And I asked pastor Ron Redding for the City side Baptist Church. If you give our invocation, please. [0:19] Heavenly Father, we come this morning in the blessed name of Jesus to give thanks and praise God for your goodness and your mercy in our lives. Pray for this council, Father and the mayor and all the leaders that work in our city. God may you. [0:34] Lessons be upon them. They have wisdom, understanding and guidance, Father, in these days. [0:41] We pray for all of our departments in the city. It's a good place to live, God, and you've [0:47] been kind to us. And we pray for your divine direction and leadership. Continue to use [0:54] God, your mercy and your grace, and that love that passes all understanding, Father, [1:03] in [1:03] to give us goodness and mercy. We pray in Jesus' name. Amen. [1:08] Thanks, Pastor. Please join me in a pledge of allegiance. [1:12] We [1:42] only have one presentation today. This can be our employees a month. [1:45] Ms. Charlene Carey. [1:49] Come on forward. [1:50] She was waving at it from [1:55] the center. [2:04] Charlene Carey, Recreation Program Coordinator, and I've been with the city for a year. [2:08] Her recreation classes alone from last year to this year have gone up 34% in attendance and revenue. [2:17] special events attendance up. A record set at the Halloween in the park event and [2:22] the Easter egg event. I'm very proud. After 18 years of [2:26] Scott being here, I made the most winning we've ever made for summer camp for 18 [2:31] years which is amazing. So that is like kuda. Like I'm really proud of that because I [2:37] mean I put a lot of effort into summer camp. I mean putting it online the first time [2:42] ever, you know, all the way down to the parent packet, we're doing that, making sure that, [2:47] you know, everything's good with risk and legal, so working with them, getting that [2:51] taking care of, but yeah, no, I'm really proud of that. [2:54] She has amazing and considering she's only been here for a little over a year, she's [2:59] done some great things, great attitude, great customer service. [3:02] Well, I love my job, you know, like I really care about it, I want everything to be the best [3:06] that it can be possible. [3:08] Like I want all of my programs to be the best, I want all of the kids to have a good experience [3:11] at everything they attend. [3:13] Even adults, I want their parents to remember it too. [3:15] Because sometimes when you're a kid, [3:16] you don't remember those memories. [3:18] You grow up and you forget about it. [3:19] But photos and stories, that's like a lifetime. [3:22] There you go. [3:23] Wow. [3:24] I like this person, and I like what she's doing, you know, [3:27] and it changes attitudes of the people [3:29] who are here, attending our events, [3:33] and going to our classes, things like that [3:35] and just make some big difference. [3:36] The [3:48] unique things about Charlie coming into the job [3:51] is most of the time when you start the job, [3:52] you have somebody that's been doing the job for a while that really shows you the ropes and stuff, [3:56] but she didn't have that opportunity because we lost our previous coordinator right as COVID [4:01] hits, so we actually probably went 18 months, maybe two years without anybody in that position, [4:06] so when she started, I mean it was ground zero with starting all these programs back up and like [4:11] it said in the video she's done a great job, real proud, real proud, I'm not even glad to have her, [4:15] she's got those programs built back up, we got Halloween in the park this weekend, so another big [4:20] of that and we expect another good turnout. So thank you. [4:23] Thank you. [4:25] Hold on, Russ. [4:28] I'm trying to move this show along. [4:29] I'm saying a few words. Well, I'm pleased to have you here. [4:33] Usually we have somebody through 20, 25 years in position to have somebody that's so young in the position. [4:38] Don't call you Charlene or Charlene. [4:39] I'll go back to Charlene. [4:40] Okay. All right, Charlene. [4:41] Sorry. [4:42] Thank you, Blake. [4:43] Sorry, Charlene. [4:44] But it's just nice. Sometimes we think about our citizens, we think about our adults. [4:47] But you know we sometimes forget about the children's program or our little citizens and they're running around there [4:52] And I think we we have an opportunity and an obligation to help them with activities and to have things to do in which tall falls [4:58] I know Halloween the park you've been working very hard. I've seen that being advertised quite a bit [5:02] I think it's going to be a big one this year. So I'm glad to do that [5:05] So in appreciation we have a letter here a check in a gift card [5:08] And then we have a plaque here from city which tall falls employee the month October, 2022 [5:13] to Charlene Kerry or Charlie for recreation. Thank you. [5:17] Aaron [5:46] council members your consent agenda this morning includes minutes from your October 4th [5:50] regular meeting as well as resolution 5a which would authorize city manager to shoot the documents [5:57] necessary to purchase a network engineering and consulting services from the city of network solutions [6:03] LLC, in the amount of $61,245, Resolution 5B would authorize staff to execute a professional [6:13] services agreement with big and math news and environmental for engineering services [6:18] for the city of which 12 falls landfill and the amount of $78,000. [6:23] The last resolution is 5C, which would authorize a purchase of a SWAT tactical vehicle for the [6:31] Houston, Galveston area council purchasing cooperative from Linco armored vehicles in the [6:37] amount of $339,243. Lastly, you receive the minutes from the library board construction [6:45] board of adjustment in the Wichita Falls Park Board. [6:49] May I have a desire to move a thing from the consent agenda to regular agenda. We now accept [6:55] a motion to accept the consent agenda as presented. [7:01] All right. [7:03] The motion passes. [7:06] Item 7A is an ordinance making an appropriation to our Special Revenue Fund for the HIV, STD Prevention [7:14] Services Grant Funding in the amount of $299,909 received from the Texas Department of [7:20] State Health Services and authorizing staff to execute the contracts. [7:28] Good morning, Mayor and Council. [7:30] Well, you may remember Luke took this grant to you about four months ago. [7:33] We started it in about July or August. [7:35] This extends the funding through calendar year 23. [7:38] It's not included in your traditional fiscal budget because it's off calendar year. [7:42] The amount for the ordinance will provide for four staff to continue services in our disease [7:47] intervention program, which is when we receive HIV and STD positive results. [7:52] Do things like partner solicitation, bring them in, make sure they're linked into services. [7:56] The program provides for four staff. [7:58] the funding of the $2.99, about 75% of that is staff funded, and we anticipate receiving [8:05] this for the next four years. [8:06] I'm more excited about it. [8:07] It's traditional public health work, and as always, we appreciate your support of public [8:11] health. [8:12] Does it matter on council of any questions? [8:16] Your comments or questions from the public? [8:19] Kimmy. [8:20] We have a motion of second to approve ordinance making appropriations, a special revenue [8:24] fund for HIV, STD, DIS, prevention services. [8:28] grant funding the amount of $299,909 received from the Department of State Health Services [8:33] and authorizing City Manager to execute contract accepting same. [8:36] Please cast your votes. [8:42] Item 7B, excuse me, item 7B is an ordinance that authorizes City Manager to approve a request [8:49] from Fred Roach, the vacate and abandon a portion of the utility easements across a lot [8:54] not won a block one, often in addition, also known as 1402 Iowa Park. [9:04] Good morning, Marin Council. Fred Roach approached the city about an easement that went under [9:12] his property located 1402, Iowa Park Road, and for those of you that aren't familiar with [9:18] it, it is shown up on the screen. This is also the former Jordan Crack barbecue location [9:25] So that gives you an idea where it is. [9:27] Now this particular easement, the only thing that was in it was electrical and it was overhead. [9:32] So all staff and all utility companies were notified. [9:36] Everybody agreed to it, to the partial vacation of the easement. [9:40] And in order for us to do that, Mr. Roach had to pay $1,430 for the vacation. [9:47] Notifications like I said were sent to all the departments and everybody was willing to vacate the easement. [9:52] If you have any questions, I'll be glad to answer them. [9:55] Council have any questions? [9:59] I'll put you questions from the public. [10:01] All right, thank you, Pat. [10:05] You know we have a motion of second to approve an ordinance authorizing the same manager to approve the request [10:09] from Fred Roach to VK and abandoned the apportion of utility easement across a lot. [10:14] 1A, Block 1, Austin Edition, also known as the 1802 Eleport. [10:19] Please cast your votes. [10:26] Here's a resolution to accept the written offers as presented for two trustee parcels [10:31] and authorizing the execution of a quick claim deed to convey title to Jessica Zaragoza and Brian [10:38] Steed. [10:44] Yes, we had requests for two different trustee properties and in accordance with section 272.01 [10:51] and section 253.08 of the Texas local government code written offers have been made on these properties. The first [10:59] The first property located at 13034th Street was requested by lost her name, Zergosa. [11:12] And the agreement that we made with them is that we will allow, and of course, before [11:19] we do that, we have inspectors and code enforcement officers go out and look at the property [11:25] to see if we think it's repairable or whatever. [11:27] If it is, this saves money for the city, so then we don't have to go in and repair it, we don't have to maintain it, keep it secured, and then eventually demolish it. [11:36] So we go into