[1:10] Very [1:25] good. It's June 17, [1:28] 2026. [1:30] Command Planning Commission of Woodland [1:32] Hills is [1:34] now in session. [1:37] We'll start with a public hearing [1:40] uh to hear public comment on [1:44] one of one of two things. Um the first [1:48] is the general plan. It's been [1:52] completed, [1:53] reviewed by [1:56] um planning commission [1:58] and uh city council [2:01] and they have made a few uh changes to [2:04] it from what we did, but not really [2:07] anything significant. [2:10] Um, and I it's been out there for the [2:13] public to look at for a number of of uh [2:16] weeks [2:18] and so we'll [2:21] in its finished state [2:23] uh take any public comment. I don't see [2:26] anybody here [2:28] and we don't see anybody online [2:33] for that. So, [2:35] we will close public comment on public [2:38] hearing for that. And the uh second [2:42] item, [2:44] a number of months ago, we passed [2:47] a change in uh one of our ordinances [2:50] having to do with uh a hazardous [2:54] um [2:56] study that needed to be done on some [3:00] lots where there was [3:03] uh issues, whether it was earthquake [3:06] faults or [clears throat] uh avalanche [3:10] or any other number of things. We and we [3:14] changed that statute. And there's one [3:17] that we overlook that's relating to [3:20] that. It's on the second page of that handout that I gave you. [3:25] These are the requirements um for um [3:30] somebody doing doing their site plan and [3:34] it's a natural hazard study for home [3:37] located in identified hazard areas. [3:40] And we're adding if required. It says [3:43] when required, but if required. So it's [3:47] up to the city engineer if he wants to [3:50] have them do that, but it's optional [3:54] now. [3:55] um one of these studies costs some can [3:59] cost upwards of $78,000. So sometimes [4:03] it's maybe not necessary, not that [4:06] critical and so the city engineer will [4:09] make a decision as to whether or not to [4:11] require a hazardous study or not. So we [4:14] overlook making a change on that thing. [4:18] So that's what the second public hearing [4:22] is uh to take comment on that and again [4:25] I don't see anybody here or nobody [4:27] zoomed in. [4:29] So we will close the public hearing on those two matters and go then into [4:37] our [4:38] uh agenda and further discuss those [4:42] amongst the planning commission members. [4:45] Um, Severign, would you offer our [4:47] invocation? [4:49] And Lori, would you lead us in a pledge? [5:00] Oh kindly, gracious eternal heavenly [5:02] father, we're grateful for this [5:04] opportunity to serve [5:07] as part of the planning commission with [5:09] us and that they would bless us as we [5:12] deliberate this day and discuss those [5:14] things that impact the [5:19] citizens of our city. that we may have [5:22] thy spirit to guide us and help us to [5:28] make recommendations [5:31] that would be in accordance with thy [5:33] will. We pray in the name of thy son [5:35] Jesus Christ. Amen. [5:37] >> Amen. [clears throat] [5:43] I pledge algiance to the flag of the [5:46] United States of America and to the [5:49] republic for which it stands. One nation [5:53] under God, indivisible, with liberty and [5:58] justice for all. [6:00] >> Thank you both. [6:05] Open it to any public comment. [6:08] No one is here and no one online. [6:12] So [6:14] we will close that portion of our agenda [6:18] and move into our item number seven [6:21] approval of April 15, 2026 [6:24] planning commission meeting minutes. Um [6:27] that's the last time we met. We didn't [6:29] meet in May. So, uh, I'll take a motion [6:34] on, uh, approving those minutes of April [6:38] 15. [6:44] » I'll make a motion to approve the [6:45] minutes of April 15th. [6:47] >> Okay, I'll second it. Ry Thomas made a [6:51] first. John Stout made a second. All in [6:54] favor? [6:55] >> I. Any opposed? [6:59] All right, [7:01] we'll go into the uh discussion for the [7:03] planning commission on the general plan. [7:08] Um [7:10] any [7:11] further thoughts or comments that [7:15] any of you have to make on that? Well, [7:20] the [7:22] >> do you have [7:24] anything to share with us in terms of [7:27] what the minor changes were that the [7:29] city council made? [7:30] >> You know, I didn't I didn't take notes [7:33] of it. There were a few goal changes [7:37] that they adjusted, one or two, and the [7:41] others. There was nothing major. there [7:44] was a maybe a word or a sentence here or [7:47] there that uh they changed or modified. [7:51] Um but uh nothing that I I took [7:55] exception to with what they were doing [7:57] and they're were they I think they were [8:00] relatively minor. Seems like there was [8:02] one that they had a little bit of [8:05] discussion