02:19:59,000 --> 02:20:08,000 Thank you. I think we're confusing two terms over here. Currently, the procedure by law allows the council or Trevellant is referring to. 1349 02:20:08,000 --> 02:20:14,000 Any council member can send an email to the corporate officer and add anything they wish on the agenda. 1350 02:20:14,000 --> 02:20:17,000 Tonight's agenda is a good example of that. 1351 02:20:17,000 --> 02:20:22,000 Councilor Trevellant added this to the agenda. Councilor Chesney has a couple of notices of motion as well. 1352 02:20:22,000 --> 02:20:31,000 So in a sense, what I understood that you were trying to achieve is to add an item on the agenda, add the meeting, without having the proper notice. 1353 02:20:31,000 --> 02:20:36,000 So it does note the case where you're requesting it's already on the procedure by law. 1354 02:20:36,000 --> 02:20:48,000 We had this, we've all respect, we had this conflict over a motion I wanted the agenda, and it was that you was told, no, I will not be putting it on the agenda or advice the mayor. 1355 02:20:48,000 --> 02:20:51,000 And that's a trigger this. 1356 02:20:51,000 --> 02:20:53,000 Could you remind me? 1357 02:20:53,000 --> 02:21:05,000 Yes, I can. I didn't want to get into it, but we had a council meeting maybe a month ago where a delegation came and they wanted to add a question to the by law ballot. 1358 02:21:05,000 --> 02:21:11,000 And I put a motion saying yes, it was voted down, which is, that's fine, that's fair game. 1359 02:21:11,000 --> 02:21:16,000 I've subsequent to that, I wanted to add a motion to the agenda for discussion by this council. 1360 02:21:16,000 --> 02:21:25,000 Simply asking, okay, we're not going to add, sorry, leave back it up, that was a motion about the city hall, the location, the city hall. 1361 02:21:25,000 --> 02:21:30,000 And that was voted down in that's the end of that story, fair game, that's democracy. 1362 02:21:30,000 --> 02:21:36,000 But I asked to put another agenda item on, which was, okay, that's defeated. 1363 02:21:36,000 --> 02:21:41,000 My new gentleman is, we should have a question on the ballot about any topic. 1364 02:21:41,000 --> 02:21:45,000 Use this opportunity of a by law election. 1365 02:21:45,000 --> 02:21:50,000 Let's add a question to the ballot, no council made a degree of that, that's fine. 1366 02:21:50,000 --> 02:21:54,000 But I wanted that discussion over can we add a question to any topic. 1367 02:21:54,000 --> 02:21:59,000 I'm not going to bring up the city hall again because I was voted down and I respect that, I respect my colleagues through decision. 1368 02:21:59,000 --> 02:22:02,000 And that was, I was told I was not allowed to do that. 1369 02:22:02,000 --> 02:22:05,000 And then looking through that procedural by law, there's nothing in it. 1370 02:22:05,000 --> 02:22:10,000 I can add a notice of motion, nothing in their explicitly states that I'm allowed, as a member, 1371 02:22:10,000 --> 02:22:13,000 seeing a council to add an agenda item in time for the deadline. 1372 02:22:13,000 --> 02:22:16,000 So that's where this is coming from. 1373 02:22:16,000 --> 02:22:17,000 Okay, I understand. 1374 02:22:17,000 --> 02:22:24,000 So, I believe the way the council, Treven has trying to do is already on the procedural by law, I can highlight it. 1375 02:22:24,000 --> 02:22:29,000 However, I think what he's actually referring to is about the motion that has failed, 1376 02:22:29,000 --> 02:22:37,000 and then council brings the exact same motion or similarly nature, similar nature, to the original motion. 1377 02:22:37,000 --> 02:22:45,000 So the procedural by law currently says that if the motion has been put forward to council and the motion fails, 1378 02:22:45,000 --> 02:22:51,000 whoever is on the prevailing side can bring the motion back or a similar motion with the same context. 