[0:01] Good morning, everyone. Welcome to the city of Pasadena, Texas, council meeting, September 4, 2018.
[0:09] We'll have invocation by James Guthrie, and Councilman Shane Bond, we'll be leaving us in the prayer. Please stand.
[0:22] Is this my box?
[0:25] You say a prayer more often, won't you?
[0:28] Let us pray. Lord God, have any father, we come before you, dear Lord, ever more grateful, grateful for the gift of this mayor and council.
[0:37] and the gifts that they bring to our community.
[0:41] We ask that you be with them today as they deliberate the business of the city of Pasadena.
[0:47] More importantly, Lord, we thank you for the gift of life, eternal life, through the birth,
[0:52] death, and resurrection of your beloved son, Jesus Christ.
[0:58] We thank you for that eternal life.
[1:01] We ask that you bless our first responders, both police and fire.
[1:07] We ask that you bless our various school districts as they usher children back to learning for this semester.
[1:14] We ask that you keep them safe.
[1:16] All this we ask in Jesus Holy Name. Amen.
[1:20] Amen.
[1:21] If you would please join me in saying the pledge to the greatest nation.
[1:26] Let's leave the scene alive.
[1:29] I'm not a citizen of America.
[1:31] To Republic, which I've just seen.
[1:33] One nation, under God, indivisible, with energy and excess of us, for all.
[1:39] If you now please join me in the greatest state in the nation.
[1:43] Allegedly, please!
[1:45] Onto ourرة.
[1:48] We should leave this to you for instance, one.
[1:51] One, one, say, under God.
[1:53] And approve is indivisible.
[1:54] All
[1:59] right.
[2:01] Good, Thomas.
[2:04] I'd like to say good morning to everyone.
[2:06] I hope everyone had a wonderful Labor Day weekend.
[2:10] With all the rain, hopefully you had some good family quality time,
[2:15] and maybe took in a movie, or did something special.
[2:19] And with that Mayor, I pass.
[2:20] Thank you, sir.
[2:23] Can I have some blue ground?
[2:24] Thank you for being here today.
[2:28] Like, Councilman James Biden said it's been a lot of rain, there's probably going to be
[2:31] some more.
[2:32] So we appreciate everybody showing up this type of weather.
[2:37] We had the pleasure of going out Saturday to Union Cook off.
[2:43] I'll see this to Union members here.
[2:45] It was great, great turnout.
[2:46] It has a good music, so it was a good turnout.
[2:51] And with that I passed.
[2:51] Thank you, sir.
[2:52] Councillor interjecting.
[2:53] Like I may come out this morning.
[2:56] I want to remind everybody, if you still make plans or have
[3:00] it made plans, National Night Out Coming Up, first,
[3:04] Tuesday and October and like Councillor
[3:09] Villarreal said I went out to the BBQ Coke off,
[3:12] got some good food, met a lot of people.
[3:14] I didn't know, met some.
[3:15] I didn't know, but overall it was a good day.
[3:18] I'm sorry.
[3:19] Thank you, Sarah.
[3:19] The company here.
[3:22] Thank you, Mayor.
[3:24] I guess all of you are aware that there's going to be a hurricane in the Gulf.
[3:30] Just be prepared.
[3:32] It's predicted to go to Biloxia or Eastern Yarlene, but just be prepared.
[3:39] And also I went to the AFLCO.
[3:42] The thing that had a great time, I came out to hear some good music by the Blues Brothers.
[3:47] I asked him play a couple of songs for him, one of them was far, far away, but they wouldn't
[3:54] play that one.
[3:55] That's a joke, far, far away.
[4:00] But anyway, I'd like to hear a case, Jason.
[4:03] Stay safe.
[4:04] That I'll pass.
[4:05] Thanks, Sarah.
[4:05] You can ask me any questions.
[4:08] Yes.
[4:08] For a future reference of last name is Cassatos.
[4:12] Thank you.
[4:13] Thank you.
[4:14] Thank you.
[4:14] But yeah, thank you everyone for coming out.
[4:18] We appreciate it.
[4:19] Many women in blue.
[4:20] We appreciate you guys being out here.
[4:22] I wish there was more seating.