or debate about. Um, [8:08] [clears throat] [8:09] not that it was bad, but the a better [8:12] way to say something. And they had quite [8:15] a talk about that, but I can't remember [8:16] which one it was. [8:19] >> Happy. [8:21] >> Say again. [8:22] >> Happy to go. [8:23] >> Yeah. Yeah. Maybe. [8:25] [laughter] [8:27] So, um, I I glanced through it this [8:30] morning and I liked the additions of the [8:34] different things, the mapping that [8:35] they've included. in now we're seeing [8:37] now that we didn't have in there. That's [8:39] really nice. So these hazard studies [8:41] we're talking about. [8:43] >> Yes. [8:43] >> Now people if they buy a lot in that [8:45] area, they can understand that that is [8:47] in that area or whatever. So [8:48] >> yeah. [8:50] >> So there's a few additions to it that I [8:52] did like [8:53] >> they uh what we hadn't seen too was this [8:56] uh executive summary that we didn't have [9:00] when we did our review. And uh so that's [9:03] included now just kind of a short [9:07] summary of of uh the different areas. Um [9:13] we're also going to add an index to this [9:16] here and um [9:20] list of all those who participated on [9:22] the committee, the planning commission [9:25] and the city council. There'll be a page [9:28] of that in here as well. And then the [9:31] survey that they conducted is at the [9:33] very end. [9:34] >> Yeah. [9:34] >> So we've added that just as a [9:37] information. [9:37] >> I liked that survey. I thought that was [9:39] >> can see that in its entirety. And [9:42] >> did [laughter and clears throat] the [9:43] chairman of the community development [9:46] committee have any concerns that she [9:50] expressed about the changes that we made or the [9:55] changes the city council made? [9:57] >> No, nothing has come back. Okay. [10:00] >> With any kind of criticism or [10:03] >> we haven't had a meeting. [10:06] >> No, I [10:08] my impression is that it's over. That [10:11] committee is over. [10:13] Um next [10:16] >> Well, we're still working strategic [10:18] plan. [10:18] >> Well, yes and no. [10:21] >> Okay. Um my understanding is they that a [10:25] strategic plan has been presented. [10:29] Um but it's not going to get it's like a [10:33] couple of pages and uh the mayor wasn't [10:37] too happy with it. I wasn't either. I [10:40] thought that our general plan covered [10:42] these areas and goals and so forth and [10:45] it was designed for more short-term [10:49] um [10:51] steps in towards completing a a part of [10:55] the general plan if it was a if it was [10:58] something that needed to be further [10:59] worked on. Did the council member have [11:02] any concern about it? Cuz she was the [11:04] one that was one of the council members, [11:06] the one that kind of pushed it. [11:10] The the strategic plan was given to [11:16] us, the council, after the council [11:19] review. [11:20] So, the council hasn't seen it. Next [11:24] week on Tuesday night, um the mayor [11:27] plans on presenting this as a final to [11:31] the council again. So I don't know if [11:34] there will be further discussion about [11:36] putting elements or putting a strategic [11:39] plan in here, but I didn't think it [11:42] served much purpose because I thought [11:45] the general plan covered pretty much [11:47] covered the things that needed to be in there. [11:51] So [11:53] whether the council will change her [11:54] mind, I don't know. Um, so [12:00] anyway, that's uh that's that's [12:05] it. And if there's no further changes, [12:07] then I think the the development [12:10] committee will cease to function. their [12:13] whole purpose was to put this together [12:16] and and they won't have any further [12:18] function and they'll I think be be um [12:22] released from that assignment. [12:26] So [12:27] um [12:29] I know we've voted on it already. I [12:31] would like to vote on it again with its [12:34] entirety the way it is with the [12:36] executive summary and just making sure [12:39] that we're we're happy satisfied with it [12:42] as it uh goes to the council for one for [12:46] one last time. We um we only had one [12:50] public input [12:53] and uh there was a written input but [12:58] most of most of that input was not [13:02] uh germanine to the general plan. They [13:05] were talking about some changing some [13:07] ordinances and a few other things like [13:10] that that and some ideas about different [13:13] things in the city, but it wasn't it [13:15] didn't go into the general plan. [13:18] >> Wasn't there supposed to be a community [13:22] meeting [13:24] where they could provide input like we [13:27] did last time? [13:29] >> We did have that. [13:30] >> Oh, all right. Um it was quite a long [13:33] time ago and that's where the idea