which she did [4:48] and then as we all know shortly [4:50] thereafter [4:51] the pandemic set in and since then sarah [4:54] has realized she needs to change her [4:56] business model [4:58] to predominantly interior design [5:00] services [5:02] though she will make her display area [5:05] available to the public [5:07] by appointment [5:10] her request was presented to the plan [5:13] commission and the planned commission [5:14] unanimously recommended approval [5:18] and with that i'd be happy to answer any [5:20] questions you may have on this request [5:22] i'm sure if you'd the you probably didn't hear anything [6:06] from the last meeting other than what [6:07] david just presented so it's just a [6:09] quick recap about [6:11] kind of where i'm at and why i made the [6:12] decision i made to request this [6:15] okay [6:16] um so i hope i'm addressing you right i [6:18] said good morning to you members of the [6:19] plan commission thank you for making the [6:21] time to consider my request i am seeking [6:23] approval for a special use permit for my [6:25] tenancy at 906 green bay road in [6:27] winnetka as a luxury interior design [6:30] firm [6:30] before i begin i would like to note that [6:32] i have received over 20 letters from my [6:34] neighboring businesses in support of [6:36] this special use request [6:38] and i'm overwhelmed and touched by this [6:40] and then also the approval um from the [6:41] last meeting was wonderful to receive [6:45] just a little bit about the hubberwoods [6:46] design and dine which i know is not [6:48] officially part of the village but it's [6:50] been a great um it's been a great sort of [6:54] development that um cynthia burr and [6:57] rita i think ridabaggio had a lot to do [6:59] with it too from benvenito and stein so [7:02] a little bit about that the hubbard [7:03] woods design and dine community of [7:04] designers architects galleries salons [7:07] and restaurants is rare and i have been [7:09] so happy to be a part of it pre-pandemic [7:11] we had plans to do some unique events [7:13] community-wide and we hosted [7:15] neighborhood events like first friday [7:18] and then i talked a little bit about [7:19] cynthia and rita which i just did [7:21] [Music] [7:22] but we continue to discuss ways to [7:24] enhance and improve consumer experiences [7:26] by hosting events neighborhood wide [7:29] we have enjoyed shopping and eating with [7:31] our neighboring businesses and when our [7:33] clients come to meet with us in our [7:34] studio they also enjoy shopping and [7:36] eating with our neighboring businesses [7:38] so on to why i'm here and requesting [7:40] this special use permit [7:42] i intend to focus my business solely on [7:44] interior design at this time with that [7:46] said however the gallery setting and [7:48] beautiful window display that i have [7:49] created will be maintained and the [7:51] public is welcome to shop the gallery on [7:53] a buy appointment only basis [7:55] the gallery consists of items [7:57] for sale ranging from ethnographic art [7:59] sculptures and mountain mineral special [8:01] specimens excuse me from around the [8:03] world to fine art and luxury furniture [8:06] when the pandemic started i transitioned [8:08] my office from the back of my space at [8:09] 906 green bay road to my home office in [8:11] glencoe to be closer to my children [8:14] this is where i had run my business for [8:15] over 11 years before moving to the space [8:17] at 906 green bay road throughout the [8:20] pandemic the gallery was closed and i [8:21] stayed in communication with david [8:24] and my landlord hoffman [8:26] about this decision and as months turn [8:28] to years i also conveyed that i did not [8:30] see transitioning back to a retail [8:32] gallery with regular retail hours [8:35] um my landlord hoffman and i would like [8:37] to move forward and finalize a new [8:38] long-term lease however since i don't [8:40] wish to keep these retail hours i wanted [8:42] to make sure that i could get this okay [8:44] from the village of wineca before doing [8:46] so [8:47] as mentioned even with this change i [8:49] will still be open by appointment if the [8:50] public wishes to shop my gallery in fact [8:53] throughout the pandemic i accommodated [8:55] several meetings with members of the [8:56] public who wish to purchase items that [8:58] they viewed through my windows it was [8:59] unreal and i accommodated and it was [9:01] great it worked out for everybody [9:03] so that also [9:06] gave me some insight as to how it could [9:07] work as by appointment only you know and [9:09] that there would be a response that [9:10] people wanted to get and i could make [9:12] that happen [9:13] um [9:14] i know there was a concern around my [9:16] business demand for parking [9:18] as noted in my pack and i am working to [9:20] secure one to two permanent parking [9:21] spaces in the rear of my building owned [9:24] by my landlord hoffman in my new lease [9:27] [Music] [9:28] david had asked me to answer a few [9:30] questions about like what the day to day [9:32] is like so we usually have one to two [9:34] client meetings in the studio per day [9:36] those visits last usually around two [9:38] hours one to two hours sometimes a [9:40] little bit longer [9:42] it's usually about two people sometimes [9:44] it's three or four if there's an [9:46] architect or builder or [9:48] like an engineer or trade that needs to [9:50] be present [9:51] the time of day varies week to week but [9:53] um [9:54] it's four to eight meetings per week [9:56] anytime between around 8 30 to 4 p.m [9:58] um [10:00] ann asked me to talk about the square [10:01] footage which was 1200 square feet [10:04] uh about [10:06] okay i would like to add that moving my [10:08] business operations [10:09] for oh this gets into i don't know if he [10:12] cares too much about this but my [10:13] business [10:14] my interior design business has a sales [10:16] tax that is submitted through glencoe [10:18] which is where i where my residence is [10:19] and where my business had been before so [10:21] i never transitioned it over to waneka [10:23] but with this change that transition [10:25] will will happen and from what i [10:27] understand the village of winneco would [10:28] then benefit from the sales tax that i [10:30] collect for my interior design business [10:31] which is [10:32] a lot more than what i collect for the [10:34] gallery so that's a plus um as you know [10:37] i've submitted answers to the 14 [10:38] questions as part of the submittal [10:39] process for my application in regards to [10:42] the questions i'd like to reiterate that [10:43] my business is a luxury interior design [10:45] firm [10:46] seeks to serve our community and if [10:48] anything improve the business district [10:50] and add value to the community our goal [10:52] is to help our clients elevate their [10:54] living environments which in turn [10:55] elevates their property value and should [10:57] hopefully elevate surrounding property [10:59] values as well [11:00] i love serving this community i was [11:02] raised in wilmette and have lived and [11:03] raised my two boys in glencoe for the [11:05] past 12 years [11:07] i love what i do i love interacting with [11:09] clients and builders and real estate [11:10] agents from the area [11:12] and others who work in and [11:15] around our our beloved north shore [11:18] in closing my business has grown and [11:19] evolved over the last few years since i [11:21] opened my doors at 906 green bay road [11:23] the pandemic