[1:02:20] having me uh I think the last time I was

[1:02:22] here was the first time I had ever

[1:02:23] engaged with city council so tonight I

[1:02:26] wanted to just take a quick moment to

[1:02:28] share uh revitalization plan we have

[1:02:31] um started the conversation and we

[1:02:33] started this journey

[1:02:35] um almost a year ago we started this

[1:02:36] behind the scenes kind of planning

[1:02:38] talking about what would be our next

[1:02:39] kind of major Capital project for

[1:02:41] Schenectady City schools and so

[1:02:44] um we are now going around the city

[1:02:47] obviously here tonight we'll be tomorrow

[1:02:50] we have another presentation at one of

[1:02:52] our middle schools I think tomorrow's

[1:02:54] Mount Pleasant if I'm correct and what

[1:02:56] we just want to educate the community on

[1:02:58] what we're asking them to vote for in uh

[1:03:00] on May 16th and so it's called the

[1:03:02] Schenectady revitalization plan those

[1:03:04] are the next couple meeting dates so

[1:03:06] we're here tonight on April 17th

[1:03:07] speaking to all of you and obviously if

[1:03:10] you have questions I want this to be

[1:03:11] like a dialogue if you don't mind I'll

[1:03:14] go through the slides as quick as

[1:03:15] possible because I know you have a lot

[1:03:16] on your agenda um um

[1:03:19] but if you have any questions obviously

[1:03:21] you represent various stakeholders in

[1:03:22] this city and I think it's important

[1:03:24] that your voices you know be heard and

[1:03:26] if you have questions or there's Clarity

[1:03:28] it is a big ask that we're asking our

[1:03:29] community it's not something that's been

[1:03:31] done here in Schenectady uh that I can

[1:03:33] find any record of and Kathy Lewis is

[1:03:35] our probably our longest standing board

[1:03:37] uh member doesn't recall us ever going

[1:03:40] out for something for 300 million

[1:03:41] dollars but we've done some things

[1:03:43] before Tyrone next slide

[1:03:50] information sessions this is just the

[1:03:51] flyer that we put out uh again tomorrow

[1:03:54] we are at Mount Pleasant tomorrow night

[1:04:00] school so uh if you want to share with

[1:04:02] your constituents for your various

[1:04:03] communities they can come on out ask

[1:04:05] questions

[1:04:06] um you know it's open to everybody

[1:04:08] um so everyone who obviously is the tax

[1:04:10] pains

[1:04:11] um City member or resident can come out

[1:04:13] ask questions or if they're just curious

[1:04:15] about what we're doing next slide Tim

[1:04:19] so I've started this conversation

[1:04:22] um when I got here in 2021 I brought

[1:04:25] this little you know what the kids say

[1:04:26] as hashtags right you gotta have a

[1:04:28] hashtag for every movement every kind of

[1:04:30] theme so our hashtag has been

[1:04:31] Schenectady Rising since uh July of 2021

[1:04:35] when I arrived and we focused on

[1:04:37] rebuilding reigniting

[1:04:39] um you know bringing back energy to uh

[1:04:42] what I heard was a phenomenal District

[1:04:43] everyone always tells me the good old

[1:04:45] days stories right and so I'm a firm

[1:04:47] believer that the good old days are

[1:04:49] still here and could easily be reach

[1:04:51] achieved and so when I got here the

[1:04:54] first thing we had to do was reopen our

[1:04:55] schools they were closed for over 18

[1:04:58] months to Virtual learning experience

[1:05:01] again no fault to anybody it was the

[1:05:03] pandemic folks didn't really know what

[1:05:05] to do we've learned a lot since then

[1:05:07] um so we reopened five days and I'm

[1:05:10] proud to say we never closed last year

[1:05:11] as a result of covered restrictions or

[1:05:13] the pandemic or a high number of

[1:05:15] absences the staff did a great job our

[1:05:18] administrators did did a great job and

[1:05:20] we've been kind of rebuilding and that's

[1:05:22] the conversation we're having today what

[1:05:24] does rebuilding look like and so there's

[1:05:26] obviously rebuilding of academic

[1:05:28] programs rebuilding of staff that may be

[1:05:30] impacted by layoffs but also rebuilding

[1:05:33] of our infrastructure we believe that

[1:05:35] high quality students and high quality

[1:05:37] staff deserve high quality facilities

[1:05:39] and so that's what we're going to talk

[1:05:41] to you about what the vision is here

[1:05:44] I also think it's always important

[1:05:46] because everyone always talks about

[1:05:47] enrollment and residence this is right

[1:05:50] from the Census Data that happened

[1:05:51] during the pandemic 2020 you could

[1:05:53] remember there was a census if you go

[1:05:55] right on census.gov you can pull these

[1:05:58] Trends right for Schenectady you can see

[1:05:59] Schenectady was one of the only

[1:06:01] communities that actually grew in New

[1:06:03] York state many of the other ones it's

[1:06:05] in blue so that's how you know it grew

[1:06:07] anything in Orange lost residence and so

[1:06:10] yes the overall State lost people but

[1:06:12] our community didn't lose people and so

[1:06:14] I think that's very important as we look

[1:06:16] to think about what we do to our

[1:06:18] infrastructure there's uh housing units

[1:06:21] is on there as well you can see the

[1:06:22] number of housing units also grew in

[1:06:24] Schenectady County not necessarily the

[1:06:26] city but overall in the county which

[1:06:28] does include the city I couldn't get

[1:06:30] just City specific information from the

[1:06:32] Census but I was able to get County next

[1:06:34] slide Cameron

[1:06:36] this is obviously a look at Schenectady

[1:06:38] a city within the county you can kind of

[1:06:40] see us cool shape uh silhouette there

[1:06:43] our population and obviously we're about

[1:06:46] 10 square miles and again about 67 000

[1:06:49] residents live here in Schenectady next

[1:06:52] one sir

[1:06:54] this is our district overlaid on our

[1:06:57] city map and those beautiful colors they

[1:07:00] don't represent like Fruity Pebbles or

[1:07:02] anything interesting like that there

[1:07:03] actually are kind of feeding pattern our

[1:07:06] colored uh enrollment patterns for these

[1:07:09] various schools so each of those colors

[1:07:11] dictates an enrollment pattern for the

[1:07:13] school that's in it so like if you look

[1:07:15] at the yellow that's Yates if you look

[1:07:17] at uh the pink that's Oneida Middle

[1:07:19] School's kind of catchment area is the

[1:07:22] larger area which includes pink yellow

[1:07:23] green and orange basically our kids kind

[1:07:27] of come from all over parts of the city

[1:07:29] when they go to our Middle School they

[1:07:31] come in three zones and our elementary

[1:07:33] schools they kind of are more

[1:07:35] neighborhood based but they're not

[1:07:37] always neighborhood Basin so I say that

[1:07:38] because uh sometimes there's special

[1:07:41] Arrangements Sometimes some of our

[1:07:43] programming dictates enrollment and so

[1:07:46] um you know at the end of the day we're

[1:07:47] 10 square miles it doesn't take far to

[1:07:49] get from one sky to Schenectady to the

[1:07:51] other which is a beautiful thing one

[1:07:54] thing I I will point out here that's a

[1:07:55] breakdown of our buildings 11 elementary

[1:07:57] schools three middle we have an

[1:07:59] alternative campus an adult education

[1:08:00] center also housed there I'm separately

[1:08:03] a high school and then we have currently

[1:08:05] a vacant Elementary School Fulton

[1:08:07] Elementary School is currently vacant we

[1:08:10] have some uh staff there that are there

[1:08:13] just to maintain the staff and we have a

[1:08:15] couple offices that were being used but

[1:08:17] total square feet that we're responsible

[1:08:19] for as a district is about 1.8 million

[1:08:22] square feet that's a lot of square feet

[1:08:24] our custodial staff do a great job

[1:08:26] maintaining it but there's only so much

[1:08:28] you can do given that the average age of

[1:08:30] our campuses is 95 years old and so

[1:08:34] um there's only so much uh clear coat

[1:08:36] you can put on the floor to make it look

[1:08:38] good after a while it is only so much

[1:08:41] just a clear coat no more Terrazzo or

[1:08:44] anything of that that nature on the

[1:08:46] bottom next slide time

[1:08:48] this is just a breakdown I always like

[1:08:50] to put a name to the age of the school

[1:08:51] sometimes that's very helpful because

[1:08:53] there's always some personal

[1:08:54] significance right uh like demanding

[1:08:57] where'd you go to school I went to

[1:08:59] Woodlawn there you go

[1:09:01] 1972. so that's just right when you were

[1:09:03] born no just kidding uh he's a lot

[1:09:07] younger than that

[1:09:08] um so you can see the age of the schools

[1:09:12] and one thing I will point out how is

[1:09:13] 1905 it's our oldest building still

[1:09:16] being used with kids and a really

[1:09:18] important Community it's surrounded by

[1:09:20] Community if you look at it

[1:09:22] um I only know that because I always get

[1:09:24] complaints about parking and there's

[1:09:26] only so much I can do because we don't

[1:09:27] have we're pretty landlocked over there

[1:09:29] but uh what's important there is that

[1:09:32] the building is is slowly starting to

[1:09:34] get to the point where it's gonna be

[1:09:35] harder to maintain given the age of the

[1:09:38] building so uh that's a breakdown uh

[1:09:41] how's a big one I like to point out as

[1:09:44] the oldest building in Woodlawn is

[1:09:46] probably our most recent building that

[1:09:49] the district has built in 1972 Oneida

[1:09:52] doesn't really count because it kind of

[1:09:53] was built and then it was added on so

[1:09:55] although it was closed for about five

[1:09:57] years from 2017 to 2022 for uh 2012 to

[1:10:01] 20 17

[1:10:02] you can remember that it did it did

[1:10:06] exist before it was closed down for a

[1:10:07] little bit for renovations uh next slide

[1:10:12] so again uh Schenectady has done this

[1:10:15] work before

[1:10:16] um it's just done it very differently

[1:10:17] and so I'm of the belief that um you

[1:10:22] know it's time to take a little bit more

[1:10:23] of a radical approach in the sense of uh

[1:10:26] reimagining this doing this a little bit

[1:10:28] differently not asking our community

[1:10:29] every five years to like hey can we go

[1:10:31] out and borrow money instead we'd like

[1:10:33] to look at like a seven year window and

[1:10:36] say we want to go out for a little bit

