[28:42] judged by their character as
[28:44] well as by the company. They
[28:46] keep. And I must say, I think
[28:47] I'm in great company this
[28:49] morning. Still feeling pretty
[28:52] good today is not only the
[28:53] start of a new era of
[28:54] leadership with a new fire
[28:55] chief and for the fire
[28:58] department, but also started a
[28:59] new tradition with the fire
[29:03] chief installation ceremony.
[29:04] Public service is a calling
[29:06] that comes in many forms from
[29:07] serving in elected office such
[29:08] as the City Council. 2 are
[29:11] many talented leaders who are
[29:12] with us today at the
[29:15] department director level and
[29:16] those on the front lines,
[29:16] including are many
[29:18] firefighters. Excuse me who
[29:21] are here today, police
[29:22] officers and others who are
[29:25] doing our day-to-day work.
[29:26] Wichita's fortunate to be
[29:28] served by so many dedicated
[29:30] and hardworking public
[29:31] servants who put the needs of
[29:33] the citizens first and work to
[29:35] enhance the quality of life
[29:37] and make Wichita a better
[29:39] place for those to live work
[29:42] and visit this great city. So
[29:42] to all the employees of the
[29:44] city which saw I offer my
[29:48] deepest appreciation. There's
[29:51] a lot of joy inquiry wards and
[29:53] public service, but we don't
[29:55] often do a lot of pomp and
[29:58] circumstance. Let alone have
[29:59] some bagpipes dress blues
[30:02] today as we see. So today is a
[30:04] special day for many reasons
[30:05] which I'm proud to highlight
[30:09] as follows. First installation
[30:10] ceremony marks the beginning
[30:13] and strong confidence we
[30:14] interest and one of the most
[30:14] important public safety
[30:18] leadership positions. We do
[30:19] this publicly to recognize
[30:21] that both are responsible to
[30:21] the office and the face we put
[30:24] in the fire. Chief leaderships
[30:24] leadership skills and
[30:28] decisions. We're also doing
[30:29] this publicly to recognize the
[30:31] chief Mears not only joining
[30:34] the highly professional and
[30:35] will train fired Wichita Fire
[30:36] department. But as being
[30:40] welcomed. As the newest member
[30:41] of the larger Wichita employee
[30:45] family. There is an honor
[30:48] where much is expected and
[30:49] give with high expectations
[30:51] from me and others gathered
[30:52] here. But also much is
[30:54] required from all of us
[30:57] gathered as we pledged support
[30:57] for chief. Your many years of
[31:01] success. As with anything
[31:03] behind those out for He's a
[31:05] strong group of supporters.
[31:09] Including family members. Who
[31:10] are also share in the public
[31:12] service of their loved one.

[34:38] their roots in the earliest
[34:41] days of organize firefighting.

[34:46] trumpets or bugles to give
[34:47] commands over the noise and
[34:51] confusion of a fire scene.
[34:53] Over time. Those vehicles
[34:53] became symbols of Rankin
[34:54] leadership within the fire
[34:58] service. The fire crossed.
[34:59] Eagles present today signify
[35:03] the rank of fire chief. But
[35:04] leadership in the fire service
[35:05] is really carried by one
[35:08] person alone. It has a great
[35:11] deal not only at the chief.
[35:12] But also at the family who
[35:14] supports him through the long
[35:17] hours. Difficult calls and
[35:18] responsibilities that come
[35:21] with serving the community.
[35:23] And so I'd like to ask his
[35:24] wife Anita, to do the official
[35:39] painting of his badge.

[42:50] approximately 15 million meals
[42:52] distributed by the Kansas Food
[42:55] Bank in 2025. The of their
[42:58] network of agency partners,
[42:59] food pantries, meal programs
[43:01] and other community
[43:03] organizations demonstrating
[43:05] the importance of the Feeding
[43:06] America Network, which stands
[43:08] alongside neighbors facing
[43:10] hunger to ensure everyone has
[43:13] access to the food and
[43:13] resources needed to thrive in
[43:16] our community. Whereas
[43:18] SEPTEMBER has been designated
[43:20] nationally as Hunger Action
[43:23] month to bring all communities
[43:25] together and inspire action to
[43:26] elevate the voices of those
[43:29] experiencing food insecurity
[43:29] in local communities and
[43:33] across the nation to end
[43:33] hunger and join with food
[43:35] banks and their awareness
[43:37] events throughout SEPTEMBER to

[44:31] me and a board member without
[44:32] without the help of am and the
[44:34] thousands of volunteers that
[44:35] we receive at the food bank
[44:35] every week, we wouldn't be
[44:37] able to provide as many meals
[44:42] as we do. So once again, thank
[44:43] And remember us all year round
[44:44] because hunger doesn't stop.

[53:15] $300,000 employee benefit.

[53:19] $300,000 for them, but you
[53:20] want to get 9 million to a
[53:24] bridge extra. One year ago was
[53:26] 3 Million. How do you co from
[53:28] 3 million to 9 million
[53:31] dollars, the bicycle board
[53:32] itself increase of 2 million
[53:33] dollars double that budget
[53:36] starting. I think it was last
[53:38] year. Where is that 4 million
[53:42] dollars they for their board.
[53:43] Where's that money going
[53:43] towards bridge? Is that money
[53:47] going towards this bridge or
[53:48] where's that money going? So
[53:49] you've got 4 million that goes
[53:50] to the bicycle board. You've
[53:52] got 9 million that's going to
[53:56] the bridge. That's extra.