did have a lot to do with [11:25] our restructuring [11:27] and i feel i will not be able to operate [11:29] the way i need to [11:30] for my interior design business if i'm [11:32] required to [11:33] excuse me maintain retail hours i'd like [11:35] to stay in the all kinds of things that are that we [12:18] collect collect excuse me collect tax on [12:20] and right now my business is still [12:22] located technically physically in [12:24] glencoe okay so with this transition [12:26] that would be transitioning and i think [12:28] that means that those sales tax dollars [12:30] would go towards to a netca and that is [12:32] a whole lot more than [12:35] what would have been coming in for the [12:36] gallery [12:37] that's the only questions i have thanks [12:38] okay you're welcome thank you [12:40] um so [12:41] i wasn't saying i was in the plan bella bridle is moving in across the [14:41] street from their their other location [14:43] and you know there were so many [14:44] vacancies when i first came in that it's [14:47] just i want to stay and it's so vibrant [14:48] now and town and oak is a big part of [14:50] that and [14:51] it's just a great spot and i'm happy i'm [14:52] there one thing that came up just in [14:54] terms of the retail overlay is that [14:56] parking has become difficult with the [14:58] success of town and oak and spirit [14:59] elephant and so [15:01] not saying that i don't want consumers [15:02] to be coming in by appointment regularly [15:04] but having a couple consumers come in [15:06] for a two-hour time span is alleviating [15:08] some of the burden on parking for [15:10] residents as well as people coming from [15:11] other towns especially with serena and [15:13] lily opening so that's right i imagine [15:14] that's going to be more challenging as [15:16] time goes on so and it is i've never [15:18] seen it so busy yeah i mean obviously [15:20] we're opening back up but but town and [15:21] oak is like my goodness i'm so happy for [15:23] them they're so busy all the time and to [15:25] continue to discussion andy about not [15:27] being here for what she's doing [15:29] the whole point of parking [15:32] if this was a restaurant it would be a [15:34] lot more parking required than her [15:36] business so even with people coming to [15:38] see her that's okay yeah the mix of [15:41] design and dying is brilliant right and [15:43] we should encourage it good it's annual street rail [18:33] rehabilitation program we do this every [18:35] year during the months of starting in [18:37] august september october we we work with [18:40] the sewer department [18:41] public works [18:42] water and electric we developed the [18:44] program and we start doing the design of [18:46] the program we typically go out to bid [18:48] in january early january so we can [18:50] receive good bidding prices and then [18:52] we'll usually come to the to the council [18:54] late february early may for a [18:56] recommendation [18:57] well we were on track with our program [19:00] and as part of our permitting process we [19:02] learned from the iepa of a major change [19:04] which made us take a step back and have [19:06] to reevaluate the program that's before [19:08] you tonight so i'm going to walk through [19:10] the program this year this it's modified [19:12] slightly we'll explain how we got to [19:13] where we were at [19:15] and go from there so [19:16] on your your first slide this is a map [19:18] of the program as it was originally [19:20] intended to be developed [19:22] scott avenue is located to the to the [19:24] north which would be the top of the page [19:26] the red locations are the locations [19:28] where we're at [19:30] scott avenue is to have some water [19:31] services replaced and then the roadway [19:34] resurfaced there's a section of tower [19:36] road that everybody drives out of town [19:38] between forest way and where idot [19:40] owns and it needs some rehabilitation [19:42] that's going to get resurfaced this year [19:44] at the intersection of hibbard and tower [19:46] there was a sidewalk improvement to to [19:48] address some ada issues with students [19:50] walking and walking their bikes that'll [19:52] be taking place this year [19:54] marilyn gage [19:55] also has some water main replacement and [19:57] was scheduled to be resurfaced as well [19:59] this year [20:00] sun view [20:01] was scheduled to be redone this is a [20:03] priority for us [20:04] this year and then locust and when we [20:07] developed the budget locust as you may [20:09] recall had a large water main break on [20:12] it and so this street kind of came to us [20:14] after the fact after the break [20:16] it really needs to be addressed so at [20:19] the recommendation of of brian keys we [20:21] added it to this year's program as well [20:22] so we can replace that last section of [20:24] water main and resurface that road and [20:25] clean it up [20:27] and then our big program was on cherry [20:29] street [20:30] there was we were going to resurface the [20:31] roadway install a new main [20:33] replace services [20:35] clean that up and then resurface a [20:36] section of maple so this was the program [20:38] that was before us this is what we [20:40] planned on coming back to you [20:42] with and so we went out to bid with that [20:44] intent [20:45] so switching to the next slide um this chart here on february 18th we [20:50] opened our bids and again we didn't [20:52] learn about this change until literally [20:54] after we had opened our bids and we [20:55] received our permit from the ipa [20:58] um the apparent low bidder was reliable [21:01] contracting and equipment and they [21:02] provided a bid proposal of about 3.1 [21:05] million dollars however in order to [21:07] ensure that the general contractor can [21:09] meet all the requirements that the [21:11] village has our expectations for being [21:13] able to complete the work stay on [21:15] schedule have some uh kind of [21:19] meet in the game so to speak throughout [21:20] the whole duration we require that the [21:22] general contractor able to do at least [21:24] 51 percent plus of all the work [21:27] activities this prevents a lot of [21:28] subcontractors from coming in and the [21:30] inconsistency and trying to chase people [21:33] as you switch from from activity so after speaking with reliable [21:37] we [21:38] determined that they were going to be [21:39] outsourcing a majority of their work and [21:41] therefore they would not be able to meet [21:43] the [21:44] contract expectations [21:46] and so therefore their bid was not [21:47] compliant with us um the apparent low [21:50] bidder at the time was a limp at about [21:52] 3.4 million [21:53] copenhaver about 3.49 etc [21:57] so this is what we had expected to bring [21:59] back [22:00] so now if we'll switch to the next slide [22:02] just to recap some of the budget items [22:04] here [22:05] our annual street rehab is made up of a [22:08] few budget items engineering and from [22:11] the new engineering department some [22:13] budget line items from public works for [22:14] helping them out with some patching some [22:16] striping work activities they do [22:18] and then the water department they have [22:20] a water main replacement fund we [22:22] collaborate together to save costs by [22:24] doing a joint project [22:26] and as you'll see here our total budget [22:28] for this year's program was at 2.946 [22:31] so we realized based on the market [22:33] what we had received was obviously more [22:36] than what we had to