[1:10:37] more and here's why we want to go out so

[1:10:39] if you look on the left you see phase

[1:10:41] one phase two when I got here the

[1:10:44] completion of phase two is still

[1:10:46] occurring currently but you can see the

[1:10:48] schools in Phase One and the dollar

[1:10:49] values that was used for each of those

[1:10:51] schools and phase two is was the dollar

[1:10:54] value on phase two but you're going to

[1:10:57] notice something in phase two there's a

[1:10:58] couple schools that did not get touched

[1:10:59] just the you know projects were a little

[1:11:02] bit bigger there was some

[1:11:03] um

[1:11:04] underestimations and some change orders

[1:11:07] that had the occur so some things had to

[1:11:08] come off the list to stay within the

[1:11:10] amount that was borrowed but phase one

[1:11:12] and phase two was a total of 135 I'm

[1:11:15] going to round up 135 million dollars so

[1:11:18] we're asking for 300 million for

[1:11:20] basically trying to double that scope a

[1:11:23] little bit

[1:11:24] um but the one thing I want to point out

[1:11:28] is we put the dollar values of how we

[1:11:29] got that 300 million to the schools that

[1:11:31] we're proposing so the high school has

[1:11:33] not been touched in quite some time

[1:11:36] um and we're looking at about a price

[1:11:38] tag of 126 million and I'll tell you how

[1:11:40] we got there some of that is building

[1:11:42] condition survey which we're required to

[1:11:44] do every five years that says what is

[1:11:46] wrong with your buildings every five

[1:11:47] years you kind of say what's the life of

[1:11:49] the Furnace what's the life of the

[1:11:51] electrical what's the quality of the

[1:11:52] windows what's the quality of the

[1:11:54] lockers things of that nature you're

[1:11:56] going to notice Central Park is on here

[1:11:58] steinman's campus and they have larger

[1:12:01] price tags because they're bigger

[1:12:02] Footprints bigger schools typically the

[1:12:04] secondary schools are a little more

[1:12:05] expensive but these are like not just

[1:12:08] fixing the stairwell changing Windows

[1:12:10] this is a whole renovation take

[1:12:13] everybody out the building kind of gut

[1:12:15] the building redo the campus bring folks

[1:12:17] back in so that's what you see are those

[1:12:19] price tags there you're going to notice

[1:12:21] that Fulton we put in parentheses Kane

[1:12:24] because we do have to occupy Fulton and

[1:12:27] in order to do that we're gonna have to

[1:12:28] move a school in there while we work on

[1:12:30] another school we had proposed here that

[1:12:32] it would be swing space for Kane if uh

[1:12:34] if we're successful with purchasing Kane

[1:12:37] um and the price tag there we also have

[1:12:39] a Central Kitchen we feed all of our

[1:12:41] kids in the district we deliver food to

[1:12:44] pretty much all of our elementary

[1:12:45] schools from our high school which

[1:12:47] people don't know that so we cook a lot

[1:12:50] of our food at the high school and then

[1:12:51] we put them in trucks and we drop them

[1:12:53] off to our schools so we need to make

[1:12:55] some serious upgrades to create a

[1:12:56] central kitchen for our district and

[1:12:58] enhance what we currently have we have

[1:13:00] like coolers that are sitting on the

[1:13:01] back of the high school we probably

[1:13:03] don't don't know that or not but if you

[1:13:05] did see it you'd be pretty amazed at

[1:13:06] what we do with the little bit we have

[1:13:08] and then there's some district-wide

[1:13:10] building conditions serving priorities

[1:13:12] they would touch multiple buildings

[1:13:14] these would touch other schools that

[1:13:16] aren't a part of this initial list but

[1:13:17] it would be identified through the

[1:13:19] process next slide sir

[1:13:21] this is a again all of this is proposed

[1:13:24] because we need still voter approval but

[1:13:26] once we get in we wanted to show the

[1:13:28] voters in the community that we've

[1:13:30] thought about this really intentionally

[1:13:31] with our partners at SCI design they've

[1:13:34] done a fantastic job walking on this

[1:13:36] journey with us they helped us put this

[1:13:38] timeline together and you can see we

[1:13:40] would start as soon as we get voter

[1:13:43] approval scla is our first campus and

[1:13:46] we've already started the process to

[1:13:48] kind of phase out the current

[1:13:49] programming there to allow it to be

[1:13:51] become vacant so we can start to get

[1:13:53] into that work and you're also going to

[1:13:54] notice Fulton being first because right

[1:13:56] now it is vacant so we want to prepare

[1:13:58] those spaces make them high quality

[1:14:00] spaces and then swing kids into them

[1:14:02] most people don't want to swing into a

[1:14:04] space that looks worse into the building

[1:14:06] they just left so when we when we do

[1:14:08] this work we want to make sure we're

[1:14:09] doing it intentionally and you can see

[1:14:11] things we would move freshmen into

[1:14:13] diamonds that's diamonds campus we've

[1:14:16] talked with our board extensively about

[1:14:17] redesigning our high school experience

[1:14:19] all the research says if you don't make

[1:14:21] it out of ninth grade with five credits

[1:14:23] you're not going to graduate on time and

[1:14:25] that's something that we notice by

[1:14:26] looking at our own groups so we think

[1:14:27] it's real important to separate our

[1:14:29] freshmen allow some success to happen

[1:14:31] they have a theme called Thrive and nine

[1:14:33] at the high school right now but that

[1:14:35] wouldn't take place until 2025 after

[1:14:37] we've done some renovations to the

[1:14:39] campus and we've done some work that

[1:14:41] would also allow us to vac uh empty the

[1:14:44] high school a little bit by about 700

[1:14:45] kids

[1:14:46] thus allowing us not to disrupt the

[1:14:50] school year and move kids around while

[1:14:51] we do construction at the high school

[1:14:53] which is why you see that little arrow

[1:14:55] going to the second and then you see

[1:14:57] Fulton and you see like these

[1:14:58] parentheses type Bubbles and those would

[1:15:00] be all the schools that would swing in

[1:15:01] through Fulton as we work through their

[1:15:03] buildings

[1:15:05] and then you see like how and Page get

[1:15:07] added in because they're swinging into

[1:15:09] Fulton

[1:15:10] and then we've had a conversation and

[1:15:13] again if we're successful with the

[1:15:14] purchase of pain this becomes moon or it

[1:15:18] just may look different but we've talked

[1:15:19] about we have two elementaries that are

[1:15:21] really a block apart Lincoln came and

[1:15:24] we've talked about maximizing maybe a

[1:15:26] space that could serve both uh still

[1:15:28] allow them to keep their identity but

[1:15:30] give them a high quality space they

[1:15:32] could have many of the components of

[1:15:33] community schools that we would work and

[1:15:34] include like you know a mental health

[1:15:37] clinic a dental clinic

[1:15:39] you know other things that we want to do

[1:15:41] that we know are important for that

[1:15:43] community on Albany Street and and then

[1:15:46] there's this purple at the bottom that

[1:15:48] would cover kind of district-wide

[1:15:49] building condition priorities and those

[1:15:51] are things that I'm going to show you in

[1:15:53] a minute

[1:15:54] um would be identified by campus so keep

[1:15:56] going

[1:15:58] and I will apologize some of the fat

[1:16:00] will get small but we can leave the

[1:16:01] presentation with you guys if you wanted

[1:16:03] to see it so this again this is where we

[1:16:05] are take people very high then we bring

[1:16:08] people low so right now we're where that

[1:16:10] little star is we're just planning and

[1:16:12] we're just talking and we're working our

[1:16:13] way to that dotted line that says May

[1:16:15] 16th vote so nothing happens unless we

[1:16:19] have a successful proposition we're a

[1:16:21] small City so we're required to have

[1:16:23] super majority which is 60 or more have

[1:16:26] to support this vote

[1:16:28] um so we've had a really great uh

[1:16:30] supportive community in the past for our

[1:16:32] budgets our hope is that that continues

[1:16:34] we are going out at zero percent tax and

[1:16:36] so I just want to make a quick plug that

[1:16:39] is the sixth year of us going out yeah

[1:16:41] it's a six year of us going out as a

[1:16:43] district and that's compliments to the

[1:16:44] board who have been strong fiscal

[1:16:46] stewards of the district's work

[1:16:49] um and so once that vote happens then we

[1:16:51] can start this process of really

[1:16:53] designing having these concept

[1:16:54] conversations around Concepts and really

[1:16:57] moving this forward right now we've just

[1:16:59] been high level planning some of the

[1:17:01] stuff you see here on this Banner are

[1:17:03] just proposals so I'm going to walk

[1:17:05] behind president Porterfield here this

[1:17:07] Banner here is just high level proposals

[1:17:08] of some of the things that we see

[1:17:10] occurring on our campus and I'll take

[1:17:12] you through that but we wanted to show

[1:17:19] all uh Schenectady residents they'll be

[1:17:21] getting this along with the budget

[1:17:23] notification as well so they'll be

[1:17:25] getting some mail and some literature

[1:17:26] that they can hopefully read and support

[1:17:29] us next slide Tyrone

[1:17:31] so this is really small I apologize but

[1:17:34] basically what this is every school's building condition

[1:17:38] survey summary and what that means is

[1:17:40] like the total amount that would be

[1:17:41] needed to get the building up to Snuff

[1:17:43] or up to a high quality meaning we're

[1:17:46] again replacing Windows broken lockers

[1:17:48] water fountains that may still be not

[1:17:51] complying with lead regulations or need

[1:17:53] to be replaced uh bathrooms that still

[1:17:55] need work some of our bathrooms again 95

[1:17:58] years old the Stalls only last so long

[1:18:00] right and so we've been able to do some

[1:18:03] of it and keep some of the upkeep but

[1:18:05] some of it really needs a complete gut

[1:18:06] and renovation some of our cafeteria

[1:18:08] space is not enough to feed more than 50

[1:18:11] kids at a time it's just not fair to the

[1:18:13] kids it's not fair to the school staff

[1:18:15] and it makes lunch start at 10 45 in

[1:18:18] some of our schools you know 10 30.

