[0:00] Our [0:04] January the 8th 2026 blue commission meeting [0:08] you'll do our prayer. [0:14] Let's pray. Lord we come to you today give you the most high praise and honor. [0:19] Lord we thank you for your word and gifts of spirit that you have given us [0:22] to help us through life. Lord there's no better life than a life that's led by [0:27] your hand. We thank you for your son who died on the cross for our sins. Lord, [0:30] paid the ultimate sacrifice so we can have a life of eternity spent with you. [0:36] Lord, um let us remember that the road to life is narrow. Help us to make the [0:42] right decisions and stay on that that narrow road. Lord, give us the guidance [0:47] and wisdom to be the best that we can be. Lord, as we carry out our work, keep [0:52] our men and women safe out on the roads. And as always, let everything go to the [0:56] uplifting building of your kingdom in Jesus name. Amen. [0:59] » Amen. >> Amen. [1:02] » I pledge allegiance to the flag of the United States of America and to the [1:08] republic for which it stands, one nation under God, indivisible, with liberty, [1:14] justice for all. >> Thank you. [1:19] Anyone here wishing to speak for the road commission today? [1:24] Seeing none, we close public comment. Go the system superintendent report. [1:29] » Chase, I'm sorry. Do the minutes first. We a motion to approve the bench. [1:35] » Second. >> Second. All [1:36] » in favor say I. >> Sorry. Keep me on track. [1:42] On your subdivision list. We uh we had the water mill subdivision come [1:49] off to your maintenance site. That become ours. [1:53] Uh we've done a lot of work because of the weather. We ain't got nothing that [1:56] really changed on the list, but we got a lot of things covered up. A lot of [1:59] subdivisions for the winter. Um and in good shape. Uh we got about four or five [2:06] subdivisions we got in good shape for the winter. Springtime we ought to be [2:10] able to get them uh swapped over for maintenance [2:15] or at least get some more asphalt down. Um, [2:22] we do got a new road list to book there. We had about [2:28] 3.17 miles of road that that going in on our book on the new road list. Like to [2:35] get y'all's approval on. And on that first sheet in that book, it's got all [2:40] the all the roads. A lot of them are just adding on the previous roads we [2:44] had. There are a few that are are running the road subdivision roads but [2:48] like to add them to our road list to take care of. Motion to approve. [2:52] » Second. >> Okay. [2:53] » Any discussion? All in favor say I. >> That's all I got. [3:00] » Any questions for Chase? You see none. They hear a motion to [3:03] approve his report. So move. All in favor say I. I. [3:09] Superintendent report. Mr. Steve Mury. [3:15] Uh I know we got a few things we need to [3:20] discuss today about got discussion on some bridges and some east division. [3:28] U Mr. Bobby and I talked about few things [3:32] and uh I'll let Mr. Bob you want to talk about each vision? We'll go ahead and [3:38] talk about each. Well, I talked to Chad about this because it's not in my road [3:42] commission district, although a bunch of my constituents drive up and down it. [3:46] Probably everybody's doing it. Um, you know, 25 years ago, I spent a lot of [3:52] time begging money from T dot and I was down there all the time. [3:56] Probably 20, 30 times I went down there trying to get a grant for this and a [4:00] grant for that. And you know, in the big leagues, if you hit 300, you can get in [4:06] the Hall of Fame. If you hit 100 at T Dot, you'll get in the Hall of Fame. I [4:10] didn't ever hit 100. It's It's hard to get road projects. It's hard to get [4:13] grants. But I'll tell you the way I think we're going at this East Division, [4:18] I don't think we're ever going to get a grant. I don't think Mount Jul's going [4:22] to get a grand. I don't think Lemon is going to get a grant. And I'll tell you [4:25] why. Cuz I got to thinking about it. It's only a five mile road. [4:30] And T Dot is not going to want to see that thing peacemeal and fixed. They're [4:36] not going to want to grant Lebanon a little half a mile and us two and a half [4:40] miles and Mount Julie a couple miles. They're not going to do that because [4:43] we'll all get fussing about it. They don't like that. [4:47] So, I got thinking maybe there's a better chance that we all have we got [4:52] together and went down there with a project because there's three lines at T [4:57] dot. If you go down there and try to ask for money, there's three lines you can [5:00] get into. One of them is the is the dream. I got [5:04] an idea. It's a long line. The second one is a a plan. You go down there with [5:10] a plan. You roll up a tube and you can go down there and have a plan. It's a [5:13] pretty long line, too. If you go down there with a project, [5:17] you know, it still probably take a while, but at least it's a short line. [5:22] And and I don't see any other way we're going to get a grant. And I talked Chad [5:26] about this. And I know there's a lot of ideas about going to this bad section of [5:30] East Division and fixing that and going over here and fixing this, but that's [5:35] not going to fix East Division. That's just going to chase the problem to the [5:38] other part of East Division. We're going to have to fix the whole road, right? Am [5:42] I wrong about I mean, am I saying anything out of out of out of step here? [5:46] I mean, it's five mile road. It don't have shoulders on it for most of it. And [5:52] the problem is is if if somebody puts a tire off, they look at their phone or [5:55] whatever, they put a tire off