[26:28] there was concern at the last city

[26:29] council meeting so i wanted to share

[26:30] this

[26:31] while it is an honor to

[26:33] bless

[26:35] public meetings i am not compensated nor

[26:37] have i referred to a god of any religion

[26:40] at a government meeting

[26:43] the act of in

[26:45] invoking or calling upon a group to a

[26:47] higher purpose for civility and active

[26:49] listening has been my goal in these

[26:51] short talks

[26:53] it was also mentioned by speakers that

[26:54] their religion is never represented

[26:57] i'm sure if your iman or rabbi was so

[26:59] inclined they could be easily added to

[27:02] the list i won't mind doing fewer

[30:11] regarding the sidewalks on van rankin

[30:12] avenue and the need for parking

[30:14] enforcement under petitions there were

[30:16] none

[30:28] next on our agenda is the privilege of

[30:29] the floor related to the legislative

[30:31] agenda

[30:32] before we um actually have people come

[30:34] to speak there is a statement i'd like

[30:36] to make because i want to clarify some

[30:37] things that have been

[30:40] miscommunicated

[30:42] first of all we have not allocated all

[30:44] the arpa funds

[30:46] transparency has been a huge topic in

[30:48] conversation

[30:49] we started this process with tours

[30:51] community surveys and recruiting a team

[30:53] of residents to review applications

[30:56] to my recollection there has not been

[30:58] that level of public inclusion on city

[31:01] funding in the past

[31:02] the most reviews on any application was

[31:04] three

[31:05] no application was viewed by five to six

[31:07] people as reported

[31:09] there is a constant mention of 70 plus

[31:12] applications that seems to imply there

[31:14] are all community applications when in

[31:16] fact the applications from smaller cbo's

[31:19] was closer to 40 with remainder from the

[31:21] city or larger organizations or groups

[31:24] all community applications which

[31:26] qualified according to the department of

[31:28] development were reviewed by the

[31:30] department of development

[31:31] the advisory committee and at least five

[31:34] council members

[31:35] that is more eyes than are normally are

[31:37] involved in the review process

[31:40] this was a new process so it was a bumpy

[31:42] process much like the sidewalk program

[31:46] being inclusive in our decision making

[31:48] was an ask from the community and we

[31:50] worked to make that happen

[31:52] change is hard

[31:54] but to quote

[31:55] peter drucker if you want something new

[31:57] you have to stop doing something old

[32:00] the goal of having it the goal of having

[32:02] an advisory committee was to have a more

[32:04] participatory process and including

[32:07] people in the process which is the

[32:08] government

[32:10] did the did it fully work the way you

[32:12] intended no there were some people who

[32:15] could not fulfill their commitment

[32:16] however that does not mean that we

[32:18] disregard the people who did provide

[32:20] feedback

[32:22] for those members of this elected body

[32:24] who are criticizing the process they

[32:26] were part of the process deciding not to

[32:28] participate in a constructive way

[32:31] when you believe you have an idea to

[32:32] improve the process

[32:34] not only and to only offer criticism is

[32:37] a decision

[32:39] our recommendations on tonight's agenda

[32:41] are to fund larger projects which are we

[32:44] expect will benefit many city residents

[32:46] and to bring revenue into the city

[32:48] we also recommended fully funding small

[32:51] organizations who usually get just

[32:53] enough to keep them from drowning

[32:55] organizations working with youth in

[32:56] marginalized communities and that

[32:58] address food security and housing

[33:02] i expect the opposition from a political

[33:04] group that has been the biggest critic

[33:06] because we are supporting certain groups

[33:08] that are not valued from their viewpoint

[33:10] however

[33:11] that will not stop us from governing

[33:13] through a lens of balance and equity

[33:16] efficiency is doing the thing right

[33:19] effective effectiveness is doing the

[33:21] right thing

[33:23] i still believe in having community

[33:24] input on what happens in the city we

[33:27] just have to figure out the best way to

[33:28] encourage that participation

[33:30] and once again to

[33:32] quote peter drucker

[33:34] the greatest danger in times of

[33:36] turbulence is not the turbulence

[33:39] is it is to act with yesterday's logic

[33:44] at this time i have 20 people signed up

[33:46] to speak on the legislative agenda

[33:49] the first person is sarah gregory

[33:53] i just want to remind those of you who

[33:54] are not familiar with the process it is

[33:56] uh we have you have three minutes

[33:58] and you will hear a timer go off at the

[34:00] end of your three minutes thank you mr

