[0:05] Hey, did we change our internet [0:07] password? [0:08] >> Okay, sorry that we were a little late [0:09] there, Brian. I uh to be completely [0:12] candid, just lost track of time, looked [0:14] down at my watch and it was 5 till. [0:18] So, but we're here 3 minutes after. I'm [0:21] feeling pretty good about that. Um like [0:23] to welcome everybody to city council [0:25] meeting today, uh April 28th, 2026. Um [0:29] we are actually going to start with our [0:31] work session. Uh number one considering [0:35] a petition from Northern Slope LLC [0:38] Summit Creek for the annexation of 5.36 [0:41] acre portion of land associated with [0:44] parcel 300770226 [0:50] and the acceptance of a change in zoning [0:53] for said parcel of land. And that zoning [0:56] is actually just a request to send it to [0:58] the planning commission. But Bucky, do [1:01] you have anything you want to present to [1:03] the council? [1:04] >> So, there should be a map um should be a [1:08] map on your desk that looks like this. [1:12] So, the portion we're talking about is [1:14] this pink portion. [1:17] Um [clears throat] we've been working on [1:19] this. We got our master plan reapproved [1:21] with the city I think in 2023 [1:26] and uh we contemplated trying to get [1:29] this annexed from Elkridge into Wooden [1:32] Hills so we could develop it with our [1:34] last phase. Um we've been working on [1:37] this with Elkridge for a little over two [1:40] years now and I think we've I think [1:43] we've uh gone through their whole [1:46] process. I think they're agreable to [1:48] this now. That's that's my [1:49] understanding. And now they're waiting [1:51] for Woodland Hills to to approve it and [1:55] accept it if if they're willing so that [1:57] we can develop it. It would turn into [1:59] basically three lots as you can see on [2:01] the map. And uh um it's a lot easier for [2:05] us to develop that as part of moving [2:07] hills than than Elridge. It's it's impos [2:10] I don't know I guess technically not [2:12] impossible but it's it's difficult for [2:13] Oakidge to service those properties. So, that's kind of high level. I don't [2:19] know if if if uh anything I'm missing or [2:22] if you have any questions or anything. [2:25] >> What what were some of the concerns from [2:27] you mentioned a couple years to work [2:28] with Elidge. What were some of their [2:30] concerns about the annexation? [2:33] Um, so, uh, Loafer Canyon Road has had [2:38] some flooding, not from this, but I [2:43] think there's various, um, various areas [2:46] that have contributed to, um, to Loafer [2:50] Canyon getting flooded on when there's, [2:52] you know, heavy storms or runoff. And [2:54] so, what they tied to this was a lower [2:58] portion of our property. They wanted us [2:59] to increase the retention pond. And so [3:03] we significantly made some improvements [3:05] to to the current retention pond that we [3:09] have down there. And it took it took a [3:13] couple years to kind of come to that [3:16] agreement and conclusion and for us to [3:18] do the work and for them to accept it [3:20] and [3:20] >> so the work's complete. [3:22] >> Yeah. So [3:23] >> So did you do that work in good faith [3:25] that once complete that they would be [3:28] compliant to let you do it and then [3:30] >> Yeah. I mean truthfully whether whether [3:32] it gets approved or not I mean we don't want to be contributing to [3:36] >> flooding. So [3:38] >> okay [3:39] >> so we felt you know we felt like it was [3:42] just the right thing to do. [3:43] >> Yeah. Okay. So, it's just those three [3:45] parcels. [3:47] >> It's just a portion. [3:48] >> It's a portion of one parcel, but we [3:50] will request if the city will accept [3:53] this, our final plat will will seek [3:57] approval to turn that into three lots [3:59] and that. [3:59] >> That's what I meant. The future that's [4:01] what your anticipation is by annexing [4:04] this in it will be those three [4:06] additional lots. [4:07] >> Yeah, correct. [4:09] One thing I failed to mention, this [4:10] property, this five acres is right on [4:12] the crest. [4:13] >> Yeah. [4:14] >> And so, I mean, it's [clears throat] [4:16] it's a steep hillside. We first sought [4:19] to let Elidge [4:21] uh move the entire parcel into Woodland [4:23] Hills, but they only wanted to do the [4:26] portion that we could develop. So, [4:31] I see. So even though you own the rest [4:34] of it at this point that's on the lower [4:36] part and you don't have plans for [4:38] development yet. [4:40] >> We have yeah current I mean we don't [4:42] have any plans to develop that that [4:44] portion. So [4:47] yeah [4:50] >> what would be the change in the lot [4:52] sizes of those three because right now [4:54] you've got one and a half sitting on [4:55] there about am I reading that right [4:58] >> or are those lots currently as you would [5:00] like to have them? Yeah, they're current [5:02] they're showing [5:03] >> they're showing what you're looking for. [5:04] Okay. [5:05] >> Yeah, they're all a little over an acre. [5:06] The zoning are 119 which matches [5:09] >> the rest of the Okay. [5:10] >> Yeah. [5:11] >> I just wanted to make sure that that [5:13] wasn't your original plan and then the [5:14] eventics that you want to now take that [5:16] annex portion and make [5:18] >> additional ones in there. [5:20] >> See seems like from some of the other [5:21] ones we've done that were on the border [5:23] that it's you know Woodland Hills it's [5:26] Woodland Hills roads to get to those [5:28] properties and to for fire and snow and [5:30] everything. So that's why they need to [5:32] be annexed in so that we could service [5:33] them, right? [5:35] >> Yeah. [5:35] >> Because otherwise, how how would [5:37] Elgridge get to them? [5:39] >> Yeah. [5:41] >> Um what are some of the engineering [5:45] I mean it's very steep, right? What were [5:47] some of the engineering complexities of [5:49] that you guys considered that would you [5:51] know obviously anytime you're building [5:53] on an edge of anything just ask some [5:55] folks up in Draper [5:57] >> Yeah. [5:57] >> how that goes, right? So what are some [5:59] of the steps you've taken um from an [6:01] engineering perspective? [6:03] >> Yeah, so the build pads that will be on [6:06] our on our final plat and our final plat [6:10] will all be on natural soil. [6:12] >> Okay. [6:13] >> Where those lots you're talking about in [6:15] Draper, they were trying to build they [6:17] were their build path was a cross field [6:20] and that that was a bad idea from the [6:23] city and the developer. And the only [6:25] place we're showing a house has to be [6:27] built is all unnatural. So that's on the [6:30] very top flat part of the ridge where [6:32] it's buildable. So [6:35] >> yeah, we we have the same concern. We we [6:38] don't want to sell a property that is [6:40] going to where a house is going to be [6:41] built off a cliff. So um some of these [6:44] lots their backyard will be on that [6:48] steep edge, but no no build pad onto [6:51] that steep edge. Okay. [6:54] And in our conversations with Ilkage, [6:56] they [clears throat] they're okay with [6:57] this annexation. [snorts] [7:00] Okay. [7:03] >> Ryan, do you have any questions? [7:07] » No, sir. [7:09] Okay. Steve, [7:11] >> no. No, I don't think so. Okay. Jerry, [7:16] >> no. Just uh because it's just an [7:18] annexation. We're not looking at the [7:20] site plan specifically or the roads or [7:22] anything. [7:23] >> It's just a matter of whether we want it [7:24] to come into wooden house. [7:26] >> Don't see anything. I mean, unless [7:28] there's any concerns from the fire chief [7:30] of having uh because that is a slope [7:32] with some some scrub oak if that's a [7:35] issue for the fire chief or not. [7:37] >> I think it is an issue [7:39] >> whether it's in our city [laughter] or [7:40] not. [7:41] >> Right. [7:42] >> Trees still exist. Ted, [7:46] >> a question. [7:48] Um yeah so we have requirements um [7:56] » requirements just complying with our [7:58] requirements and most others perfect [8:02] there's no other questions um I'm [8:04] actually going to move and see if we [8:06] can't I don't see anybody from three [8:08] bridges here right now so Jody am I okay [8:12] to skip to number three [8:13] >> yeah I don't know if we will see anyone [8:15] from three bridges agreeing. [8:18] Are you a They didn't show up to the [8:20] finance commission meeting either. [8:22] >> Perfect. Okay. Well, I'm going to skip [8:23] then to uh number three since uh Zans is [8:27] here with us, Mark Anderson. Um and so [8:31] we are looking at a consideration for [8:34] adoption of a resolution authorizing the [8:36] insurance and sale of not more than $1.4 [8:40] 4 million [8:42] um aggregate principal amount for a [8:46] dedication of our sales and franchise [8:48] tax revenue bonds. Um and so Mark, you [8:53] want to come join us here and kind of [8:54] walk uh the council through what that [8:56] bond would look like? Uh [8:58] >> you bet. [8:59] >> And just so everybody knows, this is for [9:02] phase four of the pavement management [9:05] plan. So, we have been discussing this [9:07] bond um actually all of the 2026 fiscal [9:12] year budget, which is the one we're [9:14] currently in. [clears throat] [9:15] >> Um and we actually built it into that [9:18] budget and then last council meeting [9:20] when we amended the budget, we actually [9:22] pulled this these funds out. Um but that [9:26] is what we're talking about. [9:28] >> Well, first of all, it's a pleasure to [9:29] be here with the council. It's been [9:31] probably five years since I've been [9:32] here. uh and uh what you have before you [9:37] tonight is what we call a parameters [9:39] resolution with some associated [9:41] exhibits. [9:42] The parameters resolution is [9:45] the beginning uh process of issuing [9:48] bonds [9:50] uh under state law and within the [9:53] parameters resolution it defines the [9:55] project as being the maintenance of road [9:59] roads. Um, it sets parameters as far as [10:03] the borrowing. The maximum borrowing [10:05] amount for the bond would be $1.4 [10:07] million. The maximum term that the bonds [10:10] will be repaid over is 10 years. The [10:13] maximum interest rate is 6%. [10:16] But in reality, we expect a rate [10:20] uh probably in the high threes or low 4% [10:24] rate. It's a small bond, so there may [10:26] not be as many interested purchasers, [10:28] but I'm optimistic that we can find a [10:31] purchaser for that. Um, and uh, it also [10:37] uh, designates the mayor, the mayor [10:39] prom, and the city recorder as [10:42] designated officers that have the [10:44] ability to make the decision on the [10:46] final purchaser in terms of the bond. Uh [10:50] what the process is is uh after the [10:54] council adopts the parameters resolution [10:56] and this resolution it also includes the [10:59] scheduling of public hearing which would [11:01] be on May 26th. [11:03] Um and then we would anticipate putting [11:07] together a a bid package that we would a [11:10] request for bids that we would send out [11:12] to banks that would purchase this bond [11:15] for their private investment portfolios. [11:18] um and would expect bids back [11:21] approximately on the 1st of July and [11:23] then close the bonds on July 15th is [11:26] when the funds would would be delivered [11:29] to the city. [11:31] >> Um [11:33] and that's pretty much it. [11:36] >> Any questions for Mark? [11:39] the interest [clears throat] rates [11:41] obviously those are going to be [11:42] negotiated and and very what are some of [11:44] the things that we should I mean you [11:45] mentioned six maybe a little bit less [11:47] than that what's a what's out there [11:49] right now I know things can change [11:51] >> well I would expect something around 4% [11:54] give or take 20 basis points or 210 of a [11:57] percent of interest uh based on what the [12:00] current market is the market's been [12:03] pretty volatile since the beginning of [12:04] the Iran war we saw rates jump up uh [12:08] probably about 4/10en of a percent in [12:10] just a matter of a few weeks. We've seen [12:13] some of that uh uh [12:17] come back uh in a little bit lower [12:20] rates, but it's still kind of a volatile [12:22] situation pending any kind of clear [12:24] outcome as to what the the oil situation [12:28] in the world might turn out to be. [12:31] Um [12:33] uh the 6% [12:36] some banks will bid this with a fixed [12:39] rate for all years. So say four 4.4% for each maturity. You'll have 10 [12:48] principal payments over the life of the [12:50] bonds. But uh Bank of U which owns your [12:54] excise tax bonds for the class C roads [12:57] bids what we call serialized coupons. [13:00] Each maturity has its own interest rate, [13:03] a unique interest rate and they go say [13:06] from three and a half to maybe four and [13:08] a half or four to five or or something [13:11] like that. So we give ourselves a lot of [13:14] latitude there but we certainly don't [13:16] expect to see a rate in this what we [13:19] call a true interest cost in the 6% [13:22] range. [13:23] >> Okay. [13:24] >> Thank you. [13:27] >> Did you say 10-year term? Was that [13:28] right? 10ear term. [13:29] >> Correct. And part of that's just driven [13:31] by the nature of the improvements. You [13:33] really don't want to have a bond [13:34] outstanding longer than the the life of [13:36] the improvements. [13:37] >> Agreed. [13:39] >> So, so we're talking about phase two or [13:42] phase three of the road. This is for [13:45] >> Okay. But, but this doesn't take care of [13:47] the water issue either. So, what does it do to our potential our [13:51] future for getting a loan um credit? [13:54] Because we've got another project that's [13:56] big and bigger, too. and I've assisted [13:58] with a couple of division of drinking [14:00] water loans that the city entered into [14:02] in 2020 and 2021. I think the 21 [14:05] issuance kind of superseded the first [14:07] issuance. They offered another several [14:10] hundred,000 to complete the project. Um [14:14] the the revenue pledge for water bonds [14:17] would be the net revenues of your water [14:19] system. So, what you're pledging for [14:22] this bond is sales tax and franchise [14:25] tax, which includes your your uh [14:30] util the electric or the [14:33] >> cell phones, and taxes on utilities, gas [14:38] and electric, [14:40] >> Amazon purchases. [14:41] >> Well, that's part of the sales taxes. [14:44] Uh so that's what you're pledging as the [14:47] repayment source for this bond. You [14:50] would pledge typically pledge the water [14:54] system revenues for the repayment of a [14:56] water bond. [14:57] >> Okay. Yep. So this one's coming the [15:00] general fund. That bond will have to [15:03] come from the enterprise fund. [15:05] >> Yeah. [15:06] >> Okay. And I just wanted to um I I [15:09] appreciate that you gave us this [15:10] calendar of events of of the life of of [15:13] going to July 15th. That's helpful. Um [15:15] and just to remind our residents that [15:18] the reason that we're doing this um is [15:21] because we did not want to raise taxes [15:23] to have to pay for a road and this is [15:24] more consistent um and reliable to get [15:28] the roads done in a timely manner and [15:30] with a consistent cost. [15:33] >> Got you. [15:35] I think to answer your question though, [15:36] Steve, also is is this would I believe, [15:41] and Mark, you can comment on this, but [15:43] this does tap us out fairly [15:48] » quite a bit. [15:49] >> You don't have much powder left with [15:50] that revenue pledge. [15:52] >> You do have a 2019 sales and franchise [15:55] tax bond that I think matures in like [15:57] 2030 or 2032. [16:00] that'll give you some more capacity, but [16:02] you're still, you know, four or six [16:04] years out until you really have the [16:06] ability to issue additional bonds with [16:08] this same revenue pledge. [16:10] >> So, so just just as a group, is this [16:13] going to stall the ability for us to [16:16] make the waterline improvements down the [16:18] road with that? [16:20] >> Two different [16:22] entities almost. [16:24] >> So, the water would then be paying for [16:25] the road improvements in that too. [16:27] >> Yeah. That whole package would come from [16:28] there. [16:29] >> Okay. and we can help you look at what [16:31] your coverage is on the bond payments. [16:35] Usually, you're required to have net [16:37] revenues, revenues less operating [16:40] expenses excluding depreciation, at [16:42] least 125% of what your total bond [16:46] payments are. So, if you had net [16:49] revenues of 1.25 million, you could have [16:51] annual bond payments of up to a million [16:53] dollars. Okay? So, but we can help you [16:57] look at, you know, what your what kind [17:00] of revenues you may have to generate to [17:03] meet the coverage for whatever amount of [17:05] money that you may look to borrow. [17:09] >> I I think I mean, if you do the math, [17:11] it's almost 9%, right? The the monthly [17:14] annual or the sorry, the annual payment [17:17] is almost representation of like 9% of [17:20] our total budget every year to to make [17:21] the payment back. So, it's [17:25] significant for a small community. [17:28] >> Yeah. [17:29] >> Don't don't forget the thing that we're [17:31] saving here is we're able to do the work [17:35] at now's pricing. [17:37] >> Um we talked about the increases in in [17:40] asphalt and things like that. Those are [17:42] going to go up much higher than the [17:45] interest rate that we're looking at. [17:46] This is the reason that we're doing [17:47] this. True. [17:49] >> And that that is the the big