spend so we took [22:38] some time [22:39] and revised the program and our original [22:41] intent was to take sun view off of this [22:43] year's program and that would have kept [22:45] us in budget [22:47] during that time we discovered that the [22:49] iepa had changed [22:51] our [22:52] state standard for the replacement of [22:54] lead service lines so we'll kind of get [22:55] into that here a little bit [22:57] so this was a new act that they had [22:59] passed now they had been talking about [23:00] this for a couple years but to be honest [23:03] that we there literally wasn't much [23:05] drive in getting the word out that it [23:06] was going to start january 1. so when we [23:08] actually received our iepa permit [23:11] it was noted in those requirements of [23:13] the permit the new requirements for the [23:15] replacement lead services so this went [23:18] into effect for all lead services [23:20] beginning january 1 of this year and the [23:22] goal of it for the state of illinois is [23:24] to replace all lead services by 2067. [23:27] this is initiative that they have to get [23:29] the lead let out so to speak from the [23:31] water [23:33] so [23:34] this year's project was reorganized when [23:36] we took a step back and looked at where [23:38] we were replacing the water mains how [23:40] many locations actually had led services [23:42] well we found that scott avenue had a [23:44] lot [23:45] cherry street had a lot [23:46] and this is a new program and we're not [23:48] alone in this a lot of communities that [23:50] we're talking to are taking a step back [23:52] in their program because the change is [23:55] quite expensive and it's quite involved [23:58] in coordinating with the property owners [23:59] to get access because the law [24:01] now requires you [24:03] when i take a step back when we restruct [24:05] uh construction of a new water main we [24:07] replace the service from what the [24:09] village owns from the new main to the b [24:11] box that's in the right away and from [24:12] the right of or from the bee box all the [24:14] way back to the property is the [24:15] residential homeowner's responsibility [24:18] the new law states that now when you [24:20] replace a water main or you touch a [24:21] service you cannot reconnect that lead [24:23] service back to the main so that make [24:26] that requires you now that when we [24:27] replace our services from the main to [24:30] the b box [24:31] that we have to also replace it from the [24:32] b box all the way back into the home and [24:34] connect it to the meter that's the new [24:36] initiative so as you can imagine that's [24:38] quite costly and there's a lot of [24:40] involvement when you're working on a [24:42] street such as scott and cherry that i [24:44] think we had 51. total services [24:48] so [24:50] there's a lot and there's a lot of [24:51] moving pieces right now and we think [24:52] that the state is still working through [24:54] the bugs on this so we took a step back [24:56] and looked at the streets that we still [24:58] wanted to address water main wise which [25:00] was a priority for water electric and [25:02] roads as well that needed the tlc [25:05] so what we did is we reorganized our [25:07] program [25:08] and then what we did was we realized [25:10] that cherry again cherry and scott had a [25:12] lot of lid services so we took those off [25:14] of this year's program and we put sun [25:16] view back on sun view doesn't have any [25:19] lead services right now so that's just a [25:20] straight water main replacement [25:24] on locust and then a maryland gauge [25:26] there's a total of three water services [25:28] within those joint combined locations of [25:30] services we have to replace and so staff [25:33] is recommending as part of that that [25:35] just for this year that we address those [25:38] um specifically so i'll get into that a [25:40] little bit more [25:43] um on the next slide here what you'll [25:45] see is you're on slide seven or i am on [25:47] slide six right now i apologize slide [25:49] six [25:50] um so on slide six what you'll see is [25:53] this is this table's been revised to [25:55] show what the original bid amount was [25:57] and then what the now modified bid [25:59] amount was again reliable equipment even [26:01] though we made the modified we still [26:03] determined they couldn't meet the [26:04] contract requirements and so again [26:07] that's a non-compliant bid for us [26:10] we took a step back a-lamp concrete [26:13] contractors was still the apparent low [26:15] bidder at a little over 2 million [26:16] dollars 23 000 527.50 [26:20] copenhaven was about 140 000 more than [26:23] that and then and so on and so forth so [26:26] based on this modified planned um a-lamp [26:29] concrete contractors who has done work [26:31] for the village in the past and is [26:32] currently working outside the village [26:34] hall for streetscape et cetera [26:36] they have experience with us they're the [26:38] apparent little better right now [26:41] so [26:42] the effects on this modified program we [26:44] wanted to sort of show you as we took a [26:46] step back and we looked at the budget [26:47] numbers [26:48] um our original budget on slide seven [26:50] here sorry um in engineering and public [26:52] works was about 1.3 million um with the [26:55] modified program that work was reduced [26:57] down to about a little less than 900 000 [27:00] so that actually gave us a difference in [27:02] a surplus of about 440 000 this year [27:05] just in just in the engineering [27:07] department and public works funding [27:08] alone [27:09] for the water department [27:11] the result was even greater so with the [27:14] original 1.6 million dollar budget the [27:16] work was reduced down to about 940 000 [27:19] and so there was a surplus of about 666 [27:22] thousand dollars [27:23] that was left over on here again [27:25] i know brian's eager to keep moving [27:27] forward with the with the old and [27:29] deterring water mains so i know that's a [27:30] priority for us [27:33] so when looking at this funding that's [27:34] available one of the things i know that [27:36] the engineering department is thinking [27:37] about is [27:39] as you know i've come back for public [27:40] parking lot areas to reconstruct those [27:43] i'm trying to address all of them we [27:44] just have a few more left so i think [27:46] some future consideration may be given [27:48] or could be given [27:49] to addressing uh public parking lot [27:51] areas throughout the town i know there's [27:53] some economic developments things that [27:54] are taking place maybe it might be [27:56] viable it's something to consider [28:01] so um on the next slide number eight so [28:03] for this year uh program staff's [28:05] proposing a kind of interim cost share a [28:08] model now this model as you may recall [28:11] um it's very similar to the uh sanitary [28:13] sewer backup program that we use that we we have on the books and it [28:17] basically if a homeowner does an [28:18] improvement to address a specific item [28:20] it offers them a fiscal contribution to [28:22] help with those costs so for this year's [28:24] program [28:25] we're we're proposing to do something [28:27] similar now i would anticipate [28:30] i don't anticipate i'm sure that the [28:32] water department will be coming back to [28:33] council to sort of talk in more detail [28:35] about a long-term approach to how we're [28:38] going to address this the lead service [28:40] replacement items