[5:36] Grant was so kind as to call me earlier today and we had a a little discussion [5:41] and I got to at least share my true hurt gut feelings about um the situation um [5:48] knowing that they have met all the technical legal aspects that they have [5:52] to have the development approved. Um you know I've lived there 22 years. Um I [5:59] know Darwin is here and he represents Miss Rita Flower on the other side and I [6:04] don't know how many decades she has lived there but [clears throat] um [6:10] you know when we purchased these properties we purchased them as ranch [6:13] heads and that was the reason for moving here and moving to Willow Park a place [6:17] to have a few cows or horses and that was the whole character and the love of [6:22] being here and I know the world is changing and everything is changing [6:26] drastically and I know that this will has already been basically pre-approved [6:31] and they've met all their requirements. I think our um reason for wanting to be [6:36] here and speak is that we want our love of the land to at least [6:42] be heard and that it matters to us. [6:51] Rita feels the same way. Yeah. I talked to her son Gary today and the Darwin and [6:56] that they feel the same way that they moved here for the purpose of the land. [7:03] Um, we know all the land around Willow Park is changing drastically and it's [7:07] just coming and encroaching on us and we know it's coming. We just didn't expect [7:11] it to quite be right on top of us. Um, we're the only two neighbors that this [7:15] affects. I know they talk a lot about the fact that it'll be a gated community [7:19] that'll be high-end homes and that it will increase the value of our [7:24] properties. We don't think so. Um, but that's our personal belief about it. Um, [7:30] we want to be a great neighbor. Um, I know that I did let Grant know that I [7:35] would wish for there to be a solid fence. Um, just simply because I don't [7:41] want to see people in my space. That's why that's been the glory of living [7:46] where I've lived. It's the quiet, the peace, and the nature and the deer and [7:50] even coats and the cows walking by. Um, and that's a lot different when there's [7:56] there's a lot of other people. Um uh I know this is not the place to address [8:02] this, but I did want to go ahead and talk about the fencing or the [8:05] possibility of uh changing lighting such that the light poles are only so high [8:11] and that the lighting not shine into other homes. Uh things such as that that [8:16] can be controlled. I know we can't control what other people do um and what [8:20] they might place in their yards, but I there are a few uh minor things that can [8:26] be accommodated possibly such that we can be great neighbors together and to [8:32] where it doesn't where we don't feel like we lose our peace um just to [8:36] accommodate others moving in. Uh I know it's going to I love the big oak tree. I [8:41] hope that's not leaving. Okay, thank you. Um, and so, um, that's really all I [8:47] had to say is just that's that's my heart. Um, it's it's been a stressful [8:53] time to know that's changing. We know the begs will change one day, but that's [8:59] yours and it's different. It's expanded. Um the second uh agenda item is the [9:44] discussion and action to consider approval of a pre preliminary plat for [9:50] Alamita Estates located on Ranch House Road being a subdivision of a 12.032 [9:56] acre track of land out of the BBB and CRR [10:01] co-ervey abstract number 147 in Parker County, Texas. [10:06] » Yes. Good evening commissioners. This land is currently zoned R1 and has a [10:11] current residence that is not occupied. The developer plans to remove it and lay [10:15] out a thoughtful R1 development with custom home builds, a little over 1 acre [10:19] lots each, uh 3,500 ft minimum homes, target price of 1 million plus. The [10:27] developer has been in close contact with the city about the plat related [10:32] comments. um has been very amendable and and changed uh with or revised without [10:38] hesitation. Um it is an R1 zoning. It meets city street standards and complies [10:45] with the future land use plan. Um the developer here if you have any questions [10:50] uh and there's a presentation attached if you go ahead and take a look. [10:56] » Oh, let me see if I can >> or sideways. [11:04] » There we go. >> Well, uh, first of all, I guess I think [11:09] I've had a chance to speak with you a couple of times on a couple other [11:12] projects. We were working on the tractor supply and a handful other projects. So, [11:15] that was under a different umbrella with uh Barco and Kevin and Bryson Adams and [11:19] some projects we worked. But, u, my name is Grant Reed. Um, this is the Alama [11:23] Estates project. We've been working with Chelsea and Tony and the staff on this [11:27] one for probably about four or so months now. Um kind of doing a lot of drainage [11:31] studies on this project. There is a significant amount of flood on the [11:35] southern end of the property. Um the project was originally, you know, it [11:38] came on the market and was being advertised um for much smaller lots and [11:42] they were trying to find a way to get sewer down there and