the road, they overcorrect getting back on the [5:58] road and next thing you know, you got another head-on collision. That's what's [6:01] that's what's been happening. And so the only way that I see how to fix it. So, [6:06] how will we do that? Well, we're going to have to figure out a way [6:09] to all get together. I think Mount Julie's already designing a project, but [6:15] they're even admitting they think they're going to have trouble getting [6:18] their grant because it's only like a couple miles. They're not the whole road [6:22] either. So, is T dot going to give them a grant to go two miles and stop? Well, [6:26] they might even make it worse because somewhere it's going to have to taper [6:30] back down to the old road again. So, I don't think they're going to do that. [6:33] They rather give the money to somebody in West Tennessee somewhere. So, I guess [6:37] what I'm bringing to the the board today is any ideas y'all got how we if if it's [6:43] a good idea to try to work with Lebanon and Mount Mount Juliet to try to do [6:46] this, try to get together beforehand, try to go down there all together [6:52] and how do we do that? You know, I'm open for suggestions cuz that that's not [6:56] even going to be easy. I mean, they're busy. We're busy. We got different road [7:01] crosssections. I got different road cross-sections. [7:04] So I just want to throw it up there. Tip ball [7:09] on the M yet Jet portion. Are they going to the Golden Bear on Division? [7:12] » Pretty much. Maybe a little past there to go to Rutland, right? [7:15] » Rutland. Okay. It's right there where the barbecue place used to be. [7:18] » Yes, sir. >> Right. So that's a pretty good section. [7:23] » Couple miles. >> Yeah. [7:25] » It's in the RPT. >> Well, I do think we need to try to come [7:27] together and get the whole thing resolved. [7:33] What do you think, Mayor? >> Well, I met with uh Tony yesterday with [7:38] Cyer uh and u because I talked to him about the options of doing the 3 million [7:43] and fixing those four spots and he felt like that the um the data they went with [7:48] the last time uh had gone up 40% on traffic and 35% on crashes. And he felt [7:54] like he could apply between now and May or April with this FWA grant of the [8:01] SS4A. and he felt like they would get that this time. They got four roads this [8:06] last award in Mount Jet, he shared those with me. So I said, so before I talked [8:12] to Chad about doing that 3 million here, uh I said, "Let's do the timelines on [8:17] both." So we did a timeline on the grant, which he said could be delivered [8:21] by December of 27, not funded till March. Uh and he said, "But so you're [8:28] looking if you went ahead and did the 3 million on the four spots right now that [8:32] in 6 months you would tear it out if you got the grant." And he said he feels [8:37] good about the grant because those four ones that were granted for Mount Got uh [8:41] this last year. So he has said he's committed to applying for that and [8:45] making that happen. So on East Division, the RTP uh regional [8:51] transportation plan 2050 plan uh is in the work. I talked to T dot after being [8:56] you talked. Uh they feel like Jay Norris feels like they do have a good shot of [9:01] getting uh Mount G some funding for that one from Mount Giet Road to Rutland [9:06] Drive and then we would pick up Rutland Drive to the city limits of Lebanon. [9:10] » Now let's see from Rutland Drive to the bridge is still city of Mount Jup. [9:15] » Yep. >> So you got almost a mile there that's in [9:20] the city of Mount Jup. >> Mhm. [9:22] » So why are they stopping that road? Well, that's what I was wondering. Yeah, [9:26] it's just crazy. >> Well, that just passed a Golden Bear. [9:30] So, they did it to Golden Bear and then they go past Golden Bear and they [9:34] stopping it. >> So, they're going to leave the other [9:37] part of their city out. >> Well, I mean, that's the project they [9:41] carried, uh, which is completely fine. So, I mean, that's their project. Glad [9:45] they're doing that. We're not having to worry about doing that. And then Tony [9:48] felt like I could pick up at Rutland Drive and car it with the city's [9:51] cooperation because we we already have their endorsement from last time that we [9:55] applied for this them and Kristen Rice as well. Matt White was the Mount Ger [10:00] one who did that. So he feels good about that. [10:03] » Okay. >> Because I was going to come to you today [10:04] because we had talked last last time about let's get that 3 million going. [10:07] But he said so right now you get that grant that's 8020 match. That 3 million [10:12] is going to go a long way on a 20 match as opposed to putting it out there and [10:15] it being tore up in six months. Okay. So, that brings us back to u a [10:21] question then. So, how far is it from Rutland to the bridge? [10:25] » It's it's it's probably I'm going to say it's close to a mile. It might be 710 [10:30] something like that. >> Okay. So, let's just say a mile. So, on [10:32] the other side of that uh where the city led comes in to where it's it's wide [10:37] right there in front of the fire station. How far is that from there to [10:40] the bridge? >> Probably a couple three miles. Two and a [10:44] half three miles. >> Okay. All right. I was speaking the [10:46] same. If you're going to do a mile for Mount Julie, you might as well do a mile [10:49] for 11 and cover the whole thing >> cuz see you got see we've got a right [10:55] past the last two turn lanes that we've done. We've got another one just another [11:00] development fixing come in and they're going to fix that