Cats pretty much race remains [18:46] the same. But the bulk of the euthanasia for cats uh is still neonates or those [18:52] that have been badly injured. Unfortunately with a heavy [18:55] overpopulation pro problem of mostly unowned cats I believe um they get [19:01] injured a lot and that's a mercy euthania isn't a big category for us. [20:48] So for example um and and this is done and it's done by calendar month. So [20:55] maybe I took a dangerous dog in on May 30th to the shelter, but that dangerous [21:01] dog's outcome might have been a euthanatia or it might have gone back [21:05] home. Um, it might that dangerous dog's uh intake could also be determined [21:12] nothing further. So maybe it didn't end up with a dangerous dog determination, [21:15] but it came in as a dangerous dog designation. [21:19] And then the outcomes for that same month, let's say that it was euthanized. [21:24] Um, that process takes several weeks typically before we make our [21:29] determination. The person has time to come back with it. So, the intake isn't [21:33] necessarily going to add up to the euthanasia number at the same time. And [21:39] um there are situations some sometimes also where we're doing a dangerous dog [21:44] investigation, but we aren't in taking the animal specifically into our [21:47] facility. It may be at a veterinarian. It may be um at doing its home [21:53] quarantine for something that we are going to assume is going to be something [21:57] nothing further and we're not requiring that it come into the shelter while we [22:00] complete the investigation. Um there there's just a lot of different [22:06] variables in that. So it doesn't necessarily equal out to the same. [22:10] » And two, doesn't your euthanasia include like if a citizen brings a pet in [22:16] » right you didn't intake it. Do you you do you do an intake on those or do you [22:23] » um not typically those are gonna those are going to be the um d the next [22:28] category which is dangerous dog. XUP stands for uh owner surrender in our [22:35] um and and so those those mean that the owner brought it to us. We didn't [22:43] necessarily complete a full investigation because the owner is [22:47] saying, you know, this dog maybe it attacked my f my child. It needs to be [22:52] euthanized. And so we wouldn't conduct an investigation on that one, but it [22:55] would count towards the euth. >> So those inverted numbers probably would [23:00] have made more sense for cats since they have nine lives. [25:08] But there's been a lot of public information about a place called [25:13] Miranda's Rescue in Fortuna, California. And this is a rescue where um they went [25:21] in and this place had been receiving animals uh cats and dogs from area [25:27] rescues and shelters and what have you. They couldn't adopt them out. They were [25:31] fundraising on them, making hundreds of thousands of dollars and then killing [25:35] the animals. And so they found graves of hundreds of dogs and cats that have been [25:42] killed over a certain amount of time. It's called Miranda's Rescue in Fortuna, [25:48] California. I urge everybody to Google that. And [clears throat] [25:53] if you don't know for sure that your animals are going to a good rescue, it [25:59] might be going to a horrible death. Um when we and George when [32:44] George I asked to see how the licensing was doing after they they uh um approved [32:51] some of the different things that we had recommended in 2024 which was before it [32:56] was approved they had 15,28 licenses with a revenue of $268,981. [33:04] They also had eight veterinarians on board. Um they had in 2025 they had [33:10] seven veterinarians on board and that number dropped from 9,000 to 9,544 [33:18] with a revenue of 1841 $184 that $184,000 [33:25] and86 and800 $184,869 uh dollars of income. So the income [33:33] dropped not totally in half but it dropped consistently and the numbers uh [33:38] almost dropped in half. >> Is this number how many licensed during [33:41] that year? >> Yes, this is during the year. [33:44] » What if some of those 15,000 in 2024 did a three-year license? [33:48] » They didn't have that ability to because it well they could have at the very [33:52] beginning. Okay. Hopefully [36:34] we'll get more but we don't know. Um and then this is this is just the [36:40] revenue showing how much it went down. I don't have 2023. I never did get 2023 [36:46] but I think it sort of followed the trend. And then 26 is the lowest it's [36:50] been in 25 years I think. And this is all information that we got through the [36:54] subcommittee. So [36:58] we I I presented this at the last meeting and I I did presented it badly. [37:02] I should have sent some of this stuff out previously. Um but at the last [37:06] meeting there were some concerns