[0:06] Everyone, through the July 21 County Commissioner meeting, [0:11] and before we get started, I'd like to [0:13] offer a new location. Dear Lord, be with [0:17] all the families that are having a lot [0:20] of issues with sickness and injury in this [0:22] world and especially the ones out of the [0:25] Edin County. Be with all the parents that [0:28] have had the suffering of knowing that loved [0:31] ones have passed. And just be with us [0:35] more today as we go about the business [0:37] for Yanken County that we may do the [0:39] best for all that's concerned. In Jesus name [0:42] we pray. Amen. Amen. Alright. I now call [0:46] the meeting to order of July 21 session. [0:50] So, if you would join me for the [0:52] pledge of allegiance. I pledge allegiance to the [0:58] flag Any adjustments and the adoption of the [1:23] agenda? We have some changes to the agenda. [1:26] Mr. Moxley, I have two amendments. First, I [1:29] would like to remove item eight H, potential [1:33] offer for 1234 Rockford Road property and in [1:37] its place, I would like to add a [1:40] new item eight H, Davie County interlocal agreement [1:44] for WIC services. There is a copy of [1:47] the interlocal agreement at your desk. Those would [1:51] be the only two amendments I have at [1:53] this time. Anyone else have any additions or [1:59] changes to the agenda? In that case, then [2:05] I would I'll make a motion to approve [2:07] the agenda as amended. Second. We have a [2:11] motion and a second to approve the agenda [2:14] with the changes. All in favor raise your [2:16] hand. Any opposed? Pass, I vote. Alright, next [2:23] is reports to the board, which for today [2:25] we have none, and so move on down [2:29] to the consent agenda. Any questions about the [2:34] consent agenda for today? Then I would ask [2:41] for a motion to approve the consent agenda. [2:46] So moved. So moved. We have a motion [2:49] and a second to approve the consent agenda [2:51] items. All in favor? Any opposed? Passes five [2:56] o. Alright. Now we move to discussion items [3:01] for this month, and so I would turn [3:04] it over to manager Silverman. Thank you, commissioner [3:08] Moxley. The first discussion item before you is [3:11] a proposed lease amendment with doctor James McGrath. [3:15] In 2015, the county agreed to lease office [3:19] space to Doctor James McGrath at the hospital. [3:23] It was approximately 2,830 square feet. He has [3:27] been utilizing that for his practice for over [3:30] the past eleven years. We did three year [3:33] agreements for 2015, 2018, 2021, and then in [3:38] 2024, the board decided to do a one [3:41] year lease renewal and increase the rate by [3:44] 5% making the monthly payment $2,031 The lease [3:51] is set to expire on 09/30/2025 and what [3:56] feedback from the board in terms of how [3:59] the lease amendment should be constructed if the [4:02] board wants to pursue the lease amendment. Underneath [4:05] the proposed draft that is currently before you, [4:08] we would have one year lease renewal and [4:10] keep the rate the same at $2,031 per [4:13] month since there was a 5% increase last [4:16] year. But, of course, that is a board [4:19] decision on how they'd like to structure the [4:21] lease amendment. It's a discussion. I don't know [4:29] anyone have. On a twenty eight thirty, 2,830 [4:39] square feet of space. John and I have [4:42] been through toward the hospital. What he, I [4:47] know he only uses like one half of [4:50] a side. Is that the 2,830, the half [4:53] that he uses or is he actually at [4:54] least the full? It is the half that [4:57] he uses. He's got the lofty portion that [4:59] he has up his office space. So, that [5:01] works for us. Perfect. Yeah. So, it's just [5:04] the half. Yes. Okay. We can talk about [5:09] possibly moving things over there and he was [5:13] fine with that but I just want to [5:14] make sure that we do this for another [5:17] year that we could utilize the other half [5:20] of the board change the opinion. We have [5:25] had tenants on the other side and they [5:28] shared the lobby. So, I don't know if [5:30] that's written into this lease. It really cover [5:33] that and then, it was each hallway and [5:37] was on their head since there is few [5:41] hallways in it. Is there