box coverage there and [11:04] they're going to make a three lanes there too. So that's going to be another [11:09] pretty good section of the road that's going to be fixed. So [11:12] » Okay. So, but you're saying that he's guaranteed to get that or [11:18] » Well, I'm going to say he he he probably ain't guaranteeing he's going to get it. [11:21] He's hoping he's going to get it cuz see, we've done applied for three [11:25] different ones out there on the east division and didn't get none of them. [11:29] » Yeah, you applied for it once. >> One time the sec. No, second one never [11:34] got applied for. >> Okay. [11:36] » We had that conversation yesterday. That's why I called him in cuz I said [11:39] that's not what we had conversation about before. But he said nobody [11:42] followed up with him. And that's a that that what he said by [11:47] the time he went to do that because we went back and found the time when the [11:51] » You talking with Tony or Aaron? >> Talk to Tony. We met with him yesterday. [11:55] » But I know I Aaron last time applied for us. [11:58] » Yeah. Did you get that? >> Well, I hate to be negative. So, here's [12:03] the problem with this. Every time you ride in a road, you got to you got to go [12:08] get rideway. You got to move the utilities. You you gotta you got to get [12:12] people there. You got to bring dump trucks in. You gota you gota bid it out. [12:16] You you got to start project, right? So if you got Lebanon doing it and we doing [12:20] it and Mount Julia doing it all separate, you're going to do all that [12:23] stuff three times and you're not going to do it at the same time and you're [12:28] going to build three different roads. They're not going to match. They're not [12:32] going to be built at the same time by the same people. and and it's going to [12:36] take forever to wind up with something that's going to be peacemeal even when [12:42] it's done. And and so I guess what I'm trying to say is 5 miles ain't a long [12:46] road for T dot. Mount Juliet from Highway 70 to Providence is 5 miles. [12:51] They did that in 18 months. They did that. I was there. It was 144 pieces of [12:58] right away. Every utility was moved, everything. But it was a five mile [13:02] project. But we're wanting to bust this up into three little bitty projects. [13:08] Even if T dot did grant it, we're essentially going to tell the public [13:12] they're going to be in a construction project from now on. They're going to be [13:14] three different ones and we ain't going to have control over two of them. And so [13:18] I I guess the alternative would be and maybe it's not an alternative. Maybe the [13:23] city of Lebanon and the city of Mount Julie don't want to do this and and and [13:26] wouldn't want to work with us. But on the other hand, what what if we could do [13:30] it that way? What if we could just say, you know, when we do the rightway, we're [13:36] going to get all the right away. When we do move the the utilities on this five [13:39] miles, we're going to do it all at the same time. If nothing else, the people [13:42] going up and down east division are going to be a whole lot less troubled by [13:46] it. And so, you know, you see what I'm saying? And it might even enhance our [13:49] ability to get the grant because remember if if we connect with Mount [13:54] Juliet and Lebanon and us, there's three different, you know, cities and counties [13:58] going down there and asking, that's that's a lot. We're all agreeing. Plus, [14:02] we got the biggest commercial building in state of Tennessee down [14:07] there. It's Amazon. I mean, they know that, [14:11] right? They know it's grown down there and bound you adding to it. We'd kind of [14:16] be I think I think we'd enhance everybody's chances of getting the [14:19] project. The downside is we'd have to work with Leon Mount Juliet. We'd have [14:23] to agree on a cross-section. We'd have to agree. We'd have to agree what the [14:27] road's going to look like on the front end, but I'm not sure that's a bad [14:30] thing. Do you really want us to fix it and go through all this trouble and it [14:33] be like this all the way down it? I mean, I'm just [14:36] » I agree. I agree with everything you said, but I we've been sitting here for [14:42] the last 3 or 4 years hoping and wishing on a prayer that we get a grant. We've [14:46] got to put the foot forward somewhere and and start something. Uh I mean, and [14:51] and we do. I mean, seriously, I hate to be the bearer of bad news, but and but [14:55] I'm willing to do what the mayor says because he feels pretty good about it. [14:59] Why Why don't we wait till April and Well, that April is when he applies [15:03] though, right? Or is that when he'll know something? We're getting applied in [15:06] April. And I think that to go back to your conversation, it can be done at the [15:10] same time. What we're having discussion about right now is finding the funding. [15:14] » Yeah. >> Yeah. I mean, Mountain G, it'd be great [15:16] to do at the same time. If they get the funding, that's good, but if they can't [15:18] get the money, they can't get the funding. But the county park that we are [15:21] in charge of, >> we need to get on the stick and get it [15:23] done. And we didn't apply the last time. >> That's right. [15:25] » Uh, and that put that on me. I'm fine with that being on me. I'm going to make [15:29] damn sure it gets applied for this time because there two two people lost their [15:33] life on that road and we need to apply for that. And and I would I was fine [15:36] with going ahead and pushing for this three million and fix those four bad [15:39] spots. If