agreement with them. She has signed the agreement to repair the structure. She has 120 days from the date of the execution of the agreement, which if this passes is when we will do that. [11:46] The second property was requested by Mr. Brian Steed and that's at 1316 30 second [11:53] street and on this particular piece of property yeah it is definitely to be [12:00] demolished and we've gone into the same agreement with Mr. Steed giving him [12:04] 120 days to demolish the property and once again like I said this is kind of a [12:08] win-win for the city because this way we don't have to pay for the demolition [12:12] If anybody has any questions, they'll be happy to answer them. [12:16] I do have to make a correction in the commentaries as 180 days. [12:21] It's actually 120 days on both agreements. [12:26] On this, the first one's to be read down, the second one's to be demolished. [12:31] Yes, sir. [12:32] What if we get to that point where they haven't anything in the property? [12:35] If we do that, then what we do is we go in and demolish it, and then we put a lien on [12:39] the property. [12:40] We [12:53] have a motion second to prove resolution to accept the written offers as presented for [12:56] two trustee parcels and authorizing the execution of QuickCleanD to convey title to Jessica Zergos and Brian Steen. [13:03] This guest reports. [13:10] Item 8B is resolution that would authorize the city manager to execute contracts with several community service organizations and organizations that promote the convention and tourism industry. [13:20] Good morning, [13:27] Mr. Mayor, members of Council. [13:29] This item will allow the city manager to enter into contracts for the community services [13:33] organizations that have been identified by the city council committee on outside agencies. [13:39] These items are included in your fiscal year 23 budget, so this item goes ahead and lets [13:44] those contracts be signed. [13:46] If you have any questions, I'd be happy to take those. [13:50] Questions from Council? [13:51] questions from the public. [13:57] Being done, we have a motion of second [13:59] to approve resolution, authorizing the City of Manjured [14:01] XQ contracts with several committee service organizations, [14:04] and organizations that promote the convention [14:06] and tourism industry. [14:07] Please cast your votes. [14:12] Emotion passes. [14:15] Item 8C is a resolution of the City of Wichita Falls, [14:18] Texas, authorizing the City of Manjured [14:20] to execute professional services contract [14:22] with Bull Smith, Ashcroft Sutton-Rays [14:27] and Korean Tillery LLC for legal services [14:30] on a contingent fee basis for the collection of unpaid franchise fees subject to approval [14:37] by the Office of the Attorney General. [14:43] Council, Chapter 66 of the Texas Utilities Code allows Texas municipalities to collect [14:49] fees for usage of their right-of-way. [14:52] Typically, you see that in Spectrum, Tom Warner Cable, they pay it in the... [15:00] They pay their, they remit a fee to the Texas Public Utilities Commission along with Encore and then T-Mobile for their network notes. In recent years, a lot of those citizens have gone to a subscriber-based system with streaming services such as Disney, Hulu, Netflix. And to date, they are using the water lines in the right way and they're obligated to pay the franchise fee. So far, 25 municipalities have entered into a lawsuit to sue these [15:29] These streaming companies to recoup those fees, they include Austin, Dallas, Fort Worth, and Houston, so we're in good company here. [15:39] The great thing about this contract is its contingency base, so the city's not out any money while we pursue this lawsuit. [15:47] At the end, if we're successful, then the law firms will recover their fees in the amount of 30%, if it goes to trial, they'll recover their fees in the amount of 33% of whatever winnings quote. [15:59] we receive. So the city thinks that this is a win-win for us and that we're out no [16:05] money and if we are successful, we'll see past fees coming in and then fees moving [16:12] forward. We recommend it. [16:16] Any questions for James? [16:22] How much would, first of all, how much [16:25] do they owe us and how much would it be each month or year-ever? We believe it's [16:31] about 1.2 million that they owe and passed, and then moving forward, we're probably looking [16:36] at about 120,000 each year moving forward from that. Of course, that could vary depending [16:42] upon how many of the streaming services that the law firms end up suing, and then how [16:49] the subscription basis vary from year to year. You said that we don't have the attorneys [16:54] that are shown that they just get a portion of what they collect? That is correct. At the [16:58] end if they win they get a portion of the winnings if they don't win we're not out [17:01] any money. Thank you. Councillor Brown is concerned is Disney plus [17:07] subscription is going to get canceled. I mean I could ask from everybody why are we [17:11] buying us in Disney? It won't get