[53:59] 3 Million. That's 16 million
[54:01] dollars. You guys are spending
[54:03] this year for the bicycle
[54:03] board for one bridge and
[54:05] whatever else they're doing in
[54:06] the city, which is basically
[54:07] putting stripes on the
[54:11] streets, which is the lease, a
[54:13] fun least used of all bicycle
[54:14] lanes, according to the
[54:17] federal guidelines. That's the
[54:17] least use least safe, which is
[54:21] against everything of the
[54:21] city's goal of all abilities,
[54:26] all ages for bicycles, the
[54:29] stats used as we see in
[54:29] politics from both sides
[54:32] support their own ideas. The
[54:36] city is trying to say 93 days
[54:37] that crossing anybody who's
[54:38] driven web or anybody who's
[54:41] driven Rock, which it
[54:42] constantly? No, there's
[54:43] absolutely never. 93 people
[54:45] crossing crosswalk. Absolutely
[54:52] not. That is an inflated
[54:53] number happens in SEPTEMBER.
[54:54] That's coming up. I signed up
[54:55] to be a counter cause. I want
[54:57] to see how many times the same
[54:58] people go over and over and
[55:00] over to inflate this number. I
[55:02] know. Bike lock, Wichita and
[55:03] the professional bikers who
[55:06] have their clips. It's a way
[55:08] that distinguish. I know that
[55:11] they use they organize around

[1:20:59] expansion of wastewater

[1:21:01] under construction
[1:21:02] improvements. Include a new be
[1:21:05] in our structure for meeting.
[1:21:07] Enhance regulations for
[1:21:08] nutrient removal, particularly
[1:21:09] for phosphorus and nitrogen
[1:21:14] within the plant. Flu it,
[1:21:15] includes investment over
[1:21:16] control upgrades to existing
[1:21:17] processes and rehabilitation
[1:21:21] of aging structures. While
[1:21:21] some upgrades increase energy
[1:21:24] efficiency at the at those
[1:21:25] processes and they be in our
[1:21:26] structure, increases the
[1:21:28] overall energy demand at the
[1:21:29] plan, which requires upsizing
[1:21:31] and natural gas main and
[1:21:38] service lines. Can't get
[1:21:39] answers provided to
[1:21:40] agreements. One for of size
[1:21:41] and the current service line
[1:21:42] and meter and the other for
[1:21:44] upsizing. The gas from 4 to 6
[1:21:45] inches in diameter again to
[1:21:49] provide additional. A service
[1:21:51] we need for this expanded
[1:21:52] facility. The cost for
[1:21:53] Upsizing. The main is a joint
[1:21:54] investment between Kansas
[1:21:58] guests in the city. Our Sarah
[1:22:00] 65% based the cost based on
[1:22:01] anticipated increase in energy
[1:22:02] demand over the next 7 years.
[1:22:03] So that's a theoretical
[1:22:06] calculation. The and we will
[1:22:09] need for the larger facility.
[1:22:11] There is a clause and here
[1:22:13] based on that theoretical
[1:22:14] calculation, if we use less,
[1:22:14] our cost to them will
[1:22:18] increase. But a court. But in
[1:22:20] the same, if we use more, we
[1:22:22] do get some of that money
[1:22:22] back. All of the additional
[1:22:25] costs, if new to include in
[1:22:27] the budget. It says city
[1:22:28] season dissipated uses a
[1:22:29] refund. As I mentioned, a
[1:22:31] refund will be issued by can
[1:22:32] discuss for the exceedance at
[1:22:35] the same rate upon requests.
[1:22:36] But expect it will be pretty
[1:22:37] close to where we expect to be
[1:22:40] the cost of size, the service
[1:22:40] and the meter of that for the
[1:22:43] plan is just under $80,000
[1:22:44] city's share of the cost of
[1:22:50] size Itself. $227,000 for a
[1:22:51] total amount of just over
[1:22:54] 305,000 funding is available
[1:22:55] within the current be in our
[1:22:57] budget of 387 million dollars,
[1:22:58] which was approved by the City
[1:23:02] Council in MARCH 5th of 2024.
[1:23:03] Staff recommends city council
[1:23:04] approved agreements not
[1:23:05] authorize necessary
[1:23:06] signatures. I do want to get a

[1:23:18] we're on track to be. We're
[1:23:19] still projecting full
[1:23:20] completion by the fall of
[1:23:24] 2027. I mentioned over control

[1:23:32] cover insulation is now
[1:23:33] complete structure is prepared
[1:23:35] for either static testing,
[1:23:35] followed by 30 day operational
[1:23:38] periods. We've got multiple.
[1:23:39] And then when you look to the
[1:23:41] middle picture for the odor
[1:23:42] control systems to the
[1:23:43] forward, Vance, Total control
[1:23:46] systems are fully operational
[1:23:47] actively. What we call
[1:23:49] scrubbing the foul air from
[1:23:50] includes basins and
[1:23:51] discharging treated or so
[1:23:54] between those 2 pictures. We
[1:23:56] talked before about his almost
[1:23:58] 60 million dollars investment
[1:23:59] with this project dedicated to
[1:24:00] odor control. So it's a lot
[1:24:04] happening. We will start to
[1:24:05] see in and with the sensors
[1:24:06] that we have around the
[1:24:06] perimeter of the facility. We
[1:24:08] are seeing improvements
[1:24:10] already by next spring. We
[1:24:12] should see a marked
[1:24:13] improvement with control
[1:24:15] coming out of facility a daily
[1:24:17] basis. As we've gone through
[1:24:20] construction and some of the
[1:24:24] processes change some parts of
[1:24:26] the overall process are taken
[1:24:27] offline. That impacts older
[1:24:29] while we're in construction.
[1:24:30] We're going to start to see a
[1:24:31] really big difference by
[1:24:32] spring. And by the time we get
[1:24:35] to next fall place in the
[1:24:36] project. It's not all going to
[1:24:39] go away at all times. But
[1:24:40] there will be a major
[1:24:40] difference with out of
[1:24:41] control, which is a good
[1:24:45] thing. The biggest part of
[1:24:46] this project to be in our
[1:24:49] structure itself shown on the
[1:24:51] right is not complete its
[1:24:53] past. Watertight is testing.
[1:24:53] That was a big milestone for
[1:24:54] this project. So being able to
[1:24:58] move forward. With getting
[1:24:59] that actually ready for
[1:25:02] process control and treatment.
[1:25:04] And that's also starting to
[1:25:06] bring staff online, getting
[1:25:07] training so that they
[1:25:07] understand the process that
[1:25:10] come with this project. So I
[1:25:12] will go back again and say
[1:25:13] with all of that staff
[1:25:14] recommends city council

