[23:30] communities and I left a report on your

[23:33] desk that

[23:34] summarizes the data from a study that we

[23:37] did looking at tobacco retailers in the

[23:39] city of

[23:40] skincity

[23:42] um the biggest takeaway the two M main

[23:45] takeaways from this are that lowincome

[23:48] neighborhoods have more tobacco

[23:49] retailers per capita than higher income

[23:52] neighborhoods and that those same

[23:53] neighborhoods have disproportionately

[23:55] higher number of tobacco retailers local

[23:57] located near schools we looked at 31

[24:01] tobacco retailers that were within 1500

[24:03] ft of schools on one day in October in

[24:06] the zip codes of 12303 04 05 and

[24:10] 07 um all the photographs in that report

[24:13] were taken at the stores that we visited

[24:15] stores that violated New York state laws

[24:18] uh have been reported to the skanky

[24:20] County um Environmental Health

[24:22] Department um and any other there's some

[24:26] state agencies that we had to report to for violations that we found the

[24:30] report is a visual tool of the tobacco

[24:33] marketing strategies that tobacco

[24:35] companies use in the city of skincity

[24:37] briefly I'm just going to you know give

[24:39] you a little overview of what is on is

[24:42] in that report and I was supposed to

[24:45] start my timer and I didn't but I'm

[24:47] going to do it now and stop

[24:50] me a minute more whatever um so page two

[24:54] gives a background of the tobacco

[24:55] retailers what they used to do which was

[24:58] those Billboards and um Joe Camel kind

[25:01] of advertising that's outlawed what

[25:03] they've instead done now is to do point

[25:06] of sale advertising and marketing page

[25:09] three shows the location of the

[25:12] retailers um if you live in a high

[25:14] poverty community in the city of SKC

[25:16] you're more likely to be exposed to

[25:17] Tobacco marketing promotion within those

[25:20] same communities tobacco retailers are

[25:22] more likely to be located within 1500 ft

[25:24] of one or more schools um there's a good

[25:28] um piece at the end that summarizes the

[25:30] distance in the different neighborhoods

[25:32] of SK of skinc County the different

[25:34] towns of SKC County um in the

[25:37] neighborhoods um ex page four shows the

[25:41] exterior tobacco ads you don't have to

[25:44] enter a store to see tobacco marketing

[25:46] New York state law says that you can't

[25:49] advertise within um 1500 feet of a

[25:52] school and there certainly are

[25:54] violations of that that we found in

[25:55] those 31 stores the wall of tobacco

[25:59] products um which is shown on page five

[26:02] is one of the primary ways um you know

[26:05] there they have their entire wall filled

[26:07] with tobacco products which of course is

[26:09] disproportionate to the number of people

[26:11] that use tobacco products but it gives

[26:13] the impression that the more that's

[26:14] there that everybody's buying

[26:17] it um the interior there interior ads

[26:20] too that's some of that's on page six

[26:22] page seven shows the amount of flavored

[26:25] tobacco products that still exist 94% of

[26:29] the stores sell flavored cigars and

[26:31] cigaros 84% of the stores sold U menthol

[26:36] cigarettes and I think it's about half

[26:38] of them sold flavored um electronic

[26:42] cigarettes you summarize thank you I I

[26:45] just noticed I'm at one minute so um the

[26:47] takeaway is definitely that the stores

[26:50] in

[26:51] skincity um are

[26:53] disproportionately higher amounts of

[26:56] tobacco marketing and promotion o

[26:58] especially flavored products in those

[27:00] neighborhoods with the least number of

[27:02] resources um we are here to answer any

[27:05] questions share with you what other

[27:07] communities have done to address that

[27:09] and my contact our contact information

[29:01] deadline there was a recess

[29:06] recess whole week before the work on it

[29:09] when we get back so when they came back

[29:12] uh we find out that uh Mr mudaron uh was

[29:21] Fiesta U while the budget was was late

[29:25] uh it came in late um later on and then

[29:28] when they came back you recess till

[29:30] October

[29:31] 31st then Mr Farley wasn't here then on

[29:41] I look at this as a city taxpayer I got

[29:43] to wonder when the heck are you guys

[29:45] coming to work what what rules do you

[29:51] just some Council are just Meander in 10

[29:54] 15 20 minutes late half an hour late so

[29:57] we're doing right now is we're going to