[4:23] You didn't have to stand us stand up so long.
[4:26] But we appreciate you being here.
[4:28] Also, like to say, we went out to the FLCL Union
[4:31] and barbecue cookover had a great time.
[4:35] Like the Council members before said, we got to go out there
[4:38] and place the music out there, myself and Councilman Wheeler.
[4:42] And we have a good little band.
[4:44] So we played some good music and we had a great time.
[4:49] Thank everyone for being out.
[4:50] I'd also like to send my condoms out to the Bletsow family, James,
[4:54] so see that he's passed away.
[4:56] And then my condolences and heartfelt condolences
[4:58] got to the family.
[4:59] So put that up.
[4:59] Thank you, sir.
[5:00] It can't have been wheeled.
[5:01] Thank you, Mayor.
[5:02] It looks like we all went out to the FLCO barbecue
[5:04] weekend.
[5:05] It was a good time last year about this time Harvey hit.
[5:09] So it got canceled.
[5:11] So it was good to see kind of life turn back to normal
[5:13] just a little bit and I know there's a hurricane in the Gulf and the city we have a great
[5:20] emergency management department here so just stay tuned if anything does happen you never know
[5:23] how those hurricane models play out you know the spaghetti models and they they don't know
[5:28] where the much more than any of us but they they predict it's gonna not be coming towards us so
[5:33] I'm just staying contact with the city and if anything does happen we'll let you know that'll pass thank you sir
[5:38] I would like to thank everyone for coming out on this rainy day.
[5:43] I know we do have some seats at front.
[5:44] I'd be just like a pastor at church.
[5:47] Everybody wants to set out on that front.
[5:50] Anyway, thanks to former Councilman James Guthrie for the
[5:55] Invocation, and I'd like to congratulate the recipients of the
[6:00] Service Awards this year today, Darrell, Diana, and Ed.
[6:03] Thank you for all the years of service from the city of passing.
[6:06] Would I pass mayor? Thank you, sir. Okay. This is one in the speak the council. Robert Jeter.
[6:20] Excuse me?
[6:21] Yes. Yes, I am.
[6:34] Before I begin I want to point out that after last meeting before I had a chance to leave.
[6:40] And 83 year old woman upset over the comments I made came up to me and threatened my life right here in this very room.
[6:46] Obviously the fact that I'm still here means that threat is not credible, but I do think that
[6:51] behavior is outrageous and almost as absurd as how this administration is treated the city budget.
[6:57] Last week I had to sell my first vehicle. A white 89 Dodge Ram Charger that my family purchased
[7:03] for me back in 2008 for my high school graduation, didn't want to sell it, but after years of trying
[7:09] to save up to keep it running, it became apparent that I wasn't going to happen so it sat in my driveway
[7:15] collecting rest.
[7:18] Rand find just could never get it to pass inspection.
[7:21] So the government does this thing called past regulations that often
[7:24] serve as barriers to make it harder for honest folks to get things done.
[7:28] And government also likes to raise fines and fees to increase its own
[7:31] coffers rather than leave people alone.
[7:34] Government doesn't create wealth, it can only redistribute.
[7:37] And in the process of that redistribution, it often destroys wealth.
[7:41] My understanding is that we have a proposed tax rate increase of $6 per hundred dollars of home value.
[7:47] This is more than six times the nine tenths of a penny that this council voted against last year in the wake of Harvey.
[7:53] The wake council is going to justify this by saying it's for the increased insurance cost for city employees.
[8:00] I believe this is true. I also believe that if the administration hadn't been engaged and grow testically excessive spending that we wouldn't need to hold employee benefits hostage
[8:09] to justify the tax hike.
[8:12] We have money for a half a million dollars on a single whole of the golf course, but not to
[8:17] cover our own employees.
[8:19] If we as a city spent less on once and more on needs, we would be far more fiscally responsible.
[8:24] I'm not saying don't pair employees what they're worth, but we should be using that as justification
[8:29] for framing the taxpayers either.
[8:32] Lastly, I've never been anti-coped just anti-corruption.
[8:34] It's been brought to my attention that past the employees union has made some concessions towards
[8:39] fiscal responsibility within the city.
[8:41] I would like to commend them and Brian Lithcomb for taking the lead on that.