[34:03] gregory hi my name is sarah gregory i'm

[34:05] on the board of the capital region

[34:07] aquatic center and i want to thank the

[34:09] city council and the mayor for

[34:11] continuing to support the project and i

[34:13] just wanted to speak briefly on the

[34:15] community

[34:16] benefits that will come with the capital

[34:18] region aquatic center

[34:20] we will be a monday through sunday seven

[34:22] day a week

[34:23] place for the

[34:25] citizens of schenectady to come and swim

[34:27] and be active the health and wellness

[34:30] we'll have adult fitness we will have

[34:32] learn to swim

[34:34] one of our the one that's most important to us is

[34:38] the learn to swim because 50 percent of

[34:40] the u.s population doesn't know how to

[34:42] swim

[34:43] um

[34:44] drowning is the second leading cause of

[34:46] death for

[34:48] children ages 1-14

[34:50] um

[34:51] that has got lots of statistics here um

[34:54] and we've learned that

[34:56] we found they've found that one month of

[35:00] formal swim lessons decreases your

[35:03] chance of drowning by 80 and that's kids

[35:05] and adults

[35:06] a lot of the reason kids don't know how

[35:08] to swim is because their parents don't

[35:10] know how to swim and are afraid of the

[35:11] water so um one of our missions is

[35:15] to teach every second grader in the

[35:17] schenectady city school district to swim

[35:20] by providing transportation and lessons

[35:22] at the aquatic center providing

[35:24] swimsuits and goggles that's all done

[35:27] thank you that's all done through

[35:29] foundations and grants that are

[35:31] nationwide that and so that would be

[35:33] provided free of charge this second

[35:35] graders of um the city of schenectady

[35:38] um also it will bring

[35:41] monday as i said monday through sunday it won't close

[35:47] down you hear a lot about the events

[35:48] that are going to be there and the

[35:50] people it's going to bring to the area

[35:52] but the way this is designed is that

[35:54] those those events won't prevent the

[35:56] citizens of schenectady from coming

[35:59] there seven days a week

[36:01] there's the drowning prevention swimming

[36:02] is a lifelong activity it's very it's no

[36:06] to low impact so it's going to be

[36:09] for people of all ages from infants to

[36:11] seniors all levels of abilities that

[36:14] will teach infants

[36:16] and kids to swim adults to swim we've

[36:18] talked to many organizations um that you

[36:21] know the

[36:22] insurance companies they really are

[36:24] trying to focus on health now and one of

[36:25] the best ways to get

[36:28] people healthy and active is in the

[36:30] water but they can't find space we have

[36:32] a lot of pools but they're all built for

[36:35] union college schenectady high school

[36:38] the wise they have to do their they have

[36:40] to get their constituents in there and

[36:42] so this center will have the ability with

[36:45] all those different there's three

[36:47] they're four different pools to offer

[36:49] something for everyone no matter their

[36:52] age ability

[36:54] and also i've already talked about the

[36:56] grants for the learn to swim there are

[36:57] grants also for memberships there are

[37:00] grants then for the aquatic teams

[37:02] if kids then decide they want to be a

[37:05] swimmer or a diver or water polo

[37:08] it's really for the

[37:12] city of schenectady and its residents

[37:14] it's not just for the visitors that are

[37:16] going to come and use the pool thank you

[37:36] committee for miracle on correct street

[37:39] and i just wanted to take an opportunity

[37:41] to

[37:42] thank

[37:43] the city council

[37:45] for

[37:46] acknowledging and recognizing

[37:49] the importance of the carver community

[37:50] center and what reopening it would mean

[37:53] to the community

[37:56] for acknowledging the void that was left

[37:59] when the doors closed

[38:05] the support that we've received in the

[38:06] community from the different community

[38:08] based organizations such as

[38:11] the honest way food court

[38:14] the first

[38:15] reformed church

[38:16] the unitarian universalist society

[38:20] stewards

[38:22] precision industrial maintenance and so

[38:24] many

[38:25] other

[38:26] cbo's

[38:29] i'd like to thank you for acknowledging

[38:31] the work

[38:32] that the board

[38:34] has done in the past seven years

[38:38] and

[38:39] for appreciating that the board is not

[38:41] comprised of a bunch of professionals in

[38:44] construction and fundraising

[38:47] but just everyday people who have 95

[38:49] jobs but we came together with a common

[38:51] goal

[38:52] okay

[38:53] and just a love for our city in our

[38:55] community

[38:56] so

[38:57] we've taken on these new roles and we've

[38:59] learned new skills

[39:01] because that's what we needed to do

[39:05] okay

[39:08] thank you for appreciating the fact that

