[15:16] And he began he began road patrol here on January 16, 2026, [15:20] after successfully completing field training [15:23] in just a few short months. [15:24] You quickly distinguished yourself [15:26] through your initiative, strong work ethic and commitment [15:29] to serving the community during the second quarter, [15:31] you accounted for 20% of the agency's traffic citations [15:35] and warnings, issuing Eight 147 as part of our traffic education [15:39] and enforcement efforts That looks to reduce traffic crashes. [15:43] You also handle 9% of the agency's calls [15:45] for service authored. [15:46] 9% of all reports are responsible for 8% of arrests. [15:50] An impressive level of activity for an officer. [15:52] So early in your career, but your performance [15:56] is more than just statistics. [15:58] At 1249 on June 29th, you responded with [16:01] fellow officers to a burglary in progress [16:03] at an occupied residence. [16:04] After a neighbor reported someone attempting [16:07] to break into the apartment of an elderly woman [16:10] who was home at the time. [16:11] You and your fellow officers quickly located the arrested [16:14] and arrested the offender. [16:15] But your work did not stop there. [16:17] Through a thorough follow up and investigation, [16:20] you obtain an admission from the offender [16:22] and uncovered additional evidence, [16:24] including stolen property and burglary tools. [16:27] Your work that morning demonstrated initiative, [16:29] sound judgment and a commitment to seeing the investigation [16:32] through There's also another incident here that's [16:35] going to be mentioned here momentarily [16:37] but all sorts happy in a short time. [16:39] You have proven to be a proactive and dependable member [16:41] of the department, whether enforcing traffic laws, [16:43] investigating criminal activity responding to calls for service [16:46] or helping someone during a life threatening emergency you have [16:50] shown what it means to be committed [16:51] to your profession, your fellow officers and most [16:54] importantly, the community. [17:05] Officer Boyer, Tap here in this conversation along with Officer [17:09] Steven Tapia on May 26th, 2026 Officers, [17:13] these Three officers responded to an urgent call involving [17:15] a two year old child who was unconscious and not breathing [17:18] Upon their arrival, they were met by the child's mother who [17:22] was holding her unresponsive son and urgently needed their help [17:27] Officer Man Fergus tapia, you immediately assess the child [17:30] and determine that his airway was obstructed by fluid [17:32] and mucus while he was experience seeing a seizure [17:35] and an extremely high fever. [17:38] Knowing every second mattered. [17:39] You acted without hesitation. [17:41] Officer Tapia positioned the child while also [17:43] remained food was administered. [17:44] Black back blows clearing the obstruction [17:47] and restoring his breathing. [17:49] I'll tell you what, if you watch that body worn camera, man, [17:51] it was some great, great police work [17:54] And for that child to be here today it is awesome. [21:31] Mayor, Vice, Mayor, Commissioners Appreciate [21:33] the opportunity Yes, please to have a few minutes [21:37] on your agenda today. [21:39] I am the chief resilience officer for Broward County [21:43] and I'm here on behalf of the Broward County Commission [21:45] to share a new grant program that the county [21:48] commission is rolling out just just about now. [21:52] And that is grant funding in support of infrastructure [21:55] for improvements to aid flood risk reduction [21:59] and earlier this year there was an announcement. [22:03] And decision to move forward with a $20 million [22:05] round location to support these investments [22:09] through a grant program that will open on September 2. [22:14] The focus is flood risk reduction [22:16] And given the implication of rising seas and rainfall [22:20] intensification and what we know that means to flood risk [22:24] and damage losses and economic disruptions in our community, [22:28] We spent several years working on the development of a county [22:32] wide resilience plan focused on dozens and dozens of scenarios [22:36] of flood risk Ultimately, [22:38] there were a suite of adaptation projects [22:41] that were recommended there captured in the banner there [22:44] on the right The point being that these investments are [22:48] indeed county wide but the county commissions [22:52] and they and they fall into a variety of categories [22:54] and these will occur over decades [22:57] But there are projects that we know [22:58] we can advance much more quickly, delivering [23:01] flood risk reduction. [23:03] With those benefits that will accrue each year. [23:05] And those are investments that support in some of this [23:08] won't be necessarily relevant to every type of