[8:45] Good job, guys.
[8:46] Thank you, Council.
[8:47] Thank you, sir.
[8:48] Tissue Banks.
[8:58] I just can't hear me.
[8:59] I'm short.
[9:01] I just want to take this opportunity to thank Mayor Wagner in the city of Pasadena for
[9:05] and the Pasadena Chamber Commerce and the Pasadena Independent School District for all of their
[9:09] help with the first annual field of bus campaign.
[9:13] We were able to feel three school buses with schools of violence.
[9:16] And it was wonderful, so many children in Pasadena got free school supplies.
[9:23] In fact, what we did was we allowed the teachers to come and Friday before school started
[9:27] to the PISD warehouse, and they were able to bring a box and fill it for their classes
[9:32] and their kids.
[9:33] And it was a wonderful site.
[9:35] But next year, I have a different goal.
[9:37] I want to make sure every elementary child gets a free box of crayons.
[9:41] that means 15,301 kids are in 1st, 3rd, 4th grade and I want to make sure that teachers get
[9:49] a free box of clean eggs because those are things that teachers are buying and paying
[9:53] for out of their own pocket.
[9:55] I just wanted to take this opportunity to thank ABC Dental, Albert Marl, Barnes and Noble's
[10:00] Bachelorette Medical Center, Bayway Lincoln, Best Western, Burnett, Specialties, Candlewood
[10:05] Sweets, Community Health Choice, Deepwater Neighborhood, Dixie Chemical, Frost Bank, Grace
[10:10] our real estate, Hilton Gardening, Interactive College, Johnson Space Center, Credit Union,
[10:15] Kindred Hospital, Pasadena Public Library, Life-Touch Photography, Meter Staffing, Met Express,
[10:20] Moose Lodge, New Alpha, New Dimension Care givers, Nike, Outback State House, Pasadena
[10:25] Bay Area, Junior Forum, Pasadena Interfaith, Manor, Pasadena Refining, Pasadena Rotary
[10:30] Sal, Patience Medical Center, Phelps Insurance, Plumberton 68, Prim Relative, Puffers
[10:35] Vend, Texan Bank, the Sorano Agency of Farmers Insurance, Private Financial, Underwood Baptist
[10:40] search, burn cops, wise, tutoring, and Zachary industrial, for all of their help with
[10:45] Phil the bus.
[10:46] Thank you.
[10:47] Thank you, ma'am.
[10:49] Jid and Ed.
[10:50] Y'all come up.
[11:11] These are my helpers, Mayor.
[11:12] That's good helpers.
[11:15] Morning, Mayor.
[11:16] Jeff Wagner and City Councilman.
[11:19] I'd like to thank you for letting me talk today.
[11:21] As many of you may know, my daughter, Christina Wells, has advanced to B.A. semi-finals on
[11:29] the popular TV show, American Got Talent. She is going to perform on September 11th,
[11:36] 7 p.m. on NBC. Christina is a home town girl. She lives here and she is a registered nurse
[11:44] helping her community.
[11:48] Good morning,
[11:52] as much as you said,
[11:54] Salvin, me, Jacocina Wells,
[11:56] have advanced to set a semi-finalista
[11:59] in the popular program of television,
[12:02] America's Got Talent.
[12:04] I am presenting the 11th September,
[12:09] Alas siete en la noche en ABC, Christina es un chica de esta comunidad.
[12:18] Ayavíbe aquí y es una enfermera registrada que ayuda a su comunidad.
[12:27] Christina has performed at the city path to the end of tree lighting
[12:30] and volunteered each year to sing for the Verncock's Christmas Party.
[12:37] She believes in the power of music to heal and she wants to share her gift.
[13:11] I am here to ask everyone to please vote for my daughter on September 11th.
[13:17] This is how you can vote.
[13:19] Download the app on your phone by going to nbc.com AGT.
[13:26] You can also vote 10 times to the number they show on the show on that night.
[13:32] She performed.
[13:33] Please help my daughter make her dreams come true and let's show the world that great
[13:41] things do come from past dinner taxes. Thank you.
[14:18] Thank you so much.
[14:23] Thank you so much.
[14:23] Thank you so much.