1379 02:22:51,000 --> 02:22:55,000 However, the person who is not on the on the on the prevailing side can no bring that motion. 1380 02:22:55,000 --> 02:23:06,000 So if that is what council would like to change, then I'll be happy to work and report and make those changes. 1381 02:23:06,000 --> 02:23:09,000 Okay, it's been moved in second. So are you changing it now? 1382 02:23:09,000 --> 02:23:10,000 So, okay. 1383 02:23:10,000 --> 02:23:11,000 I'm sorry. 1384 02:23:11,000 --> 02:23:12,000 Yeah, it's clarify again. 1385 02:23:12,000 --> 02:23:15,000 I completely agree with what you've, Mr. Farrow, what you've just said, thanks for the mayor. 1386 02:23:15,000 --> 02:23:16,000 Thank you, Mayor. 1387 02:23:17,000 --> 02:23:22,000 Where we disagree is that my subsequent motion you had it. 1388 02:23:22,000 --> 02:23:30,000 Believe that it was the same motion again and to me, a motion on the ballot about city hall to me is a very different animal. 1389 02:23:30,000 --> 02:23:32,000 Then okay, that's done. 1390 02:23:32,000 --> 02:23:37,000 Well, let's use this opportunity to add questions about anything, the waterfront anything else. 1391 02:23:37,000 --> 02:23:38,000 It's a very different motion. 1392 02:23:38,000 --> 02:23:42,000 And so if council is on support that, that's their decision. That's fine. 1393 02:23:42,000 --> 02:23:46,000 But I think I should add the right to put that separate distinct motion on the agenda. 1394 02:23:46,000 --> 02:23:48,000 And that's the disagreement. 1395 02:23:48,000 --> 02:23:51,000 And looking over the central ballot, there's nothing there it allowed me to do that. 1396 02:23:51,000 --> 02:23:54,000 I was blocked and that's why I'm asking to change it slightly. 1397 02:23:54,000 --> 02:23:56,000 Okay. 1398 02:23:56,000 --> 02:23:59,000 I'm going to call a question on the motion. 1399 02:23:59,000 --> 02:24:02,000 Mr. Farrow, did you want to say something else before we proceed? 1400 02:24:02,000 --> 02:24:04,000 I know you're worried, but still don't understand it. 1401 02:24:04,000 --> 02:24:07,000 I think we're talking about two separate things right now. 1402 02:24:07,000 --> 02:24:11,000 Any council member can bring any motions as long as the motion hasn't failed before. 1403 02:24:11,000 --> 02:24:14,000 Or staff has an action on it. 1404 02:24:14,000 --> 02:24:18,000 So if you want to change that portion of the ballot, then I'm happy to bring those changes. 1405 02:24:18,000 --> 02:24:22,000 Right now you can bring any motion as long as there has no been failed. 1406 02:24:22,000 --> 02:24:23,000 Okay. 1407 02:24:23,000 --> 02:24:24,000 Okay. 1408 02:24:24,000 --> 02:24:28,000 I'm going to call a question. All of those in favor. 1409 02:24:28,000 --> 02:24:30,000 Opposed. 1410 02:24:30,000 --> 02:24:34,000 Councillor Chung, Mayor Knight, and Councillor Lawrence. 1411 02:24:34,000 --> 02:24:35,000 Yes. 1412 02:24:35,000 --> 02:24:37,000 Okay. 1413 02:24:37,000 --> 02:24:40,000 Now we're going to go on to the Helen Father's walkway signage. 1414 02:24:40,000 --> 02:24:45,000 And this is from Councillor Chesney. 1415 02:24:45,000 --> 02:24:48,000 I think it's a very straightforward thing. 1416 02:24:48,000 --> 02:24:49,000 It's simple requests. 1417 02:24:49,000 --> 02:24:51,000 The signs did go up for the walkways. 1418 02:24:51,000 --> 02:24:53,000 Beautiful signs that they are. 1419 02:24:53,000 --> 02:24:56,000 But I do have a problem with at the top. 1420 02:24:56,000 --> 02:24:59,000 But Columbia Avenue and I've spoken with Mr. Gordon. 1421 02:24:59,000 --> 02:25:02,000 Of why the sign was placed down on the walkway. 1422 02:25:02,000 --> 02:25:06,000 And these signs are to draw people's attention to the walkway. 1423 02:25:06,000 --> 02:25:09,000 And increase usage of the walkway. 