they going to tear it down in 6 months now that that that that don't [15:44] make any sense to me in my opinion and I'll know by December if we don't get it [15:48] then yeah then take the 3 million and go pick 73 spots cuz then it's a long way [15:53] away. But we got to have funding. And then they can if we get the funding, if [15:57] we get the FWA with SS4A, that's fine. Then coordinate them with Mount Jude [16:02] said, "Hey, if you'll pony up and get your grant going, let's do it all at one [16:05] time with one construction group." I got no problem with that. But right now, we [16:08] don't have a dime and we ain't got enough money to go do it. Nobody does. [16:13] So, I mean that I mean I spent the last four days working on ever since you [16:16] called me about putting a committee together. I said, "Hey, I called T dot, [16:20] talked to Jay Norris for a while." Yeah. and Jay and and of course I mean and we [16:24] and we've identified and I want to get with you guys pretty soon in Christopher [16:28] because we've talked just this recently about how do we handle subdivisions one [16:33] going in out there on Maple Hill this is a conversation you know how do we handle [16:37] it I called Michael Skipper Michael said you know you can ask if they annex into [16:41] the city you don't really have any say so but he said if you want to ask that [16:45] developer to do a traffic shed study to find out what it's going to cause your [16:50] network county roads ask them to pay for that and do that. Now, they won't pay [16:54] for all that improvement on those roads because you get aft for that, but they [16:58] could be asked to pay for some of that. Now, they may tell you to take a flying [17:02] leap, but he says right now there is no money out there for that in any county [17:07] uh in Tennessee. And so, we all have to ask, but that's what the public has been [17:10] asking us forever. Development goes in, what are you doing about my county road? [17:15] And that's and that's something that that we're going to sit down this next [17:18] week if we can and address. How do we address those? because we've got to do [17:21] that. We've done everything else in the county. We've added wingless stations, [17:25] jails, schools, everything else. But our county roads need some attention. And [17:30] that's not really on you because as I've learned, road commissions were not [17:34] designed to build roads. No, they're not doing it anywhere in the state. But as [17:38] we've all learned this growth, they're all paying right now because they're [17:42] getting traffic they can't handle and you don't have the budget for that. So [17:46] something's going to have to be done or have a plan to address that. And that's [17:49] what I want to talk Well, yeah, but I mean, and I agree with you one thing [17:52] that none of this is any of y'all's fault. It don't have anything to do with [17:56] us. Technically, it's our fault cuz we're letting development come in and [18:02] we're getting outgrown and the roads are not keeping up. The water's not keeping [18:06] up. The sewer's not keeping up, and we we keep putting stuff in. I mean, you [18:10] know, and that's just the way I feel about it. So, and I had to take a hard [18:14] look to figure out because I was like, man, I got to go out to the road [18:17] commission. we need to get these roads fixed. Then I'm like, man, well, over [18:21] here, this development, you know, I just got one out there on Hartsville Pike. I [18:25] think it's the greatest thing. They could put three 400 houses in there. [18:28] They only want to put 70. So, you know, and and of course the people out there [18:31] was kind of fussing about that and they don't understand. You can put 300 there, [18:35] but he's just want to put 70, you know. So, but once we start adding them, of [18:40] course, Archville Pike's wide enough that they can handle the flow of the [18:43] traffic and all of that stuff, but what if they turn around and go back to [18:47] Spring Creek trying to get to Tucker's Crossroads uh uh school? It's narrow. I [18:52] mean, the road is narrow. And so, um we we still I I had I had that on my mind. [18:57] You got Philips Road. It's a one lane bridge going down through there. And so, [19:01] and and that's where they're going to go. They're building houses over in [19:04] there, too. So, we just got to do something. I mean, we we have to do [19:08] something. We might have to start, you know, thinking about it in this new [19:12] budget or whatever that we're going to have to set money aside to build these [19:14] roads, you know, somewhere. And I ain't talking about just pulling a little bit [19:19] from here, a little bit from there. We need a fund to start building these [19:22] roads. I I I firmly believe that. >> And we set aside the fund for the [19:26] mineral tax. And you may want to address in November [19:29] putting the will tax out. And that's let the people vote on that's 3.75 million [19:34] to do that. But when you say this body right here has it at fault, we don't [19:38] approve subdivision and we can't commissioners. Yeah. And we but but [19:44] commissioners don't approve subdivisions either. And we can't stop uh that [19:47] annexation from going into the city. I mean they've left that to the people. [19:50] Now the people get to ask that. The city's not asking that. And the growth [19:53] that we've taken a beating for 85% of it's in the city. It ain't in your [19:57] county. I mean you can go a lot. We got >> He's right. But you're full. You can say [20:04] he's right cuz you're full. >> Well, [20:06] » I've got empty land. I've got empty land