[14:25] Thank you.
[14:34] Good morning.
[14:36] First of all, I'd like to say thank you to everyone who's voted for Eric so far.
[14:42] We've got a little bit longer to go September the 14th.
[14:46] and so we're here to ask for your vote for everyone in the city to vote for Eric, Nicky,
[14:53] at WWW, well-carre champions, well-carre champions.
[15:00] Tx.com, forward slash, Eric, ERIC. Together, if we can get enough votes, it will win $25,000 for our
[15:15] senior center, and that goes to senior activities and things that the seniors can enjoy and
[15:23] and hence their life and we just ask that everyone in the city vote, you know, you can vote every day,
[15:32] you can vote on computers, you can vote on cell phones, you can vote on browsers, different browsers
[15:38] and we just ask that you all put one more great push forward because together we can do this and it
[15:46] would bring a lot of joy to our seniors at the senior center so and also if you have any questions
[15:53] called Mass & Jokes in your center at 713-4770175 and we would be happy to talk to you about
[16:00] Voting.
[16:02] We'll tell you how to download it on your phone and I'm not really good at those things but
[16:08] Eric programmed it into my phone.
[16:10] It's just a bunch of buttons.
[16:12] It's just about.
[16:14] And so it gives the call if you have problems with that.
[16:17] And again, thank you very much.
[16:19] It takes teamwork to do things like this and to vote for Ed's daughter.
[16:25] She's a darling and she also sang at our 4th of July and celebrations and what a voice she's got.
[16:33] And so thank you.
[16:34] Thank y'all so much.
[16:35] Thank you.
[16:36] Michelle and Tee.
[16:49] One reminder and council.
[16:52] In front of you, you have a little piece of paper there, talking about fire trucks.
[16:57] We tried selling these fire trucks on Renee Bates in a past we've had real good luck, but this time around
[17:07] Evidently there wasn't any any takers. So what we're doing we're going to have our auction
[17:12] September the 15th at our location that we have six times a year
[17:18] We have a hundred plus abandoned and seize vehicles, more abandoned than not, and then
[17:28] we have some city vehicles, surplus vehicles that we sell.
[17:32] We brought ourselves in our resale.
[17:36] We do the guys do a great job of it.
[17:40] I just show up and look ugly, so it's a 3% buyer's premium cash, master card,
[17:47] American Express, we sell them as is, where is, one of the things about these fire trucks,
[17:57] what we're going to do is we're going to sell them at our auction, but at the same time,
[18:01] they will be going, once they come up for bid, they will be going online and live across
[18:08] the United States to try to get some people to buy these from us.
[18:12] Because what this money does, it goes back into our maintenance fund and we're able to buy equipment
[18:18] at down the road, mercy equipment, you know, it could be fire trucks, it could be garbage
[18:25] trucks, whatever it may be, but we really do proud ourselves in our resale.
[18:31] Thank you very much.
[18:32] Thank you, sir.
[18:33] Christine, the woman.
[18:42] Good morning, Mayor.
[18:42] City Council members, I am here today to share about several events we have going on at the
[18:47] to be in a chamber, but I want to first let you all know that today is an exciting day.
[18:51] As we were here, an email went out to all of our members and community members that met
[18:56] the launch of our new Pasadena Chamber website.
[18:59] And so two years ago, our director of marketing and special events, Susette McDowell, who's
[19:04] here with us today, launched our rebranding efforts in the completion of this website is the
[19:09] final phase of that.
[19:10] And so we invite everybody to go check out the new website.
[19:13] It's a more user-friendly, versatile site that's mobile friendly and compatible on all devices.
[19:19] And so we appreciate everybody's support to in that.
[19:23] And if you are a chamber member and you normally register for events, then you will get an email today as well with new user name information and password to set up.
[19:31] So take advantage of that.
[19:34] We're excited about the launch of that and being able to showcase Pasadena and the chamber that we are so proud of.
[19:40] In terms of events coming up at the chamber, next Tuesday, September 11, the pasting a little
[19:46] feeder is putting on the 110 stories. This is a play that depicts the activities from September
[19:54] 11 as told from the standpoint of people that we can relate to that experience that, not
[19:59] what was in the news. This event, although PLT is putting it on, is actually a fundraiser for
[20:06] of our first responders for the firemen and the police officers.