about the efficiency of the license of [37:10] subcommittee as to what they did and uh they wanted to know what was what were [37:16] recommended and what was you know what was accepted by the city. Okay. [37:22] And so I sent out very late last night because well yesterday afternoon because [37:28] I ran across the the uh workshop uh video where they discussed things. So we [37:36] the board presented the uh recommendations this my [37:42] subcommittee presented the re recommendations in May of 2023 [37:46] and uh at that time it was voted on by the board to pass on with the vote of [37:52] five yays one nay and one absence abstain. So it passed and it was then [37:58] sent on to the police department. Now our in May of 2023 [38:04] and I looked at all the minutes because I knew what happened but at each meeting [38:07] we asked where the meetings were where where are the where the recommendations [38:10] and we really didn't get a good answer. They said, "We don't know downtown [38:14] someplace." And so they were sort of stalled. And then on the [38:20] uh I guess it was the March meeting of 2024, [38:24] Mike, who was a chair at that time, reported that, hey, they're going to [38:29] start they're going to um we're in the process and they hope to get them to the [38:33] city council in the next week in the next month or so. And that was at the [38:37] March meeting. That was about a year later. [38:42] I just uh Googled and IA said there's 130 to 150 dogs in Witchah and IIA is [38:50] never wrong. So if you multiply that times 22.5 [38:55] that's about the average cost of a license. It's 15 if it's fake and [38:59] neutered but 50 if it's not. If you average in all of that it's about 2250. [39:04] So that's two point 2,925,000 [39:08] that could be collected that's not being collected [39:12] » and and that's something that we talked about in this in the slides. Now then um [39:17] in April of 2024 Jan presented for the first time to the city um council the [39:25] recommendations and they prior to going for that one period of time I think that [39:30] those recommendations were being looked at. We we didn't expect all of the [39:35] recommendations to pass. You know, we I I had no no thought that they would ever [39:39] license cats, okay? Much to much to Georgia, but I knew that was probably [39:44] going to be one of the things that we kicked out. But Dan, you got with law [39:48] department, PD, and the finance, and you went through and looked at what [39:53] utilities accept. Okay. And she presented it to [39:57] the city. And I just want I always like to correct things when they're wrong. At [40:01] the last meeting, it was stated that the city council voted no on our [40:06] recommendations, and that's not true. Uh they were the recommendations weren't [40:10] given to them until after the city after PD and uh uh finance and law said we can [40:19] accept such certain months. And um >> but and I just want to clarify that this [40:26] first time she presented them, they were at a workshop, not [40:29] » Yeah, workshop. No, it was a workshop. I'm sorry after and it was after the PD [40:34] had looked at these your workshop. It was after [40:38] » this is the first time it was presented a workshop. I'm sorry I didn't say [40:41] workshop. [41:20] And uh the the uh they were then presented after [41:29] the workshop to the city council in September the September 13th meeting. [41:34] » It was August 13th. >> August 13th. August [41:37] » because it was the same day as neighborhood night out. [41:39] » Really? It was August, not September. Okay. Well, I'm wrong. [41:43] » Okay. I will always admit that I'm wrong. So, it was [41:51] August 13th and they voted seven to zero to accept all of the recommendations [41:56] that >> in the or they were put into [41:58] » they were in the ordinance. Now, I have been because I I sent the the video and [42:03] I wanted everyone to see it because I think that a lot of stuff was said in [42:06] the workshop that I can't you know I can't say everything there. But it was a [42:12] very very good workshop. There's some good questions. But what I did in the [42:15] next six sheet is I printed off very crudely their your um uh PowerPoint [42:23] notes for the workshop. Okay. And so I wanted to go over that because people [42:27] want to know what was taken, what wasn't. And so the first recommendation [42:31] was licensing both cats and dogs. And they said, "Hey, we got enough [42:35] [clears throat] dogs licensing. We can't do cats at this time." And I remember [42:38] talking to to uh Jan about that. And she said, "That's a good idea, but not right [42:42] now." And so it's not like they said never never never but maybe it is never [42:46] never but they said that they wouldn't do that [42:50] at this