buy for for [17:53] doing the bond and and even though we're [17:55] kind of extending out ourselves. Um [17:58] we've got the emergency funds that we're [18:00] still planning and things like that. And again, when it comes to it, we're [18:04] only going to bond out exactly what we [18:07] need. This is this is the map. Um so it [18:10] might give us a little bit of wiggle room or however we decide to do [18:14] that in the end. Um, the only thing I [18:17] have just to make clear and play the [18:20] politician here, the way I'm reading [18:22] this is this authorizes [18:26] us to make this happen and actually do [18:28] the signatures to make the bond happen. [18:31] And we still are going to have once we [18:34] get the bids back, we have the [18:36] opportunity to send that to our finance [18:39] department and or our finance committee [18:42] and and go through that with a fine [18:43] tooth comb before we actually sign on [18:45] the dotted line. And it's not actually [18:47] signing us up for anything. [18:49] >> Hey Brian, [18:50] >> no. [18:50] >> Yes. Just to clarify, uh, we already [18:53] have the bids and have it, um, given a [18:56] contract to a contractor and this did [18:59] get sent to the finance committee. Um, [19:02] >> no, I'm talking about the bond. Wouldn't [19:05] have for the bond itself when we signed [19:08] with the lending agency. [19:10] >> What? Sorry. [19:14] It's when we sign for the lending [19:15] agency, when we actually sign the [19:18] paperwork to get the money that we're [19:20] not, this doesn't this doesn't lock us [19:23] into anything. We're going to get bids [19:25] from different lenders, so to speak, to [19:30] uh to fund this bond. And this is going [19:33] to this we're still going to have way [19:35] I'm reading it, we're still going to [19:36] have the time to look at each one of [19:38] those and decide what which one we want [19:40] to go with. And that will give time for [19:41] the finance committee to have their [19:43] weigh in and the mayor and the city [19:45] council and that type of thing. Is that [19:47] correct? [19:48] >> Well, let me let me address that. [19:51] >> The parameters resolution [19:53] actually authorizes the mayor or the [19:56] mayor pro prom and the city recorder to [19:59] make the decision regarding what they [20:01] determine to be the most the best bid [20:04] for the city. [20:05] uh it doesn't mean the city doesn't [20:07] can't have some method that that the uh [20:11] the mayor wants to reach out to the [20:13] council and say this is what we've [20:14] gotten and this is what we're thinking. [20:17] Uh but it it doesn't necessarily require [20:20] another formal action by the council. [20:23] This this just gives [20:25] the mayor and the recorder and the may [20:27] or the mayor prom the ability to act [20:30] within these parameters on the issuance [20:32] of the bond. And if there's any any uh [20:35] thoughts about borrowing less than $1.4 [20:38] million, I'd want to know that before [20:40] the bids are sent out. We can modify [20:42] that a little bit. Uh [20:45] but uh that would be my preference. just [20:50] >> just to concur with what Brian said as a [20:53] former city manager. Uh if you can [20:56] borrow at a lower cost than inflation on [20:59] road repairs, you're money ahead because [21:01] deferring road maintenance turns uh you [21:04] know simple maintenance into road [21:05] rebuilds and and uh uh or uh uh rotomill [21:12] and overlays and things like that. So [21:14] the the cost of doing nothing is much [21:16] more than just the the cost of interest [21:20] and [21:20] >> and reminder [21:21] >> inflation. [21:22] >> We had the finance committee do a study [21:24] on inflation on asphalt and those [21:26] things. And it's it's far cheaper to [21:28] borrow the money and do it now than to [21:31] pay the the price of inflation and labor [21:34] and everything else. So [21:35] >> this is about a million dollars cheaper [21:37] this option. [21:38] >> Yeah, we did we did do it the finance [21:40] committee did do a study on it. They did [21:42] some research. So [21:45] >> when we get those offers in, we can [21:48] >> we can review them through the finance [21:50] committee and everybody else. I get that [21:52] it authorizes the mayor, mayor prom and [21:55] then the city recorder, but we can send [21:59] those in in the act of transparency to [22:02] the finance committee and say, "Can you [22:03] guys review this one? This is the one we [22:05] think is the best and and what do you [22:07] think?" And they can point out anything [22:09] that we might not see because they're [22:10] really good at what they do. [22:12] I will tell you that some of the uh [22:17] bids will be uh subject to change if you [22:22] don't accept them on the day that [22:23] they're offered. Subject to change, you [22:26] know, of market indexes of upwards and [22:29] downwards in so usually we have the [22:34] acceptance on the same day as the bids [22:36] that are received. [22:37] >> Yeah, we'll probably I'll probably ping [22:39] each of you call you. um you know share [22:42] with you and then we'll have talked with [22:45] Mark um and kind of made that decision. [22:49] Um we've kind of gone through the whole [22:51] process of whether we should do this, [22:52] what the plan is. Um we've already got [22:55] the contracts in place with Kilgore. Um [22:59] so we're a little bit further down the [23:00] road. One other thing to remember, uh, [23:03] Brian, to your comment of the safety [23:05] funds, um, the safety fund conversation [23:09] when we discussed that, um, you know, [23:11] months ago is we wanted to have, you [23:14] know, around $250,000 in the bank at all [23:17] times. That was if we decided to go with [23:20] the funding option for this lending path [23:24] which pulled savings out to then turn [23:27] around and pay off that other bond you [23:31] were talking about. Correct. [23:32] >> That was one option [23:34] >> and we did not opt for that option from [23:36] your council. [23:37] >> Yeah. Basically, you've got a bond [23:39] that's two some point something percent [23:43] interest. And to pay off a a bond only [23:45] to borrow more at a higher interest cost [23:47] doesn't really make sense to me. [23:50] >> 100%. So, we my long story short, we [23:53] have more than the 250,000 in savings. [23:56] Um, I don't know what that exact number [23:58] is off the top of my head, but it's it's [24:00] still substantially higher than that [24:02] 250,000. I thought we were spending down [24:06] and and getting a lower bond because we [24:09] were spending down on that on that. [24:11] >> We'll be using some of it. Yes. [24:14] >> Okay. I just want to make sure. But and I'm surprised if Are we not getting [24:19] multiple offers on this? [24:22] >> We will. We will be getting multiple [24:24] offers, but the time frame we would not [24:27] have time to send that to the finance [24:29] committee. It's kind of a here's your [24:32] options. Do you want to proceed or not? [24:34] And we have to make that decision. [24:36] >> Hence, this resolution grants [24:39] >> myself. [24:41] Yeah. Is there standard verbage that we [24:43] can kind of I mean, if it's standard [24:45] verbage that everybody uses, I just [24:47] don't want to have something in the fine [24:49] print of whatever we sign that's going [24:51] to bite us that we didn't know about [24:53] because we didn't have time to read it [24:55] and and review it. and we'll explain to [24:58] you that the bids that are received, the [25:01] things that you need to be mindful of. [25:03] One of the things that we see uh [25:05] differences in is what we call call [25:07] features, and that is the ability to [25:11] repay or pay down the bonds uh prior to [25:16] maturity where it's only a 10-year bond. [25:18] We may have a call that somebody may [25:21] send a bid in. They'll here's the [25:23] interest rate, but you can't pay it off [25:25] early for 10 years. Or we may have some [25:26] that say you can start paying it off [25:28] early in three years. Or [25:32] >> if it's a standard, if they're pretty [25:34] standard like that and and there's not [25:36] going to be anything hidden anywhere, I [25:38] can understand. I'm more of a trust but [25:39] verify kind of person [25:41] >> and I'm not going to be able to get [25:43] through [25:44] >> a legal contract of that uh that [25:49] magnitude [25:50] without, you know, some time. It's not [25:53] going to happen for me in a day. Um I [25:55] just want to make sure that we're making [25:57] sure that we're not signing something [25:58] that we shouldn't sign is where I'm [26:00] getting to. [26:01] >> But Brian, we're we've worked with Mark [26:03] in the past and and we've we've had good [26:06] success with [26:07] >> Thank you very Yeah. Z does a very good [26:08] job, Ryan, explaining that. [26:10] >> I agree. I totally agree, but I'm I'm a [26:14] little hitchy about that. Um, [26:17] >> right. We're just I think part of it is [26:19] that we're trusting him to advise us on [26:22] what is a good offer and what is not. [26:24] >> And and I think we'd have enough time, [26:26] Brian, that we could fill the council in [26:30] the loop, give them the high overview of [26:32] it of this one has a penalty if we pay [26:35] it off early, this one has no penalty. [26:37] Mark's going to look at that and [26:40] >> we'll provide a bid summary and compare [26:42] total principal and interest payments [26:44] under all the options [26:47] >> u that we receive and can advise you on [26:50] things you ought to be mindful of. [26:53] >> I I I do appreciate that. I'm just I'm not saying I'm against it. I'm just [26:58] a little more cautious um in signing [27:02] away that kind of thing. Um and and not [27:05] having it reviewed is is just makes me [27:08] nervous. Not saying I'm not going to [27:10] vote for it. It just makes me nervous. [27:14] >> Noted. Thank you. Any other questions [27:16] for Mark? [27:21] » Okay, Mark. Thank you so much for [27:23] coming. You're welcome to stick around [27:24] and enjoy the rest. [27:25] >> It's really exciting. [27:27] >> Exciting council meeting or you're [27:28] welcome to uh head. [27:30] >> If you'd like me to stay, I'm happy to. [27:32] >> Your choice 100%. [27:33] >> Thanks for the [27:36] >> You won't hurt our feelings. [27:37] >> We appreciate it. [27:39] >> If we were you, we'd go home. [27:41] >> I know this is a work meeting and so [27:43] [laughter] [27:46] » Okay, we're going to jump back to number [27:47] two. uh the consideration and discussion [27:50] on the conditional use application for [27:52] Treehouse Park LLC, which is Three [27:54] Bridges, for a temporary on-site rock [27:57] crushing associated with the [27:59] construction of the Three Bridges [28:01] subdivision. Uh is this uh Ted or is [28:04] this Wayne? [28:07] >> Wayne. [28:08] >> Okay, Wayne, you're up. [28:13] » He drew the short straw tonight. [28:15] [laughter] [28:17] guy. You haven't seen the long straw [28:19] yet. [28:21] [laughter] [28:23] >> Thanks, Mark. [28:25] >> Um, this was submitted to us uh a while [28:28] back and the planning commission has had [28:30] an opportunity to look at it. It's [28:33] pretty straightforward. [28:35] um their their plans are to do this [28:40] uh rock crushing and and gravel [28:43] separation of sizes and so forth that [28:45] they will use in their roads and other [28:47] construction there. One of the concerns [28:50] was the dust that this might accumulate [28:54] and they they've agreed and their their [28:56] plans were so they're not making a [28:59] concession here. The plans were to put a [29:01] water truck on site to uh to wet the [29:05] area down periodically to keep the dust [29:07] low. Um it's our understanding too as [29:10] they go through this process with the [29:13] dirt pile that we've got that it will be [29:15] moved further to the east as it's [29:18] divided up in the different kinds of [29:21] >> So this will be for our big mountain [29:23] right by the correct mailboxes. Just [29:25] thought everybody should know that. [29:26] >> The removal of the mountain. [29:28] >> Yeah, it's to remove it. Yes. [29:31] >> Slow slowly. [29:34] >> Wayne, could you explain the process [29:36] because it's saying rock crushing, [29:38] right? And we've had one concern from a [29:40] resident who's written in. Uh Brian, I [29:42] don't know if you want to address that [29:44] or I can. Um [29:47] >> there aren't big rocks in in this pile [29:50] of dirt, so it'll be sizing more than [29:53] anything. If it goes through one size, [29:55] it'll be in this pile. But I don't I [29:58] mean there'll be dust created from that. [30:00] >> It's a sifting process. [30:02] >> I don't see there being a lot of noise [30:05] in breaking up boulders or those sorts [30:07] of things there. We didn't [30:09] >> and that was the primary concern from a [30:11] resident was, you know, is there going [30:12] to be a seismic activity associated with [30:15] this? And one thing I want to make aware [30:18] >> is we've actually had this exact same [30:21] operation on the opposite side of the [30:23] city for years um with a different [30:27] construction company over there um in [30:29] Elk Ridge. Um and so it's not a very [30:35] it's not a nuisance in that regard. [30:37] Dust, sure, we need to take care of it, [30:39] but it won't cause seismic issues. It [30:41] won't cause a nuisance in that regard. [30:44] It's not anticipated to. That's correct. [30:47] >> Do they have an estimate of when that [30:48] would that project would round up? Is [30:51] that just over the summer? Is that going [30:52] to go through? I mean, I know. I just [30:55] wondered how long they plan on [30:56] >> I think it'll be as long as that pile of [30:58] dirt is [30:59] >> still there. So, [31:01] >> years. [31:02] >> So, okay. [clears throat] [31:04] Hopefully not. [31:05] >> Some questions. Um [31:08] but the application I I thought it was [31:12] um you know [31:14] very vague. It's not signed. So I was uh [31:18] from the applicant and um I wanted to [31:21] make sure that some of these things are more concrete. Um yes, they're going [31:27] to be rock crushing. Um but it I think [31:31] we should be putting in there about no [31:34] noise [31:35] ordinances. um the time of operation to [31:39] make sure that it's in [31:40] >> that's all in our ordinances. We've made [31:41] them aware of that on the site [31:44] >> so that they're aware. [31:45] >> We went through all our ordinances of [31:47] operation [31:48] >> because that's by code. [31:49] >> Yeah, that's by code. [31:51] >> We talked about it's actually county [31:52] noise ordinance which is more stricter [31:54] than ours. Um as well as I think Salem's [31:57] is a little more stricter than ours [31:58] because they're actually going to be [32:00] >> the operation is going to be in our city [32:02] but the dirt's actually being moved to [32:04] Salem. So, it's kind of both cities [32:05] [clears throat] involved here. [32:07] >> We already got one of these for Salem, [32:08] right? [32:09] >> And then the other thing I wanted to [32:10] talk about [32:11] >> going on in Salem with that other pile [32:13] of dirty [32:14] >> was the um dust mitigation. Um I would [32:18] like to see it a little bit more [32:19] concrete. Um managing it through a water [32:22] truck once in a while. [32:23] >> So that's in that's in their SWIP plan [32:25] they submitted to us as part of this [32:26] permit. [32:27] >> We just didn't see that part, right? So, [32:29] I just wanted to clarify [32:31] >> something that our SWIP inspector [32:32] inspects kind of for our lenses. So, [32:35] Mitch, our SWIP inspector, he'll be [32:37] coming up and inspecting them. Part of [32:39] that is dust control. [32:41] >> Okay. So, if it's not adequate, the [32:42] swift inspector would would require them [32:44] to water more often or or whatever, [32:47] >> right? [32:48] >> Okay. That's what I just wanted to make [32:49] sure that our public recognized that we [32:52] do have someone overseeing that and um [32:54] mitigating that that dust. and we told [32:57] them they're required to get this SWIP [33:00] approval in the process and they were [33:02] willing to do that. So, [33:04] >> and they got the SWIP approved through [33:05] the state and Mitch, our SWIP inspector, [33:08] reviewed it and he was good with it. [33:11] Now, he'll be doing his uh inspections [33:14] just make sure they comply with [33:16] >> How often do they do the inspection? [33:18] >> Usually, it's monthly. Oh, [33:20] >> it's either dust or monthly or when they [33:22] get complaints, it's dust, runoff, mud, [33:27] whole bunch of stuff. He'll be [33:28] inspecting plus [33:30] >> the county also has uh provisions for [33:33] that. [33:34] >> Okay. [33:34] >> Noise and dust as well [33:38] because also affect, [33:39] >> right? So, [33:40] >> so if any of our residents are are upset [33:43] about it, when they call Jody or any of [33:46] us, then you would direct them to um our [33:50] SWIP compliance officer who would take [33:52] those complaints and then adjust the [33:54] mitigation accordingly. [33:59] » Okay? [33:59] >> If it's out of compliance, but just [34:01] doesn't mean out of compliance, right? [34:03] >> So, he has to check the levels to see [34:05] what's going on and stuff like that, [34:06] >> right? and the contractor they will have [34:09] to self audit and submit reports weekly. [34:13] >> So it's [34:14] >> and if we get if we get reports that [34:17] there's issues or problems will address [34:19] them and through SWIP and or through [34:21] three bridges make sure that it gets [34:24] addressed whatever the issue