mayor Chris [1:12] fransen here all right the topic of tonight's discussion is Town manager [1:18] interview questions so in front of you you have [1:23] some uh sample interview questions what I want to do is go through and uh [1:30] kind of choose I don't know eight to 10 good questions for the first round of [1:38] interviews that uh we will do Monday Tuesday and Wednesday with the [1:43] applicants and I'd like to do the same ones obviously for each individual just [1:48] so we can get a read on them and then uh what'll happen after that is we'll [1:53] narrow it down uh hopefully to some good qualified [1:57] candidates and then uh we will be one of the interview processes and then I will [2:03] have some Town staff like a committee uh do interview questions as [2:10] well so um if you guys look through those [2:16] let's choose I don't know eight to 10 of them the time slot is set at an hour um [2:22] for the interview like if it goes over it goes [2:25] over a little bit but I'd like to try to keep it to that [2:30] for that first [2:37] round I think one the first question should be you know what makes you want [2:43] to apply to be the town manager for wigin Colorado yeah what's the [2:48] motivation for it yeah [3:01] or that even that number two on that first sample [3:09] yeah number eight [3:16] also yeah that's an important one yeah [3:44] yeah I think that number eight on the one and number seven on the other pretty [3:49] much the [3:58] same e [4:44] number 25 on which one 25 [4:51] on describe your experience with grant writing and securing funding for [4:55] municipal projects that one I love it yeah yeah [5:03] I think we should ask some kind of question about water sewer yeah looking [5:10] for it yeah and I and I don't know if there's an exact question in here [5:13] pertaining to that but maybe we could think of a good well-rounded [5:18] question um because I don't know if there's exactly I didn't think I saw one [5:23] number nine it talks about uh infrastructure [5:27] projects first page number nine prze infrastructure yeah prioritize such as [5:32] Road repairs of facility upgrades you can always throw water and sewer in [5:35] there thoughts about that because it all falls underneath the [5:41] same category infrastructure projects yeah [6:09] when we get a new Town Administrator are we going to make him be an [6:15] interm like like on a probation for a [6:25] year so I don't I don't think that's how it's [6:30] advertised cuz I think when you guys did it last time it was advertised or you [6:34] advertised for an interim so we had the option to do [6:39] that um and I mean I'm not I'm [6:43] just I don't know I don't know necessarily if that's [6:54] needed well we got to put him on some kind of trial for a while just to see [6:59] and and when I say that he he still can be the Town Administrator but I [7:04] hope I hope we can see further ahead than what we seen with [7:13] Tom yeah I I don't know it's just a thought [7:18] it's a yeah no [7:28] yeah cuz I'm not sure how Tom's or how the [7:34] previous interim worked you you've seen that [7:38] contract didn't it didn't you so it well there there for a long time it did [7:45] say interm yeah and then he went to yeah and then he went to the [7:51] actual but but I don't know I can't remember cuz I you guys at that time [7:56] were looking for an interim is how you advertised it yeah [8:02] and we didn't advertise it that way this time [8:08] um I think there's some stuff we could probably put like in the [8:12] contract that would help or help [8:18] us but I think with we and we've had two more people [8:26] apply um so we have 10 in total no nine cuz [8:31] one backed out so I think even from you know [8:36] looking at a lot of the resumes I think we have a really good pool of candidates [8:42] yeah whether they're local or out of state [8:49] right I don't want to see the same contract rode up for whoever we hire Tom [8:56] and Paul yeah [9:16] yeah I like Nicole's questions explain explain me explain me [9:25] how do you deal with when you're overwhelmed or under for me yeah you [9:31] quit every town manager is going to come in with their own [10:02] priority well I guess we got to be careful how we ask that one because if [10:06] it's somebody who's not from here they don't know Town very well but if you [10:09] know a small town you know a small town yeah yeah there there are some [10:14] questions on here that so like the one guy actually came out here and drove [10:19] around yeah so which yeah yeah you gota be careful when you [10:26] ask that one that's all I'm saying [10:32] because which guy came out was it the guy from Arizona or Jackson or Illinois [10:37] or the guy that withdrew oh from Longmont yeah oh [10:43] yeah does that explain why he with [10:48] Drew hey we got a lot going on right now and [10:53] some people can't handle [10:56] it and he's he was retired yeah so I don't I don't [11:04] necessarily blame him I guess I don't no that's a lot to do if you're retired I [11:09] think no I yeah I agree isn't like it's a part-time [11:17] job I think 18 on the sample one is a pretty good [11:26] question yeah but also so [11:30] I if you're applying for a job I know you can't do a ton of [11:36] research about Wiggins online but if you're applying to