like isn't there [5:43] like a horseshoe share in this space? Yes. [5:47] Yes, sir. Yeah. Two windows for the receptions. [5:54] Yes. The old lease will continue to be. [6:02] In fact, it only changes your term. None [6:14] further than we'll move to the next discussion [6:17] item. Yes, sir, Commissioner Moxley. There are two [6:21] proposed fee schedule changes. The first one is [6:25] adding a $100 private drive application. This is [6:29] for individuals that are looking to get a [6:31] street address added to their private drive. Dollars [6:35] 100 has always been the operating procedure, but [6:39] it's not in this year's fee schedule, so [6:41] we just want to make sure it gets [6:42] added on to the fee schedule. That's the [6:45] first proposed change. The second fee schedule change [6:49] is charging $15 for printings of 24 by [6:53] 36 maps. Currently, for black and white maps [6:56] that are printed, it's $5 and for the [7:00] next largest map printing size, it's $10 So [7:04] we just wanna have a fee in there [7:06] for 25 for 24 by 36 map printings [7:09] at $15 and those would be the proposed [7:13] two fee schedule changes. Yeah. Is that black [7:16] and white all your I would defer to [7:20] Steven on that. He's up here. And if [7:23] not I can speak if I can. I'll [7:25] get short. I spoke with Steven. I think [7:28] that's gonna be for all of those maps [7:30] just because of the size and the amount [7:33] of ink it uses, whether it's black and [7:34] white or color. But how much private drive, [7:39] is it if the property already has a [7:42] drive, is that going to be applicable to [7:45] the second drive? That same property to her. [7:50] I'm not certain on that. I can check. [7:53] Security someone did have one of the second [7:55] driveway or whatever it may be or second [7:57] entrance if they already had one, they applied. [8:20] If you don't want your name on it, [8:23] it doesn't. Yeah, it doesn't matter. Yeah. Yeah. [8:25] But if you want a name on it, [8:26] I'll make sure that you don't have a [8:28] private bribe and a sign and a name, [8:31] all that kind of stuff. Guess so. The [8:32] concern is having to go through a choice. [8:34] Yeah. And that's correct. Yeah. It's okay. I [8:37] will follow-up on that. Have an answer by [8:39] the for the August 4. There any other [8:47] items for the fee schedule changes? Okay. No. [8:59] There no no action. There's no discussion right [9:01] Alright. Then we move down to board action [9:05] and again refer that to manager Silverton. Yes, [9:09] sir. Commissioner Moxley, the sheriff's office is looking [9:12] at submitting a public safety grant through Firehouse [9:15] Subs. Firehouse Subs work with a lot of [9:18] local public safety agencies. The request is to [9:22] receive funding for ballistic vests. The typical lifespan [9:26] for ballistic vest was five years. The life [9:29] expectancy is coming up from sheriff's office vests [9:32] and they are requesting submit a grant application. [9:36] This grant does not require any type of [9:38] matching funds for the sheriff's office. Okay. And [9:43] all that is being requested at this time [9:44] for the sheriff's office to submit the application. [9:51] I'll make no motion. Second. Alright. We have [9:56] a motion and a second to approve the [9:59] submission of grants for the firehouse subs and [10:03] I will pay any opposed passes 05:00. Sandwiches [10:08] would be no. What's that? He's insane. Some [10:13] sandwiches would be no. We'll see the first [10:16] one here. Okay. We'll throw a few in. [10:19] Yes. Kinda misleading, you know, alright. I'll send. [10:22] The next item, the sheriff's office is seeking [10:28] to enter into agreement with North Carolina Department [10:30] of Adult Corrections as part of the statewide [10:33] misdemeanor confinement program. The way this is set [10:37] up is the sheriff's office will utilize their [10:39] detention center to house individuals that are charged [10:43] for misdemeanor and are required to be sentenced [10:45] to more than ninety days than detention center. [10:48] The other option is for misdemeanor DWIs where [10:52] individuals are serving an active sentence. They're requesting [10:56] to have this. This will provide $45 a [10:59] day. Does not address transportation