[1:25:16] authorizing the search
[1:25:17] signatures. That happens to

[1:26:10] byproduct of the treatment
[1:26:15] processes flared into the air.
[1:26:17] We're working We put out a
[1:26:23] request for proposals to work
[1:26:24] private, into to design, build
[1:26:26] a company that would come in
[1:26:27] and catch that guys. This is
[1:26:28] done at other facilities
[1:26:30] around the country. We
[1:26:31] contemplated this at the
[1:26:32] beginning of the be in our
[1:26:33] project and decide what makes
[1:26:35] sense. Maybe if in later.
[1:26:36] We're getting really close
[1:26:38] working on contract terms now
[1:26:39] kind of discussion yesterday
[1:26:42] with staff and council about
[1:26:45] that, the first lighting, a be
[1:26:46] coming to the council and not
[1:26:47] a consultant, but the design
[1:26:49] build team our partner and the
[1:26:52] U.S. They will own and operate
[1:26:54] the facility and we will
[1:26:55] realize a percentage of
[1:26:56] revenue from that. I don't
[1:26:57] know what that number looks
[1:26:57] like just yet. But that's part
[1:26:59] of what we're working on of
[1:27:03] how that share would anyway.
[1:27:04] It will be on site pretty
[1:27:06] close to where the fleur is
[1:27:08] now. Chilly west of where
[1:27:10] operations building is there
[1:27:11] space out there for really
[1:27:13] doesn't take up a lot of
[1:27:14] space, but we've certainly
[1:27:15] contemplated that as we've
[1:27:16] gone through this, everything

[1:28:07] plant to were those products
[1:28:13] can be taken to. Those will
[1:28:14] basically dispose of at our
[1:28:14] planet. What it does is it
[1:28:15] creates a richer gas. It
[1:28:19] creates more gas. And it's
[1:28:21] it's basically it's put into
[1:28:22] our digest years. Ultimately
[1:28:26] that can increase our. Return
[1:28:28] on revenue for this, too. So
[1:28:30] that's a good thing because it
[1:28:31] will provide should provide
[1:28:31] benefit to the restaurant
[1:28:35] community in particular.

[1:30:07] Children and Families which a
[1:30:09] police permit and was struck
[1:30:11] children's home. The proposal
[1:30:12] was completed and submitted
[1:30:13] before the federal deadline of
[1:30:18] 8.17

[1:30:20] continues to experience
[1:30:21] significant levels of
[1:30:22] unsheltered homelessness,
[1:30:23] particularly among transition
[1:30:27] aged youth.

[1:30:32] to 22 in need of targeted
[1:30:34] outreach crisis response
[1:30:36] screening and Rapid housing
[1:30:38] navigation supports current
[1:30:38] community resources, place
[1:30:41] those eligible youth and units
[1:30:42] in about 4 to 6 weeks,
[1:30:43] depending on the documentation
[1:30:44] inspection, scheduling ling
[1:30:48] work readiness. The city is
[1:30:48] applying for this street
[1:30:50] outreach program grant to
[1:30:51] create an additional community
[1:30:52] resource to expand. Use
[1:30:54] specific street outreach
[1:30:56] capacity, provide housing,
[1:30:56] navigation and stabilization
[1:30:59] services Boucher holders and
[1:31:01] reduce repeated exposure to
[1:31:01] crisis trafficking risk in
[1:31:04] unsafe environments. The city
[1:31:06] stands to benefit through
[1:31:07] enhanced to safety, faster
[1:31:09] movement from street to
[1:31:11] housing, reduced recidivism
[1:31:12] and strength and coordination
[1:31:13] across the housing and
[1:31:13] Community Services Department
[1:31:17] which to children's home
[1:31:18] Wichita Police Department,
[1:31:19] division of Child and Family
[1:31:20] Services Committee partners
[1:31:21] all throughout requiring new
[1:31:26] say fights. The Wichita, you

[1:31:34] to person outreach team for
[1:31:35] doing gauge Mont and targeted
[1:31:38] locations. Services will
[1:31:39] include crisis intervention.
[1:31:40] Standardized assessment,
[1:31:42] safety planning trafficking
[1:31:45] prevention, education, case
[1:31:46] management and has application
[1:31:48] that will be supported by our
[1:31:49] foster to use Independence and
[1:31:50] Home Fund. A tenant based
[1:31:53] rental assistance. Vouchers.
[1:31:54] Pull up services up to 12
[1:31:55] months strength and the
[1:31:56] tendency retention and reduced
[1:32:01] returns to homelessness.
[1:32:02] They'll be part of our program
[1:32:04] manager at 10%. 2 fte housing
[1:32:08] navigators. Travel supplies,
[1:32:09] supplies in it to get the job
[1:32:14] done. Overhead and other vital
[1:32:14] documents. Indirect cost
[1:32:18] stating that. And give you a
[1:32:19] graph here in a minute to some
[1:32:23] all of this up. The program
[1:32:23] does require you can she be
[1:32:25] 10% of the project's total
[1:32:27] cost per section 3, 3, our 8 y
[1:32:31] Act in the match. Therefore is
[1:32:33] $22,000 222 anyway, the match
[1:32:34] will be tracked via designated
[1:32:35] has in general Fund building
[1:32:37] code and support coordination
[1:32:38] activities, essential to the

[1:32:56] a summer station of the budget

[1:33:04] home, provide youth

[1:33:07] immediate safety. 24 7 shelter

[1:33:13] the program's ability to
[1:33:14] deliver same day pathways off
[1:33:18] the street. Which a police
[1:33:19] department supports hot spot
[1:33:20] at a vacation save outreach
[1:33:22] deployment crisis. Routing and
[1:33:24] warm handoffs all aligned with
[1:33:25] the homeless outreach team
[1:33:25] commitments to rights,
[1:33:28] respecting resource engagement
[1:33:28] rather than enforcement. Only
[1:33:33] response us. The program
[1:33:36] activities. Okay engage
[1:33:37] potential program.
[1:33:38] Participants, safety planning,
[1:33:40] shelter, access documentation,
[1:33:42] eligibility Unit acquisition
[1:33:44] and inspection. Lisa move in

[1:33:50] team will serve 120 unique
[1:33:52] individuals per year and
[1:33:54] demonstrate state safety and
[1:33:55] stabilization faster housing

[1:34:00] stability over top minds. Our
[1:34:01] current community showing
[1:34:06] success rate of 44%. Again
[1:34:06] financial considerations.