out there that that's not [20:10] » But the past little bit has been 15% of the growth has been in the county, [20:13] » right? And and so when they get on the horn and say, "Hey, if you don't want [20:17] traffic, you know, increase those lot size of two acres." You can increase lot [20:20] size to 50 acres, but I'm still going to have traffic because the growth that [20:23] I've got is inside the city that I don't control. [20:26] » Right. >> Yeah. And if we can address and get a [20:28] little bit of the developer to help us on some of these network roads, that's [20:31] the best bang that we got in my opinion for this. I don't know if there's [20:34] anything else we can do. But again, we can only ask. Mike will tell you, we [20:38] can't make them do nothing. >> Well, I got one dumb question then. [20:40] We're going to go about this way and we do get it. Let's just say we do get a [20:44] grant. We're going to have to get right away. What if they don't want to sell? [20:50] » Well, the people in the east division don't want to sell right away. Are we [20:52] Are we going to Are we You have to condemn it. Okay. Is it Is it Are we all [20:57] prepared to >> I don't I I really don't think you'll [20:59] have one person because they're probably tired of them raking in their yard. [21:02] » Yeah. You'd be surprised, you know, we >> Well, then they're going to lose because [21:06] that road needs to be wide. >> I get it. [21:08] » Yeah. >> You know, by by peace mealing and I [21:12] guess I guess the other thing I I just leave y'all with, y'all won't go this [21:16] route, that's fine because it's a long way off to do it anyway either way. [21:19] » Well, you look at four or five years at least. Yes. And if we don't get a grant, [21:23] Mount Juliet strikes out too, and we're both in the same boat, [21:27] we we may have to do what I'm I'm suggesting because it does increase our [21:32] odds of getting it if we go with more people. [21:35] » Yeah. But it don't hurt to do what you're doing, too. Whichever one comes [21:39] first is what I look at it. >> Yeah. So, mayor, what you're saying is [21:43] who you talked to, um he y'all are trying to get something done for our [21:47] whole section, correct? fire section the the uh the regional transportation plan [21:53] already has the project enlisted and money committed to it for east division [21:58] from Mount Jet road to Rutland Drive. So that already has that's already in the [22:02] works. So I know you know this but so for every road that have to have to get [22:06] started the first thing it's got to do it's got to get to GNRC it's got to get [22:09] on the NO it's got to get on the regional transportation plan. Once it [22:12] gets there then the next step for it to do is to get into the tip three the [22:16] transportation improvement plan which is a three-year plan. And that means it's [22:18] got some funding dedication. Then it's got to get to the 10-year plan uh of T [22:22] dot. They've got to accept it. But T do DOT is not going to accept any road [22:26] that's not started out in the GNRC. Period. And and and so for us in our [22:31] county road, we have to get that road on that list. And we've got to get a [22:34] funding source. And the funding source is the SS4A grant. Unless you want to [22:38] pony up the money to do it. Bottom line. So right now we got a chance for a [22:42] grant, which is the best thing for your citizens to get 80% of that money. And [22:46] if we don't go apply for that, I think we we don't look very smart. So, we do [22:49] that and then we take the three men we was going to spend on those side parts [22:52] and put that towards the match, which that we do have that money to be able to [22:56] do that. But we get that grant once we get the grant then we're fine to go and [23:00] say, "Hey, can we get Mountain JW and us to work and do the road all at the same [23:03] time? We got the funding and now can you come up with the rest of your funding [23:07] and and we could do it all at one time." That's your issue is peacemail them. But [23:11] we peacemail every day. Every time one of them new division, some one of those [23:15] new uh commercial buildings go in, they peace build the road right in front of [23:19] it. But you're not gonna let them not do that, you know. Yeah. [23:22] » So, I guess my take of it is out in that area for hearing people. It'd be good if [23:27] we could do our stretch cuz I hate to see us spend three or four million cuz [23:31] then they're going to wreck right past that spot we fixed. You know what I'm [23:34] saying? >> Yeah. If you don't do that stretch and [23:35] Mount J gets there done, it stops at one lane. Goes right back down two lanes. [23:39] » That that stretch is our responsibility. me and a mile of it's in the city of M [23:44] city of Mount J. We may ask for some help there. But I mean that is our road. [23:47] » Yeah. But I I'm I'm I'm going to piggy back off what Chad was [23:52] talking about. I'd like to know the numbers because I feel like where the [23:57] most of the wrecks are happening is in the county. [24:00] » Sure. >> It's up it's up 40%. Let's say down [24:03] there where Matt Jet took over too >> down there [24:07] doing it on both. >> It's in it's in both. [24:09] » Yeah. Yeah. It's that whole stretch is is [24:12] » Yeah. But and I and I will say this. I mean that amount to ever be [24:18] » since we've lowered the speed limit. If you'll go down there and drive at the [24:21] speed limit, you don't have no problem, >> right? Go ahead. It's just a shoulder. [24:25] It's all over. >> It's just a shoulder. But I we went down [24:28] there and restriped it