time. So that one was one that they didn't take with they took with the [42:53] dogs and not the cats. And the second one was mandatory microchipping of cats [42:57] and dogs and this was actually put in the the advisory board wanted to do [43:02] that. I mean the subcommittee wanted to do that but we didn't think we could [43:05] until the police says hey we want you to do that and said okay good we're going [43:08] to put it in. So, we were real happy about that. And that, of course, was [43:11] supported. And then offering a three-year license if a dog has a [43:15] three-year vaccine and offers no refunds for unused years. Uh we I don't think we [43:21] put in the refund, but that was good that we we put it in. We might have put [43:24] that in. But anyhow, uh they supported that. So, that went through. And then [43:30] changing the licensing price to 15 and 50. I think there was some questions [43:34] about it should be 20 and 40, but it ended up being 15 and 50. Okay, 15 for [43:40] altered and 50 for unaltered. And that was we did that so that we could [43:44] encourage spay and neighboring of the of the animals because that's one thing [43:48] that can happen. And the and the police department supported that. And then we [43:52] increased the three dogs and three to two dogs and two cats and three dogs and [43:56] three cats because a lot of us have three dogs. I have three dogs. I hate to [44:01] say that, but I have three dogs. Now I have three dogs. And the and the witch [44:05] supported the recommendation. And I didn't think about it till I looked at [44:07] what you said that that's going to probably drop down some of the animal [44:11] maintenance permits that they have to do. So that's a plus. Okay. Because see [44:14] before if you had three you had to get an animal maintenance [clears throat] [44:16] permit and now it's at four. Then they added a dedicated employee to administer [44:22] the pet license. And we thought if you have someone as an [44:25] employee that does it, you know that that has paid $60,000. I think someone [44:30] said that at the meeting about $16,000 and you were taking in, you know, $800 [44:35] to a million dollars that that they could pay for themselves. But I guess [44:38] the city doesn't believe that. They don't. Okay. Um and the next one was [44:43] partner with the Kansas Mayite to vaccinate for rabies and licensed [44:46] animals before they leave the shelter. We haven't gotten anything. What? [44:50] Nothing's happened with that other than they are vaccinated for rabies. Right [44:54] now they are, but they're not gathering. They're not taking in a license. the [45:01] it's really just more of an open discussion at this point um with them [45:05] getting a new CEO and um talk talking about the pros and cons of how that [45:12] impacts adoptions just with the additional sticker costs and things like [45:16] that. So, >> okay. Kind of like the veterarians. [45:19] » Yeah. So, it's just it's like it's an open discussion. Um but [45:24] uh just yeah, I I I don't know that they're against it. I think that Um, [45:29] part of the thing is too was when they started doing the rabies was also when [45:33] we were kind of starting this conversation and seeing how that how the [45:37] new, you know, online system would work and how we can direct those. Um, I set [45:43] up a resource computer in my lobby that we could try to uh also help people get [45:48] like their licenses that way. So, I don't I mean it's it's open for [45:52] discussion. They're not >> Does KHS give the adopes instructions? [45:57] » They do give them the instructions. And so they have a new CEO. Is that an [46:01] interim? >> They are very close. [46:05] » Very close. Oh, >> yes. [46:08] » I I heard one of the concerns about the license was that maybe the dog didn't [46:14] work out or cat or whatever didn't work out, they brought back. So maybe we need [46:17] to put some language in there that if they bring it back 30, 60, 80, 90 days [46:22] that that they can use that license for another animal or something. I think [46:27] that would maybe circumvent that problem. [46:32] » And something that um uh was talked told to me by a veterinarian, [46:39] I can't think of her name. She's cute because [clears throat] I'm so old that [46:42] there I think it's called a kiosk. There's a little you know what is a [46:45] little thing I'm old. The little square thing that you [46:47] » That's a QR code. a QR code that the QR code could be set up at at the animal [46:53] shelter and at KHS and also in veterinarians where they just have to [46:56] clean in there and do that. The reason behind that, [47:47] George, if you recall, was that the biggest number of animals coming into as [47:52] new animals in the state come from the humane society. They