is. [34:26] >> Perfect. [34:28] >> So So Wayne, are they they're planning [34:30] on just using that for their own stuff? [34:32] are not planning on selling it or like [34:36] >> they've offered to sell some of it in [34:38] the past and I don't know what their [34:39] exact plans are in that regard, but the majority of it will be in their own [34:45] being utilized in their own uh project [34:48] there. [34:48] >> So, no hope for some sales tax out of [34:50] some uh some [34:53] >> hill of dirt that we could get a little [34:55] >> extra talking about were favors to [34:57] people, not so much that they [34:59] >> getting in the selling business. Yeah. [35:01] >> Yeah. Okay. [35:02] >> And back to my first comment. Did do [35:04] they not need to sign this application? [35:06] >> No, we'll get them to sign it. [35:07] >> Actually, there's more to the [35:09] application. I gave you the front page. [35:10] They've got to go through they sign the [35:13] back of the code after they've read it [35:15] all. [35:15] >> All right. So, [35:16] >> just making sure that [35:17] >> and there's a fee they've got to pay. [35:19] >> I see the fee. [35:21] >> Any other questions? [35:22] >> Yes. Yes, I have I do have a couple. Um, [35:26] I again I I agree with with Carrie on [35:30] having a wet signature from from the, [35:33] you know, the applicant, but I'd also I would have preferred just for future [35:37] to actually see that it had gone through [35:40] our different departments and got those [35:42] signatures as well because there is a [35:44] spot for that. Um, so that I can know [35:47] that it's been properly reviewed and [35:49] vetted. We're small enough. So, I'm not [35:51] too worried about it, but that would [35:52] have been preferable just for future. [35:55] Um, I would like to to just bring it up [35:58] just so we're talking a little bit more [35:59] about it. Um, one of our residents uh [36:03] had sent me an email that I sent out. [36:05] Um, they were asking about s, you know, [36:08] seismographic meters around and and [36:10] worried about uh their their, you know, [36:14] vibrations that could cause issues with [36:15] their plumbing. I want to make sure that it's stated that this is not from a [36:22] we're not having any blasting. Um if [36:24] there is is more discussion, they can [36:26] actually talk to Ted who's very [36:28] wellversed in this. Um it's only a [36:31] crusher and and and [36:34] um screening processes that we'll be [36:37] seeing. Um, so it is not [36:41] something that we would ask a a a an [36:45] applicant to actually put a seismograph [36:48] any kind of meters anywhere. And uh, [36:51] Mayor pointed out to me that we actually [36:53] have had this going on for years in our [36:55] city. Um, so it's it's not much [36:58] different from what we what we currently [37:00] have. Um, one of the things that they [37:02] brought up was they they are asking for [37:05] the city to post on their website [37:08] um the ability to submit errant dust [37:11] reports to the EPA. Again, I think this [37:13] is more of a SWIP thing. Does SWIP allow [37:16] for uh dust reports um by the public? [37:21] And if so, can we put that link on our [37:25] web page? Would that be very difficult? [37:29] That's a good question. I don't because [37:31] the SWIP's handled by the state. Um, so [37:34] we'd have to go through the state site [37:35] and look to see if they can submit. [37:39] I don't know that I've seen that before. [37:42] Usually, if there's something because [37:43] there's going to be two different SWIP [37:44] inspectors on this, well, Salem and ours [37:47] because the the pile is actually number [37:49] city. So, they'll be doing some [37:50] screening as they're and and uh the rock [37:54] operation as they're moving the pile. [37:56] They'll be moving the little equipment [37:58] with them. It's not like a huge thing. [38:00] They'll be moving equipment with them, [38:01] but they're actually moving the material [38:02] into Salem. Um so, they'll be moving the [38:05] pile over closer to where they're going [38:06] to be using it in their infrastructure. [38:09] Um so, there'll be multiple SWIP [38:10] inspectors looking at this thing. Um so, [38:14] we can look to see if there's a way to [38:15] do that. I'm not positive. Um, we'd have [38:18] to talk to the state and also this did [38:21] go just for not know this did go to a [38:22] public hearing as well [38:26] » and and this resident was unable to make [38:29] that and sent me an email. Um, how do do [38:32] we normally just call the SWIP inspector [38:34] if there if we got a a complaint if [38:38] we're complaining? [38:39] >> Yes. [38:40] >> Okay. So maybe it'd be worth checking [38:43] with them if we can post their number or [38:46] post a way to put I don't know Tony I [38:48] don't know how hard and Dan I guess um I [38:51] don't know how hard it would be to to [38:53] put something on the web page to say [38:56] call this number if [38:58] >> I think we call us. [39:00] >> Yeah, we don't want them to call SWIP. [39:01] >> Yeah, I prefer they call us and then [39:03] we'll notify the swift inspector. [39:05] >> Okay. And and if we could put that, you [39:07] know, dust reports, if we can put that, [39:09] I think this would help with uh some of, [39:12] you know, some of the concerns or just my thoughts on it. [39:16] >> Yeah. So, the reason I think we'd like [39:18] to have a call us and said because we [39:19] don't know who's going to be doing [39:20] whether be us or Salem. Kind of depends [39:22] on if there's dust generated in our [39:24] city, then it would be our swift guy we [39:26] would have to reach out to. If it is if [39:28] it's coming as they're dumping the dirt [39:30] in Salem, then it would be the Salem [39:32] swift guy that we'd have to reach out to [39:33] for contact. So, [39:35] >> so maybe we can put Ted's number. Call [39:37] Ted if you have a problem, if you're [39:40] having dust issues so he can figure it [39:41] out because I'm I'm already going to [39:43] recommend something and Jody's probably [39:45] already gonna strangle me for it. So, [39:47] um, [39:48] >> yeah, [39:51] >> you're welcome to call me and we can [39:52] reach out to [39:54] >> Yeah, Dan and Jody, would that be hard [39:56] to put on the website? [39:58] >> I think it so my number is already there [40:00] on the website. Yeah, but to actually [40:02] say for dust reports, errant dust [40:05] reports, [40:06] >> I don't know those are. We'll have to [40:08] look to see if those are even a I'm not [40:10] sure there's such a thing. [40:11] >> Well, we've got to be careful too with [40:13] dust reports because my opinion of dust [40:16] is any dust, right? But SWIP says some [40:20] dust is okay and normal, right? And so [40:23] if we have residents trying to control [40:26] what the regulation is due to their [40:29] thoughts and feelings, um we are going [40:31] to drastically exacerbate the amount of [40:34] work required on, you know, Ted's end, [40:36] Jod's end, and Mitch's end. [40:39] >> Um and so we want to make sure we can do [40:41] some education, but we want to let [40:43] people know that with construction, just [40:45] like when their home was constructed, [40:48] dust was created. Now, maybe they didn't [40:50] build it, but it's part of being in a [40:53] community. Um, but we also want to make [40:56] sure that it is not out of control and [40:58] we will keep an eye on that as with the [41:00] whole SWIP protocols. [41:01] >> And I suspect there's going to be a bit [41:03] of a learning curve right up front. [41:04] Probably get some calls about dust and I [41:07] think at some point we'll kind of get a [41:08] handle on what is violation of dust too [41:12] much and where do we fit where it's not [41:15] violating the the permit. We'll probably [41:18] after a little while we'll be a little [41:19] learning curve and we'll be able to look [41:21] at it and say yes that's too much or no [41:24] um they seem to be within that because [41:26] if we're getting these reports every day [41:28] from someone, you know, then we're going [41:30] to be having our swift inspector come up [41:31] every day and we what we want to try and [41:34] do is manage that a little bit. We get [41:36] some training on it and kind of get a [41:39] feel for where we at. and and also the [41:42] county uh they also have um dust [41:46] parameters as well. So I'm sure they'll [41:48] be involved in that. I think there's [41:50] going to be a little bit of a curve as [41:52] we look at this thing um to see what [41:55] that entails. We don't even know right [41:56] now what that's going to look like with [41:58] dust. It may not be could be dusty. It [42:02] may not. We don't know. So I agree, [42:04] Brian. I think there's going to have to [42:05] be a way to report this. I think there's [42:07] going to be a little bit of a learning [42:08] curve and just us as a city will be [42:11] monitoring it for a little while to [42:13] figure out, okay, what is too dusty. Um, [42:16] believe me, I checked on dust quite a [42:17] bit. I was down at the bottom of the [42:19] city today, saw dust up at the top of [42:21] the hill coming up and so I took off [42:23] from the house I was at, went up to see [42:25] what was going on. Um, turned out it was [42:27] just some contractors cutting a [42:29] driveway. Um, because as you know, when [42:32] dust goes up, we usually get fire, smoke [42:34] calls. Um, y [42:36] >> which is fun. We like to go on those [42:38] anyway. But, [42:39] >> uh, so I think there's going to be a [42:40] little bit of learning curve. I agree [42:42] that uh, residents can reach out to us, [42:45] I think, to start with [42:47] >> and then we'll kind of see how we [42:49] manage. [42:51] >> Okay. I I will respond to the resident [42:54] and and give him that information and he [42:56] might call you just so he can have some [42:58] discussions about his concerns. [43:01] >> I don't know. Maybe it's maybe it's it's [43:03] the the first comment is are you seeing [43:05] too much dust, please call the city and [43:07] then when we get a handle on what is too [43:10] much and what's not too much, then maybe [43:13] we can go to a little more serious stuff [43:14] to if you see dust that you know looks [43:18] like this or whatever, then file a [43:20] report or something like that. [43:21] >> Okay. [43:22] >> I think we also have to be careful [43:23] because if we make too big of a deal of [43:25] it, people are going to be hyperfixated [43:26] on it. And let's remember with all that [43:29] construction up at the mitigation basin [43:32] during that time we built that, we never [43:34] exceeded [43:36] EPA standards and there was quite a bit [43:37] of dust, right? And we got a number of [43:40] phone calls, but it never did exceed any [43:44] standards. We brought the water truck up [43:46] a little bit more and I'm sure they'll [43:47] do that. But yeah, if there's any [43:49] problems, please call the offices and [43:50] we'll um Mitch's number, who is our SWIP [43:53] inspector, is on our um website. [43:57] [snorts] And so I guess, you know, they [43:59] could always try texting that if they [44:00] really are concerned. [44:02] >> Well, they can reach out to any of us, [44:03] too. We can pass it along. [44:05] >> Exactly. Any other questions for Wayne? [44:09] >> Thank you. [44:10] >> Okay. Thank you, Wayne. [clears throat] [44:12] Okay, we're going to move on to number [44:13] four, the March 2026 financials and [44:16] check dispersements. [44:18] Um, you guys have all had them for a [44:20] little bit. Uh, any questions there? [44:23] >> Who's answering the questions? [44:25] >> We will answer them. [laughter] [44:28] >> Just wondering. [44:29] >> I know. I was kind of thinking that as I [44:31] was looking through [laughter] [44:33] >> between Jod and I, I think we can. And [44:36] then if it's a departmental, Ted can [44:37] tackle it. But I think for the most part [44:39] we can answer most your questions these [44:41] days. [44:44] >> Yeah, I mean I I look through things. I [44:46] just want to make sure that it's it's [44:47] clear and noted. Um so for the month of [44:51] March we had $22,72 [44:53] in legal fees. Is that correct? Correct. [44:57] Yep. [44:57] >> Yes. [44:58] >> Okay. [44:59] And that is in part due to the fact that [45:02] we so we have our attorneys um Smith and [45:06] Harbickson um which we have you know we [45:08] pay and do contract work plus litigation [45:11] work for on our behalf. We also then [45:14] have the insurance that the that are [45:17] insur litigators from our insurance the [45:20] trust. [45:20] >> I'm not challenging it or asking for an [45:22] explanation. I'm I'm just getting [45:24] clarification airing airing out the [45:26] clarification I suppose is what I'm [45:27] doing. Sounds good. [45:29] >> So that's basically, you know, quarter [45:31] of a pickle ball court right there. [45:33] >> Just [laughter] [45:34] put it in perspective. [45:35] >> Yeah. [45:38] » Pickle ball champs of St. George. [45:42] >> Very close. You guys were [45:44] >> so semi-professionals that were we were [45:48] playing against. [45:49] >> Those ones from the Garden City were a [45:51] little bit tougher than the rest of [45:52] them. [45:53] >> Oh my word. [laughter] [45:54] They were [45:55] >> we would have better if we had [45:56] >> but we had the best cheerleaders. [45:58] Really? We had the best cheers. [45:59] >> We did have the best cheerleaders. Any [46:01] other questions about the [46:04] >> I'm I'm not really a Well, it's kind of [46:06] a question. It's actually a request. Um [46:12] I hate to say this because nobody's [46:13] going to be happy. Nobody in the staff [46:15] is going to be happy. Um, I would [46:17] actually like to see, especially when we [46:20] have large credit card purchases, um, [46:23] kind of a breakdown of what it was that [46:26] we bought, um, so that we have some [46:29] clarity in that as we're as we're going [46:32] through here because I trust everybody. [46:34] don't think I don't. But if people ask, [46:37] hey, we've spent this much money at at [46:40] Costco or we spent this much money on [46:43] Amazon and it could be going to people's [46:44] homes. I can say no. This is this is the [46:46] things that we bought. Um I don't know [46:49] if we're currently doing that, but I I [46:51] would like to see it. I apologize to [46:53] everybody who has to go through that [46:55] pain. [46:58] » Actually, this is something we're going [46:59] to bring up in staff meeting. Uh, just [47:02] so you're aware, there is no other city [47:05] in in Utah that provides credit card [47:08] statements. Now, we're okay with doing [47:10] it because all of ours have receipts to [47:12] back up all of our statements. It can be [47:15] shown what it's for, but we are putting [47:18] the city at a little bit of an exposure. [47:21] Um, and we need to talk about some of [47:23] that. I think that it would be better to [47:25] come under each department head to [47:27] review those expenses that go underneath [47:29] [clears throat] their budget and ask [47:31] those questions on their [47:33] >> which would be fine. I know that I've [47:35] asked you to buy things for the fire [47:36] department and and the MS um and and so [47:40] it'll be it'll be fine to because [47:42] nothing is really going over those you [47:45] know those approval levels. Well, [47:47] actually, there might be some, but um [47:50] but it'll be nice to see, especially [47:51] when we have when we have big [47:52] expenditures of of what it's going to um [47:56] just so that we can say, you know, this [47:59] Best Buy purchase, I could pull that one [48:01] up and say this was for this particular [48:03] thing that we needed in in the in the [48:05] office and someone isn't thinking that [48:07] we're taking it because I've had a [48:09] couple of comments where people think [48:11] we're on the take. I mean, I don't know [48:13] if you guys have heard them, but I have [48:14] heard them. um and and think that that everybody in the city is on the [48:19] tape and I don't like it and I looking [48:22] for more clarity. [48:23] >> Question I would have is how would that [48:25] clarity be provided? So for example, for [48:27] all of our credit card purchases, we [48:29] submit our receipts to Lori so she can [48:31] give you the details of every one of [48:33] those purchases that we've made because [48:35] she has all the breakdown of all the [48:36] receipts. Um, [48:38] >> and I'm good with that. If if I just get [48:40] and and I'm kind of looking for a way [48:42] that I can I can review it before I sign [48:47] off on, you know, before we vote on it [48:48] so that I can be honest with [48:52] constituents when they're when they're [48:54] asking me um and saying nasty things. [48:57] Had a bad week. Do you really want to be [49:00] liable for all those details and getting [49:01] them straight and not messing it up and having all [49:05] >> I I want to be able to get to them, [49:07] right? I want to make sure that I can [49:10] get to them if I need to and I can also [49:12] review them just so I say, "Yep, I feel [49:14] comfortable with that." [49:15] >> Um, so [49:16] >> just tell them to talk to Lori. [49:18] >> Is Brian just go Lori and she can get [49:19] you anything you need. [49:20] >> I think what we've got to be careful [49:21] here is, you know, this is I think [49:24] bleeding and this is the line, right? [49:26] And this is what I'm as the mayor [49:27] wanting to be sure is very clear is you [49:30] guys are in charge of the budget. You're [49:33] in charge of all the execution. You hold [49:34] the purse strings as the council. um [49:37] every