[17:24] uh in our comprehensive plan we
emphasized improving our Environmental
[17:29] and trying to move to nonoss fuel
sources uh Ian is a specialist for land
[17:34] of sky in electronic vehicles and
charging what the different kinds are
[17:40] how much they cost to build where they
are and he's going to give us a brief
[17:52] presentation your slides are on the
website that we can look at if
[18:22] worse

having me uh again my name is Ian Bailey
[20:05] uh I'm a regional planner for ly
Regional Council and my primary work
[20:10] there is with the L Sky clean vehicles
Coalition uh what we do is encourage
[20:16] alternative fuels use uh in Fleet and uh
municipality use as well as in
[20:24] individual and users uh electric
vehicles have become a very big that in
[20:29] the last half dozen years and so that
has encapsulated a lot more of our work
[20:35] we also work with propane compressed
natural
[20:39] gas hydrogen when it comes um biodiesel
any of the any of the alternative fuels
[20:46] um specifically non non fossil fuel
based
[20:52] stuff sure
so the
[20:57] uh tonight I'm going to talk about new
kind of electric cars um it's a to Hot
[21:02] Topic right now A lot of people are
talking about policy and a lot of people
[21:07] are talking about progress with the
transition to
[21:11] electrification and so I'm going to
start with some basic facts um from the
[21:16] history of electric
cars um we're actually going to go a
[21:19] little further back the M the
1700s uh steam cars started to appear on
[21:25] the scene and replace uh course
and and Buggies as the main transport
[21:33] never had to advance my own
sp else
[21:38] always um and and at that point in time
Ste was considered a tried and true
[21:44] power source which sound pretty familiar
we hear that a lot today about coal we
[21:48] hear a lot about
gasoline and tried through energy source
[21:53] that has long since been reliable and
Transit factories as a power source
[21:59] uh downside being that steam Vehicles
could take up to 45 minutes to get
[22:03] started if it was cold and they required
frequent water RS to keep
[22:09] running in
1841 an electric locomotive was
[22:14] campaigned that was able to pull six
tons a mile and a half at 4 milph and
[22:19] that was the first real demonstration of
electrification and insort
[22:25] power uh in
1859 chargeable batteries came onto the
[22:30] scene that really started to change kind
of the the methodology for electric
[22:37] transportation um in
1890 fellow named Willie Morrison in De
[22:42] Mo Iowa built a six passenger electric
vehicle that would travel 14 M hour and
[22:50] had 50 m
range um those Vehicles required the
[22:55] batteries to be changed after the drve
have we didn't we didn't have enough
[23:01] battery stock at that
point
[23:05] um and Philadelphia in 1896 so a handful
of years a company called electr started
[23:13] to produce electric vehicles and it was
the first commercially viable EV uh and
[23:18] actually raced those cars against some
of the existing stock of other
[23:24] automobiles on the road were able to
beat down on 5 m
[23:29] anybody here has ever had a ride or
driven an electric
[23:32] vehicle that they have all of the
door
[23:38] um between 1900 and 1906 a company
called the electric vehicle company
[23:44] operated over 600 EV cabs in New York
City they built the first battery
[23:49] swapping station that they could pull
the cars in and quickly swap batteries
[23:54] between them and send them right back
out on the road to carry passengers
[23:57] again
uh an investment partner in that project
[24:02] became the exi battery corporation which
is still one of the largest battery
[24:07] manufacturers in the
world and another partner in that named
[24:13] po developed the columia brand was the
first automobile manufacturer to build a
[24:18] th
automobiles
[24:23] um then there are the gasoline cars came
on the scene
[24:28] were complicated to drive they were hard
to start they were noisy they were
[24:32] smelly there weren't any of the things
that the electric cars even the steam
[24:35] cars people knew were but then Henry for
came in this picture and with the Model
[24:42] T he overtook the electric cars while
being able to provide one the cost of
[24:48] what any of the existing cars any
other manufactur
[24:53] processes after that until about 20
years ago rest history
[25:01] so adoption of EVS in the United States
uh in
[25:04] 2023 was a record year for the sale of
EVS in the United States we more than
[25:09] doubled the number of EVS on the road we
sold 1.2 million EVS in the calendar
[25:15] year of 2023 in the United States
7.6% of the new vehicles sold for e in
[25:24] 2023 that was a an insane growth curve
for electric vehicles uh in the
[25:31] automotive industry they consider 5% of
sales being the threshold between early
[25:38] adopters and becoming mainstream
adoptions so in 2023 we actually crossed
[25:43] that 5% thresh where it's starting to
look like it's not just people who like
[25:48] new tech or different things or people
that are like just really into the
[25:53] environmental more regular people are
buying and driving them you keep on the
[25:58] road you'll see that that's the case in
this area we' got a lot
[26:03] of North Carolina has been in the top 20
States Nationwide for Ev registrations
[26:10] per capita for the past few years uh our
region has seen a 24% growth rate in
[26:17] registrations uh and what that equates
to on the math side is there were five
[26:23] times as many EV registrations in land
ofy count in 2023 as they were in
[26:35] 2018 so I'll talk a little bit about e
charging because this is something that
[26:39] a lot of people hear about and don't
really understand there's a lot of
[26:43] information here so I'm just going to
try to run through it to keep it fairly
[26:47] basic so e is PR recharge from a variety
of electrical
[26:51] sources electricity as a power source is
relatively inexpensive especially here
[26:56] in North Carolina some of the lowest
rates below average for national average
[27:01] ofle rates it's widely available can be
dispensed at home without any special
[27:07] equipment one of the standard charging
methods is called Level One charging
[27:13] when you buy an electric car it comes
with a cord that has a level one plug
[27:17] and that plugs into just 120 volt wall
outl like a regular lamp or your
[27:24] computer um those
Chargers between mil of range per hour
[27:30] they
charging Level One charging works best
[27:33] for times when the car is parked for
many hours of a time for instance I
[27:38] drive my car home I plug it in at night
I'm asleep it's charging itself
[27:44] depending on the distance you commute a
level one charger may be able to fulfill
[27:49] all of your mileage needs at any given
day while you sleep overnight level two
[27:55] charging has become more common type of
thing we started to see in shopping
[28:00] centers angles has put them in at some
of their locations level two Chargers
[28:05] can also be installed at your home they
require a 240 volt circuit like a dry
[28:11] electric range for
use they can provide between 10 and 40 m
[28:16] of range per hour depending on the hard
of the vehicle and that really is
[28:20] dependent on the circuit the charger the
vehicle willing to
[28:24] accept uh level two charging is really
ideal when Vehicles park for 30 minutes
[28:30] or
more while you're shopping while you're
[28:33] enjoying leisure activities outdoors
sporting events or lawyer at home or at
[28:38] work so workplace charging is another
place that we're seeing level two being
[28:43] installed DC fast charging is kind of
the hot button topic uh that we hear the
[28:48] most about when we hear about
infrastructure infrastructure
[28:51] infrastructure on electric vehicle
charging B large are talking about DC
[28:56] fast charging fast charging is really
ideal for long distance travel of quick
[29:01] top ups and can provide up to 8% of the
range of the vehicle in as little as 15
[29:07] minutes again depending on the charger
and the vehicle um my vehicle is a
[29:12] little older it takes about 45 minutes
to an hour to get
[29:17] 80% Sarah my boss's vehicle can do that
same charge in 18
[29:22] minutes
um DC fast driving works really well in
[29:27] places people might stop for a bathroom
break or a meal or a short shopping trip
[29:33] a grocery store convenience store um DC
also tends to be the most expensive form
[29:38] of charging requiring special equipment
and electric utility
[29:42] support um on the average I would say
traveling on the road I pay about $5 to
[29:48] $18 for 200 miles range DC
F which balances out to about 30 m per
[29:56] gallon
G doing that on gas even if we were
[30:02] going to build a DC Bass Station B Town
Hall can you make up a ballpark what
[30:08] what do those things cost to construct
starts at about
[30:11] $50,000 um if it's not Fally funded you
can keep it low if it's Fally funded
[30:18] it's got to meet new requirement that
push it up to almost a million
[30:23] do if it's Fally funded it's got to have
there's got to be four Chargers and
[30:28] they've got to have a higher rate of
current capacity than the lower cost
[30:33] charges
[30:37] G L1

