[6:34] Before I begin, I want to point out that after last meeting before I had a chance to leave.

[6:40] And 83 year old woman upset over the comments I made came up to me and threatened my life right here in this very room.

[6:46] Now obviously the fact that I'm still here means that threat is not credible.

[6:50] But I do think that behavior is outrageous.

[6:53] And almost as absurd as how this administration has treated the city budget.

[6:58] Last week I had to sell my first vehicle.

[7:00] A white 89 Dodge Ram charger that my family purchased for me back in 2008 for my high school graduation didn't want to sell it.

[7:08] But after years of trying to save up to keep it running, it became apparent that it wasn't

[7:13] going to happen, so it sat in my driveway collecting rust.

[7:18] Ran fine just couldn't ever get it to pass inspection.

[7:21] So the government does this thing called past regulations that often serve as barriers to

[7:26] make it harder for honest folks to get things done.

[7:29] And government also likes to raise fines and fees to increase its own coffers rather than

[7:33] leave people alone.

[7:34] Government doesn't create wealth, it can only redistribute, and in the process of that redistribution, it often destroys wealth.

[7:42] My understanding is that we have a proposed tax rate increase of $6 per hundred dollars of home value.

[7:47] This is more than six times the 9th sense of a penny that this council voted against last year in the wake of Harvey.

[7:53] The way council is going to justify this is by saying it's for the increased insurance cost for city employees.

[8:00] I believe this is true.

[8:02] I also believe that if the administration hadn't been engaged and

[8:05] grotesquely excessive spending that we wouldn't need to hold employee benefits hostage to justify the tax hike.

[8:13] We have money for half a million dollars on a single hold of the golf course, but not to cover our own employees.

[8:19] If we as a city spent less on wants and more on needs, we would be far more physically responsible.

[8:24] I'm not saying don't pay our employees what they're worth, but we should be using that as justification for

[8:30] reaming the taxpayers, either.

[8:32] Lastly, I've never been anti-cop, just anti-corruption.

[8:35] It's been brought to my attention that Pasadena Police Union has made some concessions towards fiscal

[8:40] responsibility within the city.

[8:41] I would like to commend them and Brian Litzcomb for taking the lead on that.

[9:00] I just wanted to take this opportunity to thank Mayor Wagner in the city of Pasadena for,

[9:06] and the Pasadena Chamber Commerce and the Pasadena Independent School District for all of their help with the First Annual Field of Bus Campaign.

[9:13] We were able to fill three school buses with school supplies, and it was wonderful.

[9:18] So many children in Pasadena got free school supplies.

[9:23] In fact, what we did was we allowed the teachers to come on Friday before school started to the PISD warehouse,

[9:29] and they were able to bring a box and fill it for their classes and their kids.

[9:33] And it was a wonderful site.

[9:35] But next year, I have a different goal.

[9:38] I want to make sure every elementary child gets a free box of crayons.

[9:42] That means 15,300 and one kids are in first through fourth grade.

[9:47] And I want to make sure the teachers get a free box of clean eggs,

[9:51] because those are things that teachers are buying and paying for out of their own pocket.

[18:54] community members that the launch of our new Pasadena Chamber website.

[18:59] And so two years ago, our director of marketing and special events, Susette McDowell, who's here with us today.

[19:05] Launched our rebraining efforts and the completion of this website is the final phase of that.

[19:10] And so we invite everybody to go check out the new website.

[19:13] It's a more user-friendly versatile site that's mobile and friendly and compatible on all devices.

[20:16] We also in partnership with the Harris County District Clerk's Office are going to have a passport fair at the Pasadena Chamber on Tuesday, September 18th, so if you want to skip the lines elsewhere, you can come to the Pasadena Chamber Office for new or renewals, and that's open to the community and their family, so not just chamber members, and then we also have our Pasadena Hispanic Business Council breakfast on October 10th at the Serrano Agency, and this will be on identity theft so you can come learn how to keep your information safe.

[35:27] that means the citizens of Pasadena this next coming year would pay a proper tax rate of 0.556 or 55.6 cents per $100 valuation on their home.

[35:39] This increase in taxes would be 61.5 cents, that's about 6 cents increase, which equates

[35:51] to a 10.6% increase in just the rate alone.

[35:55] That doesn't account for the increase in property value.

[35:59] So if your home goes up in value, I don't know if you're paying an increase of 10.6% on

[36:03] the rate, but you're going to pay on top of that whatever increase is the evaluation of

[36:08] your home.

[36:10] We've had, well, where there wasn't much of a budget workshop. Council wasn't

[36:14] allowed asking any questions, but in our budget, we did not account for any employee raise

[36:19] for police officers or city employees. So in our budget so far, there's been no cost

[36:24] of living increase for our employees. On top of that, we just passed an industrial agreement

[36:31] which gave a 30% reduction. What I'm saying is, is if the industrial zone were to pay the

[36:38] the same level of property tax that we're asking citizens to pay.

[36:43] They would be paying $25 million a year.

[36:46] We're only asking them to pay 17.5 a year, which is equivalent of a 30% discount.

[36:51] So in the same month, we're asking these multi-billion dollar corporations to pay at a 30% discount.

[36:58] We're increasing property taxes on working families 10.6% and

[37:03] not even given our budgeting for our city employees to have a cost of living increase.

[37:07] I think this is not physically wise, it's not fair to working families, and it's especially not fair given that yesterday was Labor Day.

[37:14] I'm not going to support attacks and increase, and I don't even want to see it go to hearing that I pass.

[38:08] in $2.8 million more this year in tax revenue.

[38:12] If that's the case, we're happy with the $2.8 million, why are we increasing taxes again?

[38:17] Not to mention the fact that he said that we're going to be keeping the same amount of employees

[38:21] and that personnel will be staying the same.

[38:24] Now is this tax revenue, this tax increase, we're going to, I don't know, I guess, hire new employees

[38:29] or whatever the case may be, there's no reason for this to go on.

[38:33] We have money and the fund balance to give our employees a cost of living increase.

[38:40] Okay, the reason why some of these things have been going on is because there's been excessive spending.

[38:45] Okay, there's a lot of projects and things of that nature that the mayor, we didn't account for in the budget.

[38:50] They didn't put it in the budget because they wanted the budget to look really, really good.

[38:55] Well, guess what, that money is going through other projects as well, that they have an account for.