and if you go down there and drive it like you're [24:31] supposed to, you don't have no problem. But now I know people don't do that, [24:35] » right? You know, I mean, it's like when it tells you in your handbook or when I [24:40] got my license in the handbook says I'm supposed to be have control of my [24:44] vehicle at all times, >> right? I mean, you know, if you drive it [24:49] like you're supposed to, you don't have any issue. And the issues with the [24:53] tractor trailers and the dump trucks and stuff on there, I mean, we run into that [24:57] just recently. They got 16,000 loads got to come out of Walmart up there and [25:01] they're taking that over. >> Well, I don't know why they don't use [25:03] Golden Bear anyway. Well, so here's >> you can't use Golden Bear [25:08] » cuz they the the DOT will not let you on interstate. You can haul 10 tons over [25:13] there at a time. >> I'm talking about truck and trailer. [25:16] » Oh yeah. >> Yeah. I thought you they were defining [25:22] truckers. >> Yeah. [25:24] » But and you know I mean but you can't stop them, [25:27] » right? >> But that situation we dealt with there [25:30] is that they got 16,000 loads has got to come out of there. Uh, and so Gary Nooks [25:36] called me and he said, "Hey, they're wearing up my road back here with this [25:39] with this dump truck." So I called Daryl Gilly and he said, he said, "Well, [25:42] here's the deal." He said, and I called the sheriff, too. He said, he said, I [25:45] said, "Can you just not come down? You're going over the pardon me day cam. [25:48] Can you not just get on 109 and come down hit Franklin Road and go in?" He [25:51] said, "No, cuz when I come out of there, you going to make me take a rot. And [25:54] then when I get up there to the to the interstate, you ain't going to let me do [25:57] a U-turn. And then when I try to go down interstate, I got $1,800 ticket the [26:01] other day because they cut the load lift down. So yeah, the only place I got to [26:05] go is uh Camp Brown Road, Nel Road, Franklin Road in there. And he said, "So [26:10] what they've done with the new law is forced our county roads to take all this [26:14] traffic." >> Yep. And those laws are not there. [26:17] They're they they're just enforcing they was I looked it up is back in 1970 [26:22] when that highway >> This is the new the new law though is [26:24] where they >> they dropped the weight limit on you. So [26:28] that so you're right. >> It's been there since 1970. The weight [26:30] limit has been there since 1970. >> But they dropped it some more. They just [26:34] » No, I can haul I can haul 15 tons on the interstate. That's it. [26:38] » That's it. >> So the new [26:40] » No, I'm sorry. My truck can only haul 13. If you got aluminum bed, you can [26:43] haul 15. >> So the new law that Daryl said and that [26:46] Jay Norris sent me yesterday. I said, send me a copy of the email was one that [26:50] was put in there by Department of Safety that lowered that [26:53] » again. >> Yes, sir. And that's why he said, "So, I [26:56] mean, I can't," he said, "I can't take a half a load." [26:59] » No. >> Yeah. [27:00] » I mean, I knew I knew that's the reason why they was doing it. But on the other [27:03] end on Franklin, you know, Haskell come up there. Robert stood up there and [27:07] said, "I'm we're going to write them tickets." I mean, so you can't go there. [27:12] You can't go anywhere in in the county or the city for that. [27:15] » So, that went on best road. He said, "Hey, look, keep them off of Best Road." [27:18] And he said, "Mary, I'll do whatever you want me to do, but the site that y'all [27:21] flew for me to work on is over on McQuary Road. So if you don't want me to [27:24] turn down best, that's fine. If I go down to 452 like you asked me to, then I [27:28] can't and I turn down on Mcquaryy. I can't cross that bridge because of [27:31] weight limit. So I'll do whatever you want me to do. T won't let me get on [27:35] interstate, but you just tell me which one you want me to do. I'll be glad to [27:37] do it. >> Yep. [27:38] » Yeah. >> They're wearing me out over on Riverview [27:40] Road and I talked to Steve. They're all cutting through. I don't know. But [27:44] anyway, so you're working on division. So working on yeah working on division [27:48] and also working on um see with the department of safety to see if we can [27:52] get a waiver for those 16,000 load to actually use 109 I mean use interstate [27:58] just go down to South Hartman and take a ride hopefully to keep them off our road [28:01] trying to protect >> Thank you for working on that. [28:03] » Yep. So and I I I once we meet I do not want to address this board until I meet [28:09] with these guys here but uh we will come back with a a plan uh that you asked me [28:13] to work on. >> Thank you. [28:15] » Okay. Yes, sir. >> All right. The next thing I want to [28:18] discuss is we're these bridges. We're getting in they've got a new the state's [28:24] got a new formula on these bridges and we're getting we're fixing to get [28:29] into a vine with these bridges. I was going to let y'all know we uh the state [28:34] has informed us when we come back that we've got to shut down the bridge on [28:39] East Oakland. It's got to be shut down by the 20th. [28:45] uh not ever had. It's never been on the [28:48] bridge list. It don't even have a weight limit on it. And normally they make us [28:52] put a weight limit on it before they, you know, we have to do work to it. And [28:56] so this is all new to us. So, you know, that's one reason I've [29:02] kind of watched what we do with our money because I knew this was this was [29:06] going to happen. We've got bridges in the county that's been there for years. [29:10] » Is that it, Terry? Is that yours or is that Curtis? Yeah, the bridge there [29:16] » at Mill Road at Mill. >> Yep. [29:18] » How do you get over Spring Creek? >> Drive around. [29:23] » So, >> I mean, you fixing to send them down [29:25] Bluebird this time. >> Bluebird. You going to send them down [29:29] » Copper Hill? Locus Grove and all of that. Yep. [29:33] » Good. >> So, you you probably going to get calls [29:35] on it, but I mean, >> state says I got to shut it down. [29:39] » When you got to do this? >> The 20th of January. You got signs [29:43] already out? >> No, we've got signs out warning people. [29:46] » Okay. >> So, [29:48] » if you get calls on that, we're trying to there's a backup on I40, which [29:52] doesn't matter I know to any of our jurisdictions, but back up at coming [29:57] from Nashville getting off at 109 there. There's only one lane. So, we talked to [30:02] them because that's backing up now about a lot of skid marks there. So, we've [30:05] asked them to put a sign out there flashing saying be prepared to stop. [30:09] Talked to Jay yesterday. He said the issue is really in front of Publix [30:12] because when they come off of there they turn right going north to Gallatin. They [30:17] got a red light there. They got a red light on the other side of the [30:19] interstate. They got a red light at less. [30:22] And he said so they can't all get off and go that way. And he says we've got [30:25] to find something to do in house to handle that. But I've asked him say will [30:30] you just put a sign up because people have been calling me saying hey you [30:33] almost run into the back of somebody because the traffic stopping right in [30:35] the middle of the interstate uh on there. So, just you can let people know [30:40] if y'all get calls on that too that we're asking for sign. [30:44] » I'm coming out of Nashville. >> I'm going eastbound. [30:47] » Eastbound and I'm going to get off at 109. [30:49] » Mhm. >> And that ramp just backs up one lane all [30:53] the way to this for a while. >> Well, when are they when is and not to [30:58] get off totally off cuz it's not on the script, but when is uh when are they [31:03] going to widen that all the way from 8:40 to Sparta Pike or wherever they're [31:07] going? switch on your design then >> it'll go right to the interchange but [31:13] not change the interchange. >> Okay. [31:18] » So that that was I just wanted y'all to be prepared. That's what's coming down [31:22] because I don't there's probably I'm afraid there's going to be more bridges [31:26] when they go to chicken. So, but you know it's the state's really coming down [31:33] on these bridges and they like I said they've changed their formula. Now, I [31:37] don't know how much you can change your formula when you're doing a bridge, but [31:40] anyway, but that's what they're telling us. [31:45] » In other words, I got a question about the formula. How can they come in on us [31:48] and say all of a sudden we got to start doing [31:51] » that? Don't seem seem >> I could do [31:55] » financially feasible. That's what I say. But [31:58] » I mean, I can see it over a five or year unless it's just rusting out or being. [32:02] » Well, I mean, you know, usually when they make us start putting a weight [32:05] limit on it, we know we need to go check it and see what we got to do to fix it [32:09] or update it or whatever. >> See, this has never had a weight limit [32:14] or nothing on it. I mean, this is it ain't even been on the radar. The last [32:18] bridge list we got back in 22, it said fair to good. [32:24] now is seeing us we go shows now. >> I went to Michael Sweden's the other day [32:29] and I wouldn't go across it. Just don't like that bridge at all. [32:33] » It's that bridge the beans are small but there's been a [32:39] whole lot of stuff hauled across. >> Yeah. I just I was like I know [32:42] » I mean we've hauled across I've hauled across it several several times. [32:47] » Right. But I mean, you know, that's the state's [32:51] got their new formula. >> Okay. [32:54] » So, but on uh the Stewart Fair Bridge, [32:59] I'm going to ask y'all for a budget amendment. We'll get a bud budget [33:02] amendment on it to get it taken care of. Y'all should have a budget amendment in [33:06] your packet. [33:10] So, what is this, Steve? Well, the Stewart spray breed. Yeah, but it's a [33:17] » fun sub. [33:20] » Huh? >> Is that the big one? [33:21] » Subscribe. Yeah. >> And you going to get 93% back. [33:24] » 98. >> 98. [33:26] » Yeah. 982 is what they always do. Especially state. It's a state aid. So [33:32] » motion to approve. >> Second. [33:33] » Second. >> Any other discussion? [33:35] » All in favor say I. I. >> Okay. Uh the next thing I got uh the [33:40] mayor and I talked with a gentleman on the Smith Hollow Road [33:46] and he is wanting the uh speed limit lowered. It's 30 mph [33:53] now. And what he is wanting lowered is a mile and 9/10. [34:00] And I think my opinion I think there's nothing wrong with the speed limit [34:04] there. There's only six houses on the whole road. [34:07] So I'm >> three road. [34:11] » Yeah. It's off stageville, isn't it? >> Yeah. [34:13] » Goes through Rocky Branch. >> So you're saying the individuals asking [34:16] for this? >> Yes. [34:17] » Now we know we got a resolution that Terry put in place about signatures. [34:21] » That's right. >> So we need to obey that cuz I there's no [34:24] way he's going to get into them six houses. That's what I said. [34:28] » But that that's the reason he want he's want to take it down to 20 