[39:10] while there have been delays and and we

[39:13] know kobit was a big one not just for

[39:15] this project but for many other projects

[39:18] um that we have not stopped working

[39:20] okay we're there every saturday from 10

[39:22] to two during the warmer months where we

[39:24] can get in there we have volunteers that

[39:26] come in um so the work hasn't stopped

[39:31] and finally i just want to thank you

[39:33] for

[39:34] your support your faith and your

[39:36] patience

[39:38] just know

[39:40] that

[39:40] you know we're committee committed fully

[39:43] committed um to this project and to the

[39:46] community

[39:52] has questions come on down on a

[39:55] and just feel the energy

[39:57] look at all the people that are there

[40:34] embracing our shared concern about a

[40:36] growing issue lack of access for food

[40:39] for city residents in particular access

[40:42] to healthy food

[40:44] many of us have been working with great

[40:46] passion and intelligence and in a

[40:47] collaborative fashion to address this

[40:50] issue and to have the support of the

[40:52] council and the mayor is essential if we

[40:54] are to solve this

[40:56] and the only way to do that is to

[40:58] understand the root causes

[41:00] and then act collectively for a greater

[41:03] impact

[41:04] the six hundred 000 proposal from the

[41:06] foundation which would have been which

[41:08] will be leveraged by another 1.7 million

[41:11] dollars

[41:12] um

[41:13] uh is to establish a healthy and

[41:15] equitable

[41:16] food council i uh emphasize the word

[41:18] equitable thereby creating a one

[41:21] schenectady approach one planning and

[41:24] coordination body for the city and the

[41:26] county that would be representative of

[41:28] all stakeholders in the food system

[41:30] including consumers

[41:32] collect data to better understand the

[41:34] root causes

[41:35] establish priorities and strategies for

[41:38] investment in new programs and processes

[41:41] coordinate the work of

[41:42] many food system partners for optimal

[41:45] impact

[41:46] drive investment from

[41:49] both arpa funds the schenectady

[41:51] foundation's funding and other donors

[41:53] into the highest priority

[41:55] programs and those that have

[41:57] demonstrated grace level of

[41:59] effectiveness

[42:00] and finally that we continue to assess

[42:03] outcomes and progress and adjust our

[42:05] strategy going forward that we have some

[42:08] flexibility in how we do this

[42:11] um we assure you and i wanted to make

[42:13] sure

[42:14] this point tonight that in fact

[42:17] collaboration and coordination has been

[42:18] happening

[42:20] we had no choice as particularly when

[42:22] covet first hit

[42:24] and this city the people of the city

[42:27] organizations the city came together

[42:29] like never before and we were already a

[42:32] collaborative city um and there was no

[42:35] choice but to do everything together and

[42:37] that spirit of of collaboration and

[42:39] coordination has continued

[42:41] onward um even though we're still in

[42:44] technically in pandemic mode i guess

[42:47] and we will continue that spirit of

[42:49] cooperation

[42:51] the healthy and equitable food council

[42:53] will be inclusive

[42:55] and it will build bridges across sectors

[42:57] and providers to achieve better outcomes

[43:01] as we all know arpa funding is a

[43:02] one-time opportunity let's ensure that

[43:05] we effectively leverage our collective

[43:07] resources for lasting impact

[43:10] on one of the city's greatest needs

[43:44] our parks and recreation specifically

[43:47] when you talk about the baseball field

[43:50] the basketball courts the swimming pool

[43:52] the tennis the parks

[43:55] and our great golf course

[43:57] those are essential to any health and

[43:59] well-being of any municipality

[44:02] so i truly want to thank you for

[44:03] considering us as part of those

[44:05] fundamental upgrades

[44:06] because you're not just investing in

[44:08] today but you are certainly investing in

[44:10] the future of the city

[44:12] and i would like to leave you with one

[44:13] quote from mr arnold palmer the late

[44:16] great honor palmer who said

[44:18] golf is deceptively simple and endlessly

[45:51] the center is potentially a community

[45:53] hub to empower our emerging leaders and

[45:56] families to develop and nurture their

[45:57] full selves which will not only benefit

[46:00] the individual but will collectively

[46:35] as well to speak in favor of supporting

[46:37] the funding to miracle on craig street

[46:42] our city does not have enough community

[46:44] venues to support positive healthy

[46:47] activities

[46:48] for much needed youth and community

[46:50] programming

[46:51] this is an opportunity to fund

[46:54] restoration and development of community

[46:56] services which previously existed at

[46:59] carver community center from 1969 to

[47:02] 2013.