[30:45] batteries is there
[30:49] [Music]
issue Charing or
[31:00] it very marginally
impacts the
[31:05] biggest um battery life harm you can do
is keeping the vehicle near 100%
[31:12] charg so the high the high state of
charge the battery generates more heat
[31:18] heat is what causes the battery to fail
more soon and by more soon I mean many
[31:24] of the EVS on in 2017
from that era are on the road 300,000
[31:33] miles so with exception on Le which
didn't have temperature management
[31:39] battery the battery Management systems
do a very good job and the cycle ofy is
[31:45] well up thousand of 100%
CES soon our our plug in hybrid will be
[31:54] built too
[31:58] if it's a plug in yeah you can charge it
on level one orev
[32:04] two some of those
[32:13] come so where we are in charging Western
North Carolina is an interesting and
[32:18] challenging point in transportation
electrification our region is rich in
[32:22] natural beauty clean air and outdor
Recreation opportunities and with touris
[32:28] component of our Region's income we find
ourselves considerably under stocked
[32:31] when it comes to infrastructure to
support our residents and visitors to
[32:35] the area lines of DC fast Chargers and
occup charg common Cur across the
[32:42] region and our current inventory of DC
fast Chargers is this we have 11
[32:49] locations with a combined 22 PLS that
are open to all makes and models of DC
[32:56] fast we have five Tesla Supercharger
locations with a combin total of 40 CLS
[33:02] between
them now recently for and have open up
[33:07] onto the Tesla
Network Char that's
[33:14] helpes this area we have one Riv DC fast
charger with one BL and for level two
[33:21] infrastructure we have less than 100
publicly available stations in our FL
[33:25] County region
to PLS a large quantity of the listed
[33:31] sites up online HS and those statistics
are
[33:38] within which is
[33:42] Madison and up here the image that I've
got on the top there is a picture of a
[33:48] proposed DC fast charging map from
NC while we're working on the first part
[33:55] of the process we talk about
[34:00] um what's the for to the West what is
that the farthest west of Asheville was
[34:08] spotted kind of near Windville is
um in reality the map looks a lot more
[34:17] like
this this is a prod this
[34:26] map it's a bunch of worms so there's
currently two infrastructure funding
[34:31] programs Federal infrastructure funding
programs out there the first one is
[34:36] called we call it nevi it's the national
electric vehicle infrastructure
[34:41] program uh the second one is called CFI
and it's the charging and fueling
[34:45] infrastructure
program the ne program is going to be
[34:49] handled through the state BS and so they
get allocations North Carolina is
[34:54] getting $109
million and
[34:58] they will have multiple roll outs for
different phases of implementation for
[35:02] this doing cor base charg first which is
what this map is and so each of those
[35:08] numbered areas are a designated location
that they have identified a handful of
[35:14] exits that would be a good spot for an
easy fast charger
[35:19] installation um it dictates that the
four based charging locations must be
[35:25] within 50 miles of each other they must
contain at least four clubs capable of
[35:30] 150
Sous the other program they'll be
[35:34] running out of n is community based
charging and we don't have guidelines
[35:39] for what they look like yet probably see
that in next
[35:43] year um NC did recently a few months ago
release their round one every cluster
[35:49] locations that's this map and it
honestly Le a lot be desire for our
[35:54] region um the Western most location
identified on here is exit 73 that's
[36:01] old um there's a gap from there to the
Tennessee State Bond of you know
[36:07] probably about 73 miles um with no
compliant Chargers the only compliant
[36:13] charger that we have in the actual area
is a Sam's Club on Patt Avenue and it's
[36:19] more than a mile from our so it's not
comp to that it is comp
[36:26] to good new there going to be more so in
the second phase of B base charging
[36:33] you'll be filling in gaps in between Lo
they did Focus primarily on Roots
[36:40] getting people away from the co for
Hurricane and also filling a few gaps
[36:48] are3 Gap
[36:53] there St
[36:58] um bad news about it is that level the
round one sites for this NE program
[37:03] aren't expected to be able to mission
for probably two to years because it's
[37:09] Federal funding and that means we have
to go through a ton of processes and
[37:13] procedures before we can actually break
and build thing and there's a lot of
[37:17] checks and balances that have to
happen going
[37:22] process the charging fueling
infrastructure program is administered
[37:26] by federal highways
and as such it's a nationwide
[37:30] competitive funding opportunity it
offers both Bor and Community Based
[37:35] opportunties and will be opened up
yearly for five years it's about2 and5
[37:39] billion doll in funds in that program
that are available we just run round one
[37:45] and awarded that this past fall and land
Vehicles Coalition helped to produce an
[37:53] application for round one that NCD
The Proposal would supply high speed DC
[38:01] fast charging to five communities west
of
[38:04] Ashville almost all of which are
actually out of our region but what we
[38:08] were working on is a cross Regional
collaboration to end gaps as as any
[38:16] direction go down
georgiae our application unfortunately
[38:22] was not funed and we did just get
feedback this week on it that it was
[38:26] compe there weren't sufficient
funds and we are likely to resubmit that
[38:32] application in this next round but it
will either be submitted through us or
[38:36] Southwestern Commission because one
thing we noticed in that is that no do
[38:42] applications were funed Ground one all a
lot of it was counil of government we
[38:48] actually went with do offer they brought
in a consult work with them because we
[38:54] thought that stronger application
there's
[39:01] um we're also working with Partners
across the region to develop charging
[39:05] projects along major corridors as well
as in communities with a goal of apply
[39:09] for opportunities as they
arise we're also working with
[39:13] municipalities and business owners
infrastructure planning and installation
[39:17] location for construction Happ inorder
to prepare those
[39:22] sites on Ro
[39:27] so what can we
do there's a lot that you can do in your
[39:32] community to be able to help with the
adoption of electrification and
[39:37] transportation and be able to help the
community get some of this funding
[39:40] that's coming down from the federal
government planning and zoning is a big
[39:44] place that plays into it ensuring that
your plan use and development ordinances
[39:49] encourage recharging infrastructure and
or supporting infrastructure for future
[39:54] charging
installations res es can inadvertently
[39:58] hinder the adoption of new technology
and reduce resid abilities to make
[40:02] choices that suit their needs and
wants long range planning including
[40:08] having an indepth look at your
communties needs for electrification
[40:11] when you're doing strategic and
long-term planning processes that can
[40:15] help help you to inform your language in
your longterm plan to prepare the
[40:21] community for the increase in need the
adoption that is naturally occurring
[40:25] currently in the United States
you can Don legislative support as well
[40:30] letting your elected officials and
representatives know that our
[40:33] communities are experiencing a rapid
growth and need ownership and that we
[40:37] need support for continued investment in
infrastructure that's a that's a thing
[40:42] that we run into when we do these
applications we do a big application
[40:45] like that we ask for letter of support
from all of the elected officials in the
[40:51] areas where that's applicable we have
some that dein on that application
[41:00] FAL