single one of the transactions [49:40] greater than I think I've said $1,500 [49:44] pretty much $2,25,000 [49:47] we usually anything under [49:49] >> I have to sign off on right um because [49:52] so it's going through multiple checks if [49:55] for any reason just so you guys are [49:57] aware if for any reason I personally am [50:01] part of the transaction I call Janet and [50:04] have her do that second step. Um, and [50:07] she comes in and then she signs that receipt. Um, and so every single [50:13] one of these dispersements are going [50:15] through three different checks and [50:17] balances. So I would recommend if [50:20] anybody ever is suggesting [50:24] that we are on the take, [50:27] invite them to come into the office. [50:28] >> We're on the give. [50:30] >> Yeah, we're on the very much the give. [50:32] >> You know, I know that, right? But I [50:35] mean, I just I I I I get these and it's [50:39] been, like I said, a rough couple of [50:40] weeks with some of the things that have [50:42] been said to me. Um, and [50:47] >> I I would suggest reaching out to Lori [50:49] because she can give you details and any [50:50] of those you're questioning. She has all [50:52] the receipts and the breakdown of what the expenditures were. I mean, as a [50:56] staff, we go through our receipts. We [50:57] mark what accounts they go to and what [50:59] they're working on. [51:01] >> So, the information is there. [51:03] >> Yeah. If we don't I mean I'm I'm happy [51:05] to do that and that's fine if that's the right way for me to to review that [51:09] and I'm I'm good with it. Um that's [51:12] fine. [51:14] >> That way I can say yes, I signed off on [51:15] it and I believe everything that [51:18] >> that has been I I mean I believe it [51:20] anyhow. I already tell them that but I [51:21] can say that I've seen the receipts and [51:23] yes, they're valid purchases. [51:26] >> Yeah. And I would encourage it push back [51:27] a little. Right. I think sometimes we're [51:30] too nice. Now I still say be nice. Don't [51:33] be mean to our residents. [51:34] >> Yeah, but that's not me. I'm not nice. [51:37] >> But well, you are hostile, Hutchings. [51:39] That is true. [51:40] >> But I think what you what we should do [51:43] though is is say, "Hey, if you believe [51:46] something corrupt is going on, right, [51:49] come into the office and talk to us. [51:52] Let's let's nip the rumors [51:55] in the butt because they're just not [51:58] accurate. Some people are just going to [52:00] make stuff up and they're going to [52:03] create stuff that's not there and that's [52:06] just the way it is and that's not going [52:07] to change. And you can have all the [52:09] facts in the world and you can do all [52:10] the convincing that you want to do and [52:12] you will not convince that person that [52:14] we're honest [52:15] >> and they're wrong. You just won't. You [52:18] can have all the information in the [52:19] world and you will not convince them. [52:21] >> And down to every [52:23] >> Yeah. down on those credit cards. Every [52:26] receipt we tracked down to the point of [52:30] there was a receipt that was for $54 and [52:34] some odds and I didn't know what what it [52:36] was for. I called Amazon. I called the [52:40] vendor. I finally called the credit card [52:42] company and they were able to tell me [52:44] exactly what it was for. And I was able [52:45] to go to that person and say, "Uh, did [52:48] you charge something here for this, and this?" And they're like, "Oh, [52:51] yeah. Let me get you that receipt." [52:53] Well, that's how we we do it. I mean, we [52:56] make sure every receipt accompanies [52:58] those bills. [53:00] >> I I know without a shadow of a doubt [53:02] that everything is being done on the up [53:04] and up, but I'm getting accused of [53:06] signing off on things that are not on [53:09] the up that that that aren't true, and [53:12] it's frustrating. [53:15] >> Please ask them to [53:16] >> Yeah. have them come in and also [53:18] understand that the checks and balances [53:21] are in place and to a degree sometimes [53:24] on these monthly expenses that is what [53:26] you guys are voting on is the system not [53:30] necessarily every penny but the fact [53:33] that we have decided and worked together [53:35] to create the systems that do not allow [53:37] fraud in our city. [53:40] >> Absolutely. [53:40] >> But if you have questions you also have [53:42] the ability to ask those. So, well, we [53:46] probably won't utilize the funds of the [53:48] city from an administrative standpoint [53:51] to extrapolate all those every single [53:54] month. [53:55] >> That's fair. If I That's fair. I get it. [53:58] >> Okay. Thank you though, Brian. Uh, any [54:01] other questions? [54:04] » Okay, then we will move on. Uh, Ted, the [54:08] annual sewer system report. I've been [54:10] really looking forward to this. [54:11] >> Oh, yes. I've been excited to present [54:13] this to you guys tonight. [54:18] Still flowing. So sewer flows downhill [54:22] >> right over to PAC. [54:23] >> Unless you have a lift station, then [54:24] [laughter] you can lift it. Yeah, we [54:26] send it all to PAC. No. So every year we [54:28] have to fill out an annual um municipal [54:32] wastewater. [54:34] Um essentially it it's a program [54:38] planning program is what it is. this [54:39] wall time basically just goes through [54:41] and um gives a little bit information [54:44] about our system. We have to put in [54:46] everything that goes into our system. [54:48] How many connections we have um [54:51] >> everything? [54:52] >> What's that? [54:53] >> Everything that goes into the system. [54:54] >> Everything. [54:54] >> Okay. [54:55] >> That's what when you're filling out [54:56] report kind of how you feel. [laughter] [54:59] Um, [clears throat] [55:01] and it talks about what our we have to [55:03] report what our sewer system rate is, [55:05] how many connections we have. Do we have [55:08] a replacement program in place? Um, do [55:11] we have a sinking fund for the sewer [55:13] system, replacement and repair fund? [55:17] Um, and then it asked, do you have a [55:20] 5year, 10 year, 20-year plan, stuff like [55:22] that? [55:23] So I went through and then the last [55:25] thing we have to do is you have to [55:26] present it to council is what the state [55:28] requires. So um [55:32] >> how does that work when the some of the [55:34] system is ours but obviously the entire [55:38] system is mostly pacin. So we only have [55:41] to fill that out as it results as it is [55:44] for what's actually in the ground in our [55:46] city and then they would pick it up as [55:49] where it goes in along the way and into [55:51] PAC's big system. You don't have to [55:52] report on their whole entire system. [55:55] >> Oh, no, no, no, no. This is just what we [55:57] own as a city. Okay. [55:59] >> Which is only within our city [56:00] boundaries. [56:01] >> Okay. [56:02] >> Um, so that's what I went through. Um, [56:05] one thing to note maybe that um is [56:08] probably got to be something that's on [56:10] our list. [56:12] We do have a fund um that builds it's a [56:16] sewer like waters enterprise fund, [56:18] right? And we do have money in there to [56:20] maintain our sewer system. Um, our sewer [56:23] system is fairly new and we did have it [56:26] videoed [56:28] uh about the time I started. So, two and [56:30] a half years ago, we had the whole [56:32] system videoed uh sorry, sounded uh to [56:34] get a condition assessment and it all [56:36] came back as in great condition, our [56:38] sewer. So, our system is really in good [56:41] condition. We do budget money every year [56:43] to go towards maintenance. We haven't [56:45] luckily needed much of that. Uh, one [56:48] thing I do want to start though is a [56:50] program of videoing so much sewer every [56:52] year. Every they say every 5 years [56:54] you're supposed to video your sewer just [56:56] to check it. So we have about 5 miles of [56:59] sewer lines in our city. So I'd like to [57:01] do like a mile or so every year. So [57:03] every 5 years we're videoing the old [57:04] sewer. Um, [clears throat] [57:07] so we do have money that goes back into [57:08] our sewer system. And uh, but that's a [57:11] fund we got to continue to build. So, as [57:14] we look at our sewer system replacement, [57:16] we'll want to continue not spending all [57:18] of our maintenance money, but save some [57:20] of that in an enterprise in the [57:22] enterprise fund so that we have some [57:24] replacement costs down the road. And [57:26] that's really what the state's concerned [57:27] about these days is because what they're [57:30] finding is a lot of cities uh and and [57:33] you know, right? So, it's a balance when [57:35] you're municipality between what do I [57:36] charge for my rate and what do I put [57:39] into my fund as slush fund for [57:41] replacement costs. Most times [57:44] municipalities in the past have elected [57:46] to keep their rates rates lower, but [57:49] then they're not they're only they're [57:50] basically spending everything they have [57:53] and what they're finding is now cities [57:55] are getting 20 30 years down the road [57:56] much like us and there's no fund to [57:58] replace the system and they start [58:00] convincing you have to start going out [58:02] and getting loans and grants and all [58:03] that kind of stuff. So um and that's [58:05] kind of how our system is right now. We [58:06] do have a little bit of money we're [58:07] setting aside. What I'm going to propose [58:09] that we probably look at in the near [58:11] future is um I haven't had a lot of time [58:15] to dig into the sewer yet. Uh still [58:17] getting through roads and water, but um [58:19] and sewer is not a major utility for us [58:22] because we only have about quarter of [58:24] our city that's covered with sewer. Um [58:27] but start looking at what are we setting [58:29] aside. It's about a $3 million system we [58:31] have. What would it take to start [58:33] setting site every year so that when the [58:35] system reaches its life in 50 years, [58:37] we've got some money there to start [58:38] replacing it? [58:38] >> Does that replacement fund come from the [58:40] entire city or only those who are users? [58:43] >> So right now only those that are users [58:45] pay towards the system. If you're on [58:46] septic you don't pay towards the sewer. [58:48] >> It's a user fee for the those that are [58:50] on the sewer. [58:52] >> It's fee based fun. [58:54] >> Yeah. So currently we don't have any [58:56] reserve allocated for [58:59] >> so we've been setting aside about 10,000 [59:01] a year or something like that is what we [59:02] have and that's been since I started [59:04] here what I've seen is about 10,000 a [59:06] year or so we we we set aside for you [59:08] know maintenance and stuff like that we [59:10] don't really use a lot of that but what [59:12] I'd like to do is is when we get dig [59:13] into this what would it take for us to [59:15] set aside not that necessarily means [59:18] raising our sewer rates but what should [59:21] we be looking at as capturing through um [59:24] our depreciation money and stuff like [59:26] that is to set aside in our funds so [59:28] that we do have some replacement costs [59:30] down the road. [59:33] So other than that, uh we have about [59:35] well I said a little over 5 miles of [59:37] sewer. Uh it's all 8 in uh been [59:40] installed since about 2002 [59:43] and we have about 133 connections to the [59:46] sewer of 560ish [59:49] homes. [59:50] 133. [59:52] Okay. [59:55] And if you want to get into the details [59:57] of our sewer system, [1:00:00] just give me a call. I'm happy to [1:00:02] discuss all the details of sewer with [1:00:03] you. Uh we do not treat sewer. It all [1:00:06] goes to PAC to be treated and we do are [1:00:09] our part of our fee, well the majority [1:00:11] of our fee that residents pay goes to [1:00:13] PAC for treating the sewer. [1:00:15] >> Yeah, [1:00:16] >> we do have a little bit of that money [1:00:17] that we keep and that's because of our [1:00:19] maintenance and setting aside [1:00:24] Thanks. [1:00:25] >> Any questions? [1:00:28] Sweet. I can check that off the list [1:00:30] now. Perfect. So proud of you. [1:00:33] >> You're about to leave. You can just [1:00:35] >> Yeah. See how fun this is. This is the [1:00:37] report I had to do. [1:00:39] >> If [snorts] everybody wants some good [1:00:40] readings, it's right there. Um, grant [1:00:43] update. [1:00:43] >> Oh, sorry. I was going to ask one [1:00:45] question. Is is our fee to PAC, is it [1:00:50] affiliated with the .edu edu we were [1:00:52] talking about last council meeting [1:00:54] estimated daily water usage rate or how [1:00:58] is that calculated those fees [1:01:00] >> generally yes um so they charge us a set [1:01:03] rate we have an agreement with PAC and [1:01:06] in that agreement it's a set rate they [1:01:08] charge each of our residents or well [1:01:10] they charge us see we charge our [1:01:11] residents um but that's based on the [1:01:14] daily water use because essentially they [1:01:16] assume what water you're using goes back [1:01:18] down [1:01:18] >> yeah right so they they do charge [1:01:21] charges per connection based on kind of [1:01:23] the average water use. [1:01:24] >> So, so if [1:01:26] >> Okay, gotcha. So, if there were a [1:01:28] reduction at a state level of estimated [1:01:30] [snorts] daily usage, that could [1:01:33] offer some relief potentially. I'm I'm [1:01:36] just theorizing here, but [1:01:38] >> uh potentially. Yeah, [1:01:40] >> I'm still looking for [1:01:42] >> we actually when we did our agreement [1:01:44] with PACON, we actually did it on the [1:01:46] actual use and not what the state [1:01:48] >> got. So, I don't know that we would get [1:01:51] a lot of benefit from that because we're [1:01:52] already doing that. [1:01:53] >> Okay, cool. [1:01:56] >> Sweet. Sorry. Thanks. [1:01:58] >> You're good. Any other questions before [1:01:59] I accidentally cut Steve off? [1:02:03] I was slow. [1:02:04] >> You're good. Okay. Uh grants. [1:02:07] >> Uh grants. Um so, we have a few grants [1:02:10] out there. I'll give you a couple [1:02:11] reports. Um the assistance to [1:02:14] firefighter grants, which which is the [1:02:15] one we got from FEMA. We bought our new [1:02:16] SUVAs through, got everything submitted [1:02:19] to FEMA to get reimbursed for that one [1:02:21] and then Homeland Security shut down and [1:02:25] uh like the very next day after I got it [1:02:28] all approved. They shut down. So, we've [1:02:31] been waiting for that one for a little [1:02:32] while. Um I did finally got hold of [1:02:36] FEMA. I called every so often and just [1:02:38] kept getting voicemail saying we're not [1:02:40] here um due to the shutdown. They shut [1:02:43] their website down and everything. I [1:02:44] finally got a hold of someone last week. [1:02:46] Uh they're back. I did confirm with her [1:02:49] that everything is approved. They have [1:02:50] everything on from us that they need. [1:02:52] Everything's approved on their side. [1:02:54] Just waiting to release the money and [1:02:55] she couldn't say when they'll release [1:02:56] the money, but um so that's an update on [1:03:00] the AFG grant. Um [1:03:02] >> the city has paid that bill already, [1:03:04] right? We're just waiting for [1:03:05] reimbursement. [1:03:06] >> Right. Right. We paid the bill. Yeah. [1:03:08] >> It's called AFG grant. [1:03:09] >> AFG assistance to firefighter grant. [1:03:11] Yeah. [1:03:14] Um, so far no word from the Utah Outdoor [1:03:17] Recreation Grant we submitted for the [1:03:18] pickle ball court. Haven't heard from [1:03:20] them yet. I've checked and they haven't scored them or anything yet. So, [1:03:24] still I'm not sure what that timeline is [1:03:27] to hear on that one. Um, [1:03:33] we did also [1:03:35] uh submit for a trail grant to [1:03:38] Mountainland Association of Governments [1:03:40] um to complete this first segment of our [1:03:42] trail. Um, as a tech committee member, [1:03:46] we have been going through the tech [1:03:47] committee has been going through all of [1:03:48] those [1:03:50] grants. Uh [1:03:54] about a month or so ago, we went through [1:03:55] the um project idea re um presentations. [1:04:00] 44 projects were presented to MAG. They [1:04:02] have about 110 million to 120 million in [1:04:05] money this year. Uh on their it's their [1:04:08] two-year cycle. Um there were aboutund [1:04:10] and well at the time a little over $200 [1:04:13] million in projects submitted. Um we [1:04:17] went through the first round of what I [1:04:19] call project ideas. Um there were 44 [1:04:22] project ideas. Um those then got [1:04:26] feedback got presented to the TAC [1:04:27] committee. Um one of which we presented [1:04:30] after our trail. Um after that there was [1:04:33] feedback from the entirety of the [1:04:34] committee. 