[47:04] before carver closed i ran a tuesday

[47:06] night all girls basketball program at

[47:08] carver to introduce and engage girls in

[47:11] basketball

[47:13] i was fortunate to be joined by several

[47:16] of my former players

[47:18] from this community who played and

[47:20] encouraged the young girls to get

[47:22] involved in sports

[47:24] the players knew or were related to many of the

[47:28] participants

[47:30] making it an organic community-based

[47:32] program

[47:34] everyone benefited from the experience

[47:37] this

[47:38] was one single great example of how a

[47:41] community venue could provide

[47:43] opportunity to this under served

[47:46] neighborhood

[47:47] it is imperative to have safe

[47:50] accessible venues for people to access

[47:53] and find supportive programming to help

[47:56] guide their lives

[47:58] programs embedded in their neighborhood

[48:01] where they feel comfortable is key to

[48:03] gaining access to such programming

[48:06] the renovation project would be a

[48:08] positive step in providing an accessible

[48:11] community venue able to address

[48:14] social and emotional challenges of

[48:17] today's world

[48:18] by providing wellness programs in the

[48:20] heart of hamilton hill

[49:05] nicole harris

[49:07] she was recently married last month or

[49:09] yeah last month

[49:15] greetings mayor mccarthy

[49:17] president porterfield and the members of

[49:19] the city council

[49:20] i wish to express that the dury

[49:23] community foundation

[49:25] is looking forward to working with the

[49:27] city's office of affirmative action in a

[49:30] collaborative effort to impact our

[49:33] community in a positive way

[49:36] i know that our organization in

[49:38] partnership with the empowerment center

[49:40] will be able to provide hope and

[49:43] resources on hamilton hill

[49:46] when i was appointed as the pastor of

[49:49] durie amy zion church or dairy memorial

[49:52] amy zion church

[49:54] in july of 2019 i found a church with

[49:58] strong leg with a strong legacy

[50:01] and willing workers

[50:02] as the first african-american church in

[50:05] the city that has been in existence

[50:08] for 185 years

[50:12] the work this church has done over the

[50:15] years is insurmountable

[50:17] yet we desire to do more even more

[50:21] therefore in early 2020 we started the

[50:24] duree community foundation

[50:26] the mission of our organization is to

[50:29] aid families and individuals in need

[50:32] within the city of schenectady and

[50:35] surrounding areas

[50:37] we aim to support self-sufficiency by

[50:40] providing training and supplemental

[50:42] services that will deliver

[50:45] fundamental needs

[50:46] this mission will be met by providing

[50:49] services such as transitional housing

[50:52] job training life skill courses and

[50:55] tutoring programs

[50:57] together with durie's involvement in the

[50:59] community and

[51:01] my 15 year my 15 plus years of

[51:04] experience in the nonprofit sector we

[51:07] will

[51:09] we are well able and up to the task of

[51:13] engaging those in need in our community

[51:17] i have worked with non-profit agencies

[51:19] such as the community development

[51:21] institute in denver colorado and

[51:24] lakewood economic action program in new

[51:27] jersey working with these organizations

[51:30] allowed me to assist in managing sizable

[51:33] grants over two million dollars each

[51:36] i thank you for entrusting us

[51:39] with the arpa funds that will support

[51:42] our collaborative effort to provide job

[51:45] training small business assistance and

[51:47] more for our community we have a

[51:50] comprehensive plan that will put

[51:52] funding to effective use and we look

[51:54] forward to reporting a pause the

[51:56] positive outcomes to you in the future

[52:40] just never happened so

[52:42] i say that to say that with this funding

[52:44] should we get it it's a great thing and

[52:46] it'll just be the beginning of

[52:49] a blessed relationship with georgie and

[52:51] the community and that's what ministry

[52:53] is about

[53:35] of directors and i'm here joyfully

[53:38] to let you know that we're thrilled to

[53:40] be considered

[53:41] and deeply grateful that you are