[41:10] support just didn't think it a big use
of
[41:15] funds didn't think it was important
enough and we honestly we have lots of
[41:21] problems PL
places um but because that funding was
[41:27] use of that funding um we can educate
ourselves we can educate our communities
[41:33] about like of transportation and how it
impacts us we can address the issues and
[41:37] concerns as well as the opportunities in
the this and that's what we do at land
[41:42] Vehicles Coalition there's a lot of
Outreach a lot of Education a lot of
[41:46] opportunities for people to just check
these cars out drive them take a look at
[41:51] them ask the questions ask what you what
you think you know about it and you're
[41:55] curious you heard this thing but that's
what we do my job is to answer those
[42:01] questions and and to
provide real data and information about
[42:07] what's going on with them um you can
plan you can consider how your community
[42:12] is impacted by transportation in general
and help the transition to new
[42:16] technologies that could be electric cars
Bic pedri infrastructure and there's a
[42:22] lot of places to go with that you can
coordinate with businesses res and
[42:27] to be prepared for the fing
opportunities to come in a lot of times
[42:31] they've got a 20 to 50% match so then it
makes sense to have Partnerships where
[42:36] you may have other entities that can put
some money into that game and help you
[42:40] make that difference of um experience we
host a lot of events at the C Vehicles
[42:46] Coalition throughout the year we do a
number of car shows including a couple
[42:50] big car shows of as Outlets every single
year uh and we encourage everybody to
[42:55] come out take a ride cars talk to us
about the stuff ask all the questions
[43:00] just to you know so when the community
comes to you and wants to know what you
[43:04] think about it you're make an informed
statement for them um and last is
[43:09] contact you reach out to us with any
questions if you need data if you need
[43:15] Publications we've got access to all of
the things published by all the National
[43:19] Laboratories all the
studies and there's a ton of that ton of
[43:23] those resources out there so when you're
looking for a specific thing reach out
[43:28] that's something that can help you to
[43:32] find and so in conclusion with
Transportation industry is constantly
[43:37] evolving from Steam Powered and electric
cars to gasoline and Diesel back to
[43:42] electric and even on the hydrogen in the
future we are all along through ride and
[43:47] it's up to us to understand and plan for
how this Evolution changes the way we Mo
[43:52] our residents deserve an equal
opportunity to choose the transportation
[43:55] solutions that work for them and our
communities deserve Investments that
[43:59] will help Propel us into the future if
anybody has any questions here for