[1:18:20] that's right I don't know about you but

[1:18:21] it's a 10 30 lunch and then you don't

[1:18:23] need to get until you probably get home

[1:18:24] at like 3 30 4 o'clock that's a long gap

[1:18:27] for some of our kids

[1:18:29] um you know hopefully they stay in our

[1:18:30] extended day and we give them a snack

[1:18:31] and sometimes dinner afterwards but

[1:18:33] those are the things that we want to

[1:18:35] address things that we want that we

[1:18:36] think all kids deserve in comparison to

[1:18:39] the surrounding districts and then on

[1:18:41] the right obviously we're in a new day

[1:18:43] and age when it comes to security we've

[1:18:45] got some breakdowns in security that we

[1:18:47] also need to address things like secure

[1:18:49] vestibules which means in some of our

[1:18:51] schools as soon as you get into the door

[1:18:52] and you're in the building there's not a

[1:18:54] vestibule that would keep you away or

[1:18:56] have you get buzzed in to then be

[1:18:58] checked so some of that we need to

[1:19:00] address as we do this work in order to

[1:19:02] keep our most precious commodity our

[1:19:04] children safe from anything happening

[1:19:07] next slide

[1:19:09] so this is just I'm going to go quick

[1:19:11] through these just because they're kind

[1:19:14] of repetitive but you get an

[1:19:15] understanding again I talked to you

[1:19:17] about 126 million at the high school

[1:19:19] these are just some images right on the

[1:19:22] left you can see some of the conditions

[1:19:23] now they don't stay like this our Brian

[1:19:26] dangler is our chief facility officer

[1:19:28] operations officer though his team will

[1:19:30] go in and replace that locker and maybe

[1:19:32] put a wood panel there but then it just

[1:19:33] looks awkward right it just looks

[1:19:35] doesn't look well but we wanted to show

[1:19:36] you that we have single pane windows at

[1:19:39] the high school so you know what our

[1:19:40] heating bill is it's off the hook nicig

[1:19:42] loves us they love US National Fuel they

[1:19:44] love us but

[1:19:46] um the reality is we've got to do things

[1:19:47] to improve insulation and the quality

[1:19:51] and really try to regulate our

[1:19:52] temperatures

[1:19:53] um and again I show that part of the

[1:19:55] school because that's what people think

[1:19:56] is the front of the school that's on

[1:19:58] Plaza Street people think that's the

[1:20:00] front entrance and it really is the

[1:20:02] front entrance is actually on the other

[1:20:03] side where the Student Bus Loop is so we

[1:20:06] want to change that because we could

[1:20:07] think it's an opportunity for us to make

[1:20:09] Plaza Street the entrance for parents

[1:20:11] and families uh and the community come

[1:20:13] in and students can still come in on the

[1:20:15] back side some of things on the right on

[1:20:17] the program improvements are just the

[1:20:19] laundry list of just some of the

[1:20:20] building condition items but you know we

[1:20:23] also want to enhanced programming here

[1:20:25] culinary program is one we have as

[1:20:27] diamonds we think it should be at the

[1:20:29] high school getting kids to work either

[1:20:31] in our own cafeteria but also uh host

[1:20:33] culinary events at the high school we're

[1:20:35] really excited potentially that could

[1:20:36] happen

[1:20:38] um you know our facilities for athletics

[1:20:39] is you know our pool everyone loves our

[1:20:41] pool right and so we've done some work

[1:20:43] this past year but also looking at other

[1:20:45] parts like locker rooms uh health and

[1:20:47] wellness facilities replacing some of

[1:20:50] them team rooms some of it is just HVAC

[1:20:53] work and making things Ada accessible

[1:20:56] which we often forget about we have a

[1:20:58] lot of students who maybe either

[1:21:00] wheelchair bound or just need

[1:21:01] accommodations and we also have families

[1:21:03] and sometimes our own access to

[1:21:05] buildings isn't as conducive as we would

[1:21:08] like next lifetime

[1:21:11] this is again just visual everything in

[1:21:13] purple would be areas we would touch

[1:21:15] um and I'm just going to walk over here

[1:21:17] just to kind of show you an example this

[1:21:19] part here in purple if we were to move

[1:21:22] the Freshman which is our plan would

[1:21:24] become vacant right away and allow us to

[1:21:26] work while kids still attend school

[1:21:27] which is important some districts don't

[1:21:30] do that which means they can only work

[1:21:31] one nights and Summers not too many

[1:21:34] contractors want to work nights and

[1:21:35] Summers right and so we believe this

[1:21:38] will give us an advantage to find

[1:21:39] laborers that'll be committed to the

[1:21:41] project throughout the year

[1:21:43] because they can work uninterrupted

[1:21:46] during the school year during the school

[1:21:48] day they don't have to give up nights

[1:21:49] and Summers to do construction and then

[1:21:51] we would move throughout all those

[1:21:52] purple areas in the building and those

[1:21:54] are just some mock-ups like a mock-up

[1:21:55] locker room again nothing's been decided

[1:21:58] we would have con um kind of like design

[1:22:00] focus groups and things like that to

[1:22:02] really determine what we want plus we

[1:22:04] gotta have red blue in there you know

[1:22:05] Schenectady Cutters next

[1:22:09] again another a high level View uh

[1:22:13] Deputy superintendent Lynn rupnick and

[1:22:15] her team have done a redesign

[1:22:16] conversation this turns the redesign

[1:22:19] conversation into uh reality giving

[1:22:22] wings of the building to fall to these

[1:22:24] career themed leadership academies which

[1:22:27] we believe is really important for our

[1:22:28] kids

[1:22:29] um because I don't know about you when I

[1:22:30] went to high school I didn't know what I

[1:22:31] wanted to do but I knew I was always

[1:22:32] there for either an elective course our

[1:22:35] music PE maybe sometimes a girl but more

[1:22:38] often than not it was for something that

[1:22:41] wasn't Matthew science social studies

[1:22:42] they are important but we think that the

[1:22:45] career themed forces will keep our kids

[1:22:47] engaged drive and push them forward and

[1:22:51] so we've kind of dedicated various parts

[1:22:53] of the building to support that

[1:22:55] initiative and so you can see there's a

[1:22:56] business leadership community and

[1:22:58] Humanities a stem culinary and an arts

[1:23:02] and then that like teal blue is where

[1:23:05] kind of the administration of the

[1:23:06] building would live counselors social

[1:23:08] workers so principles principles next

[1:23:13] uh this is uh another mock-up same thing

[1:23:17] but what I want to show you is that we

[1:23:18] are doing work already as part of this

[1:23:20] separate from the revitalization plan so

[1:23:22] although we're asking to borrow this 300

[1:23:25] million

[1:23:26] um we are doing work already those

[1:23:27] tennis courts are going to be worked on

[1:23:29] this summer so we'll have brand new

[1:23:30] tennis courts there so anybody plays

[1:23:32] tennis I think they'll be able to do

[1:23:34] more than tennis I think there's a like

[1:23:35] a raging sport that everybody loves the

[1:23:37] pickleball so they'll be lined I think

[1:23:39] for tennis pickleball

[1:23:41] um and we're also expanding the parking

[1:23:43] because we're going to take some of the

[1:23:44] parking out that's up there and we're

[1:23:46] going to expand this so you see that

[1:23:47] darker gray that'll be new parking for

[1:23:49] the building next slide

[1:23:52] this is Central Park another another

[1:23:55] great building but needs a lot of work

[1:23:57] do you see you can see some of the door

[1:23:58] locks still on there they're not even

[1:24:00] ADA Compliant because they require you

[1:24:02] to be able to turn the lock on the top

[1:24:05] um look at the flooring and some of the

[1:24:06] pictures there again we've done the best

[1:24:08] we could given the time uh tile this you

[1:24:11] know mix matched and not really working

[1:24:13] out we've got paint peeling off the

[1:24:15] ceiling in some parts of the building

[1:24:17] due to moisture and just wear and tear

[1:24:19] the fire

[1:24:21] um the chimney there needs some serious

[1:24:23] masonry work and that school needs a lot

[1:24:25] of missionary work it's an older school

[1:24:26] it's great great architecture