[53:43] remembering safe inc we're a tiny little

[53:46] agency sitting inconspicuously on albany

[53:50] street we've been here 36 years plugging

[53:53] away at servicing homeless youth that

[53:55] come through our doors looking for

[53:57] emergency and needing emergency homing

[54:00] home

[54:02] shelter clothing

[54:04] and often many of those are victims of

[54:07] self of sex trafficking you may know

[54:10] this but i'll i'll mention it anyways

[54:12] connectivity geographically is located

[54:16] in our state and becomes and is a

[54:19] streaming hub

[54:20] for all sorts of trafficking

[54:22] just think about how we locate it from

[54:25] new york city the canadian pathway

[54:28] west and east unfortunately that is our

[54:31] legacy

[54:33] we at saving find ourselves competing

[54:35] for funding

[54:37] against more widely known organizations

[54:40] and often youth homelessness gets kind

[54:43] of swept under the whole general term

[54:45] homelessness but youth homelessness has

[54:48] a whole variety of needs that are you

[54:51] are that are unique

[54:52] so it's so encouraging to us that the

[54:55] council is recognizing youth at risk

[54:59] due to homeless stature statuses and due

[55:02] to their vulnerability to being

[55:04] trafficked i wish it were not the

[55:06] situation but it is the situation and it

[55:10] is a real issue

[55:12] here with me tonight is our newly

[55:14] appointed executive director jenny

[55:16] hudman i think she is the next speaker

[55:19] so she'll be able to share a little more

[55:21] insight into what i call our little gem

[55:24] of an agency sitting quietly here in

[55:26] schenectady but still working for 36

[55:29] years thank you for your attention thank

[55:31] you

[55:42] so as the new executive director of safe

[55:44] inc i want to thank you for approving

[55:46] the arpa funds for our agency as a small

[55:49] grassroots non-profit we appreciate all

[55:51] the community and the council support

[55:54] we are now we are the only certified

[55:57] youth shelter in schenectady county

[55:59] we're also the only youth shelter in

[56:02] upstate new york that can house a minor

[56:04] with their child last year we housed a

[56:06] 17 year old with her newborn she would

[56:09] have no other place to go

[56:11] we were the quarantine ship the covet

[56:13] quarantine shelter for miners which

[56:15] meant that if there was a positive covid

[56:18] client in our bill

[56:20] which meant that sorry

[56:22] we had a cova client and positive client

[56:25] in our building that had to quarantine

[56:27] for two weeks they were being

[56:29] hand-delivered meals and offered

[56:30] activities to accommodate them so they

[56:32] would keep themselves in the community

[56:34] safe

[56:35] our staff put themselves and their

[56:36] families at risk to do so and your

[56:39] support for our staff retention means so

[56:41] much to us

[56:42] let me tell you something else about our

[56:43] amazing staff

[56:44] they worked all through covent 24 hours

[56:47] a day seven days a week every holiday

[56:49] every snowstorm most of our shelter

[56:52] staff are working two or three jobs our

[56:54] team works for us because they're

[56:56] devoted to being part of our team that

[56:57] serves at-risk youth in schenectady in

[57:00] 2021 we served over a hundred runaway

[57:03] and homeless youth including those that

[57:05] have been human trafficked between the

[57:07] ages of 14 and 20. we also served eight

[57:10] between the ages of zero and two there's

[57:13] been a steady increase in youth surf

[57:15] since the beginning of the pandemic

[57:17] cove greatly affected our shelter and

[57:19] others some shelters had to close

[57:21] permanently and others had to adjust

[57:23] their open hours due to staffing

[57:25] shortages due to our staffing shortages

[57:28] we have been unable to open all of our

[57:30] available beds and we're limited to only

[57:32] half capacity

[57:34] turning away youth in need which we then

[57:36] have to refer out of county

[57:38] breaks breaks my team's heart

[57:41] also due to staffing shortages after a

[57:43] covet outbreak we had to actually close

[57:45] the shelter for the first and only time

[57:47] it's in its entire operation since 1985.