do a whole bunch of [11:45] things. And at one day we kind of looked up and we said, "Man, I think you know [11:49] there's a lot of really interesting aesthetic features of this piece of land [11:52] and obviously extremely sympathetic with Terra. I've known her for a couple years [11:55] and talked to her earlier today. Um, and you our goal in this project is really [11:59] to try to keep it as it is today as much as we can, stay within conforming zone [12:04] use that's existing in place. Um, and still try to keep the integrity of the [12:09] land. Um, I I I you know, hearing Tara speak, it's it's a tough thing and I I [12:14] do feel for her and our goal in this situation is we know there's a lot more [12:18] people that still want to come and enjoy this land. Um, I feel like we're [12:21] offering a very nice product that's going to be larger acreage. We're going [12:24] to try to maintain as many of those trees that are possible. Um, there's a [12:27] large oak tree right on the front, which is kind of a mimic of what our picture [12:30] is here for the Alama Estates. Um, and a big row of trees right down the [12:34] driveway, which using a little bit of AI, I found out that Alama in Spanish is [12:39] row of trees. So, that was kind of the the namesake there that we went with. [12:43] Um, and so, like I said, it's, you know, a gated community. Um the the main [12:48] things that we've worked through and questions, I know a lot of that's going [12:50] to come down to the drainage. Um so the full flood study has been done and [12:53] reviewed um by staff and by Gretchen internally. Um we have determined that [12:58] you know based on flows and everything we should be meeting um everything [13:00] according to that and obviously we'll go through a lot more of that detail with [13:03] the site development permit and as we go through the final design for what that [13:07] outflow structure will look like. But um happy to answer any questions you guys [13:10] have. >> Thank you. [13:28] » So for a project I >> mean at least for the street [13:31] » correct. So, a project of this size, um, and I really, it's it's a small enough [13:36] project where we really wouldn't have to go in with street lights. And I it's [13:39] that is not a that's something I'm more than amanable to not have a street [13:43] light. At the end of the day, it would be one street light at the end of the [13:45] culde-sac. Um, that's more of a partnership with the power company, [13:48] which would be Encore. And if the city would require that or want that within [13:52] the subdivision, it's a small enough project. I don't see it really bringing [13:55] a lot of value with a small community like this. you know, we're going to [13:58] probably have some small, you know, landscape lighting where we have [14:01] entryway monuments that will kind of light up this not very, you know, [14:05] there'll be kind of more of a dimmer in the in the shrubs and grass kind of [14:07] lighting up on the rock monument structures. Um, that's probably the [14:11] extent of the lighting that we'll have there. But in terms of street light, [14:14] we're we're more than imable to remove that, not have any street lights within [14:17] the subdivision. It's just if that conflict with anything of the city [14:20] ordinances, I'm not sure about. >> She's also about the back porch lights [14:23] in your claim. >> What about that's also what she's [14:26] saying. Yeah. >> What about landscaping? So, I'm very [14:29] familiar with the property. I live on the back side of Ful Park and I'm a [14:32] fellow resident with land. So, I totally understand and sympathize with her [14:36] because I I'm staring at the future in front of me and eventually it'll be [14:39] rooftops. >> Yes. Um, [14:42] are you able to mitigate some of the nuisance of having a bunch of rooftops [14:46] right on Ranch House Road, which is a main artery for Willow Park, and then [14:50] maybe add some landscaping, maybe add some more trees around the property, the [14:55] perimeter, so it kind of blocks >> the community, the development, so it [14:58] doesn't look at >> views on your face that you're building, [15:02] you know, what was it? Uh, 12 >> 10 lots. [15:06] » 10 lots, I'm sorry. um [15:09] » kind of disguise it a little bit, make it more to where it blends with [15:12] environment and nature and so forth. So they're not staring at just blank walls [15:16] and rooftops. >> Yes, sir. Um so in regards to [15:19] landscaping, what we currently have plans, we have, you know, when I say [15:21] landscaping, that's kind of a little bit due to hardcaping as well. Um you know, [15:25] the current plan is there's a very nice kind of pipe fence there. So our kind of [15:28] plan was to kind of completely refurbish and retrofit that fence and we want to [15:32] keep that in place cuz we like, you know, it's ranch house road. It has a [15:35] nice ranch feel to it. So, kind of going through there and kind of kind of sand [15:38] blasting, repainting that. And then we'll be building kind of some rock uh [15:42] monument entryways, kind of using more. And I don't have, you know, full [15:45] aesthetics and drawings yet just done to that. [15:47] » But we'll definitely be