there'll be more [28:42] details on different models that other [28:44] people are doing some costs what we see [28:46] etc but for this project we wanted to [28:48] address just the few that we had [28:51] so following that same suit of the [28:53] overhead sanitary sewer backup program [28:56] what we're looking to do is do a kind of [28:58] a costume share model um and what we're [29:01] proposing is that the village would [29:03] cover 50 of the cost from the bee box [29:06] into the home uh to replace that that [29:09] lead service with copper now what we did [29:10] is we worked with the apparent low [29:12] bidder and we got three proposals from [29:14] three different plumbers who have [29:15] familiarity with this type of program [29:18] to get some prices specific to each home [29:20] because the uniqueness to this is that [29:22] each home [29:24] their price is going to be different [29:25] it's not just a one price all because [29:27] some houses are longer some are shorter [29:30] there's some have different obstacles [29:32] but um front porches foundation settings [29:35] things like that that can increase the [29:36] price finished basements unfinished [29:38] basements there's a lot of moving pieces [29:40] to this which [29:41] brian keys and his team will get into [29:43] when they come back to the council [29:45] so based on the proposals that received [29:47] for the three homes [29:48] we had prices that ranged from the [29:50] lowest proposed plumber which was [29:52] flatter plumbing they do this program [29:55] have done it in the past for other [29:56] communities um between six thousand and [29:59] twelve thousand at the highest so what [30:01] we're proposing just for this year is [30:03] that we would cover half of that cost [30:05] and there's some options here which i'll [30:07] kind of go through is how [30:08] brian keys and his team will be reaching [30:10] out to each homeowner to sort of present [30:12] these options [30:13] so on slide nine [30:16] it's sort of we sort of talk here about [30:17] the options that we have option one [30:19] would be is that the um they can you the [30:22] homeowner could choose to use the [30:23] contractors plumbing we have a price [30:24] from them they're certified plumbers [30:26] they can do the work um and what we [30:29] would do is we would request that they [30:30] would reimburse the village um for their [30:33] portion or fifty percent of what that [30:34] proposed cost is um prior to the work [30:37] taking place that's somewhat negotiable [30:39] to see how quick that can turn around [30:41] but that would be one option that they [30:43] could consider um and then typically [30:46] they would prov they would receive a [30:47] one-year warranty like a plumber would [30:48] now standard protocol [30:50] from them [30:52] option two would be if they're not [30:53] interested in using our plumber they [30:55] could use their own plumber a plumber [30:56] that they know and that they trust [30:58] then the village would reimburse the [31:00] property owner fifty percent of the cost [31:02] but at the contractors proposed rates so [31:04] if a contra if they went out and wanted [31:06] to use company x because they preferred [31:08] and the price was substantially higher [31:10] than the price that we received we would [31:12] only pay up to 50 [31:13] of the proposal rate that we've received [31:15] from the contractor not their [31:17] contractor's rate so that sort of [31:19] addresses the situation of somebody over [31:21] inflating the price to reimburse a total [31:23] cost for themselves [31:25] option three which the ipa makes [31:27] available is the opportunity to just say [31:30] i don't want to participate in the [31:31] program at all so they could opt to wave [31:33] out of the program [31:34] they would the village would be required [31:36] to have them sign a department of public [31:38] health waiver releasing them [31:40] from that and then if the village and [31:42] this is something to consider [31:44] if they decided that they didn't want to [31:46] do it at this time that they would be [31:48] not eligible to participate in a [31:50] reimbursement program in the future now [31:52] that can be revisited at a later date [31:53] when we talk about it but that's the [31:55] approach we're proposing right now [31:57] so those would be the three options we [31:59] could use to address that [32:00] so on the next slide [32:02] on number 10 really basically we're [32:04] looking at is we would be looking at a [32:06] total contract cost for this modified [32:08] bid amount [32:10] and utilizing the contractor's plumber [32:12] proposal that we have taking into [32:15] account a lamp's modified price of a [32:17] little over 2 million plus the 27 000 [32:20] for the three water service replacements [32:21] that we have for a total a new total [32:24] contract price which we're recommending [32:25] tonight for two million fifty thousand [32:28] seven hundred sixty three dollars and [32:29] fifty cents [32:31] so [32:32] uh before this evening on the final [32:34] slide is the recommendation staff is [32:36] recommending based on the modified [32:37] program that we have this year that we [32:40] move forward with trying to get some [32:41] work done this year and not postpone it [32:43] um we're getting short in the season and [32:45] we need to make sure we get parts [32:46] ordered and we've got some work there by um [32:49] off of merrell by the school that we really want to get done over the [32:53] summer months so we don't have any [32:54] impacts to them [32:55] we would recommend awarding the contract [32:57] to a-lamp for a total not to exceed [33:00] price of two million fifty thousand [33:02] seven hundred and sixty three dollars [33:04] and fifty cents [33:05] so with that i'd be happy to answer any [33:07] questions that you might have questions [33:08] for jim yeah what what is the average [33:11] cost for doing that replacement from the [33:13] street to the house is that two grand [33:16] um it depends on the length um yeah but [33:19] typically if you're it depends on where [33:20] the water main is your biggest cost [33:22] actually is the cost that we bear when [33:24] we actually excavate in the roadway yeah [33:26] and working in the right of way because [33:27] you have to restore that you have to but [33:29] for the homeowners [33:30] um i i would say on average if you're [33:32] looking at [33:33] let's say on a home let's say on the [33:35] east side of winneco anywhere from 15 to [33:37] 20 000 depending on the length on the [33:39] west side it could be anywhere from [33:41] 10 to 15 000 realistically to replace a [33:44] water service are some of the options [33:46] and maybe this is a question for brian [33:47] that you're considering amortizing the [33:49] cost of that for the homeowner on their [33:51] water bill over a period of time [33:53] yeah [33:55] so as jim mentioned we're putting [33:56] together a comprehensive packet of some [33:58] recommendations and options for you to [34:00] consider because it's obviously going to [34:01] influence the budgeting consideration [34:03] for 2023 [34:05] impacts replacement costs [34:07] for 2023 and it also replaces [34:10] challenges on emergent replacements [34:12] so we did talk there's going to be [34:13] scenarios where a homeowner may [34:15] financially not be able to afford it so [34:16] we're going to try to provide some [34:18] opportunities [34:19] to address that scenario when we bring [34:21] it back to the council [34:23] and then under i'll say the village [34:25] manager's discretion we already had some [34:26] discussion now potentially if these [34:28] three individuals [34:31] pose a hardship case that we didn't work [34:33] out some type of payment plan to make it [34:34] work [34:35] if the council goes forward with a 50 [34:38] option so that's what we're dealing with [34:40] here's just three households that's [34:41] correct yes what we're asking is to deal [34:42] with the three households so that we [34:44] could move forward with the road [34:46] rehabilitation work as jim laid out [34:49] pushing those other two water main [34:51] projects that encompass 51 services [34:54] much more challenging to coordinate more [34:56] communication hand-holding [34:58] and then to be honest what and he did a [35:00] great job presenting this but there's [35:01] also notification periods they have to [35:03] have the information in their hand [35:05] so many days before we can take action [35:07] so [35:08] we just felt that addressing those 51 [35:11] cases [35:12] was going to be insurmountable to get it [35:14] all in an order and execute in a timely [35:16] fashion i'll just tell you my thinking [35:20] it's only three households i don't want [35:21] people having to cry poor it's a massive [35:23] hit even if someone has money [35:26] asking him to [35:27] cough up 15 grand in the middle of [35:29] summer or even half of that 7 500 [35:33] since we're only dealing with three [35:34] houses i mean that's [35:36] i think we ought to just offer that as [35:38] an option this is a really discreet [35:41] i mean three households we can figure [35:42] out the long term later i'd really hate [35:44] to see us though jam three households [35:46] that just were unfortunate enough to [35:48] follow up in this cycle [35:50] and they're not gonna have you know [35:52] so that would be my [35:54] to clarify your offer a payment plan or [35:56] offer full compensation i'm sorry [35:59] whatever we're contemplating for the [36:01] long run which it probably is like we do [36:04] the 50 50 but a payment plan on their 50 [36:07] amortize it just attach i don't know how [36:09] you do that but maybe on the water bill [36:11] or whatever but [36:12] over a few years i would just [36:14] make that option available i i just [36:17] option three opt out now give us a [36:19] release [36:20] i don't like the idea of telling people [36:22] it's like now or never [36:24] so to clarify uh the option three's um [36:29] state [36:30] what that option is not so much to say [36:32] now or never [36:33] what i think jim was articulating is we [36:35] don't know what future the future [36:37] funding policy the rights will be we [36:38] don't know if there'd be future [36:40] opportunities to secure federal funding [36:42] but what's clear in the state [36:43] legislative act is that if they do not [36:45] want to participate we have to have them [36:47] sign [36:48] saying they're elected yeah no i get all [36:50] that my point is [36:53] i'd like to see these households be able [36:55] to do it in a reasonable way without [36:57] throwing up [36:58] okay um we always want to avoid that [37:02] going along with that so these you said [37:03] that you had an estimate between 6 and [37:05] 12k for these specific houses that's [37:07] right is that okay so that was their [37:09] amount there um [37:11] yeah i mean i echo andy sentiment i [37:12] think it's a surprise bill that could be [37:14] hard-hitting for anyone regardless of [37:16] what your financial status is and [37:18] certainly concerning and you mentioned [37:20] federal grant are there grants available [37:22] for this that it would be probably too [37:24] late for the ones these three right now [37:26] which makes sense for having us yeah so [37:28] we're looking at them [37:30] there is [37:31] iepa funding available but most of the [37:34] funding being presented at this point [37:36] are loans that could potentially be [37:38] forgiven [37:39] but it's still a bit unclear and you [37:41] have to have a bigger plan in place for [37:44] that to fit so it all came very quickly [37:46] i think the context of this is that [37:48] the bill had changed a couple of times [37:50] but it became effective january 1 but an [37:53] inventory was required some time after [37:55] which we had pretty well done but you [37:58] really had a plan the requirement was [38:00] then you have a plan ready to go [38:01] approximately a couple years later which [38:03] inferred that you had time to put a plan [38:05] together here they're saying it's [38:06] effective [38:07] inventory plan when it should be [38:09] plan or inventory plan effective date [38:12] which makes it a little tough so i i [38:15] would say that the funding options [38:17] that we know of [38:19] at this point would require that if we [38:21] took federal or state money it would be [38:23] 100 funded and there wouldn't be a cost [38:25] share program so if that happened we [38:27] would have to go back and make people [38:29] whole in this interim period yeah and [38:31] candidly if we just did 100 on these [38:34] three households just to keep this [38:36] moving i i i really don't like the idea [38:38] of [38:39] jack-in-the-box [38:41] and it's not our fault but [38:43] in springfield but um yeah i [38:46] just don't like that idea the chances [38:47] residents are aware if we were sort of [38:50] you know surprised by it we were we were [38:52] taking a conservative conservative [38:53] approach with it where it was really [38:55] modeled after the sanitary program yeah [38:58] and looking at a 50 50 cost share [39:00] um [39:01] without over committing the village [39:03] because if you look at 100 funding and [39:05] if it's all on [39:06] you know our funding model then rates [39:08] are going to have to go up it wouldn't [39:10] be viable as a long term without that [39:12] kind of whatever but if we're just [39:14] talking about let's get through this [39:15] season three houses [39:18] instead of them being unhappily lucky [39:19] i'd rather see them be happily lucky and [39:22] not you know because [39:25] yeah um one one other question for me [39:28] was about the option three which i i [39:30] recognize it's not saying that it's hard [39:32] and fast rule to be done but for the [39:34] inventory we have and for let's say [39:35] there's someone selling their home and [39:36] they were to sign this waiver saying i'm [39:38] opting out for this are we is there [39:40] somewhere a future homeowner would be [39:42] able to see that they've opted out for [39:44] this that they have a lead an inventory [39:46] led service line it gets recorded it's [39:49] going to be recorded with the state [39:51] because we'll have to submit that they [39:52] opted out now on the respective like [39:54] purchasing a home so the inventory is on [39:57] the village's website it's both [39:58] available at a high level so it talks [40:00] about total number of services partial [40:03] led services full led services and in [40:05] compliance with the state act which [40:07] required us to post an inventory it's at [40:10] address level details so you can go and [40:12] look up your respective house or house [40:14] you're looking to purchase [40:15] and tell according to village records [40:17] what we believe is [40:19] the service line material in theory it [40:21] would be on a homeowner to know that [40:23] this is a scenario that's happening or a [40:24] realtor to [40:26] we get calls from realtors i mean i i [40:28] can't say every realtor knows but i do [40:29] get frequent calls from realtors who are [40:32] brokering a transaction and this is now [40:34] becoming more of [40:36] a chip in the negotiation [40:38] on a house closing price whether it's [40:40] from a prospective buyer [40:42] or a realtor trying to sell a home okay [40:45] i think we're not alone [40:47] sorry we're [40:48] definitely not alone and with this new [40:50] bill coming in there's a lot of [40:52] communities if you can anticipate some [40:54] not so fortunate low economic [40:56] communities are being faced with the [40:57] exact same thing and the hardship that [40:58] you're concerned about is very real [41:00] there so in talking to some other [41:02] directors other village engineers that i [41:04] know [41:04] it's hitting everybody hard my guess is that there'll be a lot of questions [41:09] that make their way back to springfield [41:11] usually when these types of things take [41:12] place [41:13] i wouldn't be surprised if somebody [41:15] takes a step back and they really start [41:17] to think through the program a little [41:18] bit more as the hurdles come out the uh [41:20] the goal is good it's it's it's [41:22] admirable but it's it's the [41:24] implementation part that needs a little [41:26] bit more tweaking [41:27] so [41:28] question i have it seems like a big flaw [41:31] if the state is telling you you have to [41:33] connect with the you can't connect the [41:35] led line [41:36] are you able to opt out of it [41:38] right now it's that big of a hazard [41:40] so it just seems wrong you're basically [41:43] the homeowners acknowledging that [41:44] they're aware of the risk and making the [41:45] decision not to that could solve our [41:47] problem right there so [41:49] i mean so they have an option so again [41:52] unlucky fortunate unlucky or unfortunate [41:55] um they do have an option so i mean this [41:57] is not a [41:58] if they really are [42:01] hell-bent against excuse the expression [42:03] they can opt out but we are going to be [42:05] required to submit documentation to the [42:06] state [42:07] so for example on the streetscape [42:09] water main work i have to sign off [42:11] stating that there is no lead service [42:13] lines reconnected to new water main [42:16] uh when that to get our final operating [42:19] permit for that main i'll be in the same [42:20] situation for each of these projects [42:23] that have to sign off and they [42:24] specifically ask for that statement [42:26] if not i have to provide okay what's the [42:29] scenario which will be inevitably that [42:31] waiver [42:33] a little education for me maybe maybe [42:34] you don't know the answers [42:36] is it really the drinking side of the [42:38] water they're consuming it cooking does [42:41] it cook out the bad stuff no so it's [42:43] consumption of the water so i mean it's [42:44] basically where you're consuming it so [42:46] keep that in mind i mean so if you've [42:47] got a filter in your house [42:49] you've just cleaned your blood out of [42:50] your pipes [42:52] so with that knowledge if i had the less [42:53] service i got my filter [42:56] why spend six or twelve thousand dollars [42:58] i'll sign a release and uh taking a [43:00] shower cooking is not going to matter [43:03] so [43:04] it's i mean as a prelude to what's [43:07] coming it'll be you know we'll present [43:09] options for the council but it'll be a [43:11] question about [43:12] the cost implications and future rates [43:15] what we do for emergent and plan and [43:17] there's also a social component too like [43:19] you know i paid for mine why do i have [43:20] to pay for gyms [43:22] so those are some of the unfortunate [43:24] decisions we bring back to you at a [43:26] future meeting like a study session [43:28] brian is it just a bit of context with [43:30] respect to our testing for lead in our system can you just add a little [43:35] yeah so we do we're required by epa [43:37] standards to do testing [43:39] it's a three every three years they do [43:41] it's the lead copper rule there's a [43:43] number of [43:44] houses with lead water services and [43:46] copper services we take those tests with [43:48] where some of you may be participating [43:50] or residents watching [43:52] we it's a set list of people when [43:54] someone moves we have to refile to add a [43:56] new residence on but we leave them water [43:58] bottles with samp instructions on how to [44:00] sample staff picks them up it gets sent [44:03] to a laboratory that laboratory reports [44:05] the results to the state so we're under [44:07] any regulated standard for lead in [44:10] potable water [44:12] uh under so we're meeting that that's [44:14] reported publicly every year in our [44:16] consumer confidence report but this is [44:18] again the next level in removing lead [44:21] from potable water supply in illinois [44:23] and at the federal level [44:26] is that they're no longer going to allow [44:28] partial lead services or the repair of [44:30] lead services and in the additive to the [44:32] water for the coating [44:34] part the adding to the water for the [44:36] coating of the pipe [44:38] yeah so uh village manager's bane as you [44:40] know as we've communicated before the [44:42] village has a long history they treat [44:44] the water with a chemical called [44:45] polyorthophosphate [44:47] which basically uh prevents a lining to [44:50] slow the mitigation [44:51] of any type of lead into the potable [44:53] water [44:54] so that we've they've been doing that [44:56] for [44:57] more i've been here 16 years so longer [44:58] than that let me ask [45:01] is it more cost effective for a [45:02] homeowner to do this in conjunction with [45:05] our project or does it really matter [45:07] it's way it's hands down more [45:10] cost competitive for a homeowner to be [45:12] part of our water main project and get [45:14] it done [45:15] because as jim mentioned [45:18] under a water main project we would [45:20] cover the costs no cost of the homeowner [45:22] built into the rates of bringing a [45:24] copper service from the water main to [45:26] the property line as part of our [45:28] long-standing water main replacement [45:30] policy we did that all the time right if [45:32] you had alleged service [45:34] it would get reconnected at the property [45:36] we would encourage you and give you [45:38] communication like this is a great time [45:39] to look at replacing it but [45:42] most people did not and so we would [45:44] reconnect the lead service what this [45:46] really what's come from this is a state [45:48] saying we're not going to let you do [45:49] that anymore and without it [45:51] unless you have the waiver unless you [45:53] sign the waiver [45:54] my my question is it more cost effective for the [45:58] homeowner to do the replacement from the [46:02] be box to their house [46:05] at the same time does it really matter [46:07] because you got to dig up oh so they've [46:08] actually so this is this is where in the [46:10] springfield has pinned us in we have 30 [46:13] days so if you as a homeowner elect to [46:16] go do this on your own no i'm not asking [46:18] for that i'm just literally is it more [46:19] expensive [46:23] i would [46:27] the most say part of the program is [46:29] actually the excavation down to the main [46:31] in the roadway okay repairing the [46:33] roadway backfilling it and you've got [46:35] that open yeah and you have to and [46:36] sometimes the locations can go back in [46:38] the same