[57:51] we were able to make it through these

[57:52] difficult times our hope is to become

[57:55] fully staffed next year to be able to

[57:57] enable us to serve more youth being the

[58:00] only youth shelter opportunity in

[58:01] schenectady makes our services unique

[58:04] and we're thankful to the community and

[58:05] the council for your continued support

[58:24] walden i've been in schenectady for over

[58:26] 30 years and i have never come to a city

[58:29] council meeting before i looked it up on

[58:31] the web because

[58:33] something occurred in my neighborhood

[58:35] and i

[58:37] could not believe it

[58:40] i live near union and mcclellan where

[58:43] there's a gas station and funeral home

[58:44] that's been demolished for the new

[58:46] stewards development

[58:48] and on july 26th there was a hard-hated

[58:53] man

[58:53] observed in the middle of the

[58:57] intersection measuring whatever

[58:59] but then at 3 am

[59:01] on july 27th

[59:03] all heck broke out

[59:05] lights were there there were flatbed

[59:07] trailers

[59:08] jackhammering started with no warning to

[59:11] the community at all

[59:14] people were told different stories one

[59:16] person who called the police at the time

[59:18] and went out there was told that it was

[59:20] cdta emergency

[59:22] and that was the cause

[59:24] i had called the police the day after

[59:26] the morning after the non-emergency

[59:28] number and i was told that it had

[59:31] something to do with the sewer system

[59:34] in any event there was a whole lot of

[59:35] overtime spent

[59:37] between 3am and 5am

[59:40] multiple jackhammering people were

[59:42] yelling out their windows to no avail we

[59:45] had no warning

[59:47] and i'm asking that emergencies like

[59:50] that when they occur that you treat them

[59:52] like snow emergencies where the police

[59:54] you at least spend 10 or 15 minutes

[59:56] going through the community

[59:58] with the bullhorn saying there's some

[1:00:00] kind of emergency that needs to be taken

[1:00:03] care of you give people an opportunity

[1:00:05] to move their vehicles to be tot that

[1:00:07] rather than be towed what about your

[1:00:10] constituents who are taxpayers and our

[1:00:12] veterans with ptsd

[1:00:14] what about your constituents who have

[1:00:16] rescue pets and have

[1:00:19] terrible reactions let alone people

[1:00:21] who've made it through covid and the war

[1:00:24] in ukraine and all of this to be 3 a.m

[1:00:27] to have jackhammering for two hours

[1:00:30] sustained

[1:00:31] that's that's just

[1:00:33] how do you treat people like that with

[1:00:35] no warning

[1:00:36] that's why i'm here i had a brother who

[1:00:38] was a veteran i think we should think

[1:00:40] about these things before we just do

[1:00:42] them i understand emergencies i

[1:00:45] understand they happen we need to fix

[1:00:47] them but you need to think about the

[1:00:49] people too

[1:01:41] bellevue for instance

[1:01:43] i've lived here for 30 years and the

[1:01:45] parks have deteriorated over that time

[1:01:48] the tennis courts are useless

[1:01:51] the pool is broken

[1:01:53] nothing's going on

[1:01:57] long ago well before the pandemic

[1:02:00] i approached

[1:02:03] the schenectady foundation with a plan

[1:02:05] to work in hillhurst

[1:02:07] and that wasn't approved and i was told

[1:02:10] well don't worry about it you're going

[1:02:12] to get money from the county we're going

[1:02:13] to take care of you

[1:02:15] but nothing

[1:02:16] then the pandemic

[1:02:18] and now there's more meetings and more

[1:02:21] meetings

[1:02:22] but still nothing is done

[1:02:24] and uh i heard that there was a

[1:02:27] proposal from councilman palomini

[1:02:30] to fund the parks in the city for seven

[1:02:32] million dollars to cover

[1:02:35] most all the parks in this city

[1:02:38] but the only park we hear about is jerry

[1:02:40] burrell

[1:02:42] and i think it's really unfair that

[1:02:44] other neighborhoods don't get the same

[1:02:47] consideration

[1:03:08] come here basically to praise the work

[1:03:09] i've seen from miracle on craig street

[1:03:12] um and

[1:03:13] with renovating the carver center i've

[1:03:16] had the opportunity

[1:03:18] for the

[1:03:19] probably for most of fall last year

[1:03:20] being there most saturdays and doing um

[1:03:23] basically helping to tear the place

[1:03:24] apart as a part of putting it back

[1:03:27] together

[1:03:28] my experience with the carver center

[1:03:31] started when um

[1:03:33] was basically between um 2006 to 2013

[1:03:36] when i

[1:03:38] worked at

[1:03:39] project safe at 1344 albany street

[1:03:43] and safehouse is a place that definitely

[1:03:45] punches above its weight in terms of its

[1:03:47] uh in terms of the services uh it

[1:03:49] provides for the funding it's always had

[1:03:51] that was my experience

[1:03:53] um

[1:03:54] and i remember it being an absolutely

[1:03:56] invaluable

[1:03:58] resource to the kids there not only to

[1:04:01] the young people in hamilton hill

[1:04:04] and

[1:04:06] i was lucky enough to work with one of

[1:04:09] the last um

[1:04:11] believe john terry was the last

[1:04:13] executive director of carver before um

[1:04:16] uh before the roof caved in in 2013

[1:04:20] and um

[1:04:22] he had a great vision for that place

[1:04:23] that he was never able to put through um

[1:04:26] because

[1:04:28] there was a lack of funding even before

[1:04:29] the building became uninhabitable and