[1:24:28] um but you can see and I think and I'm

[1:24:32] not sure I haven't talked to the mayor

[1:24:34] on this there's actually a city emblem

[1:24:35] at the very top of the building and then

[1:24:37] we know that we've been discovering

[1:24:39] through Deeds work that some of the

[1:24:40] buildings used to belong to the city at

[1:24:42] one point so maybe we'll be sending you

[1:24:44] that 300 million dollars just kidding

[1:24:46] just next one

[1:24:50] uh again Mrs Steinmetz uh right in the

[1:24:53] kind of Hamilton Hill Mount Pleasant

[1:24:55] kind of community again something that

[1:24:57] uh I think at one point was a middle

[1:24:59] school McKinley Middle School if you're

[1:25:01] we're in Schenectady long enough you may

[1:25:02] remember that name it wasn't little

[1:25:04] school at one point Simon's Middle

[1:25:06] School at one point and then it became

[1:25:08] cities as our campus or our cities and

[1:25:11] schools it's a variety of different

[1:25:13] things we're looking to take this and

[1:25:15] bring this as a freshman Leadership

[1:25:16] Academy at steinman's campus and really

[1:25:19] give our freshmen their own place to

[1:25:22] grow to thrive and to leave there with

[1:25:25] five or more credits on track to

[1:25:26] graduate as they head into sophomore

[1:25:29] year and a lot of people always ask me

[1:25:30] like why are you doing that why are you

[1:25:31] separating it that is our most fragile

[1:25:33] group at the high school if we can get

[1:25:35] kids to 10th grade as a true five credit

[1:25:36] or more they typically just soar on

[1:25:39] their own and you know we have about 80

[1:25:40] graduation rate so we're looking at 22

[1:25:43] or so that don't make it out in four

[1:25:45] years and that's what we always see that

[1:25:46] they don't make it our freshman year

[1:25:47] with enough credits and then they're

[1:25:49] behind EA ball and then It's just tough

[1:25:52] um so that's kind of what stylist looks

[1:25:55] like there uh next one we'll show you

[1:25:56] another preview of it because we're

[1:25:58] going to make it a freshman account we

[1:26:00] want to make sure that it has you know

[1:26:02] it looks inviting right and so you can

[1:26:03] see right now all of that in the gray

[1:26:05] and the green is just field

[1:26:08] um there's a little bit of parking there

[1:26:09] but we would add parking because we get

[1:26:10] a lot of complaints that we park in

[1:26:12] front of people's houses our staff

[1:26:13] there's not enough parking so we want to

[1:26:16] help out the community as well and say

[1:26:18] look we're going to put more parking in

[1:26:19] our facility we're going to add a soccer

[1:26:21] field there so the kids can you know go

[1:26:23] off for physical education and have a

[1:26:25] great field to play in that would be uh

[1:26:27] done there and there'll be a basketball

[1:26:28] court which I don't think there is a

[1:26:30] basketball court there other than the

[1:26:31] one in Hamilton Hill I can't find Jerry

[1:26:33] Burrell Park is I think the next closest

[1:26:35] outdoor basketball court in that area so

[1:26:38] this will give our kids and Community

[1:26:39] another space along with some pickleball

[1:26:42] courts and some tennis courts there as

[1:26:43] well and the areas in Orange would have

[1:26:46] some renovation the cafeteria there is

[1:26:49] currently a little small so that's the

[1:26:50] blue section we would look to expand

[1:26:52] that cafeteria out so we can feed our

[1:26:54] kids and again I think it would be a

[1:26:57] great place for our freshman to thrive

[1:26:59] next time

[1:27:01] and again this is just a mock-up showing

[1:27:03] that it does fit people have said a lot

[1:27:05] of you fit 700 kids in there when

[1:27:06] there's only 100 kids there currently

[1:27:08] well it's because we're not using all

[1:27:09] the rooms but we have Auditorium space

[1:27:12] in there we have a really great gym

[1:27:13] there I think our show was filmed there

[1:27:15] at one point I I hear all the time when

[1:27:17] I go over there oh they filmed the

[1:27:19] reality TV show was filmed there I'm not

[1:27:21] sure if I remember the name but

[1:27:23] um Loving Hip Hop or something like that

[1:27:25] and some show was so good uh next slide

[1:27:29] again just more test fit but vancoulier

[1:27:32] another school on the opposite side so

[1:27:34] we've been also intentional to kind of

[1:27:36] hit multiple areas of the city not just

[1:27:38] focus on one part of the city of

[1:27:39] Schenectady but you can see there some

[1:27:41] pictures and some challenges that's

[1:27:43] another school that as soon as you get

[1:27:44] into that front door you are in the

[1:27:46] building there's nothing that secures

[1:27:48] you an outsider in from our kids so we

[1:27:51] have to address that uh the condition

[1:27:53] and exterior needs some work some of the

[1:27:55] masonry work we've got this old vintage

[1:27:58] meters that are great they're very

[1:28:00] historical but they uh they need to be

[1:28:03] replaced some of the mechanical system

[1:28:04] fire alarm system a lot of things that

[1:28:07] we are still running they're working but

[1:28:09] they just they're getting to the point

[1:28:11] where there's like one engineer in the

[1:28:13] whole area they can work on them and

[1:28:14] that person the size of the tire we're

[1:28:16] in trouble but

[1:28:17] next one

[1:28:19] uh how Elementary I talked about this

[1:28:21] school in terms of the age

[1:28:24] um again looks great beautiful but times

[1:28:26] have changed you're going through that

[1:28:28] front white door there you're in the

[1:28:29] building there's no you're in the main

[1:28:31] office like you literally walk into the

[1:28:32] main office there's nothing stopping you

[1:28:34] moving that forward so we want to create

[1:28:36] again another secure vestibule and there

[1:28:38] was some work done in the past in the

[1:28:40] 70s I believe there was an addition

[1:28:41] added for some additional classrooms

[1:28:44] um it wasn't the 70s

[1:28:46] redone the redone it in the recent years

[1:28:49] yeah yeah it's like a wing that looks

[1:28:51] different industry done in 17 minutes

[1:28:54] and so there's been some work there but

[1:28:57] it really doesn't match the program and

[1:28:58] you can see some of the infrastructures

[1:29:00] falling you can see some of the uh these

[1:29:02] are these cool little gargles that are

[1:29:04] there though if you get a chance they're

[1:29:05] pretty neat on the exterior but we do

[1:29:08] need to have some work tons of

[1:29:10] ventilation there's not adequate music

[1:29:12] in our classrooms in those buildings

[1:29:13] there is a a cafeteria that also serves

[1:29:17] as a gymnasium so talk about programming

[1:29:19] what the challenge is there right so you

[1:29:22] want to think about how do we create

[1:29:24] separate spaces it's a tough campus

[1:29:26] because we're pretty landlocked over

[1:29:27] there given the community that we're in

[1:29:29] but we do have some field that we can

[1:29:31] look at playing new to redesigning

[1:29:33] um so this is one of the other schools

[1:29:35] that we we want to Target as well next

[1:29:37] winter

[1:29:39] page Elementary School everyone loves

[1:29:41] Paige right and the one of the furthest

[1:29:44] points in the city uh bordering

[1:29:46] Niskayuna and you can see that some of

[1:29:48] the challenges as well there from the

[1:29:50] exterior look at that electric box it's

[1:29:52] got the old Circle uh electric

[1:29:55] um kind of Breakers and so I don't know

[1:29:58] where they would sell those anymore but

[1:29:59] I think Brian has a box somewhere to

[1:30:01] keep the school electric running but we

[1:30:04] have a ton of Windows ton of exterior

[1:30:07] Replacements there's some crawl space

[1:30:09] there that's technically we have to have

[1:30:11] people wear like oxygen tanks to work in

[1:30:13] there because there's not enough fresh

[1:30:16] air in there and so we're working on

[1:30:17] that right now to try to upgrade that

[1:30:20] um but it's just a building that's just

[1:30:21] over the lifetime is basically exceeding

[1:30:24] its life and it's time to you know bring

[1:30:26] new life in it bring some upgrades and

[1:30:29] it sits in a really important part of

[1:30:30] the community

[1:30:31] next one time

[1:30:34] style King we've talked about this and we have gotten permission from our