were our biggest [47:57] biggest source of new and new animals coming in and um it would be nice to get [48:02] those on the licensing situation. What do most rescues do when they I mean they [48:09] make sure they have the rabies. Most of them make sure they're stayed and [48:12] neutered. Do they give out information for licensing or do they [48:17] » Well, I can't I can't >> or does anybody ask them? [48:22] » I can't I can't say. Well, I can't speak for other rescues. We generally tell [48:27] about them. Did we tell about the ones that you took about getting them? Well, [48:30] we knew that you would license them. >> Maybe. They don't feed value when they're paying a license fee. They [52:10] think, well, it's just going to some bureaucrat and where that money goes [52:15] goes in their deep pole and when they're But what's the value of [52:22] of the license? Maybe if we f saw some value, they would be willing to go the [52:28] extra mile to part with those dollars. Okay. So, that's a marketing. It's a [52:34] marketing. >> And I know that Councilman High brought [52:38] it up at the council meeting a couple of weeks ago and about the licensing and he [52:45] would suggested threw it out there that have the money collected help support [52:49] the animal shelter and the and the needs of the [52:54] of the animals. >> They look at it as a tax. And and when you're talking about the license licensing department, um I [54:09] talked to my councilman this afternoon who is um [54:15] class at Dalton and he said that there are 80 licenses in the city. So, and I think there's only a [54:32] couple of people that actually work in licensing that handle all of this. So, [54:36] we need to keep that in mind as well. >> Yeah, that's one of the problems. The buses aren't making [55:07] money. Animal shelters not making money. But they could get closer if they could [55:11] get that 2. >> I wouldn't say making money. But [55:26] he said if we see that this is bringing in $3 million, we are going to funnel [55:32] some money to the shelter. So it's not they get it in and spend it on something [55:37] else. they would start funneling in maybe not one for one but maybe does [55:42] have you ever heard that Jan that if we get more money for any fee or whatever [55:48] that and it goes into the general fund they'll see where that money comes from [55:52] and then they'll send some money that way because that's where we're getting [55:56] the money from. Yeah. So, um they didn't get [57:07] back to it. They did say that they um were having challenges with the software [57:11] not doing some of the things it wanted. I don't know if that's specifically [57:14] around dog licensing or other licenses, but that they had set set up to have a [57:21] weekly meeting with the the software company to get some of these things [57:24] fixed. Um, so I just I assume you know when Susan and I talked, we try to [57:29] figure it out and troubleshoot them [clears throat] whatever happens. [57:35] » Okay. So I think uh in the PowerPoint that the WP supported the idea that they [57:40] needed to upgrade things and I think they have I think that it's easier to [57:44] get to that that part and then u they wanted to prior it just said you could [57:51] only do a renewal and not an initial but now you can do an initial. I've not done [57:56] an initial yet. I've just done renewals and then support book licensing uploads [58:00] for vets. And I'm wondering if that's where the Excel file came in from. Do [58:04] you think? Because see that would be a bulk. I looked at that because I I did [58:08] you look at that. I I got it for spayneuter and I said, "Oh my gosh, this [58:13] is ridiculous." Um and maybe they didn't realize how much more work it would be [58:17] for the veterinarians to do that than just the little blue forms. Um and maybe [58:22] they were thinking that would be a bulk upload, but when I talked to Stea and I [58:26] asked her about it, she said, "Well, that's because then we just have to plug [58:30] it in because we don't have to do that." And my hey my my thoughts and I said it [58:34] to her were so you're asking the veterinarians to do your work for free [58:38] and she said kind of yeah and so I did offer something that's different that I [58:41] think um I wish licensing was here because u Olsen they hated just not [58:48] doing something but they were not going to they got upset over that so they quit [58:51] collecting the money but what they had been doing and I don't know how many [58:54] other veterinarians are doing this and maybe they're considered one of the [58:57] three doing it at the end of every month they take the rabies certificate [59:01] of all the dogs they gave a reg in fact I'm starting to do that at the clinic at [59:05] the sputer clinic