infrastructure [23:11] you have in the city. [23:13] But control structures on canal floors, [23:16] pumps, inland and coastal oil and culvert improvements. [23:21] The risk reduction that we modeled for Wilton Manors [23:24] is revealed here. [23:25] The image captures anticipate and flood elevations [23:29] with Two full feet of sea level rise, [23:31] which is our 2050 condition. [23:34] A 100 year rainfall event and 20 year storm surge scenario [23:39] So the red areas show where we would expect to see [23:41] more than two feet of water. [23:43] The yellow areas, you know, six inches to a foot. [23:45] And then the light green, less than Six inches. [23:48] And the image on the left shows no adaptation. [23:52] And the image on the right shows the adaptation [23:55] projects that we modeled. [23:57] And you can see the relative improvement [24:02] The modeling incorporates the types of projects that [24:05] enhanced orange water conveyance, green infrastructure [24:09] improvements. [24:10] You know, there images on the right kind [24:12] of reveal what it looks like, but then [24:14] you take it into model land. [24:16] And that's how we're trying to trans slate [24:18] the performance of projects to the risk reduction And in total, [24:22] we also wanted to look at not only the risk reduction, [24:25] but what it means for economic cost. [24:27] And we know with rising flood insurance costs [24:30] potential threats to property value use, when you have [24:33] repetitive losses those implications for tax revenues [24:38] when values drop, revenues do. [24:40] And it makes it harder and harder [24:41] to keep up with the infrastructure investment [24:43] that we need, which is the point of invest now rather than defer [24:47] on improvements that we know will need to be made [24:50] in any eventuality But the plan comes with a very significant [24:55] cost We were looking at about 28 billion in total [24:59] through public and private investment over the next Four [25:03] decades or so So we really worked over this last year [25:07] to break it down into something more manageable [25:11] And the commission started with the first billion [25:14] and anticipated capital costs being those pumps culverts [25:17] and control structures, things that can go in the ground. [25:20] we also know that there's about another 2 billion [25:24] anticipated in additional infrastructure in the way [25:27] of pumps and seawalls are going to be an important area [25:30] of investment for community such as yours and our coastal areas [25:34] But to get started we had an initial grant program last year, [25:40] started with culverts demonstrated a really strong [25:43] leveraging of funds, and the Commission [25:45] is seeking to achieve that same formula with the allocation now. [25:50] So we're prepared through the program [25:52] to provide a 25% cost share on the projects [25:56] overall are obligated to staff is to leverage [25:59] those dollars 5 to 1. [26:00] Some projects will have a higher and lesser return, [26:03] but the goal is year after year for 15 years. [26:06] If we can leverage the dollars, well, we can put $1.5 billion [26:10] of infrastructure in the ground while we're [26:12] working on the larger solutions that help with the more [26:15] complete plan, I will share the county's [26:17] capital budget workshop today. [26:20] That funding was represented in the five year capital program [26:23] So it is the direction that the Commission [26:26] is interested in taking the grant criteria detailed here. [26:31] I won't need to go over that. [26:32] They are posted on the website at Resilient Brower We're here [26:36] to encourage you the city's application to ensure that you [26:40] all know about the grant funding opportunity [26:43] We realize this is year one next year may be a little bit [26:46] more planning in advance because we can anticipate [26:49] that potentially the partnerships [26:51] and the funding resilient Florida grant funding [26:54] can also be leveraged. [26:56] But our goal is, is bringing as much dollars [26:58] back to Broward County and our communities [26:59] for the flood protections we know [27:01] we need The grants will allow for a project [27:04] over a period of three years. [27:06] What's shown here in this image is the areas where we anticipate [27:10] the city of Wilton manors would ultimately [27:12] need additional pumping and drainage [27:15] on the back side of sea walls that would be constructed. [27:18] So we didn't predetermine where those project locations might [27:22] be, but recognize that we expect in your community, [27:26] you'll be looking at that whether it's this year or later [27:29] years So i'm acknowledging that's an area [27:34] like active opportunity for the city [27:36] and the dollars can be used to support design, [27:39] construct design, and permitting. [27:41] But the deliver proposal