14 of those projects dropped [1:04:36] off the list. We met yesterday as a TAC [1:04:40] committee and went through the remaining [1:04:41] 30 in concept planning phase and we [1:04:44] ranked them. the staff has now ranked [1:04:45] them. Uh right now ours is ranked about [1:04:48] 19 of the 19 out of the 30. Um and it [1:04:51] just all depends on they're going to [1:04:53] send out the list. I'm going to try they [1:04:55] haven't sent out yet, but I'm going to [1:04:56] try and kind of estimate. We're about [1:04:57] right on the bubble of whether we get [1:04:59] funded or not. [1:05:00] >> Um or really close. So, um we'll see how [1:05:04] that goes. They also talked about maybe [1:05:06] breaking out a few trail projects [1:05:08] separate from road projects because [1:05:09] there's both trails and roads um and [1:05:11] transit. Um, so they talked about maybe [1:05:14] they do a kind of a trail package and a [1:05:15] roads package type thing. They're not [1:05:17] sure, but basically once they rank them [1:05:19] all, uh, we're going to meet one more [1:05:22] time next Monday just to make sure we're [1:05:23] okay with the ranking, see if we adjust [1:05:24] anything, and then it goes to the board, [1:05:26] which the mayor's a member of, uh, as a [1:05:28] recommended list, and then [1:05:30] >> the staff just starts allocating money [1:05:33] until they run out down the ranking [1:05:35] list. Uh, so we're we're right on the [1:05:38] boat. [1:05:39] >> You got my boat, Ted. [1:05:41] >> Oh, you're on the board. You're going to [1:05:42] be the one. [1:05:42] >> Yeah, you got to start [1:05:44] >> and making your calls to the other the [1:05:46] other mayors, right? [1:05:47] >> I have already started. [1:05:49] >> Yeah. Wonderful. Okay. [1:05:51] >> Perfect. [1:05:51] >> Um and then uh it seemed like we had one [1:05:55] other grant out there, but uh [1:05:59] >> water uh [1:06:00] >> Yes, sorry. Yeah. Uh Burgess Owens. So, [1:06:03] we did submit a grant to uh Burgess [1:06:06] Owens for a federal mark for a water [1:06:08] project. Um haven't heard anything back [1:06:11] on that one yet. I suspect it's going to [1:06:12] take a little while. Uh it's got to go [1:06:14] back for uh federal air mark. So we each senator is allowed to take 20 [1:06:20] projects [1:06:22] and no 20 or 21. 20 or 21. I think it's [1:06:26] 20. [1:06:26] >> Um so of the 20 that Burgess Olen's [1:06:29] office is taking for federal air, we [1:06:31] ranked four out of the 20. So there's a [1:06:34] shot we'll get something. Maybe not that [1:06:36] we requested. I think it's 2.4 four [1:06:38] million or 2.9. I don't know we'll get [1:06:41] the full thing, but but I there's a good [1:06:43] shot we'll get some for water [1:06:44] replacement. [1:06:45] >> Talked to him on Saturday and said, you [1:06:47] know, we're crossing our fingers. Please [1:06:49] do whatever we can. [1:06:50] >> Yeah. Yeah. I emailed him last week to [1:06:52] his representative, the one I've been [1:06:54] working with in his office and same [1:06:56] thing. Said that I was asking for an [1:06:57] update, but I never heard from me. [1:06:59] >> Yeah. [1:07:02] >> Wonderful. Okay. Then we will move to [1:07:04] the departmental reports unless anybody [1:07:06] has any questions for Ted on grants. [1:07:11] » Okay. Uh community development, public [1:07:13] works, and fire. [1:07:15] >> All right. So, uh public works and [1:07:18] community development. Um so, just an [1:07:20] update on our retaining wall out here. I [1:07:22] had two different geoteex come to look [1:07:24] at it for us. Uh one who lives in the [1:07:26] city and one that um Councilman John's [1:07:30] recommended. uh met with both of them [1:07:33] and they both came independently to kind [1:07:36] of the same assessment. Um the wall [1:07:39] seems to be fairly stable barring a [1:07:41] major event, an earthquake or something [1:07:43] like that. Uh mainly the the concern is [1:07:45] with some of the rocks are just [1:07:47] fracturing a bit. Not like falling [1:07:49] apart, but just pieces of them breaking [1:07:50] off. It's kind of that shelly stuff. Um [1:07:53] they both assessed we've probably got [1:07:55] about three to five years to you know an [1:07:58] estimated timeline that we should think [1:08:00] about replacing it within. Uh so it's [1:08:02] nothing urgent, nothing uh like [1:08:04] immediate that was a a huge concern to [1:08:06] them, but uh suggested we start [1:08:09] budgeting and within the next 3 to 5 [1:08:10] years replace it with something a little different. So and they gave some [1:08:16] estimated pricing and stuff like that. [1:08:17] So, we'll talk about it maybe at the [1:08:19] staff level and just see uh put together [1:08:21] some prices and see what we want to [1:08:22] start doing. Come back with some ideas [1:08:24] on what we start setting aside to to [1:08:26] budget for the wall maybe to replace the [1:08:28] next three years. [1:08:31] >> Great. [1:08:32] >> Um so also I wanted to ask uh just two [1:08:38] more things. Sorry. Um [1:08:41] we got an email yesterday. So, as you [1:08:43] know, the county is redoing the [1:08:44] roundabout. Um the timeline of it [1:08:46] slipped a little bit. It may or may not [1:08:48] happen this summer. [1:08:49] >> Their plan was to make it happen this [1:08:50] summer, but [1:08:52] they're getting to a point where they [1:08:54] think they're probably they've still [1:08:55] going to work through rightway issues [1:08:57] and that's what may hang them up a [1:08:58] little bit. If they can't get through [1:09:00] those quick enough, uh they may end up [1:09:03] bumping uh a year. Um, however, I did uh [1:09:08] we've been working with their design [1:09:09] team and they asked me uh yesterday what [1:09:12] we would like for landscaping in the [1:09:14] roundabout. [1:09:16] >> So, I want to throw that out of the [1:09:17] council. Just you don't have to answer [1:09:19] now, but throw me some ideas. [1:09:22] Um, they said they're willing to put [1:09:25] back what we have now. Trees. They'll [1:09:26] put back the flag poles for sure. Uh, if [1:09:28] we want trees, they'll put trees back. [1:09:30] If we want more of a zeroscapes type [1:09:32] stuff, they'll put more zeroscape. Um, I [1:09:35] just knowing the issues we've had with [1:09:36] irrigation in that thing, I'm I'm [1:09:38] hesitant to put plants, but I'll do [1:09:40] whatever the city wants to do. The trees [1:09:41] do look nice, but we keep having [1:09:43] sprinkler breaks and stuff like that flood it, and I'm afraid it's [1:09:47] could, you know, potentially result in [1:09:49] damage to around the um [1:09:52] >> I think residents would prefer some sort [1:09:54] of greenery there because it is the [1:09:57] entrance to the city. Um, [1:10:00] >> it is woodland hills. [1:10:01] >> Yeah. [1:10:02] And so I think that they would [1:10:05] prefer that. Um, [1:10:06] >> but we could have a big granite mountain [1:10:09] with a big bronze elk on there. [1:10:13] >> Yeah. To remind us that we that used to [1:10:15] be [1:10:16] >> Welcome to Little Hills. [laughter] [1:10:17] >> I bet Summit Creek would pay for that. [1:10:19] >> I told Richard, [1:10:22] >> Bucky, did you hear me? [laughter] [1:10:26] » I saw his like this. [1:10:29] >> Sweet. Thank you, Bucky. [1:10:31] >> He did. He was bronze elk in the [1:10:33] roundabout. [1:10:34] >> A big granite mountain with a bronze [1:10:36] elk. [1:10:37] >> The new roundabout. [1:10:38] >> I think it's only about 60 grand. So [1:10:40] >> that's it. [1:10:41] >> So there are a few things they're looking at in type stuff. [1:10:45] >> If we want a bronze elk [1:10:48] >> or I suggested I told Richard and Glenn [1:10:50] we could put statues of them in the [1:10:51] roundabout to commemorate there. [1:10:53] >> Yeah. [1:10:54] >> Um or if we want a city entrance sign, [1:10:57] those will be costs that we'll probably [1:10:58] have to bear. They'll put them in, but [1:10:59] we'll have to provide them with things [1:11:01] that are kind of beyond what's there to [1:11:03] a limit. [1:11:04] >> Just tell them there's a big bronze elk [1:11:06] in there right now. [laughter] [1:11:10] >> Does that include any utility in there? [1:11:11] I know we have we have power in there [1:11:12] now. I'm guessing [1:11:13] >> we do have power and they're willing to [1:11:14] put power back in there to light the [1:11:16] flag poles and stuff like that. Uh [1:11:18] they'll replace all that. They'll [1:11:19] replace everything we have. Um if we go [1:11:22] too extreme beyond that, [1:11:25] >> yeah, [1:11:25] >> you know, they'll want us to to bear [1:11:27] some of the uh And I'll also end up [1:11:29] signing a interlocal agreement with them [1:11:31] that to maintain it again like [1:11:33] >> which is fine. [1:11:34] >> What's the just out of curiosity um [1:11:38] what is [1:11:41] like a standard protocol for visibility [1:11:43] over a roundabout? Like I've noticed a [1:11:45] lot of the roundabouts like the newer [1:11:46] ones in like Spanish they're basically [1:11:49] real lowle like so you can see on you [1:11:51] know all the different cars coming in [1:11:53] and out. Ours is a little bit taller and [1:11:56] narrow, [1:11:56] >> right? But ours is a little bit taller [1:11:57] where, you know, [1:12:00] >> you don't see the the And I don't know [1:12:01] if that's good or bad. Like, do they [1:12:03] like for for like headlight glare and [1:12:05] things like that to knock that down? Is [1:12:07] there like a standard thing that they [1:12:10] prefer to see inside of a roundabout? So [1:12:12] there's there's I don't know there's [1:12:13] like a a a [1:12:17] when you're looking at the technical [1:12:18] design of a roundabout. I don't know [1:12:20] that comes up in the technical design, [1:12:21] but there is some theory out there that [1:12:24] when you have trees like ours and you [1:12:26] can't you limit that visibility through [1:12:28] the roundabout, people tend to be more [1:12:29] cautious [1:12:30] >> because they can't see through the [1:12:31] roundabout. So they slow down more [1:12:33] >> to look for oncoming traffic. [1:12:36] um having the taller walls and that it [1:12:38] does create some of Spanish Forks. Um I [1:12:42] did talk to so the engineers that are [1:12:44] designing this one have also done some [1:12:45] of Spanish forks. So I talked to about [1:12:47] maybe they've done one down there that's [1:12:48] kind of a rock [1:12:49] >> instead of concrete. The reason they did [1:12:52] that is because if someone crashes into [1:12:53] it, it's much easier to replace a rock [1:12:54] than a concrete wall, [1:12:56] >> right? So there's kind of mixed um [1:13:00] reviews on on what you do as far as [1:13:02] height and what the material is. Um I [1:13:05] don't know that's really engineering [1:13:06] technical stuff as it is more of um when [1:13:08] they're looking at safety um [1:13:12] replaceability aesthetic stuff like [1:13:14] that. [1:13:14] >> I just wondered I've always wondered [1:13:16] like [1:13:16] >> I know some people don't because you [1:13:19] can't see through. So I do hear reports [1:13:21] back I wish we didn't have those so we [1:13:22] could see through there but [1:13:23] >> but when you talk to some of the [1:13:24] designers around about they say it's [1:13:26] actually not a bad thing because it [1:13:27] slows people down more. [1:13:28] >> Yeah. Do we think that um I don't know [1:13:31] Sherry you're online but if PTR would [1:13:34] look at the possibility of of how we [1:13:37] would like to to have that if it's [1:13:40] changed at all but also maybe a campaign [1:13:43] to um get donations for that statue of [1:13:47] some sort. I think that citizens would [1:13:50] think that was a cool idea and and maybe [1:13:53] some of our um some people would want to [1:13:56] donate extra and some people would want [1:13:59] to donate a little bit, but I think that [1:14:01] would be a worthy ask from the parks and [1:14:04] trails committee. [1:14:07] >> Okay. [1:14:10] And we do have some sculptors in town [1:14:12] that might [1:14:14] >> That's who I want one from. But that'll [1:14:15] be [1:14:16] >> they might they might be willing to give [1:14:19] us the friends and family discount. [1:14:22] >> Yeah, you're still paying for bronze. [1:14:23] >> Well, yeah, you're still paying a lot of [1:14:24] money, but it might not be 100,000. [1:14:26] Maybe it's only going to be [1:14:28] >> 40,000. [1:14:29] >> So, I have spoken with Mark already on [1:14:31] front. Um, and well, I've most mostly [1:14:33] spoken to his wife because she's the [1:14:35] business end. [1:14:36] >> Yeah. So he has an eagle, a bald eagle [1:14:39] that is called Liberty and it stands [1:14:42] about 6 feet tall and so it's kind of an [1:14:45] eagle flying, you know, a lot of time [1:14:47] come in. [1:14:49] >> Well, elk is kind of in Elk Ridge, [1:14:52] right? And so there's been thoughts on [1:14:54] maybe not an elk simply because our [1:14:57] neighboring city is Elk Ridge. Um, and [1:15:00] us it'd be a little presumptive, but [1:15:03] >> I don't think so. We're the ones that [1:15:04] get the elk at the round belt. Did you [1:15:07] see them there yesterday? They were [1:15:09] >> But has no elk. [1:15:10] >> If we get something that he's already [1:15:12] sculpted, there is a much lower price [1:15:15] cuz then all he has to do is cast in wax [1:15:17] and then take it to the refin the [1:15:19] >> okay [1:15:19] >> to the refinery and then he just has to [1:15:21] get it cast in bronze versus sculpting [1:15:24] something. So, if you're going to do a [1:15:27] mountain or boulder stack with an an elk [1:15:30] on it, that is a very very custom piece [1:15:35] and a bronze at that size. You're [1:15:38] looking potentially in the six digits, [1:15:41] >> right? So, we might have to look outside [1:15:43] of just a a local person. We might look [1:15:46] to the surrounding areas for other [1:15:49] sculpt. [1:15:49] >> You're talking [1:15:51] that they sell a lot of. [1:15:52] >> Yeah. If we go down to Home Depot when [1:15:54] that aluminum guy's down there, we could [1:15:56] really score big. [1:15:58] >> He's out in front of the steakhouse [1:16:00] usually. Yeah. By Home Depot, right? [1:16:02] Think of that guy. [1:16:03] >> We could get We could get a steak and [1:16:05] then check out the [1:16:06] >> He also sells little green men. That [1:16:08] would be fun. We could throw a few [1:16:09] aliens, [1:16:09] >> but I know there's a few sculptures. I [1:16:11] mean, a few cities have sculpture [1:16:14] sculptures in their city, and we could [1:16:15] maybe ask [1:16:16] >> the city that they have the [1:16:18] >> um Springfield has quite a few. [1:16:21] >> I [1:16:22] um at the entrance of of uh Snow Canyon. [1:16:26] I know I mean this is 15 20 years ago. [1:16:29] They spent about a million dollars on [1:16:31] the round about all the statues in the [1:16:32] middle of it [1:16:34] >> and they're like super custom bronze. I [1:16:36] know the developer that that worked that [1:16:40] through with the city. [1:16:42] the fire guys are just a fire tornado [1:16:44] that just [1:16:45] >> No, [1:16:49] I try not to cut you guys off too much, [1:16:50] but we're moving that helicopter. [1:16:53] >> We are moving on. [1:16:54] >> Sherry has her hand up. [1:16:55] >> Sherry, I'll let you talk here now. [1:16:57] >> I'm I'm as PTR, I'm willing to put a, [1:17:02] you know, a blurb out there on the [1:17:03] Facebook page what the community would [1:17:05] like to see just so we can get community [1:17:08] input. Um, [1:17:10] >> yeah. Yeah. [1:17:12] >> Yeah. [1:17:12] >> No, I think that would be great if uh if [1:17:14] you could before you send that, Sherry, [1:17:16] could you just send me the the the print [1:17:18] copy on that, the text that you want to [1:17:20] send out? [1:17:21] >> You bet. [1:17:23] >> Thank you. [1:17:25] Okay, perfect. [1:17:28] What do you got next? [1:17:29] >> Um Oh, see this page right here? You [1:17:32] guys just get comfortable. Um [1:17:36] just kid one last thing, and this is [1:17:38] nothing to make a decision on. just [1:17:40] wanted to see what the council's [1:17:41] appetite is for this um to see how far I [1:17:44] pursue it. But um [1:17:45] >> no, [1:17:47] >> there is there is a helicopter that's [1:17:49] for sale that's [1:17:51] >> So I've been looking into warning signs [1:17:54] um for our fire station. [1:17:56] >> So these would be warning signs that [1:17:58] would replace So right now we have these [1:18:00] a firet truck here sign a fire truck [1:18:02] down there. Uh they're just fire station [1:18:04] type signs. These are actually warning [1:18:06] signs that would activate when we come [1:18:10] in the station. There would be a button [1:18:12] we would hit that would flash those [1:18:14] lights to warn traffic were actually [1:18:16] leaving the station and then they would [1:18:19] be active for like 5 minutes, give us [1:18:20] time to get gone and then they and then [1:18:22] they deactivate. [1:18:23] >> That's a great idea. [1:18:24] >> Um so it requires a bit of an equipment [1:18:27] setup. Um it would be a couple of signs [1:18:31] and then you would need a repeater [1:18:32] because on one side it would have to [1:18:35] come as a they have to set up the [1:18:36] equipment in station for the button [1:18:38] everything the antenna that would then [1:18:39] talk but it can't reach the one sign so [1:18:41] it would have to have a repeater over [1:18:42] here that then reaches down to that [1:18:44] sign. I think this would be okay. Bottom [1:18:46] line is is we're roughly looking in the [1:18:48] neighborhood of probably 20 to 25,000 [1:18:50] set those up. Um, so nothing to make a [1:18:54] decision on, but I've just been working [1:18:56] with a guy to figure this out. Um, [1:19:00] it's always been, I think, [1:19:01] nerve-wracking, uh, for our department [1:19:04] when we're leaving because we get a lot [1:19:06] of people flying up and down these hills [1:19:08] and when we're leaving lights and [1:19:10] sirens, [1:19:12] um, sometimes, you know, it's hard for [1:19:14] people to catch their brakes when we're [1:19:16] coming out or we have to catch our [1:19:18] brakes. [1:19:19] >> It's such a blind spot. And it is a [1:19:21] blind spot. So it's kind of a a warning [1:19:23] system that would flash when [1:19:26] >> that when we hit [1:19:27] >> that makes sense. [1:19:28] >> Um so