[1:34:09] However, no new city funds are
[1:34:12] requested. The Mets already
[1:34:13] budgeted and the Housing
[1:34:14] General Fund and will be
[1:34:14] tracked using it needed
[1:34:19] building code. This grant does
[1:34:22] not allow us to use federal
[1:34:24] funds as the match. So we're
[1:34:26] going to using the general
[1:34:28] funds and moving other funds
[1:34:28] into the general fund
[1:34:31] accommodate for the match. The
[1:34:32] grant application has been
[1:34:33] reviewed and has been approved
[1:34:34] as to form by the law
[1:34:38] department. And we recommend
[1:34:38] that you approve the
[1:34:39] submission, acceptance of the
[1:34:40] administration for Children
[1:34:41] and Families, Street Outreach
[1:34:43] program Grant for the Wichita
[1:34:43] Youth Street average and
[1:34:47] housing navigation project

[1:36:18] that there are chance to talk
[1:36:21] to the roads that are in
[1:36:21] shelter at second lie and
[1:36:23] other places not meant for
[1:36:24] human habitation. And this
[1:36:25] will allow us to reach
[1:36:27] directly to them to sort
[1:36:31] circumvent their natural need
[1:36:32] to find a case manager where
[1:36:33] that naturally be one out
[1:36:37] there talking to them.

[1:37:00] dialogue with icy tsa last to
[1:37:01] ensure that they are embedded
[1:37:01] in the homelessness work that
[1:37:06] we do.

[1:37:20] can collaborate, I think that
[1:37:23] would be great. And then in
[1:37:24] terms of the training
[1:37:28] curriculum on Page, 31, who

[1:37:30] framework of curriculum as it
[1:37:33] relates human trafficking.
[1:37:35] >> We will be reaching out to
[1:37:36] I c t s o s and we will be
[1:37:37] using the administration for
[1:37:39] child and family Services.
[1:37:40] This is a collaborative grant.
[1:37:41] So we'll be working directly
[1:37:42] with that organization to
[1:37:47] facilitate that work.

[1:38:20] through both a hot are
[1:38:21] community members who who said

[1:38:28] be reaching out to those
[1:38:28] individuals that h m
[1:38:29] determined are within the
[1:38:32] appropriate age group and
[1:38:33] we'll be executing the usual
[1:38:33] model that we have been doing.
[1:38:36] Kind developing over time in
[1:38:37] that we're going to street
[1:38:38] outreach, housing, navigation
[1:38:41] and housing, stabilization.
[1:38:42] Once we get them moved in to

[1:45:35] other traffic signals and
[1:45:36] accessibility upgrades for
[1:45:40] feasible. And the fiber optic
[1:45:41] communication cable. Well,

[1:45:43] traffic signals and to the
[1:45:45] advanced traffic management
[1:45:47] system and monitor there deep

[1:52:34] repair. The water dead in
[1:52:36] Maine, Slim. A nation project
[1:52:37] would be used to fund
[1:52:38] improvements that are needed
[1:52:40] to combat pressure and water
[1:52:42] quality issues and those that
[1:52:43] will enhance system
[1:52:46] performance and reliability.
[1:52:47] Water and sewer mains for
[1:52:50] future development projects,
[1:52:51] primarily serve new
[1:52:52] development and water and
[1:52:53] sewer infrastructure. As the
[1:52:56] city grows. And the proposed
[1:52:57] projects, a request by
[1:52:58] developers and evaluated by
[1:52:59] staff to make sure the
[1:53:00] proposed improvements are in
[1:53:01] the best interest of the
[1:53:06] utility and the city. It count
[1:53:08] will allocate first come first
[1:53:09] serve basis. And the projects
[1:53:10] on the list are 100 19th
[1:53:11] Street, north of 31st Street

[1:53:23] South. And near 37th Street
[1:53:30] South and Rock Road. Sarah

[1:53:33] replacement program helps
[1:53:34] replace Korea or rehabilitate

[1:56:55] Woodlawn. Okay. 96 and
[1:56:56] construction began in
[1:57:00] FEBRUARY. Phase one will also
[1:57:02] upgrade existing rectangular
[1:57:04] rapid clash began. At the
[1:57:07] crossing at Woodlawn. With a
[1:57:10] high intensity crossing. High
[1:57:10] intensity activated crosswalk
[1:57:13] or hawk. Crossing improvements
[1:57:18] will also be. Included, are
[1:57:21] constructed at the
[1:57:22] intersections of Greenwich
[1:57:23] Road and Weber Road where the
[1:57:25] trail crosses. Median race
[1:57:28] medians will be constructed.
[1:57:29] As well as talk signal at both
[1:57:35] of those locations. Face to
[1:57:37] the project. We'll improve the
[1:57:38] crossing at rocket with a new
[1:57:41] pedestrian. Overpass and
[1:57:42] pedestrian connections from
[1:57:47] the past to area businesses.
[1:57:47] On the This is more than just
[1:57:51] a bridge project. As mentioned
[1:57:53] before the bridge itself
[1:57:54] estimated to be approximately
[1:57:58] 3 million dollars. However,
[1:57:59] there also additional cost
[1:58:01] included with the project,
[1:58:07] which includes the walls. That
[1:58:08] extend approximately this
[1:58:09] project will be approximately
[1:58:10] a quarter mile on either side
[1:58:14] of rock road. So will
[1:58:14] construct a wall so that the
[1:58:17] path is ada compliant,
[1:58:19] drainage improvements,
[1:58:20] sidewalk connections to very
[1:58:21] businesses that I mentioned
[1:58:27] and the path itself. City has
[1:58:28] also received a private
[1:58:30] donation of $150,000 for the
[1:58:32] project. Funds will be
[1:58:33] utilized to great post wire
[1:58:35] mesh with a tighter we've
[1:58:36] providing additional public
[1:58:43] safety. Additional funding
[1:58:45] through Apple was identified
[1:58:46] after the 2027 through 2036,
[1:58:50] proposed Cip was published. 20
[1:58:53] 27th 2036, adopted Capital
[1:58:55] Improvement program include
[1:58:59] 5 million 562 thousand 7 $163
[1:59:00] and federal funds face to an
[1:59:04] ongoing projects. Federal
[1:59:05] funding needs to be obligated
[1:59:09] by the end of this month. Make
[1:59:10] sure we have it in hand and
[1:59:14] received. We have received
[1:59:14] that has to be obligated by
[1:59:19] the end of the month. Staff
[1:59:21] recommends initiating the full
[1:59:22] amounts other private donation
[1:59:23] federal funds for a revised
[1:59:25] budget of 17 million, 830,000