must be construction [27:44] The details on the timeline for the grant program [27:47] are shown here. [27:48] Again, we'll formally open the portal on September Second, [27:52] will receive applications through the end of October. [27:55] Look to rank and evaluate for our board [27:57] by the end of December. [27:58] And then hopefully have those grants issued in in the spring. [30:29] I appreciate the measures already implemented [30:32] by the city and the developer for traffic egress [30:36] and to seven three avenue include left [30:39] turn only a no turn right lighted signs directing traffic [30:45] towards Wilton Drive the raised diverter curb pavement signage [30:50] and the traffic calming table we currently experience [30:55] an excessive amount of cut through traffic even [30:59] with the existing building at zero capacity. [31:03] As stated in the city of Wilton Manors, [31:05] traffic calming manual drivers cutting [31:08] through residential neighborhood create a significant danger [31:13] to children Walkers, joggers, bicyclists, pets and wildlife. [31:19] This situation atIon encourages motorists motorists [31:23] to use shortcuts through our neighborhood [31:26] even during non-peak hours causing [31:29] justify both concern among residents regarding [31:33] safety and livability. [31:35] For a context, I have a newborn baby living across the street [31:40] from my house. [31:41] I have a neighbor next door that's [31:43] blind The city of Wilton Manors traffic calming manual [31:50] indicates that Wilton Drive is the intended route for traffic [31:55] from this development rather than Northeast Seventh Avenue, [31:59] which is a residential street. [39:57] I just want to go over the logic behind the redevelopment efforts [40:01] that we've been doing for a few years. [40:03] We need to add additional taxable value to the same land [40:06] that we have. [40:07] We're built out When I looked at the other cities [40:11] in the county that are have arts and entertainment [40:14] districts next to single family homes, I found four. [40:19] The only city that had the smaller setback [40:23] was Hollywood At 25 to 40ft. [40:26] Just putting it out there. [40:27] And that's just what I found out when I'm looking at the building [40:31] that the aging building and the southern [40:34] portion of the property, it's approximately for 48,616ft². [40:41] That will be demolished and replaced [40:43] with 89 new residential units. [40:46] So there's a different purpose there. [40:48] There will be an addition of with a new project, [40:51] assuming it passes 18,620ft² of new commercial [40:56] space on this street. [40:58] So it's going to be a better use of the particular land [41:04] When I looked at approximate numbers [41:07] each particular, each household will add an approximately $2 [41:11] million per household into our local economy [41:16] When you're looking at the positive impacts you [41:17] have hired valued tenants in the new spaces. [41:20] This increase for traffic from the new residents [41:25] more stable residents due to diversity and the tenant mix. [41:29] Outdoor patio activation reduced vacancies because of the aging [41:35] structure will be redeveloped. [41:39] So in the end, we're going to have higher taxable property [41:42] value for this city. [41:44] Also, you know, you're looking at increased commercial revenue. [41:49] Reoccurring resin spending, more stable entertainment [41:53] and you're going to have reduced traffic because you're going [41:55] to have people that live in those units that are going to be [41:57] utilizing the properties I think this is an interesting project. [42:01] And I think it's ideal. [42:02] However, given what the climate is. [42:05] And if we if this doesn't work, we'll move on It's [42:10] going to take a long time. [42:11] Many years to get to this point. [42:13] Again It's just the nature of the beast. [42:16] All these projects, I would say an average Five [42:18] years for project to get something from the time [42:20] that someone says, I'm interested until it gets done. [45:28] I have to ask if the city can establish a 65 foot protection [45:32] and allow a developer to come in and reduce [45:35] the protection to 35ft. [45:37] What exactly are those regulations [45:39] worth to the residents who live here ? [45:42] There needs to be clarity on your website [45:44] about this in your t o c district. [45:48] Explain to residents they have no protection [45:51] And when it comes to developers we keep hearing [45:54] about landscaping trees way they're going to soften [45:58] the impact Landscaping does not change the fact that a five [46:02] story building is being moved significantly [46:05] closer to the people's homes than ever before This is where I [46:09] have a serious concern about the message being sent [46:11] to every homeowner in Wilton Manors [46:13] because we're told to