it would catch their attention. [1:19:29] Wouldn't be flashing all the time [1:19:30] because the problem with flashing all [1:19:32] the times that people get used to them [1:19:33] then they don't know when it's emergency [1:19:35] or not but they would flash when we're [1:19:37] hitting a button beating. [1:19:38] >> So the resident that's right there [1:19:41] across the street on the corner, he's [1:19:42] kind of extra happy. So where would [1:19:46] these signs be? Would they not be [1:19:48] [clears throat] on his property? [1:19:49] Hopefully. [1:19:50] >> So, they would almost be about where the [1:19:52] >> It's kind of grumpy [1:19:53] >> current sign is. [1:19:55] >> So, there's one up here. [1:19:57] >> It would be about where that sign is up [1:19:59] here. If you when you come down to look [1:20:00] at that fire station, [1:20:01] >> the one down here would actually go down [1:20:04] uh you know this house right here on the [1:20:05] corner has the driveway that comes out [1:20:06] kind of right on the band. It would go [1:20:07] kind of below his driveway down there. [1:20:09] >> Oh, [clears throat] okay. [1:20:11] >> Yeah, [1:20:12] >> I can talk to both of them. That'd be [1:20:13] good. And we'd have to put a repeater [1:20:15] right here in the corner of our city [1:20:16] facility to get the signal down to it. [1:20:20] And that was the guy I kind of went [1:20:21] through, but anyway, think about um [1:20:24] >> Yeah, I think because you could use it [1:20:26] for that for when you when eventually, [1:20:30] you know, for fire or ambulance or even [1:20:33] snowplow coming out because, you know, [1:20:35] those are big equipments, too. And [1:20:37] unless you see the light, you you know [1:20:40] and I [1:20:41] >> Okay. I backed out of my driveway one [1:20:42] time and Ben took me out. It was fun. [1:20:45] >> The snowplow. [1:20:46] >> Yeah. [1:20:47] >> I had to dive off in the ditch once Corp [1:20:49] was driving the big orange one day. [1:20:52] >> Yeah. [1:20:53] >> See, there's a difference between almost [1:20:54] and did. [1:20:56] >> Yeah. I flipped out and he was right [1:20:58] there and I went, "Oh, [1:20:59] >> that was John. That wasn't me. [1:21:02] >> That was you." [1:21:03] >> This has always been a concern. One one [1:21:05] accident, you know. I mean, the [1:21:07] [laughter] the challenge is when you're responding in an emergency, [1:21:11] you're going to help somebody. If we end [1:21:13] up in a wreck now, not only we not [1:21:15] helping that person, but we've created [1:21:16] another incident. [1:21:18] >> So, sometimes you got to look at the [1:21:20] value of money versus [1:21:22] >> value of life. So, [1:21:25] >> yeah, [1:21:25] >> I think that's all I got. [1:21:26] >> Perfect. [1:21:27] >> Thanks. [1:21:28] >> Okay, Wayne, planning commission and [1:21:31] code enforcement. [1:21:34] » All's good. [1:21:37] You've seen our new city offices out [1:21:39] here in the parking lot. [1:21:41] >> Yeah, I was wondering about those. [1:21:43] >> Um, that'll be our new mailboxes. [1:21:46] >> Um, [1:21:48] so [1:21:48] >> temporary mailboxes. [laughter] [1:21:51] >> We don't we don't we don't know when [1:21:53] those will be in effect though because [1:21:56] that might not be delayed. [1:21:57] >> It it's it there's several moving parts [1:22:01] to that. One is when the where the [1:22:02] county is going to start working on on [1:22:06] the roundabout down there and then the uh the demo of our current mailboxes [1:22:13] down there. The the new mail part of the [1:22:17] new mailboxes sufficient for our city [1:22:19] have been ordered. Uh Three Bridges has [1:22:22] ordered those. So, uh we're waiting for [1:22:24] their arrival. I would anticipate [1:22:27] sometime in the next couple of weeks. [1:22:29] They're willing to store them for us [1:22:32] until we have this container built out [1:22:35] and framed so that the mailbox is their [1:22:38] insert so that they will insert into the trailer. Uh once once the new [1:22:46] facility is available, those inserts [1:22:48] will come out and we'll move them down [1:22:51] to the new new facility. it'll already [1:22:53] be marked with names and addresses and [1:22:56] so forth. So, that'll take care of that. [1:22:59] We're um this is a container that was [1:23:03] over at the the salt shed and we was [1:23:07] being used for storage. We took all the [1:23:09] stuff out of it that's sitting out over [1:23:11] there. Some of it needs to be um more protected. We have a a smaller [1:23:18] container up at the uh um water tank and [1:23:23] tomorrow we're moving that to the salt [1:23:25] shed and will be used in to put maybe [1:23:27] some of these more environmental [1:23:29] sensitive things, lumbering [1:23:34] equipment. [1:23:36] >> Um how are we because it's anticipated [1:23:38] it's going to be very hot this summer. [1:23:41] How are we going to be cooling that [1:23:43] facility? Oh yeah, we needed Well, what [1:23:46] happened to my blanket? I'm saying I'm [1:23:47] freezing, too. [1:23:49] >> I didn't know that. [1:23:50] >> Oh my word. [1:23:51] >> Well, well, I got up to look at the [1:23:53] thing. [1:23:53] >> You got me a Thank you. [1:23:57] >> You're spoiled. It's because she's mayor [1:23:58] of pro temp. She gets everything. [1:23:59] >> No, no, no. It's just [laughter] I made [1:24:01] friends with them in St. George because [1:24:03] right there. [1:24:04] >> I know in here. Why are you with us to [1:24:06] see if we can fix it? But it's cold. [1:24:09] I want to know about the cooling system [1:24:11] of this as people, especially those who [1:24:14] have to walk in all the way to the back [1:24:16] and and get their mail out. How are we [1:24:18] going to keep that temperature not [1:24:20] getting extra hot? [1:24:21] >> I I would think with the with the [1:24:25] >> or not [1:24:26] >> with the 30 m 30 seconds that it takes [1:24:28] them to walk into that facility, they [1:24:30] can keep their car running and jump [1:24:32] right back into air conditioner car. [1:24:34] Mhm. [1:24:34] >> Uh if need be to, we could probably put [1:24:36] a fan, just a a air fan in there. [1:24:39] >> We have a circulation fan, and if [1:24:42] [clears throat] it really gets to that [1:24:43] point, we will figure something. [1:24:46] >> We need to put some roof vents. That [1:24:49] would make it [1:24:50] >> there. There's already a vent in there [1:24:52] for in uh on on the corners for [1:24:56] circulation. [1:24:57] >> I can donate. I have a big fan. [1:24:59] >> We just don't want anybody calling [1:25:00] Dudson saying, "Hey, [1:25:04] the city has is doing something and [1:25:06] there will be cameras on it as well. [1:25:08] >> Yes, cameras we know cameras. [1:25:09] >> So, a suggestion's been made that we uh [1:25:13] have a little city contest. Think about [1:25:15] it uh for uh kids and artists to draw to [1:25:20] tag the the container somewhere or [1:25:23] another and then maybe have [1:25:25] >> have a judgment of it and award somebody [1:25:28] >> name the temporary mailboxes contest. Is [1:25:30] that what you're talking about? [1:25:31] >> No. to the [1:25:33] >> Oh, to like spray painting, graffiti. [1:25:35] Yeah, [1:25:36] >> however they would want to end up on [1:25:38] Jod's G. Urban Art. [1:25:40] >> No. [laughter] [1:25:42] >> Well, I was thinking of also another [1:25:44] option would be to have it tagged in a [1:25:49] more professional way with regards to [1:25:52] our America 250. [1:25:54] >> Oh, that might be fun. [1:25:55] >> Um, so maybe a big huge flag, an eagle, [1:25:58] big two something. But maybe what we do [1:26:00] is we have a submitt on the design of it [1:26:05] versus the actual tagging. [1:26:07] >> Yeah. [1:26:08] >> But sometimes that might be a good idea. [1:26:11] >> Keep that in mind with as we go forward [1:26:13] >> with any ideas. [1:26:17] [clears throat] [1:26:18] >> It's all container so we can kind of do [1:26:20] with it as we want. [1:26:22] >> Yeah. There's probably a few people. I [1:26:24] mean I'm trying to think of the mayor [1:26:26] who does this. Um and because they were [1:26:29] getting so many people tagging around [1:26:31] the city and instead he went to him and [1:26:35] said, "Hey, um if you'll stop this and [1:26:38] clean up, each of you can have can put [1:26:41] in your tagging." And they would do one [1:26:44] section every month and the person will [1:26:46] come and do it and and so that they [1:26:48] still had an outlet for tagging, but [1:26:50] they were chosen then so that they [1:26:53] wouldn't do it somewhere else. But I bet [1:26:55] you there's somebody who who's good at [1:26:56] it. We could use a salt shed for [1:26:58] something like that. [1:26:59] >> No, we're not tagging the buildings. [1:27:02] >> Well, it's right next to the golf [1:27:04] course. Maybe they would appreciate [1:27:05] >> We're not starting that [1:27:07] >> on on code enforcement. Uh there's we've [1:27:11] got three complaints and one's resolved [1:27:14] and we're working on the other two. So, [1:27:16] just for your information, [1:27:17] >> have we sent them through the the new [1:27:19] form? [1:27:20] >> No. [1:27:22] >> Okay. Let's send them through the new [1:27:24] form. [1:27:24] >> We're working on that. [1:27:25] >> Perfect. I'm [1:27:26] >> not doing it. [laughter] [1:27:29] >> Okay. Thank you, Wayne. [1:27:31] >> Okay. Uh, mayor and city council [1:27:33] reports. Um, [1:27:36] personnel. Um, everything is going well [1:27:39] and I do have an update. We'll actually [1:27:40] I'm going to request that we go into [1:27:42] close session for personnel u matter. Um [1:27:46] legal update really there isn't too much [1:27:50] um beyond your question during the [1:27:52] financials there Steve is we are [1:27:55] currently covering both sets of [1:27:57] attorneys and thus that number is so [1:27:59] high um and we're looking at that [1:28:01] strategically in a number of different [1:28:02] ways potentially. So [1:28:05] um Council Member Hutchings Planning [1:28:07] Commission. [1:28:12] » Sorry about that. Um, so with the [1:28:14] planning commission, [1:28:16] Wayne, you're supposed to take care of [1:28:17] that for me. I don't think you did. [1:28:20] Um, [1:28:22] they the the planning commission talked [1:28:24] about the conditional use um for three [1:28:29] bridges for the um [1:28:32] uh the rock crushing and and the the [1:28:35] sifting of the of the material. Um, and [1:28:38] they recommended to go ahead and and [1:28:40] pass that on to us. again we had that [1:28:42] discussion already. Um and they talked [1:28:45] about [1:28:48] oh the [1:28:52] um [1:28:54] the plat the new plat uh for the Summit [1:28:58] Creek. Um [1:29:02] and I believe I believe that was pretty [1:29:04] much it. Uh so that's all I've got for them. [1:29:09] >> Wonderful. Um, I actually forgot. Uh, I [1:29:12] do have Aaron here for emergency [1:29:14] management. [1:29:17] I guess I have four items to share with [1:29:19] you guys. [1:29:24] Uh, today I was at the county EM meeting [1:29:27] and we listened to the [1:29:30] um the National Weather Service [1:29:33] representative. um he's giving us an [1:29:35] update in regards to forecasts of this [1:29:38] summer's potential weather to expect and [1:29:41] particularly in relationship to our fire [1:29:44] risks. Um he said that um we are we've [1:29:49] already had in the past 6 months the [1:29:51] highest record temperatures in our [1:29:53] history. So, [gasps] [1:29:56] it's translated into a very low snow [1:29:58] melt a snow um pack and which right now [1:30:03] our water that we've got in the city in the state is actually not bad. The [1:30:06] problem is the snow melt that usually [1:30:10] comes in May, June, July is not going to [1:30:12] be there. And so they're expecting [1:30:16] particularly for this area here, June [1:30:17] and July will be the above normal fire [1:30:21] activity that we should be aware of in [1:30:26] we already knew that was probably going [1:30:27] to be the case, right? So I'm just kind [1:30:29] of [1:30:32] selling it to the choir. But what I want [1:30:34] to propose is a fire drill that our city [1:30:38] has citywide. Not that we actually leave [1:30:41] the city, but we act like we're going to [1:30:45] and don't. Um, that we test our [1:30:48] communication system with uh the general [1:30:50] public. We test the ability of them to [1:30:52] be able to respond back to us, letting [1:30:54] us know that they're evacuated. [1:30:56] Um, and then test our internal staff on [1:30:59] how they're going to react to it by [1:31:01] setting up our EOC system and testing [1:31:03] everybody's skill levels and be able to [1:31:05] do that. So, I'm proposing a date of [1:31:08] June 20th. It's a Saturday 10:00 a.m. [1:31:11] and I don't know if there's a conflict. [1:31:15] >> Not on the city calendar that I'm aware [1:31:17] of. No, no events or anything. [1:31:20] >> Okay. [1:31:21] Um if that's okay. [1:31:23] >> Is that Father's Day weekend? [1:31:25] >> That's what I'm thinking. [1:31:27] >> First is Father's Day. [1:31:28] >> Yeah. [1:31:28] >> But sometimes people go out of town, but [1:31:31] it's all right because they would they [1:31:32] would notify that they're not in town. [1:31:34] >> This is Father's Day, not Mother's Day. [1:31:36] We'll be fine. [1:31:37] >> Yeah. [1:31:39] >> [laughter] [1:31:41] >> Come on. [1:31:42] >> There's lots of [1:31:44] >> So, if you guys agree to that, I've got [1:31:46] >> coordinate with our staff cuz if he's [1:31:47] gone, that's not going to be good. [1:31:49] >> Yeah. Let's Let's bring this to staff [1:31:52] meeting on Monday. [1:31:53] >> Okay. [1:31:54] >> There's a lot of planning we got to do. [1:31:55] >> Yeah. Okay. So, you guys go that then [1:31:57] I've got a timeline to get things done [1:31:59] by so that we can prepare and do the [1:32:01] best results. But even if people are out [1:32:02] of town, that's part of the process is [1:32:05] be them being able to send a [1:32:07] notification. I am not home. [1:32:09] >> Correct. And that's what I expect to [1:32:10] happen. And I want to coach people to [1:32:11] let us know that yes, they're in Hawaii [1:32:13] on vacation. Don't worry about them. [1:32:15] Their house is empty and things like [1:32:17] that. Um so that was [1:32:20] >> although they might want you to save [1:32:21] their chicken. [1:32:23] >> That's possible. Yeah. [1:32:25] for we might want to talk about, you [1:32:27] know, that in our staff meeting, how we [1:32:29] might help people with their animals. [1:32:32] >> Um, then [1:32:35] give you an update on the generator. I [1:32:37] might have found a way to save us [1:32:39] $20,000 on that. [1:32:41] Say, [1:32:42] >> yay. Yay. Yeah. [1:32:44] >> Um but it would require us to hardwire [1:32:47] the generator to the building um to be [1:32:51] able to shortcut that $20,000 cost [1:32:53] because part of the $20,000 cost was a [1:32:55] stupid coupling. [1:32:57] >> And hard wiring I found out is actually [1:32:59] just as um um good and a lot cheaper. [1:33:03] Just requires us to have a a qualified [1:33:05] electrician do the wiring, which we kind [1:33:08] of know a few of those. At least one. [1:33:09] >> We know a few of them. [1:33:10] >> Yeah. So, I was going to pursue that and [1:33:13] give you guys a new update on that on [1:33:14] the next city council meeting. So, you [1:33:15] guys can say, "Hey, we're good with [1:33:17] saving 20 grand and we'll move forward [1:33:18] with the other expenses." [1:33:20] >> Okay. [1:33:22] >> Um and then also I mentioned last uh [1:33:24] council meeting that I told you there [1:33:25] was a service that the county has. It [1:33:27] tells us about what happens to um [1:33:31] during a major disaster where a facility [1:33:33] down in the valley catches a fire and [1:33:35] blows up and then the plume has [1:33:37] accumulated. [1:33:38] uh just let you know I got access to [1:33:40] that today. So we'll be able to take a [1:33:42] look at that service and see which [1:33:44] businesses are within a certain range of [snorts] hills that could affect us [1:33:48] and if there's none then I'll check that [1:33:51] off. [1:33:52] >> The other thing is if there's a if there [1:33:54] was a chemical spill on the freeway or [1:33:56] even in highway 6 sometimes those plumes [1:33:58] can come up and over as well depending [1:34:01] on the jetream. [1:34:02] >> Okay. So uh just giving you the updates [1:34:05] on those things. I think there's [1:34:07] >> you want to mention the earthquake. [1:34:08] Yeah. [1:34:09] >> Um yeah, I was going to mention that in [1:34:11] the earth in the emergency manager [1:34:13] meeting this morning saying that we we [1:34:14] activated our EOC for a 2.5 [1:34:17] earthquake. [laughter] [1:34:18] >> I know our EOC was everybody texting. [1:34:21] Did you did you fill that? Did you fill [1:34:23] up? [1:34:24] >> Um yeah, we talked about it. This is at [1:34:27] the county level, but everybody kind of [1:34:28] laughed at me. So [laughter] [1:34:32] » I had sent a text to them all. Did you [1:34:34] guys just fill that? They're like, "No, [1:34:36] >> they were laughing at you, too." So, [1:34:37] >> I know, [laughter] [1:34:38] >> but it it's a good wake up call for [1:34:40] those who um have never felt an [1:34:42] earthquake. If they did feel it, it's [1:34:44] kind of cool. But [1:34:44] >> and heard it coming from it was a [1:34:46] hearing. [1:34:46] >> Coming from California, I don't [1:34:48] recognize anything unless it's over [1:34:49] four. [1:34:50] >> Same. [1:34:51] >> Yeah. [1:34:52] >> But I did think of you when everyone [1:34:53] texted on the board. [1:34:55] >> I'm like, Aaron's going to like