1424 02:25:09,000 --> 02:25:13,000 As it is right now, the sign is only visible once you're down on the walkway. 1425 02:25:13,000 --> 02:25:16,000 So when I spoke to Mr. Gordon, it seemed rather nebulous. 1426 02:25:16,000 --> 02:25:19,000 I don't really remember what his response was. 1427 02:25:19,000 --> 02:25:24,000 But it was A. He was directed to put the sign there. 1429 02:25:28,000 --> 02:25:35,000 So I just think it's a very simple thing to move that sign up on the Columbia Avenue where the community can see it. 1430 02:25:35,000 --> 02:25:37,000 And promote the fact that we have these walkways. 1431 02:25:37,000 --> 02:25:40,000 Why bury the sign where people can't even see it? 1432 02:25:40,000 --> 02:25:43,000 So that's the first part of my motion. 1433 02:25:43,000 --> 02:25:46,000 Do you have a second? 1434 02:25:46,000 --> 02:25:49,000 Okay. 1435 02:25:49,000 --> 02:25:52,000 Okay. 1511 02:29:21,000 --> 02:29:23,000 Not a lot of this time. 1512 02:29:23,000 --> 02:29:24,000 There's no policies. 1513 02:29:24,000 --> 02:29:27,000 So I just can't support this. 1514 02:29:27,000 --> 02:29:30,000 Not that I had any any problem with Councillor Fathers. 1515 02:29:30,000 --> 02:29:34,000 I think she did a good job, but I just think we should look to staff for a policy. 1516 02:29:34,000 --> 02:29:38,000 Because I think number one, Mary Wade Anderson. 1517 02:29:38,000 --> 02:29:40,000 I mean, she was an office for how many years. 1518 02:29:40,000 --> 02:29:42,000 You know, she went through a lot. 1519 02:29:42,000 --> 02:29:46,000 Larry Robinson, you know, these people passed away. 1520 02:29:46,000 --> 02:29:49,000 And we haven't named a walkway or anything after them. 1521 02:29:49,000 --> 02:29:54,000 I mean, my thought is, you know, maybe in the community have, we'll have like a memorial wall or something like that, 1522 02:29:54,000 --> 02:29:58,000 to honor people who have served before and has passed away. 1523 02:29:58,000 --> 02:30:00,000 But so anyways, I'm just, 1524 02:30:00,000 --> 02:30:03,000 Good afternoon, my two cents on it. 1525 02:30:03,000 --> 02:30:10,280 Through the chair, this is coming very similar to the public arts situation where we have public arts 1526 02:30:10,280 --> 02:30:14,080 on private buildings and we don't actually have a policy about it. So I could just imagine 1527 02:30:14,080 --> 02:30:18,120 this is going to, I think we need to have a policy in place before we decide on this 1528 02:30:18,120 --> 02:30:24,760 so that you could be fair. So that's what I'm going to, is there a motion? Did you make a motion? 1529 02:30:24,760 --> 02:30:31,560 Okay, what should be willing to amend it and say that, let's get a policy in place before we 1530 02:30:31,560 --> 02:30:33,760 enforce any of the fair? 1531 02:30:33,760 --> 02:30:37,760 If we don't have a policy, how do we have the Terry Paraplaser? 1532 02:30:37,760 --> 02:30:38,760 This is where we're starting, right? 1533 02:30:38,760 --> 02:30:43,800 How do we have? Well, and here's where we're starting to. I mean, I was very respectful of Maryway 1534 02:30:43,800 --> 02:30:51,480 Danderson and Larry Robinson passing during their term in council, but nobody put forward a motion, no council 1535 02:30:51,480 --> 02:30:56,840 decided, hey, we should do something to honor these members or this member of council. The previous council 1536 02:30:56,840 --> 02:31:05,480 did make that decision that, Kevin Father's was on when she passed away. So an honor of her memory 1537 02:31:05,480 --> 02:31:11,480 was decided by the previous council that we wouldn't dedicate that walkway to her. The fact that we do have 1538 02:31:11,480 --> 02:31:17,480 plaques already specifying what we've named something after somebody. 1539 02:31:18,480 --> 02:31:24,480 I need the friendly amendment. I don't think I will accept. I'd like to see this and then we can bring forward a motion. 