[44:18] philosophical emphasis your Coalition on
intersection between
[44:23] individual and their char
public
[44:32] transportation um the the
underlying premise of the entire
[44:38] Coalition is
decarbonization of transportation and
[44:41] air pollution reduction sources so we
branched
[44:48] outow and whatever else just looking at
places where we can reduce our
[44:54] emission across theard
[45:05] going
on I have prior to working aty I
[45:20] was they got a micro now on site they're
starting toour some electric trim
[45:26] equipment Le and and
stuff there's a yeah they're doing a lot

[45:57] so to begin uh in the administration
department I'd like to report on
[46:01] contracts that have come in in the last
30 days the first two contracts actually
[46:05] go together TSA choice for just under
$3,000 for
[46:10] someing work just basically computer
infrastructure that we need in our
[46:16] basement as part of our evidence group
renovation with that renovation we're
[46:21] adding in office for evidence custodian
and processing area we stru to do that
[46:28] work the second contract for CNA
Associates is for um some it's a new
[46:35] software mod this is part of not just
Improvement
[46:40] evation of the EV a lot of law
enforcement agencies are moving towards
[46:45] PS um it's just a very
sophisticated well design software for
[46:53] tracking all of your evidence good data
ass it a barod
[47:00] system EV
scan and it allows us to not only record
[47:07] data about that but track it so that
evidence go to a lab support anywhere
[47:20] else is that a cent server or is it a
cloud application that
[47:31] server I
[47:35] didn't that means that you're not really
configuring it
[47:40] individually each client
[47:50] B hear the question I could hear your
vending machine sorry so my question
[47:54] about p is it
that you buy and put on maches here
[48:00] clients or is it a application that
exists in the cloud that you connect to
[48:06] no it is put into our server here it
integrates with the County's
[48:12] arest
sorry it is placed on the server here
[48:17] and it integrates with the County's Rec
management system so they can speak back
[48:21] and forth with each other but it's it's
built and kept in house it's built and
[48:26] kept in
is not a third party application that it
[48:31] is a third party B and install it and
maintain so that means to me that'll be
[48:38] successive iterations of it over
time a client can decide whether or not
[48:43] they want to upgrade or not you may
reach a point where you have to upgrade
[48:48] if you want to continue using
it similar to other software modules
[48:54] that we use for other applications
um this initial contract is for that
[49:00] initial software module getting it
installed getting it up and running
[49:10] and I'm
[49:14] assuming I just about I'm assuming that
there are several possible solutions and
[49:21] this is the one that these departments
in County are using to to
[49:33] Jo Trend in Enterprise software is
cloudbased where you don't do
[49:49] own
[49:53] solution that
[49:57] I don't I'm not sure we didn't what we
have chosen is all the departments in
[50:03] the county that came together and been
uh have gone to this or are going to
[50:09] this
system and so during that they're
[50:13] developing a new I guess a central
system for us that Central Square has
[50:18] been using now for record management but
they're going to a different group so
[50:21] they're trying to make sure they all
integrate this pack system so kind of a
[50:26] colletive this is the best one out here
this is what we're all going to
[50:35] already uh the current
contract small contract Council has been
[50:39] updated before about some of our mod
Improvement Community while
[50:44] weac
[50:50] work
lien the last contract P construction is
[50:54] for the Church Road
project I've reported on this in the
[50:58] past this is our highest priority of our
infrastructure identified after church
[51:05] Street for Church Road um we'll look at
the entire inventory and and look at the
[51:10] highest priorities and probably do a
single contract for the rest but this
[51:13] one was
almost you know maybe just short of an
[51:17] emergency
situation of course this is budget
[51:22] season so we're also working on the
fiscal year 2025 budget manag report
[51:27] sher's going to get up and her budget
presentation and then we look forward to
[51:33] adoption next but the big news this
month in administration is the Riverside
[51:38] Park progress um this is big Park
project as you all know our first round
[51:44] of bids came in quite high so we had to
recope the project put it back out to
[51:49] bid but we have the benefit of the first
set of so we knew exactly how the design
[51:53] so we can maximize the funding that we
have
[51:57] unfortunately though while the bids were
very successful and I think the second
[52:00] round worked very well we had to amend
the agreement for our grant from the TDA
[52:07] and I say unfortunately only because it
just takes time and we're anxious to get
[52:11] the project started in a big meeting
last week with all the partners the good
[52:15] news is everybody supports the the res
did um and has you know we all talked
[52:22] about how to expedite getting the pro
started and so this is example of
[52:27] Community Support around this project
and everybody willing to kind CH in and
[52:32] do what they can do to kind make it
happen there are steps that have to take
[52:36] there three parties to the agreement B
County the T and the town of so we have
[52:41] to kind of go through a process to get
all those but it's really goods and we
[52:47] if all goes perfectly um we can
potentially be contracts within that
[52:52] first so it could get pushed off a
little bit but
[53:00] um moving on to planning planning
department and Facilities um we're we've
[53:05] had some really positive feedback about
some recent Communications that the
[53:09] department has produced one was the
steep slope pamphlet that went out
[53:13] several years ago um another was which
was very unexpected was the Manu the
[53:20] manufactured housing advertisements and
announcements that we shared with the
[53:24] community so liked the way it was put
together they liked the information how
[53:29] was presented very clear very readable
so we're trying to take that feedback
[53:33] and see if there's more that we can do
um in in on the communication front so
[53:39] we have standard notices that we do with
the plan department so we're looking to
[53:43] see how we could apply some of that
feedback and those notices that people
[53:48] inform I have a mo
[53:52] feder department is also managing a very
heavy increase in applications so if you
[53:58] compare the last 30 days in W to the
same time period last year it's
[54:04] about increase it's about three times
what we were doing now permitting
[54:10] frequently sort of waxes and wings and
you'll go through valys
[54:15] and and Peaks but it is it is it does
feel like things are picking up um which
[54:23] is interesting given interest rates and
cost ofst right now um I don't know if
[54:28] this is maybe a symptom of just a lot of
projects and now just want to wait any
[54:33] long happen if you total those permits
just in the last three weeks it's $65
[54:39] million construction value so it's it's
pretty
[54:45] significant but they're a little busy if
you don't get a quick answer to a
[54:49] question that's
[54:56] I I think it's all over I think there's
a few communities that have a little bit
[55:01] more activity so teres is one
Springs uh we've had a lot of at City
[55:09] View and
then all that been a few yeah so it's
[55:14] kind of it's kind of scattered but in
these
[55:19] prly um so looking at facilities of
course I've mentioned the community
[55:24] center hbac
making Town Hall has also
[55:29] H people
[55:33] back um but hopefully we'll get that all
taken care of the repair was complete
[55:38] but now apparently we're to come back
adjustments the community center in
[55:43] addition to the renovations or
improvements we're also doing clean you
[55:47] know we for many many years stuff has
been stored in that building Corners
[55:52] that we didn't even know existed and so
now we're having to go C that and so
[55:57] it's been a bigger job than we expected
some of it recycle some of it have to
[56:01] Surplus some of it you donate or get so
you have to go through the process of
[56:06] figuring out what to do with
all you will continue to maintain a
[56:11] portion of the basement
[56:16] at theat go
awayer appar and um I don't know if it's
[56:22] gone yet it's gone
pluging away um our chief has been on it
[56:29] trying to take care of a lot of these
vehicles that been hanging
[56:41] around the basement renovation is
nearing completion I think it's going to
[56:45] be completed this month what I was told
[56:51] so St water and parks for St water of
course it's the Church Road
[56:56] that is to begin next week and we expect
it to take 10 to 20 days we've approved
[57:01] the Lake toown Lane easement PL for
storm water so this um the rental
[57:07] Community uh is doing some storm water
improvements it's located in the town
[57:11] public road so we
[57:16] to to a
access for construction but also forward
[57:23] so the rental Community even though it
will be they're going to maintain this
[57:29] pce uh that PRS to begin soon from what
I understand they're Hing toed sooner
[57:36] than later and we're going to follow as
soon as possible theref with I put it's
[57:46] really we want to get it we just want to
make