and end they put them in a packet and they send them off and [59:09] then they can say here these are the people they haven't spent anything but [59:11] you can send out something to say they need to pay their license and so they're [59:15] saying that but I thought that it'd be easier if the veterinarians just sent [59:19] out the rabies certificate because on that certificate it's got everything [59:22] that you need to know about what would go on except for maybe an email and you [59:27] could I guess I could add emails and then if you collected did money, you [59:31] stamped it, paid. I've got a little paid marker then how much they paid and then [59:35] put those aside and have those that didn't pay and those that did pay and [59:38] send it in that way. But I do believe that we need to look at incentives for [59:42] the veterinarians to do something like that. Okay, incentives to do something [59:45] because it when we when we researched this, it said if you don't do it at the [59:49] time of of the rabies, it ain't going to get done. 25% is going to get done. I [59:53] talked to a friend of mine and she said, "Oh, I forgot. I've got that license. [59:57] It's in my drawer, but I I forgot. I I haven't turned it in yet. And it's [1:00:00] something that they forget the minute they walk in the door, the license, you [1:00:04] know, the RA service, you know, stays down. So that's what we learned and they [1:00:08] said we have to work with, you know, we have to get something working with the [1:00:11] veterinarians. Um, and they they approved that. And the [1:00:17] last three things that we had was basically incentives to try to get [1:00:21] people to license their dog. Okay. And um the first one was a benefit of one [1:00:27] free ride home. One of the vet, one of the states had one free ride home. [1:00:30] Obviously, they didn't have any free rides. They were very stingy about that. [1:00:33] If the dog was microchipped and licensed, everything, they would not [1:00:36] pick they picked it up, they check in their license, sign it, and they give it [1:00:39] back to them. There was no charge. Nothing. No charge on for the first [1:00:42] time. But I think that they you said they kind of already do that, Emily. [1:00:48] » Say it one more time. Go ahead. um that the PD and I know they do that [1:00:57] because they'll call us and say hey we who's the owner of this dog because they [1:01:01] didn't register give us and they said because we want to take it back to them [1:01:04] and not bring it to the shelter. So you're doing that more often. We are [1:01:08] doing that more often. >> Pardon? [1:01:09] » We are trying to do that more often. >> Yeah, but you [1:01:12] » has to be home. >> What? [1:01:14] » The owner has to be home. >> Yeah. So you just can't just lose it, [1:01:18] » right? >> Yeah. But anyhow, and then the last [1:01:20] three were uh something that Mike Marlet looked into and it was really pretty [1:01:25] ingenious. Uh and it and in that particular situation, it did increase [1:01:29] the numbers of licensing. That was that really cool license where they had [1:01:33] little coupons that people, you know, PetSmart and everything would give them [1:01:38] for $5 off or whatever. And so it basically if they got you know how you [1:01:42] get those little coupon cards that you buy and they've got a whole bunch of [1:01:45] things you can you pay $10 for it and then you get $20 worth of stuff. And [1:01:49] they said that they had very good I don't know which I don't know which [1:01:53] state it was that did that or city that did that. Mike Mike was the one who [1:01:57] picked it up and I can't remember what it was. But anyhow, um and those I think [1:02:02] uh we weren't we didn't know if that would really go over but we were hoping [1:02:05] it would and maybe one day we could because I think it would be a good [1:02:09] incentive for people to have a cool license for their dog. Did Did you look [1:02:13] at the the slides? >> I Well, I didn't look at this I I [1:02:19] watched the presentation. >> Okay. [1:02:21] » And they didn't mention that. Yes. I So I Okay. sounds, you know, who's going to [1:02:27] administer that? They're going to go around and and solicit [1:02:32] » businesses for such a thing. >> And that was a concern that they had, [1:02:37] » but I'm and I'm sitting here going, you know, I think Smart Pick Wolf Gang would [1:02:43] love to have their names on there with a little $5 coupon, that little thing that [1:02:47] they could click on, but I don't know. But they said they didn't have troubles [1:02:49] getting people on. So, but it does take time and we don't have [1:02:53] » so it's front end on the costs and so someone's got to it's an investment and [1:02:59] so and the local government has to buy