and other resources [11:02] that are utilized. But the this allows the [11:06] sheriff's office to receive revenue from housing these [11:10] individuals that are involved in misdemeanor offenses. Motion [11:21] approved. Okay. Alright, we have a motion and [11:25] a second to approve the statewide misdemeanor and [11:28] the final program. Just want to go quick [11:33] thing. Saw a typo is $40 instead of [11:35] $45 Yes, $40 is what the state pays. [11:40] Steward. I'll steer away. Thank you, Kevin. You. [11:46] Alright. Them report. Is another county's paid 45? [11:51] Would they bring someone? Not from the state. [11:53] States, it's what they pay. For me? That [11:56] means Oh, yes, sir. I'm sorry. You have [11:57] 45 for us. Yes. That's where I guess [12:00] I was And that's where I'm gonna find [12:01] some good. Wow. Yeah. So with 40, can [12:09] you make any money? I think so. It's [12:13] not gonna require any more man hours, really. [12:16] I mean, when we've got 10 mates or [12:18] a 100, need the same amount of officers [12:20] down there. But I'll just pull a report [12:23] from year before last. I couldn't get last [12:25] year's pull up, but Davie County State paid [12:27] them a 118,000. Stokes, 230,000. Surrey, 120. So [12:33] there's a lot of money. And these are [12:35] small counties. Some of them is making a [12:37] ton more. I think it's I mean, we [12:40] make a little money as it is probably [12:42] out of them for a few days before [12:43] we take them off to prison. So they [12:44] pay us for that now. If we could [12:47] just keep them, we could just get a [12:48] more. I don't think the expense that we're [12:50] gonna spend out is just basically meals and [12:54] a few more clothes to wash, but I [12:56] think it's still you're making some money for [12:58] the county. One comment on that. I guess [13:02] nothing's changed on that. You still do not [13:04] have to guarantee a number of beds. Nice. [13:06] And So we give we can say five [13:09] beds, but we can change it. I can [13:10] speak up I'll say, listen. We're full. I [13:12] can't take no more. They don't want you [13:14] to do that every month, but but you [13:16] can change that throughout. That's not any kind [13:18] of agreement with them. Contract. We just say, [13:20] hey. You can have five beds, six beds, [13:23] and if at any time, we don't have [13:26] the room. I just pick up on it [13:27] and tell them, hey, we can't have no [13:28] more. We have to cut that down to [13:29] four or something like that. And the reason [13:31] I mentioned that is obviously if you work [13:34] contract out in another county that would pay [13:36] 45 people or four. Yeah. You could steal [13:39] a house deal. That's exactly what I saying. [13:41] Yeah. Yeah. Yeah. So that's that's. Thank you. [13:50] Okay. So we have the motion and a [13:52] second on the floor. So now I'll call [13:55] for the vote. All in favor? Any opposed? [13:58] Passes by the vote. Alright. The next item, [14:02] in nineteen ninety nine, the Naval Surface Support [14:05] Center started loaning out their military grade equipment [14:10] to local law enforcement agencies. It was a [14:13] way to improve public safety and allowing law [14:15] enforcement agencies to have access to high technology [14:18] equipment through the electro optics loan program. The [14:22] sheriff's office is seeking to obtain 10 night [14:27] vision goggles for $300 a piece for $3,000 [14:32] This will be a one year loan and [14:34] they're requesting approval of this loan for the [14:37] night vision goggles. And I'm assuming this would [14:40] be utilized to help the swap team and [14:42] other instances. And work closely with rescue squad [14:47] as well. Yes. Thank you. Yes. I was [14:57] very good. I just was like, is that [14:59] an annual fee every year of $300 per [15:02] unit? Yes, 300 per unit per year. And [15:07] it is a loan. It's not a Correct. [15:10] It's a loan and to put it in [15:13] kind of perspective, the same equipment if we [15:14] were just gonna buy it would be about [15:16] $10,000 a piece roughly. You'd think I had [15:19] a quote a bit about them, we don't [15:20] have, you know, that kind of funny. But [15:22] if anything breaks, we said as long as [15:25] it's not like we're at fault, know, if [15:27] somebody's out there smashing a lot hand right, [15:29] obviously. But if it's, you know, just normal [15:31] wear and tear breaks, we send it back [15:33] there. They send us another set, no cost [15:35] or anything like And I would say, like [15:41] you said, the purchase is a very high [15:43] expense. I guess it's a lot to see [15:46] as well as some of those offices. Correct. [15:48] It would be. By the time we can [15:50] get something like that paid for, they'd be [15:52] out of date and we'd be. I don't [15:56] like that much. Alright. We have a motion [15:59] and a second to approve the NSWC agreement [16:03] for fiscal year twenty twenty six. All in [16:07] vain. Any opposed? Passes five o. Mr. Collins. [16:14] Yes. Collins. Okay. Wanna make sure I anything. [16:22] Alright. The next item, medic North Carolina allows [16:27] Medicaid to reimburse clients that make medical trips [16:31] to doctor's offices and different medical transportation items. [16:37] Traditionally, the way it works is an individual [16:42] will make a trip that is a non [16:44] emergency medical transportation item and then, they will [16:48] submit a reimbursement to HSA and there's a [16:51] three sixty five day window for this reimbursement [16:55] to be processed and to go to Medicaid. [16:58] We have one individual that did submit the [17:02] reimbursement request to HSA on time for $8.32 [17:06] for their transportation. There was for whatever reason, [17:11] it was not submitted on time. Well, for [17:14] requesting is that that individual still be reimbursed [17:17] even though Medicaid would not approve it since [17:20] it was submitted to HSA on June 2024. [17:24] The request would be to have the $8.32 [17:28] come from a general assistance line item in [17:31] the HSA report of its expense since this [17:34] person did submit it on time. Motion to [17:41] make the plan. So. Alright. We have a [17:45] motion and a second to make the payment. [17:49] Alright. All in favor? Any opposed? Pass. At [17:56] the last board meeting, we had Jay Zimmerman [17:59] come speak with the board about options on [18:02] health, how to handle our notified LCID site. [18:06] The feedback from the board was wanting to [18:08] keep the LCID site open past 01/01/2026, which [18:13] is the deadline that DEQ put in place [18:15] for continuing to operate LCID site. As part [18:19] of this process, we will need to have [18:21] LCID site survey to assess how far it [18:25] can be expanded. The hope is to reach [18:28] three and a half acres, but we have [18:30] to get that site assessment done. In addition, [18:33] we will need to do an erosion sedimentation [18:36] permitting process, and we will need to go [18:39] through the stormwater permitting process along with working [18:42] on DEQ throughout to make sure we meet [18:45] all their standards, regulations. What is being requested [18:49] before the board today is proving the contract [18:53] municipal engineering for $51,300 This would come through [18:58] nondepartmental professional services. And we have mister Zimmerman [19:02] here today to talk and address any questions [19:05] that you might have regarding any of the [19:08] permits that will need to be attained along [19:10] with the site design process. If we have [19:19] more questions, mister Zimmerman doesn't need to come [19:21] forward. I'll make Do have a motion for [19:28] commissioner Collin? Second. Second from vice chairman Dagler. [19:32] Thank you. Any further discussion? Then all in [19:39] favor? Any oppose? Passes. By the way. In [19:45] the past, for the next item, we have [19:47] utilized Frank Zachary on various real estate legal [19:52] items. Before the board today is a request [19:56] to have them provide real estate services for [19:59] the closing on 320 West Maple Street. As [20:03] part of this process, we're bringing this public [20:07] because North Carolina General Statutes fourteen two thirty [20:10] four allows local elected officials to provide professional [20:14] services if it meets certain criteria. One of [20:17] the criteria being that the individual does not [20:20] receive more than $60,000 from a fiscal year. [20:24] That will not be the case since this [20:25] is going to be a $4,500 contract. In [20:29] addition, that