follow the code, [46:16] we're told to build according to the code [46:18] and we make decisions about our homes, [46:20] build that based on the code. [46:22] But when a major developer comes forward with a project that [46:25] does not fit those protections, suddenly we're [46:27] discussing exceptions, deviations and ways [46:30] to make the project work. [46:32] That doesn't feel like equal treatment. [46:34] I asked the commission to remember [46:38] you're one of the ones that adopted this code [46:40] and we believed in you We've always trusted your decisions. [1:06:39] So are planned unit developments We [1:06:41] have a number of different types because this [1:06:43] is to use as commercial and residential [1:06:45] So they are requesting a pod. [1:06:47] M This did go before the planning and zoning board [1:06:50] on June 16th where they did recommend [1:06:52] approval subject to the conditions [1:06:55] identified in the staff report. [1:06:57] There is a subsequent application, [1:07:00] which is the site plan that is also tied to the rezoning [1:07:03] because this is a PUD. [1:07:05] They are tied together. [1:07:06] The site plan does become an exhibit [1:07:08] to the rezoning ordinance. [1:07:10] Should the Commission adopt the rezoning as part of this process [1:07:15] The PUD terms, please. [1:07:20] What would happen as part of the process [1:07:24] The party document, which is the governing regulations [1:07:28] It does become an attachment also to this rezoning [1:07:32] of the property. [1:07:33] Thank you Additional concurrent request which [1:07:38] would be at second reading, should first reading pass [1:07:42] because there was a previously approved project [1:07:44] called Wilma on this property, there is a number of resolutions [1:07:48] that we will have to bring forward. [1:07:50] Release saying or rescinding those previous approvals. [1:07:54] Those do include agreements and flex units where then also [1:07:58] going to have subsequent resolutions [1:08:00] approving new agreements and the allocation of those units. [1:08:05] So again, just to be clear, and it's further in the presentation [1:08:08] as well on the back up, the Wilma project [1:08:11] was allocated 252 units. [1:08:13] This project is only requesting the allocation of 89 units [1:08:19] So this project is located at Wilton Drive [1:08:21] and Northeast seventh Avenue. [1:08:23] There is an existing building that will be demolished as part [1:08:26] of this project So here are some rendering lines of the project. [1:08:31] Again, it is mixed use. [1:08:32] You have your residential in the rear and commercial [1:08:34] in the front, along wilton Drive When [1:08:39] we look at the back of materials, [1:08:41] there's four buildings that are identified. [1:08:43] So we really just want to make sure [1:08:45] that everyone clearly understands [1:08:47] what those buildings are. [1:08:48] With reference, building a is the existing building. [1:08:51] B and C are the commercials that are proposed, [1:08:54] and then D is that resident Again, [1:09:00] this slide is really shown to go through what the landscape [1:09:03] buffers are going to look like. [1:09:05] As part of this project The building height there is four [1:09:11] stories that is proposed adjacent to the single family [1:09:13] homes So when we look at the elevation here of this project, [1:09:20] there is a parking garage underneath It's about 6.5ft that [1:09:23] is sticking up from that from the floor level, [1:09:26] if you will So when we look at the height of this project, [1:09:30] it's not just a flat 40ft. [1:09:32] It is 48.6, 48.5ft. [1:09:36] And that, again, is taking six and a half [1:09:37] of that parking garage into consideration [1:09:41] So as part of the Puti regulations, [1:09:43] a shadow or shade study is required [1:09:46] We do have those as part of the presentation, [1:09:49] but again also as part of the back up. [1:09:51] There are certain criterias in our code [1:09:53] when we do look at what these shade or shadow is how [1:09:57] it is reflective upon our neighbors to any project [1:10:02] and we'll go through those here, as you can see, [1:10:05] there is minimal impact Part of the overall. [1:10:10] There's also required to be a pedestrian and access plan [1:10:14] So this is their pedestrian access So [1:10:20] when we look at the Puti zoning the rezoning application itself [1:10:24] there are a number of components that we do have to evaluate [1:10:27] for We look at the density, the parking [1:10:30] requirements, the landscape open space, utilities, [1:10:34] pedestrian bicycle circulation all of those various components [1:10:39] So everyone is understanding of what this process is. [1:10:42] This did go before the Development Review Committee [1:10:46] They did evaluate development review committee. [1:10:48] Everyone is made up of various city departments