so for Parks um subber line restrooms of
[58:00] course we need to adopt our current
budget because we have budget money tied
[58:03] up um forine rests for next year this
next fisc year so we're looking forward
[58:09] getting that project under way once the
funding is secur we're going to do the
[58:13] final revisions to the master plan
construction the community G community
[58:19] garden agreement was shared with the
wood dep Department group that's the
[58:24] plan to
updates the park with the community
[58:30] garden they have reached out and are
working now withp cities which
[58:35] is
andity
[58:43] insur so in the police department um
recruitment efforts are ongoing I think
[58:48] when I wrote this slide or I slide Oneal
offer I think that's signed we
[58:56] on Bo excited
about sopping
[59:02] away evidence room inventory and of
course modernization the pack mentioned
[59:07] earlier that is underway I believe the
evidence room is going to be wrapped up
[59:11] in the next month we we hope to have the
that we hope to our Target date is first
[59:17] of the month but with the construction
and such down there it slows down
[59:23] considerably it's also um the are
working on that Al responsibilities so
[59:28] if we could them at it and do nothing
about that um we be done much sooner but
[59:33] they have to break it up
Tak um but that will be wrapping up here
[59:39] soon speed control signage so Council
has seen our Mobile sign it's been
[59:45] relocated now off property It's Kind out
in community being used we do also have
[59:49] the two fixed signs that will be
installed along Highway 21 dve but we
[59:54] have to work with the
the location and then they
[1:00:02] also and then lastly I have a couple
special recognition of officers now we
[1:00:08] really our Police Department were very
fond of all of our officers that do a
[1:00:12] wonderful job very great as day but
every once in a while we have something
[1:00:17] that's really special and that we want
to share and so a couple special Lo and
[1:00:23] so the first is officer if you don't
mind standing um Ian was named officer
[1:00:31] of the year and I don't normally read
from this but I want to make sure I
[1:00:35] Capt um this award is presented to an
officer through a secret bid vote by all
[1:00:40] of our wood officers to recognized
exceptional it honors those who have
[1:00:44] gone above and beyond the requirements
of their position or have demonstrated
[1:00:48] Exemplar actions in duties deserving of
recognition by their peers and
[1:00:53] supervisors within the preceding
calendar year for their service to the
[1:00:57] department
and officer Bradley was selected by his
[1:01:01] PE for exemplifying the core values of
the police department dedication
[1:01:06] integrity and service in addition to
receiving the office of year award also
[1:01:11] received two Excellency Service Awards
for his quick and effective action
[1:01:16] addressing s public safety matter and
for going above and beyond in assisting
[1:01:20] residents with matter two
different actions refed on the
[1:01:26] department in the town and very
[1:01:37] proud so before we move on to the next
recognition um I mentioned that you
[1:01:42] received two excellence and Service
Awards and so the Excellence and service
[1:01:46] award program was established last year
to recognize Town employees for
[1:01:50] exceptional exceptional work to a
onetime financial award for specific
[1:01:56] so somebody does something very special
and unique and exceptional we want to
[1:02:01] recognize the program's been welled well
used issue 29 Awards to different staff
[1:02:07] members across multiple Department some
of these awards are small doll some of
[1:02:11] them are lar just there are different
categories and levels of award and
[1:02:16] anyone can nominate any other staff
member where they feel recognition it's
[1:02:21] not just supervisors
nominating their their staff you can
[1:02:26] nominate a coworker you can nominate
somebody in department and we
[1:02:31] have um one of the highest levels of
recognitions for an employee
[1:02:35] demonstrates extraordinary heroism and
that LE it to my next recogition
[1:02:40] so you know whenever you do these kinds
of policies these kinds of programs
[1:02:45] there's always that category that really
high category that you know you could go
[1:02:49] your entire professional and never
recognize anybody
[1:02:56] is
[1:03:03] heroism so I want to introduce Sergeant
Jos the day after our first annual wood
[1:03:10] dinner we had a series of heavy rain
events that caused officers to be
[1:03:13] dispatched in multiple accidents one of
these accidents resulted in an
[1:03:19] overturned car in the creek behind the
hot spot near ex 23 the creek was
[1:03:23] carrying an exceptionally High volum
water and the car was on side dri
[1:03:29] standing but unable to
[1:03:32] exits officers monitor the situation
waiting for the Swift water res to
[1:03:36] arrive however just as the team arrived
on the scene and Was preparing the car
[1:03:42] started to move and so starting to kind
of
[1:03:46] TI um Sergeant acted quickly jumped into
the creek using a fallen tree to reach
[1:03:52] the other of man securing him in a life
bu and helping
[1:03:57] um we'll never know what might have
happened if Josh had act did but we do
[1:04:03] know that the dri alive today Sergeant
action water teams time to
[1:04:13] prepare so you might not be able to see
we're sitting but Josh is in
[1:04:22] boot Ser thank you that's awesome so
this this is an injury that's the result
[1:04:29] of debris pinning his leg against or
underwater while he's in the
[1:04:34] water so these water situations are very
dangerous situations
[1:04:41] and would not have been wrong to stand
by and continue to monitor the situation
[1:04:46] and
not um this is a Jud call it's a
[1:04:50] judgment our officers and other officers
have to make from time to time very J
[1:04:56] for upholding the value of protecting
and serving thej isn't wor it is and can