this is an item that is [20:32] brought to the public. This is why we're [20:33] addressing it now. In addition, that this item [20:37] is specially noted in the audit which will [20:40] be done by a miss Seriala from auditors [20:43] and we just want to make sure we're [20:46] covering on a basis and the the last [20:48] item is that the individual is not involved [20:51] in the vote on contract. We meet all [20:54] four of those criteria and that does meet [20:56] the standards set by North Carolina General General [20:59] Statutes fourteen two thirty four. The request is [21:02] to approve this contract to allow us to [21:04] proceed with kind of working on the closing [21:07] for 320 Usman Street. We don't like that [21:10] much. Mister attorney, do I need to Yeah. [21:15] Be replaced. You need to You need to. [21:18] That's what he do I need to make [21:20] the motion? Yes. You need to tell him [21:22] what was my how do you know where [21:24] how do I make the motion? I'll be [21:25] recused. Mhmm. There's some vote on this matter. [21:32] Second. Motion by vice chairman Zachary and second [21:37] as commissioner Parks who recuse Frank Zachary law [21:44] practice from the they called the con voting [21:47] on the contract. Correction. Okay. I'll I'll in [21:51] favor. I can vote on that. Yeah. Alright. [21:56] Passes five o. Yeah. Okay. Now then we [22:02] did we have a motion from anyone on [22:04] the actual contract? I made a motion. Okay. [22:07] That motion from commissioner Parks. Okay. Then we'll [22:12] wait and go set. Second. And my second, [22:28] commissioner Oliver. Alright. We have a motion to [22:33] for a contract with Frank C. Zachary to [22:36] and authorize the general manager to sign it. [22:39] All in favor, raise your hand. Any opposed? [22:43] Passes forward to vote. Alright. Next item is [22:51] library board appointments, and I will turn that [22:54] over to Ms. Gentry. Yes. I did receive [23:05] from Joan Nasharie, the director there, a request. [23:10] They have two members whose terms they did [23:14] not want to be replaced, and so they [23:17] have that led to vacancies. So one of [23:20] the positions is for someone who would serve [23:23] the town of Booneville, and they did submit [23:27] three names for the board's consideration. Those names [23:30] are in the agenda packet on page 84. [23:35] They did list them in the order of [23:37] reference to what the library board preferred, but [23:42] you can of course choose anyone to fill [23:46] that slot. The second slot is for it's [23:50] just like a a broad area. It's not [23:53] a specific town, and they did submit three [23:57] names for that. Those are on page eighty [23:59] four and eighty five, And they also for [24:03] for that Western District vacancy, they did list [24:07] those in the order of of the the [24:09] preference as to who they would like the [24:12] lord to choose. So, of course, you're you're [24:14] able to choose anyone, but it is only [24:17] one name per per slot. They they just [24:22] provide an option. Motion to, I guess, approve [24:38] Rita Howe and Heather Tilly to Any further [25:01] discussion? And all in favor? Any oppose? Passes [25:10] five o. The last board action item is [25:15] the Davie County interlocal agreement for WIC services. [25:19] The WIC supervisor of Davie County is currently [25:23] out on leave, and what Davie County is [25:26] requesting is assistance from the WIC section in [25:31] the Yadkin County HSA to provide oversight to [25:36] other WIC employees of Davie County and assist [25:40] clients. The return that Yadkin County would receive [25:43] for providing these services with the 15,000 in [25:47] Whitman related funds. I the question? Yes, ma'am. [25:55] I I just wanna make sure that this [25:57] isn't gonna put a strain on your staff. [25:59] Right. We had that conversation and I think [26:01] that the amount of time that they'll be [26:04] spending with Davie County in regards to Madison [26:07] already doing this work for our staff, it [26:10] should be a pretty light burden for us [26:12] to carry during the short period. They also [26:14] have a new nutritionist that's very early in [26:17] their onboarding, and so we would be able [26:19] to assist them with kind of keeping their [26:21] numbers up as well. And and just given [26:24] our staffing, think that this would be appropriate [26:25] if we've met with our supervisor and made [26:27] sure that the structure was okay. Where do [26:30] I need their help sometimes, do That's very [26:32] true. Yes. I think it is that we [26:35] are entering the age of assisting one another [26:37] in some of these programs given some of [26:38] the funding structures that we're seeing change or [26:41] not increase over time. So true, sir. Yes. [26:44] And Jessica, I believe in the agreement, people [26:46] references that the majority of this can be [26:48] done through teams and online and that a [26:50] lot of it is not going to be [26:52] conversed with deputy. That's correct. We don't anticipate [26:55] having to travel there. Very much a part [26:57] part of the meeting, really. I'll make the [27:05] motion approve the interlocal agreement with David County [27:08] to assist in providing WIC services and why [27:10] the county manager decided sign the agreement. Yes. [27:19] Jess, I want to say. Okay. Just let's [27:24] have her vote. I'd like to pop Jessica [27:26] about something. Okay. We got a motion to [27:29] say. Alright. We have a motion and a [27:31] second for the David County agreement. All in [27:34] favor? No. Any opposed? Yes. About This a [27:40] different matter. Something that Dave and I heard [27:43] something about at the NACO convention about the [27:50] changes in the administrative funds allocations. Yes. For [28:00] SNAP. SNAP. Yes. Food stamps. Yes, sir. Stuff [28:04] like that. It's been $50.50 Yes, that's gonna [28:09] go we're gonna have to pay 75% off. [28:12] Yes. That's that's accurate. If if North Carolina [28:14] continues to participate in the program, which is [28:17] gonna be the first question. Right. The last [28:20] dollar figures that I saw was that North [28:22] Carolina would have to come up with 280,000,000 [28:24] and that collectively, the counties would have to [28:26] come up with $65,000,000 to cover the loss [28:29] of revenue for the SNAP program. If North [28:32] Carolina doesn't participate, obviously, we don't have the [28:36] SNAP program. If we continue to have the [28:39] SNAP program, we would have to figure out [28:40] how to move forward in a 7525 breakdown [28:44] versus a fifty fifty and remember that North [28:47] Carolina participates. That's a federal entitlement program. If [28:51] North Carolina does, we do. That's not something [28:53] that we can opt out of and that [28:55] the county would would have to come up [28:57] with that other 25% to cover those programs. [29:00] Yes, sir. It's very concerning and and seeing [29:03] that those things going into effect the twenty [29:07] twenty seven, twenty eight fiscal year, I believe [29:09] but even some of the Medicaid changes that [29:11] came from that federal legislation we could see [29:13] as early as December 2026. Seems to be [29:19] the trend just to push down to cover [29:23] this cost a lot of programs. Yeah and [29:25] having a conversation with other colleagues it's you [29:28] know here comes the unfunded mandates yeah which [29:32] will absolutely make for difficult decisions for local [29:35] counties or if North Carolina decides to participate. [29:39] I mean still difficult decisions but different types [29:41] because right now we have five dedicated staff [29:44] and supervisors who you all contribute county dollars [29:47] to ensure that those programs are implemented adequately. [29:51] Without those supervisors and those five staff, we [29:53] would be concerned about timeliness. Timeliness turns in [29:56] are we meeting our DSS MOU requirements, the [30:00] threat of a cap, and so it just [30:03] yeah, it it would become a lot of [30:05] difficult decisions and oversight of those programs definitely [30:09] so. You may not have that number on [30:11] top of your head. That's okay. That's what [30:12] I was gonna say. 50% now was. Oh, [30:17] you all ask less questions. Yeah. Yeah. Yeah. [30:22] I can go back and do the math [30:23] on that, sir. I do not have that [30:25] number off the top of your my head, [30:26] but I'll say this too. The way that [30:28] social services is reimbursed is very complicated. It's [30:33] about the percentage