[20:09] So take it start at only $25 and their sponsorships available.
[20:13] So please make plans to attend that.
[20:17] We also in partnership with the Harris County District Clerk's Office are going to have a
[20:20] passport fair at the Pasadena Chamber on Tuesday, September 18th.
[20:24] So if you want to skip the lines elsewhere, you can come to the Pasadena Chamber office
[20:28] for new or renewals.
[20:29] And that's open to the community and their families, so not just Chamber members.
[20:33] And then we also have our Pasina Hispanic Business Council Breakfast on October 10th at the Serrano Agency, and this will be on Identity Thept, so you can come learn how to keep your information safe.
[20:46] And then before long, the Texas Emotational Basketball Tournament will be here, and so we need your help in volunteering for this tournament.
[20:54] That is the partnership between the city, the school district, and the business community just like fill the best was.
[20:59] And so it's another opportunity for you to engage and to give back.
[21:03] And so you can look at texasemvitational.com for all the volunteer needs.
[21:07] And then last but not least, taste of the town is underway.
[21:11] And so the greatest taste of the town tickets are available at that event will be on November 1st this year.
[21:17] So get your tickets early.
[21:19] There is a VIP access opportunity to get in early.
[21:22] And we also have our raffle going on for a mini goat cart for only $10.
[21:27] You can stop by the chamber to purchase your tickets so thank you all for your support.
[21:33] Thank you, ma'am.
[21:35] Okay, brings us down to presentations.
[21:41] Mayor and Council will be honoring three employees today for service awards that they've received here at the city.
[21:49] The first employee and after they get their awards that we head back to their office, get back to work.
[21:54] the first goes to Darrell Anthony, he's got 35 years of service with the city one up there.
[22:06] You see even in the scribe clock, they're like very much Darrell.
[22:09] He's assigned to our fleet division.
[22:13] The next employee is Dying in a Curtis.
[22:16] She's got 30 years of service, but she's assigned the city controller's office, and she's perceiving in
[22:22] his scribe watch.
[22:30] And last is Ed Hovett, I think 25 years of service, and he's with our golf course, he'll be receiving
[22:43] That's it, they're going to be heading back to their office because Diane has said she's got to make sure she gets our checks right now, so thank y'all very much.
[22:54] Thank you, sir.
[23:00] Okay, Council brings it down to presentation in minutes. I'll just 21st.
[23:07] Motion to say those second.
[23:09] Shane Biden?
[23:10] Yes.
[23:11] Don't we have a volunteer award over here also?
[23:14] The shot, they said, Eddie, oh, there's Eddie right there.
[23:18] Yes.
[23:19] Yes.
[23:19] Yes.
[23:20] He's about back.
[23:21] Thank you, Bruce.
[23:21] I appreciate that because I did not see any sitting there.
[23:24] Let's see
[23:28] try to see here.
[23:31] Yes.
[23:31] Eddie Perez.
[23:32] He's got a volunteer award now.
[23:33] I have to get him as a work because I was told he was not here.
[23:36] Going up here.
[23:44] Thank you.
[23:45] Thank you.
[23:45] Thank you.
[23:46] Eddie, for all you do.
[23:48] Thank you.
[23:52] Okay.

[34:20] September 18, 2018 at 6pm, and October 2, 2018 at 10am in the Councilor Chamber City Hall.
[34:26] For the purpose of hearing public comments on the proposal to adopt a 2018 tax rate of 0.615446
[34:34] for $100 value, which is greater than the 2018 effective tax rate of 0.56430 per $100 value.
[34:43] And authorizing the city secretary to publish a notice of the 2018 tax report proposed property tax
[34:48] rate for the city of Pasadena at least seven days prior to the first scheduled hearing,
[34:53] and we need a row call vote mayor.
[34:55] Okay, let's make a motion, shame mine, second, Lehman, okay, we'll start our vote.
[35:01] Is there a discussion on this, man?
[35:03] Okay, discussion.
[35:10] Second, it's Lehman.
[35:12] Lehman.
[35:17] First here.
[35:20] This is a proposed tax increase.