[2:00:31] mention it's approximately 3
[2:00:35] miles. Of path. Construction
[2:00:36] as well as a crossing
[2:00:37] improvements at Woodlawn.
[2:00:45] Weber Road. And Greenwich. The
[2:00:46] estimated project cost for
[2:00:48] phase one of this time as it
[2:00:49] has under construction since
[2:00:52] FEBRUARY. Yes, my project
[2:00:53] costs is a little over
[2:00:56] 5 million dollars. And that
[2:00:56] would include the construction
[2:01:00] design. Inspection. To basic
[2:01:04] cetera. With general
[2:01:08] obligation. And federal
[2:01:10] dollars. Total budget of phase
[2:01:11] one. We believer around
[2:01:16] 6 million dollars. Face to the
[2:01:16] project, which is the rock
[2:01:20] road pedestrian bridge as
[2:01:20] mentioned before cause
[2:01:21] approximately a quarter mile
[2:01:25] on either side of recruiting.
[2:01:26] In addition, Evergy needs to
[2:01:28] make modifications to their
[2:01:30] lines and we had an agreement
[2:01:32] that went before City Council
[2:01:33] in DECEMBER for approximately
[2:01:39] $900,000 for that work. So we
[2:01:41] are estimating the project
[2:01:44] cost or face too. Have a look
[2:01:48] at 9 million dollars. Well,
[2:01:49] over 9 million dollars. That
[2:01:51] includes average. It cost
[2:01:52] design inspection face
[2:01:57] construction. The general
[2:01:58] obligation portion of that.
[2:02:00] Plus, the nation is 6.2
[2:02:03] million dollars. And 5.5, 60
[2:02:05] million dollars that we
[2:02:07] recently received from for
[2:02:08] total budget of 11.8 million
[2:02:12] dollars for phase 2. So that
[2:02:13] totals up to the 17.8,
[2:02:16] 3 million dollars. For both
[2:02:17] phases of the project for the
[2:02:22] total budget. Provided
[2:02:25] favorable saved. Later this
[2:02:31] fall. Some of the general
[2:02:32] obligation MAY become
[2:02:34] available to reprogram future
[2:02:35] years of budget for cip
[2:02:40] cycles. Again, we're
[2:02:42] estimating total project cost

[2:16:45] local lice. But it's just not.

[2:16:51] just got I honestly, I don't
[2:16:53] feel comfortable get good
[2:16:54] breakdown that I feel like
[2:16:55] community deserves that. Break
[2:16:59] down as well. Because it's not
[2:17:06] match I prefer having work.

[2:17:08] given to us because even by
[2:17:13] door. Quick estimates, the
[2:17:15] bridge is now 3.5 million. You

[2:19:27] time until we get it in place.

[2:23:59] start with a city budget will
[2:24:03] fund the project or Because we
[2:24:03] don't know what we're going to
[2:24:06] find available for outside
[2:24:10] funds. City Council is always
[2:24:11] encourages us to leverage
[2:24:12] outside funds first, right?
[2:24:14] That's our goal. So then what
[2:24:15] happens as we start adding in
[2:24:19] these federal funds? 2 local
[2:24:20] funds very had we end up with
[2:24:22] a budget. That's more than we
[2:24:24] need. And this is a
[2:24:24] conversation I had with the
[2:24:25] vice mayor walking in morning.
[2:24:28] Historically, we haven't. At
[2:24:31] intermediate points taking
[2:24:34] money away. We compile this
[2:24:34] collective budget, but I
[2:24:35] wanted to be out of control
[2:24:39] out of hand. But we utilize
[2:24:44] the federal funds first the
[2:24:46] smallest amount of local funds
[2:24:47] we can to balance the
[2:24:48] whatever's left over is Paul
[2:24:48] talked about those back in the
[2:24:54] cip. We actually by council
[2:24:55] policy to are not able to
[2:24:57] utilize that leftover funding
[2:24:59] to expand the scope of the
[2:25:00] project. That's just not how
[2:25:00] it works. That's why it goes
[2:25:02] back in for future
[2:25:03] consideration. I'm not telling
[2:25:04] you this and it is to change
[2:25:07] what you're going to do today.
[2:25:08] Just a lot of nuances to this
[2:25:11] is a lot to work through. It's
[2:25:11] probably a good opportunity
[2:25:14] for us to look at how we bring
[2:25:15] these projects to you in the
[2:25:15] future, especially when
[2:25:16] they're going to over a longer
[2:25:18] period of time. But either
[2:25:20] way, I think we can survive a
[2:25:21] week if you're interested in
[2:25:23] giving us another week, we
[2:25:24] could provide some more
[2:25:26] detailed information to at
[2:25:26] next week's council meeting to
[2:25:28] really break down where we've
[2:25:33] follow. Question so