[1:30:38] board uh we're working on this we're

[1:30:41] already going to be putting this as a

[1:30:42] proposition for the community to vote

[1:30:44] for us to purchase Kane

[1:30:46] um for uh let's say two million dollars

[1:30:49] so it's gonna be a two million dollar

[1:30:51] purchase from St Luke's Parish uh we're

[1:30:53] going to put this on as a proposition so

[1:30:55] voters will have basically a proposition

[1:30:57] to approve the budget proposition to

[1:31:00] approve the Schenectady revitalization

[1:31:02] plan to borrow up to 300 million and

[1:31:04] then there'll be a proposition to

[1:31:06] purchase Kane from St Luke's parish for

[1:31:09] two million dollars uh we this school is

[1:31:11] full we have a little bit under 300 kids

[1:31:13] there but we just can't use the whole

[1:31:15] building currently because part of it is

[1:31:17] the directory section uh within where

[1:31:20] the nuns were and so it's just not

[1:31:21] um able to be used by children or or

[1:31:24] with children in it we can use it for

[1:31:25] adults and we have like office spaces in

[1:31:28] there but we can't bring kids in there

[1:31:29] for counseling or any type of um you

[1:31:32] know

[1:31:32] um support or who came back classes over

[1:31:35] there so it makes part of the building

[1:31:37] unusable

[1:31:38] next slide

[1:31:40] this is kind of what we would envisioned

[1:31:42] that we would do if we purchased it the

[1:31:43] voters support us we would change the

[1:31:45] layout and that blue would be in

[1:31:46] addition you would add classrooms to

[1:31:48] Kane so that we can fully maximize that

[1:31:51] remember I talked to you a little bit

[1:31:52] about Lincoln down the street this would

[1:31:54] allow us to have more kids in the

[1:31:56] community that is very much a walking

[1:31:57] Community to enroll in that campus it

[1:31:59] would allow us to add more Pre-K seats

[1:32:01] in the district which we know is really

[1:32:03] high demand

[1:32:05] and we would add a better way to drop

[1:32:07] students off right now if you're on

[1:32:09] Albany Street at like 7 45 good luck

[1:32:12] because it is tough between the two

[1:32:13] schools and traffic in the street and so

[1:32:16] this would allow us to maybe create a

[1:32:18] better way to get our kids in safely

[1:32:20] parents through the track next one

[1:32:23] Lincoln which is again right down the

[1:32:25] street Community School also really

[1:32:27] important to the work we're trying to do

[1:32:29] um and you know we took some of our uh

[1:32:31] local media to tour that building with

[1:32:34] us to show them some of the challenges

[1:32:36] um with the cafeteria the stairwells I I

[1:32:39] can't go down the stairwells without

[1:32:41] ducking my head because it's just built

[1:32:43] for anybody over five foot uh it wasn't

[1:32:45] built for anybody over like five feet so

[1:32:47] it's great for the elementary not so

[1:32:49] much for the staff so they got to duck

[1:32:51] their heads in some parts as they go

[1:32:52] down the steps but we have a ton of work

[1:32:54] to do there as well replacing flooring

[1:32:56] doors hardware the pavement is

[1:32:59] deteriorating again and it's another

[1:33:01] tough place I think we only get like

[1:33:02] five buses there but they take up all of

[1:33:05] the side street and then all of our

[1:33:07] parents are dropping off along Albany

[1:33:09] Street which is just really tough so we

[1:33:11] would like to change that and increase

[1:33:12] parking next slide

[1:33:17] Fulton we talked about a swing space

[1:33:19] currently on not being used by children

[1:33:21] or four children and we would have to

[1:33:23] make some upgrades there before we put

[1:33:24] kids in there which is why we would

[1:33:26] start with both Fulton and steinman's

[1:33:28] before we put kids back in there those

[1:33:30] buildings would be really good good

[1:33:32] shape and

[1:33:33] um people would like to be in them and

[1:33:35] it would support our ability to use as

[1:33:37] high quality swing space as we do work

[1:33:39] at other schools so what that would mean

[1:33:41] is we'd move the school out put them at

[1:33:43] Fulton for the year close how down do

[1:33:45] the work over the course of a year maybe

[1:33:46] a year and a half then bring them back

[1:33:48] to a brand new campus ready to go and

[1:33:50] then put another school into Fulton kind

[1:33:52] of what I showed you on the timeline

[1:33:54] that you saw earlier next slides

[1:33:56] everyone

[1:33:58] so I always get asked how we pay for

[1:34:00] this how do we pay for this because we

[1:34:02] serve the community that we serve we

[1:34:03] have a maximum cost allowance of about

[1:34:05] 98 which that means is for every dollar

[1:34:08] we borrow 98 of it comes back to us in

[1:34:11] the form of aid from the state so 300

[1:34:13] million 98 we're going to be responsible

[1:34:16] for about 5.5 I'll just Round Up to say

[1:34:19] six million dollars okay so uh six

[1:34:23] million dollars is what we would be

[1:34:24] responsible for and what we've already

[1:34:25] built into our general funds through

[1:34:28] Capital reserves excelling we've already

[1:34:30] got the money here marked aside to cover

[1:34:32] that six million as we make the payments

[1:34:34] uh again we pay and then we get

[1:34:36] reimbursed at a 98

[1:34:39] um kind of Maximum costs allowance and

[1:34:41] so every school has this every five

[1:34:44] years so they we get a dollar value for

[1:34:46] every school of what we can borrow

[1:34:48] and in that five years that five years

[1:34:50] it renews itself so we've been working

[1:34:53] with our financial partners again SEI

[1:34:55] Architects Terry gillooly who's a Mount

[1:34:57] Pleasant alumni he's my CFO he won't do

[1:34:59] me wrong right there

[1:35:01] Precious on him he's also like an

[1:35:04] accountant auditor everyone downstairs

[1:35:06] um but uh we've done a lot of good work

[1:35:08] pre-work to make sure that this makes

[1:35:10] sense

[1:35:11] um but I always like to show this

[1:35:12] because this is right in our state

[1:35:14] regulations and capital Project funding

[1:35:16] we're not doing anything tricky here

[1:35:17] we're just trying to fully maximize the

[1:35:19] fact that our district gets 98 back on

[1:35:22] the dollar and um and then you know

[1:35:25] as a result of the pandemic we're in a

[1:35:27] really different place fiscally and so I

[1:35:30] think it's the right time to take uh to

[1:35:32] make this move for our kids and

[1:35:34] Community next slide there

[1:35:36] again zero impact on taxpayers we really

[1:35:39] want to emphasize that because at the

[1:35:40] end of the day if we impact taxes it can

[1:35:42] impact the rents on some of our families

[1:35:45] and we don't want anybody to get have a

[1:35:47] reason to increase rent or cost but what

[1:35:50] you can see is maximum cost of lanes 98

[1:35:52] capital reserve we already have a two

[1:35:55] percent aside which is about 5.5 million

[1:35:58] and then we have an excella which is

[1:35:59] about 3.7 million so actually we have

[1:36:01] about 9.2 already put aside and so we

[1:36:04] wanted to make sure we can demonstrate

[1:36:07] that that's in our budget now the board

[1:36:09] will hopefully adopt the budget on

[1:36:10] Wednesday and we'll be moving forward

[1:36:14] um and then I just want to again

[1:36:15] highlight some of the ongoing projects

[1:36:16] and repairs you're going to see the

[1:36:18] tennis courts at the high school being

[1:36:20] worked on we're replacing the boiler

[1:36:22] already at Fulton we're doing some

[1:36:24] abatement a page that I talked about

[1:36:25] that there's really low air quality

[1:36:31] at Washington Irving and we're doing

[1:36:33] some kitchen projects and that runs

[1:36:34] itself through the school lunch program

[1:36:35] that we have which we have a separate

[1:36:37] fund of about 5.6 million we're

[1:36:39] renovating some of our kitchens in our

[1:36:41] elementary schools and various campuses

[1:36:44] and then we obviously have some American

[1:36:46] Rescue funds that we're using to redo

[1:36:48] the Mount Pleasant field of track which

[1:36:50] I'll hopefully show you in a second and

[1:36:52] then every year we do about a hundred

[1:36:53] thousand dollar Capital holiday project

[1:36:55] that's always going to happen every year

[1:36:57] we're allowed to spend up to a hundred

[1:36:59] thousand dollars on on the capital

[1:37:00] project it's our own next time

[1:37:03] keep going that's just a timeline really

[1:37:05] small just kind of show you again I

[1:37:07] talked to this about you earlier the

[1:37:09] tennis courts next slide term

[1:37:11] this is what we're really excited about

[1:37:13] this will be breaking ground uh this uh

[1:37:15] hopefully at the latest June

[1:37:18] um at Mount Pleasant uh where's Matt

[1:37:20] school here June I believe is the

[1:37:22] timeline is my architect

[1:37:24] um one of my Architects he this is

[1:37:26] exciting because this is a community

[1:37:28] that really is going to benefit I think

[1:37:30] extremely from having a New Field New

[1:37:32] Turf a new track if you go to Mount

[1:37:35] Pleasant track now it is crumbling

[1:37:37] deteriorating again no fault to the Zone

[1:37:39] there's only so much you can do but

[1:37:41] we're really proud to have another field

[1:37:43] that we could have athletic competitions

[1:37:45] we can host things it's going to be

[1:37:46] right in the heart of the Schenectady

[1:37:49] Community over there by Mount Pleasant

[1:37:51] you we all know that Mount Pleasant used

[1:37:52] to be a Powerhouse high school here and

[1:37:55] we're excited because we think it'll

[1:37:56] bring back some of the excitement we

[1:37:58] have a great youth program Here in

[1:37:59] Schenectady Belmont um Schenectady Pop

[1:38:01] Warner they're going to go crazy over

[1:38:03] this field they see it we also have a

[1:38:06] food stand that's dedicated for Mr

[1:38:08] George Rose who will be rededicating for

[1:38:10] him when we is done it'll be in the top

[1:38:13] left in the red if we um and you see on

[1:38:15] the drawing on the left and so we

[1:38:17] already have it uh name firm but we're

[1:38:19] going to rededicate it for him in honor

[1:38:21] of his legacy and the work that he did

[1:38:22] for children and we just think it's

[1:38:24] really powerful it's a tribute we're

[1:38:26] also going to add visitors C on the

[1:38:28] other side right now everyone has to sit

[1:38:30] on one side and that's never good when

[1:38:31] you're the whole team so we want to put

[1:38:33] the visitors on the other side and we'll

[1:38:35] put um again the the ability is we'll be

[1:38:38] able to host sectional events here and

[1:38:41] bring some hopefully

[1:38:43] um competitive action and more events to

[1:38:45] the Schenectady Community and if you've

[1:38:47] ever parked behind Mount Pleasant you

[1:38:49] know it's a tough place to park this

[1:38:51] expands our parking behind there for our

[1:38:53] staff and allows them to have a safe way

[1:38:55] to get to the field versus trying to get

[1:38:57] through that and so it just it's just

[1:38:59] something that needs to be done given

[1:39:01] that that's a pretty Flagship campus for

[1:39:03] us in Schenectady and we thought it was

[1:39:05] important everything in the light green

[1:39:07] we own the stuff on the other side of

[1:39:09] the green is City proper

[1:39:11] hmm

[1:39:13] if you want and that's the 890 there if

[1:39:15] you if you try to think about visually

[1:39:17] where that was we're going to add some

[1:39:18] secure vestibules at scla these are just

[1:39:20] architectural drawings keep going turn

[1:39:22] them same thing with Mount Pleasant

[1:39:24] adding some secure vestibules so that

[1:39:26] way when parents come in they have a way

[1:39:28] to be or not parents anybody comes into

[1:39:30] the building there's a way to securely

[1:39:32] clear them before they get into the rest

[1:39:34] of the campus keep going

[1:39:37] Yates we're working on the kitchens we

[1:39:39] talked about kitchen renovation so we're

[1:39:41] doing some work over at Yates to expand

[1:39:43] the kitchen redesign the kitchen make it

[1:39:45] more functional for us to serve our kids

[1:39:47] adding a walk-in cooler some additional

[1:39:50] storage next one

[1:39:52] this is Pleasant valleys we're going to

[1:39:54] actually double their cafeteria size uh

[1:39:57] so that little line in the middle is

[1:39:59] where the current wall is we're going to

[1:40:00] expand it out and be able to service

[1:40:02] twice the number of kids in there at one

[1:40:05] time thus making it easier for them to

[1:40:08] run lunches

[1:40:09] flip their food line around and allow

[1:40:11] them to serve some warmer meals to our

[1:40:13] kids so this is really exciting for our

[1:40:15] kids and teachers and our principals

[1:40:17] love this because they can feed more

[1:40:19] kids at once and not have to have lunch

[1:40:21] at 10 A.M or 10 30. next

[1:40:25] this is another thing that we're doing

[1:40:26] these playgrounds are starting this this

[1:40:28] year as well these are some of these are

[1:40:31] separate from the capital

[1:40:33] um the Schenectady revitalization plan

[1:40:35] and these are some of the schools and

[1:40:36] some of the mock-ups we have already to

[1:40:38] start and these are ADA Compliant which

[1:40:40] again is real important because

[1:40:42] sometimes we have playgrounds of kids in

[1:40:44] wheelchairs or kids who have you know

[1:40:46] different accommodations can't access

[1:40:48] next slide

[1:40:50] again this is just our timeline for this

[1:40:52] so a lot of this stuff is taking place

[1:40:54] come towards the end of the school year

[1:40:56] moving into next next

[1:41:00] and then just questions

[1:41:02] sorry I know it was a lot but I want to

[1:41:04] be mindful of you guys have a late start

[1:41:06] with premium so for yourself thank you

[1:41:12] coming in for staff for coming in I'm

[1:41:14] I think taxpayers are going to be really happy about this impact although