into that idea of an investment. [1:03:05] » No, I understand that Mike said that by the way he's pretty good at it. He said [1:03:09] hey I could do the program for you but I don't think they would want to get in [1:03:12] their programming do because I could do the whole program for you the credit. [1:03:15] Okay. So that's what was so those are the recommendations. So basically, [1:03:21] uh, we just had a couple that you didn't take, I think. Is that right? You So, so [1:03:26] the it was pretty much agreed upon by the PD and the finance and, uh, [1:03:32] licensing at that time. Okay. Then it was presented to the city council. I'm [1:03:36] going to correct myself and say August 13th, uh, and 2024, and it passed seven [1:03:42] to zero with the city council. And I think the city say council people I I [1:03:46] listened to that video and they had a lot of good questions that they were [1:03:49] asking you about it. So you know I think they got involved with I think there's [1:03:53] some ideas. So that is that answers what what was pro you know what happened with [1:03:59] the licensing. Um, and uh, I [1:04:06] since then I've had some communication with with you, Jan, about the fact that [1:04:10] maybe that the licensing staff is overwhelmed [1:04:14] because you've added a whole bunch of licensing hand. How many did they say [1:04:17] you have? >> 80 [1:04:18] » 80 different licenses. Do all licenses bring in revenues or do you have [1:04:23] licenses that don't? >> Most of them do not bring in enough to [1:04:26] cover. And I was told [1:15:18] no and I asked why. And I was told and this is the office manager. I didn't [1:15:24] talk with that. And she said, "Well, part of it is they want us to do the [1:15:28] spreadsheet. I don't have time for a spreadsheet. They've got all this the [1:15:32] spreadsheet that they want me to put all this information." And she says, "I [1:15:35] don't have time for this." Reason number two is the vet wanted to send those in [1:15:40] with a check to pay for them. Licensing will not accept that. They want it all [1:15:45] online. >> It's been told. Yeah. That's that's a [1:19:34] significant problem in process and and you're asking questions to figure out [1:19:39] how to fix those processes and I think that's exactly what is needed but it's [1:19:44] also needed to have the citizen input to push the getting the answers. We we all [1:19:49] have to be engaged in talking to our city council people so that it becomes [1:19:53] something more important to them to get pushed through. Um, and I think when [1:19:58] I've been talking to my veterinarian and to other veterinarians, one of the [1:20:03] things is is they've told me about the spreadsheet, which is just undoable. [1:20:08] Um, and then [clears throat] also I think it's unrealistic and unfair for us [1:20:12] as a as a community to ask veterinarians to do something that takes their [1:20:17] people's time and effort and energy without paying them for it. So, I really [1:20:21] think it's important if we're asking veterinarians to collect licenses for [1:20:25] the city, which is going to mean a substantial revenue stream, whether it's [1:20:30] 2.9 million, at least 800,000, um then then we should be giving them, I [1:20:37] suggest just to chuck a number out there, $2 per license. That seems like a [1:20:41] reasonable not nothing fee. something that that could compensate for hopefully [1:20:47] it's not taking more than 10 minutes per license uh in doing now maybe I'm wrong [1:20:53] I I'm not totally knowledgeable so but just saying if we need to be able to [1:20:59] compensate for the work that they're doing on the city's behalf and on our [1:21:02] citizens behalf because as I'm also talking to my animal friendly friends [1:21:08] the people that I know that are picking up strays around town I mean they you [1:21:12] know people that are just really engaged. I talked to my one friend and [1:21:16] she's like, "Does does the city do licenses? This is an animalged person [1:21:22] who doesn't know that the city does licenses." And and [clears throat] she [1:21:26] goes, "Well, why why would you do licenses, Trish?" And I said, "Well, [1:21:32] so that you can make sure that rabies vaccines are done. So that you can help [1:21:37] to fund the animal services that the city does." And to your point and your I [1:21:42] think everybody's point, I think it's important in the marketing campaign that [1:21:46] the city might do that we do change how we I know nobody likes designating [1:21:53] dollars because it makes budgeting harder, but if we can say 50% of all [1:21:59] licensing goes specifically to animal related issues in Witchah, then you're [1:22:05] what am I paying for? You're paying for the shelter. You're paying for [1:22:08] spayneuter