as well as else [1:10:53] that does review the for the traffic [1:10:56] that the Development Review committee makes a determination [1:10:59] whether or not it has met the code requirements in order [1:11:02] to take forward to the Planning and zoning board, [1:11:04] Planning and zoning board. [1:11:05] Here is the application and makes a recommendation [1:11:07] to the city Commission. [1:11:09] City Commission is you hear the application and under section. [1:11:14] Oh 4, dash oh three of the code, there is criterias [1:11:20] when it comes to, again, how we review it [1:11:23] And the code also does address how exceptions are considered [1:11:28] exceptions can also be referred to as a variance application [1:11:33] variance would be for a standard zoning district. [1:11:36] Exception is what it's called when it comes to a planned unit [1:11:39] development Again, this is going through all [1:11:43] the various components of what that criteria is that we do [1:11:47] evaluate Now there are 14 exceptions that this project has [1:11:53] requested and what we did for the presentation was that we [1:11:58] separated it out a little bit differently, just [1:12:01] to keep all of the various components together. [1:12:04] So what I'm going to do is I'm going to go through what's [1:12:06] identified on the slide versus how [1:12:09] the exceptions are request stated [1:12:11] as part of the staff report. [1:12:16] So the drive aisle with within residential garages that remains [1:12:20] exception one as part of the staff [1:12:22] report the length of existing standard parking spaces [1:12:26] remains exception to three, four, five and 6. [1:12:31] All remain the same as the staff report. [1:12:33] So those numbers are the same. [1:12:35] The dimensional required ment's for the loading spaces that is [1:12:39] actually exception number ten. [1:12:41] The required number of parking spaces [1:12:43] for the residential portion. [1:12:44] That is exception number nine, the allowance on on street [1:12:48] parking loading spaces is exception 11. [1:12:52] when it comes to setbacks, there's [1:12:53] three setbacks that are requested The building [1:12:56] setback to the abutting single family [1:12:58] is exception number seven. [1:13:00] The setback from steps to property line [1:13:02] is 8 and the landscape landscape buffer [1:13:05] with is 12 for signage there is one [1:13:09] exception request that was for the residential portion there. [1:13:13] That's exception number 14. [1:13:16] And then the building height that is exception number 13. [1:13:20] So when we look at all of these exceptions [1:13:22] we have to take into consideration that there's [1:13:24] are all based upon when the application [1:13:26] was submitted to the city. [1:13:28] There has been a subsequent ordinance that was adopted [1:13:31] by the city commission that did take into consideration [1:13:34] the length of parking spaces So we'll go through that analysis [1:13:37] at a further in a second here. [1:13:42] The allocation of flexibility or redevelopment units. [1:13:46] So units on this property is not buy, right? [1:13:49] So the Commission does have to allocate the units. [1:13:52] This is where we currently stand with the allocation of units [1:13:56] within the city for this area Again, [1:14:00] you'll see on here that the Wilma on the Drive project [1:14:03] is identified the 252. [1:14:07] What would happen again, is we're going to come back. [1:14:09] We're going to rescind that resolution [1:14:10] that goes back into the pool. [1:14:12] And then with the allocation of the 89 units, [1:14:16] we would have a remaining number of units within the area. [1:14:19] Again, this is not to you'll see west of 952 [1:14:23] units available The site plan. [1:14:27] This is an overview of what we do review for the site plan site [1:14:31] plan review for PWD is similar to any other site plan [1:14:34] that we do review for floodplain regulation for prevention [1:14:38] regulation height loading and all of those components of it. [1:14:42] Concurrency and consistent See what [1:14:45] the city's comprehensive plan as well as our level [1:14:47] of service standards traffic So I know traffic [1:14:53] has been a concern. [1:14:55] There is one exit onto Northeast Seventh Avenue with signage, [1:14:59] markings, curbs to discourage right turn into the neighborhood [1:15:03] This is similar to how the Wilma project was approved, [1:15:06] where it is, what we're hearing everyone to make that left turn [1:15:12] There is a proposed speed table on Northeast Seventh Avenue [1:15:15] that is pending approval through the city's traffic [1:15:18] calming procedures. [1:15:21] We do anticipate it through the traffic study documentation. [1:15:23] We do have our traffic consultant here Should there [1:15:26] be specific questions about the traffic study [1:15:29] that this project is