[1:41:19] in the event also the revitalization of

[1:41:21] all the campuses I think it's important

[1:41:23] and timely so are there questions or

[1:41:32] um and I'm thrilled with not only this

[1:41:34] but also all of the programmatic

[1:41:36] initiatives that are underway at the

[1:41:38] school district so you know I appreciate

[1:41:40] everything that you you and your team

[1:41:42] are doing

[1:41:44] um in the school district said three

[1:41:46] questions

[1:41:47] um

[1:41:48] one-on-one at a time

[1:41:51] um so just this is neither in terms of

[1:41:55] the Fulton campus um as a swing during

[1:41:58] the um will Fulton then remain open as a

[1:42:02] school after the after this entire

[1:42:05] project is completed or is that part

[1:42:07] yeah so that part of the plan would be

[1:42:09] so right now we have a high uh request

[1:42:11] for pre-k we are offering Pre-K

[1:42:13] four-year-olds yeah there's not

[1:42:15] opportunity for us to do three three

[1:42:16] year olds there's usually grants and

[1:42:18] opportunities yeah we would like to

[1:42:20] explore that we know that

[1:42:22] um

[1:42:22] having a safe place for our families is

[1:42:24] important for them to be able to work

[1:42:26] and if we can offer that at a younger

[1:42:28] age that's important for our families

[1:42:29] and residents so ultimately we would

[1:42:31] bring it back online as a school at the

[1:42:34] tail end of our project but remember we

[1:42:36] have this is only a phase of the schools

[1:42:38] we would have other elementaries to go

[1:42:39] through before we get to that point But

[1:42:40] ultimately we would bring it online and

[1:42:43] vacant space is usually an invitation

[1:42:45] for other parties to establish schools

[1:42:47] or potential networks and so we want to

[1:42:49] make sure we use all of our space okay

[1:42:51] um next um what will happen to the no I

[1:42:55] know the culinary arts you mentioned as

[1:42:57] a wing at the high school but what would

[1:42:59] happen with some of the other activities

[1:43:01] that go on currently at the Steinmetz

[1:43:03] Learning Academy so they all would fall

[1:43:05] into those leadership communities so we

[1:43:06] have a business we have steam so

[1:43:08] anything else that would translate we

[1:43:10] would look to bring them up to the high

[1:43:11] school but we also think freshmen need

[1:43:13] to have that exposure too as they make a

[1:43:15] decision into which leadership Community

[1:43:16] they would go into so we probably would

[1:43:19] still keep a culinary space at the

[1:43:21] steinman's campus okay but allow kids to

[1:43:22] get example you know maybe it's intro to

[1:43:24] culinary one and then they make a

[1:43:25] decision to stay on that pathway you

[1:43:27] know maybe they only take it for 10

[1:43:28] weeks and the new group of kids takes it

[1:43:30] you know we're working on that right now

[1:43:32] with course Pathways and electives to

[1:43:34] make sure there's a menu of options but

[1:43:36] we believe that kids should have like a

[1:43:37] almost like an exploratory course and

[1:43:39] say Here's AutoCAD for three weeks

[1:43:41] here's graphic design for three weeks

[1:43:44] here's culinary and then when you go

[1:43:46] next year to 10th grade which Community

[1:43:47] do you want to be a part of that's I

[1:43:49] think that's awesome okay and then

[1:43:51] finally this is sort of the big one but

[1:43:53] how does um sort of future demographic

[1:43:55] data fit into this overall plan so in

[1:43:58] other words over the next seven years

[1:44:01] um uh is there a projection that a you

[1:44:05] know school-aged children

[1:44:07] will expand along with the extension of

[1:44:10] these of these buildings we've mainly

[1:44:12] used most of our kids at the secondary

[1:44:14] level that's when they typically either

[1:44:15] go to an out of District Charter they

[1:44:17] transfer to a private parochial our

[1:44:19] elementaries are pretty packed right now

[1:44:21] it's mainly middle school and high

[1:44:23] school where there's usually uh you know

[1:44:24] people use a choice they'll use more

[1:44:27] choice at that level we've done a

[1:44:29] demographic study we've been about 9 100

[1:44:31] for quite some time in Schenectady in

[1:44:33] terms of the total enrollment I think if

[1:44:36] we do this well enough we'll get some of

[1:44:37] those families back but right now we

[1:44:38] have about 500 families that go to

[1:44:40] Charter Schools

[1:44:42] so if you think about it if we were to

[1:44:44] absorb 500 we wouldn't be able to take

[1:44:45] them we just don't have the space so you

[1:44:48] know we'd have 9 600 kids in there we

[1:44:50] just wouldn't have the space so part of

[1:44:51] the work that we have to do here is add

[1:44:53] some classrooms so that we can absorb

[1:44:55] them

[1:44:56] um and like I said that's why I included

[1:44:58] that um census data that was 10-year you

[1:45:00] know Schenectady grew I think part of

[1:45:02] the charge that City council's been

[1:45:04] doing is trying to figure out how to

[1:45:05] continue to revitalize this community

[1:45:07] you know you've got great developers

[1:45:08] like Metroplex trying to figure out how

[1:45:10] to bring more businesses and other

[1:45:12] entities here and so you know we we

[1:45:14] think we want to be a part of that

[1:45:16] um you know I'm a firm believer that

[1:45:17] people choose communities by their

[1:45:19] school districts versus anything else

[1:45:21] and so if we're a viable option for

[1:45:23] families then hopefully everything else

[1:45:25] will fall soon

[1:45:31] entire 300 million

[1:45:33] Aire that will borrow as the project is

[1:45:36] being rolled out

[1:45:41] uh superintendent solar definitely thank

[1:45:43] you for being here I applaud the efforts

[1:45:45] of not only this project but everything

[1:45:46] that you're doing and I think it's very

[1:45:48] uh important to note the show of support

[1:45:50] that's here in the room with you

[1:45:52] um definitely I believe that our

[1:45:54] community is something that we need to

[1:45:55] continually invest in in providing our

[1:45:57] Educators and students a matching

[1:45:59] environment to learn and grow is

[1:46:00] important as you so eloquently

[1:46:02] highlighted my question was do you

[1:46:04] identify this huge figure that we're

[1:46:07] going to invest how do we maintain it

[1:46:09] and does that incorporate including more

[1:46:11] staff because this is absolutely a

[1:46:12] generational investment as you noted

[1:46:14] that we hope will last for another 100

[1:46:16] years yeah I think we've made

[1:46:19] significant investment in staff you know

[1:46:21] the board's been keeping me to task on

[1:46:23] making sure first of all that we repair

[1:46:25] the harm and we laid off all these

[1:46:26] individuals in the past the board has

[1:46:28] been real that was a priority when I

[1:46:30] came in we gave Urban opportunity to

[1:46:31] return back that was impacted but what

[1:46:34] we've done is we've used ratios and

[1:46:36] things of that nature to make sure that

[1:46:38] the square footage that we have has the

[1:46:39] right number of custodial staff facility

[1:46:42] staff to support it and we've done that

[1:46:45] like this last two years in our budget

[1:46:47] we've been able to get back to a place

[1:46:49] where we think we're at

[1:46:50] um pretty pretty good standard in terms

[1:46:52] of ratio I think the work now is

[1:46:54] protecting that and typically Foundation

[1:46:56] Aid won't go down you just may may not

[1:46:59] grow as much and so right now the

[1:47:01] governor did fully fund Foundation Aid

[1:47:03] which is why Schenectady I think is

[1:47:05] about 30 million in the last two years

[1:47:06] has seen

[1:47:07] 45 in the last week yeah 45 million in

[1:47:10] Worlds in our foundation over the last

[1:47:11] two years but you don't never they never

[1:47:14] typically take away from Foundation it's

[1:47:16] just you don't grow and so if we stay at