[2:26:22] the 7th time it's come here.
[2:26:23] It wasn't because our good
[2:26:24] friends in public works wanted
[2:26:27] it to. We have controls that
[2:26:28] provide transparency. That's
[2:26:30] why this project has been
[2:26:32] followed and advised by
[2:26:33] counsel 7 times unit will 6
[2:26:34] unanimously. We'll see what
[2:26:37] happens today. Right? So we
[2:26:40] had a budget and then because
[2:26:42] the staff the public works,
[2:26:45] staff was aggressive and
[2:26:46] worked with po and worked with
[2:26:49] private entities was able to
[2:26:50] secure additional funding. So
[2:26:52] potentially if we approve it,
[2:26:53] then that funding is put into
[2:26:54] the pot. That's why it looks
[2:26:57] like the pot group. But what
[2:26:58] happens is now we have the pot
[2:27:00] will the federal funding and
[2:27:02] then we utilize local fund and
[2:27:04] then what isn't spent is going
[2:27:05] to go back into the cip diff
[2:27:07] and other great projects in
[2:27:09] our community. And I see Mark
[2:27:10] Manning is nodding his head,
[2:27:11] which means I always joke that
[2:27:14] I went to the mark, meaning
[2:27:15] school finance. And so that's
[2:27:18] why it looks like the
[2:27:18] project's grown. The cost
[2:27:21] hasn't grown the project
[2:27:23] budget has grown. Gary, is
[2:27:24] that correct? It is. And what
[2:27:26] makes it really challenging,
[2:27:27] especially the vice mayor is
[2:27:27] question and the difference
[2:27:31] between 12 14 Million.
[2:27:32] >> As we stepped through, gets
[2:27:34] kind of confusing. Needless to
[2:27:34] say, are you with me having
[2:27:36] this discussion on what's
[2:27:38] project budget?
[2:27:40] >> And what's expected costs
[2:27:41] and somewhere in between
[2:27:42] there, the part of this that
[2:27:42] gets lost in those 2. And we
[2:27:43] try to be clear about it is if
[2:27:47] you look at it, design costs
[2:27:47] are easy to identify.
[2:27:48] Construction costs are easy to
[2:27:52] identify. We can easily add 25
[2:27:56] to 30% of these costs for
[2:27:58] managing these projects over
[2:28:00] the period of time. And that's
[2:28:02] not an exorbitant cost. That's
[2:28:02] industry standards. We keep
[2:28:05] those at a minimum. We're all
[2:28:07] for our staff to work these
[2:28:10] projects through this entire
[2:28:11] process. Costs associated with
[2:28:13] that one property management
[2:28:15] gets involved of acquiring
[2:28:17] U.S. Are right. Is costs
[2:28:18] associated with that. There's
[2:28:19] agreements with k Paul Munson
[2:28:22] tip fees. When we get federal
[2:28:24] funds through there is a cost
[2:28:27] that comes with that to help
[2:28:27] support when POWs operations
[2:28:28] as a percentage of the federal
[2:28:31] funding we receive. What will
[2:28:32] try to start doing a better
[2:28:34] job is a breaking those down
[2:28:35] for you. I would shutter to
[2:28:36] stand here in front of you and
[2:28:38] talk about the cost of erosion
[2:28:41] control and things like that.
[2:28:43] But I think we can break this
[2:28:44] down at a higher level that
[2:28:45] talks about design
[2:28:47] construction and project
[2:28:48] management costs so that, you
[2:28:49] know, everything that goes
[2:28:52] into that we have that
[2:28:53] information on a sale would
[2:28:54] tell you when we come in front
[2:28:55] of the council are trying to
[2:28:57] make it and efficient certain
[2:28:59] not trying to hide anything,
[2:29:00] but we can certainly change
[2:29:01] how we do this going forward.
[2:29:03] That makes sense. We can
[2:29:04] provide that information to
[2:29:09] you in a better format. And a
[2:29:10] one-week also remind probably
[2:29:12] make a week work when you very
[2:29:12] much my last follow-up
[2:29:15] question because it's germane
[2:29:16] to this.

[2:29:18] that we're having today and
[2:29:19] kind of the miscommunication

[2:29:44] Kyrie and James, that all the
[2:29:46] team is about 40% of this
[2:29:49] project is being funded from
[2:29:49] funds because of the donation
[2:29:53] and then the staff
[2:29:54] aggressively seeking outside
[2:29:56] funds from when public About
[2:29:59] 40% of this project is being
[2:30:00] paid for by funds, not from
[2:30:02] the city's budget. Is that
[2:30:05] correct? I think it's every
[2:30:06] bit of surprise if it more.
[2:30:07] Yeah. So I think the problem
[2:30:09] in the confusion, but woven
[2:30:12] into that needs to be told
[2:30:13] that the staff has done an
[2:30:14] exceptional job of finding
[2:30:16] additional funding. That's why
[2:30:17] this agenda item is here
[2:30:19] today. More than 40% of it is
[2:30:21] being funded by sources
[2:30:24] outside of the city's general
[2:30:24] obligation, budget.
[2:30:25] >> And I appreciate that. And
[2:30:28] they have done a great as I
[2:30:28] was listening, conversational,
[2:30:29] looking at this, we're always
[2:30:31] trying to find a better way.
[2:30:33] You all know when you look at
[2:30:34] the financial considerations
[2:30:36] on these gets to be a lot of
[2:30:37] information, right? We try to
[2:30:41] talk about cost versus budget.
[2:30:42] But we'll keep working to find
[2:30:43] a better way to make sure
[2:30:44] that's clear, because that's
[2:30:45] where the confusion comes.
[2:30:50] Last thing I'll say. Just to
[2:30:52] kind of reiterate here, we
[2:30:53] want to be a a line as much as
[2:30:56] we can between budget and
[2:30:56] costs. But in a case like
[2:30:57] this, again, we started with
[2:30:59] local costs. We had unexpected
[2:31:01] federal. We end up with more
[2:31:04] budget. Then we need it
[2:31:06] doesn't always work to square
[2:31:08] that up throughout the
[2:31:08] process. So we reconcile that
[2:31:11] towards the end. That's the
[2:31:12] part we need to be more clear
[2:31:14] about explaining budget versus
[2:31:15] costs. I think we can get to a
[2:31:19] better place without. They
[2:31:19] start to really confusing
[2:31:22] together. I

[2:32:11] when we had a estimated cost
[2:32:14] of 12 Million. I don't think
[2:32:15] it's how the question it could
[2:32:16] have gone 14 million without
[2:32:19] scope work, even changing. But
[2:32:21] we do need to address where
[2:32:23] that difference came from. I

[2:35:15] project to City Council for
[2:35:19] 30% design concept with
[2:35:20] Carpenter her and who is the
[2:35:21] hardest selected through a
[2:35:22] competitive bid process for an
[2:35:24] rfp. So we do a national call
[2:35:26] for most of our projects
[2:35:27] because we just have a lot of
[2:35:28] projects and we don't always
[2:35:30] have the local talent
[2:35:35] available every single we do a
[2:35:35] competitive bid on our
[2:35:37] projects for her and a great
[2:35:39] design components. Ed
[2:35:39] Carpenter was selected through
[2:35:43] that through that bit. He
[2:35:44] present that design concepts
[2:35:45] your design council to sign
[2:35:46] Councilperson concept. Design.
[2:35:48] Then it comes to this body for
[2:35:50] approval it continues to go
[2:35:50] through design Council before
[2:35:53] it goes to final design and
[2:35:55] then it goes into fabrication,
[2:35:56] which is where the project is
[2:35:57] currently in terms of public
[2:36:00] art. We happy occasion at the
[2:36:02] moment. Just test of So just

