So budget um [6:00] we're doing great on budget. We uh so [6:04] the overall project size um I don't [6:08] recall the amount of the full grant that [6:11] Wooden Hills received. I believe, I'm [6:13] going off memory here, that Woodland [6:15] Hills had a grant plus a match of a [6:18] certain amount and maybe a little bit of [6:20] that was spent with a prior consultant [6:22] early on, but the budget that came to us [6:25] at Sunrise was 117,000. [6:28] >> Yeah, I think it was 125 altogether. [6:31] Does that sound about right, Lori? It [6:33] was about 125 and then we paid like [6:37] eight or 10 to the other consultant, but [6:39] not all of it came out of the grant [6:41] money because some of it the city was [6:44] using for that other portal. So, it kind [6:47] of came out of two spots. But yeah, but [6:50] >> about that. [6:51] >> Yeah. So, the amount that went to [6:53] Sunrise Engineering is 117,164. [6:57] And right now we have spent um in the [7:00] 80s, the low 80s. Um so the last month [7:05] I'm seeing 77,160 [7:07] and I know that we're somewhere beyond [7:09] that now. So I don't know the exact [7:10] amount right now, but it's going to be [7:12] in the low 80s. So that means we have [7:14] more than $30,000 left. So we have [7:17] plenty of funding to do whatever. Also, [7:20] I have been incredibly just on my [7:23] projects, how I do things. I am [7:25] incredibly picky on my billable hours. [7:28] And so, um, [7:32] you know, we can recoup whatever because [7:34] I I don't bill a lot of times when I'm [7:36] just talking with staff or fixing things [7:38] here and there. Um but yeah, so we have enough budget that we are going [7:43] to make it to the end of the project [7:44] just fine and we can do whatever is [7:47] needed to make sure that we have a [7:49] general plan and strategic plan that is [7:51] what the city wants and is useful to the [7:53] city. Um we'll continue talking about [7:55] the strategic plan today. I understand [7:59] that I think there are some different [8:02] views about what needs to be included in [8:03] that strategic plan and there's enough [8:05] budget that we can make sure that uh [8:08] whatever it is we need to include we can [8:10] get included. So I wouldn't be worried [8:12] at this point that we're running out of [8:14] budget and that we're going to have to [8:16] cut things or whatever. We'll we should [8:18] be able to accommodate um you know [8:21] whatever it is that needs to be in that [8:23] strategic plan. So that's good news. [8:27] Um, [8:28] >> thank you for that. [8:29] >> Yep. And then what what was the next [8:31] thing, Kirsten? [8:32] >> Just what's the status of the draft on [8:34] the strategic plan? You've met with some [8:36] of the city employees. [8:40] >> How are we doing? And [8:42] >> yeah, [8:42] >> like to keep that moving this project [8:44] moving along. And and that's one thing I [8:46] was kind of wondering about too because [8:49] it was my understanding that well [8:51] because the strategic plan will after it [8:54] comes to this committee will go directly [8:55] to the council not to the planning [8:58] commission and so um in getting the [9:02] staff's input because it will be a [9:04] council document just like the general [9:06] plan is the planning commission's [9:08] document. How [9:11] what's that process looking like on your [9:14] side, Daniel? [9:16] >> Yeah. So, I can work with you guys to [9:19] get [9:20] uh the working draft of the strategic [9:23] plan together and then it will go [9:24] straight to the council. [9:27] and the strategic plan. Just so we're [9:29] all on the same page, they're the [9:31] short-term goals that outline the steps [9:34] that the city is taking now to point [9:37] toward the vision that's in the general [9:39] plan. So, it's not going to be rehashing [9:41] the general vision of the the general [9:43] plan. Um, it's going to be there to [9:46] support the general plan and to outline [9:49] who's doing what and what we need to see [9:52] by when. Um, so more actionable items [9:55] where people know who's responsible for [9:57] what, which committee or which [9:59] individual, which staff member or you [10:01] know what what board should be working [10:03] on what tasks, right? Um, and a goal for [10:06] when that should be accomplished by and [10:08] what it looks like to have it [10:09] accomplished. So those are called the [10:11] key performance indicators. Um, so yeah. [10:15] Um, so I met with Ted and he is over [10:21] many of the different areas of the [10:23] general plan and so he gave me what he [10:26] sees as his uh next steps. So his action [10:30] steps and what he sees as the key [10:33] performance indicators that um he feels [10:36] like would indicate that he has [10:39] completed that step um as well as the [10:41] timeline. And so he has done that for [10:43] transportation, water preservation and [10:47] the natural environment as well as the [10:49] public facilities chapters. Uh for each [10:51] of those he came up with three [10:56] yes um three action action steps um with [11:01] a one to threeyear horizon. So either [11:03] immediate to accomplish within the next [11:05] year or a short short term to accomplish [11:07] in the next two