[1:47:18] the ratios that we are now we believe we

[1:47:20] can maintain what we have and again as

[1:47:22] we sing our work is going to be what

[1:47:25] positions do we really need to replace

[1:47:26] because they're necessary versus what

[1:47:29] are nice to have and that's going to be

[1:47:30] the work kind of moving forward right I

[1:47:32] just had a second question uh one of my

[1:47:35] earlier questions that you accurately

[1:47:36] identified was how does this improve

[1:47:38] quality of learning for our students and

[1:47:40] they can do that really well

[1:47:41] um the question I want to ask is how

[1:47:44] does this put us in line with some of

[1:47:45] our neighboring school districts are we

[1:47:47] then in line or are we ahead per se if

[1:47:50] that's the right terminology to use but

[1:47:51] definitely I think we want to have a

[1:47:52] Community School District that we

[1:47:54] believe in so where does this put us I

[1:47:56] think in some cases it may surpass some

[1:47:58] of our neighboring districts but again

[1:48:00] remember there's only a we're only doing

[1:48:01] about eight campuses of 17 so it's not

[1:48:04] all of our buildings but it will start

[1:48:05] that journey and if we do this well

[1:48:07] enough our some of our campuses will

[1:48:09] look better than some of our peers in

[1:48:11] the in the region um you know again this

[1:48:13] unit right next door to us they got some

[1:48:14] buildings there we'll be super excited

[1:48:17] to say hey they're going to probably

[1:48:18] take the approach in their Community to

[1:48:20] say wait a minute they have it we need

[1:48:21] to have it as well but

[1:48:23] um I can tell you that our high school

[1:48:24] if we do this well will will stand alone

[1:48:26] as a flagship and if you've seen what

[1:48:28] albany's done with their high school if

[1:48:30] you've had the opportunity

[1:48:32] um we want to make sure that we are

[1:48:34] giving our kids a Schenectady the same

[1:48:36] exact experience as a large urban

[1:48:38] community like all of these given to

[1:48:39] their kids thank you

[1:48:42] there's a question about transportation

[1:48:45] it's going to be going to other schools

[1:48:48] and that will impact parents sure so is

[1:48:51] there a plan to make sure that the

[1:48:52] children have the transportation and you

[1:48:54] know they are yeah we must a lot of our

[1:48:56] kids uh now that need it for a variety

[1:48:58] of reasons and again if we're going to

[1:49:00] move somebody out of their walking

[1:49:01] neighborhood we're going to have to

[1:49:02] accommodate for that the good thing is

[1:49:03] our bus transportation if there is an

[1:49:05] increase in cost people get 95 back on

[1:49:08] Transportation so again because of the

[1:49:11] community we serve we have a lot of

[1:49:13] um Aid and reimbursable expenses so when

[1:49:16] you know again we spend then we'll get

[1:49:18] it back the following year so we will

[1:49:21] have to be uh aware of that as we move

[1:49:23] forward but we don't want to have

[1:49:24] someone not attend the school you know

[1:49:26] stay with that community and we've done

[1:49:28] it in the past year so like how at one

[1:49:30] point

[1:49:31] um I'm sorry Hamilton lived at Fulton

[1:49:33] for a little bit while they worked at

[1:49:35] Hamilton and we busted everyone over

[1:49:36] there they need to give us most of our

[1:49:39] parents who drive our kids because you

[1:49:41] know we're on a 10 square miles but if

[1:49:43] it's needed we would definitely provide

[1:49:44] the transportation thank you for the questions

[1:49:49] Sarah I think it's clear that my opinion

[1:49:52] might be a tad bias um due to my

[1:49:54] proximity to the district but I want to

[1:49:56] say that like you know I think it's

[1:49:58] important that people understand that

[1:49:59] this is not just an investment it's just

[1:50:01] like you know creating you know a better

[1:50:04] school uh environment for a student but

[1:50:06] really what it does is that you know

[1:50:08] when I talk to people in community

[1:50:09] there's you know people talk about like

[1:50:11] workout you know um you know vocational

[1:50:13] programs and skills and trades and so

[1:50:16] this is really an opportunity nature

[1:50:18] that we can do that in a way as a

[1:50:21] district that is really really uh

[1:50:23] effective and efficient and right now I

[1:50:25] think the district does a really good

[1:50:26] job of partnering with uh

[1:50:28] Community Partners to kind of fill gaps

[1:50:31] and and uh for our kids but I think that

[1:50:33] this will really

[1:50:35] present an opportunity to improve the

[1:50:37] quality of Education educational

[1:50:39] experience as well as opportunities for

[1:50:41] our students like there's a direct you

[1:50:42] know coordination there I think that

[1:50:44] that's just something that's important

[1:50:45] to know

[1:50:56] hope to see you uh on the 16th

[1:52:13] Safety Committee we have two items on

[1:52:15] the agenda tonight first of which is the

[1:52:17] 2003 non-fail shooting initiative that I

[1:52:20] actually discussed by Chief Clifford

[1:52:26] thank you very much

[1:52:29] I am here to ask the city council to

[1:52:32] consider accepting a grant from New York

[1:52:34] State Department of Criminal Justice

[1:52:36] Services for a non-fatal shooting

[1:52:39] initiative grant that we were provided

[1:52:41] for the funding will be used to measure

[1:52:44] a comprehensive investigation of all

[1:52:46] non-fatal shootings which are bullet to

[1:52:50] body shooting cases and there will be a

[1:52:52] particular focus on circumstances where

[1:52:54] victims are uncooperative and so support

[1:52:57] the evidence-based prosecution mindset

[1:52:59] that is often used in domestic violence

[1:53:01] cases

[1:53:03] our task force which is already

[1:53:06] currently underway will consist of a

[1:53:08] police detective a crime analyst from

[1:53:11] the Schenectady Police Department a

[1:53:13] District Attorney office investigator

[1:53:17] attorney prosecutor

[1:53:19] the funding which has been allocated

[1:53:22] for the time period of April 1st to June

[1:53:26] 30th is 89 349 dollars

[1:53:30] the breakdown is 42 682 for a police

[1:53:35] detective

[1:53:36] and 46

[1:53:37] 667 dollars to be used for overtime

[1:53:40] associated with investigations

[1:53:43] there's no match for this Grant and the

[1:53:45] agreement and I correct myself the

[1:53:47] agreement covers March 1st through June

[1:53:50] 30th

[1:53:51] and then next uh the next give cycle

[1:53:54] which starts July 1st through June 30th

[1:53:58] we'll include this as a component of it

[1:54:02] thank you any questions or comments

[1:54:06] so any um so right now we're in April

[1:54:10] this started in March if there were any

[1:54:13] costs associated that the department has

[1:54:15] already incurred with this

[1:54:17] um

[1:54:18] how would that be covered

[1:54:20] if you've already incurred the cost

[1:54:22] prior to us

[1:54:24] they're just part of my normal

[1:54:26] investigations

[1:54:28] in the budget that we have so will you

[1:54:32] be refunding will you be putting that

[1:54:33] money back if we've spent all the time

[1:54:35] already and there's this money because

[1:54:37] it's almost June and there's would you

[1:54:39] be refunding that back to these

[1:54:42] investigations that are already taking

[1:54:43] place that are described here yes we can

[1:54:46] go back retroactively and we and we will

[1:54:49] be doing this going back retroactively

[1:54:51] to March 1st and taking every

[1:54:53] investigation that we did that involved

[1:54:55] a non-fatal shooting and we're going to

[1:54:57] give it a project code so that we could

[1:54:59] use this funding for that so in essence

[1:55:02] uh a good portion of what we've already

[1:55:04] spent from March 1st until now will be

[1:55:06] refunded into the operating budget for our on budget and that we will have