[2:36:46] it's not public. Art is public

[2:36:51] make sure that there are
[2:36:52] safety features. We didn't
[2:36:52] want it to be a cage over Roch
[2:36:56] Road, right. But we gave lots
[2:36:58] of criteria in terms of people
[2:37:00] not being able to throw things
[2:37:03] over, people not being able to
[2:37:04] climb on all the different
[2:37:05] things. And that was part of
[2:37:07] the rational for the national
[2:37:09] search. Correct? Correct.

[2:37:14] mention this artist now has
[2:37:17] also been selected by Mark
[2:37:18] Arts. They are independently
[2:37:20] doing some of their own

[2:37:25] project and Ed Carpenter's
[2:37:27] work, they will now be
[2:37:28] infusing similar. So during in
[2:37:30] that corridor, we're going to
[2:37:32] see more work from this
[2:37:33] artist. So I just kind of
[2:37:35] wanted to mention that because
[2:37:36] I think it's something really
[2:37:37] important for community. Sure

[2:37:42] extensive experience working
[2:37:44] in Bridgend pedestrian

[2:41:04] within a price memorial park.
[2:41:06] The proceeds from that
[2:41:09] Parkland along the East Bank
[2:41:10] of Arkansas River from Douglas
[2:41:11] Avenue to Waterman Street
[2:41:14] include portion of the park
[2:41:17] and then to honor a prize
[2:41:17] winner junior, the city's
[2:41:18] first African-American mayor
[2:41:21] from 1970, to 1971, a bronze
[2:41:22] bust associate with a
[2:41:22] memorial. Plaque is proposed
[2:41:24] to be created and located
[2:41:28] within the park. I will just
[2:41:29] give a caveat that we're not
[2:41:29] exactly sure where this is
[2:41:30] going to go. We understand
[2:41:31] that there's some additional
[2:41:32] development likely to take
[2:41:34] place in this park over the
[2:41:38] coming years. But that pretty
[2:41:39] received this project from
[2:41:40] moving forward. Just don't
[2:41:40] know exactly where it's going

[2:41:51] been out every every time we

[2:42:00] pedestal and the memorial
[2:42:02] plaque we received. 21
[2:42:03] submissions that received and
[2:42:05] reviewed by selection
[2:42:06] committee JANUARY 28th of this
[2:42:10] year. Stephen White out of
[2:42:10] California was selected in
[2:42:13] contracted creation of the
[2:42:15] Bronx Bus. Steven Lee is an
[2:42:15] expert in this field doing
[2:42:17] portrayed a sculpture work
[2:42:19] with chills here in just a
[2:42:22] moment. The pedestal memorial
[2:42:24] from the scope of the work to
[2:42:25] to the potential integration
[2:42:26] of sighting of the bust. As
[2:42:26] part of future improvements
[2:42:30] for the planned park. And in
[2:42:31] JULY of this year decide
[2:42:31] council approved just 30%
[2:42:33] Design Council concept, which
[2:42:37] then brings it to you today.
[2:42:38] I'm a little bit of analysis.
[2:42:40] A life-sized bust?
[2:42:41] Approximately 30 inches by 12
[2:42:42] inches by 12 inches cast in
[2:42:46] bronze. The artists work
[2:42:47] primarily from 2 historical
[2:42:48] images. Family members have
[2:42:51] been contacted for additional
[2:42:52] reference material and
[2:42:53] feedback the design concept.

[2:42:57] we have to cough us. I will
[2:42:58] just give a brief aside. I
[2:43:00] believe there is a portrait
[2:43:01] painting of a press. What and
[2:43:02] counsels office you probably
[2:43:03] off act passed every single
[2:43:06] day. We do have some other
[2:43:06] historical images to work
[2:43:12] from. This is a design
[2:43:13] concept. That's obviously it's
[2:43:15] already a slight fabrication
[2:43:15] with artists that's being
[2:43:19] modeled in clay, the visible
[2:43:20] contract in clay colors and
[2:43:21] working working stage
[2:43:21] condition will not appear in
[2:43:25] the finish bronze. The
[2:43:25] portrait will receive
[2:43:27] additional refinement as
[2:43:28] additional reference images
[2:43:30] MAY become available. So if
[2:43:30] anyone is watching and happens
[2:43:32] to be sitting on some pictures
[2:43:32] of MISTER, whether we'd love
[2:43:35] to have them near the end of
[2:43:37] the modeling artists MAY make
[2:43:38] a slight adjustment to the
[2:43:39] angle of the head to introduce
[2:43:39] movement and a greater sense
[2:43:42] of life. So and in the design
[2:43:45] Council meeting, he the
[2:43:46] hardest talked about elevating
[2:43:48] the channel little bit and
[2:43:49] maybe having looking a little
[2:43:50] bit more off into the
[2:43:53] distance. So that MAY come in.