which I told [34:32] him we don't do 20. >> That's a driveway. And I I I told him I [34:36] said I said I'll take it to the board. I told him the mayor knows. I told him I [34:41] take we'll take it to the board and see what the board says. My recommendation [34:44] was to leave it at 30 because 30 is plenty cuz there's only six houses on [34:48] the road. >> Well, to this gentleman's defense, [34:50] there's six houses on it. >> So if he if they all agree, we might [34:54] work with them. Right. That's the way we look at. [34:56] » No, we're breaking our own covenant then. He said 25 signatures. Are we [35:00] going to do that? Yeah, but >> but he only has six homes. I mean, [35:03] » if you get 100% of the homes assigned, >> he I mean, he's called We We've dealt [35:07] with him. >> We've dealt with him a year ago. So, [35:12] daughter maybe got hit or almost got hit by somebody riding her bike down through [35:17] there. I know Blake Hall drives that way home every day. He talked to me about it [35:22] as well. Um Yeah. and he called me back and that's why and I could and I thought [35:27] we did something because I knew I we met I'd met him out there a long a year ago [35:31] and then I couldn't remember what we did so I said hey me and Mr. Murphy go meet [35:34] with him. So, you know, he wanted it uh wanted it lowered from 30 to 25. [35:39] » Is it one lane? >> No. [35:42] » Oh, I mean, I can see the difference there, but I mean 20 miles an hour, [35:46] football players run 22. >> Well, I mean, we see I've got 20. It's [35:51] got the curve. It's up there where the animal farms at. Yeah. So, they get [35:55] visitors coming in, I guess. Well, no. It's used to be where the animal farms [36:01] over there now, but >> but evidently Blake goes through there [36:04] going home. What is that? >> I don't think he goes through there [36:06] going home. >> Yeah, cuz he was going to meet with us [36:08] that day if you remember. >> Well, he did, but I mean surely he takes [36:11] Stacial Road. I wouldn't be going through there to take You got Stacial [36:13] Road cuz he lives on Greenville. >> He says on my way. [36:17] » So, I just I didn't know that. >> But anyway, I mean I I [36:22] mean, unless y'all want to go with it. I mean, [36:25] » well, the I think it is >> that resolution we had, you know, [36:29] » if there's a thousand homes on it, we got to get what we say 25 to 30. [36:34] » Okay. I see. >> And if there's six or seven homes on it, [36:36] then if four or five say Yeah. then we could look at that. But now that's [36:41] that's just what we put in place. >> Somebody may correct me, but is that [36:45] what we did there? >> I mean, we've already got 30 mph on I [36:48] mean, you you get a mile almost 2 miles worth of 20 mph when there ain't but [36:54] about four homes through there in that section anyway. I mean, [36:58] » okay. >> So, I'm I'll leave that with y'all. [37:02] Whatever you think. What you say to the board [37:06] going from 30 to 25. >> Leave it. [37:10] » Got a motion to leave it. Is there a second? [37:15] » Cuz I'm going to let him call you when he calls me. You don't really have to do [37:18] anything if you just going to leave it. >> Yeah. [37:20] » Okay. Right. Okay. Yeah. So, I'm going to let him call y'all cuz he cuz he [37:24] worried my tail out. So, >> who is it? [37:27] » It's that u Oh, the roofer. I can't even think of his name. [37:33] » I can't even. You know, he called about the 20 mph up there on the hill trying [37:38] to We went up there and put the It's the one that I think he called you [37:43] several times. >> Okay, that's fine. Well, I guess I just [37:47] want to know bottom line, and I'm not trying to beat this, but if he if we [37:51] tell him if he gets everybody on the road to agree to do to 25 that you're [37:55] fine with that, right? >> Yeah. I mean, you're just changing the [37:58] sign. I mean, >> on on my side, the reason I took Mr. [38:02] Murphy out there without saying it goes from 30 to 25, it don't mean a hill of [38:05] means to me. I I mean, that's what the guy wants. I mean, I mean, it's not want [38:10] to bother nobody. Yeah, I I understand what you're saying, [38:13] but 25 25 is reasonable, but >> it's we're going to 20. How many rules [38:19] we got? >> No, no, I'm going to 25. I told [38:22] » you said 20. >> I told you we wasn't going to 20. I said [38:25] we do. 25 we go. 25 is part. >> I take it to 25. I'll make a motion we [38:32] go to 25. Oh, that's your I'm sorry. That's yours, isn't it? [38:35] » Yeah. Whatever Terry wants to do. >> I said leave it alone. [38:39] » All right. All right. Next. [38:42] » Uh, so we got the budget a minute. Okay. [38:47] Only other things I've got, we're we're doing our general maintenance, doing [38:50] patch work, slow moss. We're running in doing some equipment work on our [38:54] equipment. And other than that, that's that's all I've got. [38:59] » Anything else, Mr. Murphy? >> That's it. Motion to approve. [39:03] » Second. >> All in favor say I. I. [39:07] » Mayor. Mayor, I don't have anything, but I need to confirm we did the road list [39:13] last month of November because it's supposed to be approved by the county [39:17] court in January. >> We just done today. Just right here. [39:21] » I think we did before you walked in. >> Yeah. [39:22] » Well, good. >> Yeah. We just So, it be in the pack. [39:26] That's all I'm >> Yeah. Usually, you're here early, but [39:30] you was a little late today. >> Well, the mayor left me with somebody [39:32] that I had to talk to while he slipped out. [39:36] He's setting me up. >> Motion to adjourn. [39:40] » Any old business? Any new business?