[35:22] If we were to accept the same, the rollback rate of .556.
[35:27] That means the citizens of Pasadena, this next coming year,
[35:29] pay a proper tax rate of 0.556 or 55.6 cents per 100 dollar valuation on their home.
[35:40] This increase in taxes would be 61.5 cents. That's about a 6% or a 6% increase, which
[35:51] equates to a 10.6% increase in just the rate along. That doesn't account for the increase
[35:57] property value. So if your home goes up in value, not only are you paying an increase of 10.6%
[36:03] on the rate, but you're going to pay on top of that whatever increase is the evaluation of your home.
[36:10] We've had, well, we're not as much of a budget workshop. Council wasn't a lot asking any questions,
[36:15] but in our budget, we did not account for any employee raise for police officers or city employees.
[36:21] So in our budget so far there's been no cost of living increase for employees.
[36:28] On top of that, we just passed an industrial agreement, which gave a 30% reduction, it
[36:34] will, what I'm saying is, is if the industrial zone were to pay the same level of property
[36:39] tax that we're asking citizens to pay, they would be paying $25 million a year.
[36:46] We're only asking them to pay $17.5 a year, which is equivalent of a 30% discount.
[36:50] So, in the same month, we're asking these multi-billion dollar corporations to pay at a 30% discount
[36:57] or increasing property taxes on a working family is 10.6%.
[37:03] And not even given our budgeting for our city employees to have a cost of living increase.
[37:08] I think this is not fiscally wise.
[37:10] It's not fair to work in families, and it's especially not fair to given that yesterday was
[37:14] Labor Day.
[37:14] I'm not going to support his tax increase and I don't want to see it go to the end of that
[37:18] FS.
[37:19] Thank you.
[37:21] Any other comment?
[37:22] We'll go for a roll call vote.
[37:24] Go answer.
[37:26] Yes, so I'm kind of a, I guess I'm the same boat here.
[37:31] I guess I'm not everybody's surprised about that, right?
[37:34] But let me say this.
[37:36] We didn't have a budget workshop.
[37:38] One of the main things that I'm really concerned with is the fact that we've had numerous things
[37:41] be increased on us this this past year. We've had our garbage rates go up. We've had
[37:45] our water rates go up. We're not talking about an increase of 2.6% going up. We're given
[37:52] industrial districts of break. If we were to annex those guys, I know I brought this
[37:56] up last. We were talking about an additional $4.5 million dollars annually that we could
[38:01] bring into the city. On our actual budget, Mayor and everybody was very proud of we're going
[38:08] be bringing in $2.8 million more this year in tax revenue.
[38:12] If that's the case, we're happy with the $2.8 million
[38:14] why are we increasing taxes again?
[38:18] Not to mention the fact that he said that we're going to be keeping
[38:20] the same amount of employees.
[38:22] And that personnel will be staying the same.
[38:24] Now is this tax revenue, this tax increase?
[38:26] We're going to, I don't know, I guess hire new employees or whatever
[38:30] the case may be, there's no reason for this to go on.
[38:33] We have money and the fund balance to give our employees a cost of living increase, okay?
[38:40] The reason why some of these things have been going on is because there's been excessive spending.
[38:45] Okay, there's a lot of projects and things are that nature that the mayor we did in account for in the budget.
[38:50] They didn't put it in the budget because they wanted the budget to look really, really good.
[38:54] Hey, we got a lot of money here.
[38:55] I'll guess what that money is going through other projects as well, that they have an account for.
[38:59] There is money for a cost of living increase.
[39:03] This tax increase right here may or try to do this last year.
[39:07] We talked them down, we got it down to the rollback tax rate.
[39:11] The other thing I'm concerned with is that this rollback tax rate that they're proposing right here,
[39:16] I need to do some research because last I checked there was only supposed to be
[39:19] and they are 6% increase max that you could do on the rollback.
[39:23] This is well above that.
[39:25] Thank you, sir.
[39:26] Again, we're really discussing a public hearing.
[39:30] The office comments are definitely for the public hearing.
[39:32] It shouldn't be here, but I'll allow that.
[39:35] And again, the budget.
[39:37] Everything we do here is in the budget, and y'all vote on.
