[40:39] And I wanted to thank you for that, which leads me into letting everyone know what that discussion was about. [40:45] And that was particularly. [40:47] Related to the office on neighborhoods. [40:50] It was interesting. [40:52] In that discussion. [40:54] The council member Smith had brought up and offered. [40:58] The idea of why had we or why couldn't we utilize current staff. [41:06] In order to bring this to bear rather than creating a whole new department. [41:12] And if it was interesting that we both agreed. [41:15] In that discussion that in budget testimony last year. [41:19] I indicated that current staff would be utilized in 2025. [41:24] Especially with the neighborhood van. [41:27] Especially with going out in the communities. [41:30] And we had done that in 2025. [41:33] Council remembers. [41:34] We had a pretty sizable surplus. [41:36] I never asked for budget as it relates to the van. [41:39] Or as it relates to the office on neighborhoods. [41:42] But I'm really excited to continue the conversation with members of council. [41:46] Or anyone in the community as it relates to the office on neighborhoods. [41:51] Because while I sit here and I say that it's necessary. [41:54] I don't think members of council or members of the public really understand why I'm so passionate about [42:01] bringing this to the city of Whitehall. [42:04] And I and this is your fault. [42:06] Council member Smith because I shared it with you. [42:09] But I feel it's worthy to share it publicly. [42:12] I grew up in very extreme poverty. [42:17] Not just on the surface. [42:20] I'm talking homelessness, park benches. [42:23] I'm talking couches. [42:25] I'm talking homes that were deserted. [42:28] While with a single mother that always planted dreams and hopes and aspirations. [42:35] And said that education and opportunity. [42:39] Is just your decision away. [42:42] And it's interesting that as of today, [42:44] reading the Wall Street Journal 70% of Americans pulled in the Wall Street Journal [42:51] indicate that they no longer believe that the American dream is attainable. [42:56] And they believe that opportunities are not available. [43:01] And they believe that hard work 31% believe that hard work won't get you anywhere. [43:07] That is not the world that I grew up in. [43:10] That's not what my mother taught me. [43:12] That's not what I was taught. [43:14] And the beautiful thing about what I know about our city. [43:19] There are two things. [43:20] One, we are the city of opportunity. [43:23] And we stand by it. [43:25] We stand by it. [43:26] Not just in our words, but we also stand by it in our actions. [43:30] By having council members like council member Elmore. [43:34] That has funded the Martin Luther King Junior Scholarship. [43:39] And even anonymous council members that have done the same. [43:44] But it is one of those things that we stand behind our city and we stand behind our residents. [43:50] And the thing that I know because of my life and my upbringing. [43:57] Fortune favors the bold. [43:59] And going in the direction of creating a new department that is focused on the residents and the households. [44:07] The 80, 600 household units that are in the city of Whitehall with our poverty rate of 19% is an idea that is beyond its time. [44:18] And it is something that we have talked about doing for years. [44:22] But until we take actionable and measurable steps in that direction, [44:26] then it will just be something we talk about, something we play around with. [44:31] But the office on neighborhoods would be that direction to the residents where they live, where they are. [44:38] I can tell you stories of being in the community this year with the community van where hundreds of our neighbors have needed resources and services and wrap around services. [44:53] And my only heart was in a way that I was thinking. [45:00] I wish I could do it more. But as mayor, obviously, I have a task and other tasks ahead of me that I can't do that, individually by myself and the staff that I currently have poor Casey and the service department, my executive assistant, as well as service members who have assisted in bringing this to bear, it's been a lot. [45:25] And I've often said this publicly that healthy families, built healthy community and that would be the main focus and the goal for the office on neighborhoods to meet every resident where they are. [45:40] Now, mind you, I will make the promise once and if council approves the actual titles to do a more resplendent presentation as it relates to the data you be amazed at the individual neighborhoods and their particular needs throughout the city. [46:00] And it deserves a specialist and a person that gets up every day all day thinking about the residents and their homes, the children which we also know from the schools living in at least 85% of them are living in a state of poverty in our school system. [46:21] I believe we're better than that and I believe that our city can do better and that is the idea and the heart behind why I will bring why I intend to bring this to council for budget if we can afford it. [46:37] But if we can't then we can't at this time but if we can then it is a step in a direction that we can be the city of opportunity and we can put everything to bear and we can meet the moment of what we just saw recently at the library with the BRT doing its presentation. [46:59] Right through the city of Whitehall, the data will show that Whitehall stands to grow by nearly 16,000 residents by the time the BRT is completed. [47:11] What type of city are they going to come into? Are they coming into a city that is prepared or are we coming into a city where we're welcoming more rates of poverty? [47:21] We're just compiling poverty upon poverty or will we stand ready to be a city that's going to offer opportunity because that's who we are. [47:30] And so I wanted to share that because council member Smith told me that I should I'm just kidding but it just I've been moved by that by that conversation I really once again want to thank you for that. [47:45] And I will welcome additional conversations that necessary because I really believe and I stand behind the need for it and I see it as something that will move the needle in the right direction for our city and our neighbors. [48:04] So with that being said my last comments from the mayor's office is the Barker era has begun at Whitehall yearling high school and they beat a Columbus Public School last week they did East High School. [1:11:05] I do want to thank the Mayor for sharing some information about the neighborhoods. [1:11:09] Thank