anticipated to generate less intense traffic [1:15:33] than existing developed meant as well as the project [1:15:38] And again, we'll go through the analysis of the parking [1:15:42] for commercial All it is required to have a 112 parking [1:15:47] there, providing 156 for the residential [1:15:51] there required to have 134. [1:15:53] They are providing through the exception process [1:15:57] by there is existing parking of 221 standard on the property [1:16:02] and eight here. [1:16:03] And again, as part of this whole process, [1:16:06] drainage is also been reviewed all of the surface water [1:16:09] will be maintained on site via underground drainage systems [1:16:14] and Broward County will also be required [1:16:16] to review this application and issue a surface water management [1:16:19] license for setbacks to go over through them with you [1:16:26] commercial residential along Northeast seventh Avenue [1:16:29] is ten feet. [1:16:30] Wilton Drive has a five foot minimum. [1:16:34] The commercial on the southwest side is ten. [1:16:37] The residential on the southwest is ten. [1:16:40] Abutting in single family is 35ft. [1:16:42] Again, that's at a four story level [1:16:45] commercial on the Southeast ten and residential on the southeast [1:16:49] is 35. [1:16:50] So when we look at the requirement for the setbacks, [1:16:54] especially when it comes to our single family homes, [1:16:58] the way the p, u, d regulations state is, [1:17:00] it's 25ft or the height of the building [1:17:03] the height of the building along this area is 48ft, six inches. [1:17:06] And that's where that required setback comes from. [1:17:09] Again, they've asked for an exception [1:17:11] from there Planning and zoning board did again, [1:17:16] make a recommendation of approval [1:17:17] for the zoning for the rezoning application, [1:17:20] as well as the site plan application Mayor, [1:17:24] I do ask that all of the documentation that is associated [1:17:27] with the back up is included as part [1:17:29] of the record for this evening Of course there were [1:17:34] additional conditions that the Planning and Zoning Board did [1:17:36] ask to be added balcony screening for the top flow units [1:17:41] ADA accessibility between a and B wider [1:17:45] planters on the top floors of the residential units [1:17:48] channelized Zation design for that left turn on Northeast [1:17:52] Seventh Avenue crosswalks on Wilton Drive. [1:17:55] If fdot would accept it that would be paid by the applicant [1:17:59] and reasonable traffic calming measures [1:18:01] on Northeast Seventh Avenue as permissible by the city's [1:18:04] traffic calming measure. [1:18:06] Now you'll see there's another part of this where I did not [1:18:09] identify initially before I went into the additional [1:18:12] because I know the applicant will also be discussing some [1:18:16] of the conditions of approval that are code related that we [1:18:20] were not able to agree to. [1:18:23] And anybody efficacious to that. [1:18:25] But we did agree to modifications to condition [1:18:28] number 1828 29 With regard to timing and payments [1:18:34] And we will continue to work with the developer [1:18:38] here on condition number 35. [1:18:41] So there are a number of changes that the applicant [1:18:43] didn't make since the planning and Zoning board. [1:18:46] There you can see them here some of the staff report modification [1:18:52] We did change from issuance. [1:18:55] I'm sorry, from completion to issuance [1:18:57] for conditions number six, seven, eight, 11, 16, 17 [1:19:00] 18, 28 and 29. [1:19:02] That is reflected in the backup material [1:19:04] that you have as strikethrough and underline. [1:19:06] We had a duplication of condition number nine, [1:19:08] so that was deleted. [1:19:10] We added renderings to number 13 added [1:19:13] for certificate to 34 and 35. [1:19:17] We added conditions since planning and zoning board [1:19:20] of Numbers 38 and 39 to reflect water and wastewater [1:19:23] Capaci we add a number 40 to clarify completion [1:19:27] of green building points. [1:19:28] And there were some changes to the actual staff reports [1:19:32] themselves when the applicant went to Broward County, [1:19:36] they did require a bus shelter to be [1:19:38] installed along Wilton Drive. [1:19:40] There were some on street parking spaces there. [1:19:43] Those did have to be removed in order [1:19:45] to accommodate what Broward County had required [1:19:49] And then they added additional landscaping [1:19:52] due to those wider planters. [1:19:53] So that changed their landscape plan. [1:19:56] I'm not going to go through all of this, [1:19:57] but you'll like but you'll see here additional changes [1:20:00] that they did make again, based upon the conversation, [1:20:03] the direction that the planning and zoning board did provide [1:20:07] to this to the applicant So i'm sorry there