canceled. I mean the you know our [17:18] subscription fee is going to go up probably regardless of whether or not the city [17:22] joins us lawsuit or not. [17:24] Yeah, the good news is James said it. [17:27] There's revenue that we've been owed. [17:31] And this I'd remind Council on the public at home, [17:33] this revenue goes into the general fund to pay for police [17:36] and fire services and streets. [17:39] And if that revenue source continues to erode, [17:44] then that puts more pressure on the property taxpayers. [17:48] So, the good news, if your subscription might rise slightly, it will take pressure off [17:56] the property tax fund in that regard. [18:01] What else? [18:03] It comes a question from the public. [18:09] We have a motion in a second to approve the resolution of the CW-12 Falls Texas author [18:12] at the City Manager. [18:13] Text could professional services contract with Nicole Smith, PC, Ashcroft Sutton, Rayus, LLC [18:18] and Corian Green, Tillery LLC for legal services on a contingent fee basis for a collection [18:24] of unpaid franchise fees subject to the approval of the Office of the Attorney General. [18:28] Please catch your votes. [18:29] The [18:35] MAKD is a resolution that would authorize the City Manager to award a bid in contract [18:39] for the 2022 lift station 3652 and 69 rehabilitation project, DeBulles Construction Company and the [18:48] amount of $613,275. [18:51] dollars. [18:52] Chair, [18:55] Council, good morning. [18:56] As you can see from the agenda item, we bid this project on August 2, 2022, and this [19:01] is the 2022 budget year, Livestation Rehab project. [19:06] We receive one bid for the project, Bowls Construction, $613,000 for the project. [19:12] Bowls has done this work for us on several other occasions, even more than capable of completing [19:16] this project. [19:17] You may have also noticed in your backup item and back the material that we're only awarding [19:22] the base bed which is lift station 36 and 69 and our original estimate for this project [19:27] was $450,000 and obviously he came in way above the estimated amount because of the [19:33] increase in materials and construction costs that we've seen over the last 18 months. [19:40] So how we're funding the project is we're using last year's money all of that we've been [19:45] converted and now we're going to use a portion of the new budget money for the lift station [19:49] have to fund this project to get these two lift stations completed. That's how we're [19:53] going to move the project forward. Both lift stations are in dire need of replacement [19:57] and we would recommend approval today to move forward. [20:02] Council, have any questions? [20:05] How much questions from the public? [20:10] We have a motion second to approve resolution authorizing the [20:13] city manager toward bid and contract for the 2022 lift station 36, 52 and 69 rehab projects [20:19] to Bulls Construction Company in the amount of 613,275 dollars. Please cast your vote. [20:24] He [20:32] is a resolution that authorized the city manager to approve a change order number one in final for the hike and bike trail [20:38] West of Lake Wichita Park to Larry's Marine Center for a reduction of [20:44] $38,729 and 70 cents [20:48] Listen air council. This is a more or less a housekeeping item which will allow us to finally close out that project the project did complete [20:58] was completed and all the big quantities were tabulated and measured in the field and now we're [21:04] paying for the actual work that was done which resulted in this deductive change order. The money [21:09] will roll back in the 4B fund. They were the 20% match for the textile grant project or textile [21:17] funding to construct the project and this will allow us to close this thing up and move on to the [21:22] next thing. [21:26] Russell, where will that $38,000 go? It will go back to the 4B fund [21:31] Councilor Smith. They provided the 20% match for the project and then I guess the [21:37] 4B will make the termination how to expand those dollars. Just FYI on the trail [21:43] project you and I talked about this back before the meeting so I might mention it. [21:47] Here we do intend to apply for another text.gram cycle which is coming up in October. [21:51] the intent is to apply for the section of trail behind the campfire facility [21:56] basically from the RV park to Lucy Park to close that gap in there. That would [22:02] make that trail continue as all the way from the end of Barnett Road at [22:05] Sykes Lake all the way around the city to Larry's Marine. The 26 mile trail [22:12] that's going to complete 25 and a half of it and the only piece that will [22:16] lack of that one piece in the middle. If we're successful in getting that grant [22:20] I've had several interested folks and their question is why can't we just fill in [22:27] that section over by Lucy Park and make that a continuous almost all the way [22:32] around and you gave me the answer right what would it cost it's it's expensive [22:37] that's a short stretch in there but