to three years. So he [11:09] has yeah three of those for each of [11:11] those. um three chapters. I've also [11:13] reached out to Sherry with the PTR [11:16] committee. I know she's been out of [11:18] country. She's probably back now. Um I [11:21] reached out again this week and haven't [11:22] heard anything. So, I don't know if that [11:24] was discussed at the last PTR meeting in [11:28] March. I think they met [11:31] >> two weeks agoish. Um but I have not [11:35] heard back from her. Um, so I went ahead [11:38] and started to fill out some of the rest [11:41] of the strategic plan matrix with what I [11:46] think might be the direction um to go in [11:51] these other chapters. So we have um [11:53] parks and trails. I also reached out to [11:55] Wayne about land use, housing, and [11:58] annexation. Um and his response was kind [12:01] of like, hey, we just sent it all to the [12:03] council and council's going to tell us [12:05] what's important. Um, so we can I I went [12:10] through and I selected things that I [12:12] think would be the most immediate action [12:16] steps and the timelines um and I can put [12:18] in the responsible parties u and maybe [12:21] before we um kick the entire document [12:25] over to uh the council we uh run that by [12:30] uh Wayne and you know the rest of staff [12:33] and those committees. [12:35] um [12:35] >> land use housing and what else? [12:38] >> Land use housing and annexation which is [12:40] that last element. [12:42] >> So Daniel did you um I mean since now [12:45] legislative session is over we know what [12:47] passed what didn't pass. [12:49] >> When we were working on the general plan [12:50] stuff some of that was still up in the [12:52] air. So in between now and when we [12:56] finalize it has any anything been needed [12:59] to um supplement any changes that in [13:03] state statute? Good question. I can't [13:05] think of anything luckily um in the 2025 [13:10] uh update we or 2024 one of those we had [13:14] updates but we had updates about water [13:16] in 2024. We also had an update about um [13:20] transportation and some updates about um [13:25] the the nodal development for uh what [13:30] like the station not station area plans [13:32] but um for some some of those types of [13:34] situations for communities that have um [13:37] like UTA stations that was in the 20 I [13:40] think 205 update but the 2026 update I [13:44] did not see anything that would put new [13:47] standards in a general plan. I will [13:49] double check that. But my recollection [13:51] from just last week, we had our APA, the [13:55] American Pine Association. We did our uh [13:57] legislative roundup or whatever they [14:00] call it, right? [14:01] >> Yeah. [14:02] >> And I don't recall anything. [14:04] There were some land use issues, but I [14:07] didn't know if it would affect us or or [14:09] not or if they were just in general. I [14:11] mean, there's some things that might be [14:15] there were so many bills that it was [14:18] hard to keep track of all of them, but [14:20] um out of the 200 I think 65 bills that [14:24] affected municipal government and maybe [14:27] half of those passed, but it's always [14:30] hard to remember [14:31] >> several which ones had to do with um [14:35] things that would actually impact us as [14:38] an organization. I I've gone to several [14:41] wrapups afterwards and I'm still trying [14:43] to just make sure that I've gotten it [14:46] down. [14:47] >> Yeah, I think it's what HB 184 is the [14:50] main [14:51] >> land use bill and I can take another [14:54] look at that, but uh there are things [14:56] that will need to be updated, I'm sure, [14:58] within the code itself as there are [15:01] again more changes with ADUs. There are [15:04] um [15:06] >> changes on a lot of random [15:07] >> two that I was thinking of. There was a [15:09] couple of water ones. And so [15:20] those two things will heavily impact our [15:23] city. [15:34] >> Yeah, a lot of changes about moderate [15:36] income housing again, but all of that [15:38] relates to communities with 5,000 or [15:40] more residents. Luckily, some of those that were [15:52] going to take out sides of city did not [15:54] pass. And then two, [17:17] I'm just wondering when I'm looking at [17:19] this, [17:20] >> the action step, how do I know which [17:22] goal it relates to? I get that there's a [17:25] chapter. [17:27] >> Yeah, they don't all [17:30] relate. like some sometimes the action [17:33] step is an exact verbatim goal and other [17:37] times it's kind of a subset or like an [17:40] amalgamation of multiple goals. So I [17:42] could put um in fact one of my [17:46] iterations had this. I could put another [17:48] uh uh column right next to it of goals [17:52] and I could put the exact citation, [17:54] right? And some of them are going to [17:56] relate to like two or three goals. [17:58] >> Um [17:59] >> yeah. [17:59] Yeah. Do you think that'd be [18:00] helpful? Um, reconstruct remaining [18:35] deteriorated roads and complete at least [18:37] one project over the next two years and [18:39] actively seek funding and then plan and [18:41] pursue trail projects for safer [18:43] non-motorized active transportation. And [18:46] um, his key performance