proposed FY
[1:05:59] 2025 fiscal budget for the town of
woodon um all the council members have
[1:06:05] participated in three budget work
sessions uh March uh April and May of
[1:06:13] this year and um I I appreciate all your
attention and time and commitment
[1:06:21] to budget for next year
in your packet you have a copy of
[1:06:29] Shannon's budget letter explaining many
Val that we discuss tonight and also the
[1:06:35] proposed budget ordinance for the next
fisal
[1:06:39] year uh the
budget fy2 total
[1:06:47] 84763 that includes a fund balance
appropriation of 8496
[1:06:53] [Music]
and we'll talk about in just a moment
[1:06:59] specifically why that was
necessary as far as expansion budget
[1:07:03] what we first I'd like to go over some
of the accomplishments from the current
[1:07:08] fisal year um the last few years been
really busy this year was no exception
[1:07:14] and I think we have a lot of
accomplishments that deserve some
[1:07:18] recognition the town um over the course
of the last several years worked on the
[1:07:24] with together plan that plan was
completed and approved by this Council
[1:07:30] so um we're very happy to have that uh
as a guide for the U Town Direction in
[1:07:39] the next few years we completed the town
hallil study to help us identify s and
[1:07:46] exactly what direction we wanted to head
with the town hall replacement
[1:07:52] project uh we completed the water
mapping assessment and initiated a list
[1:08:00] of high priority repairs and items that
and talk
[1:08:05] about way we constructed the fin
construction on the Public Works salt
[1:08:11] shed to replace the old shed uh we
negotiated a new health insurance uh
[1:08:17] package for the town employees that Prov
savings to the town and expens
[1:08:26] that have depend covered under our
health plans that they pay a lot of cost
[1:08:34] for uh we negotiated
and work with the board
[1:08:41] on from their
operations we contined uh working on the
[1:08:48] wh green blueway project we're very
excited about the um the start of
[1:08:55] construction on the wave and the park
and the near future and so have made a
[1:09:00] lot of progress with with that project
we completed a lease agreement for with
[1:09:07] the school for Community Center and
think that will be great use for that
[1:09:12] facility
Andes and our commun that um to use
[1:09:18] their services for educating children we
completed
[1:09:23] a we established to create Community
gain space at Park which um will be a
[1:09:30] great asset for the residents we um
participated in the successful
[1:09:36] resolution of the Robinhood development
land use case that this year so um very
[1:09:45] happy about that and secur grant funding
for the
[1:09:50] we with Greenway feasibility stud
w b and indrian plan um that has already
[1:10:00] picked off and then um re
establish that's a lot of um accom for
[1:10:09] this year to yes I'd like to make a
comment a compliment I was fortunate
[1:10:15] enough to attend a meeting of several
seven local area Mayors and as soon as
[1:10:20] we sat down they on the T me even ex
manhammer said I'd love jobs with you
[1:10:26] and several of the other Mayors said
yeah what's going on in Wood everybody
[1:10:30] everything seems to be happening in
Woodin these days and I told him Mr
[1:10:34] because we got the better staff in the
police department in the area that's
[1:10:38] exactly why and I believe that so thank
[1:10:43] you uh the budget is consists of it
consist of revenues and expenses um
[1:10:48] revenue on the revenue side um this
slide kind of shows you the patter of
[1:10:56] Revenue received over the last five
years we we've had a pretty steady
[1:11:01] increase year year U this year and the
year before not so not so much of growth
[1:11:10] as we saw right
after um but still steady uh strong
[1:11:16] increases in Revenue major sources of
revenue in in our budget are property
[1:11:21] taxes and and sales tax and then
a few other things that I'll highlight
[1:11:28] on the um property tax side we are
asking in the budget to hold the
[1:11:34] property tax rate steady at 33 for
another year you all are aware that next
[1:11:40] year is reevaluation here so you'll have
some some hard decisions to make
[1:11:45] regarding Sal and we will provide a lot
of information for you on that as we go
[1:11:50] into our budget workshops next year on
the offers and those
[1:11:56] um everything's available do that for
this FIS Year we're asking to hold
[1:12:01] the tax rate
[1:12:06] at each ta
[1:12:11] also generates about
