[9:20] When you're going to school here and we were the host city [9:24] this year where the police memorial for Broward County [9:30] it was an honor to give the speech guest speaker for that. [9:34] The only tough thing was it was it was to remember the 105 83 [9:40] officers that have died in Broward County and seven [9:45] of the police dogs that have died [9:46] in Broward County since the inception of Broward County. [9:49] And i just thought that was an awful lot of I [9:53] know we've been around a while, but just [9:54] seems to be like a lot of men and women [9:57] that have been killed in the line of duty [10:00] and in just Broward county. [14:40] Jason Bagley, partner with Circuit [14:41] here to give an update for our 2024 results for our program [14:47] here in the city, Wilton Manors starting with a quick overview. [14:52] Our service coverage area is all city limits are schedule is here [14:59] Posted Monday through Tuesday 11 a.m. to nine, [15:03] Wednesday to Saturday, noon to 11 p.m. [15:05] Sunday 11 to 11. [15:07] We have refined these hours a little bit over the three years, [15:09] but I think we've landed on the most impactful [15:13] to the community we have four vehicles in the fleet. [15:16] There's two of the gem neighborhood electric vehicles [15:19] that you see on the photo We recently added an eV sedan [15:23] and then we also have an aDA gem gem that operates on standby [15:28] until it's requested. [15:30] Services $2 per rider The vehicle that we added in March, [15:37] there was some issues where we couldn't bring [15:39] the gems to a couple streets. [15:41] I think it was northeast and northwest 30th caught. [15:44] It would involve the drivers having [15:46] to go out on Oakland Park Boulevard [15:47] to access those streets. [15:49] So we saw an opportunity for opportunity [15:51] to replace one of the gems with this eV [15:54] sedan that can go anywhere. [15:56] It has a much greater battery range. [15:58] So we can charge at once. [16:00] And it and it gets through an entire day with plenty [16:03] of mileage to spare. [16:04] It can be driven on those major roads, [16:07] which means more direct routes. [16:09] And we were able to finally cover those two those streets [16:13] that we weren't able to access before. [16:15] I will note that this also opens up the opportunity. [16:17] We've spoken with the city over the years [16:20] about potentially trying to connect to the beach. [16:22] So by having a vehicle that can go on Oakland Park Boulevard [16:25] or A-1, A, we have the potential if you wanted to open up [16:28] that opportunity for two residents, [16:31] whether it be on certain days or certain hours, [16:34] but we'll just leave it out there [16:35] that that is an option we could create [16:37] a higher rate to go to the beach, a higher fare [16:40] to the rider. [16:42] We also updated we have a new data portal that we share [16:46] with Doe which gives them real time access to go in and look [16:49] at the data and generate reports around you know, [16:53] certain days or times of the day. [16:56] And it also gives quick insights of how many riders per hour. [17:00] What our average wait time is This is also provided [17:03] in a monthly data report that we share but this gives continuous [17:08] access to that information And as we look at 2020 [17:12] for our average, we did over 3,000 riders a month The program [17:17] has created ten local jobs. [17:19] But 35% of our rides are pools One of the most impressive [17:24] metrics I think, is the average wait time is 6 to 7 minutes, [17:27] and we've been able to maintain that long term considering it [17:31] is a fairly wide area with only Three cars on the road. [17:34] I think that's pretty impressive with the numbers that we have [17:37] able to complete as well And here's just an overall snapshot, [17:42] 41,000 passengers moved in 2024. [17:45] Average driver rating, 4.9, Five out [17:48] of five stars on the App Store. [17:50] Again, average wait times Six minutes, 48 seconds. [17:53] And the average user age is 54 and Wilton Manors this is [18:00] a month by month overview showing the peak months in march [18:05] and May and just a chart of our ridership with total requires [18:12] completed trips and total passengers [18:17] a little bit more insight busiest times 5 to 7 p.m.. [18:20] We've seen that consists utterly throughout this the life [18:23] of this program. [18:25] Busiest day is no surprise Friday, Saturday, [18:28] Sunday and again March and May. [18:30] Some of the busiest months, we can get really granular [18:32] with the data and see the top pick up and drop off [18:35] destinations with Heatmaps And our survey that we conducted [18:42] and some of the good results here are 93% of riders [18:45] think that circuits