spot sometimes they can't so [46:40] sometimes you might have to move over so [46:41] you have multiple holes in the road to [46:43] get it to where the bee box is plus the [46:45] restoration of the parkway sidewalks [46:48] when you're when we're going from the [46:49] home my guess is that and what i'm [46:51] hearing from all the plumbers that are [46:52] participating in this program is they're [46:54] directional boring they're digging a [46:56] hole on the outside of the home we have [46:58] a pit open where the bee box is at they [46:59] show up with the machine directional [47:01] bore right to where they need to go and [47:03] you just pull the copper out saves your [47:05] front lawn from getting all ripped up [47:06] where if a lot of times folks if you had [47:08] to pay somebody to do the exact same [47:10] thing it would be quite expensive so [47:12] that's why they open trench most of them [47:14] because that's cheap so you just [47:15] answered my next question about [47:17] landscaping materials grass basically [47:19] how to hold the house [47:20] does a homeowner just take care of that [47:22] real landscape in that area i mean [47:24] the way that the law is written right [47:26] now unfortunately yes okay [47:29] we would try to minimize the impact of [47:31] where that whole is at [47:32] to try to do that so it in looking at [47:35] other communities there are some [47:37] municipalities that have considered [47:39] not paying for the maine to the bee box [47:42] and we've had that as part of our policy [47:44] for a long time some are they may have [47:46] done in the past and are looking not to [47:48] do it yeah some never have [47:50] so i think in many respects we've kind [47:52] of built it and that cost into our model [47:54] already so now we're at the b box to the [47:56] home [47:57] that delta how do you get that done [48:00] as long as we're on the digging things [48:01] up just a practical question [48:04] we got a lot of huge trees in this town [48:06] that i'm imagining these service lines [48:07] are going right through how do you deal [48:09] with that can you go around them so yeah [48:11] so [48:12] every scenario you're thinking of right [48:13] now we've [48:14] yeah [48:16] i shouldn't have taught that but yeah [48:17] cause we'll hear about it there's a [48:18] bunch of dead trees we do we work with [48:20] the village forester [48:22] um we work with the contractors so [48:24] inevitably in every project every water [48:26] beam project there'll be one or two [48:27] houses where it doesn't go the textbook [48:29] design to the property line because [48:31] where the water service is there's this [48:32] beautiful oak tree yeah so we work with [48:35] the homeowner and the contractor to try [48:37] to find [48:38] an alternative that still meets the [48:40] requirements for providing reliable [48:41] service that can be maintained without [48:43] taking a tree out sometimes that means [48:46] putting uh [48:47] unfortunately a funny bow in the service [48:48] line sometimes it means shifting the [48:50] location of the b box a couple of feet [48:52] one way or the other [48:54] um [48:57] they do what's called a bullet it's just [48:59] an aerodynamic bullet that they line it [49:01] up where the old service is at and it's [49:02] just tap tap tap and it gets a [49:04] directional board right underneath it so [49:06] you figure out the two spots it's a [49:08] short distance we do that now and if the [49:10] old service is in the tree root area you [49:12] can just disconnect it and abandon it in [49:14] place that's correct okay [49:17] as far as far as paying [49:20] is there some process [49:23] that if [49:24] people don't have the money or don't [49:25] want to pay the money [49:26] they can sign another document that you [49:28] put a lien against a home [49:31] that you get that at a next closing or [49:33] something i got an idea [49:35] all right [49:38] maybe the the way to approach this is to [49:41] just do a simple recapture agreement [49:44] my concern is i agree with you these you [49:46] know these people are getting short [49:48] the short end of the stick here it's [49:50] like oh by the way we're going to be [49:51] replacing your water main even though it [49:54] wasn't in the program for this year but [49:55] now it is and by the way cough up an [49:57] extra [49:59] seven eight nine ten thousand bucks [50:01] right so we can [50:02] tear up and you might you might find [50:04] these three people don't even want it [50:06] a simple recapture [50:08] at least [50:09] we would have the option if the policy [50:12] ultimately ended up being a 50-50 split [50:15] that they would be responsible for that [50:18] payable either at the [50:20] transference of the property or whatever so we could [50:23] kick it down the road so that new [50:25] purchasers would be the ones splitting [50:27] the bill for it [50:29] uh [50:30] and we can still go ahead and take care [50:31] of this i don't feel good about these [50:33] three people and my first instinct was [50:35] 27 grand [50:37] and you're saving a million off of your [50:40] budgeted money between the two of you [50:42] there's almost a million dollars that [50:43] you're not spending as a result of this [50:46] rejiggering of the system right [50:48] so the 27 wasn't [50:51] i'm not being flipping about the money [50:52] but i look at and think yeah but at the [50:56] same time if we have a different policy [50:58] then they either got away with something [50:59] that we weren't going to do recapture [51:01] gives us the flexibility that we decide [51:03] on a 50 50 that's the value that becomes the subject of the [51:07] recapture [51:08] if we find federal money or grant money [51:11] to pay for everything [51:13] then we can go that way [51:15] so you're suggesting a recapture that [51:17] would be a lien on the property [51:19] most recaptures are [51:21] recorded yeah okay [51:23] so so how do we move forward with these [51:25] three homes [51:26] from a village [51:28] standpoint [51:30] we can't just give stuff away free [51:32] yeah i mean think that's one of the [52:27] concerns i like the [52:29] from a practical standpoint the ease is [52:31] to put it on the utility bill [52:33] i think though that recovery if you were [52:35] to fully paid [52:46] you can't close without that in illinois [52:48] so if you have it on the utility bill [52:52] that serves as your capture without [52:53] leaning the house [52:54] right normally recapture is recorded and [52:57] i don't think it's a big deal for it to [52:59] be recorded i would say do both um have [53:01] it on the utility bill the problem with [53:03] utility bills that means sometimes [53:04] you've gone through and at the last [53:06] moment they come in here to pay and all [53:07] of a sudden they see this thing and it's [53:09] like [53:10] you know then then you're threatening [53:12] the transaction and i don't think having [53:14] a recapture [53:17] you know that's not that out of the [53:18] ordinary it's not an ugly document yeah [53:20] it's you know one or two pages easy to [53:22] understand [53:23] right um and it would i would say the [53:25] recapture agreement should come back [53:27] here for you all to approve before we [53:30] they're [55:35] internally coping with it to do [55:38] a lot of those things already [55:40] but this is a legislative act that's [55:42] going to require the municipality [55:45] to deal with it [55:46] legislatively on every water main [55:48] project and every repair