this. [1:34:57] >> Yeah, I [laughter] saw it. [1:34:58] >> What was funny is there were a few [1:35:00] people that were a little dramatic about [1:35:02] it on Facebook and I just kind of [1:35:04] chuckled. I'm like, you know, my house [1:35:06] just made a weird noise. [1:35:08] >> Okay, [1:35:08] >> that was about it. [1:35:09] >> Any other questions? That's my four [1:35:11] things. [1:35:12] >> No. [1:35:13] >> All right. [1:35:14] >> Okay. Council member Johns, public [1:35:16] safety. [1:35:17] >> Um, yeah. So, we we had a meeting just [1:35:20] before the previous council meeting. Um, [1:35:23] and, uh, that was just before the Maple [1:35:25] Days as well. So, just talking about the [1:35:27] events coming up this this year. Um, [1:35:30] just making sure that we're ready with [1:35:32] different needs. [1:35:34] Nothing too exciting on that front. Um, [1:35:37] this this Saturday though, we do want to [1:35:39] let everybody know we're doing the fire [1:35:41] and EMS expo. So, that will be down at [1:35:44] the park. Uh, we will have lifelight [1:35:46] helicopter. We're going to be doing a [1:35:49] demonstration on some of the jaws of [1:35:50] life and some of those tools and things [1:35:52] like that. So, it's going to be a [1:35:54] >> starts at 11. [1:35:55] >> Uh, 11, right? [1:35:56] >> 11 to two. [1:35:57] >> 11 to one. [1:35:58] >> 11 to1. [1:35:59] >> No, I have 11 to two. [1:36:00] >> 11 to two. [1:36:00] >> That's so you can help clean up. [1:36:02] >> Yeah. Okay. Yeah, [laughter] [1:36:04] I thought it was a lemon one, but some [1:36:06] people might see [1:36:08] >> Dan's been doing advertising and he's done some really cool graphics and [1:36:12] stuff for it. So, [1:36:13] >> yeah, [1:36:14] >> fun. [1:36:14] >> Yeah. [1:36:16] >> So, we'll we'll have some lunch. We [1:36:17] should have enough lunch this time, too. [1:36:19] And [1:36:19] >> yeah, last year we ran out of food. [1:36:20] >> Hot dogs and chili. [1:36:22] >> Yeah, sweet. [1:36:23] >> Um, [1:36:24] >> which is crazy. [1:36:26] >> So, part of that and and this will be [1:36:28] really good for the residents um [1:36:30] springboarding off what Aaron was [1:36:31] talking about. It is a dry year. We've [1:36:33] already had a lot of um brush calls, [1:36:37] wildland calls. Um and it's probably [1:36:39] just going to be a dry summer. So um we [1:36:43] want we're going to have a signup booth [1:36:46] where anybody can can get a what are we [1:36:49] calling it? Consultation appointment [1:36:51] with with the fire department so that we [1:36:53] can come and assess your property, just [1:36:54] make sure it's safe. Not in any sort of [1:36:57] a violation catchway, but a hey, how can [1:37:00] we help you improve? what kind of ideas. [1:37:02] So, so, um, we will have that and we [1:37:05] would encourage everybody to get their [1:37:07] neighbors out because the more of that [1:37:08] we can do, it's good for all of us. So, [1:37:11] >> and I know there's several several [1:37:12] people in town, especially some youth, [1:37:15] who have advertised that if you get your [1:37:17] assessment, they'll come in and and you [1:37:20] can pay them relatively uh [1:37:23] >> affordable to get that mitigation work [1:37:26] done. and and we might encourage some of [1:37:28] those who have posted to be near there [1:37:31] so that they can hand out their flyer. [1:37:34] >> Yeah, if anybody knows of those that would be great. So [1:37:39] yeah, [1:37:40] >> you think you can have we can set up [1:37:41] some room for them to put their flyers [1:37:43] up, especially for the youth. Um but [1:37:46] even like Preston [1:37:48] not not a not a bad idea. I mean a city [1:37:50] our our wildland crew does it. Um, we've [1:37:53] got youth and we've got Preston and some [1:37:55] other people that might be willing to do [1:37:56] that. And we can set up a table. That's [1:37:59] a really good idea, Carrie, to set up a [1:38:01] table there that they can kind of give [1:38:04] them contacts. [1:38:06] >> Yeah, I think that'd be a great idea. [1:38:09] So, we're we're just hoping we can get a [1:38:11] real heavy community involvement just [1:38:14] because it will will be [1:38:15] >> maybe one other thing to mention as part [1:38:17] of that is many of you know the state [1:38:19] has put out a new severity map uh to [1:38:22] determine if you your house is actually [1:38:24] located in an extreme wildland area. Um, [1:38:29] we'll have a computer up there. We can [1:38:31] pull up an address and show people where [1:38:33] they're at or what the state, now once [1:38:36] again, this is a state map, not a city [1:38:37] map. Uh, what they have assessed their [1:38:41] area to be in extreme. We're all in a [1:38:44] fairly severe, but a portion of the city [1:38:47] is extreme. So, people could look at [1:38:48] that and see what kind of how that [1:38:50] affects them. As you know, House Bill [1:38:51] 48, they're going to start charging a [1:38:53] fee for those that are in extreme [1:38:54] wildland areas. Uh the fee has been [1:38:56] delayed till 2027 now, but um [1:39:00] [clears throat] but we can show them on [1:39:01] the map and show them how to get to the [1:39:03] map. Uh that way they can know and then [1:39:05] we can look at uh like Steve said [1:39:07] consultation with them [1:39:09] >> to figure out what they do at their [1:39:10] houses and stuff like that. [1:39:11] >> Well, and also some of those because [1:39:12] those maps are out, there have been some [1:39:15] insurance companies who have looked at [1:39:17] the map and then made changes to [1:39:19] insurance based on those maps that have [1:39:21] nothing to do with the city. It is those [1:39:23] state maps. And so that might be another [1:39:26] way we can inform the residents um of [1:39:30] why their insurance company may be [1:39:31] talking to them about the wildland [1:39:34] interface ordinance and this new state [1:39:36] law. [1:39:36] >> A lot of people are aware of it because [1:39:38] I've gotten lots of inquiries about it. [1:39:41] >> Yeah. [1:39:41] >> We can show them how to look it up and [1:39:43] show their house, that kind of stuff, [1:39:44] too. [1:39:45] Oh, well, some residents think that that [1:39:47] map is the city's map and I've been [1:39:49] telling them, "No, it's a state map, but [1:39:51] we we need to just maybe that would be a [1:39:54] way for them to maybe understand it a [1:39:56] little better." [1:39:58] >> What was that answer? [1:39:59] >> I'm curious if there is any anything [1:40:01] that needs to be done at the park [1:40:03] regarding, you know, do we need to clear [1:40:06] any areas? It could be a service [1:40:08] activity where people are learning [1:40:10] exactly how it's done, [1:40:12] >> how to look at it in conjunction with [1:40:14] this. [1:40:15] >> It's a great idea. In fact, that's [1:40:17] >> Yeah. [1:40:17] >> Perfect. [1:40:18] >> Yeah. I I think that's a great thing and [1:40:20] maybe that's something we can we can [1:40:21] merge with the uh uh with Sher and your parks and wreck stuff because um I [1:40:28] think there's plenty of opportunity that [1:40:30] we could do like clearing training and [1:40:32] things like that. There was a ward that [1:40:34] was going to do some clearing and [1:40:36] cleaning up right before um the maple [1:40:38] festival, but then it snowed. [1:40:40] >> Well, we were still there. [1:40:43] >> They were still there in the snow. [1:40:45] >> All right. Good job. [1:40:46] >> It was [1:40:46] >> It [laughter] was a I wondered. [1:40:48] >> Yeah, they still went. [1:40:50] >> Yeah. Square Donuts, I think, or [1:40:51] something. [1:40:52] >> So So bottom line is there will be [1:40:54] something for everybody. I mean, even if [1:40:56] you're an adult, we'll we'll give you a [1:40:58] chance to run some hoses and see what [1:41:00] kind of water pressure there is and, you [1:41:03] know, drag some things around and it's really pretty fun. So, [1:41:08] >> we're going to have extrication tools up [1:41:09] there this year. [1:41:10] >> Yeah. [1:41:12] >> I'm going to provide vitals. [1:41:14] >> Oh, yeah. Yeah. And Aaron's going to [1:41:16] check your vitals, make sure you're [1:41:17] alive. Maybe it would be good to have [1:41:18] some of those reels from the fire [1:41:20] department and the mayor and stuff to [1:41:22] put on social media so people know that [1:41:24] it's that there's more things this year [1:41:27] than maybe we've had in the past. [1:41:29] >> I feel a TED video coming on. [1:41:31] >> Yeah, a TED video would be good. An [1:41:33] errand video. [1:41:33] >> You were very popular last time. [1:41:36] [laughter] [1:41:38] >> It's hard to be a star. Just is. [1:41:41] >> It's a lifestyle. [1:41:42] >> Yeah, likes to be. But I think that that [1:41:44] engages the citizens when we have those [1:41:46] little videos out and you know and and [1:41:48] then being able to reach out and say, [1:41:50] "Hey, if you're if you're one of the [1:41:52] kids in town that's helping with [1:41:53] mitigation work, we have a tape for [1:41:55] you." [1:41:55] >> Yeah. Yeah, that's great. [1:41:56] >> You know, just a few different videos. [1:41:58] So, we only got a few days to help get [1:42:01] you [1:42:02] >> so that you [laughter] [1:42:03] actually I don't really like being on [1:42:06] camera, but it was much uh easier. I [1:42:09] could explain more went quicker because [1:42:12] I'm I'm not a typer. That's why I don't [1:42:14] do a lot of social media and all that [1:42:15] kind of stuff. [1:42:16] >> Talk about that. [1:42:16] >> That's why I'm always not my TED talk [1:42:18] into the newsletter before it goes out. [1:42:20] >> I got nothing for the newsletter so far. [1:42:21] Nobody said [1:42:22] >> so. So So we have three days. [1:42:24] >> We got two more days. [1:42:26] >> So we have three days until till it [1:42:28] happens, right? So if we if Ted did a [1:42:30] video and Steve did a video and Dan did [1:42:33] a video, that would give us three days [1:42:36] of videos on getting people there. [1:42:38] >> Sure. Is is the emergency manager [1:42:40] allowed to put anything in the [1:42:41] newsletter for her? [1:42:42] >> Absolutely. [1:42:43] >> Well, maybe Janet. [1:42:45] >> Yeah, you just you just email it to me. [1:42:48] >> Okay. [1:42:49] >> We we always need more content. We're [1:42:51] always looking for content. [1:42:52] >> Okay. I got two days. [1:42:54] >> Perfect. [1:42:55] >> Okay, John. [1:42:55] >> Well, I got two days to get the [1:42:57] newsletter done. So, [1:42:58] >> man with two first names. [1:43:00] >> Yeah, that's [laughter] right. [1:43:00] >> Yeah. The man with two first names. [1:43:02] >> Wonderful. Janet. [1:43:04] >> Janet. Um, so I don't have anything [1:43:08] submitted for the newsletter yet. And [1:43:11] who who has this month? Brian, [1:43:16] you may [1:43:19] [laughter] [1:43:21] >> I have a sticky note with everybody on [1:43:23] there, so it's you. [1:43:26] >> Thanks. I [1:43:28] >> I got a couple, too. [1:43:30] Um, so Brian and Aaron are getting [1:43:33] things in today tomorrow. And [1:43:36] >> yeah, and Ted and Wayne. [1:43:39] >> Well, I can't do both the video and [1:43:41] >> Yes, you can. Yes, [1:43:43] >> cuz the newsletter is turning into a [1:43:45] vlog. [1:43:49] » PTR, we we haven't met. Sher sent me a [1:43:53] big old text and I was picking my dog up [1:43:57] from the dog hospital. So, [1:44:00] um I'll have to look at it. Um and then [1:44:04] just on events, we have a couple of [1:44:06] possible we have a couple of names for [1:44:08] possible new chairs for Woodland Hills [1:44:10] Day. So, we're just um in the very [1:44:12] beginning, I'm going to reach out to [1:44:14] those people in the next couple of days [1:44:16] and see if they're interested and that [1:44:18] if I can get somebody hook, line, and [1:44:20] sinker, a good couple that would help. [1:44:22] Um, the Lowe's will be the senior couple [1:44:26] that's over with Woodland Hills days and [1:44:28] this new group will be [1:44:30] >> if if you need some suggestions. There's [1:44:32] a couple that I have that might [1:44:33] >> just text them to me. Um, I've I've got [1:44:37] six names, I think, so far, like three [1:44:39] couples. Um, and I like to have three or [1:44:41] four. So, I usually get turned down a [1:44:43] few times. So, so that would be good. [1:44:46] Um, you know, and I thought about [1:44:48] putting it out there on social media, [1:44:50] but we we try to pick people that we [1:44:53] know have have done things or helped in [1:44:55] the community or have an interest to [1:44:58] serve. We we kind of do that and try to [1:45:00] get different parts of the community. [1:45:02] So, I'm trying to not get people that [1:45:04] are in my area. Um, so we're looking we [1:45:09] one of the names is from Summit Creek. [1:45:11] So, that would be really good to have [1:45:12] some Summit Creek involvement. [1:45:14] >> [clears throat] [1:45:15] >> So, yep. And, um, I think that's all [1:45:18] that I have. Sher, if you have something [1:45:21] you wanted me to [1:45:24] >> add [1:45:25] because I did not read all of your text, [1:45:28] but anyway, I think we're good. [1:45:31] >> Okay. Uh, Council Member Malich, [1:45:34] legislative updating. [1:45:35] >> Legislature gave us a I mean, April off, [1:45:38] but they're on full force for May. Um, [1:45:41] May 6th is kind of a big deal. that's [1:45:43] when all they can all open their bill [1:45:45] files for next year. So, um there is [1:45:48] something that the mayor um gave me to [1:45:51] ask uh if we might potentially um look [1:45:54] into some legislation. So, we're still [1:45:56] working on that and as if it happens, [1:45:58] I'll let you know. Um also, um May 6th [1:46:03] is the date that all of uh the things [1:46:05] some of the things that were passed [1:46:07] during this last legislative session go [1:46:09] into effect. And I'm just going to say a [1:46:10] couple of them that affect our city. One [1:46:12] is was House Bill 33, political sign [1:46:15] amendments. We can't prohibit u people [1:46:18] from posting on park strips and that we [1:46:21] have to have a designated area um for [1:46:24] some signs. And then also um is that on [1:46:29] >> if they remove city? [1:46:30] >> Uhhuh. And if they remove some signs, [1:46:33] there's needs to be a place for them to [1:46:35] deposit them on city at the city so that [1:46:38] they can pick them up later because [1:46:39] they're very expensive. Um, we do know [1:46:41] that there is a primary election in [1:46:43] several of the races that our residents [1:46:46] will um will um participate in. One will [1:46:51] the primary will be um the congressional [1:46:53] race [1:46:55] between Celeste Malloy and Phil Lyman. [1:46:58] And then we also have a state school [1:47:00] board race that is also in a primary. [1:47:03] Um, another one is local government [1:47:06] fees, house bill um 425 [1:47:09] that uh if we choose to do a [1:47:11] transportation fee now we are able to [1:47:13] after May 6th. Um there's several with [1:47:16] regards to truth and taxation and [1:47:18] property tax adjustments. Um of course [1:47:22] um truth and taxation has to be a [1:47:24] standalone date now. can't be with [1:47:27] anything else, but there are several [1:47:28] that have to do with that. Um, a [1:47:31] landscaping restriction amendment, House [1:47:33] Bill 215, we cannot prohibit the removal [1:47:36] of vegetation if they're in a wildland [1:47:39] urban interface area, WOOI area. Um, and [1:47:43] our whole town is, so there's some [1:47:44] things that may people may do. Um, [1:47:48] >> they can clearcut their lot if they want [1:47:50] and I can't say no. [1:47:53] Basically, that's what it's saying. Um, [1:47:56] House Bill um 535 is the debt that um [1:48:01] is um disposing of public property [1:48:04] modifications. So, we occasionally, [1:48:06] Brian, that's probably something that [1:48:08] you'll want to look into a little bit [1:48:09] more and make sure we're continue to be [1:48:11] in compliance with that. Um the other [1:48:15] the one thing that we need to look at is [1:48:17] SB232, [1:48:19] regulatory impacts on family. every um [1:48:22] piece of uh legislative [1:48:24] um materials we put out, we have to have [1:48:28] it show the impact to family health, [1:48:31] stability, and formation. And um the [1:48:35] league does have some language that they [1:48:38] suggest that every piece of legislation [1:48:41] that we put for has has a statement [1:48:44] attached to it. So, we might want to [1:48:46] look into that a little bit because we [1:48:48] need to put how that impacts families in [1:48:50] our area. Um, and then there's an online [1:48:54] marketplace SB 108 that municipalities [1:48:58] can't regulate operation of an online [1:49:00] marketplace except for with certain [1:49:02] conditions. So, if we have anyone in in [1:49:04] our city boundaries, there are others [1:49:06] that may not um that may not impact us [1:49:10] directly, but we need to be aware of [1:49:12] those. Um the other thing is the interim [1:49:16] meetings start again on May 20th and our legislative pol policy committee [1:49:22] meetings um start up again on June 1st [1:49:24] and uh I will be there. [1:49:28] >> So we uh and then there's a bunch that [1:49:30] will go into effect in the first part of [1:49:32] July, but those are the ones that really [1:49:34] affect us starting next week. [1:49:38] >> Carrie, on House Bill 33, we had some [1:49:40] discussion in our recorders meeting. [1:49:42] >> Uhhuh. And I just wanted to make sure so [1:49:45] I checked um [1:49:47] in certain areas of the city we do not [1:49:50] have sidewalks and that provision