[1:12:15] $121,000 of Revenue at current
assessment value in
[1:12:20] town uh you can expect that to grow a
little bit over the next year mention
[1:12:25] ear that
we
[1:12:30] [Music]
devel
[1:12:37] tax
[1:12:44] to, an example of how that would
affect typical residents and Woodin uh
[1:12:51] the Medan house sales PR is is in the
mid 50s today but um I pull out this
[1:12:59] slide that we used updated the current
tax rate on a $300,000 home the resent
[1:13:08] would pay a total of
[1:13:11] $2,817 sales tax
49.8 go to
[1:13:18] County 33 and then fire district is
5 who sets the fire
[1:13:29] district the fire district proposes that
their
[1:13:39] count that's a number of fire district
districts within the town of wood so
[1:13:44] there are multiple scenarios of this but
most of our resal
[1:14:03] 339 sales and use tax is the second
highest revenue that supports Town
[1:14:09] operations and provided this slide just
to sort of give you an idea five years
[1:14:14] ago we were a little less than a million
dollar a year sales tax
[1:14:19] 995,000 next year we're
projecting to get 2,500,000 so there's
[1:14:27] been a lot of growth in over the last um
5
[1:14:31] years population wise and and
also
[1:14:36] um businesses and tourist in the area
that
[1:14:43] purchase um that's
[1:14:48] distribut
um for several years after Co 202 2021
[1:14:56] we saw exord growth in the sales tax
revenue that's really slowed down a very
[1:15:03] minimal growth over last year this year
we be right our budget for this year and
[1:15:09] we projected a very small increase for
next
[1:15:14] year I'm curious about the in March is
that December collections I I put that
[1:15:21] on there because it's kind of
interesting to see we reive sales tax
[1:15:25] monthly so we can we can kind of show
where we were each month collection
[1:15:31] marks there I think you know that's
there's a lot of spring break travel in
[1:15:36] March and people spending money on um
holidays and things of that nature is
[1:15:44] what I believe up in March we always see
a decline in May and then goes back up
[1:15:50] in so um I find those things with that
kind
[1:15:57] of so far this
yearely
[1:16:06] the so um in total we we adopt our
Revenue budget by major source of so
[1:16:12] this is our proposed budget for fisc
year 2025 I included last year's budget
[1:16:19] and our projected Revenue a reference
and that also included
[1:16:25] uh expansion budget column that
$849,000 is the fund balance
[1:16:38] [Music]
[1:16:42] appropriation on the expenditure side
you'll see a similar growth pattern in
[1:16:48] expenditures from over the last five
years the red in the last year
[1:16:53] represents the expansion
things that are not part of our base
[1:16:58] operating budget year over
[1:17:02] year
and that includes the $600,000 reserve
[1:17:08] we discussed several of our sessions to
as we plan for the town hall project
[1:17:14] that be a large project for town of
wood
[1:17:23] weide in the 600 Reserve ,000 Reserve uh
money for a number of other one time
[1:17:32] projects to includ the community garden
Public Works Paving 50,000 one of the
[1:17:38] sanitation trucks replacing small
sanation
[1:17:43] collection the uh some up equipment for
one of our existing trucks Sal spreader
[1:17:49] and a spr for in weather situations
the police vehicles we have three
[1:17:57] additional police vehicles add to our
program that'll add an additional
[1:18:03] $9,000 and then the code rision
[1:18:10] for around
$200,000 the two items in
[1:18:15] blue are not currently in our budget
that's the cost Liv increases at 4% for
[1:18:20] all our staff members and the police
department plan receive a um in April I
[1:18:28] believe presentation on some requests
for the police department to address um
[1:18:35] employ and recruiting needs and um
that's the dollar
[1:18:45] amount general fund expend adopted by
department so our uh recommended budget
[1:18:53] for 2025 in the Shand column there at
the end
[1:18:58] and that also includes 39 fulltime
employees one part time that's one more
[1:19:05] than last year
with having a school resource
[1:19:11] officer for that
ass we add that our
[1:19:24] and
impa I'm a more visual person so I kind
[1:19:29] of like to see a display of where our
money goes uh the largest is police
[1:19:36] expenditures in purple Administration is
in blue the public works the dark blue
[1:19:42] and the gold and the lighter Blue Street
sanation
[1:19:48] and and then um we got pay 2% for County
taxes do
[1:19:59] all tax property taxes for to and then