with [13:35] the housing the moderate income housing [13:38] came up. [13:38] >> That was the one that I mean that was [13:40] before the general plan was written. [13:43] >> Uh yeah [13:45] >> that was [13:46] >> I thought we had to have one after where [13:49] the community could review the general [13:52] plan and make comments. [13:53] >> That's that's why the general plan's [13:55] been out on the web page. [13:57] >> Okay. and available for the community to [14:00] make comment on if they [14:01] >> and that's where the written [14:03] >> the one written statement came. Yeah. [14:07] >> So, [14:10] all right. Um, with that said, I'll I'll [14:13] take a I'll take a a motion if somebody [14:17] wants to make one to adopt it the way it [14:20] is. I move that we uh recommend adoption [14:27] of the general plan as modified by the [14:32] planning commission and city council [14:34] with the added executive summit. [14:38] >> All right. [14:39] Any second to that motion? [14:41] >> I'll second that. [14:42] >> Okay. [14:44] [snorts] [14:45] All in favor? [14:47] >> Any opposed? [14:49] Very good. We'll pass that on to the [14:51] city council then for for one last time. [14:55] Appreciate your input all along that [14:58] we've had as we reviewed it and um I I [15:02] think it's pretty pretty good. Um, I [15:06] think it addresses the some of the needs [15:08] that the city has and um, I it's it's my [15:13] goal hopefully that we'll maybe try to [15:15] give a little bit more attention to it [15:17] than we have in years past to general [15:19] plans to guide us in different decisions [15:22] and things that come before us. So, [15:26] we'll see how that goes. [15:28] Um [15:30] uh this change to uh uh title 10.45 [15:38] section E [15:40] uh having to do with the hazard study [15:44] adopt doing that when if required. I'll [15:47] take a motion on uh approving that and [15:50] moving it to the city council. [15:53] I'll make a motion to approve the [15:56] amendment to city code 10.4.5 [15:59] requiring drawings and information on [16:01] the hazard study. [16:02] >> Okay. Is there a second to that? [16:05] >> I'll second that. [16:07] >> All right. All in favor? [16:10] >> I. Any opposed? [16:12] Very well. That uh generally concludes [16:16] our business and discussion tonight. [16:20] Under miscellaneous. O wanted to inform [16:22] you all that um [16:25] an individual named uh Gayen Riggs is is [16:29] our alternate planning commissioner. Um [16:33] he'll be with us as he's able to [16:37] uh he's has a position in branch [16:41] presidency at the MTC and so that takes [16:44] some of his time right now. It'll it'll [16:47] lighten up as time goes on. So, uh, he [16:51] lives over in Summit Creek and, um, he's [16:56] lived there for probably about, I don't [16:58] know, maybe three or four years. [17:00] >> Yeah. And uh so I've talked to him and [17:04] >> so we we still need to find a permit. [17:07] >> It's we're it's I I [17:10] with a public this being public we we [17:13] have one hopefully the mayor was [17:16] supposed to interview him this week and [17:19] um if he does then he'll be presented [17:23] next Tuesday night to the council for [17:26] their supporting vote. It's a [17:28] recommendation that John uh had made uh [17:33] a while ago. Um [17:37] and once we're through with the with the [17:39] meeting, share share that with [17:41] everybody. [17:44] Um [17:48] any anything else from general [17:51] discussion or [17:53] questions or concerns for this meeting? If not, I'll take a [18:00] motion to [18:02] >> I have a question. We don't know [18:04] anything about the time frame of the [18:07] mailboxes. [18:09] Do we? [18:11] um [18:12] not as much as we'd like to. [18:14] >> Okay. [laughter] [18:15] >> The um [18:16] >> just kind of waiting on the county. [18:17] >> Well, the the county has finished 100% [18:20] design of it and I think they're getting [18:24] ready to go out with bids for it. Um [18:29] [clears throat] [18:32] Ben has been awarded the contract to do [18:38] the temporary [18:41] um mailboxes here with a container and [18:45] so they're in the process of working [18:49] through that. He submitted a bid and [18:50] they've accepted that to do that. [18:53] [clears throat] Um [18:55] so [18:58] that's kind of where things are. I know [19:01] that um [19:04] Three Bridges want was wanting to get [19:07] their [19:08] civil engineer together with our [19:11] architect [19:12] to [19:15] um further the [clears throat] basic [19:18] design I think is done. but to now put [19:21] it in in a setting and know how much [19:26] dirt's got to be brought in and do all [19:28] of that work around around it. They [19:32] haven't put it out for bid yet um for [19:35] the actually building of the