run the [11:41] town you should be doing some kind of research I would agree especially at the [11:45] price range we have set at what I'm to think so that's why I'm almost tempted [11:50] to ask that priority question just to see who's done the research and what [11:54] they know we know one candidate for sure is going to have a well there's working [11:59] knowledge yeah well there's probably three of them that should [12:03] true one for sure yeah so two for sure two for sure [12:09] true Nick Nathan and CH yeah yeah for sure exactly and I hey if I was applying [12:15] for a job that of this scope I would be doing my research oh yeah absolutely you [12:19] need to know what you're stepping into yeah as best you can yeah [12:29] and to me that just shows kind of [12:33] your dedication or your uh well how you view a how you view [12:40] commitment to yeah commitment position I [12:52] agree like maybe maybe for the local guys we just [12:57] ask them I would like to ask them number 19 [13:00] just the local guys yeah I would agree with [13:05] that just to see what they what how they view [13:10] it I put local only just to because they they've been [13:15] submerged in it they have working knowledge of it to [13:19] a certain extent [13:24] yeah so 25 [13:51] is that 25 is that on the colds uh yeah yeah that's one of my [13:58] questions yeah yeah I knew you'd he ibly talks to people about it well you probably know with Planning and [14:27] Zoning maybe some I don't [14:34] know I like question 21 on Nicole's about handling employee performances [14:39] happens yeah there was another one I saw [15:53] about balancing the budget where was it oh about the budget [16:01] yeah I saw that one on the sample number 13 in the [16:07] budget are process oh yeah number 16 has something [16:13] about the budget but I know I seen the one that you was looking [16:44] for is a little sensitive on the sample thing articulate what you believe is the [16:50] ideal relationship between board and manager I do like that [16:56] one you got uncover the employees the budget authorities your Authority [17:12] MH I always like and it's usually not on these I always like a question of if you [17:20] could have three core values for the town what [17:24] would they be like as a [17:30] group like for your for the town staff if you could have core values for Town [17:36] staff what would they what would your core values be be an example if they [17:40] said what would be an example well if they don't know what [17:43] core values are then see what you were thinking [17:48] yeah I just I don't know I like to see [17:53] that well I think I asked you that [18:00] I I ask pretty much everybody that because I want to see what they list is [18:04] communication on there Integrity on there commitment theft leadership K like [18:12] what what would your core values be yeah it's [18:15] true you know well it's not designed to be simple interview here we're [18:19] interviewing for yeah a high level position that yeah you [18:26] know and you know it might come to the point [18:30] where it's going to be tough to have a decision without having like a second [18:35] interview or something it's true I mean well there's going to be a second [18:40] interview oh okay yeah well you're the mayor [18:46] that's I'm just what people tell me [19:00] how many questions we got so far [19:04] Chris um one two three [19:08] four five six [19:12] seven we've got seven and then eight for local that might be F that might be [19:19] good I am going to think of the question for core [19:26] values since we have the reputation of this down not getting along very many [19:29] people about 12 and 14 combination on the goals how you going to manage [19:36] relationships U for operation with another [19:42] municipality yeah one I thought of was Castle [19:47] Rock yeah be a butthead about things that [19:54] level of expertise I'm curious to see how many of the candidates possess [19:59] something along those lines because that takes a special person who knows who's [20:04] been in town leadership in some [20:08] capacity and they know the ins and outs of of working [20:13] that whether it's politically or whether it's working as system in your favor or [20:17] something like that so I'm curious to see how many of our C our our candidates [20:23] possess that working knowledge of that that situation [20:29] scars it's like anything else it's not necessarily what you know it's who you [20:33] know in certain cases we know that well in small town it's definitely who you [20:36] know oh no doubt about that but when you're working with other other towns [20:40] too [20:46] yeah yeah 14 I think would cover a lot of that [20:52] yeah all right what would be your number one question what appeals you about a [20:57] town and why do you you want to be part of the town's [21:02] future I think your core value question should be number one [21:07] yeah what the heck so I put if you had to if you had to choose Three core [21:14] values for Town staff and yourself what would they be and [21:18] why that sound okay yeah it sounds good yeah all [21:23] right put some on notice [21:30] okay so number one number two what appeals you about [21:36] town and why do you want to be a part of the town's [21:40] future [21:46] yeah