actually was [1:20:18] supposed to be another slide. [1:20:19] I apologize out for it. [1:20:23] And I apologize to the public, what staff did do. [1:20:25] We also had an analysis when it came to the actual parking [1:20:30] for this project. [1:20:33] So again, if we can go over that. [1:20:35] And I apologize to the public, so existing on site, [1:20:39] there's 221 standards basis, as I had previous identified [1:20:43] once this development does happen, [1:20:46] once we start to see the demolition [1:20:48] and, you know, that's that separation, [1:20:51] if you will 61 parking spaces will remain on the property. [1:20:56] Again. [1:20:56] The residential is required to have 134 parking spaces. [1:21:00] They are proposing 95 parking spaces When we look at ADA, [1:21:05] those are in addition to the standard parking spaces. [1:21:08] So 134 standard parking spaces requires five ADA spaces Again, [1:21:18] their exception request is for 95 standard spaces [1:21:22] with four handicap. [1:21:24] This is a reduction of 39 parking spaces [1:21:28] The ADA is not changing because again, [1:21:31] it's based upon the number of standard spaces [1:21:34] The the analysis. [1:21:36] So everyone understands was taken into consideration. [1:21:40] The proposed change in calculation [1:21:42] for the mixed use projects that would [1:21:46] reduce the number of parking spaces of 1.5 per unit [1:21:50] to 1.25 per unit. [1:21:53] If that were to occur. [1:21:55] This project would require 112 parking spaces [1:21:58] not 134 number of eta spaces remains the same at five that [1:22:06] would reduce the exception and that would have been [1:22:10] requested from 39 down to 79. [1:22:14] The golf cart that is proposed There's seven golf cart spaces. [1:22:19] That's proposed as part of the residential component [1:22:21] Those spaces are six by 12. [1:22:23] They do not meet the requirements [1:22:25] for a compact parking space which was approved [1:22:28] in ordinance number 2026. [1:22:30] DoorDash 013. [1:22:32] But it does meet the dimensional requirements for a motorcycle [1:22:35] space, which can be no more than 3% of the required spaces [1:22:40] So that's an additional seven parking spaces [1:22:44] So if we were to utilize those two [1:22:48] or enhances that, did one adopt one proposed [1:22:53] changes to those calculate options, [1:22:55] the reduction of the number of parking spaces [1:22:58] would actually the exception would go from 39 down to ten [1:23:02] and that they would be asking for a reduction [1:23:04] from the commercial is required to have 112 parking [1:23:10] space as they are proposing, 156 specifically [1:23:14] for the commercial part. [1:23:16] They are not asking for any exceptions [1:23:18] from the commercial They are proposing three motorcycle [1:23:22] parking spaces in addition to. [1:23:24] So the commercial aspect does have extra parking. [1:23:28] So when we look at all of this overall [1:23:31] the total project required is 246 parking spaces with ten [1:23:36] handicap and total parking being provided [1:23:40] is 251 parking with ten handicap. [1:23:44] There is 21 on street parking that [1:23:47] is being proposed along Wilton Drive and seventh Avenue. [1:23:50] Those are not in those are not taken into consideration [1:23:53] to the parking calculation because those are in addition [1:23:56] to it's not part of that. [1:23:58] What's required. [1:23:59] So again, mayor commission I apologize that the slide [1:24:04] is not available, bye. [1:24:06] Hope I was able to explain additional in regarding [1:24:10] at least the parking. [1:27:15] So the parking calculations were solely based [1:27:17] upon the residential component to make sure, again, [1:27:20] they were able to park it. [1:27:21] So that's how those calculations come to play. [1:27:24] And then the commercial shall were addressed to, again, make [1:27:28] sure that any of those tenants and anyone [1:27:31] any of those customers, those patrons [1:27:32] would also be able to utilize the space. [1:27:36] OK I know that we have some business owners from the shops [1:27:39] here tonight Can you just explain [1:27:42] how parking during construction will work for those businesses [1:27:48] and for their patrons, what they're required and sorry. [1:27:51] So I know So the project be approved The applicant [1:27:55] and the city will have further conversations, [1:27:57] but the idea is to have that portion of the parking [1:28:01] that is within the southern area the area [1:28:06] in front of the alibi and hunters [1:28:08] to remain open during construction. [1:28:11] Again all of this is all the development [1:28:13] is impacted on the one side of the property [1:28:17] where six Avenue would still be able to be maintained [1:28:22] throughout construction We'll go through detailed plans [1:28:34] once we get to construction again. [1:28:37] If the project's