structure, [19:37] but they're they're close close to it, I [19:41] think. So, that's kind of where things [19:44] are. Um, the mayor wants to uh have a [19:49] little I don't know if they're going to [19:51] make it a contest or what, but but paint [19:55] the whole container and then one of two [19:59] things. either have people paint their [20:02] own little design on on a part of it or [20:04] to have he saw a uh a a painting that [20:10] was the size of the container with uh a [20:15] celebratory picture of it of the 250th [20:19] anniversary of the country. [20:21] >> [clears throat] [20:21] >> and he was wondering about seeing trying [20:24] to put something like that on it out [20:26] here [20:29] cover up the ugliness on being. [20:32] [laughter] [20:33] So that's being talked about but no [20:36] decisions made on that and that's [20:38] that'll probably be entirely on us. It's [20:41] not something that the three bridges [20:42] would participate in. So but thanks for [20:47] the question. Good question. It's kind [20:48] of been a while. I don't know if you've [20:50] talked to the architect recently or [20:52] >> I talked to him about two weeks ago and [20:55] he said that he had a meeting set up. So [20:57] I think that meeting might have already [20:59] happened [21:00] >> between him and the civil engineer. He [21:02] had at the time he hadn't received the [21:04] civils drawings yet. [21:05] >> Okay. [21:06] >> And he was going to incorporate it all [21:07] together. All right. [21:08] >> And I think that's probably happened. [21:10] I think from what I've seen with the road design, [21:16] um [21:18] it'll the the mailboxes will be will be [21:22] set back and a little bit further to the [21:26] east than what they are now. [21:30] So, [21:32] um they generally got an area to put it [21:36] in as now that the [clears throat] [21:39] the uh roundabout they're going to keep [21:42] the same interior size of what we have [21:47] now, but there'll be an added [21:50] uh maybe 10 ft around that uh to enlarge [21:55] it for the accommodate the roads that [21:58] they're that are putting in there. So, [22:02] they've left it up to us. [22:06] It's questionable who's going to pay for [22:07] it, but for a city sign or something [22:11] there, if we wanted to put it in the [22:13] roundabout, he said that would be fine. [22:16] It's possible. There's been talk about [22:19] putting it on the side or the backside [22:22] of the mail facility down there, [22:25] depending on how it's situated. But uh [22:30] that they they [22:32] want to make something very attractive. [22:34] I don't know if any of you driven up to [22:37] uh Elkridge and seen the sign that they the city sign they have they have [22:43] an elk big elk. [22:44] >> Oh yeah, I did see that and it's very [22:46] attractive. It's nice. So they wondered [22:49] about maybe not duplicating it but [22:52] having something long a [22:56] [laughter] [22:57] >> bridge kind of goes down. [22:59] >> Yeah. [23:00] >> Be great if we can keep the flags in it. [23:02] >> They are they decided [23:04] >> there's not trees. [23:05] >> Keep the flags there. [23:07] >> You know [23:09] I don't like the trees. I I've almost [23:12] had a couple of accidents because you [23:14] can't see through it. But all the [23:16] engineers say, "Well, the trees you [23:19] can't see, so you slow down." You know, [23:21] people don't don't do that. So that's [23:26] I'm I'm hoping that's still a negotiable [23:28] thing. They are putting some low plants [23:31] in there, you know, cover ground cover [23:33] and stuff. Um, [23:38] and keep sewing trees in there. So, I I [23:40] don't know what that [23:41] >> I I would like to not have anything that [23:44] needs watering. Just have big boulders [23:46] and bra, you know, make it look nice, [23:48] but not needing. [23:50] >> Yeah, there's talk talk about putting [23:52] some in there, [laughter] [23:54] >> but uh the trees, you know, that I [23:58] really I I see them as being dangerous. [24:00] I really I've almost had a couple of [24:02] accidents [24:03] >> entering it when a car is just, you [24:05] know, coming around there and you didn't [24:06] see it because the trees block your [24:08] view. Maybe with the bigger circle it'll [24:10] be the vision will be different. [24:13] >> Yeah, that's that's true too. It'll be [24:16] less [24:17] opportunity to have an accident there [24:19] with it with it bigger. So that's kind [24:23] of where where that's at. So [24:28] uh well anything else or make a motion [24:32] to to adjourn? [24:35] >> I'll make a motion to that we adjourn. [24:37] Okay, [24:38] >> I'll second that. [24:39] >> All right. All in favor? [24:42] >> I You go back. [24:51] » I think we set a record tonight. Maybe.