number [21:49] three uh describe your experience with grant [21:55] writing that number 25 yeah yeah that's the Bruce question y number [22:03] four if hired what would be your top [22:20] priority you guys all right with that one [22:37] so if you look at the sample one number four number eight are almost they're [22:42] real similar do we just choose one of [22:51] those I think number Eight's a better question I do too cuz then it involves [22:56] policies that are unpopular town [23:01] mhm because how will some of those guys know what the top priority of our town [23:05] would be if they've never been here well that's why I want to see if they did [23:08] research [23:12] research I don't like that question but that's just me I love [23:17] it I don't know why you can agree to disagree but I I think you're gonna get [23:21] answers that you're that are I don't know I I somebody comes in here and [23:27] tells me they want to build a thousand houses I'm instantly going to set their [23:32] resume aside right well there's that but yeah like I want to know what your top [23:37] priority like what because as a town manager you get [23:42] to decide a lot you do so what do you what what's your priority but this is [23:47] based on Research he's done and not actually getting nuts and bolts of it [23:50] because that could change that likely will [23:55] change and if he if a candidate says well you know I don't exactly know [24:02] what's going on in town but I would associate it with the top [24:07] what you know whatever it wouldn't bother [24:10] me it's just that everybody's going to have a rock yard they put up five more [24:16] house 500 more houses everybody's going to have a rocket because we ain't got [24:19] the water yeah we just don't and I know Tom kept saying oh we got all kinds of [24:24] water yeah with Castel Rock going in you know filling our depletions yeah for [24:30] 72,000 a year well so we have water we just don't have retention to get the [24:37] credits that's why we have Castle Rock I know well so if we built retention that [24:43] way we do we got more homes in here though we ain't going to have enough [24:47] water well we need another water tower we just need one should have [24:52] should have had the water tower my mind yeah we need that water tower bad with [24:57] this process start seven years ago for that eight okay well beyond time that [25:02] thing should have been done up and we shouldn't even having a conversation at [25:05] this stage of the game yeah we should be talking about the second it's called [25:10] procrastination no it's it's just it's just yeah it's extreme procrastination [25:15] that's the problem I want to ask that question [25:18] but which one what's your opinion on procrastination yeah but there's another [25:24] question about like it because that's my biggest thing is [25:30] procrastination like I I have my faults but I do too well and I [25:36] mean Tom was a good person for being a person yeah but I think I think he was [25:46] overwhelmed I really do and that's what he always give as an excuse when the [25:50] employees would quit they just got overwhelmed but I don't know how how [25:57] many grants did you brightest zero that I know [26:02] of yeah because that going underneath the [26:07] railroad tracks Paul wrote that one that was done a long time ago you even look [26:11] at like when we were discussing you know capital projects like like uh third and [26:17] Chapman Chapman and all that stuff I mean here we are in May and we haven't [26:21] even made a plan together for even though we talked about it as a board at [26:24] the beginning of the year what are you waiting for if you think about it [26:27] engineers month we had a meeting with [26:32] the school school board yeah and we was going to have a meeting every six months [26:38] that hasn't happened I don't know it didn't happen we had one was it last [26:42] July a year ago it was it was last July so we had [26:48] somebody who I agree Tom is great as a person I like Tom as a person yes I do [26:53] too but I don't know if it's overwhelmed or lack of organization let's just stay [26:57] on track I got it [27:01] it's easy to cuss and discuss I know um so question number four is which [27:06] one question number four what are we using as question number [27:11] four as a town manager explain how you would balance [27:15] administrating Board of Trustees or do you want to [27:19] do can you provide a successful collaboration example of a [27:25] collaboration what's your top priority what's your approach to employee [27:29] performance I'd say successful collaboration on [27:34] that number four [27:38] yeah okay five I would tie that in with the one how do you prioritize infrastru [27:44] infrastructure projects such as Road repairs and facility upgrades because [27:47] that kind of which one was that number nine on the Nikki I [27:52] believe Nicole's sorry oh yeah I have it right yeah because you can kind of [27:58] parlay one into the other I think in that instance that is an interesting [28:07] question so excellent so I'm going to put how do [28:13] you prioritize infrastructure projects such as Road repairs or facility [28:18] upgrades to [28:21] Water and Sewer there you go [28:29] okay number [28:45] six we ask the