[29:58] go through the hall last year and every

[30:01] time somebody's late we're going to put

[30:02] a little report card out on you guys on

[30:04] the first that first of the year so in

[30:07] saying all these things uh we put a

[30:10] press release out and we called on the

[30:13] Miss Porterfield as the president you

[30:15] know what rules do you guys have and you

[30:19] get paid to represent us and when you

[30:21] don't come to work you shouldn't get

[30:23] paid and I think it's an absolute

[30:26] travesty that you guys feel you deserve

[30:29] a raise when you guys can't come to work

[30:33] when you guys can't pass a budget which

[30:35] in violation of the city Charter and yet

[30:53] police overtime when both a fire chief

[30:59] directly Staffing overtime is Staffing

[31:08] or you complain about other issues to

[31:10] deal with the police remember now you're

[33:24] nuisance committee apparently the only

[33:27] person that is allowed to reverse this

[33:30] $50 fee sits before us

[33:34] here I attempted to I've been attempting

[33:37] to contact you sir for weeks upon months

[33:42] with no response from you your your

[33:46] office has contacted me

[33:50] um by that

[33:53] Monday the problem was remedied Tuesday I came in here Monday I came in

[34:01] avail to talk to absolutely no one I

[34:05] don't know how somebody can have a

[34:07] nuisance committee that is the

[34:23] balances I think this needs to be

[34:25] reviewed this new committee to

[34:28] summarize to the taxpayer is a nuisance

[35:25] any point when an individual on the C is

[35:27] unable or unwilling to speak in a

[35:29] productive or constructive manner I

[35:31] respectfully ask them to reconsider

[35:33] their purpose this Council isn't

[35:35] comprised of seven individuals it's one

[35:37] body set forward to Advocate

[35:39] legislatively to improve the quality of

[35:41] life for

[35:42] sadian this budget as which has been so

[35:45] carefully dissected and uh recognized

[35:48] throughout our community uh reflected a

[35:50] set of council members positioned

[35:52] unwaveringly in support of the mayor's

[35:54] proposed budget and another set of

[35:56] individual ual making multiple

[35:57] concessions to Advocate uh and

[35:59] accommodate conflicting interest uh such

[36:02] as approving large scale budget

[36:04] increases and keeping the tax burden at

[36:06] a marginal

[36:08] increase there is truly nothing easy

[36:11] about the tasks set before us as a

[36:13] council and the infighting truly needs

[36:15] to

[36:16] stop however I personally look forward

[36:19] to hearing the mayor's formal remarks on

[36:20] the budget and will incorporate any and

[36:22] all indirect andir feedback into future

[36:26] annual related budget conversations and

[36:28] discussions uh so that I can continue to

[36:30] improve uh my manner of dialogue thank

[36:55] fair weather for the entire winter but I

[36:58] remind people that we might get a little

[36:59] bit of snow at some point if that does

[37:02] happen when it does happen remember to

[37:05] take one shovel on each side of your

[37:07] fire hydrant and uh the city

[37:12] Crews really are working in your best

[37:14] interest even though some of that snow

[37:16] is going to end up on your sidewalk and

[37:18] we do appreciate your patience in terms

[37:21] of getting that off and uh working with

[37:24] the crews in again the uh slight chance

[37:28] that we might get a

[37:30] snowstorm but uh again thank everyone

[37:32] for coming out tonight uh enjoy your

[37:35] evening and uh enjoy the holiday season

[37:38] thank you madam president thank you

[37:39] mayor I'd also like to thank everyone

[37:41] for coming out tonight to give your

[37:43] voice to how you feel about the job that

[37:44] we're doing or not doing about your

[37:46] concerns about the city and um because

[37:49] it's your right to do that and we need

[37:50] to hear from the public so appreciate it

[37:53] um we know that we're not always going

[37:55] to get compliments

[37:57] but that's okay it's you know it keeps

[37:58] you on your toes so um in terms of you

[38:03] know people in terms of where the

[38:04] charter speaks to and not passing the

[38:06] budget on time I invite the individual

[38:08] who spoke about that to really revisit

[38:10] that and to just make sure they're clear

[38:12] on on on how that really um is worded um

[38:16] Mr Nelson our Corporation Council will

[38:18] speak to you regarding your

[38:21] situation okay uh I have nothing else so

[38:25] it I'll entertain a motion to adjourn