[1:55:11] the remainder to to be used up through

[1:55:15] um June 30th

[1:55:18] and is there a do you have a number of

[1:55:21] that of failed students that have

[1:55:23] non-fatal that have taken place from

[1:55:25] since March 1st to the other member I do

[1:55:28] thank you

[1:55:36] so year to date we have three non-fatals

[1:55:39] zero fatals last year 2022 we had 15

[1:55:44] non-fatals and four fails and in 2021 we

[1:55:47] had 22 non-fatals and one fatal

[1:55:53] you know most recently on Eastern Avenue

[1:55:56] we've had a couple of them

[1:55:58] um we had some really good success

[1:56:00] stories on those um so the team's

[1:56:02] already working very hard and one thing

[1:56:05] I wanted to note is that I really don't

[1:56:07] want to go into details here but we are

[1:56:09] utilizing every tool that you've you've

[1:56:12] given us over the last year in these

[1:56:14] investigations all the technology that

[1:56:15] we're using we're using it to our

[1:56:17] advantage to really really solve these

[1:56:19] crimes which is uh fruitful so far

[1:56:24] any other questions or comments

[1:56:27] um so the likelihood in terms of the

[1:56:29] next round of funding

[1:56:31] um

[1:56:32] generally if we've received this funding

[1:56:34] in the past is there a high likelihood

[1:56:36] that we'd get the funding again and if

[1:56:38] not

[1:56:40] um you know how would we continue the

[1:56:41] work that's being done under the scram

[1:56:44] oh you'll be finding out about that soon

[1:56:47] but we've already received the funding

[1:56:49] award from the state I believe it's in

[1:56:52] the 1.2 million dollar range okay and

[1:56:54] last year we were in the close to 800

[1:56:57] 000 range so we're getting approximately

[1:56:59] 400 000 more to include not only

[1:57:02] non-fatal shooting investigations but a

[1:57:04] couple other things

[1:57:06] um so we're working out all the details

[1:57:08] um on that for our our give 10

[1:57:12] application that we have to submit in a

[1:57:14] couple weeks and hopefully when we get

[1:57:16] the award we'll be back here asking for

[1:57:18] acceptance of it okay great

[1:58:44] important to credit what is being done

[1:58:46] to ensure that these circumstances are

[1:58:48] only being done in the most appropriate

[1:58:51] Manner and I think the part of our

[1:58:53] responsibility is educating the

[1:58:55] community about what we're doing behind

[1:58:56] the scenes that makes sense it does and

[1:58:59] we've been we've been doing a better job

[1:59:01] I think about putting uh our press

[1:59:03] releases when the work's been done and

[1:59:05] violating the work that's been done by

[1:59:07] everybody involved and I want to just be

[1:59:09] clear that of the District Attorney's

[1:59:11] Office uh and the Schenectady County

[1:59:13] Sheriff's Department is a is a big plays

[1:59:15] a big role in this and they've been

[1:59:16] helping us tremendously so we're trying

[1:59:19] to put them out put out the information

[1:59:21] when it happens

[1:59:24] um and especially when we're able to

[1:59:25] make an arrest and provide that uh

[1:59:28] security and safety to serve communities

[1:59:31] um and and also share in the uh who did

[1:59:35] the work

[1:59:36] thank you thank you so

[1:59:38] um Chief it seems like um government

[1:59:40] violence is trading down in that

[1:59:41] community over the last couple years and

[1:59:43] I you know I think that that's a really

[1:59:45] a great thing and would you attribute

[1:59:48] you know

[1:59:49] some of the tactics that'll be

[1:59:52] continuing on through this initiative of

[1:59:54] that or

[1:59:56] I will I do

[1:59:58] um we've been we've been working on

[2:00:01] of investigating non-fatal shootings uh

[2:00:04] taking a deeper dive into them for years

[2:00:06] now and I think that's contributed to

[2:00:08] the downward Trend that we've been

[2:00:10] seeing

[2:00:11] um this this is a uh this is a program

[2:00:14] that we offer to DCJS and um and they

[2:00:17] accepted it and and then a very similar

[2:00:19] request that we put in became part of

[2:00:22] give 10 so I'm not sure if if we played

[2:00:25] a role in that or not but um it

[2:00:27] certainly uh is helping with our

[2:00:30] community with reducing gun violence

[2:00:32] unfortunately it still exists it's very

[2:00:36] mobile right now we're seeing it come

[2:00:38] from different areas of the Capital

[2:00:40] District

[2:00:41] so we have to stay on top of it

[2:00:43] especially the areas where we're seeing

[2:00:45] it most frequently and uh you know

[2:00:48] that's what we do we we know we we

[2:00:51] respond we investigate and we try to

[2:00:53] send a message out there that you can't

[2:00:55] come to Schenectady and commit these

[2:00:57] defenses without being held accountable

[2:01:00] yeah

[2:01:01] so is this a part of the um our police

[2:01:03] reform that

[2:01:05] um that we submitted to the state or is

[2:01:08] it going to be edited because I I

[2:01:10] understand that's a document that can

[2:01:12] continue to be amended is it currently

[2:01:13] in there or is it something that you're

[2:01:15] considering adding it's part of the

[2:01:17] reinvention reinforce no this is not a

[2:01:20] part of that and I haven't really

[2:01:22] thought about whether we would add it to

[2:01:24] it but you know certainly it's uh it's

[2:01:26] something we can start talking about in

[2:01:27] the same context that we talk about

[2:01:29] reform is changing the way that we're

[2:01:31] investigating crimes and specifically

[2:01:35] addressing the activity that's happening

[2:01:38] in certain neighborhoods because we're

[2:01:40] not just going to those neighborhoods

[2:01:42] solving the crime and leaving

[2:01:44] um you know we're we're putting our

[2:01:46] technology in those areas we're

[2:01:48] assessing those areas to say okay why

[2:01:49] did it happen here is there anything we

[2:01:51] can change in that community that will

[2:01:53] keep it safer in the future whether it's

[2:01:56] you know changing the environment

[2:01:58] bringing in engineering or adding

[2:02:01] cameras or or just obviously adding more

[2:02:04] patrols increasing the lighting all

[2:02:06] these things

[2:02:20] the Schenectady city codes have

[2:02:22] Provisions relating to the use of school

[2:02:24] bus stop RM cameras there was recently

[2:02:26] in public hearing on the 10th of April

[2:02:31] motion to accept the change of code

[2:02:38] a bit further after uh speaking with you

[2:02:40] president Porterfield I'm actually okay

[2:02:42] with the language I just want the

[2:02:44] council to be aware that and you have it

[2:02:47] here in front of you in your pocket on

[2:02:53] penalties for offenses

[2:02:55] the amounts in here are Guided by state

[2:02:58] law

[2:02:59] so State Law changes we will have to

[2:03:02] revisit this

[2:03:04] in terms of the penalties

[2:03:08] um

[2:03:09] so I just want you to be aware of that

[2:03:11] but the language in um and I took as I

[2:03:14] said I took a bit of a deeper dive into

[2:03:16] it says we really need to State what the

[2:03:18] penalties are we can't just refer to the

[2:03:20] state law which was going to be my

[2:03:23] initial suggestion we just reflect what

[2:03:25] the state law says you know if you want

[2:03:26] to know what the penalties are look at

[2:03:28] the state law but I think it's better

[2:03:30] for us to itemize the penalties but just

[2:03:33] with the understanding that we may have

[2:03:34] to change the penalties of State Law

[2:08:01] construction of a dog park for 73 000

[2:08:03] the renovations to the Fairview Park

[2:08:06] tennis facility for a hundred and twelve

[2:08:08] thousand and some amenities at the dog

[2:08:10] park that came in at 47 000. our budget

[2:08:14] for the project is five hundred thousand

[2:08:16] dollars so what we're recommending is

[2:08:18] that we were at the base bid of

[2:08:20] Hillhurst Park and the Fairview Park

[2:08:22] tennis improvements

[2:08:24] any question just tell me is the uh

[2:08:28] bocce ball cart courts and some of the

[2:08:31] other improvements around Fairview going

[2:08:33] to be a separate Penn State yes all

[2:08:36] right

[2:08:38] let's practice yeah I'm just highly

[2:08:40] supportive of this I appreciate the work

[2:08:41] that's been done in both the design

[2:08:44] phase as well as getting the bids and

[2:08:46] going back and forth so um I appreciate

[2:11:12] dedication that he had appointed to

[2:11:14] um his uh career thus far I think it's

[2:11:17] an inspiring message to uh the young

[2:11:20] people

[2:11:21] dreams of making it to the house that he

[2:11:24] has so I think that you know he really

[2:11:25] embodies the fighting Spirit and the

[2:11:28] resiliency of our city so I think that