approved, we're we'll [1:28:39] be we'll have that Those conversations with the developer [1:28:43] just to ensure that everyone is fully aware There has been [1:28:47] conversations to see if there's alternatives that [1:28:50] could be provided to some of the patrons, to the business owners. [1:28:53] I would defer to the applicant to go into detail. [1:28:58] Some of those were Lyft, Uber circuit. [1:29:02] If there's additional opportunities [1:29:04] for them to provide, you know, I know we do voucher of that sort. [1:29:47] There are a number of other municipalities [1:29:49] that do have pudi, Doc, Pudi zoning districts Okay. [1:30:00] I know some people call them variances [1:30:02] and variances really don't apply to a PUD. [1:30:05] A variance would be, I guess under Article 30 [1:30:08] under Article 40, it would be an exception [1:30:10] Can you just briefly explain the difference between a variance [1:30:14] and exception under the code? [1:30:16] So an exception under Article 40 is [1:30:19] based upon the specific regulation [1:30:22] and the Puti document is authorized and approved [1:30:25] by the City Commission So it is specific to that project [1:30:31] where a variance, although it's still a case by case situation, [1:30:35] it has different criteria area that's required to be justified [1:30:40] as you go through those. [1:30:42] Another difference is variances are approved by planning [1:30:46] and zoning board exceptions are only through the city commission [1:30:51] and they do become part of the governing [1:30:53] document for that development. [1:30:56] So any changes to that development [1:30:58] I would have to go back through again, [1:31:01] depending upon the nature of what that change would be, [1:31:04] it could have to come back through the city [1:31:05] commission process. [1:31:06] And my understanding is that a variance would [1:31:09] require a hardship or an exception And would not [1:31:12] the it's different. [1:31:13] It's different degrees of. [2:03:52] In other words, you can't walk up to the railing. [2:03:54] Oh, here to the edge, because you've got this big planter [2:03:57] box preventing you from going up to the railing and of course, [2:04:01] the planter box has plants in at least somewhat vertical [2:04:05] So i wanted to show you that because I'm [2:04:08] going to show a line of sight diagram in a few minutes. [2:04:11] So you can see how would it compare to if we built [2:04:15] the building like wilma on the drive under [2:04:17] Article 30 that was 80ft high. [2:04:19] So i'll show that in a minute. [2:05:14] And where it's purple, that's six. [2:05:15] So at one point, the entire basically the entire residential [2:05:20] building was five stories. [2:05:22] But when we saw that we do better on our adjacency [2:05:26] see two single family homes, we lowered [2:05:28] that portion to four stories. [2:05:30] That's where you see this again, That's [2:05:34] where you see the four stories adjacent to the single family. [2:05:38] These are those balconies that I was just showing you. [2:05:40] And then the main part of the building is five stories [2:05:43] and only this part right here is six stories. [2:05:46] And you see that's the part that's [2:05:48] closest to the commercial and farthest [2:05:50] away from the residential neighbors. [2:05:52] So it's 6, 5, so adjacent to the residential [2:05:56] where that kind of neon green is. [2:06:00] That's 48ft, six inches high. [2:06:02] That's what roberta was referring to earlier. [2:06:05] And that sets the required under Article three, [2:06:09] the required setback for that area [2:06:11] is based on the 48ft, six inches height of that portion building. [2:07:20] You know, we're not we weren't trying to have them be too plain [2:07:24] But when we saw that, that was a concern [2:07:26] we decided to make some changes. [2:07:28] I want to show you those now So for example, [2:07:32] here's the area where you're between the two buildings, [2:07:36] B and C, there's going to be outdoor seating, [2:07:38] umbrellas tables, you know, for restaurants etc.. [2:07:42] And you see we're doing a little bit of kind of public art. [2:07:44] You see the signage. [2:07:46] And when a tenant comes in, they're [2:07:48] going to be able to do certain things [2:07:50] on that facade of the building. [2:07:51] I mean, we're not going to start painting them. [2:07:53] We're but, you know, they want something with signage. [2:07:56] They want awning. [2:07:59] They're just be able to be a little bit of variation. [2:08:02] But you know, we recognize that Wilton [2:08:06] Drive in for this aspect of it. [2:08:09] Wilton Drive reminds me of La Solis, where [2:08:11] every store is different right? [2:08:13] But there are areas where maybe there's [2:08:15] a larger shopping center where you can't cut it up that way. [2:08:20] So we're trying to fit in well with it.