there's an eight foot retaining wall that [22:41] borders basically all of the campfire property which drives those construction [22:45] can cost way up. It's only like a 1,500-foot section, but that 8-foot retaining wall and [22:52] some fencing against the campfire property and other, obviously, the trail portion drives [22:57] that cost way up there. It's probably going to be close to a million dollars just to do [23:01] that 1,500 feet. But we intend to try to get a textile grant funding for that project. [23:13] Questions from the public? We [23:17] have a motion second. To prove resolution, I'll try the [23:20] City Manager approved change order number one and final the high-con bike trail west of Lake [23:25] Wichita Park to Marina for a reduction of $38,720 and 70 cents please guess your words. [23:37] That is a resolution authorizing the City Manager to award a bid and contract for the 2022 [23:43] drainage maintenance repair project to Chad and Brandy incorporated doing business as well [23:48] in contracting in the amount of $545, $156 and 16 cents. [23:57] Mayor Cal, so this is a project that we put together internally with the engineering staff [24:02] and bid it on September the 6th. It's basically just some various miscellaneous drainage projects [24:08] across the city. There's some rip-rap and holiday creek. There's a section of retaining wall along the trail [24:15] that needs to be replaced. There's a portion of the concrete rip-rap at the [24:19] secondary reservoir that needs to be replaced. Just kind of scattered all throughout the city so we [24:24] combined all those minor repairs into one large project. As you can see Chad and Brandy Wilson were [24:30] the lowest responsible bidder they did come in under the city's estimate and shortly after we've [24:35] bid this project we're all aware of the tragedy that we suffered in the city on the construction [24:39] industry side when Chad and Brandy passed away but Chad Wilson and Wilson contracting is still a [24:48] a viable company. They do have officers as part of their company. We've met with them on several occasions. [24:54] They are currently doing the business park improvements where they're pouring all the concrete from Midwestern Parkway and Fisher Road. [25:02] They do intend to continue to press forward. They would like to see this project awarded them and they're more than capable of completing the project. [25:12] So we've slowed roll this a little bit. We've had some conversations with the contractor with with 10 the [25:20] successors of Chad and Brandy Wilson [25:23] And they believe they can complete the project. We believe they can complete the project as well [25:27] So we're asking you today to award that project to them. [25:32] Council have any questions? [25:36] Which questions from the public? [25:42] The motion a second to approve a resolution authorizing City Landry toward bid and contract for the 2022 [25:47] to drainage maintenance repairs to Chad and Brandon Eank, [25:50] DBA Wilson contracting, and the amount of $545,156 [25:56] and $16, please cast your vote. [26:04] Here, this takes us to item nine. [26:05] Other Council members, we do not have any staff reports [26:09] so that leaves us to items of community interest [26:13] for members of the Council this time. [26:15] Eve? [26:22] Well, I think we heard on the presentation [26:24] for the employee of the month, but I will remind everybody [26:27] there's a great activity coming up Saturday, I believe it is, Halloween in the park. [26:33] This is an activity that's had great success in the past and certainly lacking to see [26:41] that it's being held again. [26:44] It'll be out at the softball sports complex, Shepard Access Road, and you can find out more [26:51] information on the city's website. [26:54] Also, recently, I saw, and I wondered about this, that the annual up until the time of [27:04] COVID Veterans Day parade is trying to get organized. [27:10] They haven't had it for at least two years because of COVID. [27:14] And if you're interested in being in that parade, there's information available, the people [27:20] you can call to get more information. There was a house fire, and the person who had [27:28] been ahead of this, passed away in that fire, and it also destroyed all the records of [27:36] those who had been participating, names, addresses, all kinds of stuff. So there had a little [27:42] bit of a loss to get reorganized. So if you've got any information on that, would like to [27:48] be in it. Check. Check. I don't know that they have a website but you could call the [27:56] city and they could give you a telephone number. Thank you. [28:06] Congratulations to Charlie. So it's always you know the employee of the month's [28:11] things always always fun and she has a really good attitude. So the kudos to her, [28:16] especially being a brand new employee. We'll beat her down. [28:25] Anyway, Kudos to her, and there's a lot of fall activities coming up, so I know our [28:32] face agenda is going to be really busy between now and all the days, so that's really [28:36] right around the corner in case anybody had known that. [28:39] And last, I'd just like to thank Pastor Redding for setting through the council meeting. [28:44] It's seldom happens and part of your message this morning was which self-alls the good place to be good place to live and I appreciate that. Thank you, sir. [28:55] Do you [29:05] have one person signed up to speak to him this morning and I just want to remind everybody that the three minute time frame will be adhered to for those addressing their concerns and since comments from citizens are not posted into item city council is prohibited from deliberating or taking any action other than a proposal to place the item on a future agenda. [29:22] staff may provide factual statements in response to inquiries or reside [29:25] existing policy. We have John Horry, who would like to speak about an [29:29] ordinance issue regarding miniature pig permits being denied as of 2019. [29:38] Maybe an address please. John Horry, sorry, what's loud? John Horry, 35-14, University [29:45] Avenue, which doll falls, Texas. [29:49] Thank you. Council Mayor, thank you so much for [29:53] being here today. I also want to thank Luke Rydler and Nikki Bacon. I reached out [29:58] to them at Counselor's Nestor. [30:00] request as I'm in its district. And they've been nothing but wonderful and helpful during a situation that's unfortunately arose arisen, excuse me. I have a mini pig named Emma. She's wonderful. She's a year and a half up years old. One and a half years old. Excuse me. I might used to public speaking. And I unfortunately learned that in 2019 we've ceased issuing permits for mini pigs. I went back and looked at the documents from 2019. Thanks to the help of our [30:30] certain individuals in the city and to the best of my knowledge the primary issue that [30:36] they were, that the animal shelter control committee had addressed was they were receiving [30:43] a bunch of mini pigs that had either been you know at large in the city or who had been [30:48] seized for some purpose or another either not being taken care of or someone suddenly had [30:52] to move and couldn't take the pigs with them and so essentially I've just been a resident [30:58] here for about 17 years. I've thrown my house for about 8 and without the ability to get [31:04] a permit, unfortunately I might have to move or lose my pig and between that I would unfortunately [31:09] have to move because I'm definitely attached to my pig and just to kind of gauge public reception, [31:17] I've canvassed over 200 people in about a period of two days and to the best of my knowledge, [31:23] And none of them were aware that the 2019 ordinance change had occurred. [31:29] Myself included. [31:30] When I bought my house in 2014, I was very rigorous in making sure I could have, you know, [31:36] the appropriate pets that I wanted to have. [31:38] And I did see that many pigs were on the list then. [31:40] And unfortunately, when animal control got called out and investigated a claim which, you know, [31:44] did turn out to be false, I was informed that we couldn't have pigs. [31:48] And I was quite shocked, you know, it's switched off all the stecks of this, you know, who [31:51] doesn't want to pick? [31:52] And so I reached out to Luke Rydler and Nikki Bacon about the situation and unfortunately [32:00] it's not something that they can personally address due to it be a city ordinance issue. [32:05] They even brought it, Nikki Bacon was very kind and brought it before the city lawyer [32:10] to see if there was any way to get a stay or an override or something or a permit issued [32:16] like de facto since I just wasn't aware and unfortunately that wasn't an option. [32:20] So, if possible, I would definitely like to work with the City Council or specifically [32:25] the committee that would be over the, excuse me, animal control situation as far as ordinance [32:31] are concerned. [32:33] I definitely agree that many pigs can be problematic if they're not raised in a proper environment [32:39] where you have access to a yard and plenty of love and support for them, they're definitely [32:44] not an apartment animal. [32:45] They just don't do well in that circumstance. [32:47] So I'd love to work with them to find out a happy solution that will help people, animal [32:52] services, and of course pigs to find a harmonious solution so that I can keep my member of my [32:58] family that I love and cherish who sleeps beside me every night in a comforter with a way [33:03] to blanket and 66 degree temperature on a memory film mattress. [33:07] We've tried re-helming her and it just unfortunately does not work, she is quite pampered. [33:13] So thank you so much and I really appreciate you guys today. [33:16] And thank you, Mr. Smith, for kind of directing me in the right direction. [33:20] Appreciate it. [33:20] Thank you, sir. [33:29] We have nothing on our executive session. [33:32] So I'm going to move this to item number 12. [33:34] So if there is no other business to come up for this council, we are adjourned. [33:37] Thank you.