[1:04:31] unusable

[1:04:33] and um

[1:04:34] i'm so glad to see that miracle on craig

[1:04:36] street has got ambitions as big as his

[1:04:39] and even bigger

[1:04:41] and wants to do something that uh that

[1:04:44] hamilton hill definitely needs so thank you thank you

[1:05:12] the allocation of the money

[1:05:15] is already been approved i i don't know

[1:05:18] about that

[1:05:22] i was more concerned about

[1:05:32] the city council not being clear about

[1:05:34] the process

[1:05:36] to allocate all of these monies

[1:05:42] we already have thanks to

[1:05:45] mr arnold chad arno that published the

[1:05:48] list the resume of the spending

[1:05:52] the root of the problem

[1:05:56] the process the clarity of the process

[1:05:58] it remains

[1:06:00] for example

[1:06:02] uh salahuska while soon as once

[1:06:06] proposed

[1:06:08] that the new members of the city council

[1:06:11] have a fast track

[1:06:13] knowledge about how the government works

[1:06:17] but he was accused by you

[1:06:20] of racist being racist

[1:06:22] and

[1:06:23] don't have

[1:06:24] the lack of respect

[1:06:28] passing resolutions

[1:06:30] or adopting resolutions about the

[1:06:33] juneteen celebration

[1:06:36] adopting resolutions about

[1:06:39] their residency requirements adopting

[1:06:42] resolutions about the speed limit that

[1:06:45] doesn't require

[1:06:46] too much

[1:06:47] knowledge about how the government works

[1:06:51] i can do that

[1:06:53] antoni can do that pv voters can do that

[1:06:59] i the problem remains and i wanted to

[1:07:02] propose to mr andrew or

[1:07:05] to the city clerk

[1:07:07] to still give these people these new

[1:07:10] members

[1:07:13] on knowledge of how the government works

[1:07:20] a couple of days later

[1:07:23] a new member of the city council

[1:07:26] my men here he had to be rema reminded

[1:07:32] the paper that he having his hands

[1:07:37] he was honoring somebody but he don't

[1:07:39] know that he had a resolution in his

[1:07:41] hand

[1:07:47] that he had to ask to second the motion

[1:07:50] it was an embarrassing thing

[1:07:53] and this embarrassing thing it will

[1:07:55] continue because listen

[1:08:04] managing or administrating this amount

[1:08:07] of money millions and millions of

[1:08:08] dollars it requires some knowledge

[1:09:27] the allotments from

[1:09:29] arpa

[1:09:30] i went every last thursday of the month

[1:09:33] they give food away

[1:09:36] and so i went uh and they do it at nine

[1:09:38] o'clock don't start before nine

[1:09:41] so i went out there it was about eight

[1:09:43] o'clock in the morning

[1:09:45] and uh

[1:09:46] my surprise

[1:09:49] going

[1:09:51] into

[1:09:52] scap or whatever you call the food center there

[1:09:57] i counted 70 cars

[1:10:01] and about a hundred pedestrians waiting

[1:10:04] until nine o'clock

[1:10:07] on my way back

[1:10:09] to my place

[1:10:11] it had

[1:10:13] increased to 90 cars

[1:10:16] beautiful cars i could tell my car 22

[1:10:20] years old

[1:10:21] it had increased to 22 cars that were

[1:10:23] backed up to brandywine and it was still

[1:10:26] 8 30.

[1:10:31] i don't know what's going to happen

[1:10:35] who's going to sound the alarm that this

[1:10:38] emergency is over

[1:10:40] but i don't know how you're going to get

[1:10:42] rid of over a hundred cars

[1:10:55] had all kinds of money in fact i thought

[1:12:32] in need because there is a great need in

[1:12:34] the city of schenectady whether it's the

[1:12:36] miracle on craig street or if it's sicum

[1:12:38] or the seat center or any other numbers

[1:12:40] that i could possibly list

[1:12:42] they are

[1:12:43] the blood of us being a better community

[1:12:46] they are the economic justice that we

[1:12:48] need they are the

[1:12:50] support for those that are homeless that

[1:12:52] are food insecure petey talked about the

[1:12:54] number of cars that there are that is

[1:12:57] every single month because the pandemic

[1:12:58] only made worse what we are facing here

[1:13:01] in this city because the city has

[1:13:03] approximately 70 percent of its

[1:13:05] residents living in poverty those

[1:13:07] numbers based on the united way numbers

[1:13:09] that come out every single year that

[1:13:11] number is not going to change without

[1:13:13] economic investment that is equitable

[1:13:15] which is why we talk about jerry burrell

[1:13:17] and i don't understand why we are giving

[1:13:20] almost 4 million dollars to a golf

[1:13:21] course during a drought for their

[1:13:24] irrigation system

[1:13:30] don't don't eat up my time i appreciate

[1:13:32] y'all and while i do know we need to

[1:13:35] change the pool at central park i don't

[1:13:37] i mean four and a half million dollars i

[1:13:39] hope that it will equitably also add

[1:13:42] services that others in the community

[1:13:44] can use like they have in woodlawn

[1:13:46] they've got the weightlifting stuff that

[1:13:48] different people could use we had

[1:13:50] something like that in central park

[1:13:51] before it was taken out it was over by

[1:38:09] and i know how difficult it is

[1:38:28] that follows the broader community

[1:38:31] and i think we all need that

[1:38:33] i think we all took a look at those

[1:38:40] applications as well

[1:38:49] um

[1:39:01] i have to say that i would have gone

[1:39:03] further

[1:39:04] is recording

[1:39:06] amanda park project that will walk

[1:39:08] forward into this process

[1:39:10] um

[1:39:24] [Music]