is [1:49:53] primarily for park strips as between the [1:49:55] road and the sidewalk. In those areas we [1:49:58] don't have a regulation to allow signs. [1:50:01] So [1:50:03] uh we don't have to follow that. [1:50:05] >> So four seasons is host. Four seasons is open game, but otherwise it doesn't [1:50:12] apply. [1:50:12] >> Only part of four seasons because they [1:50:14] only have sidewalks on [1:50:16] >> only [clears throat] only those. Oh, [1:50:18] poor houses. I think it would be I think [1:50:22] then it might be into our best interest [1:50:24] because um we want our citizens to be [1:50:28] well informed when they vote and if we [1:50:31] never have an opportunity for candidates [1:50:34] to except for in that area of town to [1:50:39] say who they are because going [1:50:40] doortodoor is really hard and as all of [1:50:43] you who who know have wanted to put uh [1:50:46] signs on Woodland Hills Drive and we've [1:50:49] asked asked a particular resident, can [1:50:51] we put it in your yard and yet it's 10 [1:50:54] ft back from the road and no one sees it [1:50:56] because by then we have snow andor [1:50:59] vegetation growing. We might want to [1:51:01] consider kind of something in in the [1:51:04] same idea, right, that we might [1:51:10] allow some things in the rightway for a [1:51:12] certain period of time prior to an [1:51:14] election. [1:51:14] >> I have adjusted that [1:51:16] >> we did do that for elections. There is a [1:51:18] second piece of legislation we do need [1:51:20] to also apply to the political signs, [1:51:24] >> right? [1:51:24] >> Um, and that was one of the conflicting [1:51:26] pieces in our last uh campaign cycle. [1:51:29] >> That's why I'm bringing it up. [1:51:30] >> Let's uh maybe we should look at that [1:51:33] because we will have um especially with [1:51:36] Congress, we will have those people [1:51:38] wanting to put some signs in our city. [1:51:41] >> Wayne, can you put that on your notes? [1:51:43] Thank you. [1:51:43] >> That was an interesting thing that [1:51:44] because we don't have a parking strip. [1:51:46] That was an interesting thing that came [1:51:47] out of that. [1:51:48] >> Yeah. Was [1:51:50] >> Yeah. And I received a letter from the [1:51:53] House clerk and the Senate clerk today. [1:51:56] Uh one saying that I guess they were [1:51:58] supposed to, I don't know, but they sent [1:52:00] it basically saying one piece of [1:52:01] legislation that did pass is an emphasis [1:52:05] on religious freedom and restoring [1:52:09] uh religion in governmental function. Um [1:52:12] so still the separation of church and [1:52:14] state delineated by our constitution but [1:52:18] that we should be you know encouraging [1:52:21] those religious conversations and [1:52:23] discussion. So because we pushed further [1:52:25] away than we we should have. So kind of [1:52:27] a correctionary act of it. Then the [1:52:29] other one I haven't had a chance to read [1:52:30] on what legislation came from the Senate [1:52:32] that they [1:52:33] >> Yep. So, if any of you has concerns [1:52:36] about things or if you have seen things [1:52:38] that um that we might want to consider [1:52:41] either amending or something new, please [1:52:45] let me know because as I said, they're [1:52:47] going to start doing their bill filing [1:52:49] um next week. And if it's something [1:52:51] that's really really important, then we [1:52:53] want to be at the front of that um [1:52:55] because it does get topheavy towards the [1:52:58] end. So, [1:52:59] >> well, thank you, Council Member Rhoden. [1:53:02] Uh nothing of major note on the IT side. [1:53:06] You and I are working on something. [1:53:07] >> We still need to connect on that. [1:53:10] >> But um [1:53:12] yeah, as soon as that's ready, then [1:53:14] that's something we can [1:53:15] >> Perfect. Okay. And I actually did speak [1:53:17] with the Did you [1:53:18] >> one of them? And he's like, "Oh, cool." [1:53:21] Okay. [1:53:22] >> He's he's okay with it. [1:53:24] >> Wonderful. Okay. Um any upcoming items [1:53:28] that anybody would want to try and [1:53:29] request to put on a future agenda? I had [1:53:32] to have someone contact me um years ago [1:53:35] and I don't even remember what year it [1:53:37] was. Jody probably will remember um we [1:53:41] were working on the boundary line [1:53:43] between us and Elkridge and we've never [1:53:46] really got that um finalized and there [1:53:49] have some property owners over there who [1:53:52] are wondering if we're any closer to [1:53:55] actually establishing. [1:53:56] >> Is this over in Four Seasons? No exists. [1:54:01] We're not changing the boundary line. It [1:54:02] will not be just up. You know, we had [1:54:04] talked at one time of having uh one side [1:54:07] of Loafer Canyon being in Alkridge and [1:54:10] another side and [1:54:12] >> or based on services provided because [1:54:14] some people [1:54:15] >> Woodland Hills. Yeah. This was um [1:54:20] to get them to agree to this annexation [1:54:23] was a struggle in itself. I think that's [1:54:26] on hold for any changes. Okay. Okay. [1:54:29] >> Well, you just might want to get up to [1:54:31] date on that because there are a couple [1:54:33] of friends who who it affects [1:54:37] >> we've had a couple residents right there [1:54:39] who said absolutely no we are not going [1:54:41] into Woodland Hills and we have [1:54:44] >> um promised them that we would not [1:54:47] >> but the ones that are Woodland Hills [1:54:48] that are accessed from they they access [1:54:51] our services but they're on other side [1:54:54] that there's just some tricky things [1:54:55] that went on with that with that over [1:54:58] there. So, [1:54:59] >> it was really close. Oh, boy. [1:55:01] >> Yeah, it was really, really close. [1:55:03] [laughter] [1:55:04] >> I'll meet with you, Jody, and we can go [1:55:05] over that and then I can also meet with [1:55:07] the Elkridge mayor and we can coordinate [1:55:08] and figure out where that all sits [1:55:10] currently. [1:55:10] >> Yeah, [1:55:11] >> perfect. Thank you. Okay, then we will [1:55:14] uh take a break and let's see if I can [1:55:17] actually, you know, look at time [1:55:20] correctly this time. Uh it's currently [1:55:22] 7:58. Let's plan to come back and resume [1:55:26] and start our city council meeting at [1:55:28] 8:05. [1:55:32] Let's uh [1:55:35] >> hopefully the trans [1:55:37] >> like to welcome everybody to city [1:55:39] council meeting today. Um we're going to [1:55:42] have an invocation from council member [1:55:43] Malovich and a pledge of allegiance from [1:55:45] council member Lent. [1:55:48] Our [1:55:50] dear heavenly father, we're so grateful [1:55:52] to be here as a city council tonight for [1:55:55] our council meeting. We're grateful for [1:55:58] the [1:56:00] moisture we have received this week. [1:56:02] We're grateful for the community we live [1:56:05] in, for the protection thou grants unto [1:56:08] us, for the beauty of our of our trees [1:56:12] and our vegetation, as well as for our [1:56:14] wildlife. [1:56:16] We ask that thou continues to bless us [1:56:19] with um protection and safety. [1:56:23] We ask thee to bless our citizens that [1:56:26] they will be mindful of the concerns [1:56:28] that were brought up earlier with [1:56:30] regards to the hot dry summer and the [1:56:34] need to be extra vigilant in our efforts to [1:56:42] be mindful of those conditions. Please [1:56:44] bless us as we talk about city business [1:56:46] that our minds will be open that we will [1:56:49] be able to discuss things in civil [1:56:51] manner and and and make decisions that [1:56:54] are best for for our city and for the [1:56:57] residents. [1:56:59] Um we're grateful for those who are [1:57:00] willing to serve on um on the different [1:57:04] committees throughout the city and [1:57:05] volunteer and help and support in any [1:57:08] way possible. We're grateful for our [1:57:11] city staff and the work that they put in [1:57:13] to [1:57:15] helping us as council understand the [1:57:18] issues of our city and for all that they do to um to give us accurate and [1:57:24] timely information and and support us [1:57:27] that we can make better decisions. [1:57:30] We're grateful for all of the blessings [1:57:34] that thou gives unto us. And we say [1:57:35] these things in the name of Jesus [1:57:37] Christ. Amen. [1:57:37] >> Amen. [1:57:39] Please stand. [1:57:43] » Repeat after me. I [1:57:45] >> I pledge algiance to the flag [1:57:47] >> of the United States of America and to [1:57:51] the republic for which it stands. One [1:57:54] nation under God, indivisible, with [1:57:58] liberty and justice for all. [1:58:04] » Thank you both. Uh we'd like to go now [1:58:07] into a public comment. Um if we could [1:58:09] limit our comments to two minutes or [1:58:11] less. Um only in-person comments will be [1:58:14] included as part of the official record. [1:58:16] So it doesn't look like I have anybody [1:58:18] online. Dian, [1:58:20] >> please. [1:58:21] >> You missed me last time, huh? [1:58:23] >> Always. [1:58:26] >> Hi D. A second. I just want to speak on [1:58:29] behalf of our friends and neighbors on [1:58:31] the east side of our city, particularly [1:58:34] Maple Drive where it borders [1:58:37] um our boundary, our city boundary. Um [1:58:40] the last time [1:58:43] we gave an authorization or permit or [1:58:45] whatever to move dirt and make dust, we [1:58:49] had the same mitigation requirements. [1:58:52] However, [1:58:55] dust was [1:58:57] much more than it should have been. And [1:59:00] I didn't know until researching for [1:59:02] tonight that the way these inspectors [1:59:05] decide on what level they're seeing, [1:59:09] it's a visual thing. They're trained and [1:59:12] it's truly they look they they memorize [1:59:16] what it looks like without dust and then [1:59:18] they compare that in their mind to what [1:59:20] it looks like if there is dust. So it is [1:59:24] very um [1:59:26] >> subjective. [1:59:27] >> Yeah. [1:59:28] >> And we live in a [1:59:29] >> very subjective. [1:59:31] >> And then if you dive further into this [1:59:34] issue of dust, obviously wind that [1:59:37] contractor is not liable for the wind. [1:59:40] But if there's so much accumulated that [1:59:42] it flies off [1:59:44] continuously, then it would be just like [1:59:46] if you're carrying dirt in your truck. [1:59:48] That's why on the freeway now it has to [1:59:50] be covered. Um, if dust is collecting on [1:59:53] your patio, the back of your house, your [1:59:56] deck or whatever, that means there and [1:59:58] there I have friends that told me they [2:00:00] would clean it every single day and [2:00:02] there was a layer every single day. That [2:00:05] would mean there is too much because the [2:00:08] rule is about how much is in the air, [2:00:11] not about it can then, you know, be so [2:00:14] much that accumulates. [2:00:16] I want to be able to tell my friends and [2:00:18] neighbors [2:00:20] that it's not going to be as bad. They [2:00:22] were told there's water trucks, but they [2:00:24] would hardly ever see them. The other [2:00:25] part of this before you vote on giving [2:00:29] the permit is um time of day because [2:00:34] there was a restriction according to our [2:00:37] um ordinances, but they still did work [2:00:40] early and I I know that was reported and [2:00:43] eventually [2:00:44] um they changed their hours, but it went [2:00:46] a long time before the change happened. [2:00:49] And I just wanted to point out I believe [2:00:51] that there will be more vehicles or [2:00:53] equipment on this site than what was [2:00:55] mentioned. There'll be a crusher was [2:00:57] mentioned, a sifter, trucks, dozers to [2:01:01] move and carry, but there will also be [2:01:03] conveyor. And I wonder if we want to [2:01:04] know how big of one of those. I don't [2:01:07] know if like [2:01:09] we already man his from bars sto you [2:01:11] know it's a big long long vehicle and it [2:01:15] has a conveyor belt and it actually [2:01:17] sifts the particles according to size [2:01:21] it can be big and it can it can be very [2:01:24] loud. [2:01:25] So just keep in mind all these things [2:01:28] and what could be helpful to our city. [2:01:32] >> Thanks. Thank you. [2:01:36] >> Bucky, [2:01:37] would you like to make a comment? [2:01:40] >> Uh, [2:01:40] >> he's just so excited to fund our [2:01:42] roundabout design. [laughter] [2:01:44] >> Yeah, I was thinking that he's thinking, [2:01:46] how can I donate and and really help [2:01:49] with that that bronze elk? [laughter] [2:01:53] >> Good. [2:01:54] >> You're good. I'm getting hit by the look [2:01:56] that's going to hang over my head is [2:01:59] [laughter] [2:02:00] the it [2:02:01] >> it was just that whole when you were [2:02:03] waving your head up and down while she [2:02:05] was talking. We were just pretty sure [2:02:06] you were listening. [2:02:07] >> I was just volunteering you. It's all [2:02:08] good. [2:02:09] >> Uh yeah, I mean I think I said my piece [2:02:12] about the the annexation. So I [2:02:15] >> Okay, perfect. Any public comment? [2:02:20] >> Well, we're glad to have you, brother. [2:02:22] Okay, perfect. Then I will close the [2:02:24] public comment um and we will move on to [2:02:26] the consent agenda. The approval of the [2:02:28] April 14th, 2026 city council meeting [2:02:31] minutes. [2:02:32] >> I do have a a correction. [2:02:34] I wasn't here, but I read through them. [2:02:36] I really I really liked them. Um at the [2:02:40] very end, one of our guests today is [2:02:42] Matt Durant. He's here. He ran for Utah [2:02:46] House District 64 [2:02:49] um race. And so he was here last time, [2:02:52] but you have the wrong designation of um [2:02:55] of office that he's seeking. So I [2:02:58] thought we should change that. [2:03:00] They had you down as running for [2:03:02] Congress. [2:03:03] >> So we want to make sure it's Utah House [2:03:06] District 64. [2:03:08] But um I did ask our um probably between [2:03:12] now and um and primary both of the [2:03:16] congressional candidates would like to [2:03:18] come to Woodland Hills. [2:03:19] >> Wonderful. [2:03:20] >> So I don't know Bucky if you're [2:03:21] interested in hosting them at your [2:03:24] facility then I will call you. [2:03:25] >> We'll do that instead of a instead of [2:03:28] >> maybe a little [2:03:30] late. [2:03:32] >> How about the consent agenda? [laughter] [2:03:34] and and I can't approve the consent [2:03:36] agenda because I was not here, but I [2:03:37] just wanted to make that. [2:03:38] >> Thank you. [2:03:39] >> Wonderful. With that uh alteration, [2:03:42] >> I'll make a motion that we approve the [2:03:44] consent agenda. And I'd like to comment [2:03:47] that Jody I know this has already been [2:03:49] commented on, but she makes us all sound [2:03:52] so intelligent. Thank you. [2:03:54] >> Somebody over and over. [2:03:56] Yes, [2:03:58] >> I'm not sure I could pronounce some of [2:04:00] the words that I supposedly said in that [2:04:03] meeting, but I'll second it. [2:04:05] >> Okay. Do I have a motion to council [2:04:07] member Lunt? A second by Council Member [2:04:10] Hutchkins. Um, Council Member Malovich, [2:04:14] >> yes. [2:04:15] >> Council member Johns, [2:04:16] >> yes. [2:04:17] >> Council member Hutchings, [2:04:18] >> yes. [2:04:19] >> Council member Rhoden, [2:04:21] >> yes. [2:04:21] >> Council member Lent, [2:04:22] >> yes. Okay, [2:04:25] that the consent agenda passes. Um, [2:04:29] okay. We are going to move on to the [2:04:32] acceptance of a petition for annexation [2:04:36] and submission of a zone change [2:04:38] application. Um, [2:04:41] request being sent to the planning [2:04:43] commission. [2:04:44] >> The zone changes the [2:04:46] >> just to send it to the planning [2:04:47] commission, not us approve it. [2:04:49] >> We are approving the annexation. [2:04:51] Correct. you're approving the petition [2:04:53] for the annexation. [2:04:55] Then it goes into we've got to verify [2:04:58] the petition. Then we have to put out a [2:05:00] notice. Then we've got a 30-day period [2:05:04] and then there will be public hearings. [2:05:05] All right. [2:05:06] >> So, it's a process. Bucky has let the [2:05:08] county know already. So, he's done his [2:05:11] part. Um, and now it's um it's our part. [2:05:14] And if anybody wants to see the petition [2:05:17] checklist that we have to go through, [2:05:20] you're welcome to come in and look at [2:05:22] it. So, [2:05:23] >> okay. But this [2:05:24] >> I I've sent it to Bucky and I've also [2:05:27] sent it to Alage. [2:05:28] >> We'll take some time. I have a motion. [2:05:31] >> Council member for a motion. [2:05:33] >> I'll second. [2:05:33] >> Council member Jones for a second. [2:05:36] >> Um, Council Member Lund. [2:05:37] >> Yes. [2:05:38] >> Council member Rhoden. [2:05:39] >> Yes. [2:05:39] >> Council member Hutchkins. [2:05:41] >> Yes. [2:05:42] >> Council member Jones. Yes. [2:05:44] >> Council member Malovich. [2:05:45] >> Yes. [2:05:46] >> Okay. That uh petition passes. [2:05:50] Um acceptance of a conditional use [2:05:53] permit um with approval contingencies. [2:05:57] What are those approval contingencies? [2:06:00] That the fee in lie of and the [2:06:02] finalization of the or the completion of [2:06:04] the application. [2:06:05] >> Yeah. Completion and signing it. [2:06:08] >> Okay. Do I have a motion? I'll [2:06:10] >> motion. Council member Rhden with a [2:06:12] motion. Do I have a second? [2:06:17] » Council member Hutchkins with a second. [2:06:20] Um, Council Member Malovich, [2:06:22] >> a yes. [snorts] [2:06:24] >> Is that a yes or a no? [2:06:26] >> Council member Jones. [2:06:28] >> Uh, yes.