of that staff time, amount [30:39] of time that that person spends in the [30:40] program, then remember that the supervisors are cost [30:43] allocated. So we would have to sort of [30:45] really drill down into just those FNS positions [30:48] or just those Medicaid positions to get that [30:50] total, but that's something that we could look [30:52] at. But I just wanna see how scary [30:54] that next 25% is gonna be. It would [30:56] be scary. Yeah. It would be a very [30:59] big number. I mean, you all just passed [31:02] the budget, so you understand what it takes [31:03] to fund the human services agency. We're gonna [31:08] be able to live and move forward with [31:09] the budget we have, but big changes like [31:11] that could call for big decisions to be [31:13] made. Yes, sir. And I can get back [31:15] with some folks and send a number to [31:17] a manager still coming to see if that's [31:18] it. Okay. Transferable. Sure. If if the state [31:23] doesn't stay on Yes. And they say, you [31:26] know, we're gonna go with Fed or whatever [31:27] and not do it. Mhmm. You mentioned five [31:30] staff members. Mhmm. Is there a way that [31:33] they could be absorbed into other roles within [31:35] the agency? Those five staff are eligibility specialists. [31:39] The short answer to your question is yes, [31:42] but it would they would need to be [31:45] like Medicaid eligibility specialists or some of our [31:48] other smaller eligibility programs, and we would just [31:50] have to look and see if if we [31:52] have the application or recertification volume for those [31:56] five positions. Or or maybe, you know, other [32:00] positions that the county has available, but we [32:02] would look at those eligibility positions first so [32:04] that they would stay within the same job [32:07] title and job description. Right. That's a lot. [32:11] But maybe it's Tuesday in FNS. I it's [32:16] gonna be a very interesting couple of years. [32:19] I look forward to leading the agency through [32:20] that. Have you heard anything about what the [32:24] state might do? No. I've heard. They started [32:28] making some of the changes necessary for Medicaid, [32:30] but as far as, you know, sweeping decisions [32:33] of that nature, I'm not hurt that. And [32:35] that'll probably be kept. We'll be the last [32:38] Legislature would make those decisions. Right. Right. So [32:43] they would just tell us at the end, [32:45] I think, when it comes time for implementation [32:47] or not. So very good questions. And as [32:53] we move forward in those changes in next [32:54] couple of years, if there's things that y'all [32:56] like you know, you have report to the [32:57] board section of the agenda. If there's things [32:59] y'all would like for me to come and [33:01] give you those updates and and keep you [33:03] abreast of all those changes, we can start [33:05] to do that as we get closer in [33:06] the next eighteen months or so. Okay. Sure. [33:09] Sounds good. Yeah. Thank you. Anything else, John? [33:12] No. Thank you. Thank you. Thank Thank you. [33:28] That concludes our board action. Right? All right, [33:32] then. So we do have a closed session [33:34] today. We'll take the floor and grade after [33:37] we do the motion, and I will make [33:40] the motion. I'll read the motion. I move [33:45] to go into closed session pursuant to North [33:47] Carolina General Statute one hundred forty three dash [33:50] three eighteen dot eleven a one, three, four, [33:56] five, and six to discuss personnel matters and [34:00] to protect personnel information that is confidential under [34:04] North Carolina General Statute 153A-ninety eight and to [34:10] discuss the potential location or expansion of industries [34:15] or other businesses in the county to establish [34:18] the county's negotiating position for acquiring real property [34:23] and to instruct the county staff on that [34:26] position and to have a privileged consultation with [34:30] our county attorney and pursuant to North Carolina [34:33] General Statute 131E-97.3 to discuss confidential competitive health [34:42] care information. That is the motion. Do I [34:45] have a second? Second. I have a second [34:48] from commissioner Parks. All in favor? Any opposed? [34:53] Pass. Five of them.