[1:20:08] um hope this you sort
[1:20:16] of I we this last time um as far as the
the consultant
[1:20:24] being
disp do you really expect it to be that
[1:20:30] High I mean is there any way that
cona less than that don't know so um
[1:20:40] just that number is just glaring to me

[1:20:47] that well it kind

[1:22:51] lot of work goes into
[1:22:58] um there is also
[1:23:09] DET so in summary the recommended
general fund budget for 2025

hearing your next regular schedule
[1:23:33] meeting June 18th at 5:00 the public is
invited to uh address a budget and and
[1:23:40] talk about any concerns Sugg have
on that meeting we

that's the general fund we have two

budget for the Parks and Recreation

budget amendment tonight in yourent
[1:24:43] agenda um to budget the construction
bids and that town has secure so that
[1:24:51] that um updated bud reflected in your
proposed budget ordinance and uh totals
[1:25:05] 15,438 signicant of that
is as you're all aware we issued General
[1:25:12] obligation bonds years back to support a
lot of project then Contin commit to
[1:25:19] this community and general has also
some of that we continue to solicit
[1:25:26] grants and have a couple of big grants
in the work that we to on

fund it's our only Enterprise fund it's
[1:25:48] a self supporting fund uh there's one
employee in that budget and

get to I'll photos you'll see it's
[1:28:27] really an island with woodlands and very
steep um I walk went up there to post a
[1:28:33] sign actually went with me it's very
rugged it's probably more similar to
[1:28:37] what you find
in really like verant Matana or
[1:28:42] Serenity than here that's
transitional uh there's two homes uh
[1:28:49] just to the Northwest uh you have to
walk down in there that black line
[1:28:56] doesn't really there like Trails or
loging roads there's not really a way to
[1:29:01] get in there to I can
find so that's the context is it's very
[1:29:07] ruged there's no water lines there's no
sewer lines um a transitional zoning
[1:29:14] District in this location the back um
that's going to light on the map is more
[1:29:20] like spot zoning so if we were to
dispose of the property the town where
[1:29:26] to pursue that aside this KN this know
the case it would be good to have that
[1:29:32] more aligned with what's already around
it and limit potential uses so as you go
[1:29:38] through a jewel Z you want to think
about what can go in there is it not
[1:29:43] just the my right the special use
permits and The Limited uses r21 is
[1:29:48] going to be one

easement of some kind yeah there is an

a feature L map now so just as a way of
[1:30:33] showing that M to you uh this live tan
area that surrounds it is residential

residential district or land use area
[1:30:45] typified by Dex single family on larger
lots and public ruged areas

getting the sunny Ridge you know that's
[1:30:58] a little higher elevation area as well
so that kind of matches up

and a half% that's pretty delal steep uh
[1:31:38] and outside of the fact that it's landl
Ste sub fur you have to have one
[1:31:55] and the plan board justment did review
it at their April 2 meeting uh didn't
[1:32:00] have a lot of questions about the track
of the transitional District itself and
[1:32:05] what how to get
there with r21 they F Pur so they V in
[1:32:12] favored