[2:43:58] financial consideration for
[2:44:01] this project to says the
[2:44:01] project Budget $40,000. And
[2:44:02] again, this project is funded

[2:47:20] season's been concessions

[2:48:08] specific. So we had to which
[2:48:09] to address specific call for
[2:48:13] for that for this project we
[2:48:13] receive 25 submissions across
[2:48:18] all 4 sites and that wage
[2:48:19] before artists are scripts
[2:48:20] that were selected Ares Jelly
[2:48:21] shot with plenty. Staples
[2:48:22] Britpop for the concessions
[2:48:24] area. Arts partners for the
[2:48:26] playground then well, campus
[2:48:27] Pres also known as deep or 6,
[2:48:31] 1, 4, it for the entrance were
[2:48:33] selected awarded contracts in
[2:48:34] AUGUST of this year. But last
[2:48:35] month, the Design Council
[2:48:36] approved that concept with a
[2:48:40] few recommendations for
[2:48:43] alternative designs are to
[2:48:44] refine it. So alternatives
[2:48:45] which will make a little bit
[2:48:47] more sense as we go through 2
[2:48:47] sides were to consider
[2:48:49] alternatives to white and use
[2:48:52] of darker colors here. You
[2:48:52] know that great you can sail
[2:48:55] conceal, wear and tear of
[2:48:56] turn. Can tech renderings of
[2:48:57] Merrill's to be on the
[2:48:58] buildings? We do have that
[2:48:59] today. It was not available to
[2:49:03] council and presentation of
[2:49:04] the fibonacci sequence must be
[2:49:06] presented accurately which it
[2:49:06] all makes sense here in a
[2:49:10] moment. For now, says a
[2:49:11] portion of the public art for
[2:49:13] which it park in visions for
[2:49:15] painted murals that
[2:49:16] contextually relevant to enact

[2:50:19] concept translates that memory
[2:50:19] and to upright Western a
[2:50:21] cowgirl team and to think to

[2:50:49] about courts and pony area.

[2:51:16] depicting a single concessions
[2:51:17] activity. The design is
[2:51:19] intended to reflect many
[2:51:22] recreational uses a hug
[2:51:23] concentrated in the area that
[2:51:23] create a light-hearted
[2:51:27] interactive setting. The final
[2:51:28] designed. MAY also include
[2:51:28] some of what it what are you
[2:51:31] gonna sell Antone imagery? And
[2:51:34] then the nearby concessions
[2:51:35] improvements. Of all, it
[2:51:36] create additional
[2:51:37] opportunities for official
[2:51:39] coordination within that area.
[2:51:42] So here we have some key
[2:51:46] staff, friends or neighbors
[2:51:46] within within the park. And
[2:51:47] with that much time here is
[2:51:50] I'm sure we've experienced
[2:51:51] these concepts use broad
[2:51:52] graphic sheep, saturated
[2:51:53] colors and playful. He says
[2:51:54] recurring features associate
[2:51:57] with the park. So for the zone
[2:51:58] particular, were some comments
[2:51:59] made on utilizing white or
[2:52:02] light colored that as wear and
[2:52:03] tear and dirt is going to be
[2:52:03] kicked up. We just want to be
[2:52:05] my mind falls maintenance and
[2:52:06] then we're not quite sure of

[2:52:48] participating students
[2:52:49] extending the project's
[2:52:49] educational and Workforce
[2:52:52] Development. Tell you the
[2:52:54] project will created. Off-site
[2:52:56] combined painted mural that's
[2:52:58] directly painted on the areas
[2:52:58] of the opening of that high
[2:52:59] fires with the ceramic release
[2:53:03] will added. As a dormant

[2:53:05] is being decided support of
[2:53:08] arts partners work. How was
[2:53:10] school students by connecting
[2:53:11] visual arts, mathematics,
[2:53:11] teacher pattern creative

[2:53:22] stark sea creature spiral.

[2:53:29] tree farms, a galaxy that
[2:53:31] America sequence itself. And
[2:53:32] then in terms of like the
[2:53:34] ceramic elements are planned
[2:53:35] to being, how did those will
[2:53:38] be released the shelf
[2:53:39] portions? Snail, I believe on
[2:53:42] the priest kind of fossil. And
[2:53:48] then on on the tree itself.
[2:53:49] And then the final design
[2:53:50] concept for the entrances bite
[2:53:54] deeper, 6, 1, 4, this content
[2:53:56] that is depicts the 4 seasons
[2:53:57] of Kansas throughout the
[2:53:59] continuous sequence wildlife
[2:54:00] landscape, water plants, and
[2:54:02] that changing color palettes.
[2:54:05] The artist plans to render the
[2:54:05] principal animals with greater
[2:54:08] real isn't using some have
[2:54:09] struck color block for in
[2:54:11] supporting areas. This is the
[2:54:12] entrance to building. That's
[2:54:15] not directly tied to a single
[2:54:16] party attraction. So allows
[2:54:17] park to tell a broader story
[2:54:17] of Kansas is nature and the
[2:54:21] park is a hall. Only one
[2:54:22] elevation is highly visible to
[2:54:23] drivers entering the park
[2:54:24] while other sites are
[2:54:26] experienced by pedestrians.
[2:54:27] Visitors with nearby benches
[2:54:29] of the residents whose homes
[2:54:32] enjoying opposite side of
[2:54:35] fence line and also in
[2:54:36] addition to jelly shot as this
[2:54:37] is the artist's first
[2:54:38] commission with the city of
[2:54:39] Wichita. So excited to have
[2:54:40] Manuel and our public art
[2:54:43] collection. So here we have
[2:54:49] different during of spring. A
[2:54:50] proposed Tucson Water Design
[2:54:50] Council did recommend maybe a
[2:54:55] duck or different foul,
[2:54:57] because going to peace and
[2:54:58] ending. And Brooke said artist
[2:55:02] is considering that. Here we
[2:55:06] have summer represent pony.
[2:55:10] Here. We fall. I will note
[2:55:11] that tree is likely a
[2:55:12] volunteer tree. That's great.
[2:55:13] Pretty close to the building.
[2:55:15] So design Council appreciated
[2:55:18] the fox coming out from behind
[2:55:20] the tree. But it's very likely
[2:55:21] that the tree won't make and
[2:55:24] will be removed. So artist is
[2:55:25] already planning on expanding
[2:55:26] that mural design across
[2:55:29] entirety all. And then
[2:55:34] finally, we have winter. The
[2:55:35] train into your snow, textures
[2:55:39] and a cooler floral ballot.
[2:55:40] Financial considerations them
[2:55:44] Europe that project budget for
[2:55:44] the overall public art
[2:55:45] component is $25,000 and will
[2:55:47] be funded from approved rate.
[2:55:50] Previously initiated, approved
[2:55:52] funding. And it's recommended
[2:55:52] that city council PRESIDENT
[2:55:54] Percent to design concepts as

[2:57:35] something that will be
[2:57:36] addressed outside of the scope
[2:57:38] of this project. But in total
[2:57:41] will be addressed.

[2:57:49] sound to make that maintain so