are a great addition to the community 80% [18:50] help it helps them drive less. [18:52] I know a lot of people are coming staying at Airbnbs [18:54] than know that they don't need to rent a car now to get around. [18:57] 70% of the ride is here are local, [18:59] so it's always great to see a little bit more [19:04] on the survey results Again, 71% live in the area. [19:09] And then some of the use cases where [19:12] people have taken the service. [19:14] So, again, no big surprises here Some testimony animals [19:23] and some great photos of the partnership I'm [19:27] happy to answer any questions, any questions for anyone [19:33] So good Yeah. [19:51] You know, one person may use the service every day, [19:54] but that extrapolates out the how [19:56] many different unique accounts or [19:58] associated with this location. [20:00] OK And at any given time, how many vehicles [20:03] or actually how many vehicles are available to ours? [20:07] Typically three vehicles on the road three on the road. [20:10] But we're not. [20:11] Ada, stand by. [20:12] Is if it's requested, we'll swap out to that vehicle. [20:15] So we would swap out to that vehicle. [20:17] So three would be the max. [20:18] Yes OK. [21:51] We've always covered the entire city limits, [21:54] but Yeah, just looking at these insights [21:57] there's trends that we've seen year over year now that we've [21:59] been here this long, but we work closely with Deo and Nick [22:03] and talk about any kind of changes [22:05] that we might want to make. [22:06] I don't think there's any been anything huge [22:08] over the last couple of months, but it's all showing in the data [22:12] and can be evaluated and something that we're looking to [22:14] shows obviously definitely from 5 to 7. [22:16] But later on as well. [22:18] Can you explain to the residents why you don't go past 11:00 We [22:25] have as a company, we typically don't run [22:28] later than midnight so we could be [22:31] doing that here if you'd like. [22:33] That's just a and it's something we may want to consider. [22:36] I think we'll get started. [22:37] The program, we were told at least I was told I [22:39] don't know about anybody else. [22:40] So it's circuit doesn't operate after 11. [22:42] Yeah, we have I think since then, we [22:44] have added some locations where we may want [22:46] to consider right that 11 a.m. [22:48] time doesn't really seem to be overly overly. [22:53] It's not a really popular. [22:54] You could also keep the hours and just [22:56] have one car in the morning and have, [22:59] you know, save those hours for later to go to extend beyond 11. [23:03] You know what I'm saying? [23:04] Just shift hours around. [23:05] Related to that you're saying it's 11:00 use, [23:07] but often it stops at 11. [23:08] So that would be when something dropped off after. [23:10] And I'm saying it's not really used 11 in the morning, [23:13] just later on in the evening. [23:14] Yeah One thing that I'd like just [23:16] to see the Times to that conversation in particular [23:19] is obviously, right now we see like, you know that 910, [23:22] it starts to trail off. [23:23] But I would imagine if you were to filter this data down to just [23:26] Friday and Saturday as a percentage [23:28] those are much higher, right? [23:29] So if we're talking about going to midnight [23:31] we would do that maybe on a Friday or Saturday. [23:33] Not not not. [23:33] Yeah. [23:34] And that's typically what it would be. [23:35] It's just Friday Saturday night We can extend those hours. [23:38] I think that's something I'd like to see [23:40] us look at doing potentially. [23:41] So we have less people potentially drinking and driving [23:43] in during our busiest times and just from some personal use [23:47] with the app I've noticed it could be a little glitchy [23:50] and right it pops up and it shows it's three minutes away. [23:55] Order it. [23:55] And then all of a sudden, it's all [23:57] the way on the other side of the city, and it's 20 minutes away. [23:59] And that's all you end up canceling. [24:01] Have you worked on. [24:02] I brought this up in the past. [24:03] We are, Yeah. [24:03] I mean, we've had about 40 app updates [24:05] in the last year and a half, so it's constantly being worked on. [24:08] We are aware of that. [24:10] You know we've heard it. [24:11] And we are addressing it. [24:13] So we're working with our development team [24:17] to find any of those updates. [24:18] That's going to improve that. [25:11] I just to make sure I know charging [25:12] as much as the batteries, I know you can buy better batteries [25:15] than others and they last longer and get charged faster [25:18] and all that is from make sure that we keep up on that. [25:20] Because I know in the past i've I've [25:22] gone to talk to the drivers. [25:24] Yeah. [25:25] For the last couple of years and they love being there [25:28] and all this. [25:28] There's sometimes they get there and the charger in charge [25:31] or the battery was bad and it's been a couple of days We really [25:35] need to have if we supposed to have three cars on there [25:38] that we should have three cards Four completely [25:39] understand and agree. [25:40] Then just one other comment. [25:42] So i don't know how it is for other cities [25:44] specifically for our city. [25:46] What's the policy If someone like [25:47] is just standing on Wilton Drive and the carts going by empty [25:51] can they flag it down? [25:52] That's what we would typically allow that, yes [25:55] And that's an opportunity to give [25:57] somebody the QR code to download the app for their next trip. [26:00] So absolutely unless you didn't want us to do that, we would [26:03] always take a walk up personally where I was told no order it [26:06] from the app and literally the guy was waiting, sitting there [26:09] for ride Well, the only thing that comes up there to me as [26:13] well, so maybe it's just an educational Yeah, well, it's [26:16] also a fare collection thing is that we're not in that instance, [26:19] we would not take cash. [26:21] Yeah. [26:22] But again i would always lean towards the let's [26:24] get somebody using the service. [26:25] And then next time they're going to use the app, right? [26:28] So I think as a as a way to, you know, bills are $2 per rider. [26:32] Does that go to the city Does that does that get split? [26:35] That's I think that's a split. [26:37] But after the credit card processing fees, [26:39] I think we had to add our fare guarantee. [26:41] I can get that from the city. [26:43] Yeah. [26:43] OK, good. [26:44] You have a credit card. [26:46] I'm sorry, but can you. [26:47] Can't you have a credit card swipe or a. [26:50] We've done it. [26:50] It's just a lot for the drivers to to handle a swipe card [26:54] or where working on some tap technology [26:56] Now we're looking at speaking with a couple of companies [26:58] that might do that. [26:59] OK But we've also done things where [27:01] the rider could just scan a QR code on the car [27:04] and make the payment. [27:05] So the driver. [27:09] I think that when we launched the program part of it was you [27:12] could just flag it down, and we didn't [27:14] really care about the fee. [27:16] Yeah. [27:22] I think it's great I have a couple of questions. [27:25] Some of these if these are contractual or pass kind of what [27:27] you can speak to, we I can certainly handle the city [27:31] manager separately, but when it comes to the sedan, [27:35] it sounds like that potentially is a more effective vehicle [27:40] in terms of its availability. [27:42] The time to charge etc. is the total cost [27:44] of ownership significantly more for that [27:46] than it's a little bit more. [27:47] It's about 10% more so but it's 10% more on the streets A kid? [27:51] Yeah, it could be for sure in the contract. [27:53] Who bears the cost of putting in a vehicle? [27:55] Is that do we ultimately bear that cost? [27:57] It's our choice. [27:58] Or is that something you decide? [27:59] Well, the contract was for the vehicles [28:01] that we started with for those GM vehicles. [28:42] It's not as many seats. [28:43] It's not as convenient where everybody gets [28:46] their own door in the GM car. [28:47] It doesn't stand out as much. [28:49] Yeah branding is it's tougher to sell advertising on a sedan [28:53] than it is on the GM car So that's [28:55] why I think most of our location ins [28:57] are doing mixed fleets now So you have a couple of each. [29:00] And we can on the back end of our app we can create sub zones [29:05] and tether specific vehicles to a specific zone where we know [29:08] we don't want the GM to go to the beach, [29:10] for example It could do just, you know wealth and drive area [29:14] There's a lot of flexibility in the technology to set [29:16] that up however you want. [29:17] So maybe worth looking at a second sedan and keep one. [29:21] GM But there's a lot of things we can do. [29:24] And I would say beyond that First car [29:26] that we replace there would be an increased cost [29:30] to swap out other person. [29:31] So right now. [29:32] You've got this wait time of 6 or 7 minutes. [29:35] That does not include trips that you canceled because the wait [29:37] time is too long, obviously. [29:38] Right? [31:05] And quite honestly, a lot of this [31:07] is a function of just supply and demand that we have [31:10] so many requests out of these peak times [31:13] that we should have six cars out there where [31:15] within the constraints of I realize we're [31:17] the ones setting the budget