landscaping all along through there. Um, as you're [15:50] familiar on that road, there's that big row of trees that comes down right down [15:53] the stretch there. >> Right. [15:54] » And so, the goal with that is we offset our road specifically just south of that [15:58] to try to minimize any tree losses there. We will have to remove a few of [16:01] those trees because they're so tight together. You wouldn't be able to have a [16:04] driveway access to those lots, >> right? [16:06] » But so those trees will really work. We're hoping to kind of keep that buffer [16:10] line kind of coming down that'll be kind of running east and west there. Um and I [16:14] I took spoke with Tara earlier and I don't want to, you know, commit to [16:17] anything, you know, hard, but I definitely said I said, "Hey, you know, [16:19] we can we can find a way to work some of that." I know she had mentioned about, [16:22] hey, building a masonary wall. I don't know if we can afford that within our [16:25] budget, but I'm definitely open to, hey, we can you can do a lot of uh evergreen [16:29] landscaping and stuff like that along that boundary to kind of protect her. [16:33] Right. >> Um like I said, I've known Terry for a [16:34] long time, so want to try to be as best neighbor we can be. I I can't promise [16:38] you what that is to date, but we'll be working on that path to continue working [16:41] there. >> Yeah. I mean, a nice green fence, so [16:43] it's it's better than nothing. So, >> thank you. [16:49] Uh on on the drainage, I see there's a looks like there's a tank on the south [16:54] central side. Um is that going to are y'all going to level it? I mean, as far [16:58] as drainage goes, are you going to try to push it off to the bags to that? [17:02] » So that all that water flow is kind of coming from the bags down to us. There's [17:06] an existing kind of bridge right there. And so there's one 51in culvert there [17:09] that's existing, >> right? Um based like I said this not [17:13] don't want to speak on the engineering side but based on our full flood study [17:16] that was done in drainage analysis to establish all the base flood elevations [17:19] for this deal. Um the overall full buildout I think we had a 7 MCF increase [17:25] in flow. So our you know b based on the rules and obligations we have to make [17:28] sure that there's no increased flow downstream. So we'll be maintaining that [17:32] pond as kind of a natural pond to slow down water there. And there will be more [17:36] of a, it's not been fully designed yet, but they're going to design a kind of a [17:39] weird dam or outflow structure there to kind of make sure we're not impacting [17:43] anyone downstream of us while also kind of maintaining the aesthetic pond that's [17:46] there. >> Okay. So, like in lot 8, 9. [17:50] » Yes. >> Back end will still be [17:52] » pond. >> And I have a bigger map here. It's kind [17:56] of an 11 by 17. That's like I said, they're conceptual construction plans at [18:00] this point. Kind of shows that. But 8 and N will back up that 89. [18:04] » Yeah. one. My bad. Let's just have somebody over [18:09] here. [18:13] » And basically the street is just going to be a straight culde-sac. [18:16] » Straight cold. >> No curbs. We'll have the I believe the current plan is for a 6-in water line [18:31] coming down the south end of that with fiber and other utilities as well. Um, so the trees might be the [18:54] best option because I I see your driveways right there down the the [18:59] border there. So I I get her concern. >> Yeah. Yeah, >> definitely definitely wanting to find [19:09] whatever the best solution is there. >> And is there any limits as far as what [19:13] the builder's going to build like twostory big big homes? So with this [19:18] with projects like this, you know, different than some of these other [19:21] larger master paint communities, you know, we're kind of working more with [19:23] kind of our local semicustom to custom builders um through different guy [19:28] different groups that are kind of more alto central based and hood county based [19:31] versus these small lot subdivisions. Those other builders are kind of come in [19:34] and pre-by. So we've got a list of about four or five guys that are committed, [19:37] but they're wanting to wait to see they like to see the final product and [19:40] they'll kind of they'll design the house based on what their existing plans are [19:43] or kind of put a custom plan together. So, we're anticipating a 3500 foot [19:47] minimum there. Um, but should more than likely all be hitting north of the [19:51] million-doll kind of price point. >> Okay. [19:54] » That's not hard to do right now in this market. [19:58] » Some days it's good, some days it's not so much. You never know. [20:01] » She knows. >> Yeah. [20:03] » And I assume the uh a exemption will be grandfathered in for these new people. [20:09] » No, sir. Um, so I believe the minimum requirement for a exemption Parker [20:14] County I think is 10. I think there are some exceptions for 5 acre tracks to get [20:17] bees and certain things like that. But with a 1acre track, you would you would [20:20] not meet the minimum standard on that. So the egg exemption would go away.