clinics. You're paying for animal control officers. That's part of [1:22:13] that marketing piece and that buy in. What What am I getting with this 15 [1:22:16] bucks? That's something very clear line because when it goes all [1:23:22] into the general fund then it becomes a polit not a bad word but a political [1:23:28] decision as to what gets spent where and if the public isn't engaged in speaking [1:23:34] loudly and forcefully for animals and the spending therein then that may not [1:23:40] get funded in that year right something else may be taking priority and if we [1:23:45] can if we can concrete ensure a certain certain percentage of that licensing. [1:23:51] Again, it goes to the marketing. People know that their money is going where [1:23:55] they care about. It's doing something for them in their community. They're [1:23:59] sure of it. Um, [1:24:42] compensate clin modestly. $2 per license to cover the time and encourage [1:24:46] participation. modernize and adequately staff the licensing system so [1:24:51] veterinarians and residents can submit information quickly and efficiently. And [1:24:55] it sounds like they're already doing weekly conversations with the with the [1:24:59] the coders with the programmers, right? [1:25:03] They're working on it. And sometimes we can't just say get it done and it gets [1:25:07] done. It's in a process. Okay, we get that. But we also have to say, but we [1:25:12] need to make sure the process works because the QR code, my vet had a QR [1:25:17] code on the wall. I scanned the QR code. It was it was not active. [laughter] [1:25:22] So, you know, it Yeah, it's one of those things that I have tried to license my [1:25:28] dog before and ran into a dead end. And so, we're all very busy. When we get [1:25:33] home, the piece of paper goes onto the pile of to-dos and the urgent things [1:25:39] stay at the top. and everything else floats down. And so I think it's very [1:25:44] obviously that's happening. 40,000 to 8,000. [1:25:49] That's that's an issue. That's something that has to be corrected. And and it's [1:25:55] not because people love Witchah less or their animals less. It's a process [1:26:00] issue. And that's where you as a board are thankfully asking great questions [1:26:06] that can get to what those process issues are so we can get them fixed and [1:26:11] we can [clears throat] get back to 80,000 licenses because from what I [1:26:14] understand there's probably over a 100,000 animals in dogs in Witchah that [1:26:20] could be licensed and if we're capturing 80 that's much more realistic. Um, and I [1:26:25] think we could do that. And then we're getting into the millions of dollars in [1:26:29] revenue that, you know, people can actually support spay and neuter clinics [1:26:34] so that we don't have as many stray dogs and our shelters aren't overrun and all [1:26:38] the things. [1:28:12] And one of the police I think it was um so I can't think of who it was that told [1:28:16] me he said you know a lot of veterary clinics are not owned by corporates and [1:28:20] corporates have no buy in and are they going to be the ones who said we're not [1:28:24] going to do that? You know she said >> then we need to get the education out [1:28:27] there so that their clients say okay I want this convenience. [1:28:32] Well, it's we need we need to talk to the veterinarians. And so this is where [1:28:37] this is where maybe um you and I can get together and figure out what we can send [1:28:42] out to the veterinarians. So far I just have um licensing [1:30:42] accepting checks or credit card a payments and what other ways can people [1:30:49] or what are the ways people can pay? Are they going to a cashless? That's really [1:30:54] um and then would you well the vets that [1:30:58] was a question for the vets. So that's really the only thing is payment. So, while I understand our governments really love [1:31:33] to move to a cashless society because it makes things easier for them, a lot of [1:31:37] us seniors say, "Hey, in fact, a lot of the ones I work with say, I want a paper [1:31:42] invoice. Thank you." And others say, "Text it or email it." But they want the [1:31:46] choice to be able to do that. And I think it's appropriate for the citizens [1:31:49] to push back to say electronic options are good, but when you take away the [1:31:54] older paper options of I would like to pay in cash, I would like to pay with [1:31:59] check. I would like a paper invoice. I'm even encouraging my seniors, if your [1:32:04] business, like say your utility business wants to charge you a dollar a month for [1:32:09] getting a stamped envelope with a paper invoice, that's a reasonable recovery of [1:32:15] their cost. But you just I I've had one company, one utility company say, "Uh, [1:32:20] we will not give you uh paper invoices, otherwise we're going to charge you $20 [1:32:25] a month." >> Really? The animals that [1:52:55] get reclaimed from the Witcht Animal Shelter, uh, when they go out to the the [1:53:00] door with their owners, are they required to buy a license? So, when a when an animal [1:53:07] is picked up by animal control, you can buy when an animal's picked up, they [1:53:09] pay, if it's not spay or neuter, they pay a $75 spay and neuter. They pay a [1:53:14] $15 license fee and they pay for a rabies vac. No, they don't. Yeah, they [1:53:20] do pay for $25 for a rabies vaccination. And then they also have to pay whatever [1:53:25] else cost. >> Well, and I would say that they pay the [1:53:28] $15 for the for the license, but that doesn't mean that they get the license. [1:53:32] They still have to go proof because a lot of times, well, most of the time [1:53:37] animals are licensed. They also don't have rabies or they don't have anything [1:53:41] they need. >> And that's and we get [1:53:44] » and so they have to go get the rabies or get them spayed neutered and then they [1:53:48] can get the actual license. But I don't know that a lot of them get back. [1:53:53] » Well, we get the ones that come in from city vouchers from you guys. They get [1:53:57] everything because we tell them that we say, "Okay, now did you pay for the [1:54:00] rabies? Did you pay for the for the spade duter?" And no, the license [1:54:03] doesn't come to us with that. But now that you got the rabies that said the [1:54:06] license is free of course you take all this stuff and you've already paid for [1:54:09] the license, but you have to take it back. So that we do that on a regular [1:54:12] basis. Okay. Okay. Any questions? Okay. We're going to go on with just I I [1:54:18] presented last time I presented a a uh something that you guys couldn't read [1:54:23] and so I I peaceiled it and I want to talk to you about the KGA AFI [1:54:29] regulations uh that are changing and I mean I'm so frustrated I don't know what [1:54:34] to say because I found out more information. So this is a process that [1:54:37] has to go through. Uh it no it was not we did not have any regulations that [1:54:43] went live at all. that was the program that allowed them to um do this by email [1:54:50] instead of tape and page. And so I think Stephanie was a little confused about [1:54:53] that. But on September 2025, the uh the regulations were submitted by the state [1:55:00] agency to the department. They went to the state agency. Then they went to the [1:55:04] department of administration. They passed through that. They went to the [1:55:08] attorney general's. And guess what happened? the attorney general found out [1:55:11] something was not right with the with the recommendation. So they sent them [1:55:15] all the way back to the state agency. Okay. And so now they went back to the [1:55:19] state agency. They are went through the department of administration and as of [1:55:23] today they're stuck in the AG's office, the attorney the [1:55:28] attorney general's office and um nobody knows what's going on with those [1:55:33] regulations except hopefully KPA has filed a coma requirement [1:55:40] uh for what the new regulations look like because they started off in one [1:55:44] way. They went through here the attorney general said uh oh there's a problem [1:55:47] with this and we don't like it. So they sent it back. So they made some changes [1:55:50] then they sent all the way back and now we want to know whether those changes [1:55:53] are going to be sufficient or not. Then they still have to go through a bunch of [1:55:57] different things. So I just want to let you know that the regulations as of I [1:56:03] think it was in 2022 or no 2023 when pay when they when they [1:56:10] » kicked everybody's behind because they decided they wanted to be really nasty. [1:56:15] And so the uh regulations that determine all these terrible things that rescues [1:56:21] and shelters have to do are still stuck in the AG's office. So, if I said or made nonsense at times, the [1:57:50] dentist may have went a little too far up into my roof of my mouth and the [1:57:55] novacane might have penetrated my cranium. Um, [1:58:00] in July of 2015 is when the animal board started, July of 2015. So, we're talking [1:58:06] 11 years ago. Um, and Stephanie and I were the only two individuals who have [1:58:12] been to every meeting since then. And then also, Chief Snow is reti retiring [1:58:17] in uh August if you haven't heard. And she's coming to speak to me neighborhood [1:58:24] on um the 20th of uh July. and then Grand View Metal Arc on the 21st and uh [1:58:32] we're making her a cake a bulk night and uh and we're going to send her off uh [1:58:37] into her retirement. >> Okay.