for how many vehicles are out there. [31:19] So I'm not holding you back more, but there's other level. [31:21] There's other levers to you could increase the cost [31:23] on those this Friday Saturday night could be $4 [31:25] or eight instead of $2. [31:27] Right and bring in another car. [51:32] It's 16 parking spaces I guess I'm just concerned about using [51:40] up so many parking spaces for charging stations You know, [51:44] it wasn't that long ago that we just paid $1 million to put 23 [51:49] parking spaces on 11th Avenue. [51:53] And here we using up 16 of them to do we [51:57] know why we need to go from 1 to 10. [51:59] It just seems like a very large jump and it's a very long term. [52:04] It's a 15 year lease. [52:06] There's two reasons. [52:07] One, there is a lot of demand for electric vehicle charging [52:11] at times we have up to five vehicles [52:13] right now in looking at proposals [52:17] from different companies This will not cost the city anything, [52:21] but there is a an investment from every go. [52:24] So in order for them to be able to offer the charging stations [52:29] at no cost to the city, it does require the commitment [52:33] of the charging stations. [52:34] And for that period of time, it just [52:36] seems like a very long lease. [52:38] We actually reduced that it was a bit longer [52:41] and a higher amount, so we we asked for the 15 year option [52:46] with lower rates to cancel. [52:49] And it does reduce if we do need to cancel. [52:53] We also have a provision in there [52:55] that if we decide to redevelop this property [52:58] the city does have the option to relocate those Chargers [53:00] to another location throughout the city at our expense contract [53:05] and not pay the cancellation fee. [53:08] I understand the revenue. [53:10] We're saying is 39,600 for the first year. [53:13] Do we know what the loss to the revenue [53:15] is from the parking meter income? [53:18] Absolutely. [53:20] We used that area because it's one of the most underutilized [53:24] areas of the parking lot. [53:26] It's usually busy Friday and Saturday nights, [53:28] but not during the week We anticipated [53:31] occupying less than 25% of the year over the period [53:37] of the term of this lease. [53:48] And what would the revenue be Over the terminal [53:50] So that would be the loss of parking. [53:54] If we use it strictly for parking and not charging. [1:08:48] So as of April 2, there are 124 leaves [1:08:52] attached to non home properties falling over $9.6 million [1:08:58] 35 homes that are properties have leaves [1:09:01] totaling over two $9 million. [1:09:03] With that grand total being over $12.6 million. [1:09:09] If we look at this chart here, that's also in the back up. [1:09:11] You can see where the bulk of the non that lean amounts [1:09:16] reside. [1:09:17] 36% of those amounts reside in that 100 to 199, [1:09:22] 99 Nine category lean amounts on the homes [1:09:26] that are properties You see the majority lie in that 100 to 1 99 [1:09:31] and nine category at 59% at 1.7 million. [1:09:36] So what we're proposing tonight is that we run a lean amnesty [1:09:41] program for a period of one year, [1:09:44] July first, starting and ending next year, June 30th. [1:09:48] So anybody who gets an application into us [1:09:51] within that time frame and the administrative fee [1:09:54] would be eligible for consideration. [1:09:57] We're proposing for the first nine months, [1:10:00] Homestead properties will receive a 9% reduction [1:10:05] and this excludes fees non homestead properties [1:10:08] would be reduced by 80%. [1:10:10] And the last three months those amounts [1:10:13] would reduce by 10% each. [1:10:16] And that payment be received within 90 calendar day time. [1:10:19] The city provides the applicant a notice of approval We're [1:10:26] talking about eligibility. [1:10:27] There are seven and they're all listed in the back up. [1:10:30] If we review a few of them, the property [1:10:32] that we're talking about shall be income appliance [1:10:35] with all of the city codes to include those associated [1:10:38] with that code case and that any and all [1:10:42] violations on the property shall be compliant prior to apply. [1:10:48] Each lien shall have a minimum face value of $1,000 and they [1:10:53] shall not be under any order of reduction by the magistrate [1:10:57] or this Commission eligible leans shall not exceed [1:11:01] that $250,000 at the time. [1:27:26] And so we've had a couple of appeals that have come [1:27:28] before the commission where a lean has had to be removed [1:27:32] because it was filed after the Lisbon [1:27:35] that we don't have an administrate of process [1:27:38] for that in our code currently right? [1:27:42] So typically when you file a lean under or