[1:39:33] but that will also look at other aspects

[1:39:35] of central time including those that

[1:39:37] related to the tennis courts

[1:39:52] project

[1:40:06] especially with those i know in belgium

[1:40:09] have been waiting for several years for

[1:40:10] some of those things to be done i hope

[1:40:12] that we do continue to vote for those

[1:40:14] projects

[1:40:15] all of these projects including the golf

[1:40:17] project

[1:40:18] all contribute to the health and

[1:40:20] wellness of the people within our

[1:40:21] communities

[1:40:23] people may grow up about the golf

[1:40:26] project so let me tell you that this

[1:40:28] project um the golf course itself but to

[1:40:32] many many people people in our city i

[1:40:34] don't

[1:40:39] but what i hear from people about our

[1:40:41] golf course is that it rivals boards of

[1:40:43] private country clubs that people have

[1:40:45] to pay a lot of money to belong to in

[1:40:47] our case we serve

[1:40:54] um you know many of us have interacted

[1:40:56] with those kids um and i think that's

[1:40:58] really important

[1:41:00] that we're trying to look at all

[1:41:03] you know how these cloud reach

[1:41:04] opportunities work for all the dreams i

[1:41:06] also supported these qualities

[1:41:07] i think the aquatic center will tell me

[1:41:09] to do a lot not just

[1:41:12] and honestly i think this is an

[1:41:13] important thing that's going to

[1:41:15] contribute to economic development in

[1:41:17] the city but also it's going to affect

[1:41:19] seniors

[1:41:21] like the therapy system including people

[1:41:23] with disabilities

[1:41:26] um there are a lot of reasons for that

[1:41:31] in this foreign joining me and i hope

[1:41:33] that i hope that they're successful and

[1:41:35] i'm glad that um

[1:41:39] private funders and public funders in

[1:41:42] that project

[1:41:44] i also feel i also want to say that i'm

[1:41:46] still that we're supporting the baseball

[1:41:48] program

[1:41:50] if you look closely at these classes and

[1:41:53] programs that we're funding you'll see

[1:41:55] that there's youth involvement with

[1:41:56] every single aspect of each of these

[1:41:58] programs

[1:42:27] uh we're constantly getting called

[1:42:29] hopefully we're following up on your

[1:42:30] request and trying to get people out to

[1:42:33] the places where the problem is and i'm

[1:42:35] thrilled and proud of the staff

[1:42:38] who have been doing a great job

[1:42:48] i also

[1:42:50] really feel that the food security

[1:42:52] issues that we are going to be funding

[1:42:55] are also important and one aspect of

[1:42:57] that i'm very pleased to see the

[1:42:59] tennessee foundation is having this one

[1:43:02] you have to take a long time

[1:43:44] yes to everything that came forward last

[1:43:47] week i don't feel that we weren't

[1:43:50] transformed

[1:44:47] consider all the money at once with all

[1:44:49] the applications at once

[1:44:51] instead

[1:44:53] the political supporters of my

[1:44:55] colleagues got paid off

[1:44:57] that doesn't mean they wouldn't have

[1:44:58] gotten among them in the first place

[1:45:00] and

[1:45:13] until

[1:45:28] we needed to consider all the

[1:45:29] applications too

[1:45:32] and knowledge of shadows over some very

[1:45:34] london organizations

[1:45:37] seven million dollars was proposed to

[1:45:38] close they included five hundred

[1:45:40] thousand for hillary's comparisons

[1:45:42] 250

[1:45:53] neighborhoods that haven't seen any sort

[1:45:55] of contestants in the coming

[1:46:02] because

[1:46:02] we want to open the application once

[1:46:05] again

[1:46:06] in order to have another messed up

[1:46:08] process which you've admitted has been

[1:46:10] messed up and anytime there's some sort

[1:46:14] of disagreement

[1:46:15] oh they're not participating in this

[1:46:17] process

[1:46:19] or you know you're not being part of the

[1:46:21] process

[1:46:54] applications that should have been

[1:46:55] confirmed

[1:46:57] and money has now been used first before

[1:47:00] we even considered it

[1:47:15] we have applications out there

[2:02:09] all of the folks it was an amazing

[2:02:12] population of people who children and

[2:02:14] families have showed up at that family

[2:02:17] day so i'd like to

[2:02:18] thank um

[2:02:21] especially county legislator rachel

[2:02:23] ruizo and ceo of nike and

[2:02:26] um

[2:02:32] i also wanted to

[2:02:33] um but it's been really fun to go and uh

[2:03:02] be around all the kids and watch um what

[2:03:06] i think kind of competitive course um

[2:03:09] that has been happening uh week after

[2:03:11] week and with that this week

[2:03:16] um

[2:03:39] but anyway those are great events that

[2:03:42] also supports the relationship between

[2:03:44] our police officers and the community

[2:03:47] technologies

[2:03:49] watching everybody getting to know each

[2:03:50] other so um

[2:04:06] one more opportunity is not a medical
