[0:07] Chad Bianco.
[0:08] This critical incident message
[0:09] is regarding a deputy involved
[0:11] shooting that occurred on Wednesday
[0:12] April 26th, 2023
[0:15] in the area of Meadowbrook
[0:17] Avenue and Peach Street
[0:18] in the unincorporated area of Perris.
[0:21] When we have a critical incident
[0:23] we want to share as much information
[0:24] as possible
[0:25] as soon as the investigation allows.
[0:27] On Wednesday, April 26th at 7:08 p.m.,
[0:32] the Riverside County Sheriff's
[0:34] Special Enforcement
[0:35] Bureau was in the 27000
[0:36] block of Greenwald Avenue
[0:38] attempting to locate Ricky Owen Dowling,
[0:42] a wanted felon,
[0:43] for two outstanding warrants,
[0:45] one for torture and mayhem,
[0:47] spousal abuse and sexual acts by force,
[0:51] the other for kidnapping to commit rape
[0:53] and rape by force or fear.
[0:55] Deputies saw a subject
[0:57] matching Dowling's description,
[0:58] leave a residence in a vehicle
[1:00] and attempted a vehicle stop.
[1:02] The suspect failed to yield
[1:04] and a vehicle pursuit was initiated.
[1:06] The pursuit traveled
[1:07] through the county area of Perris
[1:09] and ended at Telford
[1:10] Avenue and Peach Street
[1:12] when the suspect lost
[1:13] control of the vehicle while
[1:14] trying to avoid a tire deflation device.
[1:18] The suspect was positively identified
[1:20] as Dowling when he exited the vehicle.
[1:23] Dowling pointed a handgun
[1:24] at pursuing deputies,
[1:26] fired the weapon,
[1:27] and a deputy-involved shooting occurred
[1:30] after Dowling was struck by gunfire.
[1:31] The deputies rendered medical aid until paramedics responded.
[1:35] Dowling was later pronounced deceased at the scene.

[1:40] and it is not suitable for children.

[2:52] The suspect, Ricky Owen
[2:54] Dowling, was a 64-year-old
[2:55] resident of Lake Elsinore.
[2:58] The firearm used by Dowling
[2:59] and recovered at the scene
[3:00] was a Polymer P-80 semi-automatic handgun.
[3:04] When we have a deputy-involved
[3:05] shooting, multiple investigations
[3:07] are automatically launched.
[3:09] An investigator
[3:10] from the Riverside
[3:11] County District Attorney's Office
[3:12] will lead this investigation,
[3:14] aided by the Riverside County
[3:15] Sheriff's Force Investigations Detail,
[3:18] and Central Homicide Unit.
[3:20] This combined investigation
[3:21] will examine
[3:22] Dowling's actions
[3:23] and the deputy-involved shooting.
[3:25] This is an active and
[3:26] ongoing investigation.
[3:29] This incident, like all deputy-involved
[3:31] shootings, will ultimately be reviewed
[3:33] by the Riverside County
[3:34] District Attorney's Office.
[3:36] Additionally,
[3:37] our department will internally review
[3:38] and evaluate
[3:39] the actions of our deputies
[3:41] with our policy and training standards.
[3:44] We take each use of force very seriously
[3:46] and make every effort
[3:47] to de-escalate these situations
[3:49] whenever possible.