Staffing questions and on like like the 21 on Nicole's the [28:49] approach to employee performance [28:54] evaluations you want to save that for later I'd like to save that if if we [28:58] don't get to it i' use that the second [29:05] time so what about number eight yeah that's number six [29:11] yeah [29:16] um seven [29:28] you want to do question four on the sample as far as the second approach too [29:32] between employees and board members know on number four says [29:36] articulate what you believe is the relationship between the board Intel [29:41] manager you want to keep that to the second [29:47] round yeah because number eight kind of goes into [29:55] that number 14 on those samples might not be bad in what ways do you see [29:58] yourself being involved in the [30:03] community it can be a Hands-On type person are we going to be kind of [30:07] a you [30:15] know it's either 14 or 15 evaluate needs and wants of town [30:31] what 15 on the coals sorry 15 on the samples on Sample [30:36] questions how would you go about evaluating the needs and wants of the [30:40] town because that can be [30:45] tricky priority people won't let him know well they always [30:51] will just ask our mayor I like 15 on Nico's [31:02] there you go that's a good one too iability [31:07] which one 15 on Nicole on Nicole's how do you ensure transparency and [31:13] accountability in town operations [31:22] yeah I mean there's a lot of good questions here yeah and we need to know [31:27] narrow it down to some I know it's it's [31:32] just well and honestly through discussion some of these other questions [31:35] might just present themselves we can have them expand upon a point of that [31:54] too did we advertise for a town man or Town [32:00] Administrator Town manager it's I think it falls into the same category I know [32:06] but some people are administrators and some some of them are managers no I [32:11] think this a town manager [32:28] been Town manager because that's what m MH Melinda's got first question [32:40] yeah all right what's going to be question number [32:50] seven transpar account transparency and accountability in operations [33:06] okay and [33:09] then think of one question [33:14] for I want to say the out of state people and then number 19 would be [33:18] number eight for local people [33:26] right on the sample [33:33] form in your view what is the biggest challenge for the town and what did your [33:36] plan to change the challenge or turn it into an [33:40] opportunity think that's a good [33:48] question oh you could counter that question with what would be your top [33:55] priority for the out of Staters true [34:01] so let's make number what is your top priority number eight even just ask the [34:05] out of state or guys too I mean what so tell me what you know about Wiggins [34:10] Colorado well I think number [34:14] two they may go down that path what appeals you about the town and why do [34:19] you want to be a part of the town's future yeah that's [34:23] true that that's a good question yeah because they're going to say well we [34:28] really haven't you know we be known then we'll know if they're been doing their [34:33] re yeah yeah it's [34:43] true so 34 number8 [34:51] yeah um so [34:59] more I thought about it with uh Steve backing out I'm going [35:05] to leave that Gap there that'll either allow us to utilize [35:11] that time with this out of Stater or we could [35:17] discuss that application or some previous ones just go over [35:23] some because I've already I don't want to change the time on him [35:28] yeah keep it how it is so I thought about that once I got [35:33] home because he's he's an hour behind us for [35:41] Arizona um so once we do the interview [35:48] process hopefully we can narrow it down to however many three four whatever the [35:56] ones that you know really stick out to us that we can have a second interview [36:00] with and then I would like to do that what did I tell you the July 8th [36:07] through 12th because you're gone that next week [36:12] right for uh [36:15] training okay so I'd like to we'll do the [36:21] interviews next week they'll have a [36:24] week to I'll set up the second interview and then do the second interviews the [36:29] week of July 8th through 12th CU then that next week Nicole has [36:35] uh town clerk training so she won't be here to be a part of the [36:41] process so we'll do it that week and we can do probably just do one a night [36:47] because they may last I don't know that'll be the second interview so it [36:51] might take a little bit longer if we go you kind of get into more depth on those [36:56] anyway yeah yeah [37:00] and we could schedule it where like you guys could go first and then we could go [37:03] after you [37:10] so that work for everybody um continue to look through [37:15] the applicants highlight what sticks out to [37:20] you about them [37:24] uh yeah and then we'll obviously Monday we we got three three [37:29] interviews and then Tuesday we have two and we're starting at 5:30 on Monday [37:35] Craig yeah Monday we have three right and Tuesday we have [37:41] two and then Wednesday we have two because Steve I think we only have two [37:46] on Wednesday night don't we yeah yep after the meeting and the meeting [37:51] there's a