after list [1:27:47] pendants, you your lean is not valid [1:27:50] as against that particular lawsuit [1:27:55] and all these things have been filed already. [1:38:53] So land use is governed by the city's comprehensive plan [1:38:57] and it does identify the long term vision [1:38:59] for those for those specific properties where zoning [1:39:03] actually identifies what those uses [1:39:05] are with that specific uses. [1:39:07] So that's really a very basic difference between those two. [1:39:11] So when we look at development, we [1:39:12] have to look at the land use of the property first [1:39:15] and then from there, we're able to determine what [1:39:18] those overall uses would be. [1:39:19] And then we have to do the analysis based on zoning [1:39:25] So the area in question. [1:39:26] This is again, it's all land use. [1:51:00] I don't need to go into detail of that So we have had the same [1:51:04] sponsorship levels other than the one [1:51:06] time gifts like this roughly $180,000, [1:51:09] 185 from 22, 23 and 24. [1:51:15] And it looks like that's where we're going to be in 25. [1:51:19] So we had Covid and then our environment changed So [1:51:23] do we really should be growing 10% a month [1:51:25] because expense is, as we all know, [1:51:28] because all of our expenses go up. [1:51:30] They keep climbing. [1:51:32] But we've not been able to move that same meter [1:51:34] with the sponsorships and we don't anticipate [1:51:38] we think we're going to hit our mark [1:51:39] and everything else that we predicted to you, [1:51:41] income level wise. [1:51:42] I redid the numbers a couple weeks ago. [1:51:44] And we're still on point only variable. [1:51:46] We have obviously is admission because it's [1:51:49] too early to judge anything. [1:51:51] We won't know that until roughly ten days [1:51:54] out to start comparing against last year, [1:51:57] but we're comping into that. [1:51:58] Our numbers are solid in that area Oh, [1:52:02] in the grant that you guys talked about, [1:52:07] if we if we're awarded the grant, [1:52:08] that money would revert to you. [1:52:58] It seems like a lot of events that are multi-year established, [1:53:01] it doesn't seem like it's very difficult for them [1:53:02] to get the right right. [1:53:03] So just like last year, you know although Jeff [1:53:06] Sterling and Hot Spots is the promoter, [1:53:08] this is a Wilton Manors event. [1:53:10] And I think we should be a sponsor of it. [1:53:13] And i'm happy to support that 50,000 like we did last year, [1:53:16] especially in these times where sponsors are [1:53:20] decreasing or staying the same. [1:53:21] Right? [1:53:22] We're not able there's a lot of products across the country that [1:53:24] are losing their sponsorships due to the nature [1:53:27] of the environment. [1:53:29] So I've i've had some discussions with Jeff. [1:53:32] I have torn apart his panel. [1:53:33] And in some cases him, which I apologize for. [1:53:35] But he's been very responsive about it [1:53:37] I had said previously that I would not support [1:53:41] any sponsorship because the event did so well last year [1:53:44] financially Some things have changed, [1:53:46] but one of the things that has me open to considering it [1:53:49] is there's a new. [1:53:50] I see a line item for metal detectors which is a new $35,000 [1:53:55] increase cost that that you're bearing because we're requiring [1:53:58] metal detectors. [1:53:59] I understand we're not requiring that particular model. [1:54:01] But for. [1:54:02] We've also required that the line move efficiently. [1:54:03] And so you went with that model. [1:54:05] So the line moves efficiently. [1:54:07] Just as a general kind of comment you know, [1:54:10] we have to bear in mind. [1:54:12] And it's chief's job, but she's done very well is ensuring [1:54:16] people are safe above all else. [1:54:17] Right. [1:54:17] But every time we keep adding these level $35,000 now every [1:54:21] year as a new recurring cost, it makes these events more [1:54:24] difficult. And frankly, we potentially end up paying for it [1:54:27] through sponsorship because that's what you know, [1:54:29] that's where the gap is. [1:54:30] In other areas, they've made up, you know, [1:54:32] I think it's important as a city like we have other areas like I [1:54:35] can think of outside of say, Jim Bar, [1:54:37] where we were applying to potentially [1:54:38] get ballots to protect people. [1:54:40] Like if we're going to require that events protect people, [1:54:42] we have to do ourselves. [1:54:44] We have to we know we know where we have weak spots in our city. [1:54:46] And I think it's just as important that we address those. [1:54:48] That's sort of a tangent, but I think it's relevant [1:54:50] if we're making you cover that.