[39:39] There's nothing hitting.
[39:41] It is in.
[39:41] Sir, you're out of order.
[39:43] You're out of order, and I'll allow you to talk.
[39:45] And I should.
[39:45] Well, I appreciate that, you bet.
[39:46] But my point is, is everything in the budget is in the budget.
[39:50] It's nothing hitting from the administration.
[39:52] It's not.
[39:52] Again, sir, you're out of order.
[39:54] One more time, sir.
[39:55] You're going to be asked to leave the room.
[39:57] Why would you let me just file with me?
[39:59] I'll tell you what.
[40:00] This is very important.
[40:01] Officer, this is very important.
[40:02] And this has to do with our tax pay.
[40:04] What about a point of information?
[40:05] The mayor can't throw them out with a load of counsel.
[40:07] It takes five volts from the garden accounts.
[40:09] We need to rob our crew to load it.
[40:11] I did.
[40:11] We'll read it again.
[40:13] Same wrong.
[40:18] Okay.
[40:19] That brings us down to a roll call vote.
[40:21] My family.
[40:22] I'm not through the discussion.
[40:23] Can't say you can stay for the roll call vote if you choose to.
[40:27] Okay.
[40:27] Thank you.
[40:30] As long as it applies to saying yes or no to a public hearing, we're not discussing the public
[40:37] supply to a specific hearing.
[40:38] Let me speak.
[40:39] Go ahead sir.
[40:40] I got a message, me.
[40:43] It's the marriage right.
[40:45] It's the yes or no on this roll call vote, but I want to get my position out where I am.
[40:49] I don't think we should even add this yes or no vote.
[40:54] No long-out in search.
[40:56] I've talked to business people.
[40:58] No men are up to me when I'm talking.
[41:00] The law, you the law now.
[41:03] I talk to business people out here, and my priority is the business people, the taxpayers,
[41:08] the homeowners.
[41:10] And we didn't even have a budget workshop.
[41:12] There's a lot of things in this whole thing.
[41:14] People have taken deals, one way or the other.
[41:18] But I am against raising taxes.
[41:22] It's not needed.
[41:24] We need to have a budget workshop and get some expenses and move forward.
[41:29] So therefore, I'm state of my position right now that I'm not going to support attacks
[41:34] increase.
[41:35] I support the people out there that pay the taxes.
[41:39] So therefore, I can support it.
[41:41] Thank you, Mayor.
[41:41] Thank you, sir.
[41:42] Okay, roll call, though.
[41:43] Councillor interjecting.
[41:44] It's just a public hearing.
[41:46] I'll go in the next.
[41:46] Yes, sir.
[41:48] Yes.
[41:49] Mr. Erson?
[41:51] It's for the public hearing.
[41:52] Not just that, man.
[41:54] I want to get my point.
[41:55] I'm digging in now.
[41:57] Okay.
[41:59] No, no.
[42:00] I'll be yes.
[42:01] No.
[42:02] Okay.
[42:03] Yes.
[42:04] Same by.
[42:04] Yes.
[42:06] Passes.
[42:07] Thank you for sticking out.
[42:09] Okay.
[42:09] Bring this down to the last resolution.
[42:12] You're the reference.
[42:16] No, same.
[42:18] You're dismissed.
[42:19] We got one more.
[42:20] You're dismissed.
[42:25] Great amount of secretary.
[42:26] Resolution 2018-110.
[42:29] Accepting a grant of 46,590.
[42:31] for dollars from the U.S. Department of Justice Bureau of Justice Assistances to be used
[42:36] to fund overtime for additional police activities to enhance public safety and reduce crime.
[42:41] Motion.
[42:42] Motion is same-byn.
[42:44] Second, Harrison, any questions?
[42:46] All in favor?
[42:47] Any opposed?
[42:48] Well, think about it for a comment now.
[42:53] We're here to do the city business, and we must do it with respect for all citizens, and
[42:58] that's what my administration does.
[43:00] everything that you hear about the budget, being a transparent, everything we do, and everything
[43:06] I do, it's voted on, and nothing's hidden from my administration.
[43:10] With that, yeah, I have a great day, we'll see you later.
[43:13] It's me, Jean.