1540 02:31:24,480 --> 02:31:31,480 If you want councilor Chung, that a policy be developed, but I don't want to stop this midstream because there is no policy. 1541 02:31:31,480 --> 02:31:38,480 There's already indications in the community that we've already done this in the past. 1542 02:31:38,480 --> 02:31:41,480 So I don't see that we actually need to have developed a policy for this decision. 1543 02:31:41,480 --> 02:31:48,480 Future, I can understand, maybe we certainly should have a policy in future, but the fact that we do have 1544 02:31:48,480 --> 02:31:54,480 indicators already in the community that we have honored members of the community with a small plaque. 1545 02:31:54,480 --> 02:31:57,480 I don't see that they're any reason that we shouldn't do that, no. 1546 02:31:57,480 --> 02:32:00,480 Councilor Chavay. 1547 02:32:00,480 --> 02:32:02,480 Thank you, Mayor. I kind of agree with both parties here. 1548 02:32:02,480 --> 02:32:07,480 But it is, I think you're obviously right, Councilor Chung and Mayor Knight, that we should have a policy. 1549 02:32:07,480 --> 02:32:10,480 We should do that at the same time. It is Helen Father's Walkway. 1550 02:32:10,480 --> 02:32:17,480 And it's not a reason for someone walking ten years down the road when the time passes to say who's Helen Father. 1551 02:32:17,480 --> 02:32:23,480 So I'm in favor, basically what you said is, do this one because we already call Helen Father's Walkway. 1552 02:32:23,480 --> 02:32:24,480 Explain who Helen Father's was. 1553 02:32:24,480 --> 02:32:30,480 And then I think instead of the case, I think having a policy makes sense. 1554 02:32:31,480 --> 02:32:33,480 Okay, no one further. 1555 02:32:33,480 --> 02:32:37,480 Oh, Councilman. Sorry, you know on the end, you gotta, we know. 1556 02:32:37,480 --> 02:32:40,480 I got along, I'm sorry. I could do it. 1557 02:32:40,480 --> 02:32:45,480 Thank you, Mayor Knight, through yourself to Councillor Chasney. 1558 02:32:45,480 --> 02:32:55,480 As a friendly amendment, would you accept that whatever verbiage the city does come up with to honor the Lake Councillor that we run up by her family first? 1559 02:32:55,480 --> 02:32:58,480 Absolutely. 1560 02:32:59,480 --> 02:33:00,480 Okay. 1561 02:33:00,480 --> 02:33:03,480 Mr. Gordon. 1562 02:33:03,480 --> 02:33:10,480 Thank you, Mayor. May I respectfully ask that this be considered a public art culture committee? 1563 02:33:10,480 --> 02:33:14,480 Because I don't know what type of park to put in there. Big small. 1564 02:33:14,480 --> 02:33:18,480 Okay. 1565 02:33:18,480 --> 02:33:20,480 Councillor Chasney. 1566 02:33:20,480 --> 02:33:25,480 Through the chair, Mr. Gordon, all you have to do is you want to have a look at the plaque that's a staggered park. 1567 02:33:25,480 --> 02:33:27,480 Similar plaque would be just perfect. 1568 02:33:27,480 --> 02:33:32,480 Why don't you put the wording in now then if what staggered park is? 1569 02:33:32,480 --> 02:33:39,480 Staggered park basically just identifies that the park was dedicated in the memory of Margaret Stagger who volunteered in the community. 1570 02:33:39,480 --> 02:33:50,480 So the actual wording for the Helen Father's plaque, I don't believe needs to be anything more than Helen Father's was a city counselor who served the city from so and so to so and so. 1571 02:33:50,480 --> 02:33:51,480 Okay. 1572 02:33:51,480 --> 02:33:56,480 Okay. Here we go with that. Everybody. Okay. Great. I'm going to call the question all those in favor. 1573 02:33:56,480 --> 02:34:00,480 Sorry. My screen wasn't working all those in favor. 1574 02:34:00,480 --> 02:34:05,480 Opposed Mayor Knight of Poise. Okay. Motion carries. 1575 02:34:05,480 --> 02:34:07,480 And that's it. 1576 02:34:07,480 --> 02:34:09,480 Call for conclusion. Thank you everyone.