indicator is to [18:49] get to obtain grant funding for active [18:52] transportation. So that can kind of go [18:53] in parks and trails as well. Um, I [18:55] haven't heard back from parks and [18:56] trails, but I was already thinking [18:58] something along the lines of pursuing [19:01] grants for park amenities. I don't know [19:02] that we want to be specific. I know [19:04] they've applied for pickle ball courts [19:07] and various things in the past um and [19:10] present. Um, and so as a key performance [19:13] indicator, that could be something like [19:15] applying for a certain number of grants [19:16] per year or, you know, submitting a [19:18] competitive application each year until [19:20] one of them comes through. Um, [19:22] >> yeah, they usually do a few of them um a [19:26] year. So far, we haven't received the [19:29] ones that we've asked for. The other [19:31] thing that was brought up the other [19:32] night was um replacing the playground [19:36] equipment at the park and they get that [19:39] with a grant or um originally when we [19:42] put the playground equipment at the [19:44] park, it was like a fundraiser where [19:45] different people in town contributed to [19:48] it and then and so I don't know if [19:52] they'll want to do something similar or [19:54] if they'll just go for a grant and have [19:56] a match be from the citizens. We're just kind of on hold till [20:45] you get a response back and you're [20:47] putting together a a draft of maybe what [20:49] you think [20:50] >> they would like, but this is subject to [20:52] change depending on that. And I'm thinking a key performance [20:58] indicator should be something based on [21:00] submitting competitive grant [21:01] applications, right? [21:15] something about volunteer events or [21:18] getting volunteers to do trail [21:20] maintenance or something with public [21:21] education, public outreach, you know, [21:23] something about them engaging the public [21:25] with some key performance indicator [21:28] along those lines. And that could even [21:29] be like creating a friends of or, you [21:32] know, something where we have the [21:34] ability for people to submit um whatever [21:38] it is, but you know, to help with [21:40] matching um funds, right? Then water. [21:44] This came from TED. So execute planned [21:47] storm water projects based on the flood [21:49] study and to complete one project a year [21:54] including the first year including year [21:57] one and then to develop a public [22:00] communication platform for water [22:02] conservation and he wants that fully [22:05] implemented through Yapify which is [22:07] something that they've been working on [22:10] and then educate and train the public on [22:12] the state's wildfire risk program [22:15] related to HB 48 from last year and [22:18] there there's going to also be this [22:20] year. Um [22:22] >> yeah, that's one of the ones I was [22:23] asking you to double check and make sure [22:24] that anything else in our plan is [22:27] doesn't leave out because that's a [22:29] pretty big one. [22:30] >> Yeah, that is a big one. Um so I can [22:33] take a look at that. Um [22:36] so yeah, he wanted something about [22:38] public education with 50% um responses [22:42] to homeowner inspections within two [22:45] years of inspections offered. So the the [22:47] state of Utah uh will offer inspections [22:50] for people um to to check that they have [22:56] taken the mitigation steps under HB48 if [23:00] they're in a WOOI area. Um and and his [23:03] uh KPI is that 50% of the residents in [23:07] Woodland Hills would have participated [23:10] within the first two years. I can work [23:11] on that wording. That just is what came [23:13] from Ted. [23:14] >> I think they've already started that a [23:16] little bit. Um just in our local fire [23:18] department has been going around. I've [23:20] had a few calls from residents who have [23:22] gotten door hangers with something and [23:24] they're calling me to say, "Carrie, what [23:26] is this?" and I haven't had a chance to [23:28] ask him, but uh they want to make sure [23:31] that it's local people and it's optional [23:34] and whatever because somebody was going [23:36] around town saying, "By the way, if you [23:38] answer that door hanger, they're going [23:40] to increase your insurance." [23:42] >> So, it it's easy how how misinformation [23:46] can just spread like crazy when one [23:48] person says, "That's why they put it on [23:50] your door." [23:51] >> Yeah. [23:51] >> They're going to turn you into your [23:52] insurance company. I said, "How are they [23:54] going to know who your insurance company [23:55] is? would be the opposite also. Anyway, [23:59] okay. Um, and public facilities. So, to [24:02] plan, fund, and execute a water [24:04] replacement project. And he'd like to [24:06] have a project funded with a design in [24:09] progress in the next year. And then [24:11] update the water master plan and have [24:14] that water master plan completed in the [24:16] next two to three years. And have a [24:18] fully functioning asset management plan. [24:21] and to be able to complete and track all [24:23] assets in the next 2 to 3 years. Um, so [24:27] that's what came from