you, folks, for Smith, for meeting with him and getting further discussion going. [1:11:32] Thank you for coming in and welcome to a White House welcome to the City Council. [1:11:37] And of course, all those watching from home. [1:11:42] Well, keep it fairly short tonight. [1:11:44] I had two things that I wanted to share with everyone. [1:11:47] One of them had to do when I was discussing grants and taxes and how this country is [1:11:54] Interrobable debt and everything else. [1:11:56] And I found this quote from Calvin Cooler, which kind of summed it up. [1:12:01] I want to share it, I think, two weeks ago when I had forgotten. [1:12:05] So here I share it tonight. [1:12:07] President Cooler said, I favor the policy of economy, not because I wish to save money, but because I wish to save people. [1:12:16] The men and women of this country who toil are the ones who bear the cost of the government. [1:12:22] Every dollar that we carelessly waste means that their lives will be so much more maker. [1:12:27] And that kind of got to the heart of that. [1:12:30] The other thing I wanted to share was something from the blog post that I used to run, White House Watch blog. [1:12:38] And two weeks ago there was some inferences made here. [1:12:42] And I happened to come across this piece that I had written and posted on September 25th, 2017, eight years ago. [1:12:54] And I thought it was important to read and share with everyone. [1:12:59] So these are my thoughts from September 25th, 2017. [1:13:04] And they come from a blog that when I was running for office that year, things that I wish list for my time on Calvin. [1:13:12] Of course I didn't win that year but nevertheless this is one of them. [1:13:15] This is number eight and it's pretty important. [1:13:21] Number eight insists on increased awareness of diversity in the movements of city events and such. [1:13:27] And I write while I grew up in the White Hall of the 60s and 70s, where it was 99.5% white. [1:13:34] I also lived in New York City in LA for 17 years, where white was just one of several racial distinctions. [1:13:42] Growing up in a majority white community, I found it refreshing and wonderful to be surrounded by so much rich, racial, ethnic and cultural diversity. [1:13:52] Dominicans and Africans and Spaniards and Columbians and Islanders etc. [1:13:58] That all brought their unique selves to the table of experience and life. [1:14:03] New York City, who are used to a rich diversity of peoples, are very comfortable with all their citizens. [1:14:09] Everybody is celebrated and appreciated each and their own way and is a whole too. [1:14:14] Here in White Hall, I feel a lack of comfortability with diversity from our city in various ways. [1:14:20] For my experience in New York City in LA, it feels non-inclusive and off-putting. [1:14:25] Whether it was the harsh blanket criticism of the common royal landing neighborhood, where many people of color who didn't cause problems, [1:14:33] also, and who were forced out of their homes, or the distinct lack of diverse choices of music at the various free concert venues. [1:14:43] Currently, it's primarily always country music or 70s rock tribute bands. [1:14:48] It seems like stuff that those in charge enjoy, regardless of whether a broader scope of people would enjoy or attend it. [1:14:55] How about something for the Samanians or the Senegalese didn't? [1:15:00] They made what about the Latinos, how about a festival or ban celebrating one of their cultures. It must feel terribly dismissive to some citizens to never have their particular niche of humanity celebrated and made to feel specifically, excuse me, to feel specifically welcome by their own town. [1:15:21] The point is, I feel a lack of thought in regard to diversity of city events separates the citizenry. Whitehall is what it is now, not what it once, once, from eight years ago I wrote down. [1:15:38] As such, we need to acknowledge more of the reality of the current us and display it more in the events and such that we put on and enjoy. [1:15:47] It's my hope to keep an eye on and speak up about and defend this position when decisions are discussed and made. [1:15:54] And that's all I have, Mr. President, for example. [1:15:57] Thank you, Councilor Nixon. We will now move to Councilor Elmo. [1:16:03] Thank you, President President. I want to thank our viewers and those that are in attendance. [1:16:18] And I'm sure you will find a conversation with the mayor regarding the healthy communities, the neighborhood communities, very informative. [1:16:30] The mayor spoke about his report, healthy families from healthy communities. I could not agree more. [1:16:37] The healthier we are as a family, the more we get back and we retain as a community and can assist other community members. [1:16:48] As we grow, we need a plan of action, a road map, and this city is evolving. It's multicultural, it's multigenerational. [1:16:59] We are considered a melting pot. And although we are mid to lower income, we need to, we really are in desperate need of meeting the needs of those people in the different wars and the neighborhoods. [1:17:13] So that they don't feel like one area is better than the other. [1:17:18] They take, they look at their own communities and wars as a wonderful place to live and we want to make sure that we are promoting that all over. [1:17:31] And so I say that to say, without a vision, the people perish. We don't have a vision. We go back to nostalgia. We don't have anything to hang our hat on. [1:17:42] And we are not like other cities. As a matter of fact, we don't have all of the amenities and all of the different things that larger cities have, or cities that have more money like an upper Arlington, or Reynoldsburg, or New Albany. [1:18:00] Those are separate and distinct. What we should be focusing on is a neighborhood and a city in which we live to make it a better place to live. [1:18:09] And to ensure that we have people that we meet the needs of those people that live in our city so that they become healthy and contribute to the city called Whitehall. [1:18:21] And I am happy to be here almost 15 years now. And I don't think I would choose another place to live because of all of the amenities, all of the culture and just the growth that is happening here in Whitehall. [1:18:40] And so thank you Mayor for your vision. Thank you Council for seeing the vision ahead and moving in that direction. [1:18:51] And my hope is that all counselors will come on board to see what the vision is for the city, not like not what it was, not what it is, but what it has the potential to be.