going forward [55:58] i think [55:59] as peter [56:01] you know [56:02] the recapture gives us the flexibility [56:04] that nobody's getting special treatment [56:08] and ultimately we can true up with them [56:10] or not we can figure it out you know we [56:12] can cancel the recapture agreement i [56:14] guess because evanston fire [1:00:02] departments to utilize a rescue boat [1:00:04] belonging to the village of willow [1:00:06] springs [1:00:08] for joint water rescue and marine fire [1:00:10] response i can history of what got us here so [1:00:45] currently when we respond to a incident [1:00:47] on lake michigan [1:00:49] we respond all of our moneca units go [1:00:51] our battalion our engine and our [1:00:53] ambulance [1:00:54] if there's a boater in distress or uh [1:00:57] you know a capsized boat whatever it is simultaneously we also [1:01:00] get a response from wilmette and glencoe [1:01:03] they're both responding with a boat [1:01:05] and we also get response from the us [1:01:06] coast guard [1:01:08] station at wilmette harbor [1:01:10] so um [1:01:13] we were notified last year from the [1:01:15] coast guard that they're um changing [1:01:18] their uh [1:01:19] equipment and their staffing at the [1:01:22] wilmette harbor [1:01:23] um effective [1:01:25] actually last year so they are typically [1:01:27] there year round they are now there um [1:01:29] in the summer months only [1:01:31] and in 2021 they left about mid-august [1:01:34] so typically they you know they say [1:01:36] they're going to be their memorial day [1:01:37] of labor day but they left about mid [1:01:39] august last year so [1:01:40] you know obviously that's that's a heavy [1:01:42] um response for us they have a boat [1:01:44] that's in the water and it's a larger [1:01:46] bolt than we're receiving from glencoe [1:01:47] walnut because it's a coast guard boat [1:01:50] capabilities are you know they [1:01:52] historically they would assist with [1:01:54] underwater rescue they stopped doing [1:01:55] that many years ago so they're surface [1:01:57] rescue only [1:01:58] and they also do um marine fire um so if [1:02:01] they have a pump so they can if there's [1:02:03] a boat i think maybe you remember there [1:02:05] was a boat explosion in wilmette harbor [1:02:07] a few years ago so they're able to [1:02:08] assist with um [1:02:10] uh [1:02:11] fire control on on boats on lake [1:02:13] michigan or in the harbors [1:02:15] they're no longer able to do that either [1:02:17] so [1:02:18] when we [1:02:19] received this notification from them [1:02:21] evanston moment and when i could uh the [1:02:23] chiefs got together see if we'd come up [1:02:24] with a plan to sort of either supplement [1:02:26] or come up with some sort of shared [1:02:28] resource shared response to sort of pick [1:02:30] up for some of that lapse that we're [1:02:31] finding from the coast guard [1:02:33] which led us to willow springs so willow [1:02:35] springs um has a fire boat they use it [1:02:38] for many years [1:02:40] it's been in storage for the last three [1:02:41] years are no longer using it um they [1:02:43] received it on a port authority grant [1:02:45] which is kind of how we heard about it [1:02:46] through um cook on emergency management [1:02:49] so we reached out to them and made the [1:02:51] connection the three of us went out [1:02:53] there looked at the boat um it fits [1:02:55] what we would need for our response it's [1:02:57] a 26 foot [1:02:59] fire hawk boat and it has a fire pump on [1:03:01] it [1:03:02] the sides fold flat to the water so it's ideal for water for dive responses [1:03:08] so [1:03:09] um they agreed to allow us to lease it [1:03:13] for one year at no cost [1:03:15] and then at the end of the one year if [1:03:18] this trial [1:03:19] response works with our three [1:03:21] departments then we have the option to [1:03:22] purchase it for a hundred thousand [1:03:24] dollars [1:03:25] so [1:03:26] um [1:03:28] we got some good uh council to extend [1:03:30] that one year to 18 months so we have a [1:03:32] little leeway after the one-year period [1:03:34] where we have a little bit more time to [1:03:35] sort of digest our numbers and our and [1:03:37] review our response um and see if it's [1:03:39] going to work for us um [1:03:42] but let me see what else that i have [1:03:43] here [1:03:44] what was willow springs doing boats no [1:03:47] they're not on return this boat [1:05:20] when they knew when there was new any [1:05:22] idea what the cost was i don't or what [1:05:24] do we did replace it now i mean [1:05:27] i [1:05:28] that'd be i i think it was 300 350 right [1:05:32] from what i recall i can't say 100 i [1:05:34] remember hearing that when we in our [1:05:35] discussions with them but john you get [1:05:37] the chance to [1:05:39] use this for [1:05:41] a period before you guys decide what you [1:05:43] want to do right [1:05:45] correct so it's it's a trial it's the [1:05:46] one-year trial you know they agreed to [1:05:48] lease it to us at no cost [1:05:50] um and this is you know to see it it's a [1:05:52] response we haven't done before right so [1:05:55] you know the way we devised the response [1:05:57] would be it's we worked out agreement [1:05:59] with the coast guard so we're able to [1:06:00] keep it in one of their slips so it'll [1:06:02] be stationed at wilmette harbor if [1:06:04] there's an incident in winnetka [1:06:06] on upon our dispatch they would [1:06:08] simultaneously dispatch evans and will [1:06:10] met on on our call and they would [1:06:12] respond directly to the boat [1:06:14] it'll be in the water so they just have [1:06:15] to get on and start driving up here [1:06:18] similarly if there's an incident in [1:06:20] evanston we would respond lights and [1:06:22] sirens with wilmette and the first two [1:06:24] to four uh fire personnel that are there [1:06:26] that are trained to drive and operate [1:06:28] the boat would get on us and respond to [1:06:29] the scene we think it's going to [1:06:31] increase our response [1:06:32] obviously being a shared resource you [1:06:33] know the costs you know for any one of [1:06:35] our departments they have to [1:06:37] you know put the cost on their own it's [1:06:39] not really feasible so just you know to [1:06:41] do the trial period for for a year we [1:06:43] thought was was a good way to go was it [1:06:44] was nice that this was available [1:06:46] i mean if it works you know i'll [1:06:48] probably be back here in a year talking [1:06:49] about different options then [1:06:50] um but you know startup this you [1:07:19] know the fft board has already agreed to [1:07:22] put forward some funds towards this i [1:07:24] think 10 or 15 000 [1:07:26] so that'll cover a lot of the startup [1:07:27] cost of fuel costs you know the initial [1:07:29] training [1:07:30] um [1:07:32] how many calls do you get a year or a [1:07:34] season that would require a boat like [1:07:36] this sure so it's it's not a lot you [1:07:37] know when i could we average i look back [1:07:39] on our data probably three to five per [1:07:41] year [1:07:42] um [1:07:43] but you know these these calls are you [1:07:45] know they're [1:07:47] high risk right so we're putting people [1:07:49] out in the water [1:07:50] um you know on boats or in rescue gear [1:07:52] so you know [1:07:54] the comfort is having a larger boat we [1:07:55] know that's coming [1:07:57] and we're looking at a third of a [1:07:58] hundred thousand [1:07:59] what's that one third of a hundred [1:08:00] thousand right yes yes if we