TED. Then for land [24:30] use and housing, [24:32] um, these ones came from me just based [24:34] on what I'm thinking looks like [24:38] where we are. Um, so the first one is, [24:42] uh, just as Carrie was saying, um, to [24:44] update and align the land use code with [24:46] the new general plan and the LMA updates [24:48] from 2026. I also don't want to point [25:20] people toward um [25:23] what a vision that it's not going to [25:25] like materialize. And so the first two I [25:28] thought well first of all Wooden Hills [25:29] needs to know [25:31] what what would they want right? Um is [25:34] there consensus here? Do we have an idea [25:37] if if a develop if Wooden Hills was [25:39] going to work with the developer to come [25:40] up with an overlay? Do we have an idea [25:42] of what type of design standards we even [25:44] like? What type of product we'd even [25:47] like to see? Right. Um, I don't think we [25:50] do. I think there's kind of a vision. I [25:53] don't know if it's fully shared, but my [25:55] sense is [25:57] people have some different visions. We [25:59] kind of have an idea, right? We have [26:01] enough of an idea that we were able to [26:02] put a general plan together, but maybe [26:04] not enough of an idea that we're able to [26:05] put a code together. Do you think does [26:07] that feel accurate? I think so because I think that we want to make sure that [26:14] if that land sells that we have [26:17] something in place prior so if a [26:19] developer comes we're not just going uh [26:22] I don't know we'll get back with you. We [26:23] want to be able to say these are some [26:25] ideas we have let's work together. [26:28] >> Um so I think it would be important that [26:31] we have something in place. I mean, it [26:33] took a long time when we did the overlay [26:35] for Summit Creek and um [26:40] and it still didn't necessarily come out [26:43] the way we had thought it would because [26:45] sometimes things are done in a just a [26:48] discussion and not necessarily in the [26:50] written and so I think it's important to [26:52] have it written out so that if a [26:54] developer comes [26:56] we have we have some written documents [26:59] that at least guide us. [27:02] Yeah. So that's why I was think kind of [27:04] a three-step approach here. So the first [27:05] one is uh those discussions, right? [27:10] Develop some sort of consensus on what is wanted. The next thing is what's [27:15] the feasibility, right? And so that's [27:17] where the city would need to talk to [27:20] some developers and get a sense of is [27:23] this really the right spot? What would [27:25] actually come here? What would pencil? [27:27] Right? like we don't want to go and [27:29] create a code only to find out that what [27:32] we're thinking isn't even going to work, [27:34] right? And then the third one is once we have a vision, once we have [27:38] consensus as to like what we'd want, [27:40] once we know that, hey, it could [27:42] actually pencil if the right developer [27:44] comes along, they could actually [27:44] construct it, then we can go to let's [27:47] create the commercial mixeduse overlay [27:49] or or zone, right? Um, [27:52] >> yeah, when we talked about a little bit, [27:54] you know, the the mayor's thinking more [27:56] kind of like how you presented at one [27:58] time, Daniel, maybe kind of a main [28:00] street type where it's flat, but it's [28:04] like a main street so that there's a [28:06] gathering place that's not just the park [28:08] that would have parking and other [28:10] things. And he also wants to put in a [28:12] cemetery. So, that's interesting. Um, [28:18] and so I think that that's the route he [28:21] would like to go, but not necessarily [28:23] knowing [28:25] where it is. It's still just a cloud of ideas, right? And so having some more [28:32] consensus and and designations would at [28:35] least be some framework for a [28:37] discussion. And so some cities do them, some [38:00] cities don't. Some cities have it [38:02] strictly as [38:05] um well, for example, PAC PAC's [38:07] strategic plan is the third tier of [38:10] goals that Woodland Hills has in its own [38:13] general plan and that's it. That that's [38:16] all it is. Um because you'll recall in [38:19] our own general plan, the Woodland Hills [38:21] general plan, we have we have goals, we [38:23] have um object objectives, and we have [38:27] action items, right? It doesn't say who [38:29] does it or when, but you know there's the three tiers. And for some [38:33] people or for some county cities or [38:35] counties that that is their strategic [38:37] plan and others go more specific like [38:40] this and others can talk about you know [38:42] other issues uh whatever the you know if [38:45] you're city of Moab for example you're [38:48] going to be talking about how to do [38:49] tourism mitigation stuff and their [38:51] strategic plan will go into certain [38:52] strategies or it might go into more [38:54] about how police department works or [38:56] something if that's the big issue. So [38:58] strategic plan is much more loosey- [39:01] goosey